Global health research partnerships are increasingly taking the form of consortia. Recent scholarship has proposed what features of governance may be necessary for these consortia to advance justice in global health. That guidance purports three elements of global health research consortia are essential — their research priorities, research capacity development strategies, research translation strategies — and should be structured to promote the health of the worst-off globally. This paper adopted a reflective equilibrium approach, testing the proposed ethical guidance against the experience of a global health research consortium with equity objectives. Case study research was performed with Future Health Systems (FHS), a health systems research consortium funded over two phases. Data on FHS Phase-2 were gathered through in-depth interviews with steering committee members and junior researchers and collection of consortium-related documents. Thematic analysis of the data for consistency with the proposed guidance generated recommendations for how the guidance might be better articulated and identified areas where it could usefully be expanded. Factors facilitating FHS alignment with the ethical guidance were also identified, including early engagement and partnership with low and middle-income country stakeholders, the learning developed during FHS Phase-1, and aspects of the grant program funding it. The article offers information on the increase in the international collaboration in scientific research between China and India. Commerce Minister of India Kamal Nath and his Chinese counterpart Chen Deming agreed to raise the bilateral trade target to US$ 60 billion by 2010 from 2008 level of US$ 38.7 billion. India and China have co-authored 1807 papers in which 1682 papers were articles, 45 were reviews, 18 were letters and 36 were meeting abstracts.

Despite close geographical proximity and centuries-old ties, the relationship between China and India has been filled with obstacles and stumbling blocks. The majority of academic research and media reports tend to examine relations at the national level, yet cities have become increasingly important due to urbanization and globalization. This paper argues that, through the city platform, India and China can turn potential cooperation into reality. The differences between Chinese and Indian cities beget complementarity that provides great potential for cooperation. Local governments in both China and India have high levels of administrative power in decisionmaking. Cooperation between cities can avoid many obstacles that prevail in national-level cooperation. Local governments will not only be motivated to cooperate, but also can accomplish a great deal in promoting cooperation between the two countries. The conditions for city cooperation are improving. China and India have had an often turbulent relationship. At the state level, strategic and diplomatic relations between the two are fraught with complications, tensions and misgivings that many observers believe are destined to continue for the foreseeable future. The purpose of this paper is to detail the various opportunities for cooperation that stem from the common challenges that China and India face as they continue to develop into major global powers. We argue that the key to successful cooperation will not occur at the intergovernmental level; rather, it will be based upon the building of social and cultural bridges between the Chinese and Indian people.
