Abstract
The article examines the efficacy of the European Employment Strategy (EES) to function as an intra-governmental coordinative instrument and its impact on labor market policy initiatives and intra-governmental relations. It presents case studies that evaluate the data gathered in the EU, Belgium, Spain, and Sweden on the influence of soft law on intra-governmental relations. It discusses the significance of Open Method of Coordination (OMC) in creating multilevel governance structures.
