Global warming has aroused the attention all over the world, because not only can it directly damage the living environment, but it can also impact on the social and economic development, of a region in an obvious and far-reaching way. In this paper, we builded a trans-log production function model incorporating variables, such as rainfall, labor force, technology and temperature to simulate how climate changes impacted on the regional economics. Time series data of the domestic economy of Nanjing, a city in the southeast China, between 1996 and 2017, were used to verify the production theory of trans-log production frontier. The results showed that: with the rainfall increased and the temperature declined, the climate impact on the economy and the absolute value of the output elasticity of the frontier diminished. In addtion, the climate change was also positively related to the capital investment. Abstract Cities do play significant roles in tackling global environmental changes. Decoupling economic growth from environmental pressures is critical for global sustainable development, however, few studies pay attention to the decoupling analysis at city level. This paper conducts a comparative study of the decoupling performance of economic output from CO 2 emissions between Beijing and Shanghai, the top two cities in China. In this paper, the decoupling trends and the decoupling effects are explored from a sectoral perspective, by combining the Tapio decoupling elasticity and the logarithmic mean Divisia index (LMDI) model. The results show that Beijing and Shanghai both experienced weak decoupling in construction, expansive negative decoupling in transport, expansive coupling in trade, and weak decoupling in others over the period 2000–2015. Moreover, agriculture appeared strong decoupling in Beijing, and recessive decoupling in Shanghai; industry showed strong decoupling in Beijing, and weak decoupling in Shanghai. The decoupling effects showed different magnitudes and patterns in industrial sectors between Beijing and Shanghai. Overall, per-capita GDP and population growth inhibited the decoupling, while energy intensity, industrial share, energy mix accelerated the decoupling process. Abstract Global climate change is a significant environmental problem. A major trigger of climate change is the excess carbon emissions. Based on 44 scenarios in the second generation of new dry cement technology systems, this paper establishes IPSO-BP model to forecast the carbon emissions peak of China's cement industry for 2016–2050 years. The results indicate that China's cement industry only implements capacity reduction plans and the second generation of new dry cement technology systems, so that carbon emissions can reach the peak before 2030. It is up to 19 years ahead of the carbon emissions peak of the basic scenario and the carbon emissions peak is reduced by 38 Mt. Moreover, this paper analyzes the technical combination of the earliest carbon emissions and the lowest carbon emissions. As for the earliest carbon emissions technical combination, China's cement industry carbon emissions will peak at 789.95 Mt in 2021. According to the lowest carbon emissions technical combination, China's cement industry carbon emissions will peak at 742.37 Mt in 2025. Accordingly, the conclusions will be helpful for making carbon emissions reduction policies for China's cement industry. An adequate response to global climate change and low carbon economy development has become a worldwide concerned subject. As one of the energetically most intensive industries, construction industry is a key area to promote decarbonization, which is an important path to realize national strategic goals on carbon reduction in China. This paper focuses on low carbon technology integration management, and analyzes the existing research status of green building or low carbon buildings on the related evaluation indexes, then proposes an evaluation system framework for the low carbon technology integration innovation from the perspective of the system management. It points out, that t he evaluation of low carbon technology innovation should be conducted by a smarter managing of system resource input, the process control and the system comprehensive performance as an output . Furthermore, based on the questionnaire survey and the exploratory factor analysis result on the selected indexes, this paper implements a rough set method to identify the weight of all the indexes and found that:(1) managers focus more on the affordable input of the beginning stage and the management control in the middle period of the innovation, instead on the output performance in the later stage . This indicates, that the management control during the front stages is more essential than this during the later ones; (2) the constructed evaluation framework, from the system perspective, can properly reflect the integrity, multi-level stakeholder structure and technology integration in low carbon projects , which could support the decision-maker into considering the complexity of construction and evaluation of the technology innovation performance from multi-level perspective; (3) the combined methods, adopted with exploratory factor analysis and rough set evaluation to determine the evaluation index and its weights, could well reflect the overall performance of low carbon project evaluation, the selected indicators have certain scientific and practical effectiveness , which could provide references for enterprise on LCT innovation management. as an industry with a multi-level technologies integration, the single Technological adoption or innovation cannot satisfy the economic transformation requirements of the modern construction industry development. An integration innovation management evaluation model is needed for the sustainability evaluation in the construction practice. Abstract: This paper reviewed the history of the evolution of low-carbon development strategies and the establishment of low-carbon targets in China, over the past 30 years. The climate policy development in China has been classified into four stages and the key strategies of the Chinese government adopted towards low-carbon development were analysed. The results showed the changing view of the government regarding the climate issue, was the underlying reason for the establishment of low-carbon development targets, whilst a low-carbon economy is now receiving increasing attention in the governance of China. • The composition structure of the disaster economic resilience theory has been further developed and quantitatively verified. • The correction effect of the resilience on the economic fluctuations (secondary shock) that occurred during the recovery process has been quantitatively evaluated. • The sustainable improvement of the economic system's performance by the resilience at the end of the post-disaster recovery process has been quantitatively evaluated. • Results can provide a multi-dimensional optimization plan for improving the efficiency of post-disaster recovery and reconstruction management. Quantitative measuring disaster resilience especially dynamic economic resilience (DER) belongs to a frontier research in the past decades, which can effectively improve post-disaster economic recovery effects, reducing post-disaster loss. However, DER focuses more on the overall shape changes of recovery path, two features that commonly appear in the dynamic change process of recovery curve are also worth evaluating separately: the "secondary shock" caused by adverse factors during the recovery process and sustainable improvement of economic output at the end of recovery. Therefore, we adopt a dynamic input–output model that integrates capital damage and affected people and apply it to an extreme flood in 2016, Wuhan City, China, building the relationship between 7 recovery actions (rescue funds) and changes of two features, analyzing the impact of resilience on the dynamic recovery path features through 6 characteristic variables constructed in this paper. Results show that (1) economic resilience increases from no to actual action, the dropping rate caused by "secondary shock" decreases 30.4%, and Wuhan's economic output has achieved an improvement in sustainability of 0.088% compared to the pre-disaster level, which contributes permanently to reducing vulnerability to future disasters. (2) only 21.81% (compared to the actual scenario) of the rescue funds is needed to support 30% reduction action plus 0.02% sustainable improvement. But to support the 50% recovery action, 78.92% of the rescue funds is needed. This paper aims to provide a new perspective for the refined dynamic assessment of resilience and to prove the role of resilience in promoting short-term post-disaster recovery and long-term sustainable development. Under the background of the gradual scarcity of terrestrial resources and the increasingly fierce competition for global marine resources, the task of green development of marine economy and green transformation of marine industry is imminent. Carbon finance is a product of low-carbon economic development and a derivative of green finance. It is an effective way to alleviate the global climate crisis and promote the transformation of the global economy to a low-carbon economy to achieve sustainable development. Studying the mechanism of carbon finance on the development of marine economy will help to grasp the influencing factors of the green transformation of the marine industry in an all-round way, better promote the sustainable development of China's marine economy, and realize the strategy of marine power at an early date. Based on this, this paper selects China's data from 2006 to 2020, and uses the AHP-entropy method to select 26 indicators from five levels: economic growth, energy conservation and emission reduction, marine ecology, structural adjustment and scientific and technological innovation to construct a comprehensive evaluation index system for the green transformation of China's marine industry. Based on the PLSR model, the impact of carbon finance on the green transformation of China's marine industry is empirically analyzed, and the results show that: (1) The comprehensive score of China's marine industry green transformation from 2006 to 2020 fluctuates and rises: from 2006 to 2009, the comprehensive score of China's marine industry green transformation is low, and the transformation effect is not obvious. From 2009 to 2012, the comprehensive score of green transformation of the marine industry improved significantly. From 2012 to 2018, the comprehensive score of China's marine industry green transformation fluctuated little and showed a slow growth trend, while China's marine economic transformation grew steadily at a low speed. In 2019–2020, due to the impact of the epidemic, the speed of transformation has decreased again. (2) The carbon ratio and the green credit balance of commercial banks have a role in promoting the green transformation of China's marine industry, while the carbon trading volume and carbon intensity have a restraining effect on the green transformation of China's marine industry. From the perspective of effect, carbon intensity has the strongest effect, followed by carbon ratio, carbon trading volume is slightly weaker, and the role of green credit balance of commercial banks is the weakest. The development of renewable energy is the key to deal with climate change and low-carbon economy development in China. Here, based on a balanced panel dataset of 30 provinces in China cover the period of 1996–2013, this paper explores the effect of economic growth, CO 2 emissions, foreign trade (exports or imports) and urbanization on renewable energy consumption at the national and regional levels by using a dynamic system-GMM panel model. The empirical results show that the influence of economic growth, CO 2 emissions, foreign trade and urbanization on the renewable energy consumption is heterogeneous across regions. First, economic development has an important positive impact on renewable energy consumption in the four panels we consider and the impact is the greatest in the eastern region, follows by the national, central and western regions. Second, CO 2 emissions have a significant positive impact on renewable energy consumption in the central and national regions. However, CO 2 emissions have a weak negative impact on the consumption of renewable energy in the eastern region, and have no impact in the western region; Third, per capita exports are found to have a positive effect on the renewable energy consumption, with the greatest impact in the central region, followed by the eastern and national regions and have a weak negative impact in the western regions; Fourth, per capita imports have a negative effect on renewable energy consumption in the eastern, western and national regions and have a weak positive effect in the central region; Finally, the changes in the urbanization level significantly affect the renewable energy consumption in the four panels we consider and the impact is the greatest in the eastern region with high level of urbanization, follow by the central and western regions. Population change is a key variable that influences climate change, ecological construction, soil and water use, and economic growth. Census data are always point data, whereas planar data are often required in scientific research. By using nighttime light (NTL) images and land use data, combined with the fifth and sixth census data of China at the county level, we carried out spatial matching on the population of each county, respectively, and established population density diagrams of China for 2000 and 2010, which had a spatial resolution of 1 × 1 km. The method proposed in this paper is relatively simple and has a high simulation precision. The results showed that during the first ten years of the 21st century, there are some remarkable characteristics in Chinese population spatial pattern change: 1) the “disappearance” of intermediate-density regions; namely, areas with a population density between 500 and 1500 persons/km 2 have decreased by 41% during the ten years; 2) continuous growth of high-density regions; namely, areas with a population density of more than 1500 persons/km 2 have increased by 76%; 3) an expansion tendency of low-density regions similar to high-density regions. With the increasing climate warming, reducing carbon emissions has gradually become a consensus around the world. However, the process of carbon emission reduction will inevitably lead to the transformation of economic structure, industrial structure and energy structure, which will bring huge changes in economic output, employment and other aspects, thus affecting the overall social welfare and equity. Therefore, it is particularly important for each country to determine a scientific and effective carbon emission pathway which take into account both social development and climate targets. As the largest carbon emitter, China has put forward the targets of carbon peak and carbon neutrality. In this regard, the corresponding carbon emission reduction scenarios are designed according to the new situation of China's emission reduction in this paper, firstly. Furthermore, under the premise of maximizing social welfare, an optimization model which integrating economic growth-equity-environment is developed to determine China's emission pathways under different scenarios from 2020 to 2050. Besides quantitatively showing the future total amount and peak value of carbon emissions under different scenarios, the results can also identify its evolution pathway over time. Therein, the peak under most scenarios will concentrate in 2025–2030, which is about 10.7 to 11.8 billion tons. With the increasingly stringent constraints on carbon emission reduction, the cost of emission reduction will increase correspondingly, but the overall social welfare will increase slightly. Abstract: In the mainland of China, the constraints of environments, resources, especially energy resources, has increasingly become the bottleneck of economic development after reform policy for more than thirty years. In this paper, we illustrate the basic structure of energy conservation and emission reduction from historic, institutional and comparative analysis based on Japan''s case as an example of energy conservation. Our investigation shows the evolution of Japan''s energy conservation policies from a view of energy security to the view of environment protection and low carbon economy. Abstract: Inner Mongolia is an important ecological barrier in northern China. The vegetation coverage and changes in the region will directly affect many important economic regions in China. In this paper, based on the long time series NOAA/AVHRR NDVI dataset and vegetation-climate regions map in Inner Mongolia, we utilized the Mann - Kendall non-parametric test to analyze vegetation change treads in different vegetation-climatic regions from 1982 to 2006. The results showed that different vegetation-climate regions had different vegetation change treads. Therein, Central and Western parts of Inner Mongolia had an ascending trend, while, the eastern part had a descending trend. Inner Mongolia span different climatic regions, and plants lived there had various adaptive capacities under different environments. Therefore, its change trends also were quite different. All these illustrate that, under the background of climate change, the sensibility of vegetation are significant different and some plants in different regions have showed their adaptive capacities. Abstract: The National 12th Five-Year-Plan for Social and Economic Development (2011–2015) (national development policy) in China requires knowledge of ecological complexity to better guide policy development for adaptation strategies and mitigation to complex climate change. The thinking of human–environment interactions supplements climate change related policies in supporting sustainability through adaptation and mitigation. Based on a review of the climate change contents of the National 10th and 11th Five-Year-Plan in China, the paper illustrates the complexity of climate changes that have affected China''s environmental sustainability now and offers policy viewpoints for the in-preparing 12th Five-Year Plan, with five core areas for the implementation of climate change policy: (A) development of the transition to a low carbon economy, (B) prevention and treatment of urban environmental negative effects caused by climate change, (C) adaptation to sea level rises in coastal zones, (D) maintaining the resilience of natural ecosystems affected by climate change, and (E) prevention and control of climate disaster and environmental risk. Abstract: The Yangtze River Delta (YRD), one of China’s most developed, dynamic, densely populated and concentrated industrial area, is growing into an influential world-class metropolitan area and playing an important role in China’s economic and social development. The formation and the urbanization process of YRD are inseparable from climate change. This paper explores such interrelationship from two perspectives. On one hand, using historic data, we summarized the urbanization process in the YRD, and concluded that climate change has been shaping the Delta and its socioeconomic development. On the other hand, the urbanization process of the Delta has shaped its geography and built environment, which, however, are not adaptable to future climate change. Potential disruptive effects include large flooded land area, flood disasters, production and energy inefficiency, and other environmental threats. Summary: The paper discusses a number of key conceptual issues related to the role of energy in development and its potential synergies and tradeoffs with climate change. The relationship between economic development and energy over time is discussed and illustrated by data from China, India and South Africa, and some other countries. It concludes that energy plays an important role as a productivity enhancing factor in economic development and in human well being. Several policy goals related to sustainable development, energy, and climate can be integrated. Abstract: This paper uses multivariate co-integration Granger causality tests to investigate the correlations between carbon dioxide emissions, energy consumption and economic growth in China. Some researchers have argued that the adoption of a reduction in carbon dioxide emissions and energy consumption as a long term policy goal will result in a closed-form relationship, to the detriment of the economy. Therefore, a perspective that can make allowances for the fact that the exclusive pursuit of economic growth will increase energy consumption and CO2 emissions is required; to the extent that such growth will have adverse effects with regard to global climate change. Abstract: After decades of rapid economic growth, Chinese cities now face serious urban transport challenges, such as congestion, air pollution, energy shortage, and global climate change. Efficient and equitable urban transport policies are essential to China’s sustainable development, in which urbanization plays a critical role. Can Chinese cities solve these challenges by copying or modeling the policies of other nations? This paper argues that understanding the unique contexts of Chinese cities is necessary for predicting whether policies implemented elsewhere will perform well in China. The study explores four examples of hotly contested urban transport policies. The previous experience of each policy is compared with its likely efficiency and distributional consequences in China. Specific attention is paid to how the policy context – the spatial and institutional characteristics of the Chinese cities – can affect the adoption of foreign urban transport policies in China.
