Generative AI platforms like ChatGPT have exploded into our cultural awareness this year. Across post-secondary institutions, it was immediately apparent that faculty were eager to explore and discuss what this potentially disruptive technology might mean for them, their courses and their students. We wanted to create an opportunity for that discussion and to get a truer sense of initial faculty reactions than what sensational media headlines were offering. This working paper outlines the results of a facilitated online forum, open to faculty and staff from two institutions in the Lower Mainland of British Columbia in January 2023. Our session invited participants to test ChatGPT, reflecting on its strengths and limitations, and then talk through the potential impacts on instructors, our students, and post-secondary education in general of different approaches: ignore it, fight it, and embrace it. Analysis of participant contributions to polls, group discussions and a highly active chat space provide a snapshot of how faculty and staff were feeling and what they were doing in response to ChatGPT and other generative AI platforms. While the data seems to indicate a relatively optimistic take at this early point in the AI revolution, excerpts from discussions and debates do indicate a range of emotions and reactions--a range that will likely only continue to widen with the continuing release of ever more capable AI.

In March 2022 a random sample of one third of Stride K12 families (37,856) were emailed a survey asking parents a series of questions about their families' experiences in their children's current Stride K12-powered online schools and their experiences in their children's former schools. 1,949 parents completed the survey, and of that total, 1,613 had Stride K12 students who had attended another school prior to attending their current online schools. These families reside in one of 28 states that have Stride K12-powered schools that were included in the survey. The purpose of the survey, and this report, are to learn more about what parents value regarding the education of their children, why they chose to enroll their children in a Stride K12-powered online school, their degree of satisfaction with various aspects of their current online schools, and their satisfaction levels with their children's Stride K-12 powered schools as compared with their former schools, when applicable. The survey results indicate that parents have overwhelmingly positive views of how their children are faring at their Stride K12-powered online schools and that their children who did migrate from other schools faced a variety of challenges in their former schools.

As the COVID-19 crisis disrupted schooling, recovery efforts to ensure educational continuity in California included the adoption of Senate Bill 98, which mandated local educational agencies (LEAs) to complete Learning Continuity and Attendance Plans (LCPs). These plans act as critical snapshots of sensemaking in the midst of crisis; however, their details have yet to be explored statewide, concealing the potential trends that arise in local planning when traditional schooling is disrupted by crisis. Through a multiphase, mixed methods approach, this study examines the legislative requirements of an educational policy that orchestrated large-scale local planning. Results suggest that, during a crisis, equity is centered in both policy and the plans of public school districts, threaded through accessibility to instruction as well as academic and social-emotional supports. Digital technologies can be used to support the inclusion of diverse student groups in education in a number of ways including enhancing accessibility of educational content, increasing personalisation and providing distance learning opportunities, as was the case during the COVID-19 pandemic. However, persistent digital inequalities can undermine digital equity and inclusion and equity and inclusion in education generally, particularly for the most disadvantaged students. This paper explores the themes of digital equity and inclusion, and maps some of the policies and practices adopted in OECD countries for the equitable and inclusive use of digital tools in education. It highlights the importance of inclusive design and implementation of digital technologies, as well as the need for education systems to focus on capacity building such as teacher training, as well as adequate resourcing of digital tools. It discusses advantages and disadvantages of different approaches, and concludes by highlighting research and policy gaps.

Digital learning, the use of computers and the internet to study courses taught in the classroom, is viewed by many educators as a breakthrough to helping those at-risk students stay in school and earn their diplomas. The flexibility afforded by digital learning, with students working on their own time at their own pace, is a way for students to meet the requirements of their courses while handling pressing responsibilities outside of school, problems at home or personal issues. Yet parents should scrutinize digital programs closely. Their quality and effectiveness vary widely. Students are poorly served by point-and-click assessments with no engagement, virtual schools with videos instead of real teachers and programs without pacing and scheduling support. This report presents ideas and examples of how teachers and policymakers across the country are using virtual learning to improve educational outcomes for at-risk students.

After schools closed in March of 2020 due to the COVID-19 pandemic, students, families and teachers had to shift learning from in-class to online. But the switch to remote learning was hasty and disorganized in many school districts. Families struggled with the technology and coordinating schedules at home, while teachers tried to shift the in-person model to teaching through a computer. The dissatisfaction caused many families to believe that the remote learning they were experiencing was what takes place in full-time virtual schools. In fact the two are much different. This report includes information on how to distinguish between questionable and quality virtual programs.

Digitalisation places new demands on the early childhood education and care (ECEC) workforce to navigate the care and well-being of children in the digital age. This literature review examines frameworks for digital competencies (DC) in education, with a focus on ECEC, as well as variation in DC requirements for ECEC staff with different responsibilities. It explores strategies for a successful integration of DC in ECEC workforce development programmes. The review shows there has been limited research and policy support regarding the development of DC in ECEC and discusses the importance for the ECEC workforce to understand how digital technologies may be incorporated to their work, encompassing both technical aspects and responsible use, as well as the social and collaborative dimensions of professional development in this area. The review examines also how attitudes towards technology use with young children condition skills development in the sector.

The Exploring Making Through Mobile Emergent Technologies (EMMET) program sought to disrupt the trajectory from rural high school to factory floor by introducing STEM and computational thinking (STEM+C) skills through mentorship training and hands-on activities involving creative production--often referred to as "making." The program also bridged the divide between formal school science education and informal opportunities for science learning outside of school--a division that has marginalized young people from science class and devalued everyday science experiences (Stocklmayer et al., 2010). The overall project focused on designing maker experiences, training local high school students as "maker-mentors" for their community, developing partnerships with area community-based organizations, and researching what program participants learn about STEM and computational thinking. The work described in this white paper offers a model for regions with distributed, rural populations to build capacity for young people to develop skills and self-efficacy in STEM+C fields. This paper aims to answer the following questions: (1) How are rural communities impacted by mobile making experiences that involve community mentors as instructors? (2) What do maker-mentors learn as a result of their participation in facilitating mobile making experiences? and (3) What aspects of the community-involved maker experiences are sustained beyond institutional intervention? Internships and other forms of work-based learning are increasingly viewed as essential experiences for college students. Proponents point out that internships help students develop transferable skills, apply academic knowledge to authentic situations, develop professional networks, and facilitate students' socialization and entry into the professions. In recent years, online or virtual internships, which can vary according to duration, structure, and activities, have grown in prominence. The COVID-19 pandemic brought considerable interest in these unique types of internships, as many in-person positions were cancelled or shifted online. Yet little empirical research exists on the prevalence, quality, and commitment to equity and access among online internships in the United States, particularly during the pandemic period of 2020 to early 2021. In this multi-site case study, we collected survey and interview data from college students during the pandemic. Our findings focus on three distinct cases: (1) two independent websites that provide online internship networking platforms (OINP) for students seeking online internships and employers seeking student interns (n=183 surveys, n=45 interviews), (2) 11 colleges and universities (n=9,964 surveys), and (3) a single employer-hosted online internship program at TreeHouse Foods Inc, a multi-national firm engaged in manufacturing and distributing private label food and beverage products. In analyzing and interpreting our data, we used the Internship Scorecard framework (Hora et al., 2020) from the Center for Research on College-Workforce Transitions. The framework provides a structured approach to studying internships, as well as insights from research on remote work and digital learning. One of our primary conclusions is that while considerable variation exists within the world of internships writ large, an added layer of complexity exists for online positions with respect to information technology, internet access, work-life boundaries, and challenges associated with online or remote work that many occupations experienced during the COVID-19 pandemic. We argue that these additional concerns and factors make online internships--which are unlikely to disappear post-pandemic--a top priority for improvement, equitable access, and quality control in the field of higher education.

This report, commissioned by the Bay Area Geographic Leads Consortium, explores how five county offices of education and local school districts pivoted to reach, teach, and support the holistic needs of students experiencing homelessness during the COVID-19 pandemic. The report documents the rising number of students experiencing homelessness as well as the causes and consequences of childhood homelessness. It also describes how educators faced unique challenges and creatively found solutions to educating students without a stable home or an appropriate place to attend school remotely. Each county offers promising examples of ways to provide instruction and learning supports to students without homes and meaningful ways to deliver urgently needed social-emotional, mental health, and well-being assistance to students and families, including meeting basic needs such as food and shelter. The report also describes innovative ways that the counties addressed technology and connectivity gaps that resulted from the shift to distance learning and collaborated with community-based partners.

This report summarises the findings of the EUA Learning & Teaching Thematic Peer Group "Digitally competent teachers in designing quality learning environments", which was active throughout 2022. Fostering teachers' digital competences is now an indispensable condition for imagining, designing and organising teaching formats, creating and sustaining learning design, assessing student learning, and promoting student engagement, all in the context of a rapidly expanding digital environment. This report explores how higher education institutions address the development of digital competences for teachers. The Thematic Peer Group identified common challenges and proposed a set of recommendations for institutions to develop digital competences with an ecosystem, holistic approach -- integrating a vision for innovation, organisational culture(s), leadership roles, strategy, policy and implementation. The group was organised in the context of the "Supporting European universities in their strategic approaches to digital learning" (DIGI-HE) project and EUA's Learning & Teaching activities.

This report summarises the findings of the 2022 EUA Thematic Peer Group which explored collaborative teaching practice (CTP) in higher education in detail. Based on a shared understanding of the theme agreed on by the group members, it outlines the key opportunities and potential challenges higher education institutions face in embedding CTP and provides examples of practice from the group members. Given the many inter-institutional, national and international collaborations developed during the pandemic, the group regarded the use of digital technologies as a key feature of collaborative teaching, and it therefore became a key focus of their discussions. The report identifies the various ways in which the group's members collaborate as part of their learning and teaching activities, highlights the key challenges that higher education institutions face in implementing collaborative teaching and suggests a set of recommendations for individuals, institutions and national and European-level bodies to overcome those challenges identified. The group was organised in the context of the "Supporting European universities in their strategic approaches to digital learning" (DIGI-HE) project and EUA's Learning & Teaching activities.

Although policymakers generally appreciate the value of crafting policies that are responsive to teacher and principal voice, doing so in a systematic way is challenging. Educator voices in the room when policies are made are often those of teachers and principals closest to policymakers. In 2019, to broaden the range of educator voices available to policymakers in Wisconsin, we asked more than 2,200 teachers and 700 principals in public schools in Wisconsin how "they" would change policy to improve the academic success of economically disadvantaged students. In total, 1,559 teachers and 601 principals offered suggestions for changing policy across four categories: school level--academic, student level, school level--non-academic, and community level. Though we saw variation in responses based on percent of student body eligible for free and reduced-priced lunch, grade levels served (elementary, middle, high school) and community type (city, suburb, town, rural), many responses appear with similar frequency among practitioners across contexts--indicating promise for making broader changes that impact all schools.

Under a hybrid emporium instructional model, students primarily learn content and skills at their own pace through a computer-based platform; during class time, faculty serve more as tutors facilitating individual learning rather than as traditional lecturers. This study evaluates the adoption of this technology-centered instructional model in developmental math courses at public two- and four-year colleges in Tennessee. Using nine years of student enrollment and transcript data (2006-07 to 2015-16) provided by the Tennessee Board of Regents, this paper examines the effects of technology-centered instruction in developmental math courses on students' course pass rates, persistence rates, and completion rates, compared to students' outcomes in traditional lecture-based developmental math courses. While much of the prior research on the effects of technology-centered instruction has applied to students from a wide range of academic backgrounds, the primary objective of this paper is to discern whether technology-centered instruction is helpful (or harmful) for students who are academically underprepared for college. Using a difference-in-differences analytic model to exploit variations in institutions' timelines in adopting the hybrid emporium model, I find that, for community college students, being assigned to a technology-centered developmental math course led to lower pass rates in their first college-level math course, fewer cumulative credits earned over time, and a lower likelihood of earning an associate degree within six years, as compared to students assigned to traditional developmental math courses. At four-year colleges, the adoption of this new instructional model resulted in a higher percentage of students passing their developmental math courses and thus spending fewer terms in developmental math. However, the pass rates of these students in their first college-level math courses were lower than those of students who were assigned to traditional developmental math courses. The magnitude of the effects varied by gender, age, and ACT math score.

Thousands of American schools shuttered their doors during the second half of the 2019-2020 school year due to the COVID-19 pandemic. Most schools that closed their physical campus switched to online learning to conclude the school year. Brick and mortar schools uninitiated to online learning were tasked with adapting teaching practices to a different modality with almost no training or experience to call upon. While anecdotal accounts indicate that some schools achieved remarkable success in transitioning to distance modalities of learning, many others schools struggled to keep students and teachers engaged in the learning process. There is great urgency in assessing the overall efficacy with which brick and mortar schools executed online learning. Many American schools are beginning the 2020-2021 academic year with virtual or blended models of schooling, while countless others scheduled to open will inevitably transition to virtual or blended learning as public health concerns mount. This working paper compares the online learning experience of students enrolled in brick and mortar schools that transitioned to online learning to the experience of students who were already enrolled in virtual schools when the pandemic began.

We are living in an era of artificial intelligence (AI). There is wide discussion about and experimentation with the impact of AI on education/higher education. In this paper, we give a discussion of how AI is evolving, explore the ways AI is changing education/higher education, give a concise account of the skills universities need to teach their students to prepare them for an AI world of work, and talk succinctly about the changing nature of jobs and the workforce.

This report considers the science of adult literacy acquisition, with the goal of identifying principles that may improve the effectiveness of adult literacy programs. We define literacy as a continuum, from emerging literacy, through improving literacy, to fluent literacy and we outline the factors that influence how far along that continuum an adult learner is likely to proceed. Four nested levels are identified at which obstacles to literacy progress operate, but to which adult learners may also bring strengths. We consider the evidence base for each of these levels: (1) "The Brain," where the basic neuroscience of how learning changes over the lifespan gives us clues about processes that restrict adult learning, and hints about how teaching can be optimized for the adult brain; (2) "The Person," where the roles of motivation, resilience and engagement can have a profound impact on outcomes; (3) "The Learning Environment," where teaching approach, course structure, fellow learners and technology can all affect progress; and (4) "The Cultural Context," where integrating expectations and local needs into literacy programs can allow learners to access materials in the most acceptable and appropriate ways. Principles derived from this evidence base are integrated and contextualized in an analysis of six case studies from the field. We indicate areas where further research is required (e.g., determining the degree of practice adults require to achieve fluency); and identify metrics that future literacy programs should collect in order to build an evidence base of properties that improve effectiveness. The evidence summarized in this report suggests that there is scope to improve outcomes in adult literacy programs around the world, and to realize more of the social and economic benefits that such gains provide. As education systems around the world begin to emerge from COVID-19-related lockdown, governments are facing the difficult decision of when and how to reopen schools, balancing the risks of widespread learning loss -- and the impact this will have on a generation of learners -- with the risks of virus transmission, which are more significant in low-income settings. Throughout the COVID-19 pandemic, Education Development Trust has sought to be highly responsive to the changing needs of educators, system leaders and partners around the world. In doing so, Education Development Trust has developed an evidence base from which new thinking has been developed, called 'Learning Renewed', which reimagines what more effective, equitable and resilient education systems might look like, and how they might better withstand future shocks. This programme of work will be continuing in the coming months, but this report is the first major think piece in this series. In it, a vision for 'flexible reopening' of schools is outlined, supplemented by community-based learning. A 'middle way' is proposed between full closure and full reopening, featuring smaller, tutorial-style classes attending school on a part-time basis, supplemented by community-based learning. The flexible opening model is not without challenges, but it offers the real potential to ensure higher quality education provision for some of the world's most vulnerable children. Innovation in instructional technology has contributed to the rapid implementation of technology-driven instructional platforms, particularly in developmental math coursework. Prior research has shown that instructional environment and classroom experience influence student development and outcomes. Consequently, when courses transition to technology-driven instruction, a logical concern on the part of faculty and administrators is the effect on the quality of the academic experience among students. Under a hybrid emporium model, students primarily receive instruction from a computer-based platform rather than from a faculty member delivering content in front of the classroom. This paper examines how students experience a newly adopted, hybrid emporium model for developmental math coursework. We conducted focus groups with students at six public colleges in Tennessee and find that students enrolled in hybrid emporium developmental math courses reported that the instructional model contributes to lowered barriers to math by increasing cognitive and social accessibility. In spite of prior academic challenges, students perceived math content and their faculty to be more accessible in the computer-driven model than in traditional lecture classes. We discuss these findings in light of recent research suggesting technology-driven instruction does not improve math performance.

With Massachusetts' school closure extending until the end of the 2019-20 academic year, Pioneer Institute urges that Massachusetts schools offer meaningful online and virtual learning programs, doing everything possible to eliminate problematic inconsistencies across Bay State school districts. Pioneer further urges Massachusetts to develop and distribute for timely public comment two plans, one that will remedy this semester's educational gaps during the 2020-21 school year, and another to address future extended school closures, if and when they might occur. Relatedly, after this crisis passes, Massachusetts should take steps toward generally improving its knowledge and capabilities with respect to online learning, which Pioneer, Bay State lawmakers, and nationally-recognized experts on digital learning have long identified as a significant area of weakness in Massachusetts' K-12 education system.

Academic advising plays a critical role in student engagement and persistence at community colleges, and colleges are increasingly adopting advising technologies to increase their capacity to support students. However, much remains unknown about the process of planning for and implementing technology-mediated advising redesigns. To explore these reforms' complex dynamics, we adapted Urie Bronfenbrenner's ecological systems theory of human development, conceiving of the student advising experience as embedded in three interrelated contexts: the external environment (the political, economic, and cultural environment outside the institution), the institutional environment (where changes in practice are implemented), and the interpersonal environment (where advising interactions occur). Using interview data collected from a diverse group of stakeholders at two community colleges and two broad-access four-year institutions, we identified several dynamics that have implications for practitioners, funders, and policymakers looking to enact technology-mediated advising reforms. External dynamics included involvement in national college completion organizations and initiatives, state policies related to college completion, and state and local economic conditions. Institutional dynamics included resource constraints, the degree to which advising policies and procedures were centralized, and approaches to managing institutional change. Finally, interpersonal dynamics included individual advising approaches, advising capacity, and reactions to technology.

Responsible Operations is intended to help chart library community engagement with data science, machine learning, and artificial intelligence (AI) and was developed in partnership with an advisory group and a landscape group comprised of more than 70 librarians and professionals from universities, libraries, museums, archives, and other organizations. This research agenda presents an interdependent set of technical, organizational, and social challenges to be addressed en route to library operationalization of data science, machine learning, and AI. Challenges are organized across seven areas of investigation: (1) Committing to Responsible Operations; (2) Description and Discovery; (3) Shared Methods and Data; (4) Machine-Actionable Collections; (5) Workforce Development; (6) Data Science Services; (7) Sustaining Interprofessional and Interdisciplinary Collaboration. Organizations can use Responsible Operations to make a case for addressing challenges, and the recommendations provide an excellent starting place for discussion and action.
