This paper summarizes the design of passive automatic flushing systems installed in the City of Cambridge's storm and sanitary sewer system tributary to the Alewife Brook as part of a $75 million sewer separation program. Grit and debris deposition is severe in the existing combined sewers, storm drains, and sanitary trunk sewers due to the flat topography of the area. This condition is exacerbated by hydraulic constraints imposed on the system's outlet by the Alewife Brook (shallow stream) and downstream sanitary siphons (again because of the Alewife Brook). The use of pumps to lift flows from sewers and drains to permit self-scouring velocities is prohibitively expensive. To overcome this problem, five automated flushing systems using quick opening (hydraulic operated) gates discharging collected stormwater were constructed in conjunction with downstream collector grit pits covering a distance of 1,604 m for storm drain pipes ranging from 1.4 m circular to 1.2 m by 1.8 m rectangular. New 450 and 600 mm sanitary trunk sewers, 561 m long, will be flushed daily by two flushing systems using spent filtrate water from Cambridge's water treatment plant recently constructed nearby. The flushing systems are sized to achieve wave velocity of 1 m/s at the end of the flushing segment. The flush vault volumes range from 11 to 40 m[SUP3] for the storm drain systems and 6 m[SUP3] for the sanitary system. This paper describes MIT Libraries' experience implementing DSpace, a home-grown open source digital institutional repository, which other institutions may want to introduce as a service to their communities. MIT's introduction of DSpace as an operating service illustrates the many political and organizational considerations that must be addressed to establish and operate institutional repositories. In addition to detailing some of the policies developed and organizational changes undertaken, this article describes the kinds of questions future implementers of DSpace will want to answer. Changes in welfare programs are likely to have several important effects on populations served by social workers. While most attention has addressed the work requirement and time limits imposed by welfare reform, other aspects of the legislation also require attention. Living requirement legislation for teen parents receiving welfare has led the state of Massachusetts to develop Teen Living Programs (TLPs). TLPs are residential programs that allow teen parents to fulfill the living requirement when they are unable to live in the home of a parent or adult guardian. Data collected during program site visits to report on the implementation of the programs are used in this paper. This report identifies and analyzes issues related to service delivery that may be useful to social workers, policymakers, and program developers interested in supporting adolescent mothers affected by living requirement legislation. Analysis includes discussion of programming and staff, standardization of services, flexibility and individualized services, the residential model, and limitations of the program response. The mathematical study of the small-world concept has fostered quite some interest, showing that small-world features can be identified for some abstract classes of networks. However, passing to real complex systems, as for instance transportation networks, shows a number of new problems that make current analysis impossible. In this paper we show how a more refined kind of analysis, relying on transportation efficiency, can in fact be used to overcome such problems, and to give precious insights on the general characteristics of real transportation networks, eventually providing a picture where the small-world comes back as underlying construction principle. Land-use initiatives represent a potentially effective tool for coping with the kinds of mobility pattern that North American cities faced in the 1990s and still face in the present century. As fine-grained data about land use and travel activity become available, they provide the opportunity to improve our understanding of the linkage between land use and transport. This paper examines in detail the neighbourhood characteristics that could affect mode choice on the work and non-work tour. Neighbourhood characteristics include land use, network and accessibility-related characteristics which are quantified through the use of geographical information systems (GIS). Ultimately, such measures could be used in conjunction with detailed surveys of travel behaviour to specify, calibrate and use models of modal choice and residential choice that are more sensitive to the fine-grained spatial structure of neighbourhoods and transport corridors in metropolitan areas. Micro-level data for the Boston metro area, together with a 1991 activity survey of approximately 10 000 residents, provide a rich empirical basis for experimenting with relevant neighbourhood measures and for simulating the effects on travel behaviour. Abstract Aim This study compares the magnitude and trajectory of vegetation and ecosystem function dynamics associated with the direct impact of hemlock woolly adelgid (Adelges tsugae Annand; HWA) infestation vs. the indirect consequences of HWA-induced damage in the form of salvage and pre-emptive logging of hemlock [Tsuga canadensis (L.) Carriere] forests. Location The study was conducted within an area extending from southern Connecticut up to and including the Connecticut River lowlands west to the Berkshire Plateau in central Massaschusetts, USA. Methods Overstorey and understorey vegetation and ecosystem function parameters such as decomposition and nitrogen cycling were examined in logged and unlogged portions of ten hemlock stands varying in HWA damage intensity. Results Intensive hemlock logging generated more rapid and pronounced microenvironment and vegetation changes than chronic HWA damage. Black birch (Betula lenta L.) seedling densities and percent cover of brambles (Rubus L. spp.), sedges (Carex L. spp.) and hay-scented fern (Dennstaedtia punctilobula Michx.) were significantly higher in recent harvests vs. HWA-damaged and undamaged sites. High black birch sapling densities (>7000 ha-1 ) were common in the older harvests but not in adjacent, HWA-damaged portions of these sites. Undamaged sites had 20% more forest floor mass than HWA-damaged sites and double the mass of older cuts. Mass loss rates of cellulose paper suggest that conditions were more favourable for decomposition in the damaged and older logged sites. Recently cut sites had significantly larger inorganic N pools than undamaged forests, although total net nitrogen (N) mineralization rates were not significantly different among treatments. Nitrification rates of 0.2 kg ha-1 day-1 measured in the oldest cuts were three times greater than in HWA-damaged sites and over 200 times greater than in undamaged hemlock sites. Abstract Aim The United States (US) and other affluent countries consume vast quantities of global natural resources, but contribute proportionately less to the extraction of many raw materials. This imbalance is due, in part, to domestic policies intended to protect the environment. Ironically, developed nations are often better equipped to extract resources in an environmentally prudent manner than the major suppliers. Thus, although citizens of affluent countries may imagine that preservationist domestic policies are conserving resources and protecting nature, heavy consumption rates necessitate resource extraction elsewhere and oftentimes under weak environmental oversight. A major consequence of this ‘illusion of natural resource preservation’ is greater global environmental degradation than would arise if consumption were reduced and a large portion of production was shared by affluent countries. This paper considers some implications of the consumption, management and conservation of forests and wood at a local and global scale. Location We focus on Massachusetts, the eighth most forested state in the USA (by area), the third most densely populated, and an affluent region with consumption rates that are among the highest in the country. Methods Estimates of wood production and consumption are generated, and comparisons are made with other commonly used materials (e.g. steel, concrete, aluminium). Results A comparison of the feasibility and environmental impact of various strategies for dealing with rising wood demand suggests that the US should strive to: (1) reduce per capita consumption of wood and its substitutes, (2) recycle forest products more effectively, (3) protect extensive areas of intensively managed and unmanaged forests and (4) promote sound forest management where the environmental consequences are mild. Study of the interaction of mental health and justice systems tends to focus on the ways that the respective realms inadvertently 'capture' each other's target populations. There has been little research into a system-level analysis that can answer questions about how styles, organising principles and institutional values of one system relate to and are sometimes incorporated by the other. This paper reconsiders juvenile de-institutionalisation in Massachusetts to document the emergence of a mental health ethos in the state's juvenile justice system of community-based treatment. The emergence of this ethos superficially bears out an influential thesis in the sociology of punishment that penal practice has now become charactised by an amoral actuarialism. A more sophisticated criminological awareness of developments in mental health and the sociology of medicine would show how a mental health ethos might instead be understood to challenge the actuarial thesis, by providing a framework that reconciles the traditional aims of retribution and rehabilitation in punishment. ABSTRACT: School health service programs underwent rapid changes to meet the health needs of today's students. These needs stem largely from: a) increased number of students with special health care needs attending school, b) increased stress and time pressure on families, c) rapid restructuring of the health care system serving children, and d) recognition that schools provide opportunities to identify students with health risks. This paper describes seven components of a statewide Massachusetts plan to develop school health services by: a) setting standards, b) reviewing and revising statutes and regulations, c) promoting credentialing of school health personnel, d) providing continuing education on subjects pertinent to school health, e) exploring reimbursement systems and new funding sources, including funds from the tobacco settlement, f) exploring new models of care, and g) implementing data systems. Fenway Community Health Center (FCHC), located in Boston, Massachusetts, provides comprehensive care to persons with HIV/AIDS, including medical, mental health and other health-related services. In this paper, we present results from an analysis of existing data about the demographic and clinical characteristics, service needs and utilization patterns, and primary care retention of HIV-positive primary care patients seen at FCHC during a 24-month study period. Patient data were extracted from Logician, FCHC's electronic medical record system, and imported into Microsoft Access, Microsoft Excel and SAS for manipulation and analysis. A total of 999 unique individuals were included in the study population. Most were men (97%), white (75%) and between 39 and 80 years of age. Patients averaged 6.7 medical visits annually at FCHC, and 61% had at least one medical visit every six months. Significant predictors of primary care utilization were insurance status, HIV disease stage, being on combination therapy, first CD4 count, first viral load level and receipt of ancillary services. Need and receipt of ancillary services were found through medical and case management record review; case management was the most used ancillary service, received by 36% of the study population. For most ancillary services, clients with assessed need had documented receipt of the service. Publicly insured and/or Ryan White CARE Act-funded patients had the greatest ancillary service utilization. The influence of ancillary services upon primary care entry could not be evaluated with available data; however, their influence upon primary care was significant. For patients who received primary care in every continuous six-month period, statistically significant associations were found with receipt of mental health care, case management, drug assistance, food/nutrition, complementary services and housing. Using the more rigorous FCHC standard of care (minimum of four primary care visits per year), significant associations were also found with transportation, legal services and substance abuse treatment. This paper provides a brief overview of the history of Massachusetts' opposition to smoking. It describes the current Massachusetts Tobacco Control Program and its smoking intervention programmes; changes in public opinion, perceptions and attitudes toward smoking; and programme impact. Massachusetts has been successful in developing a comprehensive intervention that has had encouraging results in changing public attitudes about smoking and in helping smokers to quit. Public health researchers and practitioners have begun to recognize the dynamic nature of disability, promote the health of people with disabilities, and develop strategies to prevent secondary conditions among them. To understand the epidemiology of secondary conditions, the authors developed the Massachusetts Survey of Secondary Conditions, a longitudinal study of adults with major disabilities ( n =656) based on a conceptual framework linking disability, mediating factors, and health outcomes. This paper reports baseline data on the number of secondary conditions experienced by survey respondents. Respondents experienced a mean of 5.3 of 17 secondary conditions. More numerous secondary conditions were associated with fair or poor general health and number of days unable to do routine activities. Factors amenable to public health interventions included difficulty with weight and exercise maintenance, tobacco and marijuana use, and experiencing assault. Since the 1970s, tensions between lesbians and bisexual women over issues of space and community have been common. One of the most widely reported and contentious of these debates began in 1989 in Northampton, Massachusetts, over the inclusion of "bisexual" in the town's Lesbian and Gay Pride March and Rally. Placing the incident within the context of larger changes in lesbian and bisexual communities, this paper draws on interviews with participants in the debate and examines why this issue prompted such controversy. Previous analyses of the Massachusetts Miracle and the subsequent evolution of employment in the area have centered in part on sectoral explanations. In this paper these explanations are evaluated with the use of a sectoral-based VAR model of the Boston economy, developed to identify local and national sectoral shocks. Universities are increasingly involved in regional economic development and innovation. In the long-established industrial city of Lowell, Massachusetts, in the US north-east, firms, community groups, and various centres, institutes, and academic departments at the University of Massachusetts have been engaged in systematic activities designed to revitalize neighbourhoods and improve industry performance. This paper examines these relationships and assesses changes made at the University since 1990 as it seeks to implement an enhanced regional development mission. An iterative process has begun at Lowell that involves faculty from diverse disciplines and off-campus constituencies. Internal relationships among faculty and between faculty and administrators are being altered, while external relationships are being reconstituted to make certain that the campus listens better and engages the community in collaborative activities in the best land-grant university tradition. The Baby-Friendly Hospital Initiative of the United Nations Children's Fund and the Worm Health Organization dramatically raises breastfeeding rates when implemented. To date, only 27 of the 16,000 Baby-Friendly hospitals worldwide are located in the United States. Barriers to becoming Baby-Friendly in the United States include the strength of the infant formula industry, suboptimal clinician knowledge, and the need to implement significant change throughout an institution. This paper describes how Boston Medical Center, an inner-city teaching hospital in Boston with approximately 1800 births per year, overcame numerous obstacles and, in December 1999, became the first Baby-Friendly hospital in Massachusetts. Reflecting on 5 years of experience in an ongoing partnership between the University of Massachusetts and the Pskov region in Russia, this paper analyses the process of introducing Western style planning in a provincial region in Russia at the post-Soviet era. After describing the region, the participants, and some changes undergoing in Russia, the key elements of the project, its accomplishments and some problems encountered are reported. The distinguishing characteristics of this project are its attempt at a unified approach that combines academic, consulting and public policy elements, and its success as a partnership in which Americans and Russians together attempt to find the best way to introduce Western style planning in a country moving from a centralized to a free market economy. Economists often estimate models with a log-transformed dependent variable. The results from the log-transformed model are often retransformed back to the unlogged scale. Other studies have shown how to obtain consistent estimates on the original scale but have not provided variance equations for those estimates. In this paper, we derive the variance for three estimates--the conditional mean of y, the slope of y, and the average slope of y--on the retransformed scale. This paper describes the testbed telesurgery system that was developed in MIT's Human Machine Systems Laboratory. This system was used to investigate the effects of communication time delays on controller stability and on the performance of surgical tasks. The system includes a bilateral force-reflecting teleoperator system, interchangeable surgical tools, audio and video communication between the master and slave sites, and methods to generate time delays between the sites. To compensate for the time delays, various control schemes were investigated, leading to the development and selection of fuzzy sliding control (FSC). With a stable teleoperator system, experiments in performing a variety of surgical exercises were conducted. These looked at the performance of a team of a telesurgeon and local assistant given a number of different time-delay scenarios, including synchronous and asynchronous force and audio/ video feedback. The results of the research project include the development of the novel FSC algorithm, data on how time delays degrade performance of surgical tasks, and recommendations on how telesurgery should be performed to accommodate telecommunication time delays. This paper describes four different systems that we have developed for capturing various manners of gesture near interactive surfaces. The first is a low-cost scanning laser rangefinder adapted to accurately track the position of bare hands in a plane just above a large projection display. The second is an acoustic system that detects the position of taps on a large, continuous surface (such as a table, wall, or window) by measuring the differential time-of-arrival of the acoustic shock impulse at several discrete locations. The third is a sensate carpet that uses a grid of piezoelectric wire to measure the dynamic location and pressure of footfalls. The fourth is a swept radio frequency (RF) tag reader that measures the height, approximate location, and other properties (orientation or a control variable like pressure) of objects containing passive, magnetically coupled resonant tags, and updates the continuous parameters of all tagged objects at 30 Hz. This paper describes recent progress toward a framework and toolset for Very Distributed Storytelling. It focuses on three independent but interconnected axes of development: continuous story playout environments, story authoring systems, and scenarios for interaction, particularly those that operate in casual or formal architectural spaces. Aspects of these are explored in several systems currently under development at the Interactive Cinema Group of the MIT Media Laboratory. Agent Stories invites authors to develop story segments that know about their role in the story and agents that can use these role designations to orchestrate the playout of story parts. Happenstance, an ecologically based, context-sensitive "stage" for the performance of interactive narratives, provides an information landscape that is continuous in space and time, supports multiple viewpoints, and acts as a semi-porous membrane to information and messages from the outside world. As an outgrowth of our interest in dense wireless sensing and expressive applications of wearable computing, the Responsive Environments Group at the MIT Media Laboratory has developed a very versatile human-computer interface for the foot. By dense wireless sensing, we mean the remote acquisition of many different parameters with a compact, autonomous sensor cluster. We have developed such a low-power sensor card to measure over 16 continuous quantities and transmit them wirelessly to a remote base station, updating all variables at 50 Hz. We have integrated a pair of these devices onto the shoes of dancers and athletes, measuring continuous pressure at three points near the toe, dynamic pressure at the heel, bidirectional bend of the sole, height of each foot off conducting strips in the stage, angular rate of each foot about the vertical, angular position of each foot about the Earth's local magnetic field, as well as foot tilt and acceleration, 3-axis shock acceleration (from kicks and jumps), and position (via an integrated sonar). This paper describes the sensor and electronics systems, then outlines several projects in which we have applied these shoes for interactive dance and the capture of high-level podiatric gesture. In hyperlinked video, objects are selectable-resulting in an associated action--akin to linked words or graphics on Web pages. Possible venues for hyperlinked video include broadcast television, streaming video (e.g., video on the Internet or other forms of video-on-demand systems), and published media such as DVD (digital versatile disc). Hyperlinked video offers new interaction possibilities with streaming media and the opportunity to move electronic commerce from the personal computer to the television receiver while making it more dynamic and engaging. In this paper we examine some opportunities and challenges of hyperlinked video, describe an object tracking and identification algorithm and an authoring tool we have developed, and discuss two prototype hyperlinked television programs--one an augmented broadcast and one a video-on-demand application. This paper reports on the program satisfaction of teen parents who resided in residential programs developed as part of welfare reform in Massachusetts. These teen living programs (TLPs) provide an alternative living situation for teen-parent welfare recipients who cannot live with a parent or guardian, but who must live in an approved setting to receive assistance. One hundred and ninety-nine interviews were conducted with teen parents, 72 with those who were currently living in the program and 127 with those who had left the program. Both quantitative and qualitative data were collected to assess global satisfaction with services, satisfaction with specific program components, and other open-ended feedback about the program. The measurement of program satisfaction is particularly important for programs serving young people, as they typically have few opportunities to voice their views. Objective. A health care proxy is an advance directive that allows an individual to indicate in writing who can act on his behalf when he lacks the capacity to make health care decisions, and what limitations he is placing on this authority. Of great interest in medical settings, health care proxies are beginning to receive more attention in psychiatric settings. Are these proxies useful when applied to psychiatric treatment decisions? This paper examines health care proxies in Massachusetts and their potential use for decisions about psychiatric interventions at one Massachusetts state hospital. Method. A point in time study of a state hospital's entire census was done by reviewing all patients' records for demographic, diagnostic, and legal data, and for the presence and content of the state required health care proxy form. Results. Of the 161 patients in the hospital, 71 (44%) had full guardians and were ineligible to complete their own proxies. Of the remaining 90 patients, 53 (33% of the total population) had a proxy form in their chart, but 34 (21%) of these patients refused to sign them. Of the 19 (12%) signed proxies, 16 (10%) of the patients were deemed competent to have executed meaningful health care proxies. Conclusions. This preliminary analysis reveals that only 10% of a state hospital population had meaningful health care proxies. Further outcome studies are needed to determine if the process of offering health care proxies and the presence of properly executed proxies are meaningful and beneficial to chronically ill psychiatric patients. Abstract: This paper describes an evaluation of a crime prevention initiative which was targeted at older local authority tenants in areas of the city where crime was of particular local concern. Our evaluation suggests that it was successful in addressing both crime and fear of crime. Respondents indicated that they were very satisfied with the service and felt safer as a result of it. Moreover, recorded burglary statistics revealed a marked reduction. It is thus argued that it is possible to reduce the risk and fear of crime among older people without having a detrimental effect on their quality of life. This paper considers integrated location and routing models for minimizing the expected number of hazardous material transport accidents. Two different routing policies are considered: (1) most reliable route planning and (2) multiple routing with random selection. Path reliability measurements are used to derive the expected number of accidents over a given planning horizon, where reliability refers to the probability of completing a journey without accident. Corresponding to the two routing policies, two location models are introduced: the reliable 1-median and a location framework for considering multiple routes. Based on realistic assumptions for assigning accident probabilities to segments created when an edge location is considered, vertex optimality results for both problems are obtained. This paper uses data from an intensive study of Boston's antebellum black community to demonstrate how sustained social activism is embedded in the formal and informal institutions of the community. The social networks of cooperative institutions were primary factors in this community's ability to mobilize and sustain protest actions and to call attention to social injustice. This examination of antebellum black Boston indicates that the issue of slavery was crucial to social activism. This suggests that the presence of a salient issue which links the everyday lives of participants with a public issue may be an important factor in building a social movement based in a poor, relatively powerless community. Clark psychology in the post&shyHallian era has attracted little attention from scholars. The only general account, Carl Murchison's ‘Recollections of a Magic Decade at Clark’ (1959), is both partisan and limited in scope. This paper examines the ‘second cycle’ of the Clark department in a period of unusual productivity in research, publication and graduate training from the mid-twenties to the mid-thirties, as well as the internal tensions and constraints that led the department to self-destruct in 1936 and lose its scholarly leadership and professional visibility until the post-World War II era. A first cooperative research program in the developmental psychology was established in the Clark questionnaire studies. The program was not meant to be free­standing but to elaborate an evolutionary conception of child development synthesized from findings of several scientific fields. The short­lived program had some serious faults, but an examination of its research papers suggests that it produced some worthwhile work. The child­study researchers gathered information about children's social and emotional reactions in everyday settings; one or two of their studies were replicated; they found pattern and order; they elaborated a meaningful social­biological view of child development. This paper identifies the institutional character of pre-1920 psychology at Clark University with founding President G. Stanley Hall's active ‘patronage’ of ‘outsiders,’ argues that the origins of this institutional character can be found in Hall's own personal character and temperament, and traces the influence of this institutional character through much of the psychology done at Clark before 1920. The built forms of New York City and Boston differed dramatically in the second half of the nineteenth century. This paper focuses on the changing forms of their retail districts and evaluates the divergence in those patterns in relation to their socioeconomic context. Historical atlases and city directories identified the locations of department stores, which were used as indicators of the retail districts while primary and secondary historical sources related locational decisions to their economic position and the structure of their elite classes. New York's unstable elite classes continued to move their residences north on Manhattan Island throughout the latter half of the nineteenth century and were unable and unwilling to stop the northward expansion of the retail district. Boston's stable ruling class was able to control retail expansion through various political acts limiting development and through social barriers that limited displays of conspicuous consumption. The importance of the structure of elite classes in mediating the processes of land allocation suggests that findings of New York, as a city of competitive capitalism with a splintered elite, and Boston, as a city of controlled capitalism with a ruling elite, might provide a useful framework for understanding the specific contexts within other urban built forms.
