This literature review on school choice analyses the impact of choice schemes on students and on school systems focusing on equity. Reviewing the evidence can be difficult, as the literature is often fragmented and inconclusive, and the political importance of this research often results in high-profile attention given to individual studies rather than systemically understanding collected from a larger empirical base (Berends, Cannata and Goldring, 2011). Different political groups use evidence that supports their positions in favour or against school choice, and their positions relative to school choice are largely based on their ideologies, rather than on empirical work and evidence of effectiveness (Levin and Belfield, 2004). This report steps away from the ideological debate and provides research-based evidence on the impact of choice on disadvantaged students and schools. As "only with data on the consequences of different plans for school choice will we be able to reach sensible judgements rooted in experience (Fuller and Elmore, 1996, p. 8)". It uses analysis and statements that are supported empirically and attempts to cover the widest possible scope of research, and provide responses to the key question of how to balance choice with equity considerations. Many studies have shown that higher-quality early care and education (ECE) predicts positive developmental gains for the children who experience it. However, much ECE in the United States is not of sufficiently high quality to produce these benefits. Quality rating and improvement systems (QRISs) attempt to improve practice and care quality in ECE settings; both are expected to improve child functioning. However, these systems rarely assess children to determine their effects because of the high costs and assessment burdens involved. Yet including child assessments in the design, implementation, and evaluation of QRISs or other quality improvement (QI) efforts could improve practice and raise care quality. The authors identify five strategies for states to consider for incorporating child assessments into QRISs or other QI approaches. Two of the strategies use assessments to inform classroom practice and to support program improvements. The remaining three use assessments to measure the effects of participating in a given classroom, program, or ECE system on child functioning. The authors' analysis of these strategies relies on research about measuring child functioning and methods for determining the contribution of ECE to developmental trajectories. It relies as well on new research concerning how states have included child assessments in their QRISs. Guidance is offered about when and how to incorporate the five approaches into a QRIS; the value of these approaches depends on the questions to be answered, the stage of the QRIS, and the availability of the resources needed to implement assessments and mount a rigorous research design. This paper examines the forces behind political integration through the lens of school district consolidations, which reduced the number of school districts in the United States from around 130,000 in 1930 to under 15,000 at present. Despite this large observed decline, many districts resisted consolidation before ultimately merging and others never merged, choosing to remain at enrollment levels that nearly any education cost function would deem inefficiently small. Why do some districts voluntarily integrate while others remain small, and how do those districts that do merge choose with which of their neighbors to do so? In addressing these questions, we empirically examine the role of potential economies and diseconomies of scale, heterogeneity between merger partners, and the role of state governments. We first develop a simulation-based estimator that is rooted in the economics of matching and thus accounts for three important features of typical merger protocol: two-sided decision making, multiple potential partners, and spatial interdependence. We then apply this methodology to a wave of school district mergers in the state of Iowa during the 1990s. Our results highlight the importance of economies of scale, diseconomies of scale, state financial incentives for consolidation, and a variety of heterogeneity measures.

Concerns about declining political participation in the United States have once again raised the question of how young people get involved in politics. This project focuses on engaged youths and explores the personal trajectories, people and institutions that encouraged them to become engaged with their communities. The report also discusses how they define themselves, their activism, their concerns, their style of politics, and their political ideals. In-depth interviews were conducted with young people in Chicago, who were identified by directors of community organizations as the most engaged youths in their civic engagement projects. Most youth interviewed have a parent who respects them and listens to their ideas, and are involved in community and school organizations that provide opportunities for engagement. The young people have a keen sense of themselves as youths, even as other social identities such as race, nationality and gender play a role in their sense of self. Combating the negative stereotypes of youth, in particular the stereotypes of Latinos and African Americans, is central to their political activism, since they feel that such stereotypes can silence their political voices. Even though the youth are aware of the world around them, their politics are grounded in local issues, particularly education. They seek equal opportunities for themselves and their communities. They strive to be informed and their political style is one that respects others' points of view. They hope for a more inclusive, less corrupt government that uses its resources to help others, and a society that includes the voices of youth in meaningful ways. The youth-led revolutions that rocked the Arab world earlier this year have refocused attention on the region's 100 million-strong youth demographic and its critical role in the transformation of existing political, economic, and social structures in the Middle East and North Africa. Youth under the age of 25 represent an estimated and unprecedented 60 percent of the region's population, and in many of the region's countries, approximately 30 percent of the population is between the ages of 15 and 29. They have heightened expectations for themselves and their societies, but are constrained by the economic and political realities in which they live. The current demands of Arab youth for change are rooted in deep frustrations with the existing status quo--not least of which is the failure of the social contract for advancement that should be offered by higher education. Despite more than a decade of dramatic expansion--in enrollment, female participation, numbers of institutions, and programs--higher education in the Arab world continues to fall far short of the needs of students, employers, and society at large. In most countries, the majority of students are enrolled in institutions that lack key human and physical resources for success and suffer from overcrowding and poor quality. Efforts to address these chronic problems have had only marginal success. High unemployment among university graduates is only one measure of the reality of an educational system that is not producing graduates with the skills needed to succeed in the modern global economy and economies that are not producing opportunities for massive numbers of new entrants. Higher education has a critical role to play in the national and regional restructuring of Arab economic and political institutions that is currently underway. The long term success or failure of today's reform initiatives will rest, to a large degree, on the ability of these societies to place higher education where it belongs--as the engine of social and economic progress. The new pressures for political change may provide a unique opportunity to break free from some of the obstacles that have held back meaningful educational changes in the past. This working group, convened at the 2011 U.S.-Islamic World Forum in Washington, DC, brought together educators, specialists, and public sector officials from the United States and the Middle East to review the current state of higher education in the Arab world and consider the key challenges facing this critical sector of society. How are different actors in the diverse landscape of Arab higher education advancing or impeding the goals of improving educational outcomes? To what degree do regional partnerships and cooperative efforts offer opportunities to overcome local obstacles in specific areas? Finally, where has important progress been made and what policy responses and initiatives should be encouraged to improve the ability of Arab educational institutions to meet the challenges of this transformational period? "Turn and Face the Strain: Age Demographic Change and the Near Future of American Education" outlines a fierce battle looming between the needs of public health care and education. A crisis is fast approaching that makes comprehensive improvement of America's public schools more important than ever. Faced with rapidly expanding populations of the young and the old, working age taxpayers will experience the growing strain of insufficient tax revenue to fund public services from now until the foreseeable future. One solution to the crisis: an American education system that leads to a college and career-ready generation prepared for high-wage job earnings in a competitive global economy. Teach For America (TFA) was founded in 1989 to address the educational inequities facing children in low-income communities across the United States by expanding the pool of teacher candidates available to the schools those children attend. TFA recruits seniors and recent graduates from colleges around the country, people who are willing to commit to teach for a minimum of two years in low-income schools. TFA focuses its recruitment on people with strong academic records and leadership capabilities, whether or not they have planned to teach or have taken education courses. TFA is particularly interested in candidates that have the potential to be effective in the classroom but in the absence of TFA would not consider a teaching career. Consequently, most TFA recruits do not have education-related majors in college and therefore have not received the same training that traditional teachers are expected to have. After an executive summary and introduction, this discussion paper addresses the following: (1) How TFA Works; (2) Study Design; (3) Who Teaches in the Schools Where TFA Places Teachers?; (4) What Does Our Sample of Students Look Like?; (5) Were TFA Teachers Effective in the Classroom?; and (6) Did TFA Have an Impact on Other Student Outcomes? Primary findings from the study include: from the perspective of a community or a school faced with the opportunity to hire TFA teachers, TFA offers an appealing pool of candidates; from the perspective of TFA and its funders, the organization is making progress toward its primary mission of reducing inequities in education--it supplies low-income schools with academically talented teachers who contribute positively to the academic achievement of their students; and from the perspective of policymakers who are trying to improve the educational opportunities of children in poor communities, many of the control teachers in the study were not certified or did not have formal pre-service training, highlighting the need for programs or policies that offer the potential of attracting good teachers to schools in the most disadvantaged communities--the findings show that TFA is one such program. This working paper describes the sequential processes of education from primary to higher education in Mexico and the United States. It analyzes the fragmented nature of the educational systems common to both countries and outlines possible solutions for integrating the different systems. It also includes brief overviews and examples of national, state, and local collaborative relationships. The paper concludes with a discussion of ways to nurture and enhance binational collaborative relationships and the required conditions. These include a consortium of individuals with a common vision; allocated monies from federal, state, and/or private agencies; a process for systematically developing and implementing the collaboration; a process for continuous evaluation and modification of the project design; a willingness to make a long-term commitment to the effort; a philosophical underpinning that is shared regardless of differences among participants; and an overarching commitment to improving education for all children. Also included are a list of abbreviations, a table listing secondary school degrees in Mexico by type of degree granting institution, the Carnegie Classification of Institutions of Higher Education, and brief descriptions of collaborative projects in the United States. This paper explores efforts of Mexico and the United States to obtain a significant return on their investment in postsecondary education. The authors establish a context for comparison between Mexico and the United States and discuss the challenges and central policy dilemmas that each country faces in implementing the policy tools of evaluation and incentive funding. Compared to the United States, Mexico's system of higher education is less developed both administratively and academically. Following a 20-year period of enormous growth and a decade of fiscal and political neglect, the Salinas administration initiated a strong proactive set of policies in the 1990s that were novel and in contrast to prevailing academic culture in Mexico. In the United States, while similar trends were experienced, these occurred in a large and decentralized system with much experience in institutional planning and evaluation and the changes occurred over a longer time period. The growth of performance assessment and conditional or incentive funding as policy instruments in both countries results from the use of these approaches as tools for government to direct or steer higher education. This paper explores how implementation has varied in the two countries and experiences and future directions for accountability and categorical funding mechanisms are explored. This research review reports on articles presenting empirical research in the area of how teacher-training institutions work on preparing future teachers for the integration of information and communication technologies (ICT) in their future classrooms. It was conducted mainly in English and French and covers research in 11 OECD-countries during the years 2002-2009. The research is unanimous, even if it is not comprehensive, and it shows that ICT is not used regularly or systematically in the countries reviewed. There are good examples, carried out by enthusiastic teacher trainers, but only a minority of the student teachers benefit from this. Very few articles report innovative use of recent technology. Most of the research reports on the use of computers and traditional computer software. Overall, student teachers do not integrate technology into their teaching. A number of reasons for this are identified. The overall picture is that implementation is necessary at all levels (macro, meso, micro) for a successful outcome, but research also gives examples of how problems can be overcome at a micro-level, which is the level of the actors' pedagogical practice. Enthusiasts do seem to have room for maneuver, but the lack of incentives makes it difficult to involve everyone. (Contains 2 figures and 24 footnotes.)

This report seeks to address critical issues such as these by synthesising the evidence on innovations in more market-driven education systems. The analysis draws on data from over 20 OECD and non-OECD countries, including both developed nations that seek to move beyond established systems of state-run schools, and developing nations where formal and de facto policies promote more free-market approaches to educational expansion. In doing this, the report focuses on the primary and secondary levels, where education is usually compulsory. The more universal nature of educational access at those levels provides a different set of conditions and incentives compared to the post-compulsory tertiary level. And the report pays special attention to the charter school experiment in North America, where reformers explicitly tried to create more competitive conditions in order to encourage the development of innovations in the education sector. Policy approaches such as this that use decentralisation, deregulation, greater levels of autonomy, competition and choice may have singular potential to induce innovations in the education sector, both in how education is organised and the school content that is delivered--critical concerns if the education sector is to be more effective and reach under-served populations. Do some forms of student (and school) assessment hinder the introduction of innovative educational practices and the development of innovation skills in education systems? This report focuses on the impact of high-stake summative assessment on innovation and argues that it is possible to reconcile high-stakes assessments and examinations through innovative approaches to testing. While necessary, assessment based on high-stake examinations often acts as an incentive to teach or study "to the test". It may thus limit risk-taking by teachers, students and parents, for instance. The problem may be amplified if a system of accountability and incentives uses the results of these examinations and tests to assess teachers and schools. What should be done to ensure that the systems used to assess education systems do not stifle the risk-taking inherent to innovation--and that they foster innovation skills in students? This study proposes three main ways of combining assessment and innovation: 1) developing a wide range of performance measurements for both students and schools; 2) rethinking the alignment of standards and assessment; 3) measuring the impact of assessments on teaching and learning. One way of influencing teaching and learning might be to modify high-stake testing. Systems will adapt to this, and both teaching and learning will focus on acquiring the right skills. Rather than testing the content of learning, standards could relate to cognitive skills such as problem-solving, communicating and reasoning--with test/examination developers adapting those skills to subjects such as mathematics, science or literary analysis. Similarly, more use might be made of innovative assessment methods based on information and communication technologies, inasmuch as these may feature simulation or interactivity, for instance, at a reasonable cost. Focusing the assessment on cognitive processes rather than content would leave more scope for teachers to put in place innovative teaching/learning strategies. This does, however, assume a high standard of professionalism in teachers and an adequate system of continuing training and knowledge management. As a single type of assessment cannot fully capture student learning, one effective strategy might also be to multiply the number of measurements and thus relieve the pressure on students and teachers to perform well in a single, high-visibility, high-stake test. At the same time, this larger number of measurements could provide the necessary input for systems based on accountability, diagnosis and assessment of the effectiveness of innovative practice. Finally, assessing the technical standard of tests and examinations is an integral part of their development, but it is less common to address the impact they have on teaching/learning or the validity of how their results are used. Since assessment is an integral part of the education process, it is just as important to assess tests and examinations as it is other educational practices in order to achieve improvements and innovation in educational assessment, but also in educational practice. This discussion paper, reviews and examines the status of ethnic minorities in relation to their educational needs in Australia. The report outlines cultural relations in Australian society and gives brief definitions of some of the key terms and issues which are used and discussed throughout the paper. This section is followed by a consideration of the participation of ethnic minorities in the education process and the equity of the education they receive. The situations in the United Kingdom and the United States are compared with those of Australia and descriptions of government intervention in these countries are discussed. Research findings about the factors restricting access and affecting outcomes of education among ethnic minorities are then discussed. This is followed by a description of the problems which limit educational participation in Australia and a critical analysis of the Australian Participation and Equity Program (PEP). In conclusion, the report recommends some further areas for research; suggests the initiation of pilot action research programs; recommends that PEP reassess their program and organizational guidelines; and cites the importance of pre-school education in determining the outcomes of education, recommending that more attention be given to this area. Homelessness has emerged on the public agenda of economically advanced nations but not all such issues become recognized as "legitimate" social problems. National politicians and policymakers have an interest in defining the problem narrowly in order to avoid response and implied criticism of existing policies and institutions. Local officials and social agencies prefer a broader definition in order to obtain resources for policy and program implementation. This paper examines the progress of homelessness as a social issue in Canada. Chapter 1, "The Politics of Defining a 'New' Social Problem," discusses how politics, not the "objective reality" of homelessness, determines its status on the public agenda. Chapter 2, "Two National Governments: The U.S. and Canada," compares the debate over the definition of homelessness in the two countries, and demonstrates the extent to which the governments are attempting to narrow that definition. Chapter 3, "Local Initiatives: Three Examples from Toronto," reviews the following recent studies by local government and social agencies in Toronto (Ontario): (1) Metro Toronto's Study of the Homeless; (2) The Social Planning Council of Metro Toronto; and (3) The Single Displaced Persons Project. Chapter 4, "The Future of Homelessness as a Social Problem," discusses the following common themes in the definition of homelessness: (1) national scope; (2) long-term duration; (3) complex, multidimensional nature; and (4) the need for political commitment. The United States has the largest professional nurse workforce in the world numbering close to 3 million but does not produce enough nurses to meet its growing demand. A shortage of close to a million professional nurses is projected to evolve by 2020. An emerging physician shortage will further exacerbate the nurse shortage as the boundaries in scope of practice necessarily overlap. Nurse immigration has been growing since 1990 and the U.S. is now the world's major importer of nurses. While nurse immigration is expected to continue to grow, the shortage is too large to be solved by recruitment of nurses educated abroad without dramatically depleting the world's nurse resources. Moreover, the domestic applicant pool for nursing education is very strong with tens of thousands of qualified applicants turned away annually because of faculty shortages and capacity limitations. The national shortage could be largely addressed by investments in expanding nursing school capacity to increase graduations by 25 percent annually and the domestic applicant pool appears sufficient to support such an increase. A shortage of faculty and limited capacity for expansion of baccalaureate and graduate nurse education require public policy interventions. Specifically public subsidies to increase production of baccalaureate nurses are required to enlarge the size of the pool from which nurse faculty, advanced practice nurses in clinical care roles, and managers are all recruited. Retention of nurses in the workforce is critical and will require substantial improvements in human resource policies, the development of satisfying professional work environments, and technological innovations to ease the physical burdens of caregiving. Because of the reliance of the U.S. on nurses educated abroad as well as the benefits to the U.S. of improving global health, the nation should invest in nursing education as part of its global agenda. School systems aspire to provide equal opportunity for all, irrespective of socio-economic status (SES). Much of the criticism of recent school reforms that introduce accountability, autonomy, and choice emphasizes their potentially negative consequences for equity. This report provides new evidence on how national features of accountability, autonomy, and choice are related to the equality of opportunity across countries. We estimate whether student achievement depends more or less on SES in school systems employing these institutional features. The rigorous micro-econometric analyses are based on the PISA 2003 data for more than 180,000 students from 27 OECD countries. The main empirical result is that rather than harming disadvantaged students, accountability, autonomy, and choice appear to be tides that lift all boats. The additional choice created by public funding for private schools in particular is associated with a strong reduction in the dependence of student achievement on SES. External exit exams have a strong positive effect for all students that is slightly smaller for low-SES students. The positive effect of regularly using subjective teacher ratings to assess students is substantially larger for low-SES students. The effect of many other accountability devices does not differ significantly by student SES. School autonomy in determining course content is associated with higher equality of opportunity, while equality of opportunity is lower in countries where more schools have autonomy in hiring teachers. Autonomy in formulating the budget and in establishing starting salaries is not associated with the equity of student outcomes. Inequality of opportunity is substantially higher in school systems that track students at early ages. (Contains 19 footnotes, 6 figures and 9 tables.)

This analysis aims at capturing current inventive activities in nanotechnologies based on the analysis of patent applications to the European Patent Office (EPO). Reported findings include: (1) Nanotechnology is a multifaceted technology, currently consisting of a set of technologies on the nanometre scale rather than a single technological field; (2) Most nanotechnologies, especially those related to Electronics and Optoelectronics, are seemingly realised by a top-down process, where nano-structures are developed through the improvement or advancement of existing technologies; (3) Another group of nanotechnologies, developed by a bottom-up process, has been particularly intense in the past decade, fuelled by scientific discoveries such as carbon nanotubes and fullerenes; and (4) Nanotechnology not only covers a wide range of technologies, but also underpins the development of many fields. Apart from a temporary stagnation in the early 1990s, nanotechnology patent applications to the EPO have been increasing since the 1980s, with the United States, the European Union and Japan having almost equal shares. Higher education and government sectors are an important source of knowledge in nanotechnology. The current development of nanotechnology relies strongly on existing technologies and accumulated scientific knowledge. (Contains 21 footnotes, 26 figures, 1 box and 6 tables.)

This document provides an overview of the gender distribution of ICT and ICT-related employment in OECD countries, and ICT employment patterns are contrasted with overall employment to highlight differences. The authors discuss participation in ICT-related education and training, and differences in ICT access and use by gender. Overall, participation rates of women in employment tend to be significantly lower than those for men, although their labour market participation is increasing in most countries. In general, there is a lower share of women in managerial positions, but a higher share than men in many professional occupations, especially in health care and education. In contrast to these general patterns, the gender distribution of ICT employment is an outlier in terms of both women's participation and shifts in the share of women in ICT-related employment. Women have low shares of ICT-specialist employment and these shares rarely show an increase. Among ICT-using occupations women tend to have higher shares of office and secretarial occupations and lower shares in scientific and professional ones. Women have increased their share in higher education, across most areas of education, particularly in the arts, education and health-related education. However the share of women remains low in engineering and even lower in computer science. Although informal assistance from colleagues and learning-by-doing are important ways of acquiring computer skills for all, for women more formal types of training courses may be relatively more important than for men in some countries. ICT access by women tends to lag that of men: although gaps are generally declining, they remain large in older age groups, and in areas of newer technologies. There are also differences in from where men and women access the Internet. Men are more likely to access from both home and work in many countries; women are more likely to access from educational establishments. Women are more likely to engage in shopping and health-related activities; men are more likely to play games and visit sports pages. These differences are present for all age groups. This analysis suggests that for both equity and efficiency reasons gender differences in ICT occupations, education, access and use need to be addressed, that further, more detailed, analytical work on the evolution of ICT occupations, education and use should be undertaken and that the effects of policy on women and ICTs should be analysed in detail. As higher education has grown and state funding has been constrained, the financial sustainability of institutions of higher education (HE) has become an issue for policy makers and for those who govern and manage these institutions. The challenge for governments is to ensure that increasingly autonomous institutions respond to public interest agendas while taking a greater responsibility for their own financial sustainability. The challenge for institutions is to manage an increasingly complex portfolio of aims and funding. This report examines the conditions needed to secure financial sustainability for the future from the national (policy) and institutional (management) perspectives.
