Before the COVID crisis, the Netherlands and the UK were embarking on national energy transitions away from fossil fuel systems. However, the arrival of the pandemic unequivocally altered the trajectory of energy transitions on a global scale. Every country in the world is now grappling with the twin challenges of the COVID crisis and the climate crisis, and there is a grave risk that the short-term demands of the former could eclipse the vital long-term actions needed to address the latter. While there is optimism that green economic recoveries will propel energy transitions through investments, there is an urgent need to assess and address any new policy barriers which COVID poses to achieving them. To do so, in the summer of 2020, researchers conducted pairs of interviews with 30 experts within the social and energy sectors, involving government, industry and third sector stakeholders. Key research questions sought to identify the policy barriers acting – inadvertently or otherwise – to disrupt that balance between tackling COVID and the energy transition, and the mechanisms available to restore the necessary equilibrium. Through a structured analysis of policy barriers to the energy transition post-COVID, we assess its delivery in both countries. We derive a new taxonomy and definition of policy barriers. We also generate a suite of 10 policy recommendations, which were placed in priority order by the interviewees themselves. This paper compares rental housing tools in the US, Britain and the Netherlands in order to determine the best strategy for enhancing rental housing accessibility. In doing so, the authors employ a 'tools approach' of governance paradigm, based on the work of Salamon's The Tools of Governance (2002). Rental housing tools are called housing vouchers in the US, housing benefits in Britain and housing allowances in the Netherlands. Overall, it was found that Britain and the Netherlands can learn from the US on means and ways of designing more efficient and fiscally responsible housing vouchers, benefits, and allowances (VBAs). The US, in turn, can learn from Britain and the Netherlands on means and needs of achieving higher equity and effectiveness. Settled migrants’ influencing others to follow is considered to be an important explanation for sustaining migration. Migrants’ role in stagnating migration dynamics is however relatively underresearched. Migration from Ukraine to the United Kingdom and the Netherlands introduces valuable insights: while a relatively sizeable number of migrants have arrived in those destinations in the early 20th century, this migration has not developed into self-sustaining flows. We argue that the relations between settled and newcoming migrants—bearing the legacy of a 40-year generation gap—led to an ambivalent welcome of new arrivals and a lack of responsiveness of the diasporic institutions toward newcomers. The Open Method of Co-ordination (OMC) promises to involve a broad range of actors, including members of national parliaments. Several scholars showed that the OMC breaks this promise by affecting the national policy-making process outside of the control of national parliaments. However, this finding can be called into question; scholars drew heavily on anecdotal evidence and did not take sufficiently into account differences between OMCs and member states. This article empirically investigates the use of three OMCs by parliamentarians in the United Kingdom and the Netherlands to assess the performance of national policies related to the knowledge-based society theme. It will be shown that the use of information from OMCs by parliamentarians is dependent on the information provided by the government on the policies OMCs touch upon and the presence of simple benchmarks in an OMC. The role of national parliaments in European integration is a topical issue in current political and academic debates. This article aims to contribute to these debates by formulating three hypotheses on the differences in parliamentary scrutiny between member states. It is hypothesised that due to differences in the structure of political systems, the British and Dutch Upper and Lower House hold their respective governments to account in different ways. The hypotheses will be discussed in light of empirical findings on the EU regulation on the registration, evaluation, authorisation, and restriction of chemical substances (REACH). Though the British and Dutch approaches to disability in the construction sector exhibit common features, Britain tends towards a capabilities model compared with the Netherlands which is closer to a social model. The construction sector is considerably more regulated in the Netherlands but is in both countries highly disabling and exclusive. Sector-specific disabling and enabling factors and policy measures were investigated in the two countries with a view to identifying which policies might facilitate labour market participation. The investigation was based on interviews using similar questionnaires with key stakeholders, firms and disabled employees and a focus group. Policy in each country addresses the nature of exclusion in different ways. The conclusion drawn is that a sector-specific approach is needed if disability policy in Britain is to be more in tune with the social model—as apparent from the comparison with the Netherlands.
