South African Department of Home Affairs (DHA) officials 'seem to get angry with honest people', shared a Congolese immigrant from the Kivu region who now resides in Cape Town. Some DHA officials get money through illicit transactions for 'papers' and they become visibly frustrated with immigrants who try to obtain documents by lawful means. While there has been much focus on xenophobia associated with immigration in South Africa, there has been little attention paid to the illicit market in immigrant papers such as asylum seeker permits (Section 22 permits), refugee status permits (Section 24 permits), and work permits. These immigrant documents assist individuals--namely those who otherwise lack status, or 'papers', or both--to obtain abilities to work, travel safely, register themselves or their children for school, access non-emergency healthcare, and gain banking privileges. In providing an account of the market in immigrant papers, the article focuses on how these documents relate to status and survival. By purchasing papers in Cape Town, immigrants (referring to asylum seekers, refugees, and cross border migrants) aim to secure their legal status and gain productive agency in their lives. This paper is based on an ethnographic research methodology and participant observation, and shows how immigration challenges South Africa's post-apartheid, constitutionally-mandated socio-economic rights and democratic aims and has fostered an illicit market in immigrant documents. Drawing on Walter Benjamin, this paper discusses the relationships between law, violence, and punishment. The main argument I make is that state punishment is BOTH a violent and logically contradictory practice and that the state's legal right to punish often spills over into extralegal penal violence, perpetrated by a range of actors against the racialized poor. I use the term penal violence to refer to all forms of violence which are aimed at enforcing law or punishing a perceived transgression of law or norms. The discovery of gravitational wave (GW) events and the detection of electromagnetic counterparts from GW170817 has started the era of multimessenger GW astronomy. The field has been developing rapidly, and in this paper, we discuss the preparation for detecting these events with ESA's Gaia satellite, during the 4th observing run of the LIGO–Virgo–KAGRA (LVK) collaboration that has started on 2023 May 24. Gaia is contributing to the search for GW counterparts by a new transient detection pipeline called GaiaX. In GaiaX , a new source appearing in the field of view of only one of the two telescopes on-board Gaia is sufficient to send out an alert on the possible detection of a new transient. Ahead of O4, an experiment was conducted over a period of about two months. During the two weeks around New Moon in this period of time, the MeerLICHT (ML) telescope located in South Africa tried (weather permitting) to observe the same region of the sky as Gaia within 10 min. Any GaiaX detected transient was published publicly. ML and Gaia have similar limiting magnitudes for typical seeing conditions at ML. At the end of the experiment, we had 11 861 GaiaX candidate transients and 15 806 ML candidate transients, which we further analysed and the results of which are presented in this paper. Finally, we discuss the possibility and capabilities of Gaia contributing to the search for electromagnetic counterparts of gravitational wave events during O4 through the GaiaX detection and alert procedure. The discourse of mastery is prominent in applied linguistics. The idea of mastery, however, does not remain only on the discourse level: curricula and policies are meant to be implemented, and therefore mastery and all that is associated with it (near perfection, dominance over something, etc.) is also practiced. In this paper, I argue that we might survive mastery by recuperating other ways of being, thinking, and learning. By drawing on examples from the South African higher educational context, I show glimpses of other ways of doing and thinking about language. Drawing inspiration from decolonial theory, I extend the notion of linguistic citizenship by showing that, for applied linguists, vulnerability, relationality, and failure could be points of focus as productive as mastery. This article's purpose is to analyse the political work of binaries used in both domestic and global migration governance responses with a particular focus on Zimbabwean "survival migration" at the Zimbabwe–South Africa border. This article finds that there is peculiar complementarity between South Africa's domestic migration governance framework and global migration governance frameworks aimed at a migration management approach. This article argues that this nice fit normalises the ostensibly clear distinction between migrants and refugees to deny protection to deserving asylum-seekers, which is productive in serving the political interests of the South African government. Without access to the appropriate papers and encountering a border refugee reception office that has developed de facto gatekeeping measures to prevent them from seeking asylum, as well as a United Nations High Commissioner for Refugees field office that perceives them as economic migrants, many Zimbabweans living in South Africa occupy a liminal area of categorisation and protection. Hence, the possibilities of the global migration governance providing legitimacy to exclusionary practices at the national level in South Africa are immense. In 2005, an applied theatre community outreach programme was launched to address low levels of HIV/AIDS awareness among farm workers in the Cape Winelands of South Africa. In cooperation with HIV testing organizations, the Lucky , the Hero mini-musical promoted regular HIV testing, condom use and acceptance of people living with HIV until being retired in 2017. Applying principles of the health belief model to interview data collected in 2015 from former Lucky, the Hero participants, this paper examines the effectiveness of the theatre production to achieve the behavioural outcomes of (i) encouraging regular HIV testing and ongoing awareness of HIV serostatus, and (ii) reducing AIDS-related social stigma. The findings suggest that the interventions were successful in persuading participants to know their HIV status immediately following the shows, as well as potentially contributing to a reduction of community-based external social stigma. However, the interventions were unable to maintain engagement with these behavioural outcomes in the years following the performances, resulting in low adherence to regular HIV testing and inconsistent condom use. Additionally, ongoing social and structural barriers to regular HIV testing and the potential for self-imposed HIV-related stigma were highlighted during the discussions. While applied theatre can be an effective avenue for HIV awareness and prevention, the paper demonstrates the importance of creating and maintaining strong community networks to support continued engagement with health-related behavioural outcomes. The massive explosive eruption of the Hunga volcano on 15 January 2022 generated atmospheric waves that were recorded around the globe and affected the ionosphere. The paper focuses on observations of atmospheric waves in the troposphere and ionosphere in Europe, however, a comparison with observations in East Asia, South Africa and South America is also provided. Unlike most recent studies of waves in the ionosphere based on the detection of changes in the total electron content, this study builds on detection of ionospheric motions at specific altitudes using continuous Doppler sounding. In addition, much attention is paid to long-period infrasound (periods longer than ∼50 s), which in Europe is observed simultaneously in the troposphere and ionosphere about an hour after the arrival of the first horizontally propagating pressure pulse (Lamb wave). It is shown that the long-period infrasound propagated approximately along the shorter great circle path, similar to the previously detected pressure pulse in the troposphere. It is suggested that the infrasound propagated in the ionosphere probably due to imperfect refraction in the lower thermosphere. The observation of infrasound in the ionosphere at such large distances from the source (over 16 000 km) is rare and differs from ionospheric infrasound detected at large distances from the epicenters of strong earthquakes, because in the latter case the infrasound is generated locally by seismic waves. An unusually large traveling ionospheric disturbance (TID) observed in Europe and associated with the pressure pulse from the Hunga eruption is also discussed. Doppler sounders in East Asia, South Africa and South America did not record such a significant TID. However, TIDs were observed in East Asia around times when Lamb waves passed the magnetically conjugate points. A probable observation of wave in the mesopause region in Europe approximately 25 min after the arrival of pressure pulse in the troposphere using a 23.4 kHz signal from a transmitter 557 km away and a coincident pulse in electric field data are also discussed. Background Persons with HIV and tuberculosis (TB) co-infection require transaminase monitoring while on hepatotoxic medications. A novel paper-based, point-of-care transaminase test is in development at an anticipated cost of $1 per test. Methods To project long-term clinical outcomes and estimate the cost-effectiveness of using a paper-based fingerstick test to monitor for drug-induced liver injury (DILI), as compared with automated testing and with no laboratory monitoring. The design was a decision analytic model, including deterministic and probabilistic sensitivity analyses. Data sources were observational cohorts and a validation study of the paper-based test. The target population was HIV/TB co-infected persons in South Africa on antiretroviral therapy who were initiating TB therapy. Interventions: (1) clinical (no laboratory) monitoring; (2) monitoring using the paper-based test with a ≥120 IU/mL threshold for positivity; (3) monitoring using the paper-based test with a ≥200 IU/mL threshold for positivity; (4) monitoring using the paper-based test using 1 of 3 categories: <120 IU/mL, 120 to 200 IU/mL, and >200 IU/mL (“bin placement”); (5) monitoring using automated ALT testing using the same 3 categories (“automated testing”). The outcome measures were discounted quality-adjusted life-years (QALYs), costs, and incremental cost-effectiveness ratios (ICERs). Results The ICER of automated testing was $5180/QALY. Use of the paper-based test with the bin placement strategy was cost-effective compared with clinical monitoring alone. Conclusion At its current performance, monthly DILI monitoring by bin placement using the paper-based test was cost-effective, compared with clinical monitoring, in HIV/TB co-infected persons in South Africa. In 1964, the UK government imposed an arms embargo on South Africa, which it maintained until the end of the white minority rule. What explains this embargo? Using mainly archival evidence, this paper demonstrates that domestic political dynamics in the United Kingdom mediated the influence of the transnational anti-apartheid and anti-colonial struggles on the British government. The United Kingdom imposed and maintained this embargo due in part to a domestic advocacy network, whose hub was the Anti-Apartheid Movement. The paper provides a comprehensive explanation of an important issue in British foreign policy, the anti-colonial struggle, and Southern Africa's history. There are theoretical implications for foreign policy analysis concerning the role of advocacy networks, interactions between local and global activism, the role of political parties' ideology and contestation, the effects on foreign policy of changes in a normative environment, the effects of norm contestation, and normative determinants of sanctions. Growing concern about widening inequalities and a deepening sustainability crisis has prompted new directions and conceptions of the third mission of universities. This paper contributes by drawing attention to the capabilities required to enable mutually-beneficial engagement with community-based partners in resource-poor local settings to not only co-produce scholarly outputs but also co-produce development outcomes. Based on in-depth case study research of three resource-poor communities in South Africa, we identify a set of capabilities that communities need to possess to seek out and engage with suitable partners and to co-learn through their engagement activities. We propose a new framework, a community 'dynamic interactive capabilities' (von Tunzelmann and Wang, 2003) framework, extending the concept from firms and universities to local community settings. The framework prompts a fresh way of thinking about the third mission, whereby universities orient their engaged teaching and research activities in ways co-evolved with the capabilities of community partners. Many transient and variable sources detected at multiple wavelengths are also observed to vary at radio frequencies. However, these samples are typically biased towards sources that are initially detected in wide-field optical, X-ray, or gamma-ray surveys. Many sources that are insufficiently bright at higher frequencies are therefore missed, leading to potential gaps in our knowledge of these sources and missing populations that are not detectable in optical, X-rays, or gamma-rays. Taking advantage of new state-of-the-art radio facilities that provide high-quality wide-field images with fast survey speeds, we can now conduct unbiased surveys for transient and variable sources at radio frequencies. In this paper, we present an unbiased survey using observations obtained by MeerKAT, a mid-frequency (∼GHz) radio array in South Africa's Karoo Desert. The observations used were obtained as part of a weekly monitoring campaign for X-ray binaries (XRBs) and we focus on the field of MAXI J1820+070. We develop methods to efficiently filter transient and variable candidates that can be directly applied to other data sets. In addition to MAXI J1820+070, we identify four likely active galactic nuclei, one source that could be a Galactic source (pulsar or quiescent XRB) or an AGN, and one variable pulsar. No transient sources, defined as being undetected in deep images, were identified leading to a transient surface density of <3.7 × 10−2 deg−2 at a sensitivity of 1 mJy on time-scales of 1 week at 1.4 GHz. This paper presents empirical and methodological findings from an art-based, participatory process with a group (n  = 16) of adolescent and young advisors in the Western Cape Province of South Africa. In a weekend workshop, participants reflected on their participation in 12 years of health and development-related research through theatre, song, visual methodologies and semi-structured interviews. Empirical findings suggest that participants interpreted the group research encounter as a site of empowerment, social support and as a socio-political endeavour. Through song, theatre and a mural illustration, they demonstrated that they value 'unity' in research, with the aim of ameliorating the conditions of adolescents and young people in other parts of South Africa and the continent. Methodological findings document how participants deployed art-based approaches from South Africa's powerful history of activism, including the struggle against apartheid, the fight for anti-retroviral therapy and more recent social movements towards decolonization. The preference of biofloculants over chemical flocculants in water and wastewater remediation systems has gained wider attention due to their biodegradability, innocuousness, safety to human and environmental friendliness. The present study aimed to evaluate research outputs on bioflocculant potentials in wastewater remediation from 1990 to 2019 using bibliometric analyses. To the best of our knowledge, this is the first bibliometric report in bioflocculant research. The subject bibliometric dataset was extracted from the Web of Science Core Collection (WoSCC) and Scopus using the Boolean, 'bioflocculant* and waste*' and analysed for indicators such as a yearly trend, productivity (authors, articles, country, institution and journal source), conceptual framework and collaboration network. We found 119 documents with 347 authors from 78 journal sources on the subject, an annual growth rate of 12·1%, and average citations/document of 15·08. Guo J. and Wang Y. were the top researchers with 15 and 12 outputs respectively. China (42%) and South Africa (9·24%) ranked the top two dominant countries in the field. The top journals were Bioresource Technology (9 papers, 506 citations), Applied Microbiology and Biotechnology (5 papers, 268 citations), whereas, the top institution was Chengdu University of Information and Technology (n = 9 documents) followed by Sichuan Univ. Sci. & Engn, China (n = 8 documents). This study found that lack of intercountry collaboration and research funding adversely affects research participants in the field. [ABSTRACT FROM AUTHOR]

Community engagement is crucial for controlling disease outbreak and mitigating natural and industrial disasters. The COVID-19 pandemic has reconfirmed the need to elevate community engagement to build equity, trust and sustained action in future health promotion preparedness strategies. Using the health promotion strategy of strengthening community action enhances the opportunity for better outcomes. There is, therefore, a need to improve our understanding of community engagement practices during crises, scale-up good community engagement initiatives, and improve and sustain people-centered approaches to emergency responses. This paper presents five case studies from the United States, Singapore, Sierra Leone, Kenya and South Africa that demonstrate the potential strengths that can be nurtured to build resilience in local communities to help mitigate the impact of disasters and emergencies. The case studies highlight the importance of co-developing relevant education and communication strategies, amplifying the role of community leaders, empowering community members to achieve shared goals, assessing and adapting to changing contexts, pre-planning and readiness for future emergencies and acknowledgement of historic context. A holistic well-being approach, understood as an approach that pays attention to the promotion of individual, relational and collective well-being in a particular context, is proposed as a way to address the fragmented nature in which mental health and well-being programmes are implemented in school communities in South Africa. The goal of this paper is to indicate key aspects for sustainable coordination of a process to facilitate holistic well-being in South African schools. Research was conducted in six South African schools with the aim of developing an integrated, multilevel process to facilitate holistic well-being in these contexts. A participatory action learning and action research approach was applied. As part of this research, key aspects that could contribute to the sustainable coordination of holistic well-being were identified. The research comprised a cross-case analysis of the data gathered, as well as a focus group that was held with the coordinators who facilitated the development of the process in each school. In addition, the school principals completed a semi-structured questionnaire, and Skype interviews were conducted with four international experts. The five aspects identified as key to the sustainable coordination of well-being are: that ownership and responsibility should reside in the school context; that there should be a clear vision for the promotion of holistic well-being; that the connections between all involved should be deepened; that all efforts to promote holistic well-being should be integrated, and that the complexity of the process should be acknowledged. Over the past 30 years, scholars have criticized the propensity of the international media to reproduce damaging and racist stereotypes about Africa. How do foreign correspondents, who are key actors in the production of Africa's media image, position themselves in relation to this criticism? Based on 35 interviews conducted with correspondents in Kenya and South Africa between 2013 and 2017, I find that many correspondents recognize the negative contributions of the news industry to representational Othering, thereby agreeing with the general tenets of the criticism. This paper is an in-depth exploration of this phenomenon, which I call postcolonial reflexivity. I outline the features of this postcolonial reflexivity, discuss its impact on journalistic practices, and explore the reasons for its prevalence among correspondents. Overall, the research contributes to bridging the gap between the textual orientation of postcolonial studies and the inclination for analyzing production practices in journalism studies. Violence and crime in countries such as South Africa are shaped by deep socio-economic inequalities; however, the spatial designs of urban areas and housing also play a role, but often in differing ways. There is little qualitatively derived research published on the design realities of poor informal housing where the hyper-permeability of housing structures directly shapes residents' experiences of crime, often in gendered ways. This paper speaks to the wider literature on Crime Prevention through Environmental Design (CPTED) and applauds its recognition of the role of wider social factors in shaping crime and prevention, arguing that socio-political factors are critical too in the South African case. However, this paper calls for a fuller analysis of the particular material and design realities of informal housing, realities that are ever-present across the global South, which in practice can undermine efforts towards target hardening. Health promoting schools, as conceptualised by the World Health Organisation, have been developed in many countries to facilitate the health-education link. In 1994, the concept of health promoting schools was introduced in South Africa. In the process of becoming a health promoting school, it is important for schools to monitor and evaluate changes and developments taking place. The Health Promoting Schools (HPS) Monitoring Questionnaire was developed to obtain opinions of students about their school as a health promoting school. It comprises 138 questions in seven sections: sociodemographic information; General health promotion programmes; health related Skills and knowledge; Policies; Environment; Community-school links; and support Services. This paper reports on the reliability and face validity of the HPS Monitoring Questionnaire. Seven experts reviewed the questionnaire and agreed that it has satisfactory face validity. A test-retest reliability study was conducted with 83 students in three high schools in Cape Town, South Africa. The kappa-coefficients demonstrate mostly fair (j-scores between 0.21 and 0.4) to moderate (j-scores between 0.41 and 0.6) agreement between test-retest General and Environment items; poor (j-scores up to 0.2) agreement between Skills and Community test-retest items, fair agreement between Policies items, and for most of the questions focussing on Services a fair agreement was found. The study is a first effort at providing a tool that may be used to monitor and evaluate students' opinions about changes in health promoting schools. Although the HPS Monitoring Questionnaire has face validity, the results of the reliability testing were inconclusive. Further research is warranted. [ABSTRACT FROM AUTHOR]

In this paper, we examine patterns of self-reported diagnosis of noncommunicable diseases (NCDs) and prevalences of algorithm/measured test-based, undiagnosed, and untreated NCDs in China, Ghana, India, Mexico, Russia, and South Africa. Nationally representative samples of older adults aged ≥50 years were analyzed from wave 1 of the World Health Organization's Study on Global Ageing and Adult Health (2007-2010; n = 34,149). Analyses focused on 6 conditions: angina, arthritis, asthma, chronic lung disease, depression, and hypertension. Outcomes for these NCDs were: 1) self-reported disease, 2) algorithm/measured test-based disease, 3) undiagnosed disease, and 4) untreated disease. Algorithm/measured test-based prevalence of NCDs was much higher than self-reported prevalence in all 6 countries, indicating underestimation of NCD prevalence in low- and middle-income countries. Undiagnosed prevalence of NCDs was highest for hypertension, ranging from 19.7% (95% confidence interval (CI): 18.1, 21.3) in India to 49.6% (95% CI: 46.2, 53.0) in South Africa. The proportion untreated among all diseases was highest for depression, ranging from 69.5% (95% CI: 57.1, 81.9) in South Africa to 93.2% (95% CI: 90.1, 95.7) in India. Higher levels of education and wealth significantly reduced the odds of an undiagnosed condition and untreated morbidity. A high prevalence of undiagnosed NCDs and an even higher proportion of untreated NCDs highlights the inadequacies in diagnosis and management of NCDs in local health-care systems. Technological and economic development benefits a minority of the global population, challenging universities to consider how a transformative framework of innovation for inclusive development can inform an expanded understanding of their 'third mission'. However, there is little conceptually and empirically informed research available, a gap that stimulated exploratory qualitative research to open up the field, through four case studies of emergent practices in South Africa. This paper aims to identify conditions that facilitate and constrain interaction and knowledge flows between universities and marginalised communities around livelihoods in informal settings. Analysis highlights how actors are driven to interact with one another, to learn and develop new competences. Conditions in the national and local policy environment intersect with organisational conditions within universities and communities, and within the interaction itself, to shape outcomes that impact on livelihoods and development. Background: To describe breast cancer (BC) incidence and mortality by ethnicity in South Africa (SA). Methods: Sources of data included the South African National Cancer Registry (NCR) pathology-based reports (1994-2009) and Statistics South Africa (SSA) mortality data (1997-2009). Numbers of cases, age-standardised incidence rates (ASIR) and lifetime risk (LR) were extracted from the NCR database for 1994-2009. Age-specific incidence rates were calculated for five-year age categories. The direct method of standardisation was employed to calculate age-standardised mortality rates (ASMR) using mortality data. Results: Between 1994 and 2009, there were 85 561 female BC. For the Black, Coloured and Asian groups, increases in ASIR and LR were observed between 1994 and 2009. In 2009, the ASIR for the total population, Blacks, Whites, Coloureds and Asians were 26.9, 18.7, 50.2, 40.9 and 51.2 per 100000, respectively. For Asians, an increase in proportion of BC as a percentage of all female cancers was observed between 1994 and 2002 (11.1%) and continued to increase to 2009 (a further 4.5%). Whites and Asians presented higher incidences of BC at earlier ages compared with Blacks and Coloureds in 2009. In 1998, there were 1618 BC deaths in SA compared with 2784 deaths in 2009. ASMR between 1997 and 2004 increased but stabilised thereafter. Conclusion: This paper demonstrated that SA BC incidence rates are similar to other countries in the region, but lower than other countries with similar health systems. This paper examines the relationship between innovation activity and firm size in the South African context. Based on data from the National Innovation Survey (2002-2004) the paper looks in particular at the nature of innovation by small, medium- and micro-sized enterprises (SMMEs). The main finding is that the innovation rate of SMMEs is relatively high, with small enterprises reporting the highest innovation rate. A limited dependent variable regression, however, determines a negative statistically significant relationship between the probability to innovate and firm size. SMMEs are therefore not more innovative than large enterprises in South Africa. This paper looks at official discourse on imprisonment under the apartheid and post-apartheid governments, comparing the ways that both regimes have justified the existence of the prison in South Africa. The period covered is from 1976 to 2004. The author shows how the ANC government has attempted to reinvent the prison as a means of establishing order in post-apartheid South Africa and that the demise of apartheid and advent of democracy have been accompanied by an exponential increase in long-term imprisonment. The paper tracks how the process of reform embarked on by the Nationalist Party Government from the late 1970s impacted upon prison practices. In the ‘new’ South Africa, a neo-liberal penality coexists with older disciplinary and sovereign strategies of penal governance in an unstable, contingent and erratic way. This study examines a residential sampling technique that was used to survey refugees in inner-city Johannesburg. The survey's sampling framework assumed that, once displaced populations had settled, they could be a) adequately categorized according to residential sampling ‘frames’; and b) readily accessed in their homes. The paper explores the theoretical and practical limits of these assumptions. It shows how the particularly volatile relationship between respondents and the urban landscape made it difficult to generate a representative sample. The paper compares the response of the South African Government to HIV and AIDS with the government's policy development concerning the use of tobacco. The high burden of disease from HIV and AIDS in South Africa and the morbidity and mortality from the use of tobacco are outlined. Using the framework of the Ottawa Charter for Health Promotion, the paper reviews and critiques the Government's different stance to building public policy, creating supportive environments, engaging community participation, developing personal skills and re-orienting the health services, for HIV/AIDS and tobacco. The result of these policy choices is described. The lack of adequate implementation of the key elements of the Ottawa Charter has resulted in high morbidity and mortality due to the spread of HIV infection in South Africa. This has also influenced the resurgence of tuberculosis, and the accompanying MDR and XDR TB epidemics. The high prevalence of HIV infection has also meant that the health system is unable to cope with the large numbers of patients requiring anti-retroviral treatment, and the early morbidity and mortality of young economically active people has had devastating social consequences, resulting in the large numbers of orphans. This paper will examine the ways in which ‘textbook’ survey research methods need to be adapted and refined for research with forced migrants, and the ways in which cross-national contexts, as well as research within one national context with forced migrants from different communities, affect the utilization of survey methods. Linked to this, the ways in which survey design issues need to be sensitive to the diversity between and within countries and communities will be explored. The paper will draw on two surveys, one a UK national survey and the other a multi-sited comparative survey in the UK and South Africa, to explore access to forced migrants in different contexts and the appropriateness of different modes of data collection between and within countries and communities (e.g. paper self-completion, face-to-face interviews and web-based surveys). Partnerships between local governments, health districts and non-governmental and community-based organizations are an increasingly important part of health promotion practice, as well as other policy and programme areas. Two inherent tensions in partnership working have been widely described. First, partnerships are generally set up as 'top down' initiatives, which advocate a 'bottom up' approach, with the inevitable power imbalances that this implies. Secondly, the gains made by partnerships tend to be limited compared with the claims made for them. Despite these tensions, individuals and organizations continue to devote considerable effort to making partnerships 'work'. This paper describes a study, which explored the implications of these apparent contradictions of power imbalance and potential disillusionment within partnerships. The study explored partnership working between community and statutory organizations within two very different Healthy Cities initiatives, one in the UK and the other in South Africa. This paper focuses on why the partners contributed continued effort and energy into maintaining the partnerships, despite their awareness of the constraints. Findings suggest that partners dealt with the tensions first by assuming a discrete identity as an 'entity of boundary people' that operates at the interface between the statutory sector authorities and the communities in question; and secondly, by reducing their activities to specific 'boundary' issues that do not threaten the main agenda of the authorities. This paper makes a case for employing an ethnographic approach in trying to understand police organizational transformation. It argues that changing police organizations demands change in the cultural knowledge of the police and that in order to understand this cultural knowledge and assess whether it has changed, it is important for the researcher to immerse herself in the daily organizational field of the police. Fifty-two years separate the fatal shootings by police of 69 anti-apartheid protestors at Sharpeville on 21 March 1960 and of 34 striking miners at Marikana on 16 August 2012. The parallels between the two 'massacres' are easy to overstate; but both involved the use of lethal violence by the police against people taking part in insurrectionary action. Drawing on Marenin's (1982) work on the relative autonomy of the police, this paper argues that events at Marikana have to be seen in the context of South Africa's failure to tackle the structural violence of apartheid and the use of direct, personal violence by the police before and since the country became a constitutional democracy in 1994. Leadership support has been identified as an essential component of successful workplace health promotion (WHP) programs. However, there is little research in this area and even less theoretical conceptualization on ways in which leadership support for WHP is related to improved employee wellbeing. In this paper, we developed and tested a model of leadership support for WHP and employee wellbeing outcomes using employer and employee data gathered from 71 South African organizations. A theoretical model based on social exchange theory was developed. It was hypothesized that perceptions of company commitment to health promotion mediates the relationship between leadership support, the provision of WHP facilities and employee wellbeing. A hierarchical structural equation modeling technique was used to test the model. We determined that leaders' support for WHP was important insofar as they also provided health promotion facilities to their employees. In several studies of antiretroviral treatment (ART) programs for persons with human immunodeficiency virus infection, investigators have reported that there has been a higher rate of loss to follow-up (LTFU) among patients initiating ART in recent years than among patients who initiated ART during earlier time periods. This finding is frequently interpreted as reflecting deterioration of patient retention in the face of increasing patient loads. However, in this paper we demonstrate by simulation that transient gaps in follow-up could lead to bias when standard survival analysis techniques are applied. We created a simulated cohort of patients with different dates of ART initiation. Rates of ART interruption, ART resumption, and mortality were assumed to remain constant over time, but when we applied a standard definition of LTFU, the simulated probability of being classified LTFU at a particular ART duration was substantially higher in recently enrolled cohorts. This suggests that much of the apparent trend towards increased LTFU may be attributed to bias caused by transient interruptions in care. Alternative statistical techniques need to be used when analyzing predictors of LTFU—for example, using “prospective” definitions of LTFU in place of “retrospective” definitions. Biotechnology is a young, but important industry in South Africa. As elsewhere, entrepreneurship is considered crucial to unlocking the growth potential of biotechnology. This paper is novel in that it assesses the first structured attempts in South Africa to equip scientists to build a bridge between the science of biotechnology and the commercialisation of knowledge in this field. Employing case study methods, the bio-entrepreneurship training programme at Cape Biotech is evaluated. The main objective of the programme is to support and facilitate the development of business skills necessary for sustainable biotechnology ventures, and the development of bio-entrepreneurs and future business managers. The programme is evaluated against its objectives from the perspectives of the participants and against the backdrop of their understanding of bio-entrepreneurship, their views on the prospects for South Africa’s biotechnology industry, and their assessment of the strengths and weaknesses of this industry in the Western Cape region. The rhetoric of partnerships is deeply embedded in development policy and practice. Critiques of both participatory development in general and partnerships in particular, however, have argued that the rhetoric of partnerships, implying local control and ownership and mutual responsibility and accountability, is matched instead in practice by highly asymmetrical power relationships and continuing dominance and control by northern agencies. Such criticisms can apply to international volunteering in development partnerships, where northern sending agencies maintain control of ‘their’ volunteers and are driven primarily by supply-side factors: the availability, aspirations and capabilities of the volunteers. This paper examines the case of a local development agency in South Africa – Aspire – and finds that it has been particularly effective in promoting its own version of partnership arrangements with volunteers. Through a combination of assertive attitudes, careful use of language and integrated management systems, Aspire is able to implement a demand-driven capabilities approach to its international ‘recruits’ in such a way as to give substance to the transformative promise of robust international partnerships. Background: Africa has the lowest density of healthcare workers in the world and artificial intelligence (AI) technology can assist doctors and patients to bridge that gap. This paper describes the 3 challenges we identified to adapt Ada, an AI-powered health management tool, to assist pregnant women and mothers in South Africa (SA). Challenges and solutions: Localization Maternal and child health challenges in SA differ from those in the West. We adapted Ada’s knowledge base to account for regional differences in incidence and disease presentation. We optimized 51 maternal and pediatric health conditions. Readability: An improved readability leads to better understanding of medical content. We calculated the readability score of Ada’s consumer-facing medical content using the Automated Readability Index and deemed it too high (grade 11.0±1.8, range=5.8-17.5). Using Content Design London’s Readability Guidelines, we reduced the readability score of Ada’s content to below grade 8 (7.4±0.8, range=4.6-10.2) while maintaining medical accuracy. Different approaches to AI: The majority of medical research is conducted in high-income countries and tends to recruit people with high literacy levels. This means the differences in underrepresented populations and low-income countries are not captured in medical research. When this data is applied to technology and AI, it can lead to bias. To reduce this bias, we use a white-box approach. This allows us to deliver solutions to meet the needs of a specific population. Using the expertise of medical doctors with clinical experience in low-income areas, we curated a medical knowledge base that was specific to our target population. Conclusions: AI solutions can only improve health outcomes in low-income countries if they are designed and adapted with the needs of the local population in mind. By partnering with local health departments, AI health companies can assist doctors and patients to reduce the burden on vulnerable healthcare systems. Introduction Current WHO guidelines for developing countries recommend efavirenz (EFV) and nevirapine (NVP) for first-line antiretroviral treatment (ART). This paper compares the effectiveness of EFV and NVP among ART-naive patients initiating treatment at 56 public health facilities in South Africa between January 2004 and December 2007. Methods Participants were assigned to the EFV or NVP cohorts depending on their baseline ART regimen. Mortality, viral load suppression after 6 months and ART regimen change were compared between the cohorts using Cox proportional hazards models and logistic regression. Results At initiation, 19 441 (71.1%) patients started EFV and 7909 (28.9%) started NVP treatment. The median follow-up period was 9.5 months (IQR 4.6–17.7). After adjustment, mortality was similar in the two cohorts, (adjusted HR = 1.07, 95% CI 0.89–1.28). Viral load suppression at 6 months was higher in the EFV cohort overall (adjusted odds ratio [AOR] = 1.29, 95% CI 1.05–1.59) and in women aged 16–40 years (AOR = 1.35, 95% CI 1.11–1.63) and women with CD4 counts <25 cells/µL (AOR = 1.95, 95% CI 1.01–3.76). Patients starting on EFV were 47% less likely to change regimen (AOR = 0.53, 95% CI 0.48–0.59). Discussion These findings suggest the superior effectiveness of EFV for first-line ART compared with NVP and should be considered during development of future ART guidelines for high-burden regions. Background. To date, there has been no attempt to describe or compare physical therapy as practiced globally, nor any evidence that an international data set exists to support this effort. It is known that research evidence can be used in strategic and tactical ways, especially within the highly politicized context of the policy arena. The International Private Practitioners Association recognized the potential value a global evidence base could have in influencing policy and supporting professional development in a number of countries, yet it lacked a mechanism to achieve these aims. Objectives. The purposes of this study were: (1) to identify and test an international data set, definitions, and means of data collection and (2) to establish views in relation to the value of international collaborations. Design. A mixed, prospective design was used in the study. Method. Phase 1 (2006-2007) involved the development of a data set, definitions, and Web-based and paper-based data collection options involving 98 physical therapists from 68 physical therapy practices in 7 countries. Phase 2 (2008-2009) involved testing of the data set in 34 practices involving 3,195 patient episodes and included physical therapist feedback of experience, local relevance of the data set, and value of international collaborations. Results. Testing confirmed the relevance and reliability of the data set and definitions and a preference for Web-based data collection (74.0%). Physical therapist feedback supported these findings. Most respondents (60.0%-100.0%) reported the value of further international collaborations for their profession nationally or internationally. Limitations. Although a true international collaboration, the limited sample size should be recognized. Conclusions. It is possible to develop an agreed-upon international data set and means of data collection. Testing appears to support its acceptability and relevance for use in practice. Participants highly valued the opportunity to undertake international collaborations that may benefit their profession nationally and internationally. South Africa has a female homicide rate six times the global average, with half of murdered women killed by an intimate partner. The gendered nature of such murders indicates the need to explore the masculinities of men who kill an intimate partner. This paper explores the childhoods of 20 men who were incarcerated for such murders and draws on 74 in-depth interviews with these men, family and friends. This study found that traumatic childhood experiences increases emotional vulnerability, resulting in their feeling unloved, insecure and powerless. We argue that they adopt violent forms of masculinities to achieve respect and power. Yet, there is no linear relationship between traumatic childhood experiences and adopting violent masculinities. This article assesses South Africa's progress in establishing a constitutional and legislative framework for engaging women in the process of building a participatory democracy. While much analysis and reflection to date has focused on the effectiveness and deficiencies of participatory mechanisms in connecting citizens’ voices with state decision-making, there has been relatively limited examination of whether the current participation mechanisms accommodate equity issues by enabling marginalized or vulnerable groups, and women living in poverty in particular, to participate in governance. This paper seeks to address this gap and argues that while some positive steps towards gender awareness planning and participation have been achieved, particularly at local level, poor women have been largely excluded from meaningful engagement in decision-making processes. Experience indicates that the questioning and democratic nature of the community of enquiry can be demanding and unsettling for teachers, presenting unaccustomed challenges and moral dilemmas. This paper argues that such significant episodes in the practice of Philosophical with Children (PwC) offer rich opportunities for wider critical reflection on epistemological and pedagogical questions for teacher education and continuing professional development. We illustrate the nature of this ongoing work through noticing and focusing on critical incidents drawn from our lived experience of PwC with learners, students, teachers and fellow practitioners in the UK and in South Africa, identifying common themes and offering an account of their origins. The article proposes a way of developing and refining educational practice through a grounded and collaborative practitioner action research orientation, investigating common themes that emerge from significant events in practice and mirroring the process of PwC itself. We conclude that the recurrent themes we identify show the value of PwC in opening up a transformative critical space in teacher education that disrupts prevalent epistemological frameworks and suggest that a deconstruction of the role of the educator, and the epistemological shift it provokes, is the hub of the project of bringing philosophy into schools and universities, and into the professional development of PwC teacher educators. Summary: In South Africa, differences in healthcare demand may perpetuate inequities in disease incidence, morbidity and survival. This paper presents two models of healthcare demand: one estimating the probability of using any service, and the other modelling the number of visits among users. We find that use is predicted by gender, perceived financial situation, mental and physical health, extra-household resources and the price of a private consultation. The number of visits is predicted by age, physical and mental health, extra-household resources and private provider quality. These findings indicate that demand is not frivolous; extra-household funds enable access; patients may choose not to seek care if they cannot afford private care; and men are less likely to seek care at the same level of ill-health as women. The need for funds to access care suggests that local public services are not fulfilling their ‘safety net’ function for the most vulnerable. Policy makers should consider whether they can target assistance to households without access to extra funds. Encouraging men to use services before an illness becomes severe may increase early identification of infectious diseases, improving both individual health outcomes and public health consequences. In 2003, following a Parliamentary announcement by President Thabo Mbeki, a new cadre of public servants – community development workers (CDWs) – was introduced in South Africa to serve as agents of change within local government municipalities charged with the responsibility for social and economic development. This paper examines the context of this initiative, the role of CDW, the progress of the Community Development Workers Programme (CDWP), and the challenges faced by this emerging occupational group. It begins with a discussion of community development theory and highlights the difficulties for CDWs as state employees whose goal is to foster support for and participation in government-initiated programmes. It argues that community development practice can be a far cry from its sometimes hortatory theory. In the years since the end of apartheid, South Africa has emerged from its status as an international pariah to a full fledged member of the international community. Riding a wave of new found legitimacy bolstered by a heroic myth surrounding President Mandela, South Africa began to rethink its role in the world. Perhaps more than Mandela, however, former President Thabo Mbeki laid claim to the title of Africa’s spokesman to the world. Mbeki, through his African Renaissance, cast himself as the embodiment of the modern, postcolonial African blending African tradition and symbolism with the rhetoric of free markets and good governance. What this paper argues is that Mbeki’s Renaissance highlights both what constitutes legitimate policies and behavior and the role of legitimacy and legitimation itself in international relations. The objective in this paper is to review the technology stations program at Tshwane University of Technology. The technology stations are a product of the Department of Science and Technology (DST) policy objectives. The DST's policy is aimed at strengthening and expanding mutually beneficial links between universities of technology and small, medium-sized and micro enterprises (SMMEs). South Africa designed its post-Apartheid science and technology policies in the mould of the national innovation system approach. Yet policymakers knew little about the determinants of technological upgrading in latecomer firms either in the developing world more generally or in South Africa specifically. These two blind spots made for a veritable black box hiding the engines of innovation. Policy was designed around this black box and was thus largely and by necessity borrowed rather than learned. The paper examines how the South African national system of innovation (NSI) has evolved through the transition from apartheid to democracy. To provide structure to this analysis Kim's 1998 concept of the 'constructed crisis' in firms is applied at the level of the state. This schema is found to be useful given the complex forces shaping the young state. The origins of the NSI are examined along with emerging science and technology policy and data from the national surveys of research and development (R&D) and other sources. This allows for examination of trends over time, R&D organisational concentration and focus areas. As appropriate we suggest interpretations consistent with the constructed crisis model. This article looks at the debates surrounding Baltimore's 1910 Segregation Ordinance in transnational context. It asks whether the beliefs and actions of Baltimore's segregationists were connected to those deployed in hundreds of other efforts to segregate cities by race worldwide-in Asia, Africa, Australasia, and elsewhere in the Americas—during the same period. Using a comparison focussed on India, South Africa and the U.S., it argues that three interconnected and transnationally traded political conversations—concerning conflict between races "commingled" in the same geographic areas; concerning solutions of urban problems; and concerning middle-class control of urban property markets—were critical to urban segregationist discourse in places with otherwise very different histories. Because of local and national conditions, including well-organized black resistance, supporters of Baltimore's Ordinance drew on some of these languages more than others. Their heavy reliance on the argument that blacks threatened white property values was typical of the politics of America's "marketized" form of segregation, which threatens to become a transnational export in its own right. In this paper we explore the role that biosystematists can play in conservation planning. Conservation planning concerns the location and design of reserves that both represent the biodiversity of a region and enable the persistence of that biodiversity by maintaining key ecological and evolutionary processes. For conservation planning to be effective, quantitative targets are needed for the spatial components of a region that reflect evolutionary processes. Using examples from southern Africa's Succulent Karoo, we demonstrate how spatially explicit data on morphological variation within taxa provide essential information for conservation planning in that such variation represents an important surrogate for the spatial component of lineage diversification. We also provide an example of how the spatial components of evolutionary processes can be identified and targeted for conservation action. Key to this understanding are the recognition and description of taxonomic units at all spatial scales. Without the recognition of subspecific variation, it is difficult to formulate evolutionary hypotheses, let alone set quantitative targets for the conservation of this variation. Given the escalating threats to biodiversity, and the importance of planning for persistence by incorporating ecological and evolutionary processes into conservation plans, it is essential that systematists develop hypotheses on the spatial surrogates for these processes for a wide range of lineages. The important questions for systematists to be asking are (1) how is variation distributed in the landscape, and (2) how did it come about? In a fragile democracy emerging from authoritarianism, there tend to be serious disputes over whether media should emphasize their critical role as watchdogs, on the one hand, or their constructive role in development and strengthening the new government's ability to rule effectively, on the other. Is this apparent tension within the dual role of the media as a constructive critic avoidable? Drawing on 20 years of large-scale survey research in South Africa—as well as recent theories of democracy and transition, and of the normative function of the media—this paper identifies the express needs of populations in democratizing environments, in respect of their media in particular. It maps the dominant ‘mindsets’ of the population by charting their concerns across the axes of protective rights, personal autonomy, and civic belonging. And it identifies the kinds of media that presently reach—and often set the agenda for—these mindset groups. Once a nuanced picture of the social and communicative landscape is in view, it becomes apparent that each mindset group requires a very particular balance from their media—pertaining to content, context, and style. Media that are responsive to these requirements are able to enhance both personal freedom and political effectiveness. Thus the media can be understood and transformed in ways that contribute simultaneously to critical independence and democratic constructiveness, as well as to commercial success.
