Reducing the gender gap in poverty remains a priority for South African policymakers. Using the 2018 General Households Survey (GHS), this paper examines gendered multidimensional poverty in post-apartheid South Africa. The analyses draw on Alkire-Foster multidimensional poverty methodology to present multidimensional poverty measures for men and women. The dimensions and indicators used in this paper are slightly adapted to reflect the socioeconomic realities and circumstances that are unique to South African households and individuals. The results show a persistence in multidimensional poverty among women, as the magnitudes of multidimensional poverty measures remain higher for women than for men. Further findings show that the economic activity and health dimensions contribute substantially to poverty among men and women. Notably, contributions of unemployment and the presence of chronic disease(s) indicators for gendered multidimensional poverty are more considerable for women than for men. In order to further reduce gendered poverty, this paper recommends strengthening a social policy review that strongly promotes more job creation, health-enhancing interventions and potent 'gender sensitive' ideologies. This paper explores Black men's narratives of sex work in Cape Town. Sex work in South Africa takes place in a complex context of poverty and unemployment, which plays a part in men's entry into the profession. Much research on sex work has focused on female sex workers to the detriment of men who sell sex whose experiences are silenced. Narrative interviews were employed and the study investigated how Black men who sell sex position themselves and others and construct their identity within a workspace dominated by women. This paper is concerned with how men narrate about themselves, the language they employ to do so and its purpose. It is focused on the narratives that are told about the self and how these are co-constructed. It is additionally concerned with how men's talk constructs their experiences as intersectional. There is a growing pool of evidence showing that cash transfers can promote livelihood activities. Yet there has been limited empirical studies that explore how financial support influences beneficiaries' decision-making in the construction and operation of livelihood activities in an urban context. This study presents findings from qualitative research conducted in a poor urban community in South Africa. Structuration theory provides an analytical tool to understand how cash transfers enable decision-making of beneficiaries in livelihood activities. The study finds that beneficiaries make different types of initial and ongoing decisions to improve their socio-economic condition. Among the contributions of this paper is that it counters the cynicism that is usually attached to cash transfers. The study's implications include the incorporation of both social and economic goals in the design of social protection policies as well as the need for greater recognition of the role of the informal economy in eradicating poverty. In this paper a working definition of lone motherhood in the South African context is presented. Whilst rejecting any assumption that lone motherhood is necessarily experienced as an identity, it is argued that the category of lone motherhood has analytical value as it exposes the circumstances faced by women who care for children without a partner or spouse present. The working definition is operationalised using household survey data and certain methodological challenges are discussed. A profile of lone mothers is presented and it is demonstrated that lone mothers living with children are more deprived than women who additionally live with a partner or spouse. This raises several policy imperatives including the need for broader debates about valuing unpaid care work and achieving comprehensive social security, particularly within the hostile climate of widespread poverty and unemployment. This paper demonstrates that poverty and inequality trends can diverge. It then discusses inequality trends and shows that, despite measurement issues, there is consensus that inequality is very high and has been rising over much of the post-transition period. Due to rising inequality within all groups, and particularly the black population, and lower inequality between race groups, within-group inequality has become the dominant form of inequality. That does not, however, detract from the fact that inequality between groups is still very large. High income inequality largely stems from inequality in access to wage income, due more to wage inequality than to unemployment. A Gini coefficient for wage income amongst the employed of above 0.60 effectively sets a floor to overall income inequality. The high wage premium to educated workers derives from a combination of a skills shortage at the top end of the educational spectrum, driving up their wages, and a surfeit of poorly-educated workers competing for scarce unskilled jobs dampening unskilled wages; if the unemployed were to find jobs, it would be in this bottom part of the wage distribution, and consequently this would not much reduce wage inequality. A continuation of the historical pattern whereby only a small segment of the population obtained good schooling would leave the structures underlying the large wage premium unaltered. This paper provides a demographic analysis of the Human Sciences Research Council homelessness survey, and starts to develop a profile of the adult and child street homeless populations in the northern part of South Africa. Attempting to sketch the population dynamics of homelessness, the paper reviews research methodology, looks at the age, gender and employment status of the respondents, and identifies the foreign-born and citizen population elements. The data suggest that cross-border migrants represent a significant share of the street homeless, and particularly of street children. In addition, it appears that the child and adult populations are largely separate, with older street children leaving the streets to be replaced by in-migrating rural-born homeless adults. South Africa is a paradox; on the one hand, it is one of the most unequal countries in the world. Half of all South Africans continue to live in poverty, economic growth has stagnated and inflation remains high, while the unemployment rate continues to climb towards 30%. On the other hand, it has one of the most progressive constitutions in the world, with a bill of rights that foregrounds expanded socioeconomic rights. We provide an overview of the latest statistics on poverty and inequality in light of overarching economic policies, and the socioeconomic guarantees of the Constitution. We argue that South Africa's inability to meaningfully address the high levels of inequality is due to insufficient attention to the way power reproduces inequality. The paper is concerned with marginal populations affected by the ‘truncated agrarian transitions’ of the twentieth and twenty-first centuries: people displaced out of land-based employment without reasonable prospects for accumulation in the non-farm economy. It analyses the forms of economic agency of people living in the migrant routes and networks connecting the shantytowns of Cape Town and the rural Eastern Cape in South Africa. It describes the artful and hybrid nature of their livelihood strategies – strategies that involve the integration from ‘below’ of urban and rural spaces, formal and informal income, and which simultaneously take shape outside the regulatory spaces conferred by the state,and make use of the rights and opportunities created by law and formality. Far from being reduced to the ‘outcast’ condition of ‘bare life’, marginalized and poor people in South Africa pursue inventive strategies on uneven terrain, cutting across the dichotomies of official discourse and teleological analysis. The increase in drug abuse in South Africa has had major social implications in the country. Problems associated with drug dependency are poverty, unemployment, a heavier burden on the health care system, the disintegration of family systems and drug-related crimes. Another area of concern is the link between drug abuse and child abuse. While child abuse is a crime in South Africa, the law does not consider the abuse of drugs during pregnancy as a crime and research on prenatal drug abuse as a form of child abuse is still limited. The issue of prenatal drug abuse as a crime is controversial, to say the least, since society tends to take two stances regarding the use and abuse of psychoactive substances during pregnancy. The harm reduction approach views prenatal drug abuse as a social welfare issue, whereas the punitive approach views the abuse of substances during pregnancy as a crime. Drug-related child abuse cannot be looked at simplistically by merely assessing the physical damage sustained at birth. Harm done to the foetus may result in lifelong problems for the child. Literature on the subject indicates that drug abuse does cause harm to the foetus but that this level of harm in each case should be individualized. Some studies show that substance abuse treatment during pregnancy has been proved to be effective in both reducing the risk of drug exposure before birth and improving the drug user's parenting skills. The paper highlights the situation in South Africa regarding the problem of drug dependency by pregnant mothers, and makes recommendations for further research on prenatal substance abuse. In addition, a call is made for the development of a drug policy dealing with drug dependency in the pregnant mother. South Africa lags behind among other developing and emerging market economies on business start-ups. Businesses that fail in a year is averaging between 50% and 60%, a figure quite high for a country struggling with achieving sustainable economic growth to reduce unemployment, inequality and poverty. This study identifies issues hurting SMMEs that need attention from both businesses themselves as well as from policymakers. The objective of this study is to identify key business success determinants using cross-sectional data that was randomly collected from informal businesses in Johannesburg/Pretoria in South Africa from 390 informal SMMEs. Using assets ownership as a yardstick for success in an ordered logistic regression, the study finds education status, income, employment growth, centre of operation, financial inclusion, experience, financial literacy and advertising budget were significant in explaining assets ownership (success) in South Africa. This study recommends that the government through its various institutions that deal specifically with small businesses come up with radical business training programmes so as to improve the finance literacy among small business. South African youth experience extremely high levels of unemployment and poverty. Currently there is no social assistance for low-income young adults in South Africa unless they are disabled. Interventions are needed that can achieve widespread poverty alleviation, as well as help facilitate economic participation to improve lifelong earnings. In this article, six examples of social security policy options are considered, including five grants ranging from an unconditional non-means-tested grant for young people to a conditional grant for young people in training or education, plus an ‘Opportunities voucher’ that is administered through the social security system but paid out to organisations offering youth education or work opportunities. Using a tax and benefit microsimulation model to simulate the five grants, we estimate the potential numbers reached and cost, as well as the impact of these six options on poverty. Poverty and youth unemployment are critical issues in South Africa with homeless persons begging at traffic light intersections in all major cities. Support services represent one way of empowering homeless youth. The study therefore examined the experiences of 10 homeless young adult males in Hillbrow, Johannesburg and whether they were aware of local health and social services. Qualitative interviews revealed that participants experienced poor health, addiction, physical violence, psychological trauma, and public hostility. While local government and civil society responses to the May 2008 xenophobic violence in Alexandra were relatively effective at achieving their goal of peace and stability in the township, the article argues that larger structural issues remained almost untouched. The Alexandra Vukuzenzele Crisis Committee (AVCC), an affiliate of the Anti-Privatisation Forum (APF), hinted at a completely different approach to dealing with the crisis than the other organizations discussed, but was not successful at making strides towards achieving its goal-'attack[ing] capitalism not foreigners!'. Placing hope in the ARP, leaders (including those in the APF) have failed to undertake a long-term programme to alleviate the social conditions such as poverty and unemployment that social movements and other analysts declare are the primary cause of the violence. The disturbing prevalence of sexual slavery in South Africa is variously attributed to extreme poverty, unemployment, war, lack of food, and traditional practices that make it acceptable to treat women as commodities. Such ‘causes’ are better understood as enabling conditions. The demand for sex workers, organised criminal syndicates and the failure of legal imagination are the real drivers of the South African market. The authors address this failure of legal imagination and suggest how the constitutional prohibition against slavery can be used to develop a legal doctrine of sexual slavery, as well as on appropriate set of remedies, that will assist the State in its efforts to eradicate sexual trafficking. This article analyses household income mobility among Africans in South Africa's most populous province, KwaZulu-Natal, between 1993 and 1998. Compared to industrialised and most developing countries, mobility has been quite high, as might have been expected after the transition in South Africa. This finding is robust when measurement error is controlled for. When disaggregating the sources of mobility, it is found that demographic changes and employment changes account for most of the mobility observed which is related to rapidly shifting household boundaries and a very volatile labour market in an environment of high unemployment. Using a multivariate analysis, it can be seen that transitory incomes play a large role. Four types of poverty traps are found, associated with large initial household size, poor initial education, poor initial asset endowment and poor initial employment access that dominate the otherwise observed regression towards the mean. This article argues that skills development in South Africa must be aligned to the economic and political imperatives of reducing unemployment and poverty, while fostering growth and international competitiveness. The legacy of a resource-based economy, overlaid by apartheid policies, has resulted in widespread poverty, inequality and unemployment existing alongside globally competitive industries. It is therefore necessary to foster employment through the provision of basic needs such as infrastructure, healthcare and education to the poor, while at the same time deepening linkages within the domestic economy to broaden economic participation and actively promoting international competitiveness to enhance exports. This analysis points to the need for a dual development trajectory. The first level requires a high skills trajectory to support the ongoing expansion of high-value traded goods and services. The second level requires the expansion of low productivity, non-traded goods and services to redress unemployment and must be underpinned by the provision of low and intermediate skills. Addressing Aids and unemployment is one of the greatest challenges facing South Africa at present. Health and welfare interventions will be costly and are likely to meet with resistance from taxpayers. Expanding employment (which will help alleviate poverty and expand the pool of taxpayers) is thus necessary. An inclusive social accord could help, but only if organised labour is prepared to make concessions, as was the case in the new social accords in Australia, Ireland and the Netherlands. The welfare challenges in post-apartheid South Africa are best represented by the triumvirate of poverty, income inequality and unemployment. In turn, the one generally accepted mechanism for overcoming these challenges is for an economy to realise sustained levels of high economic growth. Herein lie the essential coordinates of this article. We attempt first to describe the post-apartheid experience with economic growth and its determinants. Secondly, we describe the nature of the welfare challenges that the society faces in terms of poverty, income inequality and unemployment. Finally, and perhaps most critically, we explore the various constraints on economic growth that may be hindering the realisation of higher standards of living amongst the population.
