This paper analyses the political origins of diverse peripheral growth models in Europe, focusing on debt-based consumption-led growth model in Southern Europe and FDI-based export-led growth model in Central and Eastern Europe. Contrary to existing approaches that attribute this East-South divergence to their geographic position and systemic features of European monetary integration, the paper argues that these growth models stem from different national and EU-level policy responses to the challenge of core-periphery market integration. While the Southern states sought to protect domestic firms, allowing for, or even directly contributing to deindustrialisation in the face of competition with the European core economies, Central and East European states aimed to preserve their industrial legacy even at the expense of FDI-dependency. These policy responses were, in turn, shaped by distinct patterns of interaction and accommodation between segments of state elites and domestic economic groups, as well as by dramatically different EU strategies of governing integration. In contrast with society-centred perspectives on the politics of growth models, the paper highlights the autonomous role of the state as a key actor balancing between the demands and accommodation of domestic economic groups, and the constraints and opportunities created by regional institutions governing market integration. The stated aim of the White Paper is to identify inequalities in government policies towards opioids that contribute to inadequate treatment of pain. The focus of this paper is on how the state sets up discriminatory structures, how immigrants work out ways of managing those structures and how in this process they construct flexible and innovative identities. Two main issues are explored. The first is the relationship between state control and exclusion and immigrant resistance. The paper shows how, despite increased surveillance and digital nets mounted by European states to keep immigrants out of their territory, the British state is ambivalent towards irregular immigrants. At the same time, it is in the interstices of ambiguity that immigrants, by buying, renting and borrowing documents, have found ways through their networks and communities to resist or get around exclusionary and contradictory regulations. Second, the paper is concerned with the construction of innovative and flexible identities. Although based on academic background and literature, my answer to the questions posed by the European Commission turns out to be rather political as from my point of view it is impossible to address those questions in a purely technical way. Although there are other, probably more relevant, obstacles to the internal market, I consider that there is enough evidence to assume that different legislation is an obstacle well worth looking at. I begin with the discussion of goals, strictly connected to the scope of application, and move to the debate on formal/informal harmonisation of contract law. As on one side there is not enough evaluation to sustain solidly that harmonisation or unification is better that diversity that meets local preferences, and on the other side liberty, subsidiarity and proportionality claim for parties' freedom to opt for their better solution, I support the view that Member States must be able to maintain their internal law but at the same time must wide the parties' scope of options with the approval of a Regulation on European contract law. Objective: To provide a framework of mental health care reform across Europe. Method: On the basis of summary quantitative indices and expert ratings of broad aspects of mental health care structure, the process and outcome of psychiatric reform common trends and differences are outlined. Results: There has been a broad trend away from an institutional model of care with the mental hospital as the dominant institution, and community- and general hospital-based mental health services of varying comprehensiveness are in place in most countries. The social and broad community aspects of psychiatric reform have generally been somewhat less successful than changes in service set-up. Assessment of reform outcomes proves particularly difficult. Conclusion: Psychiatric reform processes have achieved some of their aims, and there are broadly similar trends. Public policies and regulations strongly influence research and manufacturing in pharmaceutical sector. Therefore, it is of critical importance that these policies and regulations are of high quality as well as appropriately balanced between general rules and detailed solutions. The process of public consultations prolongs adoption of novel documents. On the other hand, comments from different stakeholders like academia, industry, public administration and patients allow 360-degree critical evaluation of the document and a better understanding of the topic. This mini-review summarizes the contributions of numerous members of ORBIS project team in open consultations of draft regulatory documents published by European Medicines Agency (EMA) and the International Council for Harmonisation of Technical Requirements for Pharmaceuticals for Human Use (ICH). ORBIS project feedback on the Pharmaceutical Strategy for Europe is also presented. ORBIS project members contributed to open consultations of two ICH draft guidelines, and three EMA draft documents. ORBIS project was also active during the European Commission's efforts to develop Pharmaceutical Strategy for Europe. The interaction between representatives of academic and industrial sectors allowed to form balanced comments. Rapid technological change – the digitalization and automation of work – is challenging contemporary welfare states. Most of the existing research, however, focuses on its effect on labor market outcomes, such as employment or wage levels. In contrast, this paper studies the implications of technological change for welfare state attitudes and preferences. Compared to previous work on this topic, this paper adopts a much broader perspective regarding different kinds of social policy. Using data from the European Social Survey, we find that individual automation risk is positively associated with support for redistribution, but negatively with support for social investment policies (partly depending on the specific measure of automation risk that is used), while there is no statistically significant association with support for basic income. We also find a moderating effect of the overall size of the welfare state on the micro-level association between risk and preferences. [ABSTRACT FROM AUTHOR]

Policies and services to support informal caregivers vary considerably across countries, This paper examines the role of caregivers and how perspectives on that role may influence the availability of benefits and services in three countries that differ considerably in their care systems - Sweden, Ireland and the United States. We developed a nine-dimensional framework for examining differences, including policies and how the role of caregiver is conceptualized. We found differences in the three countries in how services are organized, which reflected assumptions about the caregiver role. There were also similarities in the three countries. Caregivers held an ambiguous position within each social system and there was little concern for equity in the delivery of support services. Increased clarity about the role of caregivers may facilitate development of policies that more effectively meet their varied needs. [ABSTRACT FROM AUTHOR]

In western Europe, municipal or otherwise state‐commissioned cemeteries and crematoria are public spaces and services, open to all. Cemeteries and crematoria grounds are neglected in geographical, planning and policy debates about the character, design, management, use and accessibility of public spaces, and likewise debates about the social inclusion of migrants and minorities. This may reflect a tendency to situate cemeteries socially and geographically in the peripheries of contemporary European society, but they are, nonetheless, sites of vital public health infrastructure, as well as being highly significant symbolic, religious‐spiritual, secular‐sacred, and emotionally laden places. Examining cemeteries‐crematoria against a criteria of inclusive public space provides new insights into (1) the nature of public space and its governance; (2) rights and barriers to shared public spaces and associated infrastructure in everyday multicultural contexts; (3) national–local negotiations of majority‐minorities social relations and cultural practices in and through public spaces; and (4) the need to place municipal cemeteries‐crematoria centre stage in scholarship and policy on public space which is culturally inclusive and serves all citizens. Municipal cemeteries and crematoria grounds are important but neglected spaces in geographical, Planning and policy debates about the character, design, use, governance and accessibility of public spaces. Summary: Adequate levels of physical activity are important for population health. Policy databases can track, monitor, and compare the development and implementation of physical activity policy actions and are populated by different methods. The new MOVING database, developed through the Confronting Obesity: Co‐creating Policy with Youth (CO‐CREATE) project, collates governmental policy actions designed to increase physical activity and is populated by an in‐depth scan of implemented national policy actions. This paper presents lessons learned from conducting the policy scan across 27 European countries. Policy actions were identified using a structured search protocol from preselected sources, assessed against pre‐specified inclusion criteria and verified by an in‐country expert. 625 eligible national implemented policy actions were identified. Challenges included policy actions falling out of scope, a lack of available information on policy actions, difficulty in identifying policy actions using specific search terms, and increased resource requirements for translation of policy actions into English. The scan indicated improvements, which informed protocol modifications. Identifying the challenges and opportunities around conducting a policy scan is necessary to understand and assess the reliability, validity, and utility of a policy database. Our paper aims to provide a short guide on how community psychologists can contribute to the improvement of rural young people's prospects. After briefly introducing the demographic trends of these young people in continental Europe for the past decade, we list the current challenges faced by rural European young generations, as well as the opportunities emerging for them from the twin transition that can inspire the community psychology field. We then contextualize community psychologists' interventions in this domain according to an ecological‐systemic standpoint and by embracing a Participatory Action Research (PAR) perspective on research and practice. We further detail the reasons for adopting a PAR approach in research and practice to address rural young people's challenges and opportunities. Finally, we highlight four potential intermediation missions to uphold community psychologists' rural youth development input, based on the adopted theoretical and methodological standpoint. We conclude that our short guide can facilitate community psychology professionals' complete understanding of rural young generations' prospects, in line with the expected increase in the need for rural young people's participation. In the aftermath of recent populist upheavals in Europe, nationalist economic policies challenge the overly positive view on economic integration and the reduction of trade barriers established by standard economic theory. For quite a long time the great majority of economists supported trade liberalisation policies, at least those actively engaged in policy advice or public debates. In this paper, we examine the elite economics discourse on trade policies during the last 20 years regarding specific characteristics of authors, affiliations, citation patterns, the overall attitude towards trade, as well as the methodological approach applied in these papers. Our analysis yields the following results: First, the hierarchical structure of economics also manifests in the debate about trade. Second, while we found some indications of a shift towards more empirically oriented work, quite often empirical data is solely used to calibrate models rather than to challenge potentially biased theoretical assumptions. Third, top economic discourses on trade are predominantly characterised by a normative bias in favour of trade-liberalisation-policies. Forth, we found that other-than-economic impacts and implications of trade policies (political, social and cultural as well as environmental issues) to a great extent either remain unmentioned or are rationalised by means of pure economic criteria. Applied theories in social work are social constructs that evolve according to cultural, political and social trends. The history of community work in Europe after the Second World War provides an example of a family of practices that is constantly evolving, in terms of its integration into social work, its methods, and the political project that underpins it. While the development of broad-based and conscientising approaches were challenged by neo-liberalism from the 1980s on, community work practice is currently undergoing a revival based on community building and person-centred methods, under the influence of the new public management. This paper is based on a doctoral research conducted in six European countries, examining the relationship between social work and community work, and the various forms of community work across Europe. Whilst the link between young people's well‐being and the creative arts is strengthening, there is a lack of research which focuses on the roles that artists play to help teachers and parents engage young people in the creative arts. This paper explores the benefits of and barriers to artists working in education in six European countries (England, Iceland, Germany, Greece, Italy and Austria). Using the '5A's model of creativity' and a view of professional development taking place within 'landscapes of practice', the data were analysed in order to explain how creativity is operationalised in the different contexts. Our study highlights the need for policy at a national and transnational level to value the creative arts in order to help teachers cross boundaries and utilise the full potential of the creative arts in schools. Our study also highlights that further research is needed into how artists shape teaching and curriculum and how schools engage parents in the creative arts in order to build an evidence‐base relating to young people's positive mental health that can affect policy at these levels. Research on the politics of social investment finds public opinion to be highly supportive of expansive reforms and expects this support to matter for the politics of expanding social investment. Expanding social investment, it is argued, should be particularly attractive to left-wing voters and parties because of the egalitarian potential of such policies. However, few studies have examined to what extent individual preferences concerning social investment really matter politically. In this paper, I address this research gap for the crucial policy field of childcare by examining how individual-level preferences for expanding childcare provision translate into voting behavior. Based on original survey data from eight European countries, I find that preferences to expand public childcare spending indeed translate into electoral support for the left. However, this link from preferences to votes turns out to be socially biased. Childcare preferences are much more decisive for voting the further up individuals are in the income distribution. This imperfect transmission from preferences to voting behavior implies that political parties could have incentives to target the benefits of childcare reforms to their more affluent voters. My findings help to explain why governments frequently fail to reduce social inequality of access to seemingly egalitarian childcare provision. [ABSTRACT FROM AUTHOR]

This paper investigates how restriction policies have impacted elderly self-assessed health (SAH) in Europe during the pandemic, and how the Covid-19 infection interacts with policy stringency to modulate the SAH deterioration. Using the Survey of Health, Aging and Retirement in Europe (SHARE) between October 2019 and August 2021, including 9,034 adults aged 50 years and above, alongside with a stringency index from the Oxford's Coronavirus Government Response Tracker (OxCGRT), we design both an adjusted probit model and a recursive bivariate probit model to test for endogeneity of Covid-19 infection. Estimations results show a bell curve between stringency and SAH degradation: a deleterious effect of restrictions at low levels of stringency up to a tipping point after which more stringent policies become protective. Covid-19 infection moderates this association. Depending on individuals' initial health, the effect of restrictions is uneven: highly stringent policies become damaging for individuals most likely to enter a vulnerabilization path, for whom the bell curve is thus inverted. Overall, this study shows clear patterns of association between policy stringency and perceived health among older Europeans, and highlights the potential trade-off between targeting as many people as possible, those in poor health or those on the edge of vulnerability. • The association between policy stringency and SAH degradation is a bell curve. • Strict restrictions only affect the SAH of people likely to become vulnerable. • Covid-19 infection moderates the deterioration of SAH caused by policy stringency. • The recursive bivariate probit model controls for endogeneity in infection. Over the course of the last 30 years, inclusive education has emerged as a key aim of education policies around the world. Also in Europe, most countries took efforts to make their education systems more inclusive—which led to growing numbers of children and young persons with disabilities in general education in Europe. The implementation processes of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) fuelled these efforts. However, as some authors have argued, not all students with disabilities seem to have benefited in the same way from these developments—such as children and young persons with intellectual disability (ID). This paper aims to explore this phenomenon in more depth by comparing some measures in relation to the implementation processes of the UNCRPD of seven European countries. Doing so, we analyze trends in placements (mainstream and special schools) of students with Special Educational Needs (SEN) in general and of students with intellectual disability specifically. As we show, an increase of students identified as having SEN in mainstream schools can be observed in all countries during the implementation process of the UNCRPD. However, in comparison to this rather broad group of learners, the percentage of students with intellectual disability in mainstream settings did not increase as much. Furthermore, the calculation of the "exclusion rate" revealed that this group of learners remains a key population of special schools. These results need to be understood as effects of specific shortcomings in the implementation of the UNCRPD, as we discuss in a further section. The aim of this paper is to assess to what extent prohibitive drug policies hamper the management of drug problems from the perspective of young people who have experience with the criminal justice systems (CJS). Qualitative, in-depth interviews were carried out in six European countries (Austria, Denmark, Germany, Italy, Poland, and the UK) following a common interview guide to obtain comparative data on the life trajectories of drug experienced youth. Altogether 198 interviews with people aged 14–25 years were collected and analysed by national teams following a common coding book. Unintended consequences of drug policies for the individual and society were identified. Individual consequences included health consequences and traumatic experiences with law enforcement. Social consequences included those affecting social relations such as stigmatisation and those impacting on institutions, for example, focusing on drug use and neglecting other problems. This paper confirmed earlier research indicating unintended consequences of prohibitive drug policies but also added to the literature its cross-national perspective and use of young people narratives as a source of analyses. There are, however, policy measures available that may reduce the volume and range of unintended effects. This paper focuses on understanding the emergence of child marriage as a practice that grossly violates human and children’s rights of girls and boys, threatens their well-being and prevents them from reaching their full potential. The first section analyzes the causes and consequences of child marriages and presents available data on the prevalence of this phenomenon in the region. Based on the available research in Europe, which indicates an increased prevalence of the phenomenon in the Roma community, and taking into account the lack of domestic research and literature on the topic, this paper presents the results of a qualitative study aimed at gaining insight into the personal experience of adult Roma women associated with their entry into marriage before the age of eighteen. The data were collected by semi-structured interview method and analyzed by the framework analysis procedure. The results of the research coincide with the available knowledge in this field, but also additionally articulate the interplay of various factors from the level of the girls and parents themselves to the level of norms in the Roma community. Consequently, the public policy framework is also discussed, and activities aimed at preventing the practice of child marriage in the education system and activities within the community aimed at providing support to young people, but also at changing the norms which support this practice, have been proposed. As an alternative trip mode to the private car, carsharing mode first emerged in Europe in the 1940s. Although it possesses many merits such as convenience, affordability, and comfort, its development is far slower than the private car in recent years. Identifying the factors affecting the users' choice between carsharing and private car is becoming very important. This paper proposes an evolution game model to explore the competitive choice process between carsharing and private car under different government policies. First, an evolution game model with incomplete information is developed to analyze the travel choice of carsharing over private car. The influences of government policy are taken into consideration. Then, the evolutionary stable strategy solution of the model is derived from replicator dynamics, and a discussion about the stable condition is presented. Finally, a case study is conducted to validate the proposed model. This study provides a rationale for agencies to improve the current carsharing choice rate between carsharing and private car. Within EU cohesion policy, a place-based approach is expected to promote a strategic shift towards more place-sensitive, cross-sectoral and socially inclusive development. These expectations are underlined in the new Territorial Agenda 2030, which highlights that a place-based approach is key to territorial cohesion and to overall efforts towards a just Europe. Drawing on findings from the Horizon 2020 project RELOCAL – Resituating the local in cohesion and territorial development – this special issue explores the relations between place-based development and spatial justice. It addresses the complex challenges of place-based interventions, such as the critical role of the national policy environment in explaining variegated outcomes, enabling place-based agency in peripheralised regions, and assessing impacts. In this editorial, we provide an introductory discussion of the relations between place-based development and spatial justice, as well as brief introductions to the nine papers. We argue that there are a number of distinctive locally and nationally anchored mechanisms and inhibitors at play, which academics, and particularly planning professionals and policy-makers, need to be aware of in working towards a just Europe. Hence, place-based interventions are a valuable contribution to the territorial cohesion approach of the EU, but in the quest for spatial justice they cannot replace a redistributive territorial cohesion policy. This article examines young people's experiences of open access youth work in settings in the UK, Finland, Estonia, Italy and France. It analyses 844 individual narratives from young people, which communicate the impact of youthwork on their lives. These accounts are then analysed in the light of the European youth work policy goals. It concludes that it is encouraging that what young people identify as the positive impact of youth work are broadly consistent with many of these goals. There are however some disparities which require attention. These include the importance young people place on the social context of youth work, such as friendship, which is largely absent in EU youth work policy; as well as the importance placed on experiential learning. The paper also highlights a tension between 'top down' policy formulation and the 'youth centric' practices of youth work. It concludes with a reminder to policy makers that for youth work to remain successful the spaces and places for young people must remain meaningful to them 'on their terms'. [ABSTRACT FROM AUTHOR]

To tackle the undeclared economy, an emergent literature has called for the dominant "rational economic actor" approach, which increases the sanctions and risk of detection, to be replaced and/or complemented by a "social actor" approach that fosters citizens' commitment to compliance. Reporting two waves of the Eurobarometer survey conducted in 2007 and 2013 across Europe, fixed-effects logistic regression analysis reveals that although both approaches reduce participation in undeclared work, the strength of the impact of deterrents on the likelihood of participation in undeclared work has weakened between 2007 and 2013, but has strengthened for vertical and horizontal trust. The European Neighbourhood Policy (ENP) is now the flags hip policy of the European Union towards its neighbours. Although the ENP did not include the South Caucasus countries from the beginning, last years brought important changes in this respect. The development of the ENP in the South Caucasus can be understood as the result of (he European internal debates, of the institutional corrections made by (he European Commission and of (he external events' influence over the Union. The European Neighbourhood Policy still needs further improvements, especially concerning the Eastern neighbours. In (his paper, I will try to assess the ENP in the South Caucasus, analysing the following aspects: the EU interests in the region, the bilateral relations before the ENP, the Action Plans, the EU's assistance, the perspectives open by the Eastern Partnership - announcedfor spring 2009. Turning the spotlight on the historical evolution of public authority liability in Europe shows us a movement from immunity to liability of increasing extent but, at the same time, opposite tendencies can be observed as well. Public authority liability evolves in waves, not always going in the same direction and, more than once, recurring to old solutions. These motions are partway prompted by policy considerations, interrelated with the special position of the state. This paper aims to set the right tone for answering the main question of the Ius Commune Workshop, entitled 'Public Authorities and Tort Law: a Difficult Marriage?'. Using a comparative perspective, this paper sets out to illustrate how policy orientation has an impact on public authority liability in Europe without giving a constant and lasting direction towards either expanding or limiting this liability. One of the most difficult problem facing those responsible for managing World Heritage Sites (WHS) is climate change, as it poses continuous new challenges to the conservation of cultural heritage. Moreover, as our climate continues to change our cultural heritage will potentially be exposed to diverse pressures and potentially to risks not previously experienced. Thus, management practices will need to be tailored in order to include climate change impacts. For climate change impacts to be incorporated into preservation frameworks and management practices from government policy level down to the practice in the field, data, information and assessment methods need to be available at a scale relevant to decision-makers. This paper presents an integrated vulnerability assessment methodology and applies it to three UNESCO cultural WHS in Europe. Through this process, semi-structured interviews were conducted with academics and experts in the management and conservation of cultural heritage, as well as with the managers and coordinators of WHS. The incorporation of bottom-up knowledge in the assessment process allowed for an understanding of the sensitivity and adaptive capacity of the sites, two components of vulnerability that are not given sufficient attention and ignored, respectively, in typical top-down climate change impact assessments. In particular, the interviews elucidated the determinants that enable or constrain the capacity to adapt, i.e., resources, including technical, economic and human; information and awareness; management capacity; learning capacity; leadership; communication and collaboration; and governance; with the lack of resources most commonly mentioned as the determinant impeding adaptation. 'Information and awareness' and 'management capacity' are determinants that were not previously identified in the field of cultural heritage. The former stresses the need to disseminate the results of scientific research for their incorporation in the management of heritage sites. Vulnerability assessments such as those performed in this paper can be used to target interventions to protect and strengthen the resilience of cultural heritage to climate change impacts. During his presidential campaign, the new elected President of U.S., Donald Trump, called for a complete ban on Muslims from entering the United States. Although numerous European observers have been shocked by this proposal, using the most recent European Social Survey immigration module, this paper found that a sizeable proportion of Europeans support a similar ban in their own countries, e.g. Czech Republic (54 per cent), Hungary (51 per cent), Estonia (42 per cent), Poland (33 per cent), and Portugal (33 per cent). The paper also provides evidence that racism and immigration phobia play a key role in shaping Europeans' support of a ban on Muslims' immigration. [ABSTRACT FROM AUTHOR]

Previous studies have reported a decrease in air pollution levels following the enforcement of lockdown measures during the first wave of the COVID-19 pandemic. However, these investigations were mostly based on simple pre-post comparisons using past years as a reference and did not assess the role of different policy interventions. This study contributes to knowledge by quantifying the association between specific lockdown measures and the decrease in NO2, O3, PM2.5, and PM10 levels across 47 European cities. It also estimated the number of avoided deaths during the period. This paper used new modelled data from the Copernicus Atmosphere Monitoring Service (CAMS) to define business-as-usual and lockdown scenarios of daily air pollution trends. This study applies a spatio-temporal Bayesian non-linear mixed effect model to quantify the changes in pollutant concentrations associated with the stringency indices of individual policy measures. The results indicated non-linear associations with a stronger decrease in NO2 compared to PM2.5 and PM10 concentrations at very strict policy levels. Differences across interventions were also identified, specifically the strong effects of actions linked to school/workplace closure, limitations on gatherings, and stay-at-home requirements. OBJECTIVES: The involvement of individuals and communities in health decision‐making is enshrined in WHO policies. However, migrant groups are under‐represented in health decision‐making processes. Our aim was to explore migrants' involvement in health policy, service development and research in the WHO European Region to identify levers for inclusive and meaningful practice. METHODS: We conducted a narrative review of grey literature and peer‐reviewed research on migrants' involvement in health decision‐making across the 53 countries in WHO Europe. We searched for articles published in English between 2010 and the present in two electronic databases (PubMed, Scopus), IOM MIPEX Health Strand country reports, the EU SOPHIE project and using a Google advanced search. Findings were analysed descriptively and using Normalisation Process Theory to investigate levers and barriers to implementation of policy into practice. RESULTS: Of 1,444 articles retrieved, 79 met the inclusion criteria. We identified 20 policies promoting migrants' involvement, but national‐level policies were present in only two countries. We identified 59 examples of migrants' involvement in practice from half of the WHO Europe countries (n = 27). Our Normalisation Process Theory (NPT) analysis of 14 peer‐reviewed empirical papers found that participatory research approaches are a lever to putting policy into practice in a meaningful way. CONCLUSIONS: Migrants' involvement in health decision‐making requires explicit national policies that are implemented evenly across policymaking, service provider and research activities in all countries in the WHO European Region. Normative debates and comparative studies on voting rights regulations are lively. However, little is known on what citizens think of enfranchising migrants. This paper starts to fill this gap. We conducted an original survey in 26 European countries (n = 16,555). In most countries, an (often narrow) majority of sedentary nationals supports enfranchising emigrants. In all countries, no majority favours the enfranchisement of immigrants, although falling short of a majority in several cases. Being a woman, a bi-national citizen, but also younger, and leaning to the political left is associated with higher support for enfranchising immigrants. However, no individual-level characteristics, apart from age, is associated with the support for enfranchising emigrants. An exclusive national identity is associated not only with lower support for enfranchising immigrants but for emigrants, as well. Waste heat from industry or urban facilities represents a largely underused and long disregarded energy source, while heating and cooling count for half the final energy demand in Europe. From the early 2010s onwards, waste heat recovery (WHR) is being recognized as a key challenge for energy transition and tends to be integrated into energy strategies at different levels. This paper provides an analysis of how WHR became a matter of public policy in Europe and in France. Based on a literature review, the analysis shows that WHR has been framed as a techno-economic problem, while some barriers (legal, organizational) to its development remain largely unaddressed. A study of European and French energy agendas illustrates how WHR progressively started to be recognized as an energy resource next to renewables. Dual or multiple earnership has been considered an important factor to prevent in-work poverty. The aim of this paper is to quantify the impact of second earnership on the risk of in-work poverty and the role of the tax-benefit system in moderating this risk. Our analysis refers to 2014 and employs EUROMOD, the tax-benefit microsimulation model for the European Union and the United Kingdom. In order to assess the role of second earners in preventing in-work poverty we simulate a counterfactual scenario where second earners become unemployed. Our results show that the effect of net replacement rates (i.e. the ratio of household income before and after the transition of second earners to unemployment) on the probability of in-work poverty is negative and statistically significant, but in relative terms it appears to be small compared to the effects of individual labour market characteristics, such as low pay and part-time employment. Background: In Europe, knowledge about the social determinants of health among undocumented migrants is scarce. The canton of Geneva, Switzerland, implemented in 2017-2018 a pilot public policy aiming at regularizing undocumented migrants. We sought to test for associations between self-rated health, proven eligibility for residence status regularization and social and economic integration.Methods: This paper reports data from the first wave of the Parchemins Study, a prospective study whose aim is to investigate the effect of residence status regularization on undocumented migrants' living conditions and health. The convenience sample included undocumented migrants living in Geneva for at least 3 years. We categorized them into those who were in the process of receiving or had just been granted a residence permit (eligible or newly regularized) and those who had not applied or were ineligible for regularization (undocumented). We conducted multivariate regression analyses to determine factors associated with better self-rated health, i.e., with excellent/very good vs. good/fair/poor self-rated health. Among these factors, measures of integration, social support and economic resources were included.Results: Of the 437 participants, 202 (46%) belonged to the eligible or newly regularized group. This group reported better health more frequently than the undocumented group (44.6% versus 28.9%, p-value < .001), but the association was no longer significant after adjustment for social support and economic factors (odds ratio (OR): 1.12; 95% confidence interval (CI): 0.67-1.87). Overall, better health was associated with larger social networks (OR: 1.66; 95% CI: 1.04-2.64). This association remained significant even after adjusting for health-related variables.Conclusion: At the onset of the regularization program, access to regularization was not associated with better self-rated health. Policies aiming at favouring undocumented migrants' inclusion and engagement in social networks may promote better health. Background: Following the 2008 economic crisis many countries implemented austerity policies, including reducing public spending on health services. This paper evaluates the trends and equity in the use of health services during and after that period in Spain – a country with austerity policies – and in Germany – a country without restriction on healthcare spending. Methods: Data from several National Surveys in Spain and several waves of the Socio-Economic Panel in Germany, carried out between 2009 and 2017, were used. The dependent variables were number of doctor's consultations and whether or not a hospital admission occurred. The measure of socioeconomic position was education. In each year, the estimates were made for people with and without pre-existing health problems. First, the average number of doctor's consultations and the percentage of respondents who had had been hospitalized were calculated. Second, the relationship between education and use of those health services was estimated by calculating the difference in consultations using covariance analysis – in the case of number of consultations – and by calculating the percentage ratio using binomial regression – in the case of hospitalization. Results: The annual mean number of consultations went down in both countries. In Spain the average was 14.2 in 2009 and 10.4 in 2017 for patients with chronic conditions; 16.6 and 13.5 for those with a mental illness; and 6.4 and 5.9 for those without a defined illness. In Germany, the averages were 13.8 (2009) and 12.9 (2017) for the chronic group; 21.1 and 17.0 for mental illness; and 8.7 and 7.5 with no defined illness. The hospitalization frequency also decreased in both countries. The majority of the analyses presented no significant differences in relation to education. Conclusion: In both Spain and Germany, service use decreased between 2009 and 2017. In the first few years, this reduction coincided with a period of austerity in Spain. The Education (Additional Support for Learning) (Scotland) Act 2004 boosted the rights of parents of children with additional support needs (ASN) by improving access to information, instituting a Code of Practice and establishing new redress mechanisms such as the ASN Tribunal and independent mediation. More than a decade later, Scottish legislation enacted in 2016 and implemented in 2018 attempted to increase children's rights, broadly placing them on a par with those of parents and young people. This paper draws on data from an ESRC project entitled Autonomy, Rights and Children with Special Needs: A New Paradigm? (ES/P002641/1). Analysis of Scottish Government policy and legislation, key informant interviews and official statistics are used to examine the extent to which the new rights are likely to be realised in practice, given the complexity of the legislation and competition between discourses of needs, broadly synonymous with the wellbeing agenda and rights. Means-tested transfer schemes in Europe and elsewhere tend to include not only income tests but also asset tests of various sorts. The role of asset tests in minimum income protection provisions has been extensively researched in the Anglo-Saxon context. Far fewer authors have assessed the role of asset tests on social policy in a continental European context. Although asset tests may be useful in singling out the more deserving of the poor, we know relatively little of their actual impact on eligibility and social outcomes in European welfare states. This paper looks at the prevalence and design of asset tests in European minimum income protection schemes. We distinguish between two main types of asset tests: outright disqualification when assets reach a certain value, versus a more gradual tapering at a fictional rate of return. We then analyse in greater detail how asset tests in Belgium and Germany, as representatives of these two types, affect minimum income protection eligibility and poverty outcomes. We use the EUROMOD microsimulation model on the Household Finance and Consumption Survey data in order to assess the effects of asset tests. Despite a rich literature on the factors influencing the public opinion on immigration, less is known about the top-down effects of political parties and policies on the public's preferences in this domain. We analyse in this paper the impact of political parties' positions and of immigration policies on citizens' attitudes toward immigration. We are interested in the effects of public policy understood both in terms of policy regime, that is, country specific regulations on immigration, and policy outcomes, such as the stocks of immigrant population. The results we obtain, based on data covering twenty-three European countries during the period 2002–2011, point to the existence of top-down influences on citizens' immigration attitudes. Migrant inclusion in a society is a process that ultimately succeeds or fails at the local level and cities have increasingly taken a proactive stance in delivering their own policies for integration. The literature on the topic has focused particularly on the cooperation between local political institutions and civil society organizations, underestimating the key role played by social partners. This paper demonstrates the participation of social partners in the local governance of migrant integration in three European cities: Barcelona, Lyon and Gothenburg. Drawing on process tracing analysis and qualitative interviews, the article illustrates the different responses of local unions and employers' organizations to immigration and the variety of approaches to supporting migrant integration into employment and society. The article argues that these approaches, which take place within different institutional and structural contexts, shape different patterns of migrant inclusion and allow us to explain the new and traditional ways in which social partners operate as social and political actors. In this paper, we explore critically deinstitutionalisation reform, focusing specifically on the postsocialist region of Central and Eastern Europe (CEE). We argue that deinstitutionalisation in postsocialist CEE has generated re-institutionalising outcomes, including renovation of existing institutions and/or creation of new, smaller settings that have nevertheless reproduced key features of institutional life. To explain these trends, we first consider the historical background of the reform, highlighting the legacy of state socialism and the effects of postsocialist neoliberalisation. We then discuss the impact of 'external' drivers of deinstitutionalisation in CEE, particularly the European Union and its funding, as well as human rights discourses incorporated in the UN Convention on the Rights of Persons with Disabilities. The analysis is supported by looking at the current situation in Hungary and Bulgaria through recent reports by local civil society organisations. Abstract: This paper investigates the association between the Great Recession and educational inequalities in self‐rated general health in 25 European countries. We investigate four different indicators related to economic recession: GDP; unemployment; austerity and a ‘crisis’ indicator signifying severe simultaneous drops in GDP and welfare generosity. We also assess the extent to which health inequality changes can be attributed to changes in the economic conditions and social capital in the European populations. The paper uses data from the European Social Survey (2002–2014). The analyses include both cross‐sectional and lagged associations using multilevel linear regression models with country fixed effects. This approach allows us to identify health inequality changes net of all time‐invariant differences between countries. GDP drops and increasing unemployment were associated with decreasing health inequalities. Austerity, however, was related to increasing health inequalities, an association that grew stronger with time. The strongest increase in health inequality was found for the more robust ‘crisis’ indicator. Changes in trust, social relationships and in the experience of economic hardship of the populations accounted for much of the increase in health inequality. The European Space Agency (ESA) has twenty-two Member States with a variety of governance structures and strategic priorities regarding their space activities. The objective of this paper is to provide an up-to date overview and a holistic assessment of the national space governance structures and strategic priorities of the eleven smaller Member States (based on annual ESA contributions). A link is made between the governance structure and the main strategic objectives. The specific needs and interests of small and new Member States in the frame of European Space Integration are addressed. The first part of the paper focuses on the national space governance structures in the eleven smaller ESA Member States. The governance models of these Member States are identified including the responsible ministries and the entities entrusted with the implementation of space strategy/policy and programmes of the country. The second part of this paper focuses on the content and analysis of the national space strategies and indicates the main priorities and trends in the eleven smaller ESA Member States. The priorities are categorised with regards to technology domains, the role of space in the areas of sustainability and the motivators for space investments. In a third and final part, attention is given to the specific needs and interests of the smaller Member States in the frame of European space integration. The purpose of this paper is to investigate to what extent the European Court of Justice (ECJ) decides strategically on preliminary references in matters of access to social benefits by economically inactive EU migrants, and to what extent national courts decide to comply with ECJ preliminary rulings in these issues. In doing so, this paper attempted to contribute to a better understanding of judiciaries' impact on public policy through the EU preliminary reference procedures. Knowing that the field of social policy is highly conflictladen, this paper assumes that the ECJ activity in this area will largely reflect a strategic balancing between deeper EU integration through case law and respect for national (fiscal) interests and competences. The paper draws on an intergovernmental, rational-choice theoretical perspective and applies it in a case study on Germany, where three cases (Dano C-333/13, Alimanovic C-67/15 and García-Nieto C-299/14) regarding the access to social benefits (i.e. special non-contributory benefits) have recently been referred to the ECJ. Austria legally recognized Islam in 1912 and has thus been characterized as a “liberal” country regarding the inclusion of Muslims. But when the law was revision in 2015, it was largely criticized as discriminatory, anti-constitutional, and authoritarian towards the Muslim minority. The paper asks how a number of different social movement organizations and networks have framed their political participation, protest, and activism. It asks what demands were expressed regarding justice, criminalization, alienation, discrimination, and other contested issues. The paper also ponders the implications of political inclusion versus distance from the system for Muslim agency, as the protest movement ranged very widely from state-affiliated institutions to state-independent individuals. Purpose This paper deals with the experiences of three European universities that have implemented transition initiatives, using the Transition Network’s methodology to promote their sustainability plans. The Transition Communities’ model for change is presented from a socio-educational perspective as an effective methodology for encouraging university environmental sustainability processes. In this context, the purpose of this paper was to analyze Transition Communities at universities using an environmental–educational approach in three different scenarios: the Universidade de Santiago de Compostela (USC), the University of Edinburgh (UEd) and the Universidade do Minho (UMinho).Design/methodology/approach The authors engaged in a comparative analysis of multiple case studies in the Transition “phenomenon”, looking for convergences and divergences among them.Findings The comparative analysis revealed three very different scenarios, which ironically shared an absence of explicit theoretical–methodological references in the design, execution and evaluation of the educational actions that were implemented. Examination of the impact and continuity of these initiatives uncovered the existence of a “glass ceiling” in university environmental sustainability strategies. Even the innovative Transition methodology was unable to subvert the established academic, corporate, organizational and cultural structures and dynamics that perpetuate unsustainability.Originality/value This study was carried out from an innovative perspective with few precedents in the Transition context. The authors’ educational–environmental approach provides insight for articulating educational strategies for environmental sustainability at universities and for constructing a Transition model for education. Today, major planning agendas in Europe steer the future of territorial organization towards an urban polycentric perspective. The accessibility to services of general interest (SGI), a significant source of spatial inequality in Europe, is one of the key challenges to address. However, instruments needed to support the implementation and monitoring of territorial policy measures regarding the distribution of, and accessibility to SGI are still under-developed. Studies generally relate to the (intra)regional and not the national scale. When they do so, they lose local specificity as they often consider the existence/availability of services at a given scale and not the actual capacity to reach their (often just estimated) location through the transport network. In the context of the revision of Portugal's National Plan for Territorial Planning Policies, this paper presents a comprehensive multi-criteria location-based approach for measuring the factual accessibility to a representative range of SGI at the national Portuguese scale. Results are evaluated considering the dichotomy between centrality and periphery, high and low density, and the regional disparities found. High accessibility values do not necessarily mean greater territorial cohesion. Contributions to the development of national planning policies that respond to cohesion challenges are also debated. Street-level bureaucracy literature ascertains that policies get made not only in the offices of legislatures or politicians but through the discretion bureaucrats employ in their day-to-day interactions with citizens in government agencies. The discretion bureaucrats use to grant access to public benefits or impose sanctions adds up to what the public ultimately experience as the government and its policies. This perspective, however, overlooks policy-making that gets done in the back offices of government, where there might not be direct interaction with citizens. Furthermore, it treats discretion as inherently anthropogenic and ignores that it is exercised in relation to sociotechnical arrangements of which bureaucrats are a part. In this paper, based on extensive ethnography at national statistical institutes and international statistical meetings across Europe, I make two arguments. The first is that, statisticians emerge as back-office policy-makers as they are compelled to take multiple methodological decisions when operationalizing abstract statistical guidelines and definitions, thus effectively making rather than merely implementing policies. This is the "discretion" they employ, even when they may not interact with citizens. The second argument is that the exercise of discretion is sociotechnical, that is, it happens in relation to the constraints and affordances of technologies and the decisions of other bureaucrats in their institutions and others. At a time when the belief in a welfare crisis is being connected to a so‐called "migration crisis", in particular in the United Kingdom, it is important to look at the lived experiences of mobile EU citizens and the influence of transnational social protection practices. The article introduces the concept of a "migration‐welfare corridor" – as opposed to the widespread welfare magnet hypothesis – taking into consideration the role of welfare systems in origin and destination countries at different stages of a migrant's life cycle, the changing nature of the welfare habitus as well as migrants' attitudes towards what can be defined as welfare chauvinism. Looking specifically at the case of Spanish and Polish migrants in the UK who have reacted to this protracted environment of deterrence, particularly in respect to their welfare rights, this paper discusses several dimensions that should be taken into consideration when analyzing transnational social protection practices from below. The family institution is a key aspect of the welfare regimes of southern Europe, a crisis-affected situation in which social workers play an important role. This paper analyzes the statements of social workers regarding professional intervention and the families with whom they work within the Spanish context, which involves a strong economic crisis and the reduction of public policies. A relational and qualitative study was conducted of 15 professional perceptions of cutbacks, family demands, the profiles of the user families, and the privatization of social services. In addition, proposals for improvement and challenges are analyzed. The main results involve the relationships among dwindling resources, increasing family demands and family dependence on the system, the disadvantages of privatization, excessive bureaucratization, and adverse labor conditions. The main conclusions include the inadequacy of public policies to meet the needs of at-risk families in a crisis context.
