As a result of the port reforms in Japan, the Japanese government has intensively invested in physical infrastructure to maintain the trunk routes at selected and legally repositioned first rank strategic international ports under the Strategic International Container Port Policy. However, although central international ports, which are legally ranked second, have important roles to play in trade with Asia, it is difficult to expand the functions of these ports further without the development of strategic measures, given the government policies and accompanying budget constraints. This paper describes an examination of the feasibility of logistics strategies for a second-rank port to become a hub for Asia in Japan consistent with the current policy by using the global logistics intermodal network simulation, considering Hakata Port as a case study. The results show that Hakata Port has the potential to collect cargo from ports on the Japan Sea side and to launch shuttle services to Southeast Asia. The simulation results also suggest that cooperation with Kitakyushu Port, which is geographically close, is desirable. This paper examines the civic capacity of an organisation formed by migrants to act as an intermediary between co-ethnics and the host country. By presenting a case study of a co-ethnic association for Filipino migrants in a regional part of Japan with a qualitative data set, I explore how and why older migrants support co-ethnics while working collaboratively with the local community. This paper shows that the association as an intermediary does not just fill gaps, but engages co-ethnics and Japanese locals in the organisational growth of its volunteer work. The bottom-up work of the association not only exposes but also complements inadequacies in existing structures in the host country to build a constructive interdependence between co-ethnics and the local community. Considering the significant importance of environmental sustainability, it is vital to understand the determinants of environmental sustainability and to draw the policy implications for a sustainable environment. This paper examines the impacts of financial development and industrial structure on environmental sustainability in China from 1995 to 2020 using the A.R.D.L. approach. The result indicates that financial development negatively impacts CO2 emissions and greenhouse gas emissions in the long-run. The impact of industrial structure is also enormous. The results also suggest that industrial structure negatively impacts environmental sustainability by decreasing CO2 emissions and greenhouse gas emissions in the long-run. While Internet development accelerates environmental sustainability in Japan in the long run, economic development and energy negatively impact environmental sustainability in the long run. In 2014, the Japan Foundation and the Tokyo International Film Festival commissioned three films from Japanese, Cambodian and Filipino directors to represent the theme 'Reflections: Living Together in Asia'. This was the first edition of a government-sponsored film co-production entitled the Asian Three-Fold Mirror. Running from 2014 to 2020, this initiative aims at improving mutual understanding between national audiences. This project shows a shift towards reciprocity and active collaboration and away from a unidirectional Japanese cultural diplomacy. However, it casts Japan as a primary actor for a successful regionalization of Southeast Asia, thus undermining the advertised reciprocity of the initiative. Through a juxtaposed analysis of the policy papers that led to the funding of this project, and of the creative content and reception of the films, this paper analyses the aims of these policies, and evaluates how the project of the Asian Three-Fold Mirror relates to these goals. Conceptually anchored on lived religion, this paper explores the meanings and experiences of health, illness, and healing among Filipino migrant women in Japan as they intersect with their religion. Likewise, it explores the functions and limitations of religion as migrant women face physical and mental health problems caused by work, marital status, and/or dislocation. Using biographical interviews and ethnography, this paper suggests that religion serves as a material and symbolic resource for making sense of health, illness and healing. As a material resource, it offered tangible, informational, and emotional support. It can however become limiting when personalised meanings and practices of religion frame illness based on morality, promote health misinformation, and delay healing and other health-seeking behaviours. Nonetheless, healing as perceived and experienced by Filipino migrant women involves lived religion in their complex meaning making and negotiated in terms of its physiological, spiritual and emotional effects. There is a growing risk of a military attack on Taiwan by mainland China (otherwise known as the People's Republic of China, or PRC) to achieve what the latter terms "reunification." Taiwan, the US, and Japan must urgently and interactively prepare for this contingency—which is also the best way of deterring it. Taiwan must increase military spending (as it has begun to do), with an emphasis on a "porcupine strategy" of lots of distributed, mobile, survivable, affordable, and lethal weapons. The US must increase its military deployments and joint exercises in the region, again emphasizing the types of weapons that can survive a preemptive PRC attack and counter a Chinese blockade or amphibious invading force. Japan will double defense spending over the next five years in a welcome and transformative move, but effective deterrence requires that it also signal that the collective defense of Taiwan against a military attack is existential for its own security. This paper discusses notions of health in alcohol use among new Japanese immigrants in a Japanese pub in Honolulu, Hawaiʻi. Japanese-style pubs are a space mediating sociability and subjective health through alcohol consumption, a symbol of good health. In the context of the pub, Japanese immigrants form strong intragroup bonds reinforcing a therapeutic narrative; the sensory experience created through social drinking offers a method of resolving stress, validating affect, and positively shaping well-being. However, positive health outcomes are stratified by social position, gender, and cultural capital, leading to negative health experiences for staff and the marginalization of problems. Therapeutic potential is embedded in a commercial space and regularly available to affluent clients. Health becomes a plural, contradictory concept tied to the body, biomedicine, and economy. British actress, Sarah Mayer's light and racy attitude to the bathing arrangements after judo training sessions in Japan in the 1930s belies a dangerous and volatile time in Anglo-Japanese relations. This paper seeks to demonstrate that her pioneering achievement as the first western woman to be awarded a black belt in Japan, was part of the political machinations of the day. As Japan campaigned for the 1940 Tokyo Olympic Games, the use of Mayer's image and persona to promote not only nationalism, but internationalism and modernity, was related to a rift forming in the League of Nations. Mayer's story shows the use of sport as a political tool. Originally developed as part of a wider doctoral thesis on the contribution of Mayer to the history of judo, and using mainly primary source research, this article charts Mayer's life leading up to and following her time in Japan, detailing how her position in society and her work as an actress and theatre entrepreneur impacted on the development of women in judo. For many years Australia ignored or downplayed the role of values in foreign policy, preferring to focus on economic issues and engagement with Asia. Recently, however, values have re-emerged as a central aspect of Australian foreign policy, both rhetorically in government White Papers and through initiatives such as the Quadrilateral Security Dialogue comprising the established democracies of Australia, India, Japan and the United States. This commentary charts the rise of values-based language in Australian and Japanese speeches and policy documents, and argues that core concepts such as shared democratic values have an important – and under-appreciated – relevance in the new era of a rising autocratic China and in the framing of the Indo-Pacific. This paper examines Japanese unity of Overseas Despatch Operation (ODO) actors, laws, and operational aspects, interaction with state and institutional actors, '4C' functional regional engagement and concepts of partnership, and Japan's United Nations Peace Operations-Humanitarian Assistance Disaster Relief Operations (UNPO-HADRO) nexus. Japanese cooperation for dual liberal-international peace and realist security goals within increasing regional strategic competition and nationalist antipathy is examined, particularly in Japan's 'poor neighbourhood'. The paper questions why, despite undoubted expertise, Japan has not emerged as a regional UNPO-HADRO development leader, and whether Japanese UNPO-HADRO and 'pro-active pacifism' approaches are utilising UNPO-HADRO for Asia-regional strategic competition purposes? Japanese ODO have played important functional engagement, value sharing, and institutional socialisation roles, with integrated legal-civil–military holistic approaches providing models for others and foundations for partnerships. However, despite specialist capacity-building knowledge transfer efforts Asian disquiet remains concerning cooperation and partnership. Japan remains highly risk-averse, raising questions regarding its dependability, and 'HADRO-CIMIC superpower-aspirations', or bridging-actor role between Indo-Pacific and 'Northern-Developed' practitioners, can be evaluated by Japan's modest present UNPO actor status. As more countries witness depopulation, the expansion of High-Speed Rail (HSR) to reach shrinking cities in peripheral regions is renewing the debate on the effects of this infrastructure. This is the case in Japan, a country that continues to extend its highly developed HSR network hoping to curb regional decline. This paper investigates whether HSR had a positive effect on the shrinking trajectories of connected medium and small-sized cities in peripheral regions by examining the impact of extending the Shinkansen network on five municipalities in the prefectures of Iwate and Aomori, northern Japan. Although depopulation decelerated in some of the case studies, the findings highlight that HSR did not reverse shrinkage and benefits are mainly found in increased accessibility, albeit unevenly distributed. This suggests that, rather than uniformly uplifting socio-economic outlooks, the Shinkansen contributed to reshaping the trajectories of the connected cities and reproduced core–periphery dynamics at the regional level. How does the notion of state security inform national approaches to managing cross-border in-migration in the increasingly interconnected but volatile Northeast Asian region? This paper explores this question by focusing on the intermestic politics of labor importation. Specifically, it theorizes the multidimensionality and multifunctionality of security fears that inform Japan's and Taiwan's approaches to the admission of low-skilled foreign workers. The paper proposes a comprehensive conceptual framework that explicates these relationships and argues that Northeast Asian labor importation regimes were formed at the intersection of a threefold logic of state security. Whereas economic security acted as an enabling (inclusionary) factor in both Japan and Taiwan and motivated the acceptance of foreign workers, internal security in Japan and external security in Taiwan acted as constraining (exclusionary) factors, which directly and distinctively conditioned the resulting policies. Moreover, ever since their inception in the immediate aftermath of the Cold War, the divergent policy regimes have been interlocked in these economic-internal and economic-external dynamics of state security. Faced with ageing populations, escalating care needs, and growing shortages of care workers, Japanese and EU governments have pursued large, publicly-funded research projects to develop and commercialize care robots. Yet despite their global leadership in this field, Japan and the EU have rarely been compared directly in studies of care robotics. This paper explores similarities in their approaches to the public funding and planning of care robot development, commercialization, and implementation since the late 1990s, and what the differences reveal about their contrasting priorities in science, technology, and innovation policy, as well as differential treatment of care robotics as an industry and as a research domain. I conclude by arguing for the importance of studying such funding mechanisms and institutional actors to better understand their key role in shaping the emergent landscape of care robotics. AbstractIn 2016, Sanrio debuted a series of shorts featuring Retsuko, a cute lesser panda with a penchant for bursts of death-metal infused violent rage. The shorts, eventually transformed into a full show on Netflix, were a comedic look at Retsuko’s anger at unfair treatment in the Japanese workplace, casting a critical eye on issues of sexism, harassment, and overwork. But while Retsuko has been explicitly positioned as counter cultural, what does it mean to be transgressive and Sanrio? This paper analyzes this question from a cross-disciplinary perspective, drawing on critical feminist studies, rage studies, media studies, and sociolinguistics. Approaching the framing, content, and speech of Retsuko throughout her media appearances, we argue that while Retsuko is certainly critical of contemporary Japan, her transgression is ultimately limited, with any potential paths to freedom or rebellion hampered by a corporate system that reabsorbs transgressive behavior and sells it back to customers, closing off the potential to imagine new ways of being. America's allies have reacted differently to the uncertainty surrounding US global leadership and the return to hard power politics in the 2010s. Some allies have remained steadfast in their commitment to Washington, while others distanced themselves from the United States. Why is it so? This article develops an integrated argument that brings together different strands of the literature on alignment, to better make sense of cross-national and within-case variations in allies' strategic behavior. By examining three case studies from distinct regional contexts – Japan, Poland and Turkey – the paper shows that although these allies all shared concerns about the Obama and Trump administrations' security commitment, it was their differing perceptions of the threats posed by China and Russia's power that influenced their pursuit of either stronger alignment with the US security patron – through internal balancing for 'attractiveness' and internal hedging –, or increased strategic autonomy from Washington by pursuing hard hedging. Though many studies have analyzed public opinion of trade liberalization, they do not fully explain regional disparities in people's preferences with regard to trade. To explain such a geographic division, this paper focuses on differences in social contexts that exist between regions, which is composed of social networks of different characteristics and distinct news coverage from local media. By utilizing multiple recent public opinion surveys conducted in Japan, we confirm that individuals in rural areas are less likely to support trade liberalization and Japan's membership in the Trans-Pacific Partnership (TPP) independent of individuals' economic self-interest or skills. With multiple surveys and data on Japanese national and local newspapers, we investigate the mechanisms, showing that (a) individuals whose communication network includes people working for a sector vulnerable to trade liberalization tend to oppose free trade regardless of the industry they work for and that (b) newspapers circulated in rural and urban places tend to cover TPP differently, which also impacts people's attitudes toward the agreement. Escalation of great power rivalry resulting from China's rise and Russia's invasion of Ukraine has prompted Japan to align its foreign and security policies more closely. This paper analyzes how ODA policy, which the Japanese government regards as a crucial diplomatic instrument, has been modified in the face of these changes. The most significant transformation is the securitization of ODA, or the deployment of ODA to advance Japan's national security interests. This trend is evident in the emergence of a new type of ODA that aims to contribute to Japan's security interests by strengthening the deterrence capabilities of developing countries involved in territorial disputes with China. Notably, Japan is justifying this new ODA trend in the name of upholding the universal value of the international rule of law. In other words, Japan is shifting the focus of assistance away from domestic issues of democracy and human rights in each recipient country toward the rule of law in international relations. This is a manifestation of Japan's effort to strike a careful balance between upholding universal values and avoiding the risk of offending incumbent governments in recipient countries with questionable domestic governance records. Focusing on the online fandom of a Thai Boys Love (BL) drama in Japan, called tai-numa, this exploratory study examines its background, fan practices and experiences, and negotiations between fandoms and the mass media and within the fandom. Through interviews with 19 fans active in the fandom, which was shaped by external and internal factors, such as mediascape, characteristics of consuming BL, and the global pandemic, this research argues that the fandom is a transnational, transcultural, and trans-subcultural contact zone, enabling fans to create, learn, reflect, negotiate, and update each other's values. Fandom activity was facilitated because it was equal and non-hierarchical, allowing for the engagement of a heterogeneous mix of fans from different subcultural backgrounds, and it offered a sense of simultaneity. Through fan voice and discussion, this paper suggests the potential impact of fandom activities on real life and what is needed for such fandoms to be established and sustained. This paper focuses on the dynamics of education in the interplay of power and seduction as creatively displayed in Takarazuka Revue's performances re-enacting the major players of the Cold War: USA and Russia (rather than former Soviet Union). Oceans 11 (cosmos troupe, 2019) and Once Upon a Time in America (snow troupe, 2020), on the one hand, and Land of Gods (cosmos troupe, 2017) and Anastasia (cosmos troupe, 2020), on the other hand, lavishly display subtle interactions of longing and belonging, ecstasy and rage, love and betrayal, envy, hatred and passion, while painstakingly building up irresistible tensions between the instances involved in the performative process: actresses, administrators, audiences. The theoretical support is delivered by Robert Greene's pragmatic elaborations in his seminal works The 48 Laws of Power (1998) and The Art of Seduction (2001): education is never a linear process between a 'master' and a 'disciple', but an interactive game, governed by the pursuit of joy in overcoming challenges and finding ingenious solutions. Japan formulated its first infrastructure export strategy in 2010. However, the outputs and effects of that strategy and its successive revisions over the preceding decade have not yet been extensively reviewed. Although infrastructure came to the fore of the international agenda over the past decade, existing research has mostly discussed individual infrastructure projects and accompanying signalling, sloganeering, and strategic communications in the geopolitical and geo-economic context. This paper therefore aims to make an empirical and interpretive contribution to existing scholarship by comprehensively reviewing Japan's infrastructure exports in 2010–19 and elucidating further its oft-disregarded commercial and developmental aspects. To do so, this article focuses on Official Development Assistance (ODA) loan projects, which count among the largest items of Japan's infrastructure exports. We introduce and analyse a previously unexamined dataset on infrastructure-related ODA loan projects and contract awards, while also showcasing the avoidance of zero-sum-game approaches in Japan's related strategy. We then discuss whether and how the changes of Japanese infrastructure export strategy affected the performance of Japan's infrastructure export through the ODA loan projects as well as Japan's relationship with the recipient countries, especially in the various parts of the Indo-Pacific region, such as Southeast Asia, South Asia, and Africa. Population decline is expected to continue to be a prominent feature of Japanese demography in future decades. Internal migration plays a significant role in dictating the intensity of population decline at the regional level. In this paper we visualize inter-prefecture internal migration flows between the eight regions of Japan in 2020 using a chord diagram to show the relative scales of the origin-destination migration flows between each region. In addition, we use an animated series of chord diagrams to show the development of internal migration between 1954 and 2020. We fix the axis of the sectors of the chord diagram in the animation to illustrate the rapid growth and then slow decline (post-1972) in the regional migration system, as well as the interruption in the movement patterns during 2011, due to the Great East Japan Earthquake. The 'Indo-Pacific' framework constructed upon the emerging shift in geopolitics from the Atlantic-Pacific to the Pacific-Indian Ocean region has underlined the increasing significance of maritime space as a theatre for geopolitical competition. Japan and India, which were historically on opposite spectrums, have now evolved into regional partners to increase their strategic influence and pursue in earnest the Indo-Pacific approach towards shaping the regional and maritime dynamics. This paper delves into the fundamental transformations in Japan-India relations; beginning specifically with imperial Japan's fostering of bonds with the revolutionary nationalist campaigns in colonial India during the Second World War. The paper goes on to analyze the pre, post-War and post-Cold War evolution of ties between Japan and India, along with the transformation in priorities of both countries, converging on the diverse contours of maritime security cooperation in alignment with the shifting undercurrents of the 21st century geopolitics. Both ‘disaster preparedness’ and ‘public pedagogy’ have been broadly defined and diversely utilised. Preparedness has been dealt with in disciplines such as civil engineering, the sociology of disasters, public health and psychology, rather than education. This paper examines whether boundary changes lead to changes in the relationship between voters and politicians. We focus on the wave of municipal mergers in Japan that took place in the 2000s in order to examine this question. Municipalities with small population size, once they merge with their larger neighbours, would have a small number of voters relative to the size of the electorate in the post-merger municipalities. Therefore, municipal politicians in the post-merger municipalities do not have strong electoral incentives to receive support from geographic areas corresponding with pre-merger municipalities of small population size. Using a survey of voters in 89 locations corresponding with pre-merger municipalities, we demonstrate that voters who live in small municipalities that experienced mergers interact with politicians less frequently and have less favourable impressions of politicians than before the mergers. This paper investigates the relationship between patenting and publishing at the project level. It uses Japan's Grants-in-Aid for Scientific Research database. Japan's Grants-in-Aid for Scientific Research is the major funding source for academic researchers in Japan. This database provides information on inputs (budget, period, project members, etc.) and outputs (publications and patents) from each funded research project. The main finding is that patenting has a curvilinear correlation with higher impact, i.e. the number of higher impact publications from funded research projects increases with the number of patents only to a certain amount, and after a peak, it decreases. Our finding implies that if a finding is a relatively significant and marketable breakthrough, researchers who have the possibility of patenting in mind become less likely to share their results openly. Meanwhile, previous studies implicitly assumed that researchers have to make a choice between basic or applied research projects, or for a particular research project choose to make it more applied or basic. Another finding of this study is that the assumption applies to projects. Our findings imply that a heavy emphasis on patenting may reduce the amount of high-quality publishing of scientific research. [ABSTRACT FROM AUTHOR]

This paper analyzes how SOGI (sexual orientation and gender identity) rights and same-sex partnership are framed and discussed at the macro-level of state discourse as well as the micro-level of individual negotiation of partnership in Japan. Drawing on but reformulating Puar's concept of homonationalism, we found that the Japanese state projects a progressive national identity that consists ironically in denying full citizenship to sexual and gender minorities. It invokes an alleged history of tolerance in Japan to frame its 'unique' and 'superior' approach to SOGI rights. It is an approach inextricably bound to the heteronormative institution of marriage and family as a system of ruling. Arguments in favour of same-sex marriage reproduce the same narrative of tolerance, while naturalizing marriage and removing it from its sociolegal context and biologizing sexual orientation. Individuals contemplating or registering partnerships likewise reinforce the sanctity of marriage, even without embracing it. We suggest that a thorough discussion of marriage in its legal framework and historical context is necessary to develop the critical potential of same-sex partnership. This study reviewed the literature on psycho-social treatments for reducing school absenteeism in Japan, particularly focussing on those featuring a cognitive-behavioural approach. To extract studies, we screened journals published by 52 academic societies that are members of the Union of the Japanese Psychological Association and reviewed relevant peer-reviewed papers. We consequently analysed 31 cases: 21 elementary school students and 10 junior high school students. We found that to effectively address school absenteeism in Japan, cognitive-behavioural approaches should feature a combination of two or more behavioural techniques. These findings may help Japanese practitioners, such as school counsellors, explain to clients the benefits of choosing cognitive-behavioural approaches, as well as the prospects for support. This article discusses Japan's idealization and adoration of English language while at the same time being an insular monolingual nation. English has been an imperative foreign language in Japan from the mid-1800s; today, English is regarded as one of the most important school subjects. However, most Japanese people hold anxiety about their English learning experiences. The average person lives with a dilemma of not being able to use English despite having learned it for many years. One noticeable by-product of the dilemma is rampant use of English loanwords in everyday Japanese language. Paradoxically, such loanwords tend to undergo lexical shifts in Japanese contexts beyond original meanings until native English speaers are unable to comprehend their meanings. This paper discusses the hypothetical reasons why English education stays unsuccessful, and (2) Japanese people love to rely on use of English loanwords (Japanese Anglicism) instead of speaking English. The Personal Outcomes Scale is a measurement tool to examine quality of life among persons with intellectual disability. This paper addressed the validity and reliability of the Japanese version of the scale using both self-reports and reports of others. Data were collected from 128 people with intellectual disability (90 men and 38 women; Mage = 37.19 ± 11.90 (range = 19–69) years) and 27 support workers. Reliability was examined by Cronbach's alpha coefficients, inter-respondent reliability coefficients, and test-retest reliability. Validity was examined by construct validity and criteria-related validity. Self- and other-reported versions showed adequate internal consistency (α = 0.79); however, some domains had relatively low internal consistency. Validity tests showed weak to moderate correlations between the total score and the domain scores in both versions. The scale is reliable overall; however, cultural aspects should be considered to bolster its reliability for practical application. [ABSTRACT FROM AUTHOR]

Japan's military participation in the First World War was relatively brief but the war and the ideas it unlocked exerted an impact up to and after the Second World War. Japan experienced an economic boom during the war resulting in an exponential increase in the cost of rice. This sparked a serious challenge to the Japanese state. The ensuing rice riots of 1918 saw the government forced to deploy more troops to suppress them than it had sent to intervene on behalf of White Russian forces in Siberia in the same year. Further, the 'Wilsonian Moment' emboldened the Korean independence movement in 1919. When the war ended on the Western Front in 1918, Japan was involved in military intervention in Eastern Russia, was quelling domestic unrest, and facing a major threat to the stability of its empire. Although enacted in 1925, the Peace Preservation Law grew directly from the events beginning in the final year of the First World War. The law was the instrumental platform for the construction of Japan's infamous thought control apparatus of the 1930s and the policing of Japan's formal and informal empires. This paper traces the wartime origins of the Peace Preservation Law in the context of the state of exception and how the First World War and the Russian Revolution forced Japan to rethink its conception of sovereignty. Taking the UK and Japan as contrasting national case studies, this article supplements existing research into student migration by consolidating a regulatory perspective with individual narrative accounts. Reported here are the results of a mixed-methods two-phase study. Phase 1 is a concerted trajectory analysis of student migration policy in the UK and Japan from 2004 to 2018, while phase 2 draws on biographical-narrative interviews with 26 student-migrants. The paper reveals tangible effects of the receptivity, stability, and transparency of regulatory frameworks in student-migrants' trajectories, while also demonstrating that seemingly receptive regulatory environments do not necessarily equate to smooth and risk-free post-study transitions. This paper offers a critical engagement with endings in relation to formulations of crisis and futures through two sites that stage an encounter with the end. The first is the permanent exhibit at Japan's National Museum of Emerging Science and Innovation in Tokyo. This site, I show, asks us to reflect on how we think about the end of civilisation as an immanent crisis to be overcome through an innovation that allows us to escape accountability for conditions in the present. As such, I argue, it ultimately encourages us to cultivate attention and accountability toward material and conceptual problems in the present. The discussion then takes the idea of cultivating attention to the present to northeast Japan. I show there how an ending inflicted on the coastal residents by the tsunami of March 2011 has made space for precisely this kind of attention and accountability to the present. The influence of foreign direct investment (FDI) on host country's economic growth is a widely explored issues in the existing economic literature. This study attempts to examine the role of foreign direct investment, capital formation, and expansion of female education on economic growth of Japan during the period 1971–2014, using time series observations. The study further makes a comparison regarding the association with FDI and economic growth with South Korea, another major OECD economy of Asia The study utilises the auto-regressive distributed lag (ARDL) bounds approach to cointegration to examine the long run causality association among the variables. Today, for sustainable economic development the social and institutional policy issues are important. The paper explores one such social issue, namely gender and economic prosperity. This paper has novel contributions in the current research on time series, econometric analysis for the following reasons: (1) it has investigated the relationship between economic growth, foreign direct investment and capital formation in a gendered differential framework (utilising the role of human capital formation among men versus women; (2) the study covers a long period and more recent time period (till 2014), which concurs with the upsurge of world FDI movements and (3) the study also explores the major structural breaks of the two economies and how economic growth is impacted thereof. By extending the late Osamu Kanamori's notion of science fiction (sci-fi) as it "re-articulate[s] various issues that bioethical studies had formally discussed," this paper provides a cultural analysis of Japanese sci-fi stories from the 1990s with reference to the exchange of body parts. By focusing on the time when organ transplantation from brain-dead donors was part of many intensive debates, this paper pays particular attention to the fictional representations of humanity, which feature body-part exchanges between the living and the dead, in genres ranging from Noh 能dramas to manga 漫画. In this paper I shed light on two issues: (1) how sci-fi representations described the matter of humanity vis-à-vis exchanging parts of the body, and (2) in what ways and on what terms bioethical discourses relating to Japanese organ transplant medicine from brain-dead donors were rearticulated through these sci-fi narratives. I also argue that such rearticulated values were inscribed in the process of constructing the bioethical code of practice in transplant medicine and deathbed care that took place during the late 1990s. By doing so, this paper confirms the role that sci-fi plays in bioethical imaginations, as Kanamori has pointed out and as can also be seen in East Asian societies like Japan. [ABSTRACT FROM AUTHOR]

This paper explores the development of the hensachi system in Japanese education from the 1960s when it first appeared as a de facto measure for scholastic achievement. Unlike absolute scoring systems (such as A-level grades) hensachi gave an indication of the probability of getting a place on a particular course at a particular school or university rather than telling applicants where the bar was set in order to have a chance of being offered a place. Private companies quickly saw the opportunity to collate the huge amounts of data needed to obtain accurate hensachi bell curve distributions and began operating practice exams (mogi shiken) in schools across Japan. From the mid-1970s onwards, hensachi increasingly became seen as the source of many educational ‘evils’ in Japan and there were many attempts to ban its use. It was blamed for cramming, examination hell, and a focus on educational scores rather than learning. The system was also being used by teachers and schools to short cut the real examination system. The final section of the paper explores why, despite these concerns, repeated predictions of the demise of hensachi have proved to be premature. [ABSTRACT FROM AUTHOR]

This paper argues the perceptions of relations between two nations involve not only the institutionalized national-boundary but also the perspectives of multiple symbolic boundaries. Based on a qualitative study, this paper aims to explain how different symbolic boundaries impact Japanese experts' perception of interrelations between Japan and the Republic of Korea (South Korea). The paper includes an analysis of opinion surveys, 20 semi-structured interviews with experts, and three focus group interviews with university students of Peace Studies Departments conducted throughout June and July of 2018 in Tokyo, Japan. These results advance existing scholarship by showing that Japanese experts use the following four symbolic boundaries to comprehend relations between Japan and South Korea: boundaries between (1) victims and perpetrators; (2) 'the West' and the Asian cultural and political space; (3) nationalistic and peaceful countries; and (4) a state and people. This paper examines how female and foreign corporate directors influence their corporation's climate change behaviour. This study found that female directors contribute to the formulation of their company's climate change vision, and foreign directors contribute to the formulation of a climate change mission. Japan has set a long-term goal of reducing greenhouse gas emissions to net zero by 2050, an extremely difficult goal to achieve. Our results suggest that it is important to appoint female and foreign directors to achieve net zero emissions. Focusing on migrants' experiences of moving house in the country of settlement, the study explores the housing pathways of Russian-speaking migrants in Japan over their life courses. This paper emphasizes the need for the anthropology of migration to consider not only the housing events but also the housing pathways experienced by cross-border migrants in receiving countries. It is argued that the act of moving from one accommodation to another plays a crucial role in how migrants develop their biographies and perceptions of self. In addition to investigating house relocation, the study borrows from the Russian formalist school of narratology to examine how migrants narrativize their experiences in stories that intertwine housing pathways and movers' identities. The study reveals how the instances of moving—and not necessarily the physical qualities of housing—emerge as dynamic forces that initiate migrants into their desired statuses. By sharing the stories of the Japanese Bollywood dancers at the Namaste India Festival in Tokyo, this paper explores their self-developed hierarchy of authenticity to argue that there are multiple ways to claim and access authenticity as it relates to the performance of Bollywood dance. The dance form's base as global, hybrid, and commercial rejects authenticity as a concept, but its performance by these groups results in meaningful cultural exchange. The appeal of this Indian dance form in Japan provides an Inter-Asia reference point from which to explore the different ways this transnational yet national dance form functions as a sign of global modernity in these two different Asian contexts. The Japanese Bollywood dancers have developed a discourse that references and weights criteria such as heritage, source material, training and discipline, in-country experience, affect, imitation, cultural proficiency, emotion, and engagement as they rank themselves in relation to other dancers. This paper examines the Japanese crown prince and emperor Hirohito during the 1920s to think more critically about how fashion historians can analyze "western" dress in non-western contexts. In particular, this essay looks at Hirohito's embrace of new forms of middle-class menswear—particularly sportswear and the lounge suit—to signal fundamental shifts in the relationship between monarch and subject. These innovations rested upon far more than simply imitating western centers of men's fashion. Instead, this paper argues that to understand the meaning of "western" clothing styles in non-western contexts, fashion studies needs a more sophisticated paradigm than the term "western clothes." While some garments carried strong resonances of their European antecedents, Japanese men like Hirohito adopted them primarily for what they could do in Japan, while also understanding their potential for integrating Japan into the broader world. As the U.S.-China strategic rivalry has intensified, Washington has looked to its close allies and partners to counter Chinese clout in global technology leadership. With the Huawei ban as a proxy for the U.S.-China competition, the paper focuses on the concept of the alliance halo and analyzes how the three key U.S. allies in Asia—Australia, Japan, and South Korea—responded to Washington's expectations of mutual support on the decoupling of Chinese technology companies from global supply chains. We argue that given that the Huawei ban is about future risks associated with China's economy, as opposed to demonstrated military threats, it was more challenging to establish allied reliability within the U.S. alliance network as a whole. Our comparative analysis shows that Australia's reactions have been the most direct, banning Huawei before the United States, showing a contrast with South Korea's relatively muted responses. Japan's decision to ban Huawei was as decisive as Australia's but Tokyo sought to keep a low profile. For decades Japanese criminal syndicates, collectively known as the yakuza, enjoyed a highly visible and semi-legal status that positioned them in a grey area. Accordingly, also much of the yakuza's business lies in a grey zone: night-entertainment, different forms of gambling, front companies and (fake) social movements. However, following the introduction of new stricter regulations, the yakuza are struggling to keep operating in the legal and semi-legal areas of their business, and have been pushed to explore new modi operandi, using (semi)legal actors and loopholes. Based on fieldwork conducted in Japan with current and ex-yakuza members, this paper analyses the yakuza's response to the reduced opportunities to engage in legal activities. It is argued that this determined an increased involvement with predatory crimes for low-ranking members, while the decreased power in controlling markets allowed for the emergence of novel forms of crime. Malaysia had looked to Japan to search for a sustainable and efficient development model under the Look East Policy (LEP) initiative launched in 1982 by former Prime Minister Tun Dr Mahathir Mohamad. At the time, this ideal formula, intended for the betterment of the Malaysian economy, was designed to incorporate the Japanese attitude to work, their moral values, progressive norms, and work ethics. Since then, more than 15,000 Malaysians expatriated to Japan due to this very purpose, and bilateral relations between them have blossomed. In this paper, the LEP is revisited, and Japan-Malaysia relations will be analysed to understand the change and continuity aspects of this policy in the past 35 years. Furthermore, this paper will also seek to forecast the challenges Japanese and Malaysian institutions may face in establishing cooperation under the second phase of this policy after 35 years of success. This article sets forth the history of the academic activities of the Asian American Literature Association (AALA) in order to explore the evolution of Asian American Studies in Japan. When the AALA was established in 1989, several scholars had already published research papers on Asian American literature, as had researchers involved energetically in the study of Japanese immigrants and Japanese Americans. Around the time when AALA was established, other research groups focusing on immigration studies were formed. In 1993, several members of the AALA presented their papers at the annual meetings of other associations and, as a result, the activities of the AALA became known to a wider academic community. In 1994, the AALA published its first annual journal and, around 1995, the number of papers on Asian American literature and culture accepted by authoritative journals in Japan began to increase. By the end of the 1990s, Asian American studies made its presence conspicuous in the field of American studies in Japan. In this paper, we review the International Relations literature and derive from it certain expectations of how government centralization may affect threat assessment, and from these, generate formal hypotheses. We then test these against the evidence of the extensive structural changes within Japan's national security apparatus and the government's threat perception in the period spanning the first and second Abe administrations (2006–2018). Drawing from official government documents, we find marked change to certain metrics of Japan's threat assessment beginning in 2013, the first full year of the second (and current) Abe Administration. We argue that political instrumentality, and in particular, Abe's policy agenda of breaking the constitutional status quo and resolving the territorial dispute with Russia, were paramount in shaping official threat assessment during this period (2012–2018). Our findings lend evidence to both the scholarships on threat perception and government centralization, as well as to the debate of Abe's legacy in Japan's post-war security policy. This essay provides a closer look at the controversy over the shutdown of an art exhibit titled "After 'Freedom of Expression?'" at the 2019 Aichi Triennale in Japan. While heated debates over freedom of expression ensued following its closure, larger structural issues underpinning the incident and the "Statue of a Girl of Peace," an artwork symbolizing the victims of sexual slavery by the Imperial Japanese military, were left unexamined by the media and the public. This paper takes issue with such absence and explicates how debates over free speech that fails to address colonial legacy, historical revisionism, and obstinate racism can sustain the suppression of the marginalized. This paper considers hypocritical deployment of free speech arguments that perpetuates the subjugation of racial minorities in Japan and concludes with a call for transnational coalitions to combat a growing tide of nationalism, historical revisionism, and misogyny in Japan and beyond. Scholarly works on rhetorical history have inspired the production of an extensive body of research on how firms use history. However, the existing research is based on the experience of firms in a handful of Western countries. Our mixed-methods paper examines the use of history by Japanese firms so that we can see how history is used in a very different institutional and cultural context. The paper operationalizes the comparative capitalism approach. For more than a century, Japanese firms have invested extensively in celebratory corporate histories called shashi. The paper is based on bibliometric and interview data as well as the close textual analysis of shashi from various decades. We show that until recently the main function of shashi was to inspire loyalty on the part of workers. We argue that the post-2000 decline in shashi production is primarily a function of profound changes in the nature of the Japanese variety of capitalism. The relation between the change in governance and the use of corporate history is revealed by the new style of consumer-focused shashi that has emerged since 2000. [ABSTRACT FROM AUTHOR]

This paper aims to establish that globalised social and linguistic changes have a more complicated impact on local behaviours and attitudes than is believed. Based on statistical analysis of nationally representative surveys in Japan, the paper presents evidence against the following two propositions: (1) globalisation increases local demand for English use and (2) local enthusiasm for English-education reforms is a direct outcome of globalisation. The findings of the study suggest a significant disconnect between these discourses and reality. This paper draws on the notion of "geopolitical culture" as a conceptual tool for understanding debates over the formulation of foreign policy in contemporary Russia. To draw out the value of this concept, the paper explores the symbolism of territory as a means for restoring Russia's status, respect, and power. However, in contrast to previous studies, it traces the ways in which a concession of territory has been promoted as a device for achieving Russia's great power ambitions. More broadly, the paper seeks to stimulate a wider debate on reconceptualizing the relationship between territory and identity in Russia, at the same time as it places Russia's Far Eastern borderlands at the heart of debates on the spatial imaginaries of the Russian homeland. By drawing on and advancing recent theoretical innovations in critical geopolitics, and recognizing the significance of the discourse of nationalism within these framings, the paper explores the nuanced and multiple story lines that constitute Russia's geopolitical culture. Through this approach, intriguing and complex plot lines and unexpected twists are revealed, which have at times been obscured by nationalist-territorial-revanchist narratives on Putin's Russia. It is suggested that such approaches can also provide insights for interpreting cases and contexts beyond Russia and Eurasia. This paper examines how intercultural communication and interpersonal relationships between Japanese “parents” and African “children” are capable of destabilizing status quo notions of identification. Using qualitative ethnographic data, this paper demonstrates how intercultural interactions unfold in ways that engender new forms of sociality, which underscore the diversifying nature of majority–minority relationships in Japan. Drawing on theoretical insights from applied linguistics and communications studies, this paper suggests that the material products of these relationships warrant increased scholarly attention because they are capable of positing compelling challenges to existing understandings of identity, as well as to the ways various groups conceptualize themselves in relation to others.
