The application of distributed ledger technology (DLT) in the financial sector has fostered the development of new services that are frequently referred to collectively as 'decentralized finance', or DeFi. In the wake of these recent developments many observers and practitioners regard DLT as a major technological disruption to the financial system, possibly leading to the complete disintermediation of banks and to their substitution with a network of bilateral relations between borrowers and lenders recorded in a common ledger. Recent historiography has shown that a potentially analogous system existed in Ancien Régime societies whereby finance was provided not only by specialized intermediaries, but also by an 'informal' credit network where debtors and creditors entered directly into relationship through notaries. In this paper, we carry out a systematic comparison between cryptolending, an extreme form of DeFi at the technological frontier, and the early system of peer-to-peer lending represented by notarized loans in the early modern period. Our aim is to assess the true novelty of current practices and to understand if, and in what sense, the technological innovation represented by DLT can effectively produce a structural change in the functioning of the financial system. Abstract: Executive summary: As to the alignment of “Horizon 2020”, ir is a more integrated approach to European science policy than expressed in the proposals previously drafted, and specifically considers: (i) promoting excellence in Science, (ii) establishing a sound industrial leadership and (iii) expressing an ambition to address current and future societal challenges. In this respect, the quest for a knowledge-based economy in Europe should result in proposals for industrial and employment policies that will consolidate the major European advantages in the biomedical, healthcare and pharmaceutical sectors. Horizon 2020 also provides the possibility of adopting a more flexible and simplified management route to drive European research through innovation, research and development. What should be additionally considered? Unmet medical needs, under pressure from demographic changes, await the generation of new medicines and health technologies which will evolve into a driver for a unified European policy. We believe that this should be focused on harnessing pharmaceutical knowledge for clinical use, as part of a response to accommodate patient needs and economic growth based on a robust, scientific approach. The bolder ambition for European research is to unlock key bottlenecks currently undermining European competitiveness. The historical lack of an appropriate business/innovation environment with reduced access to adequate risk finance instruments has severed the path for economic growth and industrial development. These issues are of critical importance and a solution is urgently needed to foster translation from the university to the healthcare sector through the generation and support of start-ups, spin-offs, university-industry consortia, and other platforms, which support translational research. The ultimate goal is implementation of holistic programmes: the ‘bench to bedside’ paradigm of medicines and other healthcare products. The European Research Council supports the basic biomedical research programmes of long term importance for development of medicines; however, fundamental research initiatives on medicines development will not be competitive in such an environment. In order to strengthen the long term outlook, we must foster innovative research within the university sector, EUFEPS proposes that a fund for such research be set up within Horizon 2020, which would be open for individual research groups and which would include Public–Public Partnerships (complementing already existing Public–Private Partnerships). How do we look for implementation? There is an established research agenda for medicines research that is globally focused, and which incorporates a cooperative model between universities and industry, facilitating integration of complex technologies. Regulatory Science will play an important role in this integration. This agenda uses tools arising from systems approaches (including discovery with systems biology and also systems pharmacology) and has the potential for providing better knowledge management, as well as technological innovation (including manufacturing). It also addresses the drive towards personalised medicines and can, with support from both public and private sectors, foster translation of knowledge to new technologies and from that, to new medicinal products and complex integrated systems. This is a part of a strategy capable of solving unmet medical needs, which would increase the quality of life of patients suffering from chronic and debilitating diseases. The instruments to allow the development of a research agenda should strengthen existing partnerships such as the IMI-JU model; allow for the creation of European-network infrastructures that can bring together existing competences with adequate European coordination, thus promoting advanced training and continuous professional development for the pharmaceutical sciences. This will be the cornerstone of a knowledge management strategy, providing education and training for healthcare professionals and scientists. A key role for EUFEPS is to help the research community to embrace these new holistic policies applied to the spectrum of pharmaceutical, medical and cognate sciences. [Copyright &y& Elsevier]

Cities and fringes are often characterised by neglected heritages that affect the perceived quality of life in the territories, especially when it comes to industrial sites. Some studies suggest that their regeneration with social innovation fosters a greater feeling of belonging to the place, creates new socio-cultural activities and new jobs, and increases ground rent. Does this create territorial innovation? What are the impacts of S.I. and T.I. generated by regeneration? This paper aims to assess the average social and territorial innovation impacts of industrial heritage regeneration in cities and fringes and to test the hypothesis of a correlation between them. A mixed methods approach has been adopted with semi-structured telephonic interviews, data analysis, and comparison. 100 examples of industrial heritage regeneration in Europe, equally located in cities and fringes, were analysed. This research offers a novel theoretical contribution to the international literature, corroborating that social innovation plays a vital role in the territorial innovation of cities and fringes. The results show that the greater the social innovation, the higher the level of territorial innovation. Furthermore, this study confirms that innovation depends on location, new uses and regeneration model. These results contribute to the body of knowledge and open new research opportunities in theories and practice for territorial innovation and industrial heritage urban regeneration with social innovation. Recently, smart agriculture has become an essential part of modern agriculture approaches from tillage, via plant seeding and grow support to their collection. With modern technologies, farmers can use substances like pesticides, herbicides, or fertilizers at precise dosages or to identify places on a field with specific production rates. The main objective of this study is to introduce a novel and a unique aerial image dataset of various fields acquired by UAV containing crops/weeds in the early phenophases captured in two different resolutions (2 mm and 7 mm per pixel). Secondly, the best super-resolution technique for high-resolution images, substitution with lower resolution is explored. For data acquisition, we employed DJI Matrice 600 equipped with a full-frame Sony Alpha A7R IV285 image sensor. Data were captured at flight heights of 26 and 95 m from 4 different fields in Central Europe. In addition, we proposed a methodology focused on the selection of an appropriate super-resolution method to enhance low-resolution aerial images to obtain better accuracy of crop/weed detection. As a baseline crop/weed detector for super-resolution effect evaluation, YOLOv5 architecture was used. Next, we explored the performance of several super-resolution models (U-Net++, ESRGAN, SwinIR), and fine-tuned the best-performed one. We present the new dataset named SPAGRI-AI: a novel unique dataset of aerial images for super-resolution experiments in smart precision agriculture. The dataset contains 27,638 aerial images (1024 × 1024 px) and additionally, it contains a subset of 2014 labeled images with 45,548 bounding boxes of 12 classes. The main purpose of the SPAGRI-AI is to provide the scientific community with real-world data to test new methods for super-resolution (SR) and crop/weed detection. During the evaluation of selected super-resolution models, the YOLOv5 model trained on high-resolution images resulted in corn mAP@0.5 of 94.48%. The YOLOv5 model trained on low-resolution images resulted in corn mAP@0.5 of only 51.43%. Nevertheless, if the low-resolution images were pre-processed using the SwinIR super-resolution method, corn mAP@0.5 of 62.36% was achieved. To the best of our knowledge, it is one of the largest datasets available to the paper's publication date. Overall, the SPAGRI-AI dataset and the findings from our experiments contribute to the advancement of super-resolution techniques and crop/weed detection methods in the field of smart agriculture. By utilizing real-world data and optimizing image enhancement approaches, we paved the way for further developments in precision farming practices and applying emerging technologies in agriculture. Tackling climate change requires to decarbonize all energy applications. To that end, producing hydrogen from low-carbon electricity and water by means of water electrolysis is garnering increasing attention. Hydrogen can indeed be used directly or further synthetized into chemical compounds that replace fossil fuels, hence providing a solution to address energy applications ill-suited for direct electrification. This concept, coined as power-to-X (PtX), remains yet in a formative phase characterized by high uncertainty. This paper takes on a technological innovation system (TIS) approach to examining the development of PtX in Europe. TIS surmises that technology diffusion is influenced by the structures of the socio-technical system it is part of and by how the latter functions. The case study engages TIS with the complexity of multi-sectoral, multi-purpose technology and explores the incorporation of social network analysis to scrutinize application configuration. The paper finds that the European PtX-TIS is growing and shows early signs of system building motor of innovation. Green Public Procurement (GPP) is defined as purchasing which reduces environmental impacts across product or service life cycles. Standardization, as another demand-side measure, complements GPP by shaping standards, which when strategically applied in tenders can drive market demand for environmental products and services and stimulate eco-innovation. However, the uptake of GPP, use of standards, and consideration of innovation in public procurement is limited, and analyses often only consider two of the three. To broaden conceptualizations of innovation in GPP, this paper conducts a review and synthesis of relevant literature to examine roles for standards and standardization in GPP according to innovation life cycle stages, from R&D through to commercialization and diffusion. It develops a conceptual space for product and service innovations according to the purchase of off-the-shelf products or services, incremental adaptations through the public procurement of innovation, and radical innovations using pre-commercial procurement and innovation partnerships. Roles for particular types of standards are examined as inputs to these different mechanisms. Focusing on pre-commercial procurement, standardization is then situated according to distinct stages in the R&D process. Four case studies from literature are applied to support this framework. This paper creates a foundation for integrated understanding of the functions of standards - and applicability of standardization - in demand-side product and process development and market penetration for environmental improvement. Its framework may be used as a conceptual space for public procurers across Europe to better visualize characteristics of products and services when making tender design decisions based on functionality and rewarding performance. Further study should also consider procurer capabilities for sourcing and revealing knowledge to improve procurement outcomes, as ultimately capturing the benefits from GPP hinges upon its ability to be conducted in practice. Digital technologies nowadays play a major role in innovation within the agri-food domain. The evolution of IT systems has currently arrived at a level that involves complex systems integration and business ecosystems in which many stakeholders in different roles are involved. A new paradigm for digital innovation is needed that copes with this increased complexity. This paper presents an empirically informed framework for analysing and designing viable, sustainable digital innovation ecosystems in the agri-food domain. The research is based on a series of European large-scale public-private innovation projects from 2011 to 2021 with a total budget of 73 M€. They involved hundreds of stakeholders that were developing a large number of digital solutions through which a digital innovation ecosystem for agri-food was formed. In a longitudinal study, a conceptual framework was used to analyse these projects and describe how the digital innovation ecosystem has developed. Lessons learnt are translated into a number of design principles and an organizational approach to foster digital innovation ecosystems in agri-food. The conceptual framework consists of 6 key concepts: (i) innovation strategy, (ii) innovation organization, (iii) innovation network that contains (iv) the innovation process and (v) the innovation object and finally (vi) an innovation infrastructure. Along these 6 concepts, lessons learnt and in total 21 design principles are derived from analysing the projects forming a basis for the organizational framework. At the core of this framework is a lean multi-actor approach to trials and use case development interacting with a set of multidisciplinary activities: (i) developing a common technical collaboration infrastructure, (ii) identifying value streams with user engagement, (iii) engaging the right partners and stakeholders at the right time supported by strategic project planning and dynamic management. The most important conclusion is that effective, successful and quick use of appropriate IT in agri-food requires that actors should not be analysed in isolation from both their technological and business environment. Another consequence is that a 'minimal viable ecosystem' only emerges after considerable time, resources and ingenuity is invested and may require outside (government) intervention. Results from this paper can be used both by public and private stakeholders to diagnose and improve digital innovation projects and develop viable, sustainable digital innovation ecosystems in agri-food. The paper reviews the evolution of Earth Observation systems in Europe and Worldwide and analyses the potential impact of their performance in support of emergency response services. Earth Observation satellites play already a significant role in supporting the action of first responders in case of major disasters. The main principle is the coordinated use of satellites in order to ensure a rapid response and the timely delivery of images and geospatial information of the area affected by the event. The first part of the paper reviews the main instruments and evaluates their current performance. The International Charter “Space and Major Disasters”, signed in October 2000, was the first international initiative aimed at establishing a unified system for the acquisition of space data. The charter is a cooperation agreement between space agencies and operators of space systems. At regional level, a similar instrument exists in Asia: Sentinel-Asia. In the frame of the European programme Copernicus, the emergency management service was launched in 2009. Geo-information products derived from space imagery are delivered during all phases of the emergency management cycle, in either rush or non-rush mode, free of charge for the users. In both cases, the capacities were historically drawn from national missions, funded with public money and directly operated by the space agencies or by national operators. The paper focuses on the performance of the space infrastructure (satellites and ground segments). Several trends may have a significant impact on the current performance: – The increasing number of space systems which are privately-owned and managed by commercial operators. – The emergence in Europe of shared-ownership or community-owned systems. Copernicus Sentinel missions (Copernicus) or Eumetsat satellites are two typical examples. – The development of dual-use capacities and the sovereignty dimension of these systems. – The development of unmanned airborne vehicles (UAVs) for civil applications. – The development of social media and crowd-based initiatives for humanitarian aid and emergency response. – Possible disruptions, such as large LEO constellations or GEO infrastructures enabling persistent observation. A common feature is the increased number of information sources and the higher real time dimension. Typical scenarios for the future are described and their likelihood is discussed, including political acceptance and the international dimension. Aside from rapid technological evolutions, two main driving factors are the capacity of national and international stakeholders to agree on governance and the sustainability of the economic models. The green economy policy discourse has devoted a lot of attention to the design of public policy addressing low-carbon technologies. In this paper we examine the impacts of public R&D support and feed-in tariff schemes on innovation in the wind energy sector. The analysis is conducted using patent application data for four western European countries over the period 1977–2009. Different model specifications are tested, and the analysis highlights important policy interaction effects. The results indicate that both public R&D support and feed-in tariffs have positively affected patent application counts in the wind power sector. The (marginal) impact on patent applications of increases in feed-tariffs has also become more profound as the wind power technology has matured. There is also some evidence of policy interaction effects in that the impact of public R&D support to wind power is greater at the margin if it is accompanied by the use of feed-in tariff schemes. These results support the notion that technological innovation requires both R&D and learning-by-doing, and for this reason public R&D programs should typically not be designed in isolation from practical applications. This paper describes a systematic literature review of how market-based instruments can influence the development of sustainable innovation. Our analysis of empirical papers published in selected peer-reviewed journals from 1992 to 2021 shows that contextual factors such as geography and industrial sector impact whether market-based instruments successfully stimulate firms to adopt sustainable innovation. Interestingly, while most of our selected papers on East Asia report positive effects of market-based instruments, about half of the papers on Europe report negative or non-significant effects. Moreover, we appear to uncover a link between the research method they use for analysis and the observed effectiveness of market-based instruments. We reflect on the limitations and bias in current methodological approaches and discuss explanations for our findings, implications for policymakers, and avenues for future research. • We review the effect of market-based instruments on sustainable innovation. • Results from 76 empirical papers show mixed effects. • The observed effect appears to depend on geography and the research method applied. • Instruments appear more effective in East Asia than in Europe. • Reported effectiveness is higher in studies using patent data versus surveys. This paper extends previous approaches to meta-efficiency measures by incorporating meta-frontiers using good-output, bad-output and by-production efficiencies to compare European and Asian airlines. We also examine whether the heterogeneity in environmental regulatory standards between these regions has emboldened Asian airlines to be less eco-friendly and/or more market-share seeking. We find that the environmental performance of European airlines improved continuously between 2007 and 2013, unlike their competitors in Asia. We argue that this improvement in the environmental performance of the European airlines could be an outcome of the European Emission Trading Scheme (ETS), which set incentives for European airlines to renew their fleets and optimise their operations. Our technological gap ratio estimates also point to some Asian airlines outperforming all other airlines on technological measures, indicating they operate in a more favourable business environment. Overall, our method contributes to the methodological enhancement of data envelopment analysis (DEA) and allows deeper insights into firm operations in general, and environmental efficiency analysis of European and Asian airlines in particular. Climate-smart agriculture (CSA) is one response to the challenges faced by agriculture due to climate change. As with other sustainability transitions, technological innovation is highlighted as playing a critical role, however, the adoption and diffusion of technological innovations in OECD countries is slow. The aim of this paper is to identify key socio-economic barriers, in terms of supply and demand, that inhibit the adoption and diffusion of CSA technological innovations in Europe. To achieve this aim, a theoretical framework is constructed based on a literature review of socio-economic barriers effecting adoption and diffusion. This framework is explored with data from semi-structured interviews with CSA technology providers and members of agricultural supply chains, such as farmers associations and consumer goods producers (the end-users of the technology). Data was collected on the barriers they experienced, with interviews conducted in the Netherlands, France, Switzerland and Italy. This data was thematically coded and categorised to identify key barrier typologies. The results demonstrate that barriers exist on both the demand (user) and supply (technology provider) sides. The paper provides recommendations for increasing the adoption and diffusion of CSA technological innovations, as well as implications for the CSA and innovation literature. [ABSTRACT FROM AUTHOR]

When new energy efficient products are struggling with their commercialisation and diffusion into widespread applications you would typically expect policy-makers and green lead-users to guide the way. This paper examines the case of the hot water circulator pump industry in Europe, where parts of the industry envisioned and worked for a voluntary energy label, bringing technological innovation, new business and energy savings of approx. 85% for each new circulator pump. The case study explores the complexities of innovation processes where technology, market, actors and policy co-evolve over time to transform an existing socio-technical regime. The paper highlights the importance of policies to reduce barriers towards innovation and energy efficiency and shows that it is not always policy-makers that establish the crucial policies that change the innovation dynamics for the benefit of the environment and the industry. The transition from current linear economy toward a circular economy (CE) needs the adoption and diffusion of circular economy innovation (CEI). However, the rate and direction of CEI influenced by policy instruments are still not well understood. This paper explores the roles of demand-pull and technology-push policy instruments in shaping CEI in Europe. The different impacts on the adoption across different sectors and the specific effects on each circularity innovation pattern are also examined. The findings indicate that both command-and-control regulation and technology-push instruments are significant in stimulating Small Medium Enterprises' (SMEs') adoption of CEI. While the environmental tax hinders SMEs' implementation of CEI in the whole economic activity sectors, it is a significant driver of CEI for SMEs in the manufacturing sector. The technology-push instrument strongly encourages SMEs to invest in re-planning and re-designing activities to minimize the usage or maximize the re-usage of water, energy, and materials. Environmental tax highly determines SMEs' adoption of CEI related to improving energy efficiency. In contrast, the command-and-control regulation significantly increases SMEs' likelihood to undertake innovation activity in minimizing waste by recycling or reusing the waste. Satellite services benefit civil society by helping tackle challenges such as climate change, the digital divide, etc. They have the potential to deliver concrete benefits to European society through innovative services supporting economic, societal and environmental policies. Such benefits can trigger increased public support for space in Europe. However, this potential has yet to be achieved. This paper argues that technological bias, the diversity of interests and initiatives among stakeholders and their individual actions do not always serve their collective objective to ensure wide diffusion of satellite services. It draws on theories of diffusion of innovation and on its authors' participatory work with the space and the user communities and at their interface in an effort to help diffuse satellite services within civil society. One of the major causes of insufficient service diffusion is the weakness of the interface between the space and user communities; some of factors that currently contribute to this state of affairs are the space community's over-reliance on publicly financed, technical demonstration projects as solutions to service diffusion; insufficient coordination by public authorities of innovation policies and programmes with other public policies and objectives; and an insufficient integration of satellite services within users' culture, traditional tools and services. The discussion allows for conclusions to be drawn on how the system of stakeholders could function better in order for satellite services to be successfully diffused in Europe. Abstract: Despite major policy and marketing efforts, the uptake of microgeneration technologies in most European countries remains low. Whereas most academic studies and policy reports aim to identify the underlying reasons why people buy these new technologies, they often fail to assess the general level of consumer awareness. The process of adopting an innovation, however, shows that awareness is a prerequisite which needs to be understood before adoption can be addressed. This paper takes a closer look at awareness of microgeneration and presents the results from a nationally representative study conducted in the Republic of Ireland. Findings from logistic regressions clearly indicate that awareness varies significantly between the individual technologies and customer segments. The paper concludes with implications for policy makers and marketers aiming to promote microgeneration technologies in consumer markets. [Copyright &y& Elsevier]

Abstract: Technology is developed at the European Space Agency (ESA) under several programmes: corporate and domain specific, mandatory and optional, with different time horizons and covering different levels of the TRL scale. To improve the transparency and efficiency of the complete process, it was felt necessary to establish an agreed end to end process for the management of all technology R&D activity that could: [1.] Include all ESA programmes and consider the requirements of European users [2.] Lead to coordinated multi-year work plan and yearly procurement plans [3.] Prepare and enable future European space programmes [4.] Be harmonized with national initiatives in Europe Thereby establishing the basis for a product policy to reduce risks to technology users, reduce costs and delays, and enhance industrial competitiveness and non-dependence. In response to the above needs, ESA has developed a technology management process called the ESA End-to-End process (E2E), from establishment of the strategy to the monitoring and evaluation of R&D results. In this paper, the complete process will be described in detail including a discussion on its strengths and limitations, and its links to the wider European Harmonization process. This early stage is highly influenced by the strategic decisions and lobbying power of the firms experimenting with different technological innovations, and the policies trying to maintain competition and steer the direction of innovative activities. Therefore, it is important to analyze how innovative firms behave in terms of collaborating with other firms and doing research on specific energy solutions, which reflect their strategic priorities. By taking a complex network approach, this paper investigates a network of smart grid R&D projects to analyze the convergence of smart grid research activities towards a stream of innovative solutions, and the variety of innovative activities branching out from these solutions. The results verify the convergence of smart grid activities towards one specific stream of innovations, and reveal the existence of four variations centered around different technological applications. The results can guide strategy development in innovative firms to take part in research collaborations or focus on specific smart energy technologies, and have implications for policy makers aiming to influence the direction of smart grid research programs, as well as for researchers in the field of smart grid innovation and technological innovation systems. Marine energy could play a significant role in the long-term energy system in Europe, and substantial resources have been allocated to research and development in this field. The main objective of this paper is to assess how technology improvements affect the deployment of marine energy in the EU. To do so the linear optimization, technology-rich model JRC-EU-TIMES is used. A sensitivity analysis is performed, varying technology costs and conversion efficiency under two different carbon-emissions paths for Europe: a current policy initiative scenario and a scenario with long-term overall CO 2 emission reductions. We conclude that, within the range of technology improvements explored, wave energy does not become cost-competitive in the modelled horizon. For tidal energy, although costs are important in determining its deployment, conversion efficiency also plays a crucial role. Ensuring the cost-effectiveness of tidal power by 2030 requires efficiency improvements by 40% above current expectations or cost reductions by 50%. High carbon prices are also needed to improve the competitiveness of marine energy. Finally, our results indicate that investing 0.1–1.1 BEuro 2010 per year in R&D and innovation for the marine power industry could be cost-effective in the EU, if leading to cost reduction or efficiency improvements in the range explored. Pumped hydro energy storage (PHS) currently is the only electricity grid storage technology with substantial deployment throughout the world, representing over 99% of storage capacity, but other storage technologies such as batteries are increasingly finding application. In Europe, the implementation of storage systems is expected to increase because of the integration of intermittent, nondispatchable renewable energy sources. Nevertheless, there is no overview available of the power and energy ratings of large-scale stationary storage at the supranational level. In the absence of officially collected statistics on energy capacity, publicly available information is collected from storage owners, freely accessible databases, scientific articles, reports, brochures and government websites. The status of PHS and other large-scale storage technologies in the EU-28 countries, supplemented by Norway and Switzerland, is presented. First, this paper defines a measure of energy storage capacity, to allow comparison of pumped hydro storage plants with other storage technologies. Next, a set of technical parameters of current large-scale storage plants is presented, as well as an overview of planned storage projects. The estimate of PHS power ratings in the EU-28 exceeds previous estimates, with a total of 160 plants and 45.283 GW rated power in turbine mode and a full cycle storage capacity of 602 GWh. When adding Norway and Switzerland, a total of 188 operational PHS plants is shown with 1313 GWh. The current context of the global economy and a shortage of capital is putting cities all over the world under great pressure and increasing competition between them. The competitive position of a city does not remain stable over time: it changes due to both internal and external factors such as the appearance of new technologies, new competitors and changes in the preferences and desires of its target groups. Cities therefore need to understand the strengths and weaknesses that influence not just their own ability to compete but also that of their competitors. This paper seeks to benchmark the competitiveness of European cities as locations for businesses and in terms of their ability to attract investment. Urban competitiveness is a complex, multidimensional issue, so a scale of measurement has been created based on a synthetic index called the Urban Competitiveness Index (UCI), which comprises various sub-indices representing its various dimensions. In the present study we focus on the basic dimension, the efficiency dimension and the innovation dimension. The study covers 159 cities located in 26 European Union countries. This paper contributes to the development of renewable energy innovation metrics through an exploration of innovation patterns across the European countries in 2010. The identified localized innovation capabilities describe the health of the wind, solar and bioenergy sectors, highlighting a concentrated RES innovation activity within four countries: Germany, France, United Kingdom and Denmark. The association of technological capabilities along the innovation composite indicators allows the extraction of useful insights of the role of environmental policies on employment and technological change. Briefly, the corporate research investment per patent is lower for wind energy (EUR 0.61 million) and higher for PV and biofuels (approximately EUR 1 million). Important lever of innovation capabilities across Europe is identified within public support to deployment, which provides significant insights in terms of economic efficiency of generation technologies; the investigation finds job ratios which are higher for wind and lower for PV technology. As the evolution of the market drives the patterns of innovation activities for all selected technologies, considerable financial consequences are identified in the context of delocalization of clean technology manufacturers. The building sector brings the main responsibility for energy consumption and GHG emissions in European countries. Although many policies have been placed across the EU to increase building energy performance, the current home energy renovation rate remains too low to achieve the EU's decarbonization targets. The One-stop-shop (OSS) concept is emerging as an innovative solution to boost energy home renovation and overcome barriers hindering the renovation process. The OSS is a physical or virtual place where customers obtain multiple products and services at one single point. Through literature review and desk research, 29 OSS initiatives have been analysed in the EU looking at their Business Models (BM). The paper aims to categorize and compare OSS BMs to increase knowledge about OSS functioning and capacity to affect and bring innovation to home renovation process. Three BM archetypes emerge, Facilitation model, Coordination model, and Development model. Within OSS archetypes, seven BM sub-categories have been identified and described. To provide insights for implementing new businesses and revitalizing the home renovation sector, OSS archetypes and sub-categories are compared and assessed, first considering four analytical frameworks and then looking at their capacity to overcome home renovation barriers. Grassroots Innovation is a typology of innovation that develops in civil society and is driven by social and ideological concerns. This paper focuses on the strategies of resistance developed by Grassroots movements in response to capture and mainstreaming processes and on the role that ideology has in the evolution of Grassroots Innovation. The study refers to the Arenas of Development framework. The adoption of a flat ontology allows to overcome the dichotomy between niche and regime and the focus on market breakthrough. It permits to consider social and political issues, and interactions between different arenas with different perspectives. The notion of actor-world used to define arenas' focus and boundaries allows to stress the role of ideology in evolutionary pathways. The analysis is based on a case study on Organic in Europe, that leads to consider three different arenas: the Grassroots arena, the EU Common Agricultural Policy arena, and the Global retail/agrifood arena. The arenas approach Organic with different lenses, interact and co-evolve. The recent ideological repositioning of the Grassroots arena brought it to the development of a strategy of resistance based on alliances with other arenas of civil society and on both confrontation and separateness with the other Organic arenas. • The actor-world concept allows to stress the role of ideology in innovation paths. • Arenas engage in multiple directions, beyond the societal function of reference. • Ideological cleavage can be constitutive for Grassroots arenas. • The Grassroots Organic arena engages in the creation of a cultural counter-hegemony. • IFOAM 3.0 strategy fits with a reflexive recognition of existing Organic arenas. Abstract: The nature of coastal risk management is changing, away from an engineering-dominated approach seeking to defend against the sea, to one where risks are managed using a portfolio of measures usually incorporating an acceptance of a finite standards of protection. Inherent in the modern approach is the use of new techniques and approaches, and the process of innovation is important to their adoption across Europe. This paper is based on the hypothesis that governance issues can constrain that process of innovation or enhance it, and that the focus of these governance issues concerns institutional arrangements, legal capabilities, funding regimes and stakeholder engagement. Over a period of three years, two questionnaire surveys have been undertaken of the ‘Stakeholders’ and the ‘Site Champions’ involved in THESEUS research sites, including in-depth interviews, seeking information on these matters across the wide range of circumstances in these different geographical locations. Our tentative conclusion is that technical issues concerned with risk assessment and risk reduction choices are not central to the process of innovation with regard to the practice of risk management, but that institutional culture, traditions and capabilities are of greater significance. This resonates with the literature on governance and innovation, which stresses the importance of the social context in which governance arrangements can be improved and in which innovation flourishes. Abstract: Successful technological innovation frameworks are based on synergistic packages of technology-push and demand-pull measures. As the massive deployment of premature renewable energy technologies risks becoming very expensive, the debate on the optimal trajectory of renewable technologies should explicitly consider the balance between deployment incentives and R&D efforts. This paper explores this balance regarding wind and PV technology support in Europe. Based on rather conservative estimates, we calculate future deployment costs and compare these figures to the current public investments in PV and wind R&D. We find that, today, for each Euro spent on R&D to develop future technologies, 35 to 41 Euros are spent on the deployment of existing technologies. Furthermore, private PV and wind technology companies tend to underinvest in R&D for various reasons. In an alternative scenario, we assess the optimal R&D efforts for the PV and wind sectors based on a 7% R&D-to-sales benchmark that is typical for engineering sectors. If public R&D efforts would increase according to this benchmark, and hence compensate for the private underinvestments in R&D, pull/push ratios between 6 and 8 could be achieved. Abstract: Offshore wind has the potential of becoming an important pillar of the future European energy system. It can contribute to policy objectives on climate change, energy security, green growth and social progress. However, the large potential of offshore wind does not automatically lead to a large share in future energy systems; neither does the emergent stage of development of the technology. Recent insights in innovation studies suggest that the success chances of technological innovations are, to a large extent, determined by how the surrounding system—the innovation system—is built up and how it functions. In this paper we assess the offshore wind innovation systems of four countries: Denmark, the UK, the Netherlands and Germany with the objective to provide recommendations for strengthening the overall European offshore wind innovation system. We use the Technological Innovation System (TIS) approach to analyse the system in 2011. Based on the analysis we identify a number of challenges that the European offshore wind sector faces. Some of them include: a serious deficiency of engineers; fragmented policies and poor alignment of national regulatory frameworks; cost of the technology and limited grid infrastructure. Since the problems hinder the entire system development we call for a systemic policy instrument that would support the innovation system around this technology and contribute to its wider diffusion in Europe. Abstract: In this paper we explore the drivers of different types of eco-innovation in European SMEs. Drawing upon a database of 27 European countries, empirical evidence is found for the different roles of supply-side, demand-side and regulatory factors in encouraging the adoption of different types of eco-innovation. Our empirical strategy consists of the estimation of a trivariate probit model. Our results show that those entrepreneurs who give importance to collaboration with research institutes, agencies and universities, and to the increase of market demand for green products are more active in all types of eco-innovations. Supply-side factors seem to be a more important driver for environmental processes and organizational innovations than for environmental product innovations. The results also show that market share only has a significant positive influence on eco-product and eco-organizational innovations, while cost-savings are solely significant for eco-process innovations. Finally, prioritizing existing regulations shapes eco-product and eco-organizational innovations while expected regulations and access to subsidies and fiscal incentives do not have any significant effect on the decision to eco-innovate in Europe at the firm-level. Abstract: There are now a growing number of sites with a range of proxies that enable a reconstruction of the human habitats of Early and Middle Pleistocene sites in northern Europe. This paper reviews the British record from these periods and concludes that humans were able to survive in a range of climatic and vegetational zones from the earliest occupation in the Early and early Middle Pleistocene. The likely source areas for colonising populations in southern Europe and the probable habitats to which they were adapted in these source areas is discussed. It is argued that colonising populations would need new strategies to cope successfully with northern latitudes, with technological innovations, such as clothing, shelter and possibly fire, being more likely than seasonal migration or physical adaptation. Finally, it is suggested that the earliest evidence prior to 500 ka reflects pioneering populations, perhaps of Homo antecessor, with only sporadic occupation of northern Europe. However, by 500 ka new technologies and other adaptive strategies enabled Homo heidelbergensis to have a more sustained occupation in northern latitudes. [Copyright &y& Elsevier]

Abstract: This paper presents an analysis of the effect of enhanced research and development (R&D) efforts for a set of low-carbon power technologies on the development of the European energy sector. It applies a methodology using the concept of Two-Factor-Learning, which quantitatively links trends in technology cost to both accumulated R&D investments and production volumes. The impacts of the latter on the energy sector are then simulated in a consistent manner with the POLES global energy model. On this basis, it compares the total system costs of an assumed increase in worldwide R&D investments that for the EU are in line with proposals made in its European Strategic Energy Technology Plan to a baseline development. It finds that an increase in research efforts at a global level will contribute to reducing the costs of currently less mature low-carbon technologies, thus accelerating their market entry. When comparing two scenarios that both fulfil the EU''s 2020 energy and climate objectives and differing only in their R&D investment levels, the reduced technology costs allow EU support policies for renewables and carbon values to be reduced, and the cumulative (discounted) benefit of the accelerated research efforts is positive in the long term. The European iNTeg-Risk project is a large-scale integrated project aimed at improving the management of emerging risks related to new technologies in European industry. The project aims to build a new management paradigm for emerging risks as a set of principles supported by a common language, agreed tools and methods, and key performance indicators, all integrated into a single framework. It is using a number of Emerging Risk Representative Applications (ERRAs), or case studies, to inform the development of the framework; one of which concerns the carbon capture and storage (CCS) process. This paper describes the iNTeg-Risk CCS ERRA. Relevant hazards and properties of carbon dioxide are described and the emerging risks from CCS are discussed. Three new tools have been developed or trialled within the ERRA. These are: the DyPASI methodology for taking account of atypical (not usually identified) events during hazard identification; a methodology for including the time dimension in a risk assessment; and life-cycle approaches for risk management and communication. For CCS, the risk assessment needs to include both short-term potential accidents from capture, transport or injection, as well as very long-term risks from storage. Abstract: The Advanced Mission Concepts and Technologies Office (Mission Technologies Office, MTO for short) at the European Space Operations Centre (ESOC) of ESA is entrusted with research and development of innovative mission operations concepts systems and provides operations support to special projects. Visions of future missions and requests for improvements from currently flying missions are the two major sources of inspiration to conceptualize innovative or improved mission operations processes. They include monitoring and diagnostics, planning and scheduling, resource management and optimization. The newly identified operations concepts are then proved by means of prototypes, built with embedded, enabling technology and deployed as shadow applications in mission operations for an extended validation phase. The technology so far exploited includes informatics, artificial intelligence and operational research branches. Recent outstanding results include artificial intelligence planning and scheduling applications for Mars Express, advanced integrated space weather monitoring system for the Integral space telescope and a suite of growing client applications for MUST (Mission Utilities Support Tools). The research, development and validation activities at the Mission technologies office are performed together with a network of research institutes across Europe. The objective is narrowing the gap between enabling and innovative technology and space mission operations. The paper first addresses samples of technology infusion cases with their lessons learnt. Abstract: Traditional food products are subject to an increased interest in Europe. Innovations, though controversial in the context of traditional food, are essential to maximally cope with this opportunity. So far, only few studies have concentrated on innovation in the traditional food sector. In this paper sector and consumer data are combined in order to validate to what extent innovations in the traditional food sector match with consumers’ acceptance. Sector innovations were explored through 270 interviews, covering 90 traditional food chains in three European countries (Belgium, Italy and Hungary). Consumers’ innovation acceptance was investigated using a quantitative survey approach with 2429 respondents in Belgium, Italy and Poland. In general, both the sector and the consumers were open towards innovations in traditional food products. In addition, the innovation activities of the sector were matching well with the innovations accepted by consumers. Throughout, preserving the traditional character of the food was stressed as a prerequisite for innovations in traditional food products. [Copyright &y& Elsevier]

Abstract: The stringent food safety assessment for novel foods required by the European Union’s Novel Food Regulation (NFR) places a high burden of proof on those bringing traditional food products to the EU market not consumed in the EU prior 1997. The regulation has emerged as a non-tariff trade barrier for heritage foods from developing countries that are viewed as “exotic” from the EU perspective. We show how the regulation has discouraged investment in supply chains and market development, and how this negatively affects income generation and rural poverty alleviation in developing countries. Focusing on plant-derived foods, this paper proposes to recognize traditional exotic foods in current EU law as a food category sui generis with food safety evidence requirements being proportionate to the risks they may pose. We argue that development activities promoting export food chains must increasingly accommodate legitimate food safety concerns about neglected food species in project design and seek to generate data to enhance regulatory acceptance in target markets. Abstract: Satellite services benefit civil society by helping tackle challenges such as climate change, the digital divide, etc. They have the potential to deliver concrete benefits to European society through innovative services supporting economic, societal and environmental policies. Such benefits can trigger increased public support for space in Europe. However, this potential has yet to be achieved. This paper argues that technological bias, the diversity of interests and initiatives among stakeholders and their individual actions do not always serve their collective objective to ensure wide diffusion of satellite services. It draws on theories of diffusion of innovation and on its authors'' participatory work with the space and the user communities and at their interface in an effort to help diffuse satellite services within civil society. One of the major causes of insufficient service diffusion is the weakness of the interface between the space and user communities; some of factors that currently contribute to this state of affairs are the space community''s over-reliance on publicly financed, technical demonstration projects as solutions to service diffusion; insufficient coordination by public authorities of innovation policies and programmes with other public policies and objectives; and an insufficient integration of satellite services within users'' culture, traditional tools and services. The discussion allows for conclusions to be drawn on how the system of stakeholders could function better in order for satellite services to be successfully diffused in Europe. This paper presents an economic opinion on the questionnaire on the European patent system that was recently issued by the European Commission. We argue that the debate on patent reform in Europe needs to be more focused on its economic purpose, namely the promotion of innovation. As a first step we unfold sub-issues and trade-offs underlying the general and consensual goal which promoting innovation, is. We contrast the protection and diffusion functions of the patent system, both of which must be taken into account in order to create an original European patent regime geared towards innovation. We also emphasize the possibility for the European patent system to answer more specific needs, such as those of small and medium enterprises or those of industries with highly cumulative innovations. We discuss as the second step the capacity of the European patent system to achieve these policy goals through various levers. We especially argue that patent fees or translation requirements should be viewed as policy instruments rather than as in a purely budgetary perspective. We moreover consider the positive or negative consequences one can expect from the coexistence of different patent systems in Europe. [Copyright &y& Elsevier]

Providing more affordable and cleaner energy for all raises complex and significant financial, political, technical, and institutional issues, which must all be addressed to ensure sustainable development. Energy technology innovation has a critical role to play as one of the best pathways to achieve the transition to a global clean energy system. This paper is an endeavor to study the impact of government energy technology research, development, and demonstration (RD&D) budget, which is the primary input of energy technology innovations on cleaner energy supply and carbon footprints (CFP). In this study, a cleaner energy supply is measured as the contribution of renewable energy to total primary energy supply (RE). We assumed that the effect of energy innovation is not uniform but varies according to the descending and ascending movements in a government's energy technology RD&D budget. To this end, we distinguished the impact of the descending and ascending movements in government energy technology RD&D budgets on cleaner energy supply, and CFP in Europe over the period 1985 to 2016. Additionally, we carried out a comparative examination of the effects of energy technology RD&D expenditures on RE and CFP under both linear and nonlinear panel techniques. To increase room for policy implications, we also controlled for the role of economic growth and trade openness and performed several robustness check analyses. We found that the reduction of carbon footprints associated with an increase in public support to energy technology RD&D is more pronounced than the contribution of energy technology innovation to the deployment of renewable energy in Europe. This study provided little evidence in favor of the effectiveness of a government energy technology RD&D budget to substantially boost renewable energy in Europe. This paper represents an expert view from Europe of future emerging technologies within the wind energy sector considering their potential, challenges, applications and technology readiness and how they might evolve in the coming years. These technologies were identified as originating primarily from the academic sector, some start-up companies and a few larger industrial entities. The following areas were considered: airborne wind energy, offshore floating concepts, smart rotors, wind-induced energy harvesting devices, blade tip-mounted rotors, unconventional power transmission systems, multi-rotor turbines, alternative support structures, modular high voltage direct current generators, innovative blade manufacturing techniques, diffuser-augmented turbines and small turbine technologies. The future role of advanced multiscale modelling and data availability is also considered. This expert review has highlighted that more research will be required to realise many of these emerging technologies. However, there is a need to identify synergies between fundamental and industrial research by correctly targeting public and private funding in these emerging technology areas as industrial development may outpace more fundamental research faster than anticipated. • A set of emerging technologies in the wind power sector was identified and studied. • For each technology, an analysis of the main advantages and challenges was made. • Potential for scaling each technology was identified. • Technology Readiness Levels and their development trends were assessed.
