Aim This study examined the outputs of research papers in diabetes from 31 European countries between 2002 and 2013, and their funding. Methods Diabetes research papers in the Web of Science were identified by means of a filter based on journals and title words. For 2009-2013 papers, the funders were coded to show their sector and nationality. Results Europe published 40 547 diabetes papers in the 12 years between 2002 and 2013. Denmark, Sweden and Finland published the most relative to their wealth, but the UK published the most absolutely despite an apparently low burden (as measured by disability-adjusted life years). The largest source of funding was government (30%), followed by the non-profit sector (18%) and industry (13%). The European Commission supported 2.7% of papers, but more in Latvia (33%) and Estonia (16%). Based on an estimated cost per paper of €260 000, the annual research expenditure in Europe was approximately €986 million in 2013. Conclusions The European diabetes burden in disability-adjusted life years increased by one third between 2002 and 2012, but its output of research papers has decreased from 44% to 36% of the world total. In this article, guest writers from the Istituto Superiore di Sanità in Italy, the leading scientific technical body of the Italian National Health Service present a historic case study considering the role and evolution of the information specialists at their institution over a twenty year period. Abstract: A quarter of the European population lives in ‘polycentric urban regions’ (PURs): clusters of historically and administratively distinct but proximate and well‐connected cities of relatively similar size. This paper explores whether tighter integration can increase agglomeration benefits at the PUR‐level. We provide the first comprehensive list of European PURs (117 in total), establish their level of functional, institutional and cultural integration and measure whether this affects their performance. ‘Performance’ is defined as the extent to which urbanisation economies have developed, proxied by the presence of metropolitan functions. In this first‐ever cross‐sectional analysis of PURs we find that while there is evidence for all dimensions of integration having a positive effect, particularly functional integration has great significance. Regarding institutional integration, it appears that having some form of metropolitan co‐operation is more important than its exact shape. Energy developments in the post-Communist states of Eastern and Central Europe (ECE) have a major impact on global energy security and sustainability, thanks to this region's key geographical position between the energy-exporting states of the former Soviet Union, on the one hand, and the energy-importing states of Western and Southern Europe, on the other. At the same time, post-socialist reforms of energy industries in this region provide unique insights into the complex relations of power, economic transformation and spatial inequality that govern energy production and consumption. This paper therefore aims to provide an initial look at some of the theoretical and policy issues that underpin the emergent ‘geographies’ of energy reform in ECE, as well as their embeddedness in relations of power stemming from organisational, infrastructural and economic inequalities in the region. It employs an analysis of local news reports, policy papers and statistical data to examine the intricate institutional networks and spatial formations that have governed the energy transformation process. In broader terms, the paper aims to emphasise the important role that human geography can play in making sense of the territorial differences and frictions that have emerged during the post-socialist reform process, while challenging the idea of a ‘neat’ neoliberal transition from a centrally planned to a market-based mode of energy regulation. This paper provides an original framework for the interpretation of innovative activity among European regions according to traditional ‘geographical’ spillovers and ‘relational’ spillovers. The focus is on two knowledge-based relational phenomena: participation in the same research networks (within the EU Fifth Framework Programme) and EPO co-patent applications. Using two econometric techniques, we investigate the factors that determine patenting activity, distinguishing structural features, geographical and relational spillovers. In this way, we are able to test whether hierarchical relationships based on a-spatial networks between geographically distant excellence centres prevail over diffusive patterns based on spatial contiguity. This paper is the introduction to a TESG ‘dossier’ on regulation and discourse in Europe. Regulation is explained as a set of social adjustments motivated by the economy, or its crises, but not always clearly related to its performance. By way of supplement to the other papers in this issue, special attention is paid to the Netherlands. Regulation hi the Netherlands is a product of self-regulation and balancing induced by the comparative weakness' of the different social and political actors (interest groups). Finally some conclusions are drawn about the reactions to the neo-liberal challenge in the countries dealt with in this special issue: the UK, Germany, France and the Netherlands. In the coming years, the share of the working-age population in the total population will start to decline in all countries of the European Union. All other things remaining equal, this so-called demographic burden will have a downward effect on economic growth. This paper examines whether the Europe 2020 employment targets would be sufficient to compensate for the downward impact of demographic burden and whether the impact of demography on economic growth differs between EU countries and between urban and rural regions. The results show that raising employment rates to the Europe 2020 targets can restore positive opportunities for economic growth, but not in all countries and only to a limited extent. They also show that even though urban and rural regions differ in terms of population growth and growth of the working age population, the prospects for demographic burden are highly similar for both types of regions. 'Green-grabbing', in which environmental arguments support expropriation of land and resources, is a recognized element in neoliberal conservation. However, capitalism's strategic interest in promoting the neoliberalization of conservation is accompanied by attempts to exploit hitherto protected natures without any pretence at 'greenness'. In this paper we explore the dialectics between 'green' and 'un-green' grabbing as neoliberal strategies in the reconstruction of nature conservation policies after the 2008 financial 'crash' in Greece and the UK. In both countries, accelerated neoliberalization is manifested in diverse ways, including initiatives to roll back conservation regulation, market-based approaches to 'saving' nature and the privatization of public nature assets. The intensification of 'green' and 'un-green' grabbing reflects capitalism's strategic interest in both promoting and obstructing nature conservation, ultimately leaving for 'protected natures' two choices: either to be further degraded to boost growth or to be 'saved' through their deeper inclusion as commodities visible to the market. The literature on regional innovation systems has considerably enhanced our understanding of the critical role played by geographical proximity and local institutional conditions for the production of new knowledge and its economic exploitation. In most cases, however, both theoretical and empirical work has focused on regional innovation systems situated within a national context. Little research has been done so far on cross-border regional innovation systems. The aim of this paper is to explore conceptually whether the theoretical approach of regional innovation systems can be applied to cross-border settings. It investigates some critical conditions for the emergence of transfrontier innovation systems and concludes that cross-border areas differ enormously regarding their capacity to develop an integrated innovation space. Lichens are thought to be sensitive indicators of global warming, as the spread of several thermophilous epiphytes in north-western Central Europe has been attributed to late 20th century warming. In the present paper, the potential contribution of late 20th century warming to the decline of arctic-alpine and boreal-montane lichen species is analyzed. Relevant ecological groups of lichens include terricolous heathland species, saxicolous species of exposed rock outcrops and boulder fields as well as epiphytes of mountain forests. These three groups of lichens experienced significant declines before the onset of late 20th century warming in the 1970s. These declines can be attributed to the abandonment of traditional land use systems in the case of the heathland lichens, increased recreational use of the exposed summits usually inhabited by cold-tolerant saxicolous lichens, and to high atmospheric SO2 levels in the mid-20th century, but are probably not directly connected to global warming. Background Children born into poverty have lifelong disadvantages compared with those more fortunate; social interventions seek to break this cycle of poverty and deprivation. Early Years Centres are one such intervention. These were established in deprived areas in the UK to provide high quality out-of-home day care. This paper reports the results of an economic evaluation conducted alongside a randomized controlled trial of one of these centres in the Borough of Hackney, London. Methods Participants were randomized to receive either high quality day care as provided by the centre or to other child care that they secured for themselves where they chose to do so. Information on resource use (early years education and care, as well as health and social care) was collected over an 18-month period; this was valued using appropriate unit costs. The cost of education, social and health care together with the value of productivity gains and out-of-pocket costs were then compared with the effectiveness of the intervention, increased labour force participant in mothers. Results From the societal perspective, the value of employment outweighs the costs of health and social services used, and in both groups there are cost savings. These are greater in the intervention group, therefore Early Years day care is an efficient use of resources. However, there is a net cost to the public sector of providing the intervention. The cost of achieving an additional mother in the labour force at 18 months is £38 550 (85% CI of –£1273, £416 172). Conclusion From the societal perspective, over an 18-month period, all child care is cost saving, but high quality day care provided by the Early Years Centre is a cost-effective alternative to day care provided by other local services in Hackney. In the recent literature on spatial agglomeration models, substantial progress has been made in modeling urban structures in terms of number and size of cities, but the question where cities arise remains unanswered. This paper illustrates that if a spatial agglomeration model is extended with a true geographical dimension, the location of cities can also be endogenized. A geographical agglomeration model for Europe shows that the size and place of cities can be simultaneously determined. The empirical results suggest that elementary economic forces such as agglomeration economies and transportation costs might be able to explain place and size of cities in the long run to a substantial degree. Recent developments within the regulation approach have highlighted the importance of discourse in securing the conditions for the stabilisation of new modes of regulation. This paper considers the discursive construction in the UK of Britain's relationship to European integration. Despite claims that the politics of the ‘Third Way’ offer an innovative and coherent framework for New Labour's political strategy, the evidence suggests that discourses of national sovereignty and pragmatic economic national self-interest dominate. In conclusion it is suggested that the development of transnational discursive formations is a necessary precondition for the consolidation of regulatory forms and processes that break with previous nationally focused modes of regulation. Issues: Drug use accounts for one of the main disease groups in Europe, with relevant consequences to society. There is an increasing need to evaluate the economic consequences of drug use in order to develop appropriate policies. Here, we review the social costs of illegal drugs, alcohol and tobacco in the European Union.Approach: A systematic search of relevant databases was conducted. Grey literature and previous systematic reviews were also searched. Studies reporting on social costs of illegal drugs, alcohol and tobacco were included. Methodology, cost components as well as costs were assessed from individual studies. To compare across studies, final costs were transformed to 2014 Euros.Key Findings: Forty-five studies reported in 43 papers met the inclusion criteria (11 for illegal drugs, 26 for alcohol and 8 for tobacco). While there was a constant inclusion of direct costs related to treatment of substance use and comorbidities, there was a high variability for the rest of cost components. Total costs showed also a great variability. Price per capita for the year 2014 ranged from €0.38 to €78 for illegal drugs, from €26 to €1500 for alcohol and from €10.55 to €391 for tobacco.Implications and Conclusions: Drug use imposes a heavy economic burden to Europe. However, given the high existing heterogeneity in methodologies, and in order to better assess the burden and thus to develop adequate policies, standardised methodological guidance is needed. The paper must address succinctly with a topical economic and/or social issue of interest to general readers. Analyses on a certain topic must bear originality and the paper must go beyond the narrow boundaries of prevailing economics. Theoretical propositions should be backed by econometric tests and historical or circumstantial evidence.

The article presents several abstracts of research papers published in the July 3, 2001 issue of the journal "Sociological Ruralis." It discusses the cultural economics in the rural areas of Europe. The paper "Transnational Co-operation Between Rural Areas: Elements of a Political Economy of European Union Rural Development," by Christopher Ray considers the significance of the phenomenon in terms of the emergence of a rural development system. "Exploring the Dimensions of Culture Economies in Rural West Wales," by Moya Kneafsey, Brian Ilbery and Tim Jenkins, interrogates the nature and extent of the culture economy as a force for rural development in West Wales. The discussion draws on empirical material from research into four different product sectors, namely, specialty beef and lamb, organic fruit, vegetables and meat, specialty cheese and artisanal crafts. Of particular significance is the research paper "Governing the Boundaries of Viability Economic Expertise and the Production of the Low-Income Farm Problem in Australia," by Vaughan Higgins which discusses how economic expertise assumed prominence as key authorities in constituting previous collectivist forms of assistance as irrational, and in linking the future viability of Australian agriculture to the theories and practices of agricultural economists.
