Background We aimed to elucidate household and community-level shedding and transmission of trivalent oral polio vaccine (tOPV) in communities with inactivated polio vaccine (IPV) routine immunization after tOPV is administered during a national health week (NHW). Methods We conducted a 3-arm, randomized trial with data collected at baseline through 10 weeks post-NHW in households with at least 1 child <5 years old in 3 semi-rural communities in Orizaba, Mexico. Selected communities were geographically isolated but socio-demographically similar. Each community was assigned an oral polio vaccine (OPV) immunization rate: 10, 30, or 70% of participating households. From 2653 households in the 3 communities, ~150 households per community were selected, for 466 in total. Households were randomized as vaccinated or unvaccinated, with only 1 child under 5 in the vaccinated household receiving OPV during the February 2015 NHW. No other community members received OPV during this NHW. Stool samples were collected up to 10 weeks post-vaccination for all members of the 466 study households and were analyzed for the presence of OPV serotypes using a multiplex polymerase chain reaction assay. Results We will report on the factors associated with, and incidence and duration of, household and community shedding and transmission of OPV. The secondary outcomes will characterize temporal and geospatial OPV serotype shedding patterns. Conclusions The current global polio eradication plan relies on transitioning away from OPV to IPV. This study contributes to understanding patterns of OPV shedding and transmission dynamics in communities with primary IPV immunity, in order to optimize the reduction of OPV transmission. This paper offers a comprehensive picture of the performance of the Mexican health system during the period 2000–18. Using high-quality and periodical data from the Organization for Economic Cooperation and Development, the World Bank, the Institute for Health Metrics and Evaluation and Mexico's National Survey of Household Income and Expenditure, we assess the evolution of seven types of indicators (health expenditure, health resources, health services, quality of care, health care coverage, health conditions and financial protection) over a period of 18 years during three political administrations. The reform implemented in Mexico in the period 2004–18―which includes the creation of 'Seguro Popular'―and other initiatives helped improve the financial protection levels of the Mexican population, expressed in the declining prevalence of catastrophic and impoverishing health expenditures, and various health conditions (consumption of tobacco in adults and under-five, maternal, cervical cancer and human immunodeficiency virus (HIV) or acquired immunodeficiency syndrome (AIDS) mortality rates). We conclude that policies intended to move towards universal health coverage should count on strong financial mechanisms to guarantee the consistent expansion of health care coverage and the sustainability of reform efforts. However, the mobilization of additional resources for health and the expansion of health care coverage do not guarantee by themselves major improvements in health conditions. This paper addresses policy effects of international mobility in developing countries. It proposes a multilevel approach to study research training policies, specifically focusing on international mobility schemes as capacity-building instruments, where effects need to be identified at both individual and organizational levels. The paper asserts that current categorizations of country efforts to build a solid scientific base should consider transference of effects in domestic research contexts. Using a survey and interview-based study of a mobility policy in Mexico, and nanotechnology-related disciplines and sectors, this paper's findings suggest that mobility policies are crucial in creating high-quality individual research skills, but that their impact on building domestic research capacity may be modest. This paper contributes to the evaluation literature on national research training programs and their influence on research capacity in two ways. First, it mobilizes a multilevel analytical approach to examine the effects of policies on individuals and organizations, offering a broader conceptualization of impact. This special issue explores the operationalization of the triple helix system in developing countries by examining the university-industry relationship and its implications for national and regional innovation systems. The five papers in this issue attempt to set in perspective the role of universities in capacity building in four developing countries (India, Mexico, Chile and Thailand). The papers are based on in-depth case studies drawing on system theories such as the national and regional systems of innovation, national innovative capacity, and the triple helix system. They draw useful lessons of policy import for university managers and higher education policy-makers, local government officials and regional industry associations. They also underline the importance of policy initiatives for networking and collaboration between industry, university and government agencies. The key factors that would need to be taken into account by policy-makers and university authorities in order to ensure continuing, effective, working relationships with industry are also highlighted. SUMMARY: Gravity inversion is a process that obtains the spatial structure and physical properties of underground anomalies using surface collected gravity anomaly data. In recent years, the rapid development of deep learning (DL) has enabled the achievement of good results for gravity inversion methods based on DL. These methods aim to learn the mapping between geological models and gravity anomaly data by training a neural network with geological models as labels. However, using DL inversion requires generating a large amount of training data for each geological target and involves the forward calculation of the generated models, which inevitably consumes a large amount of time and storage space. To address this issue, we propose using a neural network to approximate the expensive forward computation with a fast evaluation alternative. After training, the network can reproduce gravity anomalies at any observation point. To evaluate the effectiveness of the forward model, we use the gravity anomalies predicted by the forward network for inversion network training. Additionally, to mitigate the problem of poor generalization of existing DL inversions, we propose using multitask learning. By learning multiple related tasks simultaneously, the generalization ability of the model improves, thus enhancing the performance of the main task. In this paper, a multitask UNet3+ network is proposed to realize anomaly bodies localization and density contrasts reconstruction simultaneously. Test results on the synthetic data set demonstrate that the gravity anomalies predicted by the forward network can be successfully inverted, and the multitask approach can predict subsurface geology more accurately than the single-task. To further illustrate the effectiveness of the algorithm, we apply this method to the inversion of the San Nicolas deposit in central Mexico. [ABSTRACT FROM AUTHOR]

We develop a multicountry, multisector trade model featuring risk-averse workers, labor market frictions, unemployment benefits, and equilibrium unemployment. Trade opening leads to a reduction in unemployment when it simultaneously raises welfare and reallocates labor toward sectors with lower-than-average labor market frictions. We then estimate and calibrate the model using employment data from 31 OECD countries and worldwide trade data. Finally, we quantify the potential unemployment, real wage, and welfare effects of repealing NAFTA and raising bilateral tariffs between the United States and Mexico to 20%. Over the last two decades, Mexico has experienced macroeconomic stability, an open trade regime, and substantial progress in education. Yet average workers' earnings have stagnated, and earnings of those with higher schooling have fallen, compressing the earnings distribution and lowering the returns to education. This paper argues that distortions that misallocate resources toward less-productive firms explain these phenomena, because these firms are less intensive in well-educated workers compared with more-productive ones. It shows that while the relative supply of workers with more years of schooling has increased, misallocation of resources toward less-productive firms has persisted. These two trends have generated a widening mismatch between the supply of, and the demand for, educated workers. The paper breaks down worker earnings into observable and unobservable firm and individual worker characteristics, and computes a counterfactual earnings distribution in the absence of misallocation. The main finding is that in the absence of misallocation average earnings would be higher, and that earnings differentials across schooling levels would widen, raising the returns to education. A no-misallocation path is constructed for the wage premium. Depending on parameter values, this path is found to be rising or constant, in contrast to the observed downward path. The paper studies the long-run disconnection between a rising profit share of income and a constant rate of capital accumulation in Mexico since the early 1990s. According to stylized facts based on the Cambridge accumulation equation, the disconnection reflects two factors: first, a flat trajectory of the investment share of profits, and second, a gap between a rising profit share and a constant or even falling profit rate due to a decline in the output/capital ratio. In manufacturing—where the disconnection was particularly sharp—econometric estimates show that the accumulation rate was negatively affected not only by the decline in the output/capital ratio but also by a fall in the relative Mexican/US profit rate. The estimates show in addition that, among financialization indicators, a rise in interest payments as a share of profits may have contributed to the low accumulation rate. [ABSTRACT FROM AUTHOR]

Climate change is one of the main threats to biodiversity in the 21st century. However, the effects that it may have on different mammal species are unknown, making it difficult to implement conservation strategies. In this paper, we used species distribution models (SDM) to assess the effect of global climate change on the potential distribution of the 8 of the 9 marsupial species in Mexico, and analyzed their distribution in the current system of natural protected areas (NPAs). We used presence records for each species and bioclimatic variables from the present and the future (2050 and 2080) with 2 contrasting possible scenarios (representative concentration pathways RCP 4.5 and 8.5). We found that Tlacuatzin canescens would have the most stable potential range under any climate change scenario, while the remaining species (Caluromys derbianus, Chironectes minimus, Didelphis marsupialis, D. virginiana, Philander opossum, Marmosa mexicana , and Metachirus nudicaudatus) would undergo notable range losses in the future, though there would not only be losses—according to our SDMs, for all species there would be some range gain under the different climate scenarios, assuming the vegetation cover remained. The current system of NPAs in Mexico currently protects and under the 2 future scenarios would protect less than 20% of the potential range of marsupials, so a reevaluation of their areas beyond the NPAs is highly recommended for the long-term conservation of this group. Our results provide relevant information on the estimated effects of global climate change on marsupials, allowing us to design more effective methodologies for the protection of this portion of the mammalian fauna in Mexico. Lava domes form during effusive eruptions due to an extrusion of highly viscous magmas from volcanic vents. In this paper we present a numerical study of the lava dome growth at Volcán de Colima, Mexico during 2007–2009. The mathematical model treats the lava dome extrusion dynamics as a thermomechanical problem. The equations of motion, continuity and heat transfer are solved with the relevant boundary and initial conditions in the assumption that magma viscosity depends on the volume fraction of crystals and temperature. We perform several sets of numerical experiments to analyse the internal structure of the lava dome (i.e. the distributions of the temperature, crystal content, viscosity and velocity) depending on various heat sources and thermal boundary conditions. Although the lava dome growth at Volcán de Colima during short (a few months) dome-building episodes can be explained by an isothermal model of lava extrusion with the viscosity depending on the volume fraction of crystals, we show here that cooling plays a significant role during long (up to several years) episodes of dome building. A carapace develops as a response to a convective cooling at the lava dome–air interface. The carapace becomes thicker if the radiative heat loss at the interface is also considered. The thick carapace influences the lava dome dynamics preventing its lateral advancement. The release of the latent heat of crystallization leads to an increase of the temperatures in the lava dome interior and to a relative flattening of the dome. Meanwhile, the heat source due to viscous dissipation inside the lava dome is negligible, and it does not influence the lava dome growth. The developed thermomechanical model of the lava dome dynamics at Volcán de Colima can be used elsewhere to analyse effusive eruptions, dome morphology and carapace evolution including its failure potentially leading to pyroclastic flow hazards. Introduction: Flavor capsule cigarettes are rapidly gaining global market share, particularly in Latin America; however, little is known about consumer profiles and perceptions since the diffusion of this product innovation has become more widespread.Aims and Methods: This paper compares profiles and perceptions of smokers who prefer flavor capsule cigarettes and those who do not in Mexico. We analyzed data from six online surveys of adult Mexican smokers (n = 4488) from 2018-2020. Participants identified their preferred brand variety characteristics (no capsule; one capsule; two capsules), and reported perceptions of their brand varieties' flavor, smoothness, harmfulness, and whether they smoke to control their appetite. Separate multinomial logistic models regressed preferred cigarette type on sociodemographic and smoking-related variables, as well as perceived benefits on preferred cigarette type, adjusting for covariates.Results: Most participants preferred capsule cigarettes (single capsule = 47.5%; double capsule = 12.9%). Flavor capsule users reported that their preferred varieties mostly tasted like menthol/mint (59% of single capsule users and 23% of double capsule users), cucumber (12% and 27%, respectively) or berries (10% and 22%, respectively). Females were more likely than males to prefer either single or double capsule cigarettes (AOR = 2.26 and 2.01, respectively). Preference for flavor capsules was also higher among younger smokers, e-cigarette users, those who smoke less frequently, and those who recently tried or plan to quit. Smokers who preferred capsules were more likely than non-capsule smokers to perceive their cigarettes as smoother, less harmful, and to smoke to control their appetite.Conclusions: The high prevalence of capsule use and widespread perceptions of the benefits of capsules over traditional cigarettes may help explain why tobacco control policies have not reduced smoking prevalence in Mexico.Implications: Flavor capsules are rapidly growing in popularity in many countries around the world, including Mexico. This study found that more Mexican adult smokers prefer brand varieties with capsules (60%) than without capsules (40%), that flavor capsule use strongly correlates with menthol cigarette use, and that perceived flavors of capsules range widely. Flavor capsule smokers have more positive smoking expectancies (eg, lower risk perceptions, dietary control) than noncapsule smokers. Capsules appeal particularly to women, young adults, less frequent smokers, and those who recently tried to quit. This paper explores how labor market conditions drive gender differences in the human capital decisions of men and women. Specifically, I investigate how male and female schooling decisions respond to an exogenous change in cognitive ability. Using data from Mexico, I begin by documenting that in utero exposure to thermal inversions, which exacerbate air pollution, leads to lower cognitive ability in adulthood for both men and women. I then explore how male and female schooling decisions respond differentially to this cognitive shock: for women only, pollution exposure leads to reduced educational attainment and income. I show that this gender difference is explained by the fact that women disproportionately sort into white-collar jobs, where schooling and ability are more complementary than they are in blue-collar jobs. In January 2014, Mexico introduced a soda tax of 1 Mexican Peso (MXP) per litre. The aim of this paper is to examine the political context out of which this policy emerged, the main drivers for the policy change, and the role of stakeholders in setting the policy agenda and shaping the policy design and outcomes. Thirty-one semi-structured interviews were conducted with key stakeholders, and 145 documents, including peer-reviewed papers, policy briefs, press releases, industry, government, and CSO reports, were analysed. An iterative thematic analysis was conducted based on relevant theories of the policy process using a complementary approach, including Stages Heuristic Model, Policy Triangle Framework, and Multiple Streams Model. Results showed that a major motivation was the new administration seeking funds as they entered government. The soda tax was supported by a key group of legislators, civil society actors and by academics promoting evidence on health effects. However, the policy measure was challenged by the food and beverage industries (F&BI). Non-state actors were both formally and informally involved in setting the agenda, regardless of some of them having opposing interests on the soda tax policy. Approaches used by non-state actors to influence the agenda included: calls for action, marketing strategies, coalition building, challenging evidence, and engaging in public-private partnerships (PPPs). The effectiveness of the soda tax was highly debated and resulted in public polarization, although the framing of the outcomes was instrumental in influencing fiscal policies elsewhere. This study contributes to the debate around implementing fiscal policies for health and how power is exercised and framed in the agenda-setting phase of policy development. The article examines how the F&BI sought to influence the national strategy for obesity prevention. This paper studies the effects of cash versus in-kind transfers on the time allocation of children exploiting the randomized rollout of a program which transferred either cash or a basket of food to poor households in Mexico. Children in cash-recipient households experience a significantly larger decrease in paid employment and hours of work, and an increase in schooling, as compared to children in in-kind-recipient households. Both transfers are given to a female member of the household to enhance women's participation in household decision-making. The difference between the cash and in-kind impacts on child time allocation is entirely driven by households presenting characteristics associated with lower female decision-making power. Thus, differences in child employment responses across transfer modalities are likely related to women-targeted transfers having larger effects on female empowerment when provided in cash. This paper studies how import liberalization affects formal employment across gender. The theory offers a mechanism to explain how male and female formal employment shares can respond differently to trade liberalization through labor reallocation across tradable and nontradable sectors. Using Mexican data over the period 1993–2001, we find that Mexican tariff cuts increase the probability of working formally for both men and women within four-digit manufacturing industries. The formalization of jobs within tradable sectors is driven by large firms. Constructing a regional tariff measure, we find that regional exposure to import liberalization increases the probability of working formally in the manufacturing sector for both men and women, and especially for men. Modern availability of rich geospatial datasets and analysis tools can provide insight germane to the design of field experiments. Design of field experiments, and in particular the choice of sampling strategy, requires careful consideration of its consequences on the external representativity and interference (SUTVA violations) of the experimental sample. This paper presents a methodology for a) modeling the geospatial and social interaction factors that drive interference in rural field experiments; and b) eliciting a set of nondominated sample options that approximate the Pareto-optimal tradeoff between interference and external representativity, as functions of sample choice. The study develops and tests the methodology in the context of a large-scale health experiment in rural Mexico, involving more than 3,000 pregnant women and 600 health clinics across 5 states. This paper estimates the impacts of attending better middle schools on the test scores, on-time graduation, self-reported socio-emotional skills, aspirations and high school track choices of marginally admitted students. A regression discontinuity design comparing students just above and below the admission threshold to higher-achieving middle schools in Mexico shows some modest gains on externally graded tests, but adverse effects on grade point average and on-time graduation. By the end of middle school, marginally admitted students feel academically inferior to their peers, obtain worse scores on measures of conscientiousness, and are more likely to shift their aspirations and subsequent schooling choices from academic to vocational programmes. The results are consistent with the hypothesis that unfavourable peer comparisons, stemming from direct observation or subjective teacher assessments, can be sufficiently important to affect students' educational trajectories. In this paper, I seek to sharpen the understanding of the economic channels through which sector-specific distortions affect aggregate outcomes. I pay special attention on how cross-sector misallocation might arrive as a result of these distortions, and clarify how models of resource misallocation across heterogeneous firms differ from models of resource misallocation across sectors. I present facts that suggest the presence of such distortions in Mexico, a noteworthy developing country. This paper presents a framework for the quantitative analysis of individual income dynamics, mobility, and welfare, with ex ante identical individuals facing a stochastic income process and market incompleteness, implying that they are unable to insure against persistent shocks to income. We show how the parameters of the income process can be estimated using repeated cross-sectional data with a short panel dimension and use a simple consumption-saving model for quantitative analysis of mobility and welfare. Our empirical application, using data on individual incomes from Mexico, provides striking results. Most of the measured income mobility is driven by measurement error or transitory income shocks and is therefore (almost) welfare neutral. Only a small part of measured income mobility is due to either welfare-reducing income risk or welfare-enhancing catching-up of low-income individuals with high-income individuals, both of which, nevertheless, have economically significant effects on social welfare. Strikingly, roughly half of the mobility that cannot be attributed to measurement error or transitory income shocks is driven by welfare-reducing persistent income shocks. This paper provides a comparative analysis of the Mexican currency crisis of 1994 and the Chilean crisis of 1982 to assess to what extent exchange-rate-based stabilisation programmes are successful in reducing - or even eliminating - inflationary inertia. The paper provides a brief overview of the Chilean and Mexican reform and stabilisation programmes. A theoretical model that emphasises the role of credibility is developed to analyse the effects of exchange-rate based stabilisation programmes on inflationary inertia. According to the model, less than credible stabilisations will not eliminate inertia and will generate major real exchange rate overvaluation. Detailed data are used to test the hypothesis. Topics include Peruvians lacking mass diagnostic testing due to the limitations intrinsic to the health system and socioeconomic inequalities; and COVID-19 vaccine strategy against vaccine hesitancy ending the pandemic and achieving sustainable recovery.

News about the first baby born after a mitochondrial replacement technique (MRT; specifically maternal spindle transfer) broke on September 27, 2016 and, in a matter of hours, went global. Of special interest was the fact that the mitochondrial replacement procedure happened in Mexico. Oneof the scientists behind this world firstwas quoted as having said that he and his team went to Mexico to carry out the procedure because, inMexico, there are no rules. In this paper, we exploreMexico's rule of law in relation to mitochondrial replacement techniques and show that, in fact, certain instances ofMRTs are prohibited at the federal level and others are prohibited at the state level. In this paper we study the causal effect of a large expansion of publicly provided health insurance on school enrollment rates and on children's academic performance using the case of Mexico. Access to free health insurance could improve education outcomes directly by making household members healthier or indirectly by raising the amount of resources available for education expenses. Using a panel of municipalities from 2007 to 2010, we find that the expansion of the Mexican public health insurance program, Seguro Popular, had a large positive, statistically significant effect on school enrollment rates and on standardized test scores. . The paper examines the gender wage differentials in both the formal and the informal sectors of the economy, in Mexico from 1996 to 2006. To estimate and understand the gender wage gap, the paper considers the entire distribution of wages, taking into account the probability of employment into the wage sector. The main findings of the paper suggest that the gender wage gap differs by the sector of employment. Unlike the raw gender wage differentials, the selection-adjusted gender wage differentials are higher in the formal sector, relative to the informal sector. The unexplained gender wage gaps also vary by sector of employment with the unexplained component being higher in the formal sector relative to the informal sector. Although the average unexplained gender wage gap has decreased over time (from 1996 to 2006) in both sectors, there is some evidence of a glass ceiling in the formal sector, with the unexplained gender wage gap being higher in the upper tail. "If you can't beat 'em, eat 'em": the development of commercial markets is an emerging strategy to control invasive species. This strategy may have fewer unintended ecological impacts than genetic modification and biological control; however, its unintended social impacts are poorly understood. We discuss the social dilemmas and opportunities created by commercializing invasive species, based on the experiences of fishing cooperatives' harvest of invasive lionfish (Pterois sp.) in the Mexican Caribbean. In Cozumel, Mexico, a pilot commercial fishery began in 2012, and by 2015 had seemingly succeeded at reducing local lionfish abundance. However, three social dilemmas have accompanied this process. First, though designed to support sustainability, this market disproportionately benefits fishers that use fishing gear considered "unsustainable". Second, this strategy reinforces the narrative of fishers trapped in a "tragedy of the commons," while simultaneously depending on the fishers' participation. Finally, the programme's very success has led to its own demise, disproportionately affecting the programme's most invested participants. These and similar dilemmas may be inevitable when systems in place for sustainable resource harvest are repurposed for resource collapse. However, fishing cooperatives have managed to navigate these dilemmas in partnership with governmental and non-governmental organization (NGO) advocates to position themselves as conservation leaders. As a result of the COVID-19 pandemic, the learning and evaluation processes have been moved to an online modality to keep social distance and reduce the spreading of the virus. The strategies implemented for assessment and proctoring in this online remote teaching and assessment emergency are no exception when proctoring test-takers. This problem is addressed from a practical context of study: the English Language Proficiency Tests of a University in southeast Mexico. Considering an iterative user-centered mixed methodology, a set of dashboards was designed, implemented and evaluated to visualize the information generated by test-takers during the administration process. An increase in the Usability of the dashboards is observed in all heuristic categories, with visual design being greater. The use of the mixed methodology and the constant user feedback during the process helped us to reduce development time compared with other works found in the literature. Observance of acceptable ethical behaviour is compulsory for good research, particularly when such research puts the well-being of humans at risk. Internationalization of clinical research in developing countries raises ethical concerns. Are the study subjects aware of, and sufficiently protected against, the inherent risks of drug testing? Public policy is called upon to minimize risks while increasing the opportunities for host countries to benefit from participation in clinical research. This paper discusses some minimum principles required for clinical trials to be ethical. This paper compares the results of four country studies (Argentina, Brazil, Costa Rica and Mexico) on the relative effectiveness of channels of interactions between public research organisations (PROs) and industry in driving specific types of benefits for researchers and firms. All studies used micro-datasets developed by a joint project using common questionnaires. Channels of interactions were classified into four groups (traditional, services, bi-directional and commercial) while benefits were classified into two groups for firms (short-term production and long-term innovation) and for researchers (economic and intellectual). It is found that the bi-directional (knowledge flows in both directions) and the services (knowledge flows mainly from PROs to firms) channels drive intellectual benefits for researchers. Firms tend to value the traditional channel (i.e. graduates, publications, conferences) more than any other channel. The process of knowledge transfer between public research organisations and industry occurs through multiple channels of interaction, however, there are differences in terms of the benefits that the agents perceive. Based on micro-data, this paper explores which channels are the most effective for triggering different benefits perceived by researchers and firms involved in such interactions in Mexico. The results suggest that researchers obtain intellectual benefits from the bi-directional and the traditional channels. Firms obtain benefits related to production activities and innovation strategies from the bidirectional and the services channels, while the traditional channel only provides production-related benefits. These results raise different policy issues. First, fostering the bi-directional channel could contribute to building virtuous circles. Secondly, it is necessary to align the incentives to foster other channels of interaction. Thirdly, a change in the researchers' incentives is required to induce new benefits from interactions. The project 'Radiological Analysis of Environmental Samples in the Gulf of Mexico and the coast of Quintana Roo', had the aim of identifying and quantifying anthropogenic radionuclides in environmental samples consisting of silt, sand and sea water. This paper presents the results of the radiological analysis of these samples, which was made in the multichannel system for gamma spectrometry with hyperpure germanium detector in the Laboratory of Radiological Analysis of Environmental Samples, located at the Physics Department, Faculty of Sciences, of the Autonomous National University of Mexico (UNAM). The sampled points are along the coast of the contiguous states of Tamaulipas, Veracruz, Tabasco, Campeche, Yucatan and Quintana Roo. This paper charts the mechanics of civic responsibility in preventing violence. Attention centers on divergent practices of responsibilization in Puebla, Mexico, which emanate from both state rationales associated with citizen security initiatives and from community-based measures that confound such official logics. Situated in the workings of governmentality beyond advanced liberalism, the paper proposes a decentering of responsibilization. This requires two steps. First, analysis returns to governmentality as the intersection of technologies of domination and the self but locates the former in relation to nomos rather than logos. That is, responsibilization occurs not exclusively in relation to codes of conduct consistent with official determinations (logos) but also as a socially developed order that exceeds the political, economic, and rational dimensions of government (nomos). Second, it positions technologies of the self amid Michel Foucault's work on the empiricohistorical construction of care of the self. This is a situated care, wherein a responsible individual emerges from the constituent complexity of the social order and her interdependence with other living forms. Far from an art of government wherein individual participation becomes the corollary to the withdrawal of the state, civic responsibility in Puebla is socially embedded and, therefore, need not align with institutional power. Populus fremontii (Fremont cottonwood) is recognized as one of the most important foundation tree species in the southwestern USA and northern Mexico because of its ability to structure communities across multiple trophic levels, drive ecosystem processes and influence biodiversity via genetic-based functional trait variation. However, the areal extent of P. fremontii cover has declined dramatically over the last century due to the effects of surface water diversions, non-native species invasions and more recently climate change. Consequently, P. fremontii gallery forests are considered amongst the most threatened forest types in North America. In this paper, we unify four conceptual areas of genes to ecosystems research related to P. fremontii's capacity to survive or even thrive under current and future environmental conditions: (i) hydraulic function related to canopy thermal regulation during heat waves; (ii) mycorrhizal mutualists in relation to resiliency to climate change and invasion by the non-native tree/shrub, Tamarix ; (iii) phenotypic plasticity as a mechanism for coping with rapid changes in climate; and (iv) hybridization between P. fremontii and other closely related Populus species where enhanced vigour of hybrids may preserve the foundational capacity of Populus in the face of environmental change. We also discuss opportunities to scale these conceptual areas from genes to the ecosystem level via remote sensing. We anticipate that the exploration of these conceptual areas of research will facilitate solutions to climate change with a foundation species that is recognized as being critically important for biodiversity conservation and could serve as a model for adaptive management of arid regions in the southwestern USA and around the world. Mexico has a complex geological history that is typified by the distinctive terranes that are found in the south-central region. Crustal thickness variations often correlate with geological terranes that have been altered by several processes in the past, for example aerial or subduction erosion, underplating volcanic material or rifting but few geophysical studies have locally imaged the entire continental crust in Mexico. In this paper, the thickness of three layers of the crust in south-central Mexico is determined. To do this, we use P - and S -wave receiver functions (RF) from 159 seismological broad-band stations. Thanks to its adaptive nature, we use an empirical mode decomposition (EMD) algorithm to reconstruct the RFs into intrinsic mode functions (IMF) in order to enhance the pulses related to internal discontinuities within the crust. To inspect possible lateral variations, the RFs are grouped into quadrants of 90°, and their amplitudes are mapped into the thickness assuming a three-layer model. Using this approach, we identify a shallow sedimentary layer with a thickness in the range of 1–4 km. The upper-crust was estimated to be of a few kilometers (<10 km) thick near the Pacific coast, and thicker, approximately 15 km in central Oaxaca and under the Trans-Mexican Volcanic Belt (TMVB). Close to the Pacific coast, we infer a thin crust of approximately 16 ± 0.9 km, while in central Oaxaca and beneath the TMVB, we observe a thicker crust ranging between 30 and 50 km ± 2.0 km. We observe a crustal thinning, of approximately 6 km, from central Oaxaca (37 ± 1.9 km) towards the Gulf of Mexico, under the Veracruz Basin, where we estimate a crustal thickness of 31.6 ± 1.9 km. The boundary between the upper and lower crust in comparison with the surface of the Moho do not show significant variations other than the depth difference. We observe small crustal variations across the different terranes on the study area, with the thinnest crust located at the Pacific coast and Gulf of Mexico coast. This paper investigates a class-based explanation for recent movement toward democratization in Mexico. By comparing public opinion polls taken in 1959 and 1991, it finds an increased acceptance of democratization among higher socio-economic status (SES) respondents. In 1959, higher SES Mexicans expressed a greater fear of the consequences of opposition party governance than did lower SES Mexicans, an effect that disappeared by 1991. In light of the long-standing Mexican fear of political and social instability, and the claim of the former ruling party (the PRI) as the guarantor of stability, this paper discusses how this attitudinal change may have played a role in facilitating democratic reform. This paper studies some empirical implications of models with limited risk sharing due to the imperfect enforceability of contracts. We test whether the amount by which public transfers reduce private transfers is affected by features of the economy, such as the variance of income and its persistence. These implications are unique to models with imperfect enforceability. We use data from Mexico collected to evaluate a public transfer programme. It included a randomised component that we exploit as a source of exogenous variation. This paper estimates a structural model of the balance of payments, with disaggregated exports (manufactures and other) and imports (final and intermediate), and a reduced-form model of the trade balance for the Mexican economy. The analysis identifies structural changes in the composition of Mexico's trade and the parameters that affect it across five subperiods marked by statistical breakpoints. The results indicate that a tightening of the balance-of-payments constraint may account for the post-liberalisation slowdown in Mexico's growth only during certain subperiods and that the impact of real exchange rate changes on the trade balance has diminished, most likely as a result of the increasing integration of export industries into global supply chains. The results also suggest an asymmetry, whereby a country cannot sustain growth above the rate consistent with balance-of-payments equilibrium, as expected, but it can grow persistently below that rate when other constraints are more binding. Background Antimicrobial resistance (AMR) is one of the biggest threats to global public health. Selection of resistant bacteria is driven by inappropriate use of antibiotics, amongst other factors. COVID-19 may have exacerbated AMR due to unnecessary antibiotic prescribing. Country-level knowledge is needed to understand options for action. Objectives To review AMR in Mexico and initiatives addressing it. Identifying any areas where more information is required will provide a call to action to minimize any further rises in AMR and to improve patient outcomes. Methods National AMR initiatives in Mexico, antibiotic use and prescribing, and availability of susceptibility data, particularly the key community-acquired respiratory tract infection (CA-RTI) pathogens Streptococcus pneumoniae and Haemophilus influenzae , were identified. National and international antibiotic prescribing guidelines commonly used in Mexico for specific CA-RTIs (community-acquired pneumonia, acute otitis media and acute bacterial rhinosinusitis) were also reviewed, along with local antibiotic availability. Insights from a local clinician were sought to contextualize this information. Conclusions The Mexican national AMR strategy was published in 2018. This comprised similar objectives to the Global Action Plan from the World Health Assembly (2015) and was compulsory, requiring full compliance from members of the National Health System. Historically, antibiotic consumption in Mexico has been high, however, between 2000 and 2015, consumption fell, in sharp contrast to the majority of countries. Mexico lacks a national surveillance network for AMR, however there are several ongoing global surveillance studies providing local antibiotic susceptibility data. International and local antibiotic prescribing guidelines for CA-RTIs are used. A more standardized inclusive approach in developing local guidelines, using up-to-date local surveillance data of isolates from community-acquired infections, could make guideline use more locally relevant. This would pave the way for a higher level of appropriate antibiotic prescribing and improved adherence. This would, in turn, potentially limit AMR development in Mexico and improve patient outcomes. In Mexico, the measurement of maternal death has demonstrated the extent to which the risk to women's lives is determined by their class, location, and ethnicity. In this paper, I examine how the Mexican federal government has implemented measurement and monitoring regimes to track and respond to maternal deaths. Drawing on field research and interviews conducted at various times between 2004 and 2010, I consider some of the contradictory knowledge and governance effects that this turn to measurement has generated in the Mexican health-care system. Measurement and monitoring regimes, I argue, have given maternal health advocates the evidence to argue that it is failings within the health-care system which have made high levels of mortality so intractable. At the same time, measuring mortality has rendered broader aspects of sexual and reproductive rights less visible, while also generating a politics of responsibility and culpability. I trace in this paper a tendency by some health-care professionals to resist what they see as the punitive nature of maternal health monitoring regimes, by either 'gaming' the numbers, and/or shifting responsibility other, usually more vulnerable, populations. This analysis highlights the importance of attending to the context in which measurement regimes are introduced. In the context of a deeply flawed system, measurement regimes will generate tensions around responsibility which cannot easily be resolved, and may be resisted by those on whom the regime depends for its reliability. Most research on the effects of international migration on democratic institutions in sending countries focuses on how emigration changes the civic and democratic values of those left behind. Little attention has been given to how the additional income provided by migrant remittances alters the incentive structure of the political actors involved and how this will affect political outcomes. This paper develops a voting model that accounts for the effect of higher income through remittances and shows that its expected effects on voter turnout patterns differ in important ways from those of improved civic values. Taking these predictions to the data, it is shown that, for the case of Mexican municipal elections over the year 2000-2002 period, the empirical evidence strongly supports the notion that international remittances had a positive effect on electoral competitiveness in Mexico by reducing the clientelistic power of the formerly dominant state party ( Institutional Revolutionary Party). This paper identifies a causal effect of Mexican immigration on crime using an instrument that leverages temporal variation in rainfall in different regions in Mexico as well as persistence in regional Mexico–U.S. migration networks. The intuition behind the instrument is that deviations in Mexican weather patterns isolate quasi-random variation in the assignment of Mexican immigrants to U.S. cities. Mexico is one of the largest recipients of international remittances in the world. Although there is increasing evidence of return migration in the country, little is known about the ways in which the impact of remittances on voter turnout differs according to temporary (circular) and permanent forms of migration. This paper aims to contribute to the literature by examining the interactive effect between remittances and return migration. Using a series of quantitative analyses based on aggregate data for all Mexican municipalities that held municipal elections between 2010 and 2012 and participated in the 2012 presidential election, the analysis confirms that voter turnout rates are negatively related to the percentage of households that receive remittances in a municipality. However, it reveals that the negative effect of remittances on voter turnout decreases as the percentage of households with return migrants in a municipality increases. This result is valid across elections at the presidential and municipal levels. Facing the global economic crisis, in October 2008 the Mexican government announced the ‘Programme to Promote Growth and Employment’ consisting of five steps. One of them resulted in an ambitious unilateral effort to reduce most-favoured nation tariffs. The unilateral liberalization decision emerged as a measure to encourage growth, at a time of global economic crisis. This policy is based on the wide margin of action that the government of Mexico has in improving its foreign trade regulation. This paper reviews the logic of the implementation of tariff dismantling by a developing economy such as Mexico. It analyses the Mexican trade liberalization phases and explains the negative impact on the Mexican economy’s competitiveness of high import tariffs with non-preferential trade partners. Do remittances increase corruption in recipient states? Previous research suggests that remittances allow governments to maintain policies that create corrupt state-society relations. In contrast, this paper argues that remittances mitigate corruption by increasing government accountability and providing other incentives to reform. Using data from Mexico in 2001-2007, this study shows that corruption trended downward in states receiving larger remittance sums, after controlling for political competition, divided government, and market openness. The results are robust to instrumental variable analysis testing for potential endogeneity between corruption and migration. This paper explores the factors influencing and hampering the consolidation of a legal framework for stem cell (SC) science in Mexico. Based on interview data from seven key stakeholders who can potentially influence future policy or legislation for emerging technologies in Mexico, this paper identifies pivotal topics that are presently shaping the political, regulatory, religious, and bioethical debates on the issue. It is acknowledged that there is a clear need for a broader and lengthier public discussion of the ethical and legal concerns involved in SC science. However, given the enduring conflict between scientifically minded, religious and political stakeholders, it remains uncertain whether such clarity and robust debate will be forthcoming, making it unlikely that a national regulatory framework for SC cell research will be adopted in Mexico in the short-to-medium term. The appropriation and reproduction of pre-modern graphic materials constituted the ‘primitive’ in modernist and ethnographic discourses. George Bataille’s study of pre-Columbian historical anthropology and his misreading of a reproduction of a figure in a Mexican codex as a scene of human sacrifice initiated his anti-humanist project. Bataille’s parasitic dependency on the pre-modern provides an analytical point of departure towards a critique of modernist cultural relativism. Prediction of ground motion in central Mexico is of great consequence not only for Mexico City but also for several other cities in the region. However, the geometry and velocity distribution of the geological structures in central Mexico is unknown. In this paper, the velocity structure in central Mexico is investigated using seismic noise records from three different arrays, one permanent and two temporary. Distances between stations span 3-300 km. Seismic noise is analysed using time domain cross-correlation to estimate the Green's function between stations. Only the fundamental mode of Rayleigh waves is recovered in the cross-correlation of vertical component records, between 5 and 10 s period. At smaller periods, we obtain no correlation, even between closely spaced stations. This suggests that the heterogeneity of the Trans-Mexican Volcanic Belt (TMVB) hampers the propagation of Rayleigh waves smaller than 9 km. We observe a large velocity contrast between the Guerrero terrain and the TMVB. This velocity contrast, measured here for the first time at this scale, explains the appearance of regional amplification in central Mexico and the origin of the diffracted waves behind the long duration of ground motion observed in Mexico City. In the large scale, average Rayleigh wave group velocity at 5 s period is about 2.5 km s−1 in the TMVB and larger than 3.6 km s−1 outside it. Significant lateral heterogeneity is evident. In the stations of the dense Meso-American Subduction Experiment array we analysed, we observe in addition a significant increase in velocity from north to south in the central portion of the TMVB. Our results are part of ongoing studies with the final objective of building a model of TMVB that may be used to simulate ground motion in central Mexico from subduction zone earthquakes. This paper addresses whether universal, general education programs are enough to satisfy basic criteria of human rights, or whether comprehensive family planning programs, in conjunction with universal education programs, might also be morally required. Even before the Reagan administration instituted the ‘global gag rule’ at the 1984 conference in Mexico City, prohibiting funding to nongovernmental organizations that included providing information about abortion as a possible method of family planning, the moral acceptability of family planning programs has been called into question. This paper makes a moral argument for family planning by appealing to both data and to theory: data about the efficacy of universal and comprehensive family planning education programs at reducing fertility and infant mortality, and theory about what is required for the establishment of autonomy. It reasons that universal educational programs are insufficient for the promotion of autonomy, and therefore argues on substantive autonomy grounds for comprehensive family planning programs in addition to universal education programs. This paper provides new insight into the relationship between inflation and the setting of individual prices by examining a large data set of Mexican consumer prices covering episodes of both low and high inflation. When the annual rate of inflation is low (below 10%-15%), the frequency of price changes comoves weakly with inflation because movements in the frequency of price decreases and increases partly offset each other. In contrast, the average magnitude of price changes correlates strongly with inflation because it is sensitive to movements in the relative shares of price increases and decreases. When inflation rises beyond 10%-15%, few price decreases are observed and both the frequency and average magnitude are important determinants of inflation. I show that a menu-cost model with idiosyncratic technology shocks predicts the average frequency and magnitude of price changes well over a range of inflation similar to that experienced by Mexico.
