This paper examines the personal and professional experiences of the five arts leaders who co-wrote the foundation document for Australia's first national curriculum in the Arts. Their personal and professional backgrounds, which were explored during in depth interviews, drove the complex collaborative process that informed the first iteration of the Australian Curriculum: The Arts. Though each couched their responses in the context of their background and arts discipline, they shared an awareness of the important role of the Arts in providing the analytical tools for children and young people to identify and subsequently challenge social injustice. The findings, which are presented as a group narrative using a Narrative Inquiry approach, reveal how the five arts leaders' individual lived experience, disciplinary experience and expertise, and commitment to collaborative leadership informed their approach. This article draws upon individual narratives of young former refugee's experiences of high schools. It explores the stories told by the young people of being identified as different and of negotiating ways of belonging in schools both academically and socially. It argues that it is how the school positions the newly arrived refugee students within mainstream school culture that opens up or restricts opportunities for inclusion in all aspects of school (in culture and pedagogy). Change in groundwater dynamics (in terms of changes in depth to watertable and its salinity) is a key environmental concern for agricultural production using pulp and paper mill effluent for irrigation purposes. At the study site, the treated effluent is delivered from the mill into a winter storage dam. This storage dam is also meant to provide an opportunity for runoff collection and recycling for irrigated areas. A natural creek also exists along the farm boundary. This paper presents, using field observation data and computer simulation results, the impact of using treated effluent from the pulp and paper mill on groundwater dynamics at the farm (covering areas both under and outside the effluent irrigation paddocks); and on the flows in the adjacent creek. The modeling results show that after 5 years of operations, the change in aquifer storage is more under average climatic conditions (−23.5 mm/year) as compared to −7.1 and −9.0 mm/year under dry and wet climatic conditions, .respectively. Under average climatic conditions, the combined effect of irrigation and rainfall creates more hydraulic gradient towards the creek thereby depleting the aquifer storage more as compared to wet and dry climatic conditions. Resultantly, the subsurface groundwater flows towards the creek becomes around 57.9 mm/year under average scenario as compared to 55.0 and 36.7 mm/year under wet and dry climatic conditions, respectively. During the average climatic condition, 456.6 mm evaporation from shallow groundwater was estimated under the current management practices; which was reduced to 399.1 mm under the best management practices due to better use of all sources of water and capillary upflow from shallow groundwater. Legal attendance requirements and national declarations establish a social contract between the State and its citizens for the provision of schooling. Any shortage of teachers compromises the ability of the State to meet its contractable obligations. The sovereignty of the social contract is complex as no single body has ultimate responsibility for housing the teaching workforce, but everyone has a stake in it. Empirically focused on the largest school system in the southern hemisphere, the New South Wales public education system (Australia), this paper demonstrates that 90.8% of teaching positions, over 50,000 full-time equivalent posts, are in Local Government Areas where the median rent and house sales price are severely unaffordable on a top-of-the-scale teacher salary. With the system requiring additional teachers to meet increasing enrolments, and housing costs outstripping salaries, many schools not traditionally considered difficult to staff are becoming, if not already, inaccessible for teachers. Crisis makes bold policy actions possible. In responding to socioeconomic and technological ruptures, policymakers create new imaginaries or revitalise existing ones. With the Australian Government's Job-Ready Graduates (JRG) reform during the COVID-19 pandemic as an empirical case, this paper shows how crisis instrumentalism and policy imaginaries intersect to effect swift policy changes. Drawing on a thematic analysis of key documents that constitute the JRG reform, we highlight three findings. First, the reformers used a new crisis context to repackage pre-existing policy agendas. Second, in justifying the timeliness of the reform, rather than constructing new imaginaries, the Government reactivated old neoliberal visions of society and the economy. Finally, the reform agendas are characterised by reductionist accounts of the value of university education, a nativist view of the future workforce, and the omissions of key issues: research training, social justice, and the urgency of decarbonising the economy. We close the paper by arguing that crisis makes swift reform possible to the extent that key actors can mobilise new or pre-existing policy imaginaries. [ABSTRACT FROM AUTHOR]

Home renovation is a global phenomenon, where households seek to remodel, reconfigure, and retrofit their home. While often a response to the material conditions of a dwelling, such as decay and damage, renovation also as emerges as a practice central to identity creation, sense of home, and leisure. Importantly, improving household sustainability is increasingly driving renovation activities, as governments and households seek to reduce the environmental impact of residential dwellings. Drawing on data collected from a national survey developed by the authors, this paper explores sustainable renovation practices in Australia. The paper provides a three-level analysis of home renovators. First, the paper profiles recent renovators. Second, the extent to which sustainability was considered by recent renovators during the renovation process is investigated. Third, the relationship between personal values placed on household sustainability and the sustainable renovation practices are explored. The analysis reveals that sustainability is an important renovation driver. However, sustainable renovation practices differ between groups of homeowners, with educated and wealthy homeowners most likely to undertake sustainable renovation. Further, those with a stronger commitment to household sustainability are the most likely to include expensive sustainability technologies as part of their renovations. However, it is younger households, who are less committed to the principles of household sustainability, that are most likely to access government subsidies to support the inclusion of these technologies as part of their renovation. While research into PhD programs and doctoral students' experiences has increased in recent years, fieldwork is overlooked as a source of learning and support. In education, the focus of this paper, fieldwork remains laced with notions of the anthropologist gathering data in a place that is not their own, which narrowly construct the role of the novice and their expectations around 'doing' research. To demonstrate the relevance of these issues and key ethical tensions that they underpin, we explored our recent PhD fieldwork experiences within classrooms in Australian and Zimbabwean schools. By analysing fieldnotes from our lived experiences, we identified similarities between conducting fieldwork 'out there' (in Zimbabwe) and 'at home' (in Australia). These similarities highlighted a multitude of roles and dynamics associated with the researcher presence, as well as the importance of balancing complex needs during fieldwork. Our analyses also revealed how daily in situ interactions with participants—and others—were crucial to the development of our identities and data gathering practices. We argue that ongoing efforts to demystify fieldwork experiences are critical for understanding that 'the field' is not simply 'out there' and offer practical suggestions for current and future doctoral students to consider. This paper explores young people's understandings of gender and investigates their gender-based experiences in high schools in Australia. The discussion is based on qualitative research including focus groups and interviews with 47 recent high school leavers from diverse linguistic, socioeconomic, religious, ethnic, gender and sexuality backgrounds, who attended a broad range of high school types in New South Wales (NSW). We found that young people are critically engaging in gender issues and are often challenging binary gender and associated inequitable practices in schools and beyond. They are taking a leading role in educating adults about gender—that is, they are 'teaching up', as young people conceptualised it, to their families and teachers about gender, gender-related issues and doing gender differently in contemporary times. Their views on gender are often in contrast to those institutional views that currently prevail in NSW schools, which often still reflect stereotypes that perpetuate gender inequalities. To discuss the process of stakeholder involvement as undertaken in a post-consumer paper and packaging waste management LCA study conducted during 1997-2001 for the Melbourne Metropolitan Area, Victoria, Australia. Secondly, to present the findings from a survey conducted with the stakeholder groups regarding their perception of involvement in the project. To investigate the stakeholder’s perception; and value of being involved in the LCA study intended to generate quantitative environmental information to support debate, development and implementation of waste management practices. Stakeholders that were involved in the study, both actively and passively, were surveyed by questionnaire Survey findings were analysed in conjunction with stakeholder interaction experiences obtained in the course of the study. as]Results and Discussion Respondents to the survey believed there was a sufficient level of interaction between stakeholders and researchers during the course of the project. The advisory committee approach helped to timely recognize issues and deal with them appropriately. It furdier assisted in the collection of life cycle inventory data and in obtaining ownership of outcomes by the research ream appropriately responding to the needs and issues raised by stakeholders. General recommendations for the inclusion of stakeholders in future studies are to use stakeholder interactions, wherever it is possible and practical, which in turn play an educational role, engage stakeholders from the start of the process and allow additional time in the project plan for review stages, as well as ensuring that all relevant groups are represented — industry, industry associations, government and non-governmental organizations, and also provide sufficient material and progress for discussion at meetings. During the COVID-19 pandemic, people around the word experienced periods of local, state and international immobility due to lockdowns, border closers and travel restrictions. For transient migrants such as international students, these kinds of immobility have resulted in disrupted lives with professional and personal futures suspended as careers and relationships become stuck in limbo. Moreover, such sudden and extended periods of immobility have not been sufficiently covered in temporality literature due to the novelty of the pandemic crisis in the international education, migration and mobility studies spaces. By conducting a pilot project investigating current and recently graduated higher degree by research (HDR) international students (PhD, Masters and Honours) from public institutions in the Australian city of Melbourne, this paper, thus, introduces the concept of 'shock temporality' caused by the global COVID-19 pandemic. Shock temporality takes place when the expected and finite temporary/transitory experience becomes forcefully broken and appears to be ongoing outside of the individual's control. While shock temporality has left HDR international students' professional and personal agendas and aspirations in suspension, students interviewed use the time to plan and prepare for truncated futures. The findings of this paper, thus, become relevant in assisting higher education student support services in creating potential approaches and strategies for a post-pandemic future. Ideas and practices associated with inclusive education have featured prominently in the policies and reforms of successive Australian federal governments since the 1990s, yet there are limited historical analyses of these developments. This paper analyses federal and national inclusive education policies in Australia spanning from 1992 to the present. Drawing upon the concept of 'political rationality', the paper examines how the modes of reason underpinning inclusive education policies have evolved over time. Three distinct phases of policy development are identified, which we suggest are characterised by three dominant rationalities: (1) standardisation, (2) the neo-social and (3) personalisation. We argue that examining these rationalities reveals fundamental shifts in ways of thinking about and reasoning inclusive education in policy. We conclude by considering the implications of the different rationalities and single out the potential tensions emerging between rationalities of standardisation and personalisation as an area for future investigation. Australia is a multi-cultural society, with the majority of recent migrants arriving from non-English speaking Asian countries. Yet we know little about how ethnic diversity in the population is reflected in employment participation and within-family time exchange. This paper investigates how nonmarket time and labour market time vary across migrant groups from non-English speaking country backgrounds (NESCB) compared with English-speaking country background migrants and non-Indigenous Australians (ESB&AU). It uses a longitudinal instrumental variable method to deal with biases caused by endogeneity and unobserved heterogeneity. We find that nonmarket time is strongly influenced by family circumstances such as having young children and partner’s circumstances (health status and life events including health shocks). The relationship of these factors with nonmarket time varies across our two major groups. For example, the relationship between a partner’s life events and partner’s health status and the other partner’s nonmarket time are significantly greater for NESCB migrant couples than for ESB&AU couples. This connects with our initial theories about the collectivist cultural backgrounds in NESCB couples in maintaining gender roles or different levels of economic security facing NESB migrants that affect how they allocate caregiving and housework time, especially when a partner becomes ill or face a life event. Increasing the adoption of energy-efficiency measures (EEM) by households is one of the practical strategies to increase energy efficiency and reduce greenhouse gas emissions. For the 3.24 million low-income households in Australia, partly due to their potentially disproportionately large waste of usable energy, there is a gap between the potential for energy efficiency through existing EEM and the actual energy-efficiency level. Many measures increase energy efficiency in buildings; however, barriers persist for such households to adopt these measures, of which limited research has yet to be conducted. In response, this study examines the relationships involved by a questionnaire survey of 212 low-income households in Australia, showing that financial barriers have the greatest influence followed by split incentive barriers, with the provision of information having no significant role to play. This paper contributes to filling the gap of limited energy-efficiency research involving low-income households, revealing the effect of energy-efficiency barriers on their adoption of EEM. Significant collaborations with research partners in China are seen in many Western countries. With increasing US-China geopolitical tensions, governments, research institutions, and individuals in established scientific systems are increasingly required to address a proliferating array of risks and challenges associated with collaboration with China. Academic researchers are only beginning to describe how countries are responding to the ongoing need for global scientific collaboration amidst intensifying geopolitical competition. Several studies have examined the securitization of scientific connections with China in the USA, while others have documented developments in nations such as Australia, the UK, and Sweden. However, there is limited comparative research on approaches to international science amid geopolitical tensions. This paper bridges the gap, illuminating the key dimensions of variation in country-level responses by comparing the cases of Sweden and Australia. The questions we ask are as follows: Who responds to the challenges? By what means? And to what ends are responses directed? Swedish government have been largely passive, but Swedish funding agencies have developed "responsible internationalisation" guidelines that aim to induce proactive reflection by institutions and individual researchers. Australia's approach, by contrast, has centred on legislation, the exercise of ministerial powers, along with sector-wide enactment of expanded due diligence protocols. Driven by the focus on standardised assessment and performance-driven accountability, a considerable body of literature has documented differences in students' academic achievement across school sectors, both internationally and in Australia. However, few studies have to date explored the potential mechanisms underlying such differences, particularly through the lens of school climate and student engagement. And despite extensive literature on school climate and student engagement, including their relationships with achievement, the differences in these patterns across school sectors remain under-studied. In this paper, we leverage nationally representative data from a large-scale longitudinal survey in Australia with linked administrative data on student achievement to reveal different patterns of school climate and student engagement across government, Catholic and independent sectors. Employing multivariable regression analyses, we identify unique school climate and student engagement facets that are associated with improved achievement in each of these sectors, offering important pointers for educational policies. Climate change and associated processes can increase the occurrence of some natural hazards and threaten business operations. Therefore, it is widely recommended businesses respond to climate change and implement climate change adaptation. Worldwide, businesses make efforts towards climate change adaptation, but investigation on such efforts is still required. To partially fill this research gap, the paper explores businesses adaptation efforts in the Hunter Valley, Australia. The paper collects primary data from open-ended interviews to 10 representatives of local businesses and supporting organizations. The paper reveals that businesses interpret climate change in different ways. While some businesses are sceptical about climate change, others are aware of it and its impacts on everyday operations. Businesses therefore implement adaptation by integrating climate change into everyday operations and continuity planning. The paper also shows diverse interactions occurring between businesses and other local stakeholders such as governments and communities. Usually, higher government levels offer vague and limited support to businesses and inhibit their adaptive efforts. Meanwhile, interactions between businesses and City Councils can be both collaborative and fragmented. Some businesses also interact with local communities by disclosing information about their operations and response to climate change. This paper examines the ethics of the Australian business community's responses to the phenomenon of modern slavery. Engaging a critical discourse approach, we draw upon a data set of submissions by businesses and business representatives to the Australian government's Joint Standing Committee on Foreign Affairs, Defence and Trade 'Parliamentary Inquiry into Establishing a Modern Slavery Act in Australia'—which preceded the signing into law of Australia's Modern Slavery Act 2018—to examine the business community's discursive construction in their submissions of the ethical–political concept of freedom. The paper shows how the concept of freedom was employed by Australian business in a manner that privileged their own subject status and advocated for legislation with minimal burden. Relating this contemporary case to a longer historical context, we show how Australian business responses towards modern slavery map onto liberal and neoliberal ethics in which the freedom of the propertied takes precedent over that of the property-less. Further, we show discursive similarities in the arguments presented by modern Australian businesses and certain historical efforts by members of the business community to privilege commercial freedoms in responses to 18th and 19th Century abolitionist movements. Overall, our research makes two important contributions: first, it highlights the value of a critical discourse lens in business ethics research to show how business and other stakeholders in the field construct and shape their own and other's ethically-laden understanding of reality; and second, it presents a case for considerable scepticism about the motivation of (Australian) business to employ the freedoms made available to it under neo/liberal discourse to confront a key human rights challenge. Gambling is commonly associated with social and economic disadvantage. In this paper we examine the impact of gambling on homeownership, using Australian panel data. We find that gambling is associated with a lower probability of homeownership. Specifically, our endogeneity corrected estimates show that an increase in problem gambling is associated with between 1.6 and 1.8 percentage point decrease in the probability of owning a home depending on the model. As the university student body becomes more diversified and students' lives less linear, student retention carries increased importance for universities, including the conversion of deferrers and the re-enrolment of leave-taking students. This paper is based on a broader research project which explored national patterns of deferral and leave of absence in Australia and the policies and strategies for re-engaging the students who defer or take leave. Through a mixed research design, the study explores the extent to which students are positioned at the centre of deferral and leave of absence policy, informed by relationship marketing concepts. This study suggests that many universities have moved towards greater consideration of student perspectives and individualised approaches to building a trustworthy and supportive relationship with deferral and leave-taking students, based on data analytics of individual students' information and circumstances. Understanding the drivers of student dropout from higher education has been a policy concern for several decades. However, the contributing role of certain factors—including student mental health—remains poorly understood. Furthermore, existing studies linking student mental health and university dropout are limited in both methodology and scope—for example, they often rely on small and/or non-representative samples or subjective measures, and focus almost exclusively on main effects. This paper overcomes many of these shortcomings by leveraging unique linked administrative data on the full population of domestic students commencing undergraduate studies at Australian universities between 2012 and 2015 (n = 652,139). Using these data, we document that approximately 15% of students drop out of university within their first academic year. Critically, students receiving treatment for mental health problems are 4.3 (adjusted) to 8.3 (unadjusted) percentage points more likely to drop out of higher education. This association remains in the presence of an encompassing set of potential confounds, and is remarkably uniform across segments of the student population determined by individual, family, and programme characteristics. Altogether, our findings call for increased policy efforts to improve student mental health and to buffer against its deleterious effects on retention. [ABSTRACT FROM AUTHOR]

This paper seeks to test the intra-city convergence of house prices using the comprehensive suburban house price and census data for a key Australian city. It applies the regression-based β-convergence test combined with spatial econometric models to examine the conditional convergence of house prices across 300+ suburbs in the Melbourne metropolitan area. This paper finds evidence of house price convergence when the econometric model controls for spatial effects and a few other suburban characteristics, such as population size, economic profile, education and employment profile, and crime rate. However, the convergence rate is found to be decelerated in the post-GFC periods. The estimation results suggest a faster convergence rate for units/apartments than for freestanding houses. There is also evidence of spatial effects, implying that house price growth in Melbourne suburbs is spilling over into the neighboring suburbs. These findings are expected to shed new light on understanding the residential real estate market and price dynamics within a city in the context of a developed nation and help design relevant housing policies. Current applications of Graph Neural Networks in citywide short-term crash risk prediction have been limited by a gridded representation of space, which restricts the network's capability to effectively capture the spatial and temporal dependency of crash occurrences. In addition, a grided representation does not match most geographic units used for administrative purposes, limiting the use of crash risk predictions by practitioners. This paper applies a gated localised diffusion graph neural network (GLDNet) model to compare the use of two alternative geographic units, Mesh Block (MB) and grid, to forecast locations where crashes are likely to occur in a future time window. The GLDNet relies on a graph-based representation of geographic units and a weighted loss function to address the sparsity of crash occurrences. The tests are performed using crash data from the City of Melbourne, Australia, over a period of one year. The predictions are made at six-hour intervals, and the results show that the GLDNet consistently outperforms baseline methods, with differences in prediction accuracy from 10% to 21% in relation to historical average and benchmark deep learning models. In terms of geographic units, the MB-based GLDNet performed better than its grid counterpart, with differences in prediction accuracy of up to 12.3%. The better performance stems from the underlying information attached to the MB units (i.e., land use) and the network properties (i.e., degree of centrality), which enhance the GLDNet capability to identify crash risk in both central and peripherical areas. Regarding its applicability, the MB-based GLDNet directly integrates with other data sources, which provides contextual information about crash hotspots that helps decision-makers develop police patrolling and rescuing strategies. The growing intellectual and policy debate around optimal approaches to diversity governance, particularly in relation to criticism of multiculturalism, is now entering a new phase characterised by advocating alternative conceptual and policy paradigms most notably interculturalism. Proposing a conceptual complementarity approach, rather than dogmatically oppositional stances, this paper approaches interculturalism as offering heuristic additive values to multiculturalism. As the paper shows, the Australian context indeed offers an optimal case study for conceptualising and engaging with interculturalism within an otherwise resilient multicultural framework. Australia's unique and strong multicultural ethos has combined with successful intercultural strategies at different levels of diversity governance, policy and practice across various sectoral terrains. This paper uses an online national survey to examine the public understanding of and attitudes towards multiculturalism and interculturalism as supposedly distinct yet interconnected policy tools relating to the ever-changing diversity governance agenda. The COVID-19 pandemic has caused extensive disruption to economies and societies across the world. In terms of demographic processes, mortality has risen in many countries, international migration and mobility has been widely curtailed, and rising unemployment and job insecurity is expected to lower fertility rates in the near future. This paper attempts to examine the possible effects of COVID-19 on Australia's demography over the next two decades, focusing in particular on population ageing. Several population projections were prepared for the period 2019–41. We formulated three scenarios in which the pandemic has a short-lived impact of 2–3 years, a moderate impact lasting about 5 years, or a severe impact lasting up to a decade. We also created two hypothetical scenarios, one of which illustrates Australia's demographic future in the absence of a pandemic for comparative purposes, and another which demonstrates the demographic consequences if Australia had experienced excess mortality equivalent to that recorded in the first half of 2020 in England & Wales. Our projections show that the pandemic will probably have little impact on numerical population ageing but a moderate effect on structural ageing. Had Australia experienced the high mortality observed in England & Wales there would have been 19,400 excess deaths. We caution that considerable uncertainty surrounds the future trajectory of COVID-19 and therefore the demographic responses to it. Young adults staying with parents is definitely a growing housing tenure in Australia. This paper, for the first time, unearths individual-level housing tenure choices of young Australians from the household-level data of owning/renting from the 2017 Household Income and Labour Dynamics in Australia survey. In addition to owner-occupation and private rental, the paper explores the influence of personal characteristics on two types of multigenerational co-residence: young adults who live with parents rent-free and pay board. The results show that, in Australia, young women are more independent in their housing tenure choices (i.e., owning and renting) in comparison to young men. There is a growing trend towards mature and high-earning young people living with parents for free, which might be explained by the aim of saving money to buy a house or investment property and also care arrangements for their elderly parents. Marital status has also a significant effect on housing tenure choices. Never married young adults prefer to live with parents either for free or pay board; while those divorced/separated or widowed prefer to rent privately to maintain their residential independency, after life circumstances changed. This study informs policy makers to provide more support to young adults in a fully or partly independent housing tenure (renting and paying board) in assisting them to climb up the housing career ladder—becoming a homeowner. In this guest editor's introduction to this thematic volume on the historical archaeology of Queensland, Australia, I briefly discuss some of the history and archaeology of Queensland in light of some of the major themes currently being investigated. Barriers and facilitators affecting the social activities of people with congenital physical and communication disabilities are well documented. However, little is known of their experiences of developing sexual and intimate relationships. This study conducted a systematic review of the literature to address this gap in knowledge. Ten online databases were searched for relevant papers between 1990 and 2014. In addition, hand searches of Augmentative and Alternative Communication Journal and the Sexuality and Disability Journal were conducted. Fifteen papers were identified and appraised. The thematic coding approach identified six principal themes. However, the content analysis revealed that the majority of the literature focused on the social needs of people with physical and communication disabilities. Despite evidence that people with disabilities are sexually active, there is little focus on the experiences of people with disabilities developing intimacy and expressing sexuality. The few references to sexuality in the relevant literature focused on protection from abuse, though some researchers called for improved counseling on sexuality and relationships, and improved access to sexual health services. Further research is required to focus on practical and theoretical outcomes to enhance social relationships and sexuality, and offer lovers who use AAC real advice in their search for intimacy. Antimicrobial stewardship (AMS) is well established in Australian hospitals. Electronic medical record (EMR) implementation has lagged in Australia, with two Healthcare Information and Management Systems Society (HIMSS) Stage 6 hospitals and one Stage 7 hospital as of September 2020. Specific barriers faced by AMS teams with paper-based prescribing and medical records include real-time identification of antimicrobials orders; the ability to prospectively monitor antimicrobial use; and the integration of fundamental point of prescribing AMS principles into routine clinical practice. There are few local guidelines to assist Australian hospitals and AMS teams beyond "out of the box" EMR functionality. EMR implementation has enormous potential to positively impact AMS teams through more efficient workflows and the ability to expand the reach and coverage of AMS activities. There are inevitable limitations associated with EMR implementation that must be considered. In this paper, four Australian hospitals share their experience with EMR roll out, AMS customisation and how they have overcome specific barriers in local AMS practice. [ABSTRACT FROM AUTHOR]

Information and Communication Technologies (ICTs) and by extension the Internet, have brought immense sociological transformations to humanity. Despite the development the Internet has brought to humanity, the Government of Papua New Guinea (GoPNG) has not lost sight of the fact that the use of ICTs and other related supporting devices are fraught with cybercrime and cyber insecurities that constitute challenges to global law enforcement agencies in PNG and other nations of the world. This paper reports the trends on victims of cybercrimes from 2001 to 2021 and presents an action plan for PNG. The data analysed in this study was explicated from the Internet crime reports published by the Federal Bureau of Investigation and National White Collar Crime Center (IC3). The data were analysed using descriptive statistics and XGraph component of the Statistical Package for Social Sciences' Population Pyramid. The results confirmed that the number of Internet users that were defrauded increased exponentially from 2016 to 2021. Results from the data explicated from the World Bank on Internet use, revealed that the population of Internet users in PNG and Australia will increase at a minimum rate of 1% to 2% for the next few years. These findings suggest that cybercrimes will be on the rise as the number of Internet users increase at 1% to 2% in PNG and Australia in the next few years. Uncrewed and autonomous marine vessels (UMVs) challenge the underlying paradigm of maritime laws and regulations. Yet UMVs are considered essential for safer, more efficient, and more effective maritime futures. There is a fundamental challenge facing industry and regulators about how to develop and support the nascent UMV industry while maintaining the safety and risk management principles and processes in legacy laws and regulations predicated on the conventional crewed vessel. This paper, drawing upon case studies of developer and operator experiences with Australia's maritime safety framework, argues for an "intent-based", flexible, and collaborative approach based on developers' and operators' experiences. The case studies show that ad hoc and bespoke regulatory pathways, utilising exemptions and discretions under Australian national laws, although problematic in terms of regulatory consistency and capacity to deal with scale, did allow for the trialling and deployment of two small UMVs. More importantly, the ad hoc approach facilitated information exchange between industry and regulators that is generating reforms and changes at the national level. Although focused on Australia, the findings are significant for maritime futures. It reveals a dialectical approach whereby maritime nations pragmatically work through the risks, standards, and processes that balance safety with facilitating local UMV industries, and in turn, this creates a body of knowledge to inform international reform processes. It also shows the importance of documenting and reflecting on the regulatory journeys of UMV pioneers as essential for safer, more efficient, and effective maritime industries that leverage the potential benefits of automation. This paper discusses the Australian boab tree and its potential for research as living historical archaeology. Boab trees play an important role in the economy, culture, and cosmology of Indigenous people in northwest Australia and continue to hold a powerful presence in the Kimberley region today. Working with Nyikina and Mangala Traditional Owners we have undertaken to document examples of this iconic tree and its cultural and historical associations, particularly in the form of carvings and inscriptions embedded in the bark. Focusing on four individual trees located in the Kimberley region of northwest Australia, we propose that the modification of boab trees, as a practice undertaken by both Indigenous and non-Indigenous people, offers important insights into the everyday lives and historic events that shaped this cultural landscape. Force majeure circumstances, such as those witnessed in the COVID-19 pandemic, have been used to justify new technologies of governance as policy-makers around the world began to realise the magnitude of the problem and its political implications. In Australia, the coronavirus crisis focussed attention on the vital role education plays in society and was used as an opportunity by policy-makers to reinforce an agenda that, over the past two decades, has tied education policy-making to the economy and 'national interest'. Indeed, Australia's growing federal involvement, with respect to schooling policy was continued in the pandemic as the Australian Prime Minister (PM) created a national cabinet to deal with the crisis, consisting of the PM and state and territory leaders. However, despite the ongoing ambition of a national policy agenda pursued by federal policy-makers, fault lines appeared. Informed by Foucauldian notions of discourse, governmentality and biopolitics, this paper explores how Australia's federal Coalition government endeavoured to manage the population at the outset of the pandemic and subjectified teachers as responsible in the service of the economy. While COVID-19 was a crisis in search of a narrative, federal policy-makers experienced pushback as state and territory leaders assumed control and teachers refused subject positions. Investigating individual level-Indigenous identification change by Aboriginal and Torres Strait Islander Australians has been enabled through the linkage of census data across time. This study focusses on the population who moved from an identification of Indigenous in the 2011 census to not Indigenous in the 2016 census. We calculated transition probabilities for a range of personal characteristics to investigate the influence of broad life-course transitions on the pattern of identification change. In addition to age, we found that sex, employment, mixed ancestry, interstate migration, and living arrangements had the strongest associations with the risk of a transition to not Indigenous. The highest transition probabilities were at each end of the adult life-course and the role of “not stated” was implicated, destabilising assumptions that decisions to identify as Indigenous, or not, always reflect personal agency. Finally, the paper challenges the adequacy of an origin-based identity question to define the increasingly complex ethnic histories of Aboriginal and/or Torres Strait Islander people. Both improved definition and enumeration of Indigenous Australians are fundamental to current national conversations about constitutional recognition and continuing gaps in measured health and wellbeing. Disadvantage in schooling is often constructed as a crisis in need of fixing. Global policy reforms tend to emphasise that solutions for disadvantage often lie beyond the capacity of the state, necessitating private/philanthropic intervention. This paper seeks to contribute to this line of analysis by investigating the rise of philanthropy in Australian public schooling. Our analysis focuses on the intermediary organisation, Schools Plus, which works to connect donors to disadvantaged public schools. Through qualitative content analysis and stakeholder interviews we demonstrate how philanthropy has come to be seen as a solution to the complex problem of disadvantage, or more specifically in this case, the perceived inadequacies of public education provision. The consequence of this, we suggest, is the changing of responsibility for addressing disadvantage from government to individual schools that have been able to establish an entrepreneurial culture to market their disadvantage. In this paper, we compare reparation policies in Australia and Argentina. We analyse the difference between the reparations given by their respective governments to the Argentinian victims of the 'Dirty War' and to the 'Stolen Generations' in Australia. The aim of this paper is to compare the experience of victims in Argentina and Australia in relation to reparations to demonstrate that using only one type of reparations, either material or symbolic, is unsatisfactory for victims and does not repair the harm done. We also argue that the timing and the context in which reparations are offered can play a role in the victims' satisfaction with the governments' reparation policies. [ABSTRACT FROM AUTHOR]

An affordance 'refers to the fact that the physical properties of an object make possible different functions for the person perceiving or using that object' (Sellen and Harper in The myth of the paperless office. The MIT Press, Cambridge, ). Historically, authors, publishers and editors have preferred to check and mark up hard-copy page proofs because it has been easy and flexible to read, cross-reference and annotate. Ironically, changes to the physical properties of computer hardware, as well as improvements to software such as Adobe Acrobat, are eroding our nostalgic preference for paper mark-up and highlighting paper's inherent limitations. This article compares the affordances of paper in regard to editorial mark-up with those of digital, and demonstrates how digital affordances have impacted positively on editors' workflow within educational publishing's highly pressured production process. Specifically, how authors are supplied with complete electronic copy from previous editions and how editors perform their paperless mark-up. [ABSTRACT FROM AUTHOR]

Australia has seen a significant rise in the use of Robotic-Assisted Surgery (RAS), with general surgery being the fastest-growing field in this technology. The proportion of general surgical RAS has grown from 1% to 17% of all RAS between 2008 and 2023 in Australasia. As of May 2023, there were 162 robotic platforms in Australasia, with 26 of them in the public sector. As the cost of establishing RAS decreases over time, public hospital robotics systems are expected to become more accessible. Despite the increasing demand, many specialties, including general surgery, do not have an agreed RAS curriculum for trainees. It is imperative for Australia to develop its own curriculum akin to our overseas colleagues to match this growth. [ABSTRACT FROM AUTHOR]

Previous research has indicated that healthcare support for sexuality after spinal cord injury appears to be neglected or inadequately provided. The perspectives of people living with spinal cord injuries regarding what is lacking and what support they would like to be provided, and why, has yet to be explored. This paper uses critical theory to explore how societal constructs of sexuality and disability shape how sexuality is supported after a spinal cord injury. To do this, we conducted in-depth semi-structured interviews with 11 people with a spinal cord injury from Australia, the United Kingdom, and the United States. We drew from the works of various critical disability theorists to analyze what discourses underpinned the experiences people with spinal cord injuries had when receiving sexuality support. Analysis suggested that the following discourses were apparent: (1) broken bodies require repair, (2) sex is penetration, ejaculation then reproduction, and (3) sexual autonomy is required. Findings indicated healthcare professionals need to recognize people with spinal cord injuries as sexual beings with a diverse range of desires, lives, relations, and bodies. Provision of individualized comprehensive high-quality sexuality support is therefore warranted. Many nineteenth-century Chinese migrants to Pacific Rim countries died far from their home villages. Diverse approaches were adopted to mark graves, possibly anticipating the subsequent, culturally important, repatriation of their bones. This paper evaluates the morphology of grave markers from eight northeast Australian sites and considers reasons for the variations. Physical appraisal of each site was undertaken and, where they exist, cemetery records and allied documentation examined. In an unusual departure from the norm the inscriptions on most identified grave markers rarely indicate date of death. The seemingly meticulous attention to grave identification in some areas contrasts with others where markers are absent. This study indicates divergent approaches to identification and recording of individual graves over time and place. Rather than indicating full-fledged ethnogenesis, wherein Australian Chinese developed new cultural practices, these behaviors suggest that ca.1870–1930 was a transitional period, during which extant cultural processes were adapted to meet immediate needs. The Australian government's response to the Millennium Drought (1997–2010) has been met with praise and contestation. While proponents saw the response as timely and crucial, critics claimed it was characterized by government overreach and mismanagement. Five months of field research in farm communities in the Murray Darling Basin (MDB) identified two dominant discourses: administrative rationalism and a local community-based discourse I have termed community-centrism. Administrative rationalism reflects the value of scientific inquiry in service to the state and is the dominant research-based problem-solving model used by water and natural resource agencies (Dryzek in The politics of the earth: environmental discourses, Oxford University Press, 2013; Colloff and Pittock in Aust J Water Resour, 23(2):88–98, 2019). Community-centrism was identified through discussions with farmers and represents a bottom-up approach to environmental planning and management that seeks to incorporate local knowledge, planning, and direct participation. This investigation reveals how discourses define problems and policy choices. While market-based government interventions were likely necessary to address the crisis in the MDB, community-centred responses could have enhanced the government’s capacity to respond to problems. This paper argues that the long-term sustainability of water management in the Basin will require a reorientation on the part of farmers, academics, and governments to develop a community-centred approach to water policies impacting agriculture. A wildfire, an unplanned fire that is mainly uncontrolled and originates in combustible vegetation in rural or urban settings, is one of the most pervasive natural catastrophes in some areas, such as Siberia, California and Australia. Many studies, such as standard reviews, have been undertaken to look into the works of literature on wildfires or forest fires and their effects on aquatic and terrestrial ecosystems. Regrettably, conventional literature reviews failed to identify the important researchers, evolving complexities, emerging research hotspots, trends and opportunities for further research on the ground of wildfire study. The present study employs bibliometric analysis to investigate this study area qualitatively and quantitatively. The Scopus database systems and Web of Science Core Collection yielded 78 qualifying papers, which were then evaluated using Biblioshiny (A bibliometrix tool of R-studio). According to the statistics, the discipline is expanding at a pace that is 13.68% faster than average. So far, three key periods of transformation have been documented: preliminary evolution (8 articles; 1999–2005), gentle evolution (14 articles; 2006–2013) and quick evolution (56 articles; 2014 to 2021). Forest Ecology and Management and Science journals have the highest number of publications, accounting for 7.70% of total wildfire-related articles published from 1999 to 2021. However, recent data indicate that investigators are shifting their focus to wildfires, with the term 'Australia' having the highest frequency (91) and 'wildfire' having the second highest (58) as the most appeared keywords. The present study will provide a foundation for future research on wildfire incidence and management by receiving information by synthesising previously published literature in Australia and around the world. We promote a view that more attention should be given to the freight sector in order to recognise that many initiatives designed to impact on passenger travel do also impact on the performance of the movement of freight vehicles and hence the ability to distribute commodities from the locations in which they are generated. This paper develops a practical freight demand model system and applies the models within an integrated passenger and freight model system for the Greater Sydney Metropolitan Area using a distance based charge for trucks and cars as a way of highlighting the importance of not ignoring truck traffic when assessing road pricing reform in the car passenger sector. Many of the European migrant populations which settled in Australia in the three decades after World War Two are now much older, and their aged care and health care needs are changing. While there is a considerable literature on individual aspects of ageing in many migrant groups (particularly as it pertains to culturally appropriate aged care), little research attention has been given to population aspects of ageing and its implications. The aim of this paper is to address this lacuna by presenting projections of Australia's Europe-born older migrant population from 2016 to 2056. The population projections were created by a cohort-component model modified to accommodate multiple birthplace populations. Findings show the older Europe-born population is projected to experience a slight increase over the next few years, reach a peak of just under one million in the early 2030s, and then undergo a gradual decline thereafter. The Europe-born share of Australia's 65+ population will fall, from 25.5% in 2016 to 10% by 2056. Populations born in Western and Southern Europe are likely to decline throughout the projection horizon while, the Northern Europe-born and Ireland-born older populations are projected to grow continually. The populations born in the UK and South Eastern Europe initially grow before decline sets in. To a large extent the future population size of these older migrant groups will be the result of cohort flow. Wetlands around the world provide crucial ecosystem services and are under increasing pressure from multiple sources including climate change, changing flow and flooding regimes, and encroaching human populations. The Landsat satellite imagery archive provides a unique observational record of how wetlands have responded to these impacts during the last three decades. Information stored within this archive has historically been difficult to access due to its petabyte-scale and the challenges in converting Earth observation data into biophysical measurements that can be interpreted by wetland ecologists and catchment managers. This paper introduces the Wetlands Insight Tool (WIT), a workflow that generates WIT plots that present a multidecadal view of the biophysical cover types contained within individual Australian wetlands. The WIT workflow summarises Earth observation data over 35 years at 30 m resolution within a user-defined wetland boundary to produce a time-series plot (WIT plot) of the percentage of the wetland covered by open water, areas of water mixed with vegetation (‘wet’), green vegetation, dry vegetation, and bare soil. We compare these WIT plots with documented changes that have occurred in floodplain shrublands, alpine peat wetlands, and lacustrine and palustrine wetlands, demonstrating the power of satellite observations to supplement ground-based data collection in a diverse range of wetland types. This paper presents a review of the key Australian legislation passed between 2009 and 2019 targeting outlaw motorcycle gangs (OMCGs). It identifies the key similarities and differences across the reforms and provides examples of the legislation being used to disrupt serious and organised crime activity by OMCGs. It also presents some of the barriers to effective enforcement of the legislation. There is limited information about the use and effectiveness of the legislation. The paper considers some of the objections raised in respect of these measures and suggests future directions for responding to OMCG-related crime. [ABSTRACT FROM AUTHOR]

In an era where higher education institutions appear increasingly committed to what Sara Ahmed calls 'speech acts' whereby declared goodwill, through stated commitments to diversity, equity, and increasing Indigenous student enrolment and completion have been made; it is undeniable that Indigenous academics are in high demand. With fewer than 430 Indigenous academics currently employed here on the continent now commonly referred to as 'Australia', and 69% of that cohort identifying as female, what does it look like to experience this demand as an Indigenous academic woman? Drawing on data collected from a Nation-wide study in 2019 of 17 one-on-one, face-to-face interviews with Indigenous academic women, using Indigenous research methodologies and poetic transcription, this paper explores the experiences and relational aspects of Indigenous academic women's roles in Australian higher education.
