In classrooms that use small‐group tasks, some groups may finish earlier than others and there may be concern that early finishers will become disengaged. However, early finishing remains relatively under‐examined. This paper uses conversation analysis to investigate how EFL students in a Japanese university finish tasks early. It describes a set of practices students use to finish tasks and reveals how students orient to the achievement of task outcomes. The study finds that students may have more to say on task topics than a task allows, and early finishers may develop these topics in post‐task talk in the target language. The paper argues that early finishing may lead to useful language practice and teachers should therefore be cautious when assigning extra work to early finishers. [ABSTRACT FROM AUTHOR]

Much has been discussed regarding the influence of the spread of English on second/foreign language learning, but no scale has been developed to gauge the learners' attitudes toward the global phenomenon. In this study, 829 Japanese university students were given a questionnaire that examined their attitudes toward the phenomenon. The graded response model (GRM) analysis and analysis of the answers to an open‐ended question verified the psychometric soundness of the scale and indicated that most participants perceived the spread of English positively and put effort into studying the language for pragmatic reasons. The paper discusses the possibility of utilizing the GRM for developing similar scales and promoting a view of language learning that emphasizes not only its pragmatic aspects but its humanistic and cultural value. Purpose: Given the increased emphasis on embedding the 17 United Nations Sustainable Development Goals (UN SDGs) in the curriculum, research, engagement activities and operations of higher education institutions, this comparative study aims to replicate an earlier international study of Turnaround Leadership for Sustainability in Higher Education (TLSHE) in the unique context of Malaysia and Japan. This paper also presents a case for closer focus on developing Education for Sustainability (EfS) leaders in institutions of higher learning. Design/methodology/approach: This study is a quantitative comparative research. The authors collected data for EfS-related variables from lecturers affiliated with Malaysian and Japanese public and private universities. Building on the data and results from the TLSHE study, this study made a series of within- and between-sample descriptive comparisons from different angles and levels. To generalize the findings, this study used gender and experience outside higher education as control variables and compared the academics from the Malaysian and the Japanese institutions through the path modeling framework. Findings: The comparisons showed that except for two domains, namely, contextual factors influencing EfS leadership and the EfS leadership development approaches, the means of all other domains based on the data collected from the Malaysian sample were the highest, followed by means from the international TLSHE sample, and finally the means from the Japanese sample. This study also observed that transparency, engagement with EfS initiatives at different levels, passion for teaching and learning, and creative and lateral thinking were among the top indicators. The inferential tests revealed significant differences between the academics from Japan and Malaysia as well. Practical implications: The findings of the analyses can be used to ensure that the selection and development of EfS leaders (in this case, lecturers who may be formal or informal EfS leaders), not just at the central but at the local level in the distinctive context of Japan and Malaysia, focus on what counts and the good ideas embodied in the 17 UN SDGs are actually put into practice. This study has also highlighted the policy implications with respect to the gender and the previous work experience of lecturers outside higher education sector in more detail. Originality/value: This study compares the perceptions of two samples of academics from Asian countries with the perceptions of the international TLSHE sampled EfS leaders in terms of EfS leadership-related issues and therefore, increases the awareness of academic community in this regard. It also highlights the role of lecturers (e.g. professors) as intellectual academic leaders in achieving SDGs. Moreover, this study shows that lecturers' gender and previous work experience outside higher education should be considered when developing and implementing policies on EfS leadership. The action-oriented approach (AoA) is a powerful basis to inform teaching, learning, and assessment in the classroom that identifies learners as social agents and focuses on language learning through language use. This paper answers the call for developments that help teachers teach and learners learn in an AoA-informed way. We argue that cognitive discourse functions (CDFs) align with AoA, helping to develop learner thinking by focusing on the learners' use of language. We complement our conceptual discussion referring to the process of developing a self- and peer-assessment tool informed by AoA and CDFs and the initial application of this tool in an advanced academic writing course in a Japanese university with B1 and B2 level students. We discuss how this tool can guide learners' understanding of their writing process and fosters learners' responsibility for deciding how they mobilize their linguistic resources to express particular language functions. This paper reports on the implementation of a language learning project in a Japanese EFL classroom in which the trigger, or motivational energy for involvement, came from interacting with English-speaking international students. The project provided a context to investigate the trajectory of one group's (three learners) sustained engagement across three tasks that formed the subgoals of the project. Data sources include learner diaries, engagement questionnaires, and transcripts of task conversations, which together were used to describe the level of engagement for each learner at key times throughout the project. The findings indicate that engagement is sustained by certain flow-like conditions during tasks (i.e. control, interest, challenge-skill balance), group cohesion among project members, and a growing focus on the long-term goal of the project. This paper investigates the potential of learner-initiated exploratory practice (EP), which encourages learners to set their own investigative agenda based on their curiosity-driven puzzles. A case study was conducted in a remedial course for undergraduate students at a university in Japan. Data included student puzzles, posters, and reflective questionnaires. Student investigations of their puzzles remind teachers and researchers of the affordances of learning from learners. The results suggested that, despite their previously disoriented attitudes towards learning English, this form of fully inclusive practitioner research, EP, provides learners with an opportunity to realize their curiosity and reinvigorate their motivation towards language learning. There is a growing consensus in political science research that higher education systems are classifiable into stable distinct types that reflect dominant trends in government partisanship. There is also a large body of higher education research that argues that higher education systems are changing and converging upon a neoliberal type, which is not yet reflected in the political science literature. This paper seeks to reconcile these two positions by looking at both the development of higher education systems in the post‐war period and subsequent systemic reforms that have been identified as neoliberal. There have been two main targets of reform: (a) the role the state plays in funding and targeting research, and (b) student finance regimes consisting of tuition fees and the system of financial aid. This paper provides an in‐depth look at the cases of Japan and the United Kingdom, which developed into very different systems in the post‐war period but have since shown slight convergence on the back of neoliberal reforms. This paper tells a story about the design, development and impact of a post-graduate Masters-level module aimed at (1) enabling groups of teachers within schools to develop innovative approaches to teaching and learning on the basis of their own Lesson Studies and (2) creating a school network of excellence for Lesson Study in the area as a context for building a cumulative evidence-base, which focuses on identifying and resolving enduring problems of teaching and learning in schools. The first part of the paper outlines the curriculum for the module and sets the innovative conceptual framework that underpins its design. This framework is innovative because it connects and unifies a number of distinct pedagogical perspectives. It links the methodology of Japanese Lesson Study with Stenhouse's idea of 'the teacher as a researcher' and his 'process model' of curriculum development as an alternative to the globally dominant 'objectives model'. Then in turn, the framework incorporates Marton and Booth's pedagogical theory of 'variation'. Positive attributes stick to higher education internationalisation, and it is a policy paradigm with performative effects. Internationalisation draws on imagined virtuous flows of knowledge production and exchange, and is presented as an assemblage of detraditionalisation, expansiveness and epistemic and cultural opportunity for individuals, organisations and nation states. Policies target bodies, minds and affect, yet are presented as an unquestionable good in an imagined genderneutral, borderless, meritocratic and benign global knowledge economy. This paper explores the affective economy of internationalisation drawing upon interview data gathered in fifteen private, five national and eight public universities in Japan with thirty-four migrant academics and thirteen international doctoral researchers. We aim to contribute to internationalisation theory by exploring the sticky micropolitics of internationalisation in relation to affective assemblages, and how the gendered, racialised, linguistic and epistemic inequalities constituting academic mobility are frequently disqualified from discourse. Our discussion includes consideration of the Japanese policy context, the concept of affective assemblages, navigating gender regimes, precarity and linguistic imperialism. We conclude that the immaterial or affective labour that is required to unstick, install and maintain an internationalised academic identity and navigate the translations and antagonisms from everyday encounters with difference is substantially under-estimated. This paper documents the design, implementation and evaluation of a content‐based language teaching (CBLT) curriculum for an English for Academic Purposes (EAP) programme at a Japanese university. The aim of the programme is to prepare students for study abroad in Anglophone universities in a two‐year time frame. This curriculum redesign project integrated second language learning theory with backward design curriculum development theory in an institutional setting where administration mandates and changing student and faculty populations impacted the process. The curriculum team conducted a needs analysis with multiple data sources, implemented the curriculum, and then, conducted an evaluation utilising various sources. The needs analysis revealed several surprises, countering faculty and curriculum designers' intuition. Likewise, conflicting student and faculty feedback in the evaluation of the curriculum posed difficulties for drawing conclusions about the curriculum's effectiveness. The university context, with its emphasis on academic freedom and research, requires adjusting theoretically based processes used in compulsory education levels, such as adopting an adaptable approach to curriculum design. As more universities require faculty to write and revise curricula, the authors call for more tertiary‐level curriculum design case studies that illustrate successes or shortcomings for curriculum design theory in the face of real‐world challenges. This paper explores the development of the hensachi system in Japanese education from the 1960s when it first appeared as a de facto measure for scholastic achievement. Unlike absolute scoring systems (such as A-level grades) hensachi gave an indication of the probability of getting a place on a particular course at a particular school or university rather than telling applicants where the bar was set in order to have a chance of being offered a place. Private companies quickly saw the opportunity to collate the huge amounts of data needed to obtain accurate hensachi bell curve distributions and began operating practice exams (mogi shiken) in schools across Japan. From the mid-1970s onwards, hensachi increasingly became seen as the source of many educational ‘evils’ in Japan and there were many attempts to ban its use. It was blamed for cramming, examination hell, and a focus on educational scores rather than learning. The system was also being used by teachers and schools to short cut the real examination system. The final section of the paper explores why, despite these concerns, repeated predictions of the demise of hensachi have proved to be premature. [ABSTRACT FROM AUTHOR]

As constraints on government funding to public universities become a trend in higher education internationally, clarifying the impact of government policies on donor behavior from a comparative perspective is an issue of higher education research. This paper aims to explore the impact of government appropriations and tax policies on macro trends in donations to public research universities in Japan and USA. Panel data of donation revenue to public research universities in both countries is used to answer the following two research questions: (1) whether the trends in capital markets affect the donation revenue of public research universities operating under different tax systems in Japan and USA, and (2) how the level of government support to higher education affects donations to American and Japanese public research universities. The primary finding is that stock prices are positively associated with donations in USA; however, there is no evidence that stock prices have a positive impact on donations to Japanese public research universities. These contrasting results imply that higher stock prices do not always induce donations to universities and that it is important to consider each country's tax structure when looking for possible links between stock prices and donations to universities. Also, donor behavior is independent of the amount of government appropriations received by universities in both Japan and USA; therefore, the recent decreasing trends in government appropriations in both countries do not necessarily attract donors. The notion of English as a multilingua franca (EMF) positions English within multilingualism, and EMF awareness prepares students to communicate effectively in this multilingual world of mobility. The present paper explores how, if ever, EMF-aware pedagogic intervention influences Japanese students' perceptions of their communicative practices, particularly for English-major undergraduates in L1-shared classrooms. This intervention was made by providing opportunities for participants to engage in EMF and by examining their first-hand experiences and published EMF communication extracts in the classrooms. Empirical data from an open-ended questionnaire demonstrate that multilingual and transmodal accommodation was a way for them to notice and take advantage of global networks, develop capability and confidence in communication, and foster sensitivity to interactants' backgrounds. The data also illustrate the invaluable role of individual multilingual experiences as classroom 'materials', and suggest that discussing these experiences potentially turns L1-shared classrooms into EMF scenarios through foregrounding students' multilingual repertoires. Commercial e-learning courseware for English education has been widely used in Japanese universities as an effective tool to assist students in improving their overall English skills. The courseware that is described in this paper is believed to be useful for teachers to assess students’ progress and evaluate their dedication to English study. Despite the fact that various remarkable technical features have been discussed, not much research has been done to investigate student evaluation of courseware. This paper outlines a study carried out to investigate how Japanese undergraduate students rate commercial online courseware for their English study and what the relationship is between their appreciation of courseware and their educational background. The findings suggest that although different students exhibit different preferences there is a close relationship between the benefits of courseware and their previous language-learning experiences. This paper considers issues related to the textual organization of university lectures and the degree to which they are comprised of conventionalized text-organizational schema or genre stagings. It utilizes a dataset of video recordings and transcripts of four social science lectures which were delivered by two lecturers at a university in Japan in 2003, and offers findings which demonstrate that lecturers draw on a range of ready-made genres of the type which have been described in the so-called Sydney school genre literature and combine these conventionalized genres into genre complexes, which appear not to be conventionally or predictably ordered. The paper also offers some insights into at least one aspect of the distinction between online (spontaneous/spoken) versus offline (prepared/written) language. Specifically, it shows that lectures, as instances of spoken, apparently extemporaneous language do, to a significant degree, rely on pre-fabricated and culturally recurrent textual arrangements which the speakers draw on as they spontaneously produce the current communicative event. This paper addresses the ways in which the teaching of English for academic purposes by ‘Western’ teachers in Japanese higher education institutions is shaped by gender and sexuality. The paper draws on findings from a 5 year ethnographic study of white Western teachers of English in Japan. Drawing on interview data with 18 male participants, the paper points to the way elite status is attached to the teaching of English for academic purposes (TEAP) in contrast with teaching general English; the way TEAP is reproduced as a male-dominated activity among English-native-speaker teachers; and the way white Western men teaching in these contexts display an enhanced professional masculinity. Discourses articulated by the men also serve to position gendered Others as illegitimate or unworthy participants in TEAP. Although the men's accounts tend to frame TEAP as a rational, disembodied, asexual occupation, the paper argues that gender and sexuality are deployed as identity gatekeeping tools that serve to police the borders of academic English as an elite, male-dominated professional category. In closing, I make proposals for transformation of gendered hierarchies in this context, but these would require shifts in deep-seated cultural, institutional, and interpersonal gender ideologies. This paper offers new qualitative insights into ongoing internationalization processes in Japanese higher education. Drawing on ideas from migration studies and informed by analysis of junior international faculty members' (JIFs) experiences in Japanese universities, we posit a novel, actor-centered typology of internationalization that delineates between integration, assimilation, and marginalization of mobile actors, and considers their implications in practice. Twenty-three interviews were conducted with JIFs from a variety of disciplines and institutions across Japan. Findings indicated a pattern of disillusionment with their role in internationalization, as many perceived themselves to be tokenized symbols of internationalization rather than valued actors within it. Participants identified various barriers which prevented them from participating in the academic "mainstream" and confined them to peripheral roles. We argue that their experiences are indicative of assimilative and marginalizing forms of internationalization, which pose persistent barriers to reform in Japanese universities despite decades of state-sponsored internationalization. The Japanese higher education sector has seen increases in tuition with stagnant household incomes in a society where family support for university students has been the norm. Student loans from the government have grown rapidly to sustain the gradual increase in university enrolments. These time-based repayment loans (TBRLs) have created financial hardship for increasing numbers of loan recipients and their families. There is some evidence that prospective students from low-income households are forgoing a university education to avoid student loan debt. The Japanese government has introduced some measures including grants and a partial income-contingent loan (ICL) scheme to help alleviate these problems. While the ICL scheme is a positive development, this paper shows that it requires further refinement and broader coverage if it is to adequately address the challenges facing higher education financing in Japan. We show that an affordable and universal ICL system could be introduced in Japan that avoids problems with the current partial income-contingent loan scheme and would help alleviate access issues for those from disadvantaged backgrounds. Importantly, the unique features of the Japanese labor market have to be carefully considered, especially the large gender wage gap for married women. By introducing dynamics into modeling graduate earnings and using carefully selected parameters, we show that it is possible to have a universal ICL which achieves a balance between access and affordable repayment with minimal long-run costs to taxpayers. The global drive for world-class universities is twinned with a radical movement to create research assessment indicators, and universities have never been pressured as much as today by global rankings. This paper aims to focus on how research assessment exercises have reconfigured the institutional missions of the university in terms of knowledge production, teaching, and service address, by comparing three top research-intensive universities in Mainland China, Hong Kong, and Japan. It critically investigates how far and in what ways academics in the three systems have been pressured to respond to these exercises. The empirical findings show that all the three cases have been affected severely and that Hong Kong universities are the most internationalized and Mainland universities are the most productive in research outputs, as also evidenced in recent QS rankings. The paper argues that the global ranking regime has created a Double Bind for East Asian universities, and has brutally dominated their institutional reconfigurations. To turn the tide, the manipulated emphasis, flawed methodology, and unethical desirability of global university rankings and research assessment exercises should be avoided to help universities healthily and meaningfully focus on real missions to which they should commit themselves. Meanwhile, critical reflections and policy actions are particularly urgent on the indigenousness of knowledge exploration and production by higher education systems in East Asia and other post-colonial contexts. This cross-case analysis explores national level internationalisation of higher education (IoHE) policies in Singapore and Japan. Through comparison of the state level internationalisation strategies, this paper aims to highlight how each country's unique policy environment impacts their approach to IoHE. The analysis suggests that despite the differing national circumstances and ultimate approaches to internationalisation, both states use it primarily as a means to stay competitive in the twenty-first century global knowledge-based economy. This suggests that while IoHE does build bridges between nations, institutions, and individuals within and between regions, within these cases it is being driven by nationally-centred rationales. While some criticize a competition orientation in IoHE, even with such rationales it may still serve to drive greater collaboration and integration among East Asian higher education systems. Internationalisation is a polyvalent policy discourse, saturated in conceptual and ideological ambiguity. It is an assemblage of commodification, exploitation and opportunity and is a container for multiple aspirations, anxieties, and affordances. It combines modernisation, detraditionalisation, and expansiveness, with knowledge capitalism, linguistic imperialism, and market dominance. There are notable policy shadows and silences, especially relating to the emerging subjectivities, motivations and narratives of internationalised subjects, and experiences that expose the gendered, racialised, epistemic and affective inequalities constituting academic mobility. This paper explores the affective economy and policyscape of internationalisation drawing upon interview data gathered in one private and one national university in Japan with 13 migrant academics. What emerged from our study is that internationalisation policies, processes and practices generate multiple affective engagements. Internationalising oneself can be repressive and generative, with migrant academics finding themselves both vulnerable and animated by their diverse and frequently embodied experiences. The book, The History of the Ouinkai, was published in 1940 as a commemorative project for the 60th anniversary of the Tokyo Higher Normal School for Women (THNSW). The purpose of this article is to illustrate the type of data collected in the surveys and their findings, to explore some of the activities of the association, and to discuss how the Ouinkai alumni association, in collaboration with THNSW, worked with female teachers nationwide. The paper traces some of the multi-norms and multi-roles for female teachers that THNSW promoted and their relation to norms thought to characterise 'ideal' Japanese women. The publication of The History of the Ouinkai was a milestone in Japanese women's education because it demonstrated the Ouinkai's successes in respect of Japanese educational policy for women as well as the leadership that the Ouinkai provided to female graduate teachers, whom it organised with skill. In this study, a massive open online course (MOOC) titled "Studying at Japanese Universities" was designed. The purpose of the course was to encourage international students to study in Japan. Accordingly, it is intended to build an online community to afford international students to encourage and support each other and realise their student lives in Japan. This paper outlined how the course was designed and further reported the results of the early outcomes of how the students received the course. The results indicated that the course reaches the target age group while also attracting a diverse audience. It is further been specified that students can communicate with others who have common interests. Furthermore, students share their thoughts and concerns about their plans to study in Japan and receive mutual support from the online community. This paper reports on research focusing on a group of adjunct teachers of English employed in Japanese universities. Grounded in interpretive epistemology foregrounding constructionist traditions, this research employed bricolage as way of inquiring into, then representing, these teacher’s experiences utilising multi-perspectival, multi-theoretical and multi-methodological approaches. Employing elements of Turnerian liminality and blending these with Japanese cultural mythology, this paper explores participants’ experience, knowledge and identity. Through interviews and focus groups, participants (n = 43) gave voice to their lived world in Japanese universities locating their ‘place’ as simultaneously inside and outside the boundaries of mainstream Japanese society and universities. As ‘liminal personas’, participants likened themselves to a ‘necessary evil’ in the context of internationalising the curriculum. Thus, their condition is understood to be both ambiguous and paradoxical. At the close of World War II, Japan’s ouster from Malaya led to the resumption of British control and a new outlook toward political independence. Higher education would play a central role in this complex transition, where the forces of decolonization and nation-building converged with drives toward both interethnic competition and multiethnic cooperation. These tensions stimulated a multiplicity of new rhetorics and new networks for universities and university students. This paper uses the framework of governance to uncover the contrasting rhetorics and networks produced by postwar Singapore’s new universities. By examining their structures and mechanisms of governance, the paper demonstrates how the sudden catapulting of university education to a crucial socio-political position redefined the intersections between education, language, culture, and nation. In research on gender and teaching in higher education, the experiences of male teachers as men, and of whiteness in a non-majority-white context have received little attention. As one step towards addressing this gap in the literature, this paper analyses interview accounts of white Western men working as English language teachers in Japanese higher education. The paper demonstrates, first, ways in which disembodied academic identities are constructed by erasing the men's racialised gender and sexuality. Second, it shows how favourable images of white Western male teachers are produced through a series of negative contrasts based on gender and race. Third, it suggests that men's homosocial networks may serve to facilitate male predominance in the Japanese university system. The analysis contributes to current understandings about the construction of white Western masculinities in academic institutions, in international education, and in English language teaching as a globalised industry. The aim of this paper is to identify key challenges facing Japan's higher education since the early 1990s and their impacts on major research themes. In this paper key challenges include those resulting from the decline in the 18-year population, the cultivation of high-quality university graduates, the incorporation of national universities, the diversification of higher education systems, and globalization and internationalization of higher education. The paper concludes by arguing that challenges facing Japan's higher education and research are unquestionable and considerable. Because several challenges are different from that of any other countries, Japan has to find out solutions to tackle them by its own efforts. Furthermore, in response to these challenges, there has seen an evident transformation in a vast majority of higher education research institutes and centers from a purely academic-based research to more practical and operational research. This article analyzes a recent initiative of Japan's Ministry of Education, which aims to internationalize higher education in Japan. The large-investment project 'Top Global University Project' (TGUP) has emerged to create globally oriented universities, to increase the role of foreign languages in higher education, and to foster global human resources. The TGUP identifies 37 universities: 13 as 'top global universities' intended to compete in the top 100 university world rankings and 24 'global traction universities' intended to lead the internationalization of higher education in Japan. Despite the substantial funding behind this initiative, little research has been conducted to evaluate the potential impact of this policy on language planning in higher education in Japan. This paper addresses this gap in its exploration of the TGUP, including key changes from previous internationalization policies. It then presents an analysis of publicly available documents regarding the policy, collected from all 37 of the participant universities. Based on case studies of China and Japan, this study undertakes comparative research on major aspects of university curriculum and instruction-teaching activities of academics, their role in curriculum development, and their perceptions of these activities-between a mass and a universal higher education system. Major findings from the APA (Academic Profession in Asia) surveys administered in the two countries in 2011-2012 with a similar questionnaire provide hard data. However, the study also explores other contextual factors and drivers which might have affected the teaching activities undertaken by academics, their involvement in curriculum development, and their views of relevant activities. The paper argues that, although differences can be found in some aspects of the curriculum and instruction and academics' participation in these activities during the shift from the mass to universal phase of higher education, seen from the two case studies, it is less clear that the differences show the impact of transforming from mass to universal education. The national contextual factors, especially the origins of higher education and ongoing national policies in both countries, appear to play a significant role in how current academics perceived the curriculum development and instruction, and their participation in these activities. More importantly, as fundamental changes do not necessarily occur in all aspects of the curriculum and instruction, as well as the academics' views across universal and mass higher education systems, Trow's research can only be partly applied to the analysis of the curriculum and instruction in both countries. This paper draws on a thematic discourse analysis of the written accounts about “English” produced by 32 Japanese college students. A constructionist psychological framework is used to explore the intermediary function of language in the construction of language attitudes. The study investigates how the respondents construct their multiple different attitudes as they interact with the social meanings and representations of the global language and the cultural context which reconstitutes these representations. It is evidenced that the respondents' language attitudes are occasioned in the social and political parameters of the cultural context of which they are a part. The respondents' positions in this cultural context, their past, present, and future images of self, and their alignment with socially induced ways of thinking about English together exert influences on language attitudes construction. The paper shows the immense complexity of the contestation processes between language learners' attitudes and the rapidly changing social climate in and around Japan. [Copyright &y& Elsevier]

This study examines the relationship between one type of data-driven learning (DDL) and inductive–deductive learning styles. Participants were 145 Japanese university learners of English as a foreign language, all of whom showed significant improvements in a grammar test after teacher-led guided DDL induction. Data were collected using a questionnaire on inductive–deductive learning styles and DDL task values. Weak correlations were found between the inductive–deductive continuum of learning styles and the DDL task value, but no differences in magnitude were found from an examination of the confidence interval for the two correlations. These findings indicate that depending on the type, guided DDL-type induction may be beneficial for both deductive and inductive learners irrespective of their learning styles. Purpose – The purpose of this paper is to explore how active learning may help address the legitimacy and practicability issues inherent in introducing education for sustainability into business-related degree programs. Design/methodology/approach – The focus of this study is the experience of the authors in the development and implementation of education for sustainability within their business-related higher education programs. To address the inherent challenges of the task, they apply the principles of active learning, with substantial use of problem-based learning, in the classroom and engage in a process of staff development in their personal time. The method used is a simplified version of action research where the authors worked together over two years and then reflected on the experience through interviews and extensive discussions with each other, with their respective teaching teams, and with sustainability educators from outside of their programs. Findings – The findings suggest that active learning approaches move learners away from dependence on (possibly illegitimate and unprepared) educators and towards a personal responsibility approach. This also means accepting that learners are free to understand sustainability in a "global" sense or instead choose only its "business as usual" applications. Originality/value – The paper provides a useful insight into the practical value of active learning for educators grappling with the dilemma of delivering globally responsible business and/or management-related education programs. Drawing on various sources of official discourse and public commentary pertaining to the recent implementation of two large-scale strategies aimed at internationalising student and academic staff populations within Japanese higher education institutions, this paper will present a number of broad multifaceted perspectives addressing those issues which may hinder the success of the two strategies. Announced in 2008 and 2009 respectively, the '300,000 international students plan' and the 'Global 30' Project aim to enable 30 select universities to attract 300,000 international students to Japan by 2020. The 30 institutions, known as centres for internationalisation will each strive to recruit between 3000 and 8000 international students from across the globe. However, since the late 19th century Japanese attempts at the importation of ethnolinguistic diversity into the education system have been greeted with accusations of insincerity and the masking of a predominantly self-serving nationalistic agenda. This paper examines the fundamental changes which are currently taking place in Japanese higher education. These changes are seeing the development of what has been dubbed the 'third generation' of Japanese universities which can no longer rely on student fees and government support to survive and need to find other ways to generate income. The paper shows how the different responses of Japanese universities to these new challenges is leading to an increasingly diversified higher education sector with major implications for the future of teaching, research and administration. The purpose of this paper is to identify common patterns in central authorities' steering of universities and the institutional power in neo-liberal higher education regimes. The paper examines the regulatory mechanisms of England and Japan through Foucault's idea of 'governmentality' and utilises the concept of autonomy to identify the state-university nexus and institutional behaviour. The paper argues that the similar application of technologies of arts in England and Japan - such as financial incentives and output quality management - has not brought about the same effect across the two countries in institutional behaviour and culture. In the case of England, the decline of traditional university autonomy - which isolated the university sector from external pressure - and increasing external influence in the value system are the case, while in Japan, the shift is rather internal within an institution, changing from department to institutional autonomy, which is compatible with the concept of accountability. In this paper, we shed light on the dynamic nature of 'diversity' in higher education from the perspectives of four Japanese women graduate students seeking possibilities through different ways of knowing. Using an autoethnographical methodology embedded in a dialogue format of zadankai, we examine the stereotypes of Japanese women that are activated both inside and outside of academic institutions. Stereotyping propagates racist, patriarchal and heterosexist norms. The examination of the mechanisms in which stereotyping silences Japanese women reveals the micro and macro politics of identity. Our collective dialogue demonstrates the processes in which silenced Japanese women graduate students reclaim their holistic agencies to peel the layers of superficial notions of diversity and address the creative and flexible nature of 'difference' and 'diversity' in knowledge production. We hope this paper will encourage minority groups amongst students, educators, and administrators to engage in various ways of knowing and address the issues of 'diversity' in higher education. The uniquely Japanese institution of the tanki daigaku (two-year university) known as 'junior college' in English was seen as Japan's answer to increasing participation in higher education. Initially established on a provisional basis in 1950, becoming permanent in 1965, they were the higher education institution (HEI) of choice of almost 500,000 students a year at their peak in 1995. Demographic changes after 1992 brought about a buyers' market for higher education with institutions in aggressive competition for students, a battle in which the tanki daigaku seems destined to be defeated. This paper examines the options available to junior colleges in crisis and in so doing identifies a number of features of a virtually universal system of higher education which raise issues for other advanced societies grappling with massification and commodification in their own higher education systems. An overseas field learning itinerary can be a powerful pedagogical tool for both directing student attention and complicating preexisting spatial narratives. However, one must beware of using the itinerary to replace one narrative with another. This paper examines the itinerary negotiation for a 15-day overseas field module conducted three consecutive years. It uses the concepts of fan pilgrimage and dark tourism to explain the inclusion of two destinations and introduces a student-led research project that produced nuanced understandings of Japan’s rural geographies. In order to strengthen their international presence, universities pursuing a world-class status are striving to increase their internationalization. Internationalization implies a transformation of university governance, especially for universities in a non-English-speaking system such as Japan's. This paper examines the challenges of internationalization for Japan's top universities as a transformation process of these universities' governance. First, the historical background of Japanese higher education as an early front-runner in Asia is discussed, along with the dynamics of national identity and global trends. Second, a series of government-funded programs for research and internationalization are examined from the viewpoint of governance reform. The construction of 'world-class' universities not only implies concentrated financial investment but also a comprehensive transformation of university governance in a global context. The major challenges for top Japanese research universities in terms of maintaining and improving their international presence are also highlighted. From a framework of this study, modern society may be explained by a paradigm transformation from ascription to achievement and also from particularism to universalism. According to this hypothesis, Japanese university society has not developed successfully for more than the closed society to the opened society. This paper intends to deal with the Japanese differentiated university stratification, which has been formed among these value orientations by connection of particularism and ascription, with a focus on its effects on the academic productivity including both research and teaching productivity. For example, a closed academic structure with an inbreeding mechanism in tate-shakai (vertical society) has brought about a great deal of effect either positively or negatively on academic system throughout the country. The interpretation and implementation of ideas about the internationalisation of curricula (IoC) are complicated and multi-faceted. The complex and diverse perspectives on IoC reflect two concepts: ‘internationalisation’ and ‘curriculum’. These concepts embody contrasting perspectives on issues, including the competition-type and cooperation-type approaches to internationalisation, as well as the product and process curriculum models. These two approaches or models tend to go hand in hand while in a state of tension. The aim of this paper is to promote a detailed understanding of IoC through forming a conceptual framework for IoC. This framework proposes four patterns of IoC by linking the two approaches and the two models, and is examined using case studies of two types of Japanese universities. This paper reports the results of a survey that investigated the practice and experience of task management of university students. A total of 202 tasks identified by 24 university students were analyzed. The results suggest that participants had a reasonable sense of priority of tasks, that they tend to perceive a task as a big chunk, not a series of small chunks, that estimated time can be a good indicator of task completion, that time management and loss of coordination are the major factors for uncompleted or non-started tasks, and finally that their notion of task grouping was dominated by task themes or topics. In this paper, I will discuss how to enhance Japanese teacher education. After sketching teacher education from the mid-1940s to the 1960s, I sum up the main topics people discussed through each decade of the 1970s, 1980s, 1990s. Illustrating some of the current topics of teacher education in the first decade of the new century, I discuss what they would create by way of introducing a new type of Graduate School into the teacher education institutions, which raises the question whether Graduate Schools heighten teachers’ professionalism or not. This paper describes the implementation and evaluation of a year-long reading while listening (RWL) program run for university first-year students at a private university in Japan. The program was developed to give students practice in listening to a large volume of spoken English – a practice that the majority of Japanese students lack. The students in the program (N = 230) practiced RWL and took progress tests using a Moodle module that also kept records of their progress (MoodleReader). The program was evaluated in two ways: by measuring student gains in reading rate, vocabulary recognition, and general English proficiency, as measured by the Test of English as a Foreign Language (TOEFL), and by investigating student attitudes toward the program itself and the MoodleReader through the use of a 24-item questionnaire. Results of the evaluation showed RWL had a significant effect on reading rate and vocabulary recognition, but not for general English proficiency. Questionnaire results uncovered negative attitudes toward the RWL program and the MoodleReader, and that these attitudes affected the amount of work students completed in the program. This paper reports an investigation into how the prompt may influence the discourse of group oral tests. The group oral test, in which three or four participants are rated on their ability to discuss a prompt, is a format for assessing the spoken ability of language learners. In this study, 141 Japanese university students were videoed in 41 group orals of three or four test-takers. Although the four different prompts written for the test were supposed to be of equal difficulty, they were found to be substantially different in the type and number of questions that comprised them. Analysis of the transcribed interactions revealed significant differences in turns taken, syntactic complexity and fluency of the interactions they elicited. A qualitative examination revealed that the two prompts that elicited longer, more complex turns did so by encouraging test-takers to explain their family circumstances or speculate about their future. Prompts with more factual content elicited shorter, less complex turns and the prompt that test-takers responded to with the least fluency required the test-takers to talk about a more personal subject. Game consoles have been adopted as a learning platform in school education. However, there is a scarcity of studies examining the utility of games consoles with built-in WiFi as affordable learning platforms in universities. This paper contributes to knowledge about the capacity of the Nintendo DSi to create new learning spaces mediated and supported by DSi consoles, free Flipnote Studio software for DS and a dedicated course website. An application of the DSi is described for remote supplemental language tutorial activities linking a dispersed body of students on a year-abroad programme. It was found that the use of DSi as a mobile learning platform has great potential if it is used in combination with shared webspace, such as Hatena, by increasing students' learning motivation and eliminating fears/uncertainty about their progress. This paper investigates the process and meaning of problem-based learning (PBL) that students may experience. The Project Cycle Management method was taught and utilised as an instrument of PBL at a Japanese women's college over a period of 5 years. The study closely examined what and how students learned in PBL from the perspectives of cognitive, social, and internal aspects. Despite the relative ignorance about the internal aspect of learners in previous research, the results of the study revealed that the internal aspect is inseparably linked with the other two aspects, and the three of them simultaneously undergo their own changes in the PBL process. That is, meaningful learning experiences seem to be no less importantly affected by the feelings or internal aspect of learners than by cognitive and social counterparts. Then, beyond knowledge building and skill acquirement, PBL may have contributed to broadening learners' perspectives and promoting their personal development. In this regard, PBL can be defined anew, from an angle different from that of previous research, as learning that can generate rich and varied emotions in learners concurrently as they face problems, enable them to acquire subject matter knowledge and relational skills through dialogue, and eventually guide them to the threshold of personal transformation. A number of countries with public higher education systems have implemented privatisation policies. In Japan, the national government introduced the National University Corporation Act (NUCA) in 2004 and changed the legal status of national universities from that of government-owned public institutions to independent administrative agencies. Its objective was to incorporate them, giving their presidents discretionary power and encouraging financial independence and autonomous administration. Applying McNay’s models of university governance, this paper tracks three stages of university governance longitudinally from 1886, when Japan’s modern higher education system was established, to reveal the historical roots of problems that the NUCA is meant to address. In addition, the effects of the NUCA over the first 6-year period (2004–2009) are examined based on data analysis. Its criteria for analysis are developments in the direction of financial, administrative and intellectual independence, accompanied by increased levels of transparency and public accountability. The era of Asia has been felt in foreign language education in Japan, with more and more youth reportedly opting to study Chinese and Korean as the second foreign language. The shift in popularity, from European to Asian languages, not only reflects the societal demand for the institutional rearrangement of academic staff but also stirs teachers of European languages to appeal for the continued study of their language. The present discussion paper, drawing from secondary statistics and scholarly knowledge, first reviews a series of Japan's foreign language education policies from the 1990s to 2012 that have been affecting the organizational structure of foreign language education in Japanese higher education. The study then addresses an array of issues that emerge with the changing needs of the times: the waning popularity of European languages, the Japanese government's policy shift to English and Chinese, English language professionals' detached attitudes toward other language education, and the dominance of university language teachers with little to no language teaching training. By addressing these pending yet gravely overlooked issues that merit due attention from language teaching professionals beyond Japan, the present study hopes to provide insight into the traditionally one-sided, English-centric discussion on foreign language education in Japanese higher education in a matter that is informative for international scholarship.
