Recent worldwide trends in curriculum policy have re-emphasised the role of teachers in school-based curriculum development. Scotland’s Curriculum for Excellence is typical of these trends, stressing that teachers are agents of change. This paper draws upon empirical data to explore school-based curriculum development in response to Curriculum for Excellence. We focus on two case studies – secondary schools within a single Scottish local education authority. In the paper we argue that the nature and extent of innovation in schools is dependent upon teachers being able to make sense of often complex and confusing curriculum policy, including the articulation of a clear vision about what such policy means for education within each school. Educational change is a fact of life for teachers across the world, as schools are subjected to constant and ubiquitous pressures to innovate. And, yet, many school practices remain remarkably persistent in the face of such innovation. This paradox of innovation without change is perplexing for policymakers and practitioners alike. This paper investigates the gap between policy and practice, between innovation and the changes in social practices that occur in response to such innovation. It draws upon empirical data from two case studies in Scotland-schools responding to new curriculum policy-exploring contrasting approaches to the management of innovation. One is a laissez faire approach, and the other a more directive managerial strategy. Through an analytical separation of culture, structure, and agency, derived from the social theory of Margaret Archer, the paper sheds light on the social processes that accompanied innovation in these two settings demonstrating how teacher culture and differing management styles impact upon externally initiated policy. This paper presents observations on the nature of school audit methods in light of the implementation of Scotland's incoming Curriculum for Excellence and the major normative, technological, and cultural changes affecting schools. It points to a mismatch between the concepts and structures of the incoming curriculum and that of the universalistic yet atheoretical grading schemas used in Scottish school inspections. The analysis demonstrates how school inspection with its basis in specifications and fixed measures conflicts with the formative agenda of the incoming curriculum, causing a barrier to its creative realisation in schools. For young people moving from school to higher education, the continued provision of high quality pastoral care should be an important consideration. However, though all institutions provide some sort of service, its quality can vary significantly. Even where provision has been good, it has normally been seen as a 'bolt-on' extra, rather than something central to the student's experience. At the University of Strathclyde, a key element in the creation of a more effective and integrated approach has been the development of the personal tutor role into that of the more clearly defined and structured one of Academic Counsellor.
