STRiDE was an ambitious four-year project in seven countries aiming to build capacity around generating and using research to support the development of policies to improve quality of life of people with dementia and their carers. The project's innovative approach combined rigorous academic research and hands-on civil society advocacy. This paper explores the project's unique strategy for policy change and compiles case-studies from several of the STRiDE countries. The second wave of the COVID-19 pandemic had left heart-wrenching impacts on all facets of life in general and the availability, accessibility, and affordability of medicines and vaccines in particular. Rather, the world has been divided into two groups regarding access to medicine and vaccines as haves and have-nots. The rich countries had pre-ordered the vaccines of COVID-19 along with the holding of the same. The pandemic situation was further worsened, given the Trade-Related Intellectual Property Rights (TRIPS) in practice and restrictions on sharing technology of vaccines, medicines, and life-saving equipment. In this context, India and South Africa have proposed the joint proposal and garnered support for waiving off TRIPS to ensure equity, accessibility, and affordability of vaccines and the same as public goods. In this review, we emphasize that global justice is one of the important elements of normative international theories, which focus on all the moral obligations from the world's rich to the world's poor. The paper also questions and argues that if the rich countries fail to go by the principles of global justice, can the Indian and South African (SA) patent diplomacy play a catalyst role in global justice? The review concludes with an emphasis on global solidarity, and the acceptance of joint India–South Africa's "patent diplomacy" for TRIPS waiver would result in mass production and fair distribution, making the COVID-19 medicines and technologies available to everyone regardless of their poor–rich status. An introduction is presented in which the editor discusses topics within the issue including aspects of sexual and reproductive health, young people's sexual health and influence of political and social power on control over sexual and reproductive choices.

Countries must develop their capacity to credibly revise their nationally determined contributions (NDCs) proportionate to the global climate goal. This paper argues that long-lasting capacity is necessarily embedded in the institutions governing cooperation between state and non-state actors. This institutional capacity for cooperation is determined by the two interactive processes of conception and calibration, where the state plays a definitive role in mediating between competing interests. In conception, the state uses its discretionary power to set the long-term vision, whereas during calibration it exercises flexibility to accommodate concerns and capacity of other actors. We conclude that proportionality of policy response is better understood, and achieved, through the convergence of both these processes. Drawing on climate policy experiences of India and South Africa, we recommend that successful implementation and enhancement of NDCs would require a greater emphasis on capacity building for calibration in developing countries. South Africa and India are viewed as incipient economic powerhouses of the developing world – South Africa is the biggest economy on the African continent and India a rising star in the global economy. Both countries have adopted neoliberal policies. The forms in which neoliberalism has unfolded, however, have been contingent upon the countries’ and utility sector’s historical-geographical context. In this paper we attempt to provide a comparative perspective demonstrating similar processes of neoliberalism in South Africa and India. We examine the contradictory nature of neoliberalism with respect to particular sections of the population – the poor in particular. A broadly political-economy approach is adopted. The paper reveals that there is particular state-market logic driving the delivery of basic services such as water and energy. The bio-economy is characterised by aspirations of replacing the fossil-based economy with biobased energy, resources and processes; biofuels are particularly popular. This new shift comes with multiple risks and uncertainties in both industrialised and developing economies. The uptake of biofuels is inextricably linked to and legitimised by policy processes involving a complicated nexus of vested interests, political aspirations, and technological drivers, and a range of associated factors. In this paper we describe the characteristics of and contours along which two national biofuels policies in India and South Africa have been articulated and developed. In doing so we establish how a biofuels regime has gained legitimacy, becoming embedded into policy processes dictated largely through specific networks and reflective of the rationalising effect of global and local narratives. We analyse how pro-poor 'win-win' narratives gained purchase amongst different actors and in turn how they were used as a basis for biofuels policies. Despite more than fifteen years of high level efforts led by the United Nations to broker a binding agreement on emissions reduction, negotiations at every annual meeting have failed to establish a global agreement, mainly due to significant disagreements between industrialized and developing countries over differentiated responsibilities in reducing emissions. In this paper I describe my experiences as a participant-observer at the 17th United Nations Climate Change summit held in Durban, South Africa, during December 2011. I provide a critical analysis of the political economy of climate change and discuss power dynamics between market, state and civil society actors as well as the shifting geopolitics that mark the emergence of China and India as major players in the climate change arena. Inspired by recent scholarship that calls for a more critical engagement with archives and knowledge production, this article plots the biography of an archive in Cape Town. Unravelling the layers of paperwork, it locates the origins of the archive in a repressive state project of excluding Indian immigrants and controlling those within the borders of the Cape Colony. The paper trail reveals documents of identity and the state’s attempts to verify identity. In seeking to answer the question as to how the historian should approach such an archive of control and surveillance, it concludes that a social history and gendered approach to migration is possible and the real treasures are those documents that enter the archive beyond the limits of state intentions. Using policy cycle model as a heuristic, this article studies Indian, Brazilian, and South African engagement with Nationally Appropriate Mitigation Actions (NAMAs) by (a) comparing NAMA policy process and (b) identifying factors driving or limiting the framework’s domestic application. India largely remained uninterested in NAMAs, Brazil aligned its domestic climate policy and NAMAs, while South Africa had a more nuanced engagement when formulating NAMAs. Four factors influenced these countries’ NAMA engagements: the level and necessity of international support, the availability of domestic policy provisions to tackle climate change, the domestic institutional capacity to coordinate interministerial functioning, and the role of individuals in the institutional apparatus. As an international climate policy framework, studying NAMA engagement provides learnings for nationally determined contributions under the Paris Agreement for designing the instrument, ensuring clarity on support provisions for ratcheting up ambitions, and enhancing institutional capacity, to expedite transition from policy formulation to implementation and beyond. This article is intended to support discussions about how to effectively address domestic and sexual violence. It proposes the following key strategies: expanding beyond police, courts, and prisons; adopting upstream approaches to address the social, structural, institutional, and historical drivers of violence; and using evidence-based strategies to prevent violence from happening in the first place. Comparing the United States, South Africa, India, and Brazil, the article makes the case that advocates working to address domestic and sexual violence have relied too heavily on criminal legal sanctions. Not only does this result in unmet needs of both survivors and their communities but it also expands the repressive powers of police and prosecutors and contributes to steadily growing levels of incarceration. The article concludes by calling for services that better meet the needs of survivors and for the rapid scale-up of prevention strategies, both evidence-based interventions and legal and policy approaches that address the root causes of men's violence. From a feminist institutionalist perspective, this article engages in a comparative analysis of South Africa, one of the only post-transition democracies where women organized as a distinct interest group representing gender interests were able to negotiate and gain access to political power, and India, where women's participation was predominantly as 'nationalist women'. It argues that constitution drafting is a decisive critical juncture when descriptive representation can be translated very effectively into the substantive representation of women as equal citizens, provided women qua women and as gender-conscious agents are able to intervene to promote the cause of their effective political participation. Evidence from middle-income countries indicates high and increasing prevalence of dementia and need for services. However, there has been little investment in care, treatment or support for people living with dementia and their carers. The Strengthening Responses to Dementia in Developing Countries (STRiDE) project aims to build both research capacity and evidence on dementia care and services in Brazil, Indonesia, India, Jamaica, Kenya, Mexico and South Africa. This article presents the Theory of Change (ToC) approach we used to co-design our research project and to develop a strategic direction for dementia care, treatment and support, with stakeholders. ToC makes explicit the process underlying how a programme will achieve its impact. We developed ToCs in each country and across the STRiDE project with researchers, practitioners, people living with dementia, carers and policymakers at different levels of government. This involved (1) an initial ToC workshop with all project partners (43 participants); (2) ToC workshops in each STRiDE country (22–49 participants in each); (3) comparison between country-specific and overall project ToCs; (4) review of ToCs in light of WHO dementia guidelines and action plan and (5) a final review. Our experiences suggest ToC is an effective way to generate a shared vision for dementia care, treatment and support among diverse stakeholders. However, the project contribution should be clearly delineated and use additional strategies to ensure appropriate participation from people living with dementia and their carers in the ToC process. Mobile phones provide a low cost method of addressing certain health system needs in developing countries. We examined SMS-supported interventions for prevention, surveillance, management and treatment compliance of communicable and non-communicable diseases in developing countries. We searched both peer-reviewed and grey literature reporting the use of SMS messages for disease prevention, surveillance, self-management and compliance in developing countries. A total of 98 applications fulfilled the inclusion criteria (33 prevention, 19 surveillance, 29 disease management and 17 patient compliance applications). In 31 projects, the SMS applications were evaluated. The majority of applications focused on HIV/AIDS and were located in India, South Africa and Kenya. Most used bulk (push) messaging. In general, they were well accepted by the population. The review provides further evidence that mobile phones are an appropriate and promising tool for disease control interventions in developing countries. [ABSTRACT FROM AUTHOR]

Background: Multimorbidity is rising in low- and middle-income countries (LMICs). However, the evidence on its epidemiology from LMICs settings is limited and the available literature has not been synthesized as yet. Objectives: To review the available evidence on the epidemiology of multimorbidity in LMICs. Methods: PubMed, Scopus, PsycINFO and Grey literature databases were searched. We followed the PRISMA-ScR reporting guideline. Results: Of 33, 110 articles retrieved, 76 studies were eligible for the epidemiology of multimorbidity. Of these 76 studies, 66 (86.8%) were individual country studies. Fifty-two (78.8%) of which were confined to only six middle-income countries: Brazil, China, South Africa, India, Mexico and Iran. The majority (n = 68, 89.5%) of the studies were crosssectional in nature. The sample size varied from 103 to 242, 952. The largest proportion (n = 33, 43.4%) of the studies enrolled adults. Marked variations existed in defining and measuring multimorbidity. The prevalence of multimorbidity in LMICs ranged from 3.2% to 90.5%. Conclusion and Recommendations: Studies on the epidemiology of multimorbidity in LMICs are limited and the available ones are concentrated in few countries. Despite variations in measurement and definition, studies consistently reported high prevalence of multimorbidity. Further research is urgently required to better understand the epidemiology of multimorbidity and define the best possible interventions to improve outcomes of patients with multimorbidity in LMICs. This study examines the role of national culture on the entrepreneurial orientation (EO) rhetoric contained within franchisee recruitment promotional materials, where EO rhetoric is defined as the strategic use of words in organizational narratives to convey the risk taking, innovativeness, proactiveness, autonomy, and competitive aggressiveness of the firm. The sample comprised 378 franchise organizations, in five different countries (Australia, France, India, South Africa, and the UK). The results indicate that franchise systems operating in high uncertainty avoidance and feminine cultures use less entrepreneurially oriented rhetoric, suggesting that EO rhetoric in franchise organizations varies according to different national cultural contexts. Background: Understanding patients' decision control preferences is important in providing quality cancer care. Patients' decisional control preference can be either active (patients prefer to make decisions themselves), shared (collaborative between patient, their physician, and/or family), or passive (patients prefer that the decisions are made by either the physician and/or their family). Aim: To determine the frequency and predictors of passive decision control preferences among advanced cancer patients. We also determined the concordance between actual decision-making and decision control preferences and its association with patient satisfaction. Design: In this cross-sectional survey of advanced cancer patients referred to palliative care across 11 countries, we evaluated sociodemographic variables, Control Preference Scale, and satisfaction with the decisions and care. Results: A total of 1490 participants were evaluable. Shared, active, and passive decision control preferences were 33%, 44%, and 23%, respectively. Passive decision control preferences (odds ratio, p value) was more frequent in India (4.34, <0.001), Jordan (3.41, <0.001), and France (3.27, <0.001). Concordance between the actual decision-making and decision control preferences was highest in the United States (k = 0.74) and lowest in Brazil (0.34). Passive decision control preference was significantly associated with (odds ratio per point, p value) better performance status (0.99/point, 0.017), higher education (0.64, 0.001), and country of origin (Brazil (0.26, <0.0001), Singapore (0.25, 0.0003), South Africa (0.32, 0.0002), and Jordan (2.33, 0.0037)). Conclusion: Passive decision control preferences were less common (23%) than shared and active decision control preference even among developing countries. Objective To assess and compare health system performance across six middle-income countries that are strengthening their health systems in pursuit of universal health coverage. Design Cross-sectional analysis from the World Health Organization Study on global AGEing and adult health, collected between 2007 and 2010. Setting Six middle-income countries: China, Ghana, India, Mexico, Russia and South Africa. Participants Nationally representative sample of adults aged 50 years and older. Main outcome measures We present achievement against key indicators of health system performance across effectiveness, cost, access, patient-centredness and equity domains. Results We found areas of poor performance in prevention and management of chronic conditions, such as hypertension control and cancer screening coverage. We also found that cost remains a barrier to healthcare access in spite of insurance schemes. Finally, we found evidence of disparities across many indicators, particularly in the effectiveness and patient centredness domains. Conclusions These findings identify important focus areas for action and shared learning as these countries move towards achieving universal health coverage. [ABSTRACT FROM AUTHOR]

This article compares and contrasts the nature and scope of change in the domestic climate governance of India and South Africa between 2007 and 2010. It identifies the actors and networks driving these change processes by applying the concepts of “communities of practice” and a simple, resource exchange–based network. Small communities of practice promoting collective learning, trust, and identity building capture the trends and actor relations well for the South African case. More simple, business-driven networks could be identified in India. Using survey and interview data, this article finds that both countries have generally not undergone a structural, transformative change, yet that includes the collective learning of new norms and values. Differences exist for more specific parts of climate governance. The number of participating actors, the character of the scientific landscape, and the centrality of a governmental actor with a certain knowledge and attitude within a network shape these different change processes. This article examines the water distribution systems in Johannesburg and Mumbai to argue that the political and institutional contexts of service delivery shape people’s access to the state and its resources, and also mediation between citizens and government institutions by councillors. Through ethnographies of water supply and distribution systems in Mumbai and Johannesburg, I explain how the organizational structure of the water utility, institutional arrangements of service delivery, regulatory systems, councillors’ proximity to decision makers and their relationship with municipal officials, civil servants and party members variously influence councillors’ mediation capacities and their ability to fulfil the claims of their constituencies for piped water supply and connections. This article examines the trajectories of democratization in India and South Africa. Both democracies are exemplary cases of democratic consolidation but face critical challenges in deepening democracy. Focusing on the notion of 'effective democracy', the article argues that subordinate groups have limited opportunities for meaningful engagement with the State. This problem is explored through an examination of social movements and local government. This article compares the ideological renewal of the Communist Parties in Kerala, India and South Africa during the 1990s. Based on archival research of Party documents, the article follows the Parties' ideological journeys that led them to theorize remarkably similar visions of 'socialist democracy' around four common themes: participatory democracy; a new developmental state; the coexistence of capitalism and socialism; and the extension of civil society and the State in the economy. This article compares labour migrancy and urbanization in several of the leading cities of South Africa and India. It begins by noting the pervasiveness of single male oscillating labour migration between rural areas and city employment in both societies up until the 1950s, despite fundamentally different institutional and political arrangement in each state. It highlights and explores the issues of social structure and culture in both societies, both pre-colonial and colonial, in explaining the dynamics of migrancy and urbanization, including which sections of village society migrated and with what effects. The article explores different modes of living in and adapting to urban environments, and particularly the different social trajectory of women and youth in both societies and the implications of each for social stability. This article addresses globalization's effects on journalism ethics in South Africa and India. It shows the ways in which the debates and issues of journalism ethics are being resolved through the process which scholars have termed as glocalization. Both in South Africa and lndia we found a two-way relationship between global and local epistemologies and practices. By using examples from each country, we suggest that journalism ethics is going through a process of resignification in the local arena. We suggest a global-to-local theoretical matrix that takes into consideration the complexity of journalism ethics in specific cultural and national contexts. [ABSTRACT FROM AUTHOR]
