Purpose: Digital literacy is not the mere ability to use a digital device or know to use various software. It is a domain of exploration for sociology, psychology, education and, of course, technology. This study aims to present a quantitative analysis of the literature on digital literacy using a bibliometric approach. Design/methodology/approach: Using data from the Web of Science database, the importance of the research is evaluated by reviewing 2307 publications and examining the yearly publication, field category productivity, citation structure, most cited resources, documents, most-cited authors, most productive authors, and country in the field of digital literacy. Further, a cluster analysis is conducted to see the most recurrent keywords and emerging trends in this field. At last, the authors analyzed the thematic progression of keywords over these five years based on the normalized citations. Additionally, a graphical representation of the bibliometric data using VOSviewer is presented in the paper. Findings: The results suggest a steady rate of publication in this field, with most of the research published in education and library fields and the USA leading the country in this realm. The emerging themes in this field are 'Fake News', 'Competence', 'Educational Technology', 'Health Literacy', 'Self-Efficacy' and, interestingly, 'COVID-19'. The results also revealed that COVID-19 has been examined and associated with fake news, higher education, social media and information literacy. Originality/value: This paper provides an overall summary of the most recent research work published from 2017 to 2021 on digital literacy in the backdrop of COVID-19. The study presents the thematic progression over the years and particularly the new keywords that emerged in the limelight of the pandemic. It contributes by updating the existing body of knowledge in the field of digital literacy and presents preliminary results related to COVID-19.

The importance of inclusive education receives global acceptance. The current paper presents a bibliometric analysis of 8398 papers dealing with inclusive education between 1980 and 2019. The research aim is to gain information on scientific productivity, international collaboration activities, and the conceptual structure of this research field. Descriptive analyses, co-authorship collaboration analysis and co-word analysis were conducted to obtain a comprehensive knowledge map of inclusive education research. The results show a fast growing body of research in inclusive education over the years with intensive international collaboration patterns. Six research clusters could be identified. Major and intensively studied research themes are disability issues, teacher professionalisation, teacher practices, attitudes towards inclusive education, social processes, support, curricular issues, student perspective, parent perspective, intercultural education, policy, etc. Research addressing inclusive education from a queer perspective, bullying, stigmatisation, digital education and emerging technologies in inclusive settings are under-represented and should be intensified in future studies.

There is some scepticism about the effectiveness of equity funding policies (EFPs). However, many studies focus only on one particular EFP in one education system. The present paper draws lessons from a review of the North American and European literature. In general, EFPs did not always meet the expectations of policymakers and educational agents. Five potential causes emerge from our review: (1) Matthew effects in the baseline resourcing of schools; (2) the ineffective use of additional resources; (3) ineffective targeting; (4) flaws in monitoring and evaluation; and (5) the general social and educational context in which EFPs are implemented. 'Energy' presents a number of complex and interrelated challenges regarding the environment, economy, and politics. In this paper, we argue that cartography should help clarify our understanding of energy issues, but ask whether this has in fact been the case. In a review of over 100 articles pulled from twenty-three peer-reviewed geography journals, we qualitatively assess energy maps published since the early 20th century, examining trends in topic and cartographic technique. Energy maps in geography journals have focused on North America and Western Europe while relying on proportional symbols, grayscale production, and the analysis of energy phenomena at the national scale-tendencies that in many instances have limited our understanding of the ways in which energy is actually consumed. Simultaneously, cartographers are limited to the energy data available to them, frequently precluding small-scale consumption analysis or consideration of diurnal and seasonal trends. Objective: To identify barriers and facilitators to international implementation of a prospective system for standardized outcomes measurement in cleft care. Design: Cleft teams that have implemented the International Consortium for Health Outcomes Measurement Standard Set for cleft care were invited to participate in this 2-part qualitative study: (1) an exploratory survey among clinicians, health information technology professionals, and project coordinators, and (2) semistructured interviews of project leads. Thematic content analysis was performed, with organization of themes according to the dimensions of the reach, effectiveness, adoption, implementation and maintenance (RE-AIM) framework: reach, effectiveness, adoption, implementation, and maintenance. Results: Four cleft teams in Europe and North America participated in this study. Thirteen participants completed exploratory questionnaires and 5 interviewees participated in follow-up interviews. Survey responses and thematic content analysis revealed common facilitators and barriers to implementation at all sites. Teams reach patients either via email or during the clinic visit to capture patient-reported outcomes. Adopting routine data collection is enhanced by aligning priorities at the organizational and cleft team level. Streamlining workflows and developing an efficient data collection platform are necessary early on, followed by pilot testing or stepwise implementation. Regular meetings and financial resources are crucial for implementing, sustaining, analyzing collected data, and providing feedback to health care professionals and patients. Fostering patient-centered care was articulated as a positive outcome, whereas time presented challenges across all RE-AIM dimensions. Conclusions: Identified themes can inform ongoing implementation efforts. Intentionally investing time to lay a sound foundation early on will benefit every phase of implementation and help overcome barriers such as lack of support or motivation. [ABSTRACT FROM AUTHOR]

A recent renaissance of industrial hemp has been driven by a plethora of ecologically amicable products and their profitability. To identify its environment and economic fate across the value chain (VC), this study conducts a systematic review of 98 studies published in ScienceDirect, Web of Science, and Scopus‐indexed journals. The thematic content of the articles is categorized using three deductively derived classification categories: lifecycle analysis (n = 40), VC analysis (n = 30), and feasibility analysis (n = 28). Bibliometric analysis indicates that the majority (>90%) of the studies were conducted in selected regions of Europe or North America, with further findings around regionally prioritized industrial hemp products, such as hempcrete in Southwest Europe, solid biofuel in North European states, and textile fiber and bio‐composites in East Europe and North America. Lifecycle analysis studies highlight nitrogenous fertilizer use during industrial hemp cultivation as a major ecological hotspot, which is taking a toll on the climate change index. However, hemp‐based products are generally climate‐friendly solutions when contrasted against their fossil fuel counterparts, with hempcrete in particular a highly touted carbon‐negative (−4.28 to −36.08 kg CO2 eq/m2) product. The review also identifies key issues within the hemp VC and presents innovative solutions alongside the recognition of value‐adding opportunities. Furthermore, feasibility analysis indicates unprofitability in using hemp for bioenergy production and there is a relative cost worthiness of hemp bio‐composites and hempcrete at the upstream level. Positive returns are observed under co‐production schemes. In contemplating the literature findings, we discussed and identified gap in existing literature for future exploration, including more studies to provide insights from the Global South, and the production of industrial hemp under a biophysically constrained landscape. Background: Physical inactivity is a major public health concern, exacerbated in countries with a (sub)tropical climate. The built environment can facilitate physical activity; however, current evidence is mainly from North American and European countries with activity-friendly climate conditions. This study explored associations between built environment features and physical activity in global tropical or subtropical dry or desert climate regions. Methods: A systematic review of four major databases (Web of Science, Scopus, PubMed, and SportDISCUS) was performed. To be included, studies had to investigate associations between perceived or objective built environment characteristics and adult's physical activity and had to be conducted in a location with (sub)tropical climate. Each investigated association was reported as one case and results were synthesized based upon perceived and objectively assessed environment characteristics as well as Western and non-Western countries. Study quality was evaluated using a tool designed for assessing studies on built environment and physical activity. Results: Eighty-four articles from 50 studies in 13 countries with a total of 2546 built environment-physical activity associations were included. Design (connectivity, walking/cycling infrastructure), desirability (aesthetics, safety), and destination accessibility were the built environment characteristics most frequently associated with physical activity across the domains active transport, recreational physical activity, total walking and cycling, and moderate-to-vigorous physical activity, particularly if multiple attributes were present at the same time. Very few studies assessed built environment attributes specifically relevant to physical activity in (sub)tropical climates. Most studies were conducted in Western countries, with results being largely comparable with non-Western countries. Findings were largely generalizable across gender and age groups. Results from natural experiments indicated that relocating to an activity-friendly neighborhood impacted sub-groups differently. Conclusions: Built environment attributes, including destination accessibility, connectivity, walking and cycling infrastructure, safety, and aesthetics, are positively associated with physical activity in locations with (sub)tropical climate. However, few studies focus on built environment attributes specifically relevant in a hot climate, such as shade or indoor recreation options. Further, there is limited evidence from non-Western countries, where most of the urban population lives in (sub)tropical climates. Aim: The aim of this article is to review existing research literature in order to trace changes in a level of public support for alcohol policies, their individual correlates and social/political determinants. Methods: Articles for the review were collected by SCOPUS browser which is a database of abstracts and number of citations. Articles were also searched by MEDLINE browser but the results overlapped with the results obtained by SCOPUS. In our search, we used the combination of the following words: (1) policy support and alcohol; (2) public opinion and alcohol policy and also (3) policy support and alcohol policy. In addition to a systematic review, a number of papers were included through opportunistic methods, such as searching in bibliographies and reference lists of relevant publications. Conclusions: Past decades of research on social support for alcohol control policies showed that the level of support either fluctuates or tends slowly to decline parallel with progressing economic liberalization. Nevertheless, supporters of restrictive alcohol policies still represent large proportion of the contemporary society and in combination with those satisfied with existing level of control - constitute large majority. Control measures targeting young people do enjoy more support which implicates diverting attention from strategies aimed at general adult population. [ABSTRACT FROM AUTHOR]

Aims To synthesize evidence and knowledge from published research about nurses' experiences of nurse-patient relationships with adult patients in general, acute inpatient hospital settings. Background While primary research on nurses' experiences has been reported, it has not been previously synthesized. Design Meta-ethnography. Data sources Published literature from Australia, Europe, and North America, written in English between January 1999-October 2009 was identified from databases: CINAHL, Medline, British Nursing Index and Psyc INFO. Review methods Qualitative studies describing nurses' experiences of the nurse-patient relationship in acute hospital settings were reviewed and synthesized using the meta-ethnographic method. Results Sixteen primary studies (18 papers) were appraised as high quality and met the inclusion criteria. The findings show that while nurses aspire to develop therapeutic relationships with patients, the organizational setting at a unit level is strongly associated with nurses' capacity to build and sustain these relationships. The organizational conditions of critical care settings appear best suited to forming therapeutic relationships, while nurses working on general wards are more likely to report moral distress resulting from delivering unsatisfactory care. General ward nurses can then withdraw from attempting to emotionally engage with patients. Conclusion The findings of this meta-ethnography draw together the evidence from several qualitative studies and articulate how the organizational setting at a unit level can strongly influence nurses' capacity to build and sustain therapeutic relationships with patients. Twice a year, most areas of North America and Europe observe a time shift. In spring, a positive shift occurs when clocks are reset from 02:00 to 03:00 hours, generally on a Sunday morning. In late autumn, a negative shift occurs when clocks are reset from 03:00 to 02:00 hours, generally on a Sunday morning. These time shifts can have an impact on the data quality if they are not considered appropriately. Especially for pharmacokinetic studies, this can lead to issues and wrong results in the calculation of time-dependent variables like area under the curve (AUC) or terminal half-life (t1/2). It also affects recording of safety data like adverse events or serial ECGs. This paper describes possible pitfalls in the study set-up and possible impact on data quality and analysis. This paper traces the impact of six major RFID-relevant events in Europe since May 2009. It outlines the findings relevant to RFID and privacy in healthcare as published in the June 2009 RAND report and relates them to subsequent developments including the explicit inclusion in November 2009 of RFID in the E-Privacy Directive of 2002. The paper focuses on the process of implementation of the European Commission's May 2009 Recommendation of Privacy and RFID and especially the implications for healthcare providers in the form of the new requirement (in Europe) for Privacy Impact Assessments (PIAs). The paper indicates three main areas of concern highlighted by the July 2010 Opinion of the EU's Art 29 Working Party which may be relevant to healthcare providers considering deployment of RFID. Following a comparison with the situation obtaining in North America, the paper concludes that PIAs will form part of the likely scenario for legal requirements or at the very least impact the actual design of RFID deployed in the healthcare sector in both Europe and North America. For the last three decades, community-oriented approaches have been considered to be progressive and adequate ways to address unemployment, poverty, social marginalization, as well as disorder and crime by a plethora of social scientists and practitioners in Europe and North America. During the last decade, respective programs have been institutionalized in Europe and elsewhere. Within a framework known as the 'activating welfare state,' or even 'the activating city' in Germany, nonprofits working in fields such as labor market (re)integration, social stabilization of 'disadvantaged' communities, or crime prevention adopt increasingly ambivalent roles. On the one hand, (local) administrations integrate them into new networks and forms of cooperative governance; on the other hand, they are forced to comply with the new policies regarding long-term unemployed and welfare recipients (Hartz laws) that combine state subsidies with a strict work commitment (workfare) and, thus, have to bear and procure exclusion processes for those unwilling or unable to conform with the new demands. In addition, nonprofits adopt the role of policing entities, thus creating programs that result in 'the poor policing the poor'. Against this background, the paper discusses the German federal program 'Socially Integrative City' and the Hartz laws as neocommunitarian approaches with regard to labor market (re)integration, security, and (dis)order executed by, among others, nonprofits at the local scale. Nonprofits today are part of a community-based system of mobilizing and motivating, tracing and tracking, securing and socially sorting - thus, being at risk (if not willing) to fail in seeking justice for the 'undesirables.' Purpose - This paper seeks to examine evidence of new forms of regionalisation in both theory and practice, and the relationship between the two. In so doing, it aims to demonstrate the essential complementarity, rather than widely argued alternativeness, of both conventional and new forms of inter-local collaboration at the regional level. The paper also seeks to demonstrate the importance of institutional and local legacies for the nature of regionalisation. Design/methodology/approach - The paper is based on interviews by the author with economic policy makers in several city regions in Europe and North America over the last three years, and the results of a series of workshops involving many of these very policy makers. Findings - There is growing evidence of new forms of inter-local region Building being adopted by policy makers in response to a perceived need to maintain/improve economic competitiveness. Concerns about "giving away" powers and resources when engaging in usual conventional, formalised, fixed forms of regionalisation have created reluctance among many local actors to do so. The need to be more responsive to rapidly changing economic conditions, coupled to a realisation of the need for concerted action, have encouraged economic policy makers to adopt new, more experimental forms of region-wide collaboration. Practical implications - The findings not only challenge established practices and a conventional focus on planning and technocratic views of "regions", but also raise questions about the prevalent regulation theory-inspired arguments in academic debate. Instead, "virtual regionalisation" seems to open new opportunities for defining meaning and operation of "regions" and "regionalism", with the different backgrounds in Europe and North America allowing a somewhat: more "open mind" in the latter than the former. Purpose — The purpose of this paper is the comparison of Local Agenda 21 — sustainability plan implementation and research activity between Europe, North America and India. Design/methodology/approach — Intensive literature and web search for European, North American and Indian Local Agenda 21 sustainability planning and implementation status. Findings — Close to 6,000 sustainability plans have been prepared for European communities versus about 100 for North American communities. A total of 20 Indian cities have started sustainability planning efforts. There is an extensive support network for European communities and much less so or North American and Indian communities. Most sustainability/biodiversity/urban ecosystems research is ongoing in Europe and North America and there is a beginning surge of activity in India. Practical implications — Knowledge of Local Agenda 21 implementation status between these three regions can hopefully spur more activity in North America and India. Comparisons of applicable planning innovations and approaches could be useful. Recent nonparametric studies find that the regional distribution of unemployment rates is more dependent on geographic location (neighborhood effects) than on national factors (state effects). These results, however, do not control for stochastic dependency between neighborhood and state effects (joint effects) and do not provide any measure of their relative size. In this paper, we construct a simple measure that is invariant in space and across time and compare state, neighborhood, and joint effects in Europe and North America. We find that neighborhood effects are stronger than state effects in Europe, whereas in North America the size of the joint effect is such that one cannot say which effects prevail. Increasing numbers of very small generators are being connected to electricity distribution systems around the world. Examples include photovoltaics (PV) and gas-fired domestic-scale combined heat and power (micro-CHP) systems, with electrical outputs in the region of 1 to 2 kW. These generators are normally installed within consumers' premises and connected to the domestic electricity supply network (230 V single-phase in Europe, 120 V in North America). There is a growing need to understand and quantify the technical impact that high penetrations of such generators may have on the operation of distribution systems. This paper presents an approach to analyzing this impact together with results indicating that considerable penetrations of micro-generation can be accommodated in a typical distribution system. A response to a study on whether terrorism is a force for urban dispersal or whether terrorism drives people together is presented. It cites the costly travel effect and the city walls effect which counter the tall targets effect. The author says that terrorism is in decline in Europe and North America, but is on the rise in the Middle East. The incidence of terrorism in large cities in the U.S. and Great Britain which is indicative of the tall targets effect is mentioned. The article elaborates on the correlation between terrorism and urban land use.

Purpose — This paper aims to stress the importance of international and intercultural opportunities in serving as essential components in educating and training library and information professionals. More specifically, it provides an overview of issues and trends in internationalization of higher education (HE) in general and illustrates how the concept of and approaches to internationalization have affected library and information science (US) educational settings and programs primarily in Europe and the USA. Design/methodology/approach — Based on a literature review, the paper discusses the meaning and definition of the concept of internationalization. Using a framework that draws on theoretical work on internationalisation of HE programs/contexts an analysis is then presented of the changing nature of internationalization in HE environments. The theoretical analysis is coupled with illustrations of current internationalisation practices, projects, strategies and players within US education communities in Europe and the USA. Finally, a discussion of the principal issues of internationalization of the US curriculum is presented Findings — A synthesis is provided of the body of knowledge on the topics of internationalisation in general and within the HE sector in particular. Also presented is an overview of the multifaceted internationalisation activities taking place within US education. A range of thoughts and suggestions are given on how US schools can respond to the challenges of an increasing global world and, more specifically, how they can develop US programs and create classroom settings that are truly international in orientation and scope. Research limitations/implications — The geographical scope is limited to Europe and North America and the focus of the study is particularly on issues and challenges within the US education community. Practical implications — Exposure to international educational environments and acquisition and absorption of intercultural values and skills serves to enhance and enrich the academic background of US students/graduates and add to the employability and career development of the coming US professionals. International outlook, networking and intercultural communication skills are essential for practitioners, policy makers, leaders, decision makers, researchers and educators in the US field. Originality/value — No comprehensive study of the internationalization of US programs in the context of HE sector-specific internationalization theory has previously been published. The importance and expansion of the role of private security officers in policing have led many countries to introduce special legislation to govern them. Many industrialized countries have a long history of such measures. The structures and standards introduced, however, have varied significantly. In North America generally minimal standards have been mandated that centre on character. In many European countries, by contrast, standards have been comprehensive, sometimes including hundreds of hours of mandatory training. In England and Wales, however, it was only in 2001 that such legal intervention was finally introduced, and the system that has begun to unfold has caused much debate on its effectiveness. Significant sectors have been excluded, and comprehensive standards of regulation have been rejected for an approach barely above North American standards of governance. This paper will examine the emerging English system of legal control. It will compare some of its features with those of other European countries and produce a league table from this. Reference will also be made to North America and Australia. It will be argued that the system to be introduced for security guards in England and Wales falls below European norms and needs to be more demanding if the performance and accountability of the industry are to be enhanced and the industry is to play the expanding role in policing that many increasingly expect. Question: Can the biodiversity of fens in Europe and North America be maintained through the use of grazing (especially cattle grazing), fire, and/or cutting? Location: European and North American fens. Methods: This paper is a review of the literature on the effects of grazing, fire and cutting on fens, to explore the relationship between management and biodiversity in fens. Results: A reduction of cattle grazing, mowing and burning in fens has led to a reduction in biodiversity in fens. The vegetation of abandoned fens shifts to trees and shrubs after 10-15 years, which shade the smaller and rarer species of these wetlands. While careful use of fire is used to manage fens in North America, it is not widely used in European fens, perhaps because the peat of drained fens may catch fire. Cattle grazing cannot be considered a natural disturbance in North America, since cattle did not evolve on that continent. In Europe, cattle do not generally graze in unaltered fens, but they do use slightly drained fen meadows. Conclusions: Three approaches have been used to control the dominance of tall woody and herbaceous species in abandoned fens, including the re-introduction of cattle, mowing, and burning. Overgrazing results in a permanent reduction in biodiversity, therefore cattle re-introduction must be approached cautiously. In Europe, but not in North America, mowing has been an important management tool, and mowing has been successful in maintaining species richness, particularly in fens that have been mowed annually for centuries. Fire has been the most common and successful management tool in North America although it is not effective in removing shrubs that have become large. Because the problems and solutions are similar, the literature of both European and North American fen management can be analyzed to better assess the management of fens on both continents. Background: Because smallpox (variola major) may be used as a biological weapon, we reviewed outbreaks in post-World War II Europe and North America in order to understand smallpox transmission patterns. Methods: A systematic review was used to identify papers from the National Library of Medicine, Embase, Biosis, Cochrane Library, Defense Technical Information Center, WorldCat, and reference lists of included publications. Two authors reviewed selected papers for smallpox outbreaks. Results: 51 relevant outbreaks were identified from 1,389 publications. The median for the effective first generation reproduction rate (initial R) was 2 (range 0-38). The majority outbreaks were small (less than 5 cases) and contained within one generation. Outbreaks with few hospitalized patients had low initial R values (median of 1) and were prolonged if not initially recognized (median of 3 generations); outbreaks with mostly hospitalized patients had higher initial R values (median 12) and were shorter (median of 3 generations). Index cases with an atypical presentation of smallpox were less likely to have been diagnosed with smallpox; outbreaks in which the index case was not correctly diagnosed were larger (median of 27.5 cases) and longer (median of 3 generations) compared to outbreaks in which the index case was correctly diagnosed (median of 3 cases and 1 generation). Conclusion: Patterns of spread during Smallpox outbreaks varied with circumstances, but early detection and implementation of control measures is a most important influence on the magnitude of outbreaks. 1. The variable ecological response of lakes to reduced nutrient loading (oligotrophication) at sites in Europe and North America was discussed at a workshop held in Silkeborg (Denmark) in January 2003. Studies of lake oligotrophication were presented based on both long-term monitoring and data generated by palaeolimnological methods. 2. This introduction to the special issue provides short summaries of a series of the papers presented and their limnological context. Results show that the majority of lakes had approached a new equilibrium of phosphorus (P) and nitrogen (N) concentrations 10–15 years (P) and 0–5 years (N) after a major reduction in loading, irrespective of hydraulic retention time. Phytoplankton biomass decreased and a shift towards meso-oligotrophic species dominance occurred. The fish responded surprisingly fast to the loading reduction in most lakes. As a result, the percentage of piscivores increased and total fish biomass declined markedly, which may explain an increase in the body size of cladocerans and an increase in the zooplankton to phytoplankton biomass ratio seen in many of the lakes. 3. Monitoring has in general been initiated after the effects of eutrophication became apparent. In this context palaeolimnological techniques become very useful because they allow limnologists to extend time scales of coverage and to define restoration targets and baseline conditions. Moreover, lake sediments pre-dating anthropogenic disturbance can be used to examine ecological response to, for instance, climate variability, allowing problems associated with multiple stressors to be addressed. 4. It is concluded that there is a great need for a synthetic, holistic approach to studying lake oligotrophication, combining multiple techniques of palaeolimnological sediment analysis with detailed but temporally limited long-term monitoring of chemical and biological variables. During the negotiation of international and European environmental regulations, the industry sector typically raises the issue of the cost of compliance. It is often maintained that the cost of complying with environmental regulations restricts business profitability and competitiveness. This paper provides an overview of the cost of compliance by considering the arguments, strategies and cost estimates that were presented by industry during the negotiations of several different environmental regulations in Europe and North America, and at the global level. It examines the difficulties associated with comparing costs using pre- and post-regulation cost data and discusses the strategies adopted during the negotiations of the regulation and once the regulation was implemented. The paper concludes that although some proposals for regulation may impose burdens on industry, which it will oppose, industry has come to recognize that environmental regulation does not necessarily mean increased costs at the level anticipated. While regulation cannot guarantee innovation or lead to greater competitiveness and higher productivity for all firms, those that seize the opportunities will usually gain benefits. The paper reinforces the view that the EU should give careful consideration to the costs presented by industry as in the past it has tended to overestimate costs of compliance and underestimate the potential for the development of new technology. Background and aims Prohibitions on producing, distributing and selling cannabis are loosening in various jurisdictions around the world. This paper describes the diversification of cannabis supply laws and discusses the challenges to and opportunities for learning from these changes. Methods We document changes in cannabis supply laws that de jure legalized cannabis production for medical and/or non-medical purposes (excluding industrial hemp) in Australasia, Europe, North America and South America. We also highlight challenges to evaluating these legal changes based on our experiences studying cannabis laws and policies in the United States. Findings As of August 2016, two countries have passed laws to legalize large-scale cannabis production for non-medical purposes at the national (Uruguay) or subnational level (four US states). At least nine other countries legally allow (or will soon allow) cannabis to be supplied for medicinal purposes. Most of the changes in cannabis supply laws have occurred since 2010. The data available in most countries are inadequate for rigorously evaluating the changes in cannabis supply laws. Conclusion The evidence base for assessing changes in cannabis supply laws remains weak. This paper reviews recent literature on factors influencing suicide behaviours, including thoughts, plans, and attempts, in immigrant and ethno-cultural minority groups, to inform a more comprehensive understanding of suicide behaviours in increasingly culturally diverse populations. Thirty-three studies published between 2002 and 2013 were identified through digital databases searches and included in this review. Analysis of study findings focused on impacts of ethno-cultural identity and acculturation, other cultural and immigration influences, and family and community supports on suicide behaviours. Policy, practice, and research recommendations are identified, to inform relevant suicide prevention efforts and enhance mental health supports for immigrant and ethno-cultural minority populations. Rationale, aims, and objectives: Online modified Delphi (OMD) panel approaches can be used to engage large and diverse groups of clinical experts and stakeholders in developing health services performance measures. Such approaches are increasing in popularity among health researchers. However, information about their acceptability to participating experts and stakeholders is lacking but important to determine before recommending widespread use of online approaches. Therefore, the objective of this paper is to explore acceptability of the OMD panel approach from the participants' perspective. Method: We use data from participants in three OMD panels designed to develop performance measures for use in arthritis research and quality improvement efforts. At the end of each online panel, we surveyed clinical experts and stakeholders who shared their experiences with the OMD process by answering 13 close-ended questions using 7-point Likert-type scales. A mean of 5 or higher on a given question was treated as an indication of acceptability. Results: Ninety-eight clinical experts and stakeholders (92% participation rate) answered survey questions about the online process. They considered the OMD panel approach to be acceptable, particularly the ease of using the online system (mean = 5.3, standard deviation = 1.3) and the understanding gained from online discussions (mean = 5.2, standard deviation = 1.0). Participants also felt that participation in the Delphi study was interesting (mean = 5.6, standard deviation =1.1). Conclusion: These findings illustrate likely acceptability and a potential for a more widespread use of OMD panel approaches by stakeholders in developing health services performance measures. Anoplophora glabripennis, Anoplophora chinensis and Psacothea hilaris hilaris are three invasive exotic longhorn species (Coleoptera Cerambycidae) threatening native broadleaf trees in Europe and North America. Field studies on invasive species are somewhat difficult in the areas of introduction due to the application of eradication measures and the activation of quarantine protocols. Rearing these species in standard laboratory conditions would allow specific ecological and biological investigations to be conducted. In this paper, the rearing of these longhorn beetles has been tested on an artificial diet in laboratory conditions. The tested diet can be used to obtain viable healthy adults of each of the three studied species. P. h. hilaris had the best rearing performance with 74% of eggs producing new adults, while A. chinensis and A. glabripennis were poorer with 24.7% and 23.3%, respectively. The low percentage of emerging A. glabripennis and A. chinensis adults was due mainly to a high mortality of their first instar larvae not entering the diet. Moreover, A. chinensis and A. glabripennis had a mean development time, 60.06 and 37.29 weeks, respectively (including the chilling periods required for pupation), longer than P. h. hilaris (16.1 weeks). During development, larval moults varied according to species and within species ranging from 5-7 (P. h. hilaris), 6-11 (A. chinensis) and 7-8 (A. glabripennis) moults, respectively. Adults of A. glabripennis and P. h. hilaris reared on the diet were bigger than wild specimens collected from the same population, whereas A. chinensis adults were smaller. Adult survival was shorter in A. glabripennis (62.9 days) than in P. h. hilaris (119.3 days). According to the different performance of the three species, the rearing costs were about 2.0, 8.1 and 16.1 US dollars per adult beetle for P. h. hilaris, A. glabripennis and A. chinensis, respectively. A laboratory insect population has to be cost effective and self-sustainable over time, and the tested diet provided valuable results for the low-cost mass rearing of these invasive longhorn beetles. The location of logistics facilities significantly affects not only the activities of urban goods movement, but also the urban environment as these facilities represent major originators and receivers of freight. Recently, the phenomenon of logistics sprawl, i.e. the relocation of logistics facilities away from inner urban areas to suburban areas has received an increasing level of attention from both academics and policy makers. In this paper, a literature review of the various impacts of logistics sprawl is provided with a detailed taxonomy of the impacts. It has been observed that logistics sprawl contributed changes in geography of urban freight, increasing trucks' travelled distance and consequent emissions and impacting the commuting of logistics employment. The paper presents a summary of the empirical findings illustrating the additional distance trucks travel due to logistics sprawl in several European and North American cities. Furthermore, the paper provides an overview of the measures and policies implemented in various metropolitan areas to reintegrate small-scale logistics facilities within inner urban areas to act as consolidation centres. Objectives: Since the middle of the 20th century, most discussions of spasmodic dysphonia (SD) reference a paper by Ludwig Traube published in1871 as the first historical citation, crediting him with priority for this clinical syndrome. However, our recent research has determined that the original observation by Traube was published in 1864 and does not in fact describe what is currently recognized as SD. It appears that many clinics throughout Europe and North America were investigating and publishing observations on a range of voice disorders. Methods: The wider context of work on laryngeal disorders in the 1860s-1870s is considered. One of Traube’s contemporaries, Morell Mackenzie, made significant contributions to the understanding of laryngeal movement disorder and its consequences for the voice. These will be examined to gain a clearer focus on the characterization of this disorder. Results: The clinical descriptions published by Morrell Mackenzie in the 1860s provide details that conform quite closely to our current-day understanding of SD. Conclusions: The citation of Traube’s “hysterical” patient links to mid 20th–century views of the functional nature of SD and the utility of psychiatric treatment. This paper discusses the emergence of the new global educational governance characterized by 1) global educational reform movement, 2) the active participation of the international organizations in global educational policy making, and 3) the emerging performative culture. Against this background, this article contextualizes the East Asian Educational Model (Shanghai, Singapore, and Hong Kong) and its operation mechanism by appropriating the Confucian habitus and educational harmonization. Then this study compares the EAEM, the high performing educational system, and the representative global fourth-way countries by interrogating the underling binary--new orientalism vs. reciprocal learning. Finally, this paper draws some implications by learning from these different educational systems.

This paper examines data gathered from Jewish day school students in North America, Europe and Argentina about their experiences of remote schooling during the first 4 months of the COVID-19 pandemic. Data report on student access to technology, student satisfaction with the remote-learning pedagogies their schools employed, students' feelings about what they gained from this experience, and how Judaic studies and general studies compared when delivered remotely. The paper provides an opportunity to probe cultural and structural differences between day school education in different cultural contexts and especially the differences between more communitarian and more individualistic school orientations.

The paper addresses the impact of COVID-19 on vocational education and training, seeking to discern the outline of possible directions for its future development within the debates about VET responses to the pandemic. The discussion is set in its socio-economic context, considering debates that engage with the social relations of care and neo-liberalism. The paper analyses discourses that have developed around VET across the world during the pandemic, illustrating both possible continuities and ruptures that may emerge in this field, as the health crisis becomes overshadowed in public policy by the prioritisation of economic recovery and social restoration. The paper concludes that, alongside the possibility of a narrowing of VET to its most prosaic aims and practices, the health crisis could also lead to a re-conceptualisation that develops its radical and emancipatory possibilities in both the global south and north.

While internationalization is among the top strategic priorities of universities and colleges globally, research into the expanse of internationalization in the kinesiology discipline is not well researched. Given this gap, critical consideration of the state and status of the phenomenon is needed. Knowing more about what is being done in the name of internationalization within kinesiology and reflecting on how those actions and outcomes are aligned, or not, with key theoretical guidance is necessary in order to plan for improvement accordingly. For these reasons, this paper first provides a primer on internationalization in higher education, including how the phenomenon has come to be defined as well as key contemporary critiques associated with it. In particular, we highlight Beck's (2012) theoretical concept of 'eduscape' to critically consider the influences of globalization on internationalization within higher education kinesiology as well as Khoo, Taylor, and Andreotti's (2016) principles of intelligibility, dissent, and solidarity to consider the ways kinesiology scholars engage critically with internationalization processes. Presented next is a review of the kinesiology literature that is explicitly focused on internationalization. Then, the results of a pilot survey into the views of National Association for Kinesiology in Higher Education (NAKHE) members and other Western kinesiology scholars on internationalization is reported next. The paper concludes with recommendations as to how NAKHE and the broader community of Western kinesiology scholars might best navigate internationalization moving forward. We recommend the complexity-informed and principle-driven approach of inclusive leadership as a means of pursuing cognitive justice in the 21st century.

Purpose: Executives who are engaged in strategic planning for higher education generally complain about the process and the lack of clear outcomes from the strategic plan. They generally argue that the process is complex and sometimes confusing and the end result does not justify the time spent in preparing the plan. The extant literature on strategic planning in higher educational institutions (HEIs) is replete with these types of complaints. The work undertaken in this paper provides a solution to this problem. This paper proposes a simplified and efficient strategic planning model which executives can use to facilitate strategic planning in HEIs. This model takes into consideration, all the elements of previous models and synthesize them into a manageable, simplified framework that can be adapted to meet the planning needs of senior executives in any HEI. Design/methodology/approach: The paper uses the action research framework to ground the solution to the problem identified. The action research framework is a sound research method that assists in resolving some of the practical problems executives in HEIs encounter as they move towards strategic planning. The researcher and a client in the higher educational sector, the UWI, engaged in collaborative problem-solving to develop a strategic plan for the client. To derive the solution, the researcher drew on the experience of the strategic planning process at the University of the West Indies (UWI) and also a number of selected universities in North American, Europe, Asia and Africa. The researcher then synthesized the outcomes from the deliberations and consultations with the client, the UWI and drew on theoretical knowledge in strategic management to derive the simplified model for strategic planning in higher education. Findings: The research presented in this paper found that the existing strategic planning models used in higher education are generally complex, mostly designed specifically for an individual institution and lacks clarity regarding the implementation process. To overcome these problems for strategic planners in higher education, this paper proposes a simplified model that can be adapted by any HEI to assist with their strategic planning process. The Brainstorming- Visioning Action Results (B-VAR), the solution to the problem, presents the various elements of the strategic planning process that will need to be in place in order to develop a workable strategic plan and one that is implementable and will deliver tangible results for the HEI. Originality/value: Besides adding to our knowledge in strategic management and specifically, strategic management in higher education, the greatest value from this paper is the solution it presents to solve the long-standing problem of having complex and ineffective planning models to lead strategic plan development in HEIs. The added value is that the model is integrative as it draws on elements of previous planning models but simplified them for their adaptation to any HEI.

Over the last decade, the field of organization studies has been characterized by a proliferation of divergent perspectives. Using bibliometric techniques, this paper examines the extent to which this state of differentiation may be associated with regional differences in scholarly orientation, specifically, between North America and Europe. The study is based on citation and co-citation analyses of articles published by North American authors in Administrative Science Quarterly and by European authors in Organization Studies in the three-year period from 1990 to 1992. Results do show that there is divergence in the perspectives that are currently dominant in Europe and North America, and, to some degree between Britain and elsewhere in Europe. The discussion section elaborates on the nature of the differences in orientation and speculates on factors that may have fostered and helped to maintain this divergence. [ABSTRACT FROM AUTHOR]

Social psychology appears to be in a golden age. It is a prestigious and productive area in which droves of bright young people, a sufficiency of middle-aged colonels and a few grand old men are pursuing their research with a confidence and energy that is found in those who know where they are going. It is certainly no coincidence that the ascent of European social psychology as a strong force in the field also happened during the seventies. By sapling the self-confidence of North American social psychology, the crisis made researchers receptive for new and different solutions, which Europeans were ready to provide. Thus, the work on inter-group conflict of different psychologists and research on minority influence had an immediate impact on the field and stimulated a great deal of further research. The self-reflexive attitude toward science led psychologists to reduce the topic of social psychology and the meaning of research in it. Social behavior should itself be seen as the discursive activity leading to the construction of meaning.

Background: Oral disorders are still a major global public health challenge, considering their perpetuating and chronic nature. Currently, there is no direct index to measure the quality of care on a population scale. Hence, we aim to propose a new index to measure the quality of care for oral disorders worldwide. Methods: We generated our database using the data from the Global Burden of Disease (GBD) study 2017. Among different variables such as prevalence, incidence, years lived with disability, and disability-adjusted life years, we utilised principal component analysis (PCA) to determine the component that bears the greatest proportion of information to generate the novel quality of care index (QCI) for oral disorders. Results: Global QCI for oral disorders gradually increased from 1990 to 2017 (from 70.5 to 74.6). No significant gender disparity was observed during this period, and the gender disparity ratio (GDR) was considered optimal in 1990 and 2017. Between 1990 and 2017, the age-standardised QCI for all oral disorders increased in all the SDI regions. The highest QCI for all oral disorders in 2017 belonged to high-middle SDI countries (=80.24), and the lowest YLDs rate was seen in the low SDI quintile. In 1990, the quality of care in European, Central Asian, and Central and South American countries was in the lowest quintiles, whereas the North American, East Asian, Middle Eastern, and some African countries had the highest quality of dental care. Maynmar (=100), Uganda (=92.5), Taiwan (=92.0), China (=92.5), and the United States (=89.2) were the five countries with the highest age-standardised QCI. Nicaragua (=41.3), Belgium (=40.2), Venezuela (=38.4), Sierra Leone (=30.5), and the Gambia (=30.3) were the five countries with the least age-standardised QCI values. Conclusion: The quality of care for all oral disorders showed an increasing trend on a global scale from 1990 to 2017. However, the QCI distribution was not homogenous among various regions. To prevent the exacerbation of imminent disparities in this regard, better attention to total tooth loss in high-income countries and prioritising primary healthcare provision in low-income countries are recommended for oral disorders. Simple Summary: The prognosis of children with relapsed/refractory (R/R) acute myeloid leukemia (AML) remains poor, and innovative treatments are needed. Most drugs approved for adults with AML over the last decade are not available or not licensed for use in children. Clinical trials in pediatric AML to assess the safety and/or efficacy of new drugs may take a long time to recruit given smaller patient numbers. The overarching aim of the Pediatric Acute Leukemia (PedAL) program, supported by the Leukemia and Lymphoma Society as part of its Dare to Dream Project, is to establish new standards of care for children with R/R AML via international collaboration in Europe, North America, and Asia-Pacific to accelerate clinical trial conduction, increase access to promising new therapies, and create a registry of uniformly-collected data. These efforts will facilitate biomarker-driven approaches of targeted therapies, of which an overview is provided in this manuscript, with the intent to obtain regulatory approvals. The prognosis of children with acute myeloid leukemia (AML) has improved incrementally over the last few decades. However, at relapse, overall survival (OS) is approximately 40–50% and is even lower for patients with chemo-refractory disease. Effective and less toxic therapies are urgently needed for these children. The Pediatric Acute Leukemia (PedAL) program is a strategic global initiative that aims to overcome the obstacles in treating children with relapsed/refractory acute leukemia and is supported by the Leukemia and Lymphoma Society in collaboration with the Children's Oncology Group, the Innovative Therapies for Children with Cancer consortium, and the European Pediatric Acute Leukemia (EuPAL) foundation, amongst others. In Europe, the study is set up as a complex clinical trial with a stratification approach to allocate patients to sub-trials of targeted inhibitors at relapse and employing harmonized response and safety definitions across sub-trials. The PedAL/EuPAL international collaboration aims to determine new standards of care for AML in a first and second relapse, using biology-based selection markers for treatment stratification, and deliver essential data to move drugs to front-line pediatric AML studies. This paper marks the changes that have taken place in the Senegalese higher education system. As Senegalese citizens and leaders have worked diligently to improve their economy and society as a whole, they have experienced a great deal of obstacles in moving forward. Throughout this process, education has been an important aspect to improving the economic and social development of the country. Included in this economic, social, and educational overhaul, higher education was a component that required a great deal of work. In order to contend in the global society, the higher education system needed to be reformed. This paper included a discussion of the reformation process of Senegal's higher education from the French model at the heart of its inception to the adoption of the Bologna process. This process has allowed higher education in Senegal to become better with time and grow in its success.

Qualitative content analysis is used in this study to review related online education since the outbreak of COVID-19. The aim of this study was to summarize the impact of online teaching on the education industry during the pandemic, sum up the viewpoints of all kinds of people to draw conclusions, and conclude the practical countermeasures. Based on the result of the analysis, firstly, we think that students and teachers are satisfied with online education, but parents have expressed dissatisfaction with this kind of education. Secondly, this paper lists the advantages and common problems of online teaching during study at home from different aspects. According to deficits, we summarize the solutions from three aspects: network equipment, teaching, and self-adjustment. This research is of great significance. It is not only beneficial to the development of educational platforms and personalized teaching but also helps formulate education policy to reduce the burden of education.

Universities in both North America and Europe are under substantial pressure. We draw on the papers in this volume to describe those pressures and explore their consequences from an organizational standpoint. Building on the institutional logics perspective, field theories, world society theory, resource dependence, and organizational design scholarship, these papers show how the changing relationship between the state and higher education, cultural shifts, and broad trends toward globalization have led to financial pressures on universities and intensified competition among them. Universities have responded to these pressures by cutting costs, becoming more entrepreneurial, increasing administrative control, and expanding the use of rationalized tools for management. Collectively, these reactions are reshaping the field(s) of higher education and increasing stratification within and across institutions. While universities have thus far proven remarkably adaptive to these pressures, they may be reaching the limits of how much they can adapt without seriously compromising their underlying missions. Background: Personalized medicine (PM) aims to tailor disease prevention, diagnosis, and treatment to individuals on the basis of their genes, lifestyle and environments. Patient and interest organizations (PIOs) may potentially play an important role in the realization of PM. This paper investigates the views and perspectives on PM of a variety of PIOs.Methods: Semi-structured telephone interviews were conducted among leading representatives of 13 PIOs located in Europe and North-America. The data collected were analysed using a conventional content analysis approach.Results: The PIO representatives supported the realization of PM but feared that many financial, structural and organizational challenges may delay its realization. They encouraged strategies to modernize drug licencing mechanisms, develop research and data sharing infrastructures, and educate patients and health care professionals in PM. Notably, they emphasized the importance of developing PM in an equitable way and taking into consideration the patients' needs, values and personal situation. Despite varying levels of awareness regarding PM, the PIO representatives expressed willingness to engage in the PM agenda and recommended that PIOs work closely with policy-makers to design PM in a way that truly addresses the needs and concerns of patients.Conclusions: PIOs have the potential to become central drivers of the PM agenda. Based on interviews with a global sample of ITE [initial teacher education] leaders, this paper explores whether the changes forced on institutions and individuals as a result of the COVID-19 global pandemic can be classed as innovation. The paper goes beyond collating the various practical and organisational changes the ITE leaders made and instead focuses on the kind of changes enacted around the world and whether and how these changes can be seen as adding new value to historical ITE practices. Given the consistency of responses evident across the sample of teacher education leaders around the world, the paper concludes with a discussion of potentially global implications of the shifts in ITE practices reported and suggests that COVID-19 has indeed stimulated an innovative stance often perceived to be lacking in the sector.

The International Psycho-oncology Society (IPOS) has just celebrated its 30th anniversary. The growth of psychosocial oncology has been exponential, and this relatively new field is becoming a core service that focuses on prevention, reducing the burden of cancer, and enhancing the quality of life from time of diagnosis, through treatment, survivorship, and palliative care. Looking back over the past 30 years, we see that cancer care globally has evolved to a new and higher standard. Today, 'cancer care for the whole patient' is being accomplished with an evidence-based model that addresses psychosocial needs and integrates psycho-oncology into the treatment and care of patients. The President's Plenary Session in Lisbon, Portugal, highlighted the IPOS Mission of promoting global excellence in psychosocial care of people affected by cancer through our research, public policy, advocacy, and education. The internationally endorsed IPOS Standard of Quality Cancer Care, for example, clearly states the necessity of integrating the psychosocial domain into routine care, and that distress should be measured as the sixth vital sign after temperature, blood pressure, pulse, respiratory rate, and pain. The plenary paper also discussed the global progress being made in Europe, North America, and Australia in providing quality cancer care for the whole patient. Collaborative partnerships between IPOS and organizations such as the European Partnership Action Against Cancer and the World Health Organization are essential in building capacity for the delivery of high-quality psycho-oncology services in the future. Purpose: This systematic review paper aims to examine extant empirical research involving educational technology during COVID-19 to provide an aggregated analysis of how the pandemic has influenced educational technology research. Design/methodology/approach: Using a Preferred Reporting Items for Systematic Reviews and Meta-Analysis systematic review and an integrative review methodology, 50 primary research studies were selected from ten top-ranked educational research journals. These studies were reviewed regarding research purposes, methodologies, instruments, educational level, geographical distribution, and findings of the studies. Findings: The findings reveal four emerging themes--influencing factors, effectiveness, challenges and teachers. The majority of the studies focused on higher education. Quantitative research design based on a questionnaire was the most adopted method of investigation by researchers. Research limitations/implications: Search parameters focused on the top 10 journals in the field of educational technology. Although this provides a level of quality, it narrowed the search. Practical implications: For practitioners and researchers, this study provides a summary of the field to better understand what knowledge we have gained on the use of educational technology to enable a more agile, knowledgeable response to education in future emergencies. Originality/value: This systematic review is unique in examining how the pandemic has influenced educational technology research. It also provides insight into gaps in the research that future researchers can use as a springboard to enable a more knowledge and a more agile approach to future emergencies.

Across the world, numerous students are being bullied at school. Bullying is often caused by a power imbalance between students. Therefore, identifying potential sources of such a power imbalance can prevent school bullying from happening. Based on the labelling theory, we expect that grade retention can lead to such a power imbalance and, therefore, increase the likelihood of being bullied at school. Hence, this study examines the association between grade retention and self-reported victimisation. We also expect that retainees will be less likely to become a victim of school bullying in schools and countries with a high number of other retainees. If true, this would signal a moderating effect of both school- and country retention composition on the association between grade retention and victimisation. The contextualised impact of grade retention upon victimisation is assessed by cross-national multilevel analyses on PISA2018 data (25 countries; 8,039 schools; 159,412 students). Overall, our findings indicate that being retained in primary and/or secondary education is associated with higher levels of victimisation, while retainees suffer from more victimisation in countries with a low number of other retainees. In contrast to our expectations, however, we did not find such a moderation effect of school retention composition.

Results of international achievement surveys such as the Programme in International Student Assessment have consistently reported an achievement gap between immigrant and non-immigrant student populations around the world. This paper unpacks this persistent achievement gap by examining key characteristics that influence the performance of first- and second-generation immigrant students as well as the policies and practices that are associated with enhanced educational outcomes. A multi-layered framework is proposed to help policymakers juxtapose key characteristics of their immigrant students' achievement against individual, family, school, community, and host society characteristics and policies. The discussion also underscores the importance of connecting this multi-layered framework with other important sectors within governments such as those responsible for the economy, health, social protection, and immigration. This paper also examines limitations with current large-scale data sets and the implications for research and policy analysis.

The cultural keystone species theory predicts plant species that are culturally important, play a role in resource acquisition, fulfil a psycho-socio-cultural function within a given culture, have high use-value, have an associated naming and terminology in a native language, and a high level of species irreplaceability qualify for cultural keystone species designation. This theory was proposed as a framework for understanding relationships between human societies and species that are integral to their culture. A greater understanding of the dynamic roles of cultural keystones in both ecosystem processes and cultural societies is a foundation for facilitating biocultural conservation. Given such important direct conservation implications of the cultural keystone species theory, we reviewed the use of this theoretical framework across the literature to identify new directions for research. Most studies often emphasized the role of cultural keystones species in human societies but failed to provide a robust and reproducible measure of cultural keystone species status or direct test of the predictions of the theory and underemphasized their potential roles in ecosystem processes. To date, no studies that mentioned cultural keystone species tested the predictions of the theory. Only 4.4% provided a measure for cultural keystone status and 47.4% have cited or applied keystone designation to a given species without providing a reproducible measure for cultural keystone species. Studies that provided a measure for cultural keystone species primarily occurred in North America while few of these studies occurred in Australia and Europe with none occurring in Africa. As such, most cultural keystone species have been designated as such qualitatively based on researcher subjectivity while other studies have designated keystone species with quantitative indices of cultural importance, often incorporating researcher biases or measuring a few of the cultural keystone status predictors rather than all of them, indicating a lack of consensus in identifying cultural keystone species. Thus, we pose the need for a paradigm shift toward the development of serious and systematic approaches for keystone designation. [ABSTRACT FROM AUTHOR]
