The premise of our research paper is that large (by the size of the population) municipalities are more complex to govern and manage, and this, in turn, calls for a more professional and apolitical local government. Using data from the largest European survey of mayors, we analyzed the influence of mayors and chief administrative officers in Europe and checked for correlations with the size of the local government. We present empirical evidence to support that the perceived influence of mayors varies with the size of the municipality regardless of the institutional configuration of power relationships. We found that very large municipalities (80,000 or more inhabitants) had weaker mayors. The presumption that a larger, more complex local (urban) environment calls for more professional leadership has been addressed in numerous publications; however, the answer was usually beyond the reach of the empirical tests. A major theme of the European Enlightenment was the rationalization of value, the use of reason to determine the value of things, from diamonds to civilizations. This view of the Enlightenment is well-established in the human sciences. It is ripe for extension to the natural sciences, given the rich recent literature on affect, evaluation, and subjectivity in early modern science. Meanwhile, in art history, the new history of connoisseurship provides a model for the historical study of the evaluation of material things. Historians of natural history have already noted the connections between science, Enlightenment, and connoisseurship. The time has come to extend their insights to other areas of Enlightenment science. This means recognizing the breadth of connoisseurship – the social, linguistic, and disciplinary diversity of the practice – as understood in Europe in the eighteenth century and the latter part of the seventeenth century. Data have become a vital device of border governance and security. Recent scholarship on the datafication of borders and migration at the intersection of science and technology studies and critical security studies has privileged concepts attuned to messiness, contingency, and friction such as data assemblages and infrastructures. This paper proposes to revisit and expand the analytical vocabulary of script analysis to understand what comes to count as data, what forms of data come to matter and how "drawing data together" reconfigures power and agency at Europe's borders. Empirically, we analyze controversies about the practices of asylum decision-making and age assessment in Greece. We show that agency of "users" is unequally distributed through anticipations of subscription and dis-inscription, while asylum seekers are conscripted within security scripts that restrict their agency. Moreover, as a multiplicity of inscriptions are produced, migrants' claims can be disqualified through circumscriptions of data and ascriptions of expertise. [ABSTRACT FROM AUTHOR]

This paper discusses why and how public attitudes should matter in regulating asylum and refugee protection in rich democracies, with a focus on Europe. Taking a realistic approach, I argue that public views constitute a soft feasibility constraint on effective and sustainable policies towards asylum seekers and refugees, and that a failure to take seriously and understand the attitudes of the host country's population can have a very damaging effect on refugee protection and migrants' rights in practice. Bringing together insights from political philosophy, the politics of asylum, and research on public attitudes, I develop my argument by discussing why 'what the people think' should matter in asylum and refugee polices; how public views can and should matter given the well-known challenges with measuring attitudes and policy preferences; and what the prevailing public views might mean for the reform of asylum and refugee policies in Europe. This paper was inspired by empirical encounters with students and teacher-administrators who engaged with an online European education initiative, which raised questions about whether and how their practices were situated as local, transnational, or national(ist) endeavors. The conceptual, theoretical, and methodological resources of social topology and critical border studies guided our inquiry by a focus on bordering practices and how these generate spatiotemporal forms and movements, and evoked a typical national form which is characterized as a singular, stable, linear, and flat "topography." An innovative methodology is deployed to scrutinize how practices with this online, European initiative continue, challenge or complement that typical national form. The findings demonstrate how the use of topographical indexes and tropes (re-)materialized characteristics of these typical national forms, while the combination with topological relations introduced multiplicities and "levels" in these forms. Moreover, spherical forms, bouncing movements, and tunneling movements challenged the singularity, stability, linearity, and flatness of the typical national form. Building on these findings, the paper sets forth the argument that this online European education initiative mainly challenges the enactment of nationalism in classrooms by encouraging learning and thinking through translocalities, which accentuates distances and differences that are being crossed without appealing to the typical imaginary of the "nation" with linear, stable, flat borders. Lower-skilled workers face increasing pressures. Their bargaining position is declining under the twin pressures of globalisation and technological change; and they risk losing access to better positions as firms' pay and conditions arrangements increasingly drift apart. Rising between-firm differences partly come about through increasing separation of lower-skilled workers into lower-paying firms with worse conditions, thereby reducing their opportunities further. Such polarisation is partly driven by (domestic) outsourcing where main firms take certain tasks that are seen as non-core out of their payroll, instead purchasing those same tasks from another official employer or temporary employment agency while retaining control. Outsourcing generally brings worse conditions and lower pay. This paper uses cross-national European data from the Labour Force Survey (LFS) along with contextual data to study how outsourcing – proxied by moves to business services providers or temporary employment agencies – contributes to a worse labour market position of lower-educated workers over time. I find that (1) domestic outsourcing is increasing over time across Europe; (2) outsourced workers are working under generally worse conditions than their counterparts; and (3) this process is not universal: it hits harder in sectors with greater technological innovation and can be alleviated by union density and worker representation. This paper examines ways of knowing "the Roma" as a category of people. It attends to mobility and its obstructions, and the ways that coincide with bureaucratic, institutional, and everyday modes of sorting and racializing groups of people. Our case study is situated in Romania. Whereas "the Roma" do not exist as a category in the Romanian national registry of citizens, mainstream public discourses regarding "Roma migration" have significantly proliferated over the past decades. Yet, how do authorities come to know "the Roma" and how do they render groups of citizens into racialized populations? We examine two bureaucratic practices in Romania, the census and the registry of citizens, and show how the latter is enacted through various "technologies of vision." We focus on the category of "the Roma" as a material semiotic configuration enacted by various "data" regarding issues such as territorial segregation, phenotypic appearance, smell, and dialect. Situated at the intersection of Border and Surveillance Studies, Romani Studies, and Science and Technologies Studies, this paper contributes to debates about how "the Roma" are rendered visible in practices of identification and migration management in Europe. One of the salient features of the recent populist turn in Europe has been a redefinition of the European. Traditionally, (far) right-wing parties defined themselves as Eurosceptic and focused on national identity. Increasingly, however, they have referred to pan-European heritage, although against the mainstream conceptualization of it. The article looks at the case of Hungary and the image of Europe constructed by the Hungarian Prime Minister Viktor Orbán, whose rhetoric has become a key reference point for other European populist movements. The past decade his government has witnessed, on the one hand, a tendency to redefine what is European against the dominant and institutionalized interpretations, and, on the other, an attempt to single-out the concept of Central Europe as the locus for maintaining and nurturing European values in contrast to perceived Western decline. This paper examines this discourse through a close reading of major speeches delivered by Orbán on the anniversaries of historical events. Analysis of these speeches reveals the ideological foundations of his political project and presents historical and philosophical interpretations of the European political situation. This article uses discourse analysis to study the continuities in British foreign policy thinking within the Labour party from the 1960s to the present day. Using representative extracts from speeches by Hugh Gaitskell, Harold Wilson, Tony Blair and Gordon Brown, it identifies the ideational consistencies in the leaders' attitudes to: Empire; federalism in the EEC/EU; and laying down conditions that have to be met before any constructive engagement with ‘Europe’ can be countenanced. We argue that these consistencies, spanning a 50-year period, exemplify a certain stagnation both within Labour's European discourses and within British foreign policy thinking more widely. We develop the idea that Labour party thinking has been crucially framed by both small ‘c’ conservative and upper-case Conservative ideology, popularised by Winston Churchill in his ‘three circles’ model of British foreign policy. This paper explores how local news organizations seek to strengthen their bond with audiences in French-speaking Europe (Belgium, France, and Switzerland). It does so by suggesting a new methodological approach focusing on the different ways in which this bond can be observed, i.e., the "initiatives" implemented by the news organizations. The study identifies 20 types of initiatives undertaken to (re)connect with audiences and presents a model of audience inclusion in news media in line with the literature on modalities of audience participation in news media. The discussion identifies changes in the positioning of local news organizations and journalists towards audiences regarding existing literature on participatory journalism but also on new practices more rooted in engagement, dialogue, and transparency towards audiences. We examine job quality effects of new digital technologies, using the European frame of seven job quality domains: Pay, Working Time Quality, Prospects, Skills and Discretion, Work Intensity, Social Environment, and Physical Environment. Theoretical effects are ambivalent across all domains. The analysis of these effects confirms that digital technologies can both improve and harm job quality depending on how they are used. In light of this analysis and to think through the challenge of regulating digital technologies, we review emerging regulations across several European countries. Drawing on the principles of human-centred design, we argue that worker participation is important for securing good job quality outcomes, at both the innovation and adoption stages. We also consider the application of data protection legislation to the regulation of job quality. The purpose of this paper is to present the findings of an investigation into missionary-refugee relationships in Europe. The main research question guiding this study was: How do missionaries understand and describe their relationship with the refugees they serve? The data for this study were collected at an international consultation on ministry with refugees held in the fall of 2017 from 21 missionaries using semi-structured interview protocols. Findings demonstrate that missionaries shared a liminal identity with the refugees in their ministry, viewed hospitality as a Christian lifestyle, perceived Christianity to be an inclusive faith, and discussed the challenges and opportunities in their ministry with refugees. In the context of a shift from exceptionalism to normalisation, this study examines recommendations/evidence in current pan-European/global guidelines regarding pre-test HIV testing and counselling practices in health care settings. It also reviews new research not yet included in guidelines. There is consensus that verbal informed consent must be gained prior to testing, individually, in private, confidentially, in the presence of a health care provider. All guidelines recommend pre-test information/discussion delivered verbally or via other methods (information sheet). There is agreement about a minimum standard of information to be provided before a test, but guidelines differ regarding discussion about issues encouraging patients to think about implications of the result. There is heavy reliance on expert consultation in guideline development. Referenced scientific evidence is often more than ten years old and based on US/UK research. Eight new papers are reviewed. Current HIV testing and counselling guidelines have inconsistencies regarding the extent and type of information that is recommended during pre-test discussions. The lack of new research underscores a need for new evidence from a range of European settings to support the process of expert consultation in guideline development. [ABSTRACT FROM AUTHOR]

This paper draws on original empirical research to investigate popular understandings of prejudice in two national contexts: Poland and the United Kingdom. The paper demonstrates how common-sense meanings of prejudice are inflected by the specific histories and geographies of each place: framed in terms of ‘distance’ (Poland) and ‘proximity’ (United Kingdom), respectively. Yet, by treating these national contexts as nodes and linking them analytically the paper also exposes a connectedness in these definitions which brings into relief the common processes that produce prejudice. The paper then explores how inter-linkages between the United Kingdom and Poland within the wider context of the European Union are producing – and circulating through the emerging international currency of ‘political correctness’ – a common critique of equality legislation and a belief that popular concerns about the way national contexts are perceived to be changing as a consequence of super mobility and super diversity are being silenced. This raises a real risk that in the context of European austerity and associated levels of socioeconomic insecurity, negative attitudes and conservative values may begin to be represented as popular normative standards which transcend national contexts to justify harsher political responses towards minorities. This paper analyses the population transition model for Vietnam, based on Grover's five stages of population transition. Compatible with the transitional model of Western Europe and other advanced Asian countries, this process in Vietnam has some significant differences: (a) the initial shift or transition of fertility of the population in Vietnam is later than in Asian countries by about 13 years while compared to Europe it is nearly 108 years later; and (b) while the period of initial transition of mortality in Vietnam may not be very different from other Asian countries, it is more than 100 years later than in European countries, especially those in Western Europe. One of the main factors influencing the late transition of Vietnam's population process is, of course, colonialism and the consecutive wars (1945–1954 and 1955–1975). After 1975, Vietnam's population was stable as industrialisation and urbanisation led to the development of health services, education and an urban lifestyle, as well as effective population policies. This exploratory paper presents insights from a qualitative interview-based study of the academic identity-building among a group of early career researchers working in the field of education across the European higher education space. Set against a policy background framed by the initiatives in European higher education and research policy, geared towards a production of a mobile, entrepreneurial researcher in pursuit of 'valuable' knowledge, the respondents' narratives reveal individual complexity, but also emerging patterns of professional identification. We identify the traditional academic values of creating and sharing knowledge validated by an epistemic community, and pursuing autonomy and collegiality in research, as still dominant, however, find these interacting with the demonstration of a strong proactive, entrepreneurial spirit, and a lack of institutional attachment. The narratives indicate the availability of supportive, encouraging communities as being of high significance, and contest the notions of Europeanisation and the utility of geographic mobility in researchers' identities. The paper discusses different types of academic identification driven by value orientation and social attachment that emerged from the early career researchers' interviews, alongside pervasive issues around mobility raised in most narratives, and concludes with suggestions for further study. Gonorrhoea is a major public health problem globally. Increasing incidence in many particularly developed countries and the emergence of resistance to the extended-spectrum cephalosporin ceftriaxone, the last option for empiric first-line monotherapy, are of serious concern. This paper evaluates the results of the 2018–19 International Union against Sexually Transmitted Infections European Collaborative Clinical Group survey on the diagnosis and treatment of gonorrhoea in Europe. Although high quality clinical care was reported in many European settings, in several countries the testing, diagnostics, antimicrobial treatment, and follow-up of gonorrhoea patients were evidently suboptimal. Increased adherence to evidence-based European and/or nationally-adapted management guidelines is essential in controlling the increasing incidence of gonorrhoea in many European settings and the spread of ceftriaxone-resistant, multidrug-resistant, and extensively drug-resistant gonorrhoea. The European Collaborative Clinical Group (ECCG) has been surveying clinical management of sexually transmitted infections (STIs) in Europe since its inauguration in 2011. The ECCG is a network of nearly 130 STI specialists from 34 European countries who conduct questionnaire-based research across the European region. The research of ECCG focuses on providing data regarding clinical practice to inform European STI guideline development and revisions. In this paper, we analyse infrastructure needs of the European natural gas market in response to decarbonisation of the European energy system. To this end, we use numerical modelling and apply the Global Gas Model. We investigate three pathways of future natural gas consumption: i) a decreasing natural gas consumption, following the scenarios of the EU Energy Roadmap 2050; ii) a moderate increase of natural gas consumption, along the lines of the IEA's New Policies Scenario; and iii) a temporary increase of natural gas use as a "bridge" technology, followed by a strong decrease after 2030. Our results show that current import infrastructure and intra-European transit capacity are sufficient to accommodate future import needs in all scenarios. This is despite a pronounced reduction of domestic production and a strong increase in import dependency. However, due to strong demand in Asia, Europe must increasingly rely on exports from Africa and the Caspian region, leading to new infrastructure capacity from these regions. When natural gas serves as a "bridge" technology, short-term utilisation rates of LNG import capacity temporarily increase instead of instigating large scale pipeline expansions. This paper develops an analytical approach to comparative political economy that focuses on the relative importance of different components of aggregate demand—in the first instance, exports and household consumption—and dynamic relations among the “demand drivers” of growth. We illustrate this approach by comparing patterns of economic growth in Germany, Italy, Sweden, and the United Kingdom over the period 1994–2007. Aims: Progress towards meeting the goal of measles elimination in the EU and the European Economic Area (EEA) by 2015 is being obstructed, as some children are either not immunized on time or never immunized. One group thought to be at increased risk of measles is migrants; however, the extent to which this is the case is poorly understood, due to a lack of data. This paper addresses this evidence gap by providing an overview of the burden of measles in migrant populations in the EU/EEA. Methods: Data were collected through a comprehensive literature review, a country survey of EU/EEA member states and information from measles experts gathered at an infectious disease workshop. Results: Our results showed incomplete data on measles in migrant populations, as national surveillance systems do not systematically record migration-specific information; however, evidence from the literature review and country survey suggested that some measles outbreaks in the EU/EEA were due to sub-optimal vaccination coverage in migrant populations. Conclusions: We conclude that it is essential that routine surveillance of measles cases and measles, mumps and rubella (MMR) vaccination coverage become strengthened, to capture migrant-specific data. These data can help to inform the provision of preventive services, which may need to reach out to vulnerable migrant populations that currently face barriers in accessing routine immunization and health services. Migration is not readily seen. A vast infrastructure supports its visualization, making migration visible and actionable. Recent scholarship on the visuality of migration has clearly shown how visualizing migration is an integral part of governing it. Concepts and research approaches from Science and Technology Studies (STS) are particularly appropriate when studying these connections between knowing and doing. In this paper, the performativity of visual methods and their data practices are analysed with respect to the monitoring infrastructure of European border management. Three such methods – patrolling, recording and publicizing – are reconstructed through analysis of their histories and their present. Patrolling involves the tactical domination of terrains. Recording involves the production of documentary objectivity. Publicizing involves the pictorial capture of fleeting realities. These methods are irreducibly political. Their political significance is explored through the concept of demonstrative effects that helps to show how methods of visualising migration at once involve specific demonstrations of the European association that is operative in them. These demonstrations make visible what Europe can and cannot do. Aims: The so-called 'Great Recession' in Europe triggered widespread concerns about population health, as reflected by an upsurge in empirical research on the health impacts of the economic crisis. A growing body of empirical studies has also been devoted to socioeconomic inequalities in health during the Great Recession. The aim of the current study is to summarise this health inequality literature by means of a scoping review. Methods : We have performed a scoping review of the research literature (English language) published in the years 2012–2017. Only empirical papers with (a) health status measured on the individual level, (b) information on socioeconomic position (i.e. employment status, educational level, income/wealth, and/or occupational class), and (c) data from European countries in both pre- and post-crisis years were considered relevant. In total, 49 empirical studies fulfilled these inclusion criteria. Results : The empirical findings in the 49 included studies predominantly show that socioeconomic inequalities in health either increased or remained stable from pre- to post-crisis years. Two-thirds (65%) of the studies found evidence of either increasing or partially increasing health inequalities. Thus, people in lower socioeconomic strata fared worse overall in terms of health during the Great Recession, compared to people with higher socioeconomic status. Conclusions : The Great Recession in Europe tends to be followed by increasing socioeconomic inequalities in health. Policymakers should take note of this finding. Widening socioeconomic inequalities in health is a major cause of concern, in particular if health deterioration among 'vulnerable groups' is caused by accelerating cumulative disadvantages. We study effects of energy market uncertainty shocks on energy transition on the 28 European Union countries from 1990 to 2015 using annual frequency data. We assess the effects of oil price as well as the energy market supply, demand, and residual price shocks using a time-varying parameter panel data stochastic volatility model. We show the importance of reducing energy market uncertainty for the success of a clean energy transition in Europe as uncertainties have strong time-varying effects on the transition from fossil fuels to renewable energy. The oil price and residual energy price uncertainties are the key factors encouraging renewable energy transition that reduces the vulnerability of economies to energy shocks. Energy supply shocks affect the transition negatively while the demand shocks work similarly to residual energy prices shocks, requiring a robust energy base that is less volatile. Tolerance is everywhere. The Council of Europe endeavours to build it, schools are required to teach it, and neighbours are asked to extend it. It features in citizenship ceremonies, city-marketing campaigns, and religious texts and is attached to a variety of different objects, people, and behaviours. Yet despite its ubiquitous circulation as a moral good, critiques of tolerance as a way of relating have called for its rejection in favour of alternative projects such as respect and equality. In this paper I contextualise recent critiques and ask what possibilities remain for a politics of tolerance in multicultural Europe. In so doing, I argue that critiques are insufficiently attuned to the different contexts in which tolerance becomes productive and offer a starting point for further empirical research on its embodied practice. Using an example of dialogue, I argue that tolerance can be intrinsic to the development of alternative relations when positioned as part of an ongoing struggle to multiply ways of thinking and acting. I finish by reflecting on the relationship between tolerance, agonism, and dialogue, to outline a more pragmatic politics of difference, arguing that it is not enough to call for alternative projects without attending to the difficult and incremental learning that such projects demand. This paper reviews the New Public Management literature on the effects of the creation and ongoing operations of agencies across European public sectors. It finds that the bulk of evidence concerns internal effects on processes/activities of agency creation and management and little evidence on outputs and outcomes. The article identifies a number of patterns across the sample and finds positive effects on improved processes and an orientation toward results and service users' needs. Similarly, it finds improvements in transparency and accountability across various countries, but evidence in these areas is less clear. It finds that 46% of the studies included in the sample identified concerns about fragmentation, coordination or organizational stability and shows that unintended consequences are an important part of the evaluation of the effects of agencification. The present study reveals hidden patterns of group membership across cybercrime victims in European countries. We used a multilevel latent class analysis of data from the 2019 Eurobarometer, a regionally representative sample of 21,908 individuals from 28 countries, to identify such subgroups and patterns of cybercrime victimization. The findings suggest there are two overarching cybercrime victim profiles in Europe based on individuals' levels of "online activity" and "cybersecurity guardianship": the "at-risk class" (19%, higher risk) and the "cautious class" (81%, lower risk). Ten different types of cybercrime victimization were compared, and while individual-level predictors were primarily used to produce different groups of cybercrime victims, our findings suggest that researchers consider both individual- and country-level predictors to understand cybercrime victimization patterns in greater depth. The paper discusses certain issues of regional development theory in combination with long-forgotten conditions of uneven geographical development in the context of the current financial and debt crisis in the eurozone. The dominant explanations of the crisis are mainly macroeconomic and financial but this paper argues for its geographical components/foundations. After a short descriptive comment about the current debt crisis in the eurozone and particularly in Southern Europe as part of the wider global crisis of over-accumulation, an alternative interpretation is provided based on uneven geographical/regional development among Euro-regions, especially since the introduction of the euro. The paper also discusses the shift towards what we may call the neoliberal urban and regional development discourse, which is responsible for a de-politicized shift in regional theory and hence downplaying or simply overlooking questions of socio-spatial justice. The discussion about justice and solidarity goes beyond the controversial rescue plan introduced by the European Union and the International Monetary Fund, which was supposedly designed to help one of the so-called – in a typical colonial way – PIIGS (Portugal, Italy, Ireland, Greece and Spain), namely Greece. Pan-European opinion surveys are carried out regularly in all European member states on behalf of the European Commission. From time to time, these 'Eurobarometer' surveys focus on energy related issues. This paper draws on three such surveys across a period of almost 20 years (1984, 1993 and 2002) in order to examine temporal trends in individual actions and intentions concerning energy efficiency across European member states. The main focus is on broad energy efficiency measures and the differences in stated actions and intentions over time and between countries. The paper examines whether actions and intentions differ according to socio-economic factors such as age, gender and education, and whether these differences are stable over time. Levels of public support for different types of energy efficiency instruments are also examined. The paper indicates that reported actions concerning energy efficiency have remained relatively stable over time in most European countries but intentions to do more have declined. Socio-economic variables such as age, gender and education appear to influence actions and intentions to save energy, suggesting that there is a social divide regarding energy conservation. This article explores the tools and strategic options for policymaking of two European intergovernmental organisations in the area of citizenship education. The first section analyses the policy tools used to date, whereas the second section presents current global, political and education-specific challenges in the field. The third section investigates options for how the two organisations might develop their policymaking in future years with a view to formulating recommendations to enable these organisations to make the best use of the policy tools and resources at their disposal. Overall, the article suggests that both the Council of Europe and the European Union are facing significant legal and resource restraints – to a greater extent where the Council of Europe is concerned and to a somewhat lesser extent for the European Union – that limit their capacity to shape and enforce citizenship education policymaking at national levels. Both institutions therefore rely heavily on informational and, to some extent, financial and organisational tools to influence policymaking. Finally, the paper presents a set of clear and actionable goals for improving the power and impact of the informational and organizational policy tools at the disposal of both institutions. When do the media cover far-right protests? News coverage matters for the entrenchment of the far right in contemporary democracies, but little comparative research has looked at what drives news attention to far-right mobilization. We apply a classic input–output process model of news selection bias to test the hypothesis that the visibility of far-right protests events depends on the characteristics of protest initiators, type of action, and reactions. We appraise this via logistic regressions on an original dataset of 5972 protest events retrieved from online press releases by far-right groups (input) and national quality newspapers (output) in 11 European countries (2008–2018). The analysis confirms that news media are particularly responsive to contentious action, protest around migration issues, and action–reaction chains between political opponents. In political and social scientific discourses, the link between right-wing political orientation and anti-immigrant sentiment is often presented as a universal social fact. Based on a systematic examination of the association between left–right political orientation and attitudes towards migrants, the article demonstrates a clear inconsistency in the strength and direction of this presumed association in postsocialist European countries. We provide two analytical explanations for this inconsistency. The first challenges the western-centric idea that people leaning towards the political right tend to hold conservative views that shape their tendency to express anti-immigrant sentiment. The second explanation pertains to the limited relevance of the left–right political orientation scale for postsocialist subjects, making it difficult to attribute anti-immigrant sentiment to specific political orientations. In conclusion, we discuss specific social identities of the holders of hostile attitudes towards outsiders in postsocialist Central and Eastern Europe, which western-centric analytical models do not capture. Background: The European Association for Palliative Care (EAPC) acknowledges palliative sedation as an important, broadly accepted intervention for patients with life-limiting disease experiencing refractory symptoms. The EAPC therefore developed 2009 a framework on palliative sedation. A revision was needed due to new evidence from literature, ongoing debate and criticism of methodology, terminology and applicability. Aim: To provide evidence- and consensus-based guidance on palliative sedation for healthcare professionals involved in end-of-life care, for medical associations and health policy decision-makers. Design: Revision between June 2020 and September 2022 of the 2009 framework using a literature update and a Delphi procedure. Setting: European. Participants: International experts on palliative sedation (identified through literature search and nomination by national palliative care associations) and a European patient organisation. Results: A framework with 42 statements for which high or very high level of consensus was reached. Terminology is defined more precisely with the terms suffering used to encompass distressing physical and psychological symptoms as well as existential suffering and refractory to describe the untreatable (healthcare professionals) and intolerable (patient) nature of the suffering. The principle of proportionality is introduced in the definition of palliative sedation. No specific period of remaining life expectancy is defined, based on the principles of refractoriness of suffering, proportionality and independent decision-making for hydration. Patient autonomy is emphasised. A stepwise pharmacological approach and a guidance on hydration decision-making are provided. Conclusions: This is the first framework on palliative sedation using a strict consensus methodology. It should serve as comprehensive and soundly developed information for healthcare professionals. The interdependence of electricity and natural gas is becoming a major energy policy and regulatory issue in all jurisdictions around the world. The increased role of gas fired plants in renewable-based electricity markets and the dependence on natural gas imports make this issue particular important for the European energy market. Background: The evolution of the provision of palliative care specialised services is important for planning and evaluation. Aim: To examine the development between 2005 and 2012 of three specialised palliative care services across the World Health Organization European Region – home care teams, hospital support teams and inpatient palliative care services. Design and setting: Data were extracted and analysed from two editions of the European Association for Palliative Care Atlas of Palliative Care in Europe. Significant development of each type of services was demonstrated by adjusted residual analysis, ratio of services per population and 2012 coverage (relationship between provision of available services and demand services estimated to meet the palliative care needs of a population). For the measurement of palliative care coverage, we used European Association for Palliative Care White Paper recommendations: one home care team per 100,000 inhabitants, one hospital support team per 200,000 inhabitants and one inpatient palliative care service per 200,000 inhabitants. To estimate evolution at the supranational level, mean comparison between years and European sub-regions is presented. Results: Of 53 countries, 46 (87%) provided data. Europe has developed significant home care team, inpatient palliative care service and hospital support team in 2005–2012. The improvement was statistically significant for Western European countries, but not for Central and Eastern countries. Significant development in at least a type of services was in 21 of 46 (46%) countries. The estimations of 2012 coverage for inpatient palliative care service, home care team and hospital support team are 62%, 52% and 31% for Western European and 20%, 14% and 3% for Central and Eastern, respectively. Conclusion: Although there has been a positive development in overall palliative care coverage in Europe between 2005 and 2012, the services available in most countries are still insufficient to meet the palliative care needs of the population. The European Green Deal (EGD), launched by the European Commission in December 2019, is a major policy package addressing climate change and aiming at a "just and inclusive" transition. Several shortcomings can be identified in the EGD: it lacks a vision of a just, post-carbon economy for Europe; available resources are inadequate to reach stated objectives; and implementation tools are limited. We argue that making Europe's production systems carbon neutral would require a broader range of "green" industrial policies that need to jointly address environmental sustainability, structural change, and fairness of economic outcomes in Europe. This study examined how resilience and optimism were related to psychological well-being among older European adults during the early pandemic. The study used data sampled from the Eurofound COVID-19 survey conducted in 27 European countries during the first lockdown (April 2020). The study sample included 10,674 older adults (mean age = 69.71 ± 5.15, 68.6% women, 87.3% retired). Using structural equation modeling, the relationship between pandemic adversities, resilience, optimism, and well-being was investigated. Results indicated that resilience and optimism in part mediated the association between adversities and psychological well-being. Resilience and optimism have the potential to help older adults cope with stressful life events and other adversities. Future studies should more precisely explore the role of resilience and optimism, its formation, and the protective mechanisms that promote the psychological well-being of older adults. This study seeks to describe and explain female homicide victimization rates across Europe from 1985 to 2010. It examines whether cross-national differences in the levels of female homicides are due to the same factors that explain cross-national homicide variation more generally, whether they are the product of differences in gender dynamics across these countries, or whether they are reflections of regional differences capturing varying historical and cultural trajectories. Pooled time-series analysis of 33 countries over four time periods revealed that all three explanations are salient, although particular measures of each set of theories did not always perform as expected. The paper concludes that understanding macro-level variations in female homicide victimization requires multifaceted explanations that bridge criminological theories and that are also sensitive to socio-historical context. European pharmaceutical manufacturers are finding it increasingly difficult to compete with pharmaceutical players established outside Europe. As a result, Europe has witnessed the migration of jobs, R&D centres and production units to other parts of the world, leading to the gradual deindustrialization of the European pharmaceutical sector. This paper seeks to address this concern by showing that minor adjustments in the Intellectual Property rights regime in Europe may lead to a relevant impact on fostering innovation, high-tech employment and reindustrialization, thus contributing to the competitiveness of the European industrial pharmaceutical activity and to the European economic recovery. Two major pragmatic measures are discussed and evaluated: the manufacturing provision and the export provision. As illustrated below, over the next 9 years, the European ratification of the manufacturing provision and of the export provision could potentially represent a €3,339 million business volume (at ex-work prices); generate up to 8,890 new direct jobs and 35,560 new indirect jobs; and potentially generate the investment associated to the enhancement of manufacturing capacity equivalent to the creation of 37 new medium-sized pharmaceutical enterprises. It should be emphasized that for this study only 73% of the European market (manufacturing provision) and 11% of the non-European market (export provision) was considered for calculation purposes. Unhealthy diets can lead to various diseases, which in turn can translate into a bigger burden for the state in the form of health services and lost production. Obesity alone has enormous costs and claims thousands of lives every year. Although diet quality in the European Union has improved across countries, it still falls well short of conformity with the World Health Organization dietary guidelines. In this review, we classify types of policy interventions addressing healthy eating and identify through a literature review what specific policy interventions are better suited to improve diets. Policy interventions are classified into two broad categories: information measures and measures targeting the market environment. Using this classification, we summarize a number of previous systematic reviews, academic papers, and institutional reports and draw some conclusions about their effectiveness. Of the information measures, policy interventions aimed at reducing or banning unhealthy food advertisements generally have had a weak positive effect on improving diets, while public information campaigns have been successful in raising awareness of unhealthy eating but have failed to translate the message into action. Nutritional labeling allows for informed choice. However, informed choice is not necessarily healthier; knowing or being able to read and interpret nutritional labeling on food purchased does not necessarily result in consumption of healthier foods. Interventions targeting the market environment, such as fiscal measures and nutrient, food, and diet standards, are rarer and generally more effective, though more intrusive. Overall, we conclude that measures to support informed choice have a mixed and limited record of success. The geography of education, especially at subnational level, is a huge black box. Little is known about the distribution of educational attainment and inequality across regions in Europe. This paper addresses this gap in the literature by mapping educational attainment and inequality in 102 regions in Western Europe, using data extracted from the European Community Household Panel (ECHP) covering more than 100,000 individuals over the period 1995–2000. The results of this Exploratory Spatial Data Analysis (ESDA) reveal a strong correlation between levels of educational attainment and inequality across regions in Europe. Regions with similar educational conditions tend to cluster, often within national borders. In addition, a North–South and an urban–rural dimension are evident. Northern regions and large European metropoli have not only the most-educated labour force but also the lowest levels of inequality. Educational inequality seems to be, in any case, a fundamentally within-region phenomenon: 90 percent of the educational inequality in Europe occurs among individuals living in the same region. Drawing mainly on qualitative evidence gathered from interviews with migrant handymen and with labour-using households in the UK, this paper analyses how this migration typifies economic and social divisions within Europe and embodies conflicting tensions between economic and social policies at an interpersonal level. By supplying household services, migrant handymen enable labour-using households to alleviate time pressures and conflicts in time priorities arising from tensions between economic expectations regarding working hours and work commitment, and social expectations regarding contemporary ideas of active parenting. Similarly to the outsourcing of feminized domestic labour and care, these tensions are in part resolved for labour-using households by extending class divisions across national boundaries while leaving gender divisions changed but not transformed and in some instances exacerbating work/ life tensions among the migrants. These broad findings are complicated by differential desires and capabilities around fathering practices among fathers in labour-using households and among the migrants, and economic differentiation among the migrant population. Although we cannot tell from our study whether such movement reinforces or redresses uneven development, what we can say is that existing cohesion policies are insufficient to redress uneven development, and individual responses including migration can reinforce existing social divisions. Since 1989 scholars and policy-makers have articulated different notions of post-socialist reform. Each presupposes or privileges distinct notions of space. This paper focuses on the 'spirit of post-socialism' and outlines these different understandings of post-socialist reform and their corresponding embedded assumptions about space and geography. It then argues that various attempts to frame post-socialism in terms of a series of broader universal projects of economic harmonization and integration have been increasingly supplemented by more conjunctural analyses of diverse economic and social post-socialist practices and spaces, and comparative analyses of post-socialism and reform-socialisms across and beyond Central and Eastern Europe. This paper aims to report on the ‘Innovation through generics’ roundtable, which was convened at the European Parliament in April 2008 to discuss the role of generic medicines in stimulating innovation in the pharmaceutical sector. The roundtable identified a number of factors that hamper generic market entry in Europe and, thus, inhibit competition and innovation in the pharmaceutical sector. These factors include the decline in true innovation in the pharmaceutical sector; shortcomings in current patent and registration systems; pricing and reimbursement delays for generic medicines; greater intellectual property protection and market exclusivity for originator medicines than in the United States; price linkage between generic and originator medicines in some member states; and a lack of demand-side measures that encourage physicians, pharmacists and patients to use generic medicines. There is a need for a pan-European policy relating to patents, registration, pricing and reimbursement, prescribing and dispensing of medicines. In particular, the creation of an internal market will benefit European healthcare by helping to drive down costs. The European Association for Palliative Care Task (EAPC) Force on the Development of Palliative Care in Europe was created in 2003 and the results of its work are now being reported in full, both here and in several other publications. The objective of the Task Force is to assess the degree of palliative care development in the European Region as defined by the World Health Organization (WHO). The Task Force is a collaboration between EAPC, the International Observatory on End of Life Care, Help the Hospices and the International Association for Hospice and Palliative Care. The University of Navarra have collaborated in the dissemination of results and is involved in further developments of this group. Four studies, each with different working methods, made up the study protocol: a literature review, a review of all the existing palliative care directories in Europe, a qualitative ‘Eurobarometer’ survey and a quantitative ‘Facts Questionnaire’ survey. The work of the Task Force covers the entire WHO European Region of 52 countries. In this article we present a comparative study on the development of palliative care in Europe, drawing on all four elements of the study. Different models of service delivery have been developed and implemented throughout the countries of Europe. For example, in addition to the UK, the countries of Germany, Austria, Poland and Italy have a well-developed and extensive network of hospices. The model for mobile teams or hospital support teams has been adopted in a number of countries, most notably in France. Day Centres are a development that is characteristic of the UK with hundreds of these services currently in operation. The number of beds per million inhabitants ranges between 45–75 beds in the most advanced European countries, to only a few beds in others. Estimates on the number of physicians working full time in palliative care are shown. The countries with the highest development of palliative care in their respective subregions as measured in terms of ratio of services per one million inhabitants are: Western Europe - UK (15); Central and Eastern Europe - Poland (9); Commonwealth of Independent States - Armenia (8). This paper also presents indicators on the development of palliative care based on the bibliometric analysis of scientific journals and on the vitality of the palliative care movement in each country. In relation to the development of medicinal products within Europe, the European Commission seeks to strike a balance between the encouragement of innovation and the avoidance of unnecessary research. This balance is supposedly represented by the rules that afford research-based companies a degree of protection against the use by the authorities assessing subsequent applications, of data submitted in support of the application made by the innovator. This paper reviews these rules as they presently stand, how the European Court of Justice (ECJ) and the national courts have interpreted the many `grey areas' in such rules and the proposals for change for the current regime within the overall review of pharmaceutical regulatory rules to be implemented in time for the enlargement of the Community in early 2004. Precarious employment as a determinant of health remains on the rise in Europe, in contrast to the European Pillar of Social Rights. Research in epidemiology, public health, and occupational health research has debated the health impacts of precarious employment. A number of studies have concluded that precarious employment contributes to poor health. More recent research has focused on the contextual influences of the association between precarious employment and health. Accordingly, we argue that the welfare state and the specific institutional arrangements on the national level determine and mediate the extent of the association between precarious employment and health. This research synthesis: (a) debates explanations for the rise of precarious employment in Europe, (b) illustrates how precarious employment has risen in Europe since the 1980s, (c) indicates empirical findings of the association between precarious employment and health in Europe, (d) discusses how research explains between-country differences of the association between precarious employment and health, and (e) presents empirical findings on the contextual determinants of the association between precarious employment and health in Europe. The influence of social and educational factors has often been used to explain social differences in consumption and cultural practices. Without denying the value of such an approach, this article examines the impact of religious denomination and its influence in shaping cultural practices. Our article argues the need for a macro-social, longue durée [long-term] perspective to shed light on cultural differences and why these linger notwithstanding the market and political convergence found in Europe today. The diverse cultural consumption patterns found in European Union (EU) Member States as evidenced by Eurobarometer surveys are examined through our logistic regression analysis. The findings show the explanatory power of the religion variables used by classical historical sociology. These variables have been largely overlooked by modern studies—a shortcoming this article seeks to redress.
