The platform is emerging as a key organizational form and operational logic of contemporary capitalism, intimately tied to financialization and assetization. However, discussions to date have focused on platforms and platformization in the context of the private, corporate, and technology sectors. In this paper, we develop an analysis of how platformization operates in the context of public policy. Using the UK's National Health Service as a case study, we explore how platformization is altering the form and function of the state. The platformization of the NHS has its roots in the UK government's strategic interest in the development of the bioeconomy. This led to the creation of a research infrastructure within the health service. Subsequently, the NHS has leveraged various assets into a range of data- and technology-focused initiatives. We argue that platformization has been a major form of neoliberalization within the NHS. The National Health Service in the United Kingdom categorises research and research-like activities in five ways, such as 'service evaluation', 'clinical audit', 'surveillance', 'usual practice' and 'research'. Only activities classified as 'research' require review by the Research Ethics Committees. It is argued, in this position paper, that the current governance of research and research-like activities does not provide sufficient ethical oversight for projects classified as 'service evaluation'. The distinction between the categories of 'research' and 'service evaluation' can be a grey area. A considerable percentage of studies are considered as non-research and therefore not eligible to be reviewed by the Research Ethics Committee, which scrutinises research proposals rigorously to ensure they conform to established ethical standards, protecting research participants from harm, preserving their rights and providing reassurance to the public. Background: The role of nurses as patient advocates is one which is well recognised, supported and the subject of a broad body of literature. One of the key impediments to the role of the nurse as patient advocate is the lack of support and legislative frameworks. Within a broad range of activities constituting advocacy, whistleblowing is currently the subject of much discussion in the light of the Mid Staffordshire inquiry in the United Kingdom (UK) and other instances of patient mistreatment. As a result steps to amend existing whistleblowing legislation where it exists or introduce it where it does not are underway. Objective: This paper traces the development of legislation for advocacy. Conclusion: The authors argue that while any legislation supporting advocacy is welcome, legislation on its own will not encourage or enable nurses to whistleblow. [ABSTRACT FROM AUTHOR]

The Economic and Social Research Council, the body which funds much social science in the UK, recently imposed on UK social science a system of research ethics governance already well established in other areas of research and in much of the rest of the developed world. This system requires that research involving human subjects receive prior ethical approval from a committee made up of, typically, multidisciplinary researchers and lay people. Our aim in this paper is to prompt debate about the purpose and practice of such an anticipatory ethical review. We begin by describing the rich and varied ethical and political debates ongoing in human geography. We argue that these are, at best, ignored and, at worst, threatened by this system of ethical review by committee. We describe the emergence of these formal mechanisms of research governance and important differences between the ethical contexts, history, and demands of research in the medical and social sciences. The paper draws on empirical research investigating National Health Service (NHS) research ethics committees to propose three salutary lessons geographers would do well to consider from experience elsewhere with ethical review. We argue that in review by committee deliberations extend beyond the ethical to include the methodological, that the system is a self-perpetuating and increasingly rule-bound mechanism, and that despite a rhetoric of accountability it is a system as obscure to outsiders as professional ethics. Abstract This paper adopts a feminist poststructuralist approach to demonstrate the ambiguities and complexities which exist in the relationship between work and subject. Recent studies in organizational sociology have argued that the discourses of work, and changing working cultures, have had a powerful effect on the production of subjectivities. New forms of working behaviour have been constructed as desirable, which often draw on personal qualities such as gender. This paper draws on research conducted with doctors and nurses in the British National Health Service to reveal the ambiguities which exist in the ways in which individuals position themselves in relation to these discourses. The discourses of work and organization are constantly mediated through, and destabilised by, the intertextuality that exists with competing discourses such as those of professionalism, gender, home and performance. Although organizational discourses are clearly powerful in the construction and performance of subjectivities, the interplay between discourses means that these are constantly destabilised and undermined. The TUC's ‘New Unionism’ project contains contradictory tendencies in its promotion of both partnership relationships with employers and the adoption of more aggressive organising techniques. This paper investigates the impact of partnership-organising tensions on union activity at the workplace level in local government and the NHS. We explore these tensions by considering three dimensions of workplace union organisation: management-union relations; activist leadership style; and activist full-time officer relations. The paper rejects the argument that partnership and organising can be complementary union renewal processes. The process of developing the Plan showed signs of a more open policy process, seemingly closer to the DPM. There was contestability of policy advice and limited involvement of the medical profession through its representative bodies. However, the process was tightly controlled and personally led by the Secretary of State and his advisers, with the direct involvement of the Prime Minister throughout. Two key moments of interest group involvement-the Modernisation Action Teams and the signing of the Plan by health sector organisations-were marked by power asymmetries. In this paper we are concerned with the study of the changing balance of power in the health care services between professionalism, unionism and the state within the British National Health Service. Our approach is macro-sociological and historical. Ours is a structural analysis in which we explore the importance of class and sexual divisions in relation to the formation of occupational associations and to modes of occupational control: specifically, professionalism and unionism.
