This paper empirically analyses a Massachusetts law (Chapter 40B) allowing developers of income-restricted housing to appeal local land-use decisions to a state administrative body. Based on a unique dataset, we assess whether Chapter 40B was more likely to be used by developers in municipalities that place stronger restrictions on development. We find that the use of Chapter 40B to overcome regulatory barriers depends on the type of project. For rental development, developers were more likely to use the law in municipalities that were relatively accessible to jobs and that placed relatively stringent zoning restrictions on multifamily development. Critics of many popular urban school reforms in the United States allege that these reform efforts unfairly insert market forces into the public domain, resulting in widening inequalities. In this paper, I challenge the notion that market forces per se are responsible for the gentrification that school reform often facilitates. Drawing on in-depth interviews, government documents, and media accounts, I analyse one component of school reform in Boston, the overhaul of the city’s public school student assignment policy, which curtailed parental choice (and, therefore, market pressure) within the city’s school system, while still potentially perpetuating inequalities. The Massachusetts Affordable Housing Policy of 1969 (known as the ‘Anti-Snob Zoning Act’, or simply 40B), is one of the most admirable and controversial acts in the history of the state. It was intended to break through the exclusionary ‘snob’ zoning that was customary in United States suburbs at the time, and to open the suburbs to low- and moderate-income residents by encouraging the production of affordable housing statewide. The paper analyses 40B and the modifications it has undergone over the years in light of the relation between centralized state power and decentralized local government power with regard to planning. Understanding of the changes in local–state power relations can provide an explanation for the changes that have occurred over the years in implementing the law. The findings suggest that mutual learning, and understandings developed over the years among all involved, can provide the greatest benefit to low- and moderate-income residents. Capturing the increase in land value attributable to transit accessibility has become an increasingly examined alternative to fund the transit system, one which demands reliable estimates of the impact of transport improvement on property values. In the context of value capture, this study presents a new method to value transit accessibility. We integrate the Heckman selection model and spatial econometric techniques to account for two issues that are often overlooked in the conventional hedonic price analysis: sample selection and spatial autocorrelation. The modelling framework is applied to the city of Boston to assess the impact of the subway system on single-family property values and gauge the potential for value capture. We find that failing to correct for sample selection and spatial autocorrelation results in significant bias in valuing transit accessibility. This bias might distort estimates of the value-added effect of transit infrastructure investment and misguide policy design for value-capture programmes. [ABSTRACT FROM PUBLISHER]

The broad intent of smart growth is to reduce development in environmentally sensitive areas by limiting the outward expansion of development and redirecting private investment to urban areas. Local decisions that shape and constrain land uses can pit narrow economic interests against broader-based environmental organisations and impact decisions on smart growth. Based on the political market framework, this study specifically examines the influence of pro-growth and smart-growth interest groups on smart growth policies adopted by local governments in the state of Massachusetts, USA. The results suggest both real estate interests and environmental groups influence local policy decisions, and depending on the policy, the characteristics of local political institutions mediate these influences. This article analyses the travel behaviour, residential choices and related preferences of 55+ baby boomers in suburban Boston, USA, looking specifically at age-restricted neighbourhoods. For this highly auto-dependent group, do neighbourhood-related characteristics influence local-level recreational walk/bike and social activity trip-making? The analysis aims to discern community (for example, social network) versus physical (for example, street network) influences. Structural equation models, incorporating attitudes and residential choice, are used to control for self-selection and to account for direct and indirect effects among exogenous and endogenous variables. The analysis reveals modest neighbourhood effects. Living in age-restricted, as opposed to unrestricted, suburban neighbourhoods modestly increases the likelihood of residents being active (i.e. making at least one local recreational walk/bike trip) and the number of local social trips. Overall, the age-restricted community status has greater influence on recreational and social activity trip-making than the neighbourhood physical characteristics, although some community–neighbourhood interaction exists. This mixed-method study examines the utility of the Gateway Provider Model (GPM) in understanding service utilization and pathways to help for Somali refugee adolescents. Somali adolescents living in the Northeastern United States, and their caregivers, were interviewed. Results revealed low rates of use of mental health services. However other sources of help, such as religious and school personnel, were accessed more frequently. The GPM provides a helpful model for understanding refugee youth access to services, and an elaborated model is presented showing how existing pathways to help could be built upon to improve refugee youth access to services. A significant body of research has addressed whether fixed internet use increases, decreases or supplements the ways in which people engage in residential and workplace settings, but few studies have addressed how wireless internet use in public and semi-public spaces influences social life. Ubiquitous wi-fi adds a new dimension to the debate over how the internet may influence the structure of community. Will wireless internet use facilitate greater engagement with co-located others or encourage a form of 'public privatism'? This article reports the findings of an exploratory ethnographic study of how wi-fi was used and influenced social interactions in four different settings: paid and free wi-fi cafes in Boston, MA and Seattle,WA. This study found contrasting uses for wireless internet and competing implications for community. Two types of practices, typified in the behaviors of 'true mobiles' and 'placemakers', offer divergent futures for how wireless internet use may influence social relationships. [ABSTRACT FROM AUTHOR]
