Introduction: There are lapses in Nigeria's data ecosystems with the consequences of imprecise and inaccurate data on humanitarian crises limiting accurate interventions. Therefore, we examined the data targeting processes in the humanitarian sector of Northeast Nigeria and the ethical concerns that arise when such data is collected and used to advance understanding and improve humanitarian protection systems. Methods: The fieldwork was done in two phases in Maiduguri Borno, North-East Nigeria, between 2021 and 2022. This period was selected because it was the climax of IDP camps in the Northeastern part of the country. Maiduguri was selected for the study because it is the capital of Borno state which is the epicenter of insurgency and internal displacements in Nigeria. Hence, a lot of the most vibrant IDP camps in Nigeria were in Maiduguri for care and security reasons. Fifty in-depth interviews were conducted among the displaced persons across five camps. We also interviewed twenty stakeholders and practitioners working with IDPs to understand Nigeria's data-based humanitarian contexts of internal displacement. The interviews were tape-recorded and transcribed verbatim by a language expert. The data were coded, and content analyzed to provide context and explore significant operational and ethical issues in data-driven humanitarian protection. Results: There are discrepancies in the definition of vulnerability in data gathering, putting into question how targeting is carried out to identify vulnerable people and its implications for exclusion. Different data banks and reliability issues across institutions and actors make room for a multiplicity of data and problematic synergy relative to data and ethics. Inconsistent ethical systems guide data gathering and utilization in IDP camps; for instance, there are ineffective norms of recording and securing informed consent during data gathering. States, partners, and IDP camps confront debilitating capacity gaps and equipment deficits that make updated data gathering, storing, retrieval, and utilization. Paper and digital data storage processes were often used with restricted access to only a few key stakeholders. There is vast data expropriation without standard recourse to justice and beneficence as ethical procedures in the humanitarian data space of northeastern Nigeria as a microcosm of Sub-Saharan African realities. Conclusion: There are enormous implications for effective and efficient targeting processes and outcomes, strategic inclusion, and ethical practices in conflict management, humanitarian interventions, and internal displacement in sub-Saharan Africa. Since the first issue of the International Journal of Biometeorology in 1957, a total of 135 papers have reported on research in or of African countries. The majority of these have been on topics of animal biometeorology (36%), and the greatest proportion (24%) are situated in Nigeria. There has been a considerable increase in papers on African biometeorology since 2011, with those from this past decade accounting for 58% of all African papers in the journal. This occurs concurrent to an increase in the total number of papers published in the journal, driven by a move to the Editorial Manager system. While 66% of the papers on African biometeorology in the journal are authored by at least one person with an affiliation in the African continent, only 15 African countries are represented in the total authorship. As much of the African continent is projected to experience climatic changes exceeding the global mean, as much of the region is involved in animal and plant farming, and as seasonally-fluctuating and climatically affected diseases are common place, this low representation of work in Africa is surprising. This points to the need for greater awareness among African researchers of the discipline of biometeorology, greater involvement of African biometeorologists in International Society of Biometeorology and Commission meetings, and the inclusion of a greater number of African academics in the review process. This would be beneficial to the Society in increasing diversity and encouraging a more cosmopolitan engagement, and to the recognition of scientific development in African countries. Background: Anthrax is a zoonotic disease that is still regarded as a public health issue in developing nations. This paper aims to discuss the epidemiology of anthrax in Africa, the current outbreaks in Ghana and Nigeria, clinical presentations, diagnosis, and treatment of anthrax, challenges associated with the transmission of the disease to both countries and recommendations to reduce this current outbreak and curb future outbreaks in Africa. Online databases (PubMed, and Google Scholar) and Nigeria Ministry of Agriculture report were used to provide detailed information on the paper. On June 1, 2023, two suspected human cases of anthrax were reported, via a letter sent to all stakeholders in the country, with one death in Binduri District, Upper East region of Ghana. The cases were due to the consumption of dead cattle. Four cattle were reported dead at the time, and eleven suspected human cases were identified through contact tracing. Afterward, on July 17, 2023, the Federal Ministry of Agriculture and Rural Development of Nigeria announced the first case of anthrax disease in Nigeria. The National Veterinary Research Institute confirmed the case from samples collected from a suspected livestock farm in Niger State, Nigeria. No human case has been reported. Short conclusion: Anthrax poses significant challenges to public health and requires cooperation between nations, especially in regions like Ghana and Nigeria, where animal movement and ecological changes can impact disease transmission. Challenges attributed to the spread of anthrax in both countries were discussed, focusing on the role of government and the general public in addressing this public health concern. Given the endemicity of certain transboundary animal diseases such as anthrax in sub-Saharan Africa, the control of animal movement across intra- and international borders in the region needs to be tightened. Regulations governing the transboundary movement of animals should be based on the World Organisation of Animal Health Terrestrial Code and should be strictly enforced to prevent ongoing and future outbreaks in Africa. Indigenous communities worldwide have cultivated and preserved invaluable ecological knowledge on biodiversity conservation long before the formalisation of scientific inquiry. Rooted in familial intimacy with nature and an acute ability to discern subtle micro-changes, these communities profoundly understand the patterns and processes shaping their natural world. In Nigeria, a nation boasting diverse indigenous peoples and rich biodiversity, this unique knowledge system finds limited recognition within the current legal framework on biodiversity conservation. In response to the persistent decline of biodiversity within and beyond protected areas in the country, the paper argues for a shift grounded in integrating indigenous ecological knowledge(I.E.K) into the existing laws and policies on biodiversity conservation. The findings of this paper demonstrate the need for a transformative change- one demanding a fundamental reorganisation in the design, implementation, and enforcement of biodiversity policies in the country to prioritise the rights and agency of indigenous peoples and local communities in biodiversity policies. It submits that by acknowledging and incorporating indigenous knowledge into legal frameworks, the country can effectively combat biodiversity loss and foster a more inclusive, sustainable approach that aligns with the vision of the country and the global conservation goals. Reporting adverse drug reactions (ADRs) is fundamental in improving medication safety. Community pharmacists (CPs) being the first point of contact for individuals seeking healthcare in a community, play a significant role in ADR reporting. However, this has been poorly implemented in many countries including Nigeria. This paper aims to explore stakeholders' perspectives on current reporting practices and suggest ways to enhance ADR reporting among CPs in Nigeria. This qualitative study employed a purposive sampling approach to identify key informants. Key informant interviews (KIIs) were conducted with 25 carefully selected pharmacists, using a semi-structured interview guide between July 2023 and August 2023. The interview transcripts were analyzed using a thematic content approach. While a low ADR reporting trend was observed among all participating pharmacists, it was notably higher among those with less than five years of experience. The main barriers to ADR reporting, as identified by the interviewed community pharmacists were lack of awareness and knowledge, absence of motivation, and insufficient feedback from National Agency for Food Drug Administration and Control (NAFDAC). Training and awareness campaigns were the most frequently suggested methods for improving ADR reporting. Other proposed strategies included providing motivation, regular feedback, establishing mandatory reporting, and simplifying the reporting process. The study has highlighted the suboptimal ADR reporting practices among CPs in Anambra state. It underscores the significance of training, sensitization, advocacy, and other related interventions as pivotal means to enhance ADR reporting in this group. Increased urbanization and population lead to increased consumption of manufactured goods. This ultimately results in increased production of waste. Identifying its composition is crucial for planning an effective solid waste management strategy. This study assesses the characteristics and composition of the waste generated within the Uyo Capital City Development Area of Akwa Ibom State, Nigeria. This is to aid in developing a scientifically supported waste management pilot system for the state. Direct waste sorting and characterization were conducted on the municipal solid waste arriving at the landfill during the study period. Over 50% of the generated wastes are recyclables and composed of plastics, metals, and paper, while the fraction of organic waste is over 30%. Similarly, the waste generation per capita is 1.34 kg/person/day, while the generation forecast over the next ten years is estimated to increase by approximately 40%. Furthermore, over 9,000 surveys were completed by residents to establish a problem statement about the existing waste collection and disposal system, and possible solutions. Importantly, a majority of survey respondents were willing to source-separate their wastes and supported paying a fee for adequate waste collection. This strongly indicates that an integrated waste management system could be established to generate value from the collected waste. Groundwater resource plays a central role in every sector of life globally. Unfortunately, the roles of groundwater are often unappreciated in many parts of the world, especially in developing nations. The paper applied a combined geo-electrical method and hydrochemical analysis alongside physical surveys to investigate aquifer promising zones, the quality and the source of water supply in the selected regions. The geo-electric resistivity data were used to select the most aquifer-promising zone for groundwater development with a key interest in groundwater potential and aquifer overburden protective capacity overlying the water-bearing unit. Seventeen (17) vertical electrical sounding (VES) acquired in four regions reveals that the regional weathered/fractured unit which constitutes the aquifer unity extends from 13.4 m to 41.3 m in depth with the subsurface resistivity value varying between 53 Ωm–1013 Ωm in terms of resistivity values. The overburdened thickness (protective soil layers) stretches from 2.5 m to 13 m with a resistive layer of resistivity values ranging from 111 Ωm to 2877 Ωm, which could provide high aquifer protective cover for the regional groundwater systems. The computed aquifer transmissivity and hydraulic conductivity range from 0.54 m 2 / h –15.85 m 2 / h , and 0.95 m/day–9.19 m/day, respectively. The estimated average longitudinal conductance (0.2 moh) reveals that the regional groundwater systems are moderately protective against surface contaminants. In addition, the physicochemical water analysis was examined, which exposes the level of heavy metals (HMs) compositions in the regional groundwater systems and the possible public health risks compared to WHO permissible drinking water limits. The sample water from the Rivers had the highest concentration of HMs (0.089 mg/I–2.012 mg/l), followed by the hand-dug wells (HWDs) (0.033 mg/l–1.555 mg/l) and the lowest in the borehole (0.011 mg/l–0.511 mg/l). In contrast, the borehole water sample shows a moderation where the HMs presence falls within the WHO standard for drinking water. The outcomes of the study show that 63% of the investigated region consumed water with a high concentration of HMs above the WHO permissible standard allowance for drinking water, while only 37% took water that falls within the WHO permissible standard. In conclusion, the study showed significant impacts of anthropogenic activities on the regional water quality, which provides vital information about the regional groundwater systems and the quality of water supply for adequate groundwater development and sustainability. Domestic monetary conditions are often cited as a driver of monetary stimulus. This paper estimates an oil price augmented forward-looking reaction function for Nigeria's unconventional monetary policy. It investigates its short-run and long-run asymmetric sensitivity with respect to the expected inflation, output gap, and oil price using data over the period 1995Q1 to 2021Q2. The results suggest that the Central Bank of Nigeria has an asymmetric reaction function and largely reflects oil price shock when taking decisions on the use of unconventional measures (credit easing policy). This finding confirmed the preference and reaction function of the monetary policy toward assessing the current stance and the future direction of monetary policy. Under what conditions do incumbents support, tolerate, or try to rein in armed groups within their borders? The paper argues that incumbents strategize toward armed groups in ways that help them manage the ruling coalition and remain in power. I find that incumbents support armed groups in provinces where provincial politicians have defected from the ruling coalition to opposition parties, recruiting armed groups to deliver the province in national elections with fraud and violence and punish elite defectors. Where incumbents are not fighting to keep provinces in the ruling coalition, I show that they tolerate non-dissident groups that enjoy social contracts with local communities, and try to contain their dissident counterparts. Incumbents are likely to repress predatory armed groups, dissident and non-dissident alike. Doing so helps boost elite and mass support for incumbents and project central government power into the province. The argument was inductively built with comparative case studies from Nigeria and then evaluated in Kenya. Soft computational algorithms enhance the understanding, prediction, and classification of engineering and environmental problems. In Nigeria, works that have used these techniques in modeling soil erodibility are scarce. In this paper, several soft computing methods were integrated to assess and model the geotechnical and geomechanical characteristics of gully soils in Southeast Nigeria. Standard methods were employed for soil geotechnical analysis. Relationships between geotechnical parameters were estimated using R-type hierarchical clustering (HC), principal component analysis (PCA), and factor analysis (FA). Soil erodibility in the area was classified using Q-type HC and K-means clustering (KMC) algorithms. Moreover, gradient descent-optimized multilayer perceptron (GD-MLP) and multiple linear regression (MLR) models were developed to simulate and predict the soil properties, including fines %, sand %, gravel %, plasticity index, cohesion, and friction angle. This research indicated that: (1) all the analyzed soils have moderate–high erodibility characteristics, with high erodibility tendency predominant; (2) the PCA, FA, and R-type HC effectively captured the relationships of the geotechnical variables; (3) the Q-type HC and KMC models produced moderate and high erodibility clusters at 1:4 ratios; and (4) with low modeling errors, the MLR and GD-MLP accurately predicted the soil properties. However, overall, the MLR models (with R2 range of 0.976–1.000) outperformed the GD-MLP models (with R2 range of 0.924–0.998 and area under curve range of 0.900–0.948). Background: This paper presents a comprehensive analysis of the issue of wastewater due to oil spills and pollution in the Niger Delta region of Nigeria, which has led to significant environmental and socioeconomic consequences for local communities. The study employed a secondary data collection approach, drawing on various sources, including published research articles, reports, official records, and satellite imagery. Through a systematic review and synthesis of the available literature, the paper identified key challenges, mitigation and remediation strategies, policy recommendations, and areas for future research. The findings of this study revealed that the existing regulatory framework has not been fully effective in preventing and addressing oil spills and pollution in the Niger Delta region due to factors such as weak enforcement, inadequate resources, and overlapping responsibilities among regulatory agencies. Moreover, existing measures for oil spill response, clean-up, compensation, and remediation have had limited success, leaving affected communities to continue suffering from the impacts of oil spills and pollution. Short conclusion: The paper highlights the potential of innovative approaches and technologies, such as advanced oil spill detection and monitoring technologies, bioremediation, and renewable energy, to enhance the effectiveness of mitigation and remediation efforts. Furthermore, the study emphasizes the importance of collaboration and cooperation among various stakeholders, including government agencies, oil companies, local communities, civil society organizations, and international partners, in addressing the challenges posed by oil spills and pollution in the Niger Delta region. Against the background of increasingly uncontrolled urbanization, neglect of informal settlements in urban land use and socioeconomic development planning process, this paper evaluates the spatial dynamics and socioeconomic-cum housing environment of the informal migrant settlement of Sabo, Ibadan. Geo-spatial data (Landsat imageries) were obtained from United States Geological Survey and Google earth pro to generate land use maps and analyze its dynamics between 1975 and 2015. The socioeconomic-cum-housing data were obtained through questionnaire administration to 280 sampled residents and or business operators using a multistage sampling procedure involving both random and accidental sampling, alongside direct observations. Resulting data were presented using tables, charts and pictures. The paper observes the changing land use types and pattern, particularly the general increase in residential (76%) and exponential increase in commercial land uses (172.7%) and the shrinking of open space/vegetation land uses, together with the concomitant environmental issues, especially in the housing environment. It also confirms the concentration of migrants in the area and their socioeconomic importance to the larger city, as well as recommends effective integration of the informal settlement into the city formal planning and environmental management framework. Climate change is recognised among the drivers of conflicts in developing regions but the growing studies on climate change–violent conflict nexus in Africa have paid little attention to the spatial dimension of the farmer–herder conflict in Nigeria. Existing studies have not explored the issue of climate change vulnerability regarding the farmer–herder conflict. Therefore, this paper contributes to the literature by examining the spatial dimension of the relationship between climate change and farmer–herder conflict vulnerabilities in Nigeria. Data were obtained from various secondary sources and the analyses were based on climate security vulnerability model. The study shows that the farmer–herder conflict is widespread across Nigeria but with significant spatial clustering and the hotspot is in the Middle Belt, especially in Benue State. The result of the regression model indicates that climate change vulnerability is the best predictor of the farmer–herder conflict in Nigeria but the effect is negative. This result implies that regions more vulnerability to climate change experience lesser farmer–herder conflict. The paper demonstrates that climate change could influence herders' migration pattern as the herders now move southward due to deteriorating environmental conditions partly caused by changing climate in the northern regions. Thus, it argues climate change is not necessarily the cause of the conflict because the change in the pattern of herder's migration does not automatically lead to climate change causing conflict. Migration is important but the mechanism establishing the migration–conflict nexus has to be explained by taking cognisance of identity differentials between herding groups and local communities. The categorization of public buildings is such that it covers all buildings that are accessible to the public; however, many public buildings that are either fully or partially privately owned usually undergo some form of cosmetic customization in an attempt to communicate the aspirations of the owners or occupants of the building or the space within the building to the users. This paper aims to examine the location and aspects of the buildings that are affected by cosmetic customization as they relate to the occupants and owners of the buildings. The study adopted mixed methods of qualitative and quantitative research approach, it used both a questionnaire and observation checklist to obtain data from the selected buildings and the respondents. Eleven public categories of public buildings were selected and 30 copies of the questionnaire were administered to each category. The data was analyzed using descriptive statistics from SPSS software and the results are presented in tables and charts. It was observed that a high percentage of the customization was undertaken within the building and the ceiling aspect of the interior was the most modified part of the building. The study concluded that cosmetic customization was undertaken in all of the public buildings examined, and this action helped project the image the owners wanted to put forward as their form of brand identity using the building. Adequate evaluation, monitoring, and prediction of groundwater resources are essential because humans heavily rely on groundwater for drinking, domestic, and industrial needs. The current study aimed at evaluating the quality of groundwater for drinking and industrial purposes in Awka and Nnewi urban metropolises (southeastern Nigeria) using indexical and artificial neural network (ANN) methods. The temperature of the studied groundwaters was found to range from 23 to 28 °C. The pH values revealed that the waters are acidic, though the groundwaters in Awka are acidic more than those in Nnewi. The majority of the analyzed physicochemical parameters (conductivity, total dissolved solids, Cl, SO4, HCO3, and Ca) examined were found to be below acceptable standard limits. In the metropolises, integrated water quality index (IWQI) classified over 75% of the groundwaters as unfit for drinking. Except for the Revelle index (RI), which classified 70% of the water samples within the Awka metropolis as slightly affected by salinization and 90% as strongly affected by salinization in the Nnewi metropolis, all other corrosivity and encrustation potential indices (Larson–Skold index (LSI), chloride–sulfate mass ration (CSMR), Langelier index (LI), aggressive index (AI), Ryznar stability index (RSI), and Puckorius (PSI)) utilized classified all the groundwater as having a high corrosivity. This demonstrates that the groundwaters in both metropolises have higher corrosion potential than encrustation potential. Additionally, the eight ANN models produced in this study function admirably. The ANN models performed well in the order IWQI > LSI > RSI > CSMR > LI > AI > PSI > RI according to R2 values. High performance of the models was validated by the R2, residual error, relative error, and sum of square error values. Background: The insatiable demand for rock supplies has enticed numerous building and construction enterprises to participate in stone quarrying. However, this has had an environmental impact on air quality. This paper examines the environmental impact of quarrying on air quality in Ebonyi State, Nigeria. To achieve the main aim of the study, an objective was set to detect air pollutants at the quarry sites. A total of 220 air samples were measured from six points around the quarry locations and recorded in situ for analysis. The samples were measured three times a day (morning, afternoon, and evening) for three days. Gas monitors were used to monitor air pollutants. The generated data were subjected to completely random design (CRD) sampling techniques. The separation of means and tests was performed using Fisher's Least Significant Difference (FLSD) at a significance probability level of 5%. Results: Based on statistical analysis, the findings detected significantly higher concentration levels of particulate matter, nitrogen dioxide, hydrogen sulphide, carbon monoxide, sulphur dioxide, chlorine, volatile organic compounds, ammonia, and hydrogen cyanide in the quarry areas than the value detected in the control area. The findings also confirmed higher noise levels in the locations. It was also observed that the concentration levels of the parameters differed from point to point and at different times of the day. This really means the occurrence of a high rate of air pollution in the study locations. Conclusions: Based on the above findings, it is highly recommended that, (i) if situation is not timely addressed, it will lead to a severe environmental disaster or hazard, as nobody selects the air he or she breathes; (ii) air pollution control equipment be installed in-situ at quarry sites where free air flow is available in order to reduce gaseous (pollutant) emissions, and (iii) the seasonal effects, meteorological parameters and time that were influenced by the activities of quarry should be put in check. Background: Social media platforms, especially Twitter, have turned out to be a major source of data repositories. They have become a platform that citizens can use to voice their concerns about issues that affect them. Most importantly, during the COVID-19 era, the platform was greatly used by governments and health organizations to sensitize people about the safety guidelines that they must adhere to so as to remain safe during the pandemic. As expected, people also used Twitter and other social media platforms to voice their opinions about how governments are handling the COVID-19 pandemic outbreak. Governments and organizations could, therefore, use these social media as a feedback mechanism that can help them know the view of the citizens about their policies. This could help them in making informed decisions about their policies. Aim: The aim of this paper is to explore the use of BiLSTM deep learning technique for sentiment analysis of COVID-19 tweets. Methodology: The study retrieved 197,327 tweets from the Nigeria Twitter domain using #COVID or #COVID-19 hashtags as keywords. The dataset was retrieved within the 1st month of COVID-19 vaccination in Nigeria, i.e., March 15–June 15, 2021. BiLSTM deep learning technique was trained using 789,306 sentiment annotated tweets obtained from Kaggle Sentiment140 tweet datasets. The preprocessed case study tweets were then used to evaluate the proposed model. Also, a precision of 78.26% and a recall value of 78.27% were also obtained. Results: With an accuracy of 78.29%, 98,545 (49.93%) positive sentiments and 98,782 negative sentiments (50.06%) were recorded. Also, a precision of 78.26% and a recall value of 78.27% were also obtained. However, the presence of outliers which are tweets not related to COVID but which used the hashtag was observed. Conclusion: This study has revealed the strength of BiLSTM deep learning technique for sentiment analysis. The results obtained revealed an almost balanced sentiments toward the pandemic with 49.93% positive disposition to the pandemic as compared to 50.06% negative disposition. This showed affirmed the impact of COVID vaccine in dousing citizen's tension when it was made available for public use. However, the presence of outliers in the classified tweets could be a pointer to the reason why aspect-based sentiment analysis could be preferred to sentence-based sentiment analysis. Metakaolin (MK) is one of the most sustainable cementitious construction materials, which is derived through a direct heating procedure known as calcination. Calcination process takes place substantially lower temperatures than that required for Portland cement, making it a more environmentally sustainable alternative to traditional cement. This procedure causes the removal of hydroxyl water from the naturally occurring kaolin clay (Al2Si2O5(OH)4 with MK (Al2O3·2SiO2) as its product. Kaolin naturally exists in large amount within 5°29′N–5°35′N and 7°21′E–7°3′E geographical coordinates surrounding Umuoke, Obowo, Nigeria. Alumina and silica are the predominant compounds in MK, which provide it with the pozzolanic ability, known as the 3-chemical pozzolanic potential (3CPP), with high potential as a cementitious material in concrete production and soil stabilization. Over the years, researchers have suggested the best temperature at which MK is derived to have the highest pozzolanic ability. Prominent among these temperature suggestions were 800 °C (3CPP of 94.45%) and 750 °C (3CPP of 94.76%) for 2 h and 5 h' calcination periods, respectively. In this research paper, 11 different specimens of Kaolin clay obtained from Umuoke, Nigeria, were subjected to a calcination process at oven temperatures from 350 to 850 °C in an increment of 50 °C for 1 h each to derive 11 samples of MK. The MK samples and Kaolin were further subjected to X-ray fluorescence), scanning electron microscopy (SEM) and X-ray diffraction (XRD) Brunauer–Emmett–Teller (BET) tests to determine the microstructural behaviour and the pozzolanic properties via the 3CPP as to exploit the best MK with the highest cementing potential as a construction material. The results show that the MK heated at 550 °C and 800 °C produced the highest pozzolanic potentials of 96.26% and 96.28%, respectively. The enhancement in pozzolanic potential at optimum calcination temperature is attributed to an increase in the specific surface area upon calcination of kaolinite confirmed by BET results. The SEM and XRD results further supported the above result with the strengthened crystal structure of the MK at these preferred temperatures. Generally, 550 °C is more preferred due to the less heat energy needed for its formulation during 1 h of calcination, which outperforms the previous results, that suggested 750 °C and 800 °C in addition to longer hours of heat exposure. Keeping purpose and targeted end-users in perspective, several water quality indices have been developed over the past decades to summarily convey water quality information to decision-makers and the general public. Industrial water quality is often analyzed based on the corrosion and scaling potentials (CSPs) of water. The commonly used CSP index parameters are chloride–sulfate mass ratio, Langelier index, Larson-Skold index, aggressive index, Ryznar stability index, and Puckorius scaling index. Simultaneous application of these index parameters often classifies a sample into multiple water quality categories, thereby introducing bias in assessment and decision-making. No previous numerical model integrated the CSP indices to provide a single, composite index value for a more unbiased interpretation of industrial water quality. Therefore, this paper proposes an integrated industrial water quality index (IIWQI) that integrates the six CSP index parameters for direct and concise assessment of industrial water resources. To achieve its aim, this research incorporated information entropy theory and soft computing techniques. The developed IIWQI was applied to water samples from southeastern Nigeria. Different classification groups were observed based on the six CSP indices. However, the IIWQI summarized the classifications of the water samples into three categories: Class 1 (28.57%, slight-medium corrosivity, significant scaling potential); Class 2 (46.43%, medium–high corrosivity, no scaling); and Class 3 (25.00%, high-very high corrosion, no scaling). Correlation analysis revealed the relationships between the physicochemical variables, CSP index parameters, IIWQI, and the entropy-based variability of the IIWQI. The spatiotemporal water quality groups were revealed by Q-mode hierarchical dendrograms. Multiple linear regression and two multilayer perceptron neural networks accurately predicted the IIWQI. Security threats posed by Ponzi schemes present a considerably higher risk compared to many other online crimes. These fraudulent online businesses, including Ponzi schemes, have witnessed rapid growth and emerged as major threats in societies like Nigeria, particularly due to the high poverty rate. Many individuals have fallen victim to these scams, resulting in significant financial losses. Despite efforts to detect Ponzi schemes using various methods, including machine learning (ML), current techniques still face challenges, such as deficient datasets, reliance on transaction records, and limited accuracy. To address the negative impact of Ponzi schemes, this paper proposes a novel approach focusing on detecting Ponzi schemes on Ethereum using ML algorithms like random forest (RF), neural network (NN), and K-nearest neighbor (KNN). Over 20,000 datasets related to Ethereum transaction networks were gathered from Kaggle and preprocessed for training the ML models. After evaluating and comparing the three models, RF demonstrated the best performance with an accuracy of 0.94, a class-score of 0.8833, and an overall-score of 0.96667. Comparative evaluations with previous models indicate that our model achieves high accuracy. Moreover, this innovative work successfully detects key fraud features within the Ponzi scheme dataset, reducing the number of features from 70 to only 10 while maintaining a high level of accuracy. The main strength of this proposed method lies in its ability to detect clever Ponzi schemes from their inception, offering valuable insights to combat these financial threats effectively. Background: Staphylococcus aureus (S. aureus) is a bacterium of public health importance. The zoonotic spread of this pathogen through animal-derived foods has been reported. This systematic literature review investigates the prevalence, distribution, antimicrobial resistance (AMR) profiles, and molecular characteristics of S. aureus in the food chain in Nigeria. Methods: A systematic search of online databases (Pub Med, Google Scholar, and Web of Science) for published articles from January 2002 to January 2022 was performed using the Prisma guideline. Results: Fifty articles were included from an initial 511 extracted documents. These papers included research carried out in 22 states across Nigeria. S. aureus detection in most studies was above the satisfactory level for foods (≥ 104 CFU/g). The prevalence of S. aureus ranged from 1.3% in raw cow meat to 72.5% in fresh poultry meat. Most S. aureus isolates demonstrated multiple drug resistance patterns, especially being resistant to beta-lactams. There is a lack of information on the molecular typing of the S. aureus isolates. The different spa types of S. aureus isolated were t091, t314, t1476, and t4690, categorized into Multi-Locus-Sequence Types ST8, ST121, ST152, and ST789. Virulence genes detected include pvl, sea, see, spa, coa, edin, tsst, and hly. Certain AMR-encoding genes were detected, such as mecA, blaZ, fos, tet, and dfsr.. Factors contributing to the presence of S. aureus were reported as poor processing, poor sanitary conditions of the food processing units, inadequate storage units, and poor handling. Conclusion: We showed that S. aureus is a major food contaminant in Nigeria despite the need for more information on the molecular typing of strains from animal-derived food sources. The rising cases of floods and the onset of drought in different parts of Nigeria require urgent attention particularly because Nigeria accommodates the largest population in Africa, hence any negative climate impact on it can easily ripple into other African regions. To understand the risk factors that drive these extreme events, we study the bivariate extreme cases of monthly precipitation and temperature observations over a period of 116 years (1901–2016). This is the first paper providing bivariate extreme value analysis of data in Nigeria. The mean rainfall and temperature variables exhibit interrelationships such as dry-cold and wet-cold associations. We further investigate whether these relationships are present at the tails by making use of the annual minimum rainfall-annual minimum temperature and annual maximum rainfall-annual minimum temperature pairs. Their extreme dependence structures are also quantified by applying the parametric bivariate extreme value models. Our results show that the compound extremes of dry-cold and wet-cold conditions exhibit a zero to weak extreme dependence at varying quantile levels. A much stronger dependence structure is present between the annual maximum rain and the total volume of rainfall. By considering both independent and dependent probability assumptions, we show that the former may lead to an underestimation of the risks associated with existing climatic hazards. Metal contamination in shallow wells through solid waste leaching is a serious environmental problem with contribution to global cancer cases. This paper evaluated the health risks of metals in shallow wells around dumpsites in the Abeokuta metropolis, Nigeria. Five dumpsites were purposively selected to sample twenty-five shallow wells. In situ and laboratory analyses for physico-chemical parameters, copper, lead, cadmium, iron, and chromium were conducted following the APHA standard procedure. Carcinogenic and non-carcinogenic risks for oral and dermal routes were evaluated for adult males and females, children, and infants. Findings revealed that all wells were acidic (pH = 5.82–6.48), with Fe and Cd concentrations above the established limits. The wells around Obada, Obantoko, and Saje dumpsites had high EC (up to 1200 µS/cm), Cu, and Pb concentrations above the permissible limits. Non-carcinogenic risks for oral ingestion were significant for all age groups (hazard index: HI > 1), and the significance level across dumping areas increased in the order: Saje > Obantoko > Obada > Idi-aba > Lafenwa. All wells assessed in Saje and Obantoko recorded significant HI of dermal exposure for children and infants. Cancer risks were significant for all age groups (CR > 1.0E − 04), and metal contributions followed: Cd > Cr > Pb. The overall trend of significant risks for non-carcinogenic and carcinogenic via oral and dermal routes is in the order of infant > children > adult female > adult male. A speaker identification framework that combines both high- and low-level features, for state-of-the-art variability analysis and classification is proposed in this paper. The proposed framework introduces a workable solution that targets robust speaker variability classification using speech samples recorded in suboptimal conditions. A translated Ibibio (New Benue-Congo, Nigeria) version of "The Tiger and the Mouse"—a prosodically balanced corpus that demonstrates the prosody of read-aloud English was used in this study with speech samples obtained from 50 participants (25 males and 25 females). Identity-vectors (i-vectors) or low dimensional signal patterns were extracted and used as baselines for investigating speakers' variability patterns across various classifiers (Decision Tree: DT, Support Vector Machine: SVM, k-Nearest Neighbour: k-NN, and Deep Neural Network: DNN) and kernels. Treatment of the baselines with high level features (speech duration, F0, intensity) was also experimented for word, syllable, and phoneme units. Results obtained revealed that DTs and some variants of SVM gave high classification accuracies (above 70%). Hence, the hypothesis of universal Gaussianity appears inexact, as the linear predictor that is optimal in the mean square error sense may not hold for Ibibio. Further treatments of the baselines with Linear Discriminant Analysis (LDA) and Cosine Distant Scoring (CDS) yielded very poor classification results, except for the k-NN and Gaussian SVM classifiers which performed well for the LDA treated baselines. The use of real decision-making incentives remains under debate after decades of economic experiments. In time preferences experiments involving future payments, real incentives are particularly problematic due to between-options differences in transaction costs, among other issues. What if hypothetical payments provide accurate data which, moreover, avoid transaction cost problems? In this paper, we test whether the use of hypothetical or one-out-of-ten-participants probabilistic—versus real—payments affects the elicitation of short-term and long-term discounting in a standard multiple price list task. We analyze data from a lab experiment in Spain and well-powered field and online experiments in Nigeria and the UK, respectively (N = 2,038). Our results indicate that the preferences elicited using the three payment methods are mostly the same: we can reject that either hypothetical or one-out-of-ten payments change any of the four preference measures considered by more than 0.18 SD with respect to real payments. This paper is focussed on employing satellite night lights (SNLs) to investigate access to electricity across the geographical regions in Nigeria. Specifically, we explore how SNLs interact with human and socioeconomic development indicators (population, poverty, and household consumption) to demonstrate the implications of slow and/or delayed progress in closing the electricity access gap in Nigeria. Our findings suggest that minimal progress has been made and there remains significant evidence of disproportionate spread of electricity across the country with most of the electricity visibility concentrated in the Southern regions, state capitals and industrial centres. Crucially, policy challenges and trade offs emerge. On one hand, is the need to address the long-standing issue of stranded and underutilised assets around power generation, transmission, and distribution and how these balance (or not) against additional and new capacity to enable sufficient, reliable and sustained electricity supply. On the other hand, is the challenge of ensuring that closing the access to electricity gap in Nigeria is done in a way that is just, fair, and equitable, with no part of society becoming worse-off or excluded. Gender inequality is one of the main drivers of food insecurity in sub-Saharan Africa, as it is the main threat to the agricultural production activities of women due to climate change. The interplay between gender and vulnerability to the impacts of climate change especially on agriculture and food security in Nigeria is poorly documented. Through a systematic review, this paper investigated the interplay between gender and the impact of climate change vulnerability on agriculture and food security in Nigeria. The review was conducted in accordance with the PRISMA approach. The results document that gender issues are poorly addressed in research on vulnerability to climate change impacts on agriculture with implications for food security in Nigeria. More importantly, the existing studies are limited in number with little focus on food security in relation to vulnerability. Moreover, the majority of these studies conceptualized gender in terms of two sexes: male and female. Only a few studies have considered gender as the socio-cultural roles played by men and women. Findings also indicated that women are more vulnerable to the effects of climate change impacts on agriculture and food security than men. Besides, several factors have contributed to these gender inequalities including education, age, access to land etc. Gaps in gender research include the limited gender studies in the Northern region of the country, the little conceptualization of gender as the sociocultural roles of men and women with regards to the vulnerability to climate change impact on agriculture and food security; the long-term impacts of vulnerability to climate change on social cohesion in rural households and the sustainability of strategies to reduce rural women's vulnerability. There have been debates across the globe for a social and culturally sensitive ethics to meditate a catalyst of template for informed consent (IC) in the conduct of social researches and clinical trial. The study adopted ethical relativism theory to explore social and cultural contingencies on IC with descriptive research design and snowball sampling techniques with a pool of 23 participants randomly and purposively selected amongst the stakeholders including researchers. Seven lecturers and 5 medical practitioners from selected universities, 5 clergy members of different genders and denominations with 2 Imams, 1 chief and 2 traditional health practitioners completing the pool. The data were compiled separately with pseudonym to maintain the anonymity of the participants and content analysed thematically to probe awareness, understanding, patriarchy and religious dimensions on IC. The paper argued that ethics and law regulations must be strengthened to leverage on different individual values, norms and social indices. The paper concluded and suggested that researchers can avoid and resolve ethical dilemmas and maintain research regularity when ethical obligations are well understood and strictly adhered to, and to develop the Informed Consent Evaluation Feedback Tool (ICEFbT) with oversight function from Institution Review Board (IRB) in the universities and research institutes before the commencement of research and/or medical procedures. Sand mining is a global activity that has attracted wide attention due partly to its invaluable positive contributions to development and partly to its negative socio-environmental impacts. While sand mining supports urbanization by providing essential aggregate materials for urban real estate and construction sectors, it however undermines environmental sustainability especially in coastal regions. In spite of this, very sparse research has explained the socio-environmental dimensions of sand mining in Nigerian coastal communities. This study therefore explored the drivers and impacts of sand mining based on the data from a survey of residents in four Lagos sand mining coastal communities. Results showed that sand mining activity is driven by a number of urbanization related factors while sand mining impacts are underlined by a number of sustainability related factors. However, using exploratory analytical techniques we found that four urbanization components described the drivers of sand mining and four sustainability components described the impacts of sand mining in Lagos. The paper concludes on the puzzling dilemma of sand mining that supports thriving urbanization but undermines environmental sustainability in Lagos. Despite a rigorous policy drive towards financial inclusion in Nigeria, and although the country has a high tele-density ratio, the vast unbanked largely poor remain excluded from the financial sector. Adopting a mixed method approach of the supplier and consumer sides of mobile money, using documentary analysis, focus groups, interviews, and surveys; this article relies on the diffusion of innovations theoretical framework to explore the utility of mobile money with a view to not only assess its application in the enhancement of financial inclusion, but also better tailor the current applications for these low-income users. We identify 4 factors (lack of customer demand and experimenters, lack of integration in the ecosystem, lack of trust and preference for effective local savings scheme and policy short-termism resulting in mobile money operational unsustainability) that are responsible for non-diffusion of mobile money. The poultry sector is large and expanding in the global South, playing a central role in providing increased protein to a rapidly growing base of consumers. The sector includes small backyard farms, small commercial operations, and very large, complex enterprises. Although there is substantial literature on climate adaptation by crop farmers and large livestock farmers, such information is limited for poultry. This study focuses on the effects of higher temperatures on commercial poultry farms in southwest Nigeria and their adaptation strategies. We use a rich set of in-depth interviews to describe how poultry farmers are adapting to higher temperatures and their reasons for adopting particular practices. In general, interviewees are aware that temperatures have increased over time and that heat stress reduces poultry productivity in terms of weight gain and laying capacity. They are knowledgeable and are not passively enduring the adverse effects of higher temperatures as they have adopted a range of adaptation practices. This study identified three main adaptation strategies: (i) keeping drinking water cool, (ii) keeping the building cool and increasing ventilation, and (iii) giving birds medicines and supplements that help them cope with increased heat. Small farms tend to adopt simple and low-cost practices, and large farms tend to adopt more sophisticated and expensive approaches, in line with the nature of their respective operations. For the last century, crude oil exploitation and exploration have occurred in the Niger Delta of Nigeria. While oil and gas account for a significant 85% of the national GDP, it has caused catastrophic effects on the environment. This is of particular concern, considering the Niger Delta is the breadbasket of Nigeria, inhabited by 31 million people. However, indiscriminate pollution has arisen from oil spills emanating from exploration activities and gas flaring. Since 2014 alone, more than 550 oil spills have been reported. To address this, the Nigerian federal government has developed environmental policies and laws targeted to regulate environmental management. However, the efficacy of these policies remains in question because of the government's unwillingness to enforce the laws. The aim of this paper is to appraise of the effect of the national policies on environmental management with emphasis on the "Guidelines and Standards for Environmental Pollution Control, 1991". We ask the following questions: What are community perceptions of the direct and indirect impacts of oil spills on ecosystems, health, livelihoods, migration and conflict? What are current and desired compensation provided by government bodies, NGOs and oil companies to support local livelihoods impacted by oil spills? What are key statutory and legal frameworks on environmental protection in Nigeria, how effectively are they performing and what are key challenges confronting compliance with regulatory guidelines and standards? To answer these questions, we recruited the activities of 11 focus groups comprising of chiefs, farmers, youth leaders, members of community and social activists groups from each Niger Delta state and engaged them on qualitative focus group discussions and interviews to identify the impacts of oil spills on settlement's socio-economic and environmental conditions. Results were then analyzed with thematic templet analytic techniques. This study reveals a high impact on settlements with diverse factors that have contributed to the increase in social aspects. Existing policies to regulate and control environmental pollution, but the enforcement of standards has been poor. Consequently, biodiversity has been impacted, affects agricultural soil, human health and the source of farming and farming livelihoods of the indigenous people has had to be abandoned by many living in this region. We argue, Nigeria's reliance on revenue generated from crude oil encourages the uninspiring and lackadaisical approach of the government to enforce these policies in the region. To this end, we recommend various environmental policies should be merged and harmonized under one by-law to ensure uniformity and there is an urgent need to implement the 2006 UNDP report which prioritized environmental sustainability, promotes human partnership development and upholds the goals for sustainable development. This article examines the dynamics of inequality, poverty and sustainable development of Delta State, Nigeria. A non-probability and probability sampling technique was adopted. Inequality was measured based on Gini coefficient, while poverty categories (non-poor, transient poor and chronic poor) was measured using $1.25 and $2.00 thresholds respectively. The non-poor are living above $2.00 a-day poverty threshold, the transient poor are living below the $2.00 a-day poverty threshold, while the chronic poor are living below $1.25 a-day poverty threshold. The result reveals that a Gini coefficient of 0.4650 was recorded for Delta State in (2004), 0.4698 in (2010), 0.33609 in (2012/2013) and 0.34268 in (2015/2016). There was 343 (41.5%) chronic poor households in Delta South, 283 (33.3%) in Delta Central and 180 (22.2%) in Delta North, while 147 (21.6%) of households in Delta South, 116 (12.7%) in Delta North and 103 (11.3%) in Delta Central were transient poor. One-Way ANOVA significantly explained the spatial variation in distribution of inequality and poverty among households at (p ≤ 0.05). Water source, distance to water source, improved sanitation, road length and household size were important predictors of spatial variation of inequality and poverty. This paper recommends that government at all levels should invest more in livelihood development, inequality and poverty reduction strategies. Increased public spending on social services and enhance geographic access to basic amenities are key fundamentals to reducing inequality and poverty levels and sustainable development of Nigeria. The importance of Chinese International Construction Companies (CICCs) within the construction sector in Africa can no longer be ignored, as these firms hold a considerable amount of market share within the African continent. The construction industry is of high importance to African economic renaissance, and Corporate Social Responsibility (CSR) is becoming a key issue in business processes on the developing continent. Narratives around the implementation of CSR within construction in African economies have been largely one-sided, viewed from foreign perspectives and outsider anecdotes, without engaging locals in evaluating these initiatives. As a result, this paper explores CSR as a critical component of the continued penetration and dominance of Chinese contractors in the highly competitive African construction markets. The paper adopts a quantitative survey to explore the areas of implementation of CSR by CICCs, how they line up against current local and international counterparts and the future of these firms in Africa using CSR as a metric. Residents of Africa's largest economy, Nigeria, who have Chinese-led projects ongoing in their communities, were surveyed for the study, and the findings used to propose solutions for future CSR policy-making in local African communities where Chinese contractors carry out business. The study found that in terms of CSR strategy implementation, CICCs were ranked highly on quality of construction and respect for local laws and customs, but ranked low in perception of employee welfare and environmental protection. The study highlighted that African governments taking responsible leadership by formulating a CSR policy for all international contractors might stem the tide of increasing anti-Chinese rhetoric within the construction sector on the African continent. In today’s globalized world, mega infrastructure projects have emerged as one of the most popular strategies for attracting private capital and repositioning cities on the competitive landscape. The Lagos Megacity Project (LMCP) was launched to address a longstanding infrastructure crisis and to reinvent Lagos as a modern megacity. Using the LMCP as a case study, the paper examined the challenges facing the funding of mega infrastructure projects. Special attention is given to how capital is mobilized, the kinds of alliances or networks found and what gets prioritized. The paper observed that the alliance formed between the federal, Lagos and Ogun state governments to mobilize public funds quickly unraveled largely due to disputes traceable to the apportioning of fiscal and political responsibilities and the distribution of functions between the different tiers of government. Under the LMCP, disputes emerged between the federal government and the Lagos State Government (LSG) over who was responsible for what. A history of opposition politics and a highly politicized resource allocation system further made cooperation between the two particularly difficult. Furthermore, the LMCP signalled a renewed drive by the LSG to attract private investments through public-private partnership. The paper noted a host of problems but crucially there is a preference for elite projects, a practice that is reinforcing socio-spatial exclusion and confirms the persistent inequalities that accompany neoliberal and modernist projects. Neonatal, infant, and Under-five mortality remain high with a slight improvement over the decades in Nigeria. This paper identifies the effect of maternal and health care practices on under-five survival in Nigeria. This study considers the risk of dying for 0–60 months children with identification of the time period of survival to death across the six geopolitical regions in Nigeria. The study uses data from the Demographic and Health Survey 2018 being the latest in Nigeria to explain the underlying factors associated with under-five mortality. The Kaplan Meier analysis and the Cox proportional regression were used to estimate the time between the period of birth and the event of death. Findings revealed that up to 71% of death in under-five children occurred between 0 and 12 months with a decrease in risk found as age increase after 24 months. All death occurred in children with no intake of any vaccination, 69% in children not delivered at government or private health centres, and 74% in rural communities, Result of the Cox proportional hazard regression indicates that mother's age 15–30, education, poor nutrition and unchecked breastfeeding practices after birth increases the hazard of child mortality. Based on the pedigree of the United Nations Environment Programme (UNEP) as a credible international organization with proven track records of coordinating challenging environmental assessments and providing scientific and empirical evidence for policymaking and implementation, the Nigerian government invited it to carry out an environmental assessment study of Ogoniland, an oil-bearing community in the country's Niger Delta region. After 2 years of study, the UNEP project team submitted its report which contained science-backed evidence of massive environmental pollution and degradation with serious consequences for biodiversity conservation. The paper examines UNEP's report and recommendations within the context of state commitment to processing the remediation and restoration of Ogoniland. Instructively, over 7 years after the submission of the UNEP report, the various expected actions necessary to facilitate the commencement of the clean-up and remediation programme are still at the preparatory stages thus raising doubts about the commitment of stakeholders to the project, their serial assurances notwithstanding. Using data generated from key informant interviews and secondary sources which are analysed within the context of ecological modernization theoretical milieu, the paper underscores the interconnection between the restoration of the polluted Ogoniland, the boosting of people's livelihood and sustainable development, all of which would reverse the pressures of conflicts and violence in the Niger Delta region. This paper investigates the moderating role institutional quality plays in foreign direct investment led growth hypothesis in Nigeria from 1984 to 2018 using autoregressive distributed lag estimation technique. Specifically, the study contributes to the literature by using seven different institutional indicators to moderate the effect of foreign direct investment on economic growth. The findings reveal that foreign direct investment has no direct (positive) effect on economic growth in Nigeria. However, the interactive effect of institutional indicators with foreign direct investment has significant impact on economic growth in most of the models. This implies that institutions serve as important absorptive capacity that needs to be strengthened for the country to benefit maximally from the growth effect of foreign direct investment. An understanding of the COVID-19 spread is growing around the world, yet little is known of Africa. This paper explores the time–space geographies of COVID-19 infection focusing on Africa and Nigeria especially. We appraise the global-to-local situation of confirmed cases, deaths and recoveries as well as measures engaged in response to the pandemic. Findings reveal that South Africa accounts for 40% of the total confirmed cases in Africa, followed by Egypt (18%), Nigeria (6.8%), Ghana (4.6%) and Algeria (3.6). Our study shows a significant relationship between population density and COVID-19 cases in Nigeria (R2 = 0.76; y = 2.43x − 268.7). This expression suggests that high population densities catalyze the spread of COVID-19. While Nigeria has only recorded about 25,964 cases as at the time of writing, the country is struggling to match pressures from rising cases as a result of existing disparities in health care systems. Soil erosion is a life-threatening hazard ravaging and displacing many communities in Anambra State, Nigeria. Most erosion studies in this region have been based on geological and geotechnical analyses of soils from gullies. In this paper, the soil erosion risk of Anambra State was evaluated using the Revised Universal Soil Loss Equation (RUSLE) and geoinformatics, to estimate the rate of soil loss and identify vulnerable erosion zones. The RUSLE model was based on five erosion factors (rainfall erosivity (R), soil erodibility (K), topography (LS), vegetation cover (C), and anti-erosion practices (P)). The R-factor ranged from 460.51 to 582.08 MJ/mm/ha−1 h−1 year−1 whereas the K-factor ranged from 0.100 to 0.310 t/h/MJ−1/mm−1. Low–moderate LS-factor values dominated the northern and western portions of the State. However, moderate–high LS-factor scores dominated the eastern and southern portions. The C-factor varied from 0 (in areas covered by water bodies) to 1 (for barren lands). The P-factor ranged from 0.5–1. These five factors were integrated to generate soil loss rates across Anambra. The average annual soil loss ranged from 0 to over 6 t/ha−1 year−1. The soil loss results showed that about 5% (242.2 km2), 25% (1211 km2), 30% (1453.2 km2), and 40% (1937.6 km2) of the total area have very low, low, medium, and high erosion risks, respectively. The northern and western portions of the State were characterized by very low, low, and moderate soil loss. However, the eastern and southern portions were characterized by high soil loss rate. This paper examines the spatial variation of HIV/AIDS prevalence rates in Nigeria. It uses Exploratory Spatial Data Analytical (ESDA) techniques to provide insight into the pattern. The overriding objective is to determine if there is a significant spatial clustering of HIV/AIDS. The calculated and mapped Global and Local Moran's I, and Getis and Ord G* values reveal certain states such as Benue, Nassarawa, Federal Capital Territory (FCT) and Cross River have significant spatial clusters of HIV/AIDS rates in Nigeria. The spatial analysis enables policy makers to identify states most affected, and design effective and culturally acceptable preventive measures. Specific policies targeted at states are a more appropriate approach in tackling the epidemic rather than the usual universal cookie-cut HIV reduction strategies that may not be applicable to the different cultural milieu. Book as a medium of expression has experienced change from the days of Gutenberg, but never has it been so influenced by the new technologies which have spared no other sector. The general infrastructural development in Nigeria in relation to Information and Communication Technologies (ICT) is bedeviled by issues ranging from Government's ineptitude to handling the energy sector and consequent costs of running businesses in Nigeria. Coupled with these, are high government taxes, high cost of equipments and obvious absence of general maintenance culture. Greatly affected are the services of writers, publishers, booksellers and libraries. The problems are not insurmountable, while governments are called upon to play their roles, the paper laid more emphasis on what key players in the industry should know and do in order to keep afloat in the future. The paper examines some of the recent technological developments as it relates to the industry. Of importance is the pace by which bandwidths are getting bigger and cheaper; Smartphones are becoming common place; and Social Media is becoming very popular and accessible by more elites. Again, individuals are becoming more and more equipped with free tools to self-publish. Recommendations are laid out in the paper on what must be done to remain relevant in this season of ICT revolution. The impact is already felt in developed countries. This paper introduces a set of four collaborative papers exploring temporal heterogeneity in the analysis of African land use over a decadal time period, from 10 to 50 years, in the second half of the twentieth century. The four cases were chosen amongst the seven teams of anthropologists, human geographers and remote sensing specialists who had carried out long-term research and who met to discuss their findings at a workshop in 2003. All seven teams’ work and the collective discussion—on Casamance (Senegal), Brong Ahafo (Ghana), Southern Niger/Northern Cote d’Ivoire, Oyo State (Nigeria), Maasai Mara (Kenya and Tanzania), Gwembe (Zambia), and Malawi—inform this introduction. We identify several temporal processes in all the cases, each operating on its own temporal frame: population growth and, above all, mobility; livelihood change through crop and occupational change; tenure ambiguity; powerful though “punctuated” interventions by state policy; and climate change. This paper investigates the application of large-scale solar photovoltaic (SPV) system for voltage stability improvement of weak national grids. Large-scale SPV integration has been investigated on the Nigerian power system to enhance voltage stability and as a viable alternative to the aged shunt reactors currently being used in the Nigerian national grid to mitigate overvoltage issues in Northern Nigeria. Two scenarios of increasing SPV penetration level (PL) are investigated in this work, namely, centralized large-scale SPV at the critical bus and dispersed large-scale SPV across the weak buses. The voltage stability of the system is evaluated using the active power margin (APM) also called megawatt margin (MWM) derived from Active Power–Voltage (P–V) analysis, the reactive power margin (RPM) and the associated critical voltage–reactive power ratio (CVQR) index obtained from Reactive Power–Voltage (Q–V) analysis. All simulations are carried out in DIgSILENT PowerFactory software and result analyses done with MATLAB. The results show that with centralized SPV generation for the case study system, the highest bus voltage is able to fall within acceptable limits at 26.29% (1000 MW), while the dispersed SPV achieves this at 21.44% (800 MW). Also, the dispersed SPV scenario provides better voltage stability improvement for the system as indicated by the MWM, RPM and the CVQR index of the system. Therefore, this work provides a baseline insight on the potential application of large-scale SPV in weak grids such as the Nigerian case to address the voltage stability problems in the power system while utilizing the abundant solar resource to meet the increasing energy demand. Background: Tracking general trends in strategic purchasing of health financing mechanisms will highlight where country demands may exist for technical support and where progress in being made that offer opportunities for regional learning. Health services in Abia State, Nigeria are funded from general tax-revenues (GTR), and a new state social health insurance scheme (SSHIS) is proposed to overcome the failings of the GTR and expand coverage of services. This study examined purchasing functions within the GTR and the proposed SSHIS to determine if the failings in GTR have been overcome, identify factors that shape health purchasing at sub-national levels, and provide lessons for other states in Nigeria pursuing a similar intervention. Methods: Data was collected through document review and key informant interviews. Government documents were retrieved electronically from the websites of different organizations. Hard copies of paper-only files were retrieved from relevant government agencies and departments. Interviews were conducted with seven key personnel of the State Ministry of Health and State Health Insurance Agency. Thematic analysis of data was based on a strategic health purchasing progress tracking framework which delves into the governance arrangements and information architecture needed for purchasing to work well; and the core purchasing decisions of what to buy; who to buy from; and how to buy. Results: There are differences in the purchasing arrangements of the two schemes. Purchaser-provider split does not exist for the GTR, unlike in the proposed SSHIS. There are no data systems for monitoring provider performance in the GTR-funded system, unlike in the SSHIS. Whereas GTR is based on a historical budgeting system, the SSHIS proposes to use a defined benefit package, which ensures value-for-money, as the basis for resource allocation. The GTR lacks private sector engagement, provider accreditation and contracting arrangements while the SSHIS will accredit and engage private providers through selective contracting. Likewise, provider payment is not linked to performance or adherence to established standards in the GTR, whereas provider payment will be linked to performance in the SSHIS. Conclusions: The State Social Health Insurance has been designed to overcome many of the limitations of the budgetary allocation to health. This study provides insights into the enabling and constraining factors that can be used to develop interventions intended to strengthen the strategic health purchasing in the study area, and lessons for the other Nigeria states with similar characteristics and approaches. The Cretaceous sediments in southwestern Nigeria are host to one of the largest bitumen deposits in the world. In the current paper, an integrated study on sedimentology, palynology, and applied petroleum geochemistry of the Maastrichtian-Paleocene Araromi Formation was used to determine the depositional environments and hydrocarbon potentials of the formation on the eastern Dahomey Basin. Four sedimentary lithofacies were identified from core samples, namely, lower limestone (F1); medium to coarse-grained sandstone (F2); lower loosely consolidated sandstone (F3); and shale and siltstone (F4). Sedimentation in the eastern Dahomey Basin occurred mainly in fluvial and shallow-marine (shelf) environments. The palynological assemblages of the Araromi Formation reflect deposition in coastal through brackish water to shallow shelf environment with periods of localized wind-induced storms. The shale and siltstone samples of the Araromi Formation are characterized by total organic carbon (TOC) values of up to 2.50 wt % and S2 (hydrocarbon-generating potential) values ranging from 0.26 to 0.70 mgHC/g rock, indicating poor source rocks. Shales show poor quality and thermally immature organic matter at shallow depth and could neither have generated liquid hydrocarbon nor contributed to the heavy oil occurrence on the bitumen and tar-sand belt of eastern Dahomey (Benin) Basin. This paper measured the significant factors leading to performance challenges across state-owned refineries in Nigeria based on experts' views. The study was carried out with a view of making policy recommendations to help address these issues and thereby improve performance. A quantitative approach was adopted to sample the viewpoints of the professionals who work across the NNPC refineries. Using a Likert-type questionnaire, the professionals' expert opinions were ranked across four main categories covering political, economic, social, and technical (PEST) factors. A Cronbach alpha test was performed to certify the consistency and reliability of the sub-category factors included on the Likert scale. In addition, a multivariate analysis of variance (MANOVA) was carried out to check for any statistically significant differences in the respondents' opinions as a result of their different years of work experience. The study revealed that while all four PEST factors are crucial to the performance of the state-owned refineries in Nigeria, political, economic, and technical factors were viewed as more significant than the social factors. A comparative analysis of the sub-category factors using the relative significance index (RSI) and the respondents' mean scores of importance (RMSI) revealed that government interference, funding issues, political indecision, theft and pipeline attacks, cost of spare parts, maintenance issues, operating capital, feedstock supply, staff training and competence issues are some of the significant factors that affect the performance of the refineries. Background: One Health (OH) has resurfaced in the light of the ravaging COVID-19 pandemic. It has been accepted by many local and global health authorities as a suitable approach for preventing and responding to infectious disease outbreaks including pandemics. Main body: One Health (OH) is a multisectoral and interdisciplinary framework for managing the animal, human, and ecosystem determinants of health. Globally, the majority of emerging infections in humans including SARS-Cov2—the causative agent of COVID-19—are transmitted from animals through environmental contacts in the last few decades. Yet, even when the biological and social interactions at the human, animal, and environmental interface that drive spillover of zoonotic diseases have been proven, OH strategies to address associated complex health challenges today are still rudimentary in many national health systems. Despite the disproportionate burden of infectious diseases in sub-Saharan Africa, OH is minimally incorporated into routine disease control and national health security programs. Challenges include poor policy support for OH in sub-Saharan Africa, and where some form of policy framework does exist, there are significant implementation bottlenecks. In this paper, we identified ideological, technical, operational, and economic barriers to OH implementation in Nigeria and sub-Saharan Africa, and highlighted possible recommendations across these domains. In order to yield sustainable benefits, a relevant OH policy approach in the sub-Saharan African health systems must derive from a buy-in of the critical mass of stakeholders in the society. Conclusion: The implementation of sustainable OH approaches as a countermeasure to recurring emerging infections is a developmental priority for sub-Saharan African countries. A deep understanding of the local context must be leveraged to develop integrative OH solutions that are bold, rooted in science, and proven to be compatible with the level of development in sub-Saharan Africa. A case study is reported in this paper, where a combination of seismic refraction and electrical resistivity surveys is used to investigate the cause of excessive water loss in Asa Dam, Nigeria, West Africa. Excessive water loss in the dam has been the reason for the shortage in water supply being experienced by the people of Ilorin, especially in the dry season, in the last 7 years. The study aims to use two geophysical methods to investigate the cause and locate the point of water loss in the dam. Data acquired around the dam foundation were processed to model and image the dam's subsurface and its surrounding. Electrical resistivity models of the dam's subsurface revealed a high-permeable water-saturated section in the form of a conductive zone at a horizontal distance of 80–220 m, from near-surface to a depth of about 30 m. The presence of a similar structure on two profile lines perpendicular to the dam confirmed the conductive zone and suggested 3-dimensionality of the conductive structure. Velocity model computed from seismic refraction data acquired along the dam axis revealed the presence of a low-velocity oxbow structure at the mid-section of the dam, between distance 80–200 m from near surface to about 20 m. The presence and correspondence of a low-velocity structure with a high-conductivity structure in the dam's subsurface, an indication of water-saturated high-permeable rock, was interpreted as the point of excessive water seepage in the dam foundation. The study recommends that the internal geometry of seepage area should be study in greater details using borehole cores and cuttings, in order to design an appropriate anti-seepage rehabilitation intervention. The paper examined the concept of development in line with the role of geospatial technology applications in governance and geospatial management in Nigeria. It also evaluates the previous efforts made by successive governments in managing governance process through geospatial technology initiatives using Lagos State as a proof-of-concept. It empirically demonstrates the role of monitoring spatial development initiatives using Landsat multi-dates satellite images 1985, 1990, 1995, 2000, 5005, 2010 and 2016 and Geographic Information System technique. The paper then identified, mapped and examined the settlement growth of Lagos using Ikorodu Division as an empirical proof-of-concept. The study reveals a geometric increase in uncoordinated human activities resulting from sporadic spatial development (builtup area) from 27.67 sq km (7.7%) in 1985-313.02 sq km (87.3%) spatial coverage in 2016. Based on the regression line, the study reveals a strong correlation between increasing settlement development and time. Low level of community involvement and lack of sense of ownership of development project initiatives in developing a local “vision” and strategy are identified as a problem. The paper re-emphasized that sustaining democratic processes as well as the fight against poverty will be won or lost mostly in the rural and less in the urban areas. The rural area is home to about 70% of the world’s poor due to lack or inadequate government services and basic amenities.
