In 2021, the federal government of the United States expanded a set of income transfers that led to strong reductions in child poverty. This research note uses microdata from more than 50 countries and U.S. data spanning more than 50 years to place the 2021 child poverty rate in historical and international perspective. We demonstrate that whether using the Supplemental Poverty Measure (SPM), relative poverty measures, or an absolute poverty measure, the U.S. child poverty rate in 2021 was at its lowest level since at least 1967. The U.S. tax and transfer system reduced the 2021 SPM child poverty rate by more than 75% relative to the pre-tax/transfer child poverty rate; this reduction was three times the mean reduction effect between 1967 and 2019. These policy changes improved the country's standing from having a relative poverty rate twice that of Germany's in 2019 to the same as Germany's in 2021. Moreover, the U.S. progressed from reducing child poverty at less than half the rate of Norway in 2019 to a rate comparable to Norway in 2021. However, the U.S. success was temporary: after the expiration of the 2021 income provisions, the child poverty rate doubled and returned to being higher than in most other high-income countries. This paper reports on a comparative study of temporary protection (TP) mechanisms in Australia and selected European jurisdictions. Specifically, it analyzes policy developments and trends in the use of TP mechanisms in Denmark, Germany, and Australia through a systematic examination of the evolution of "substitute protection" mechanisms; their implications for "effective protection" and their impacts on key stakeholders. The policy analyses are augmented by interviews and survey questionnaires with key NGO service providers in the three target jurisdictions. The paper argues that the traditional link between Refugee Convention protection and national territorial jurisdiction and responsibility is being undermined by extraterritorial processing and offshoring arrangements. Objective Because of the increasing number of people with disabilities and the lack of awareness of disability prevention methods in developing countries, creating a proper rehabilitation structure and providing appropriate services are among the important goals of every health system. Conducting comparative studies is one of the research methods for reviewing the structure of the rehabilitation system in the country's health system. This study aimed to compare the rehabilitation structure in Iran with 5 other countries. Materials & Methods This research is a comparative study conducted in 2022. In this study, sampling was purposeful. Five countries of Germany, Japan, Canada, Turkey, and South Africa were compared in terms of organizational and health management, financial and legal components, and social policy components with Iran. Reliable databases and related resources in the rehabilitation structure were used to collect data. In this study, the obtained data were analyzed using the Bereday model containing four stages: Description, interpretation, proximity, and comparison. The findings were evaluated in a comparative table. Results The findings indicated that in terms of organization and health management, the Ministry of Health should be responsible for health management and rehabilitation, but in Iran, in addition to the Ministry of Health, the Red Crescent, the Martyr Foundation, and Exceptional Education Organization are also involved in the management of rehabilitation. Financial issues and problems are significant barriers for people with disabilities to access rehabilitation services in these countries. In Iran, a large part of these costs is paid from the pockets of families. Regarding legal components in Iran, as in other countries, specific rules exist to provide services to people with disabilities. But sometimes, these rules are not properly implemented. From the sociodemographic perspective, Iran has an aging population, welcomes immigrants, and holds diverse cultures. The access of all people in need of rehabilitation in this diverse population to the services needed is limited. In terms of policy components, regulating national health policy requires review and, if necessary, changes in existing health system policies. Conclusion The existence of a specific position for rehabilitation in the Iranian health system, provision of services, and management of rehabilitation affairs by a single organization such as the Ministry of Health, as well as proper implementation of laws and policies, can lead to structural improvement and management of the health system and rehabilitation. Financial obstacles and problems to rehabilitation services should be reduced, and government and insurance must cover most of the costs of rehabilitation services. Also, a review of national health policies and legislation in the country should be done to improve the access of all people with disabilities to health and rehabilitation services. Effectiveness of participation in environmental governance is a proliferating assertion in literature that is also reflected in European legislation, such as the European Water Framework Directive (WFD). The Directive mandates participatory river basin management planning across the EU aiming at the delivery of better policy outputs and enhanced implementation. Yet, the impact of this planning mode in WFD implementation remains unclear, though the first planning phase was completed in 2009 and the first implementation cycle by the end of 2015. Notwithstanding the expanding body of literature on WFD implementation, a rather scattered single case study approach seems to predominate. This paper reports on implementation of the WFD in three case studies from Germany, Spain and the United Kingdom, reflecting three substantially different approaches to participatory river basin management planning, on the basis of a comparative case study design. We ask if and how participation improved the environmental standard of outputs and the quality of implementation. We found an increasing quality of outputs with increasing intensity of local participation. Further, social outcomes such as learning occurred within dialogical settings, whereas empowerment and network building emerged also in the case characterized mainly by one-way information. Finally, one important finding deviant from the literature is that stakeholder acceptance seems to be more related to processes than to outputs. [ABSTRACT FROM AUTHOR]

Background This study examines short- and long-run effects of a new—stricter—road traffic law on traffic accident-related fatalities in the Czech Republic. The law introduced tougher punishments through the introduction of a demerit point system and a manifold increase in fines, together with augmented authority of traffic police. Methods Identification is based on difference-in-differences methodology, with neighbouring countries serving as a control group. Results There was a sharp, 33.3%, decrease in accident-related fatalities during the first three post-reform months. This translates into 127 saved lives (95% confidence interval: 51, 204). The decline was, however, temporary; the estimates of the effects going beyond the first year are around zero. Unique data on traffic police activity reveal that police resources devoted to traffic law enforcement gradually declined. Conclusions Tougher penalties have significant, but often short-lived effects. Weaker enforcement in the aftermath of such reforms may explain the absence of long-run effects. [ABSTRACT FROM AUTHOR]

Simple Summary: Farm animal welfare policies are in transition: whereas agricultural policy is traditionally characterised by strong state steering, market actors are getting involved in this field. This study aims to improve understanding of these dynamics in the field of farm animal welfare. By conducting a comparative case study of public and private farm animal welfare policies in Germany and France, the findings illustrate how retailers are assuming a leading role in the field. By introducing animal welfare labels and purchasing guidelines, retailers react to rising societal concerns for the welfare of farmed animals. Governmental actors, conversely, are exercising restraint and engage in voluntary rather than regulatory policies. Contrary to the traditionally strong role of the state in agricultural policy, the contribution indicates a shift towards market-based governance in the field of farm animal welfare. The intensification of livestock production and the focus on economic gains of agricultural policy have resulted in animal welfare related challenges. In many countries the societal concern for the welfare of farmed animals is increasing. Whereas policymakers on the European Union's level and in EU member states have passed specific farm animal protection laws, the existing policies do not always guarantee the welfare of farmed animals. At the same time, the engagement of market actors in the field is increasing. This article explores the development of public and private policies in two countries with very different levels of regulation. By conducting a comparative analysis of public and private policies in Germany and France, the findings illustrate that, although they have different starting points, retailers in both countries are getting increasingly involved in farm animal welfare. In addition, there is evidence that governmental policies are shifting from regulatory to voluntary approaches in cooperation with the private sector. Given that in both countries these dynamics are a very recent development, it remains to be seen whether governmental actors will (re-)assume the lead in the field, whether they will engage in cooperation with private actors, or whether they will leave the task of agricultural restructuring to the market.
