Access to tertiary education is a challenge for many people from refugee-backgrounds. In Aotearoa New Zealand (NZ), resettled refugees are entitled to access education alongside other New Zealanders, and NZ's resettlement policy material recognises education as a key pillar of resettlement. However, refugee-background students are not recognised as 'priority learners' in education policy, so educational institutions are not required to report on refugee-background students' educational access or outcomes. At all levels of the education system, teaching and support practices for refugee-background students vary widely. Many barriers hamper refugee-background students' access to and success in tertiary education. However, refugee-background students are also necessarily-skilful border navigators. In this paper, we share data from an in-progress participatory action research project based in southern NZ that involves collaborating with refugee-background students at the secondary-tertiary education border. After describing the project, its rationale, and our theoretical framework, we draw on insights from seven of the students to illustrate how students represented educational navigation in NZ: as a resistance project, a subterranean project, and a relational project. This paper examines how a standards-based form of assessment in operation in New Zealand has impacted upon the knowledge taught to secondary history students. The segmentation of history into assessable components along with assessment mechanisms which encourage the reduction in the number of standards being attempted has impacted upon both the breadth and range of historical content in history programmes. The reduction in knowledge is problematic as it diminishes learners' opportunities to draw connections between inter-related historical concepts from a wider knowledge base. Social realists have raised concerns about the reduced focus on knowledge in education and its effects in restricting students' development of conceptual knowledge which enables higher order, more abstract thinking. Experiences of standards-based assessment for history in New Zealand are indicative of this reductive phenomenon. In a culture of accountability, standards-based assessment, as enacted in New Zealand, may impede delivery of critical knowledge. [ABSTRACT FROM AUTHOR]

This paper investigates the Ka Hikitia Māori education policy and its subsequent influence in effecting system change towards Māori students' achievement. It discusses how a Request for Proposal to the Ministry of Education's Building on Success was conceptualised to support English-medium secondary schools across New Zealand to address this policy. The result, Kia Eke Panuku, is a professional learning and development response that works with Strategic Change Leadership Teams to create culturally responsive and relational contexts for learning, focused on Māori students enjoying and achieving educational success as Māori. It is argued that neither a political mandate for change nor a set of learned strategies by school personnel will truly bring about a changed reality for Māori students. Rather the reform must be led by transformative leaders who are driven by both the moral imperative to change and a keen sense of urgency to see this happen in our schools for Māori students and their home communities. The major issues raised in this paper, and the solutions that have been reached thus far, can help inform others who are trying to raise the participation, inclusion and achievement of students who may currently be marginalised from formal education settings. This paper presents findings of a study into patterns of literacy achievement and teaching in Year 12 biology, English and mathematics classes from 22 low socio-economic status (SES) secondary schools in New Zealand (NZ). We hypothesised that patterns of literacy teaching in specialised subject areas might contribute to well-documented inequities in education achievement for Māori (indigenous), Pacific Islands and low-SES students in NZ. We analysed participation and pass rates for sets of achievement standards that contribute to the standards based National Certificate of Educational Achievement (NCEA), the main national school qualification (http://www.nzqa. govt.nz/qualifications-standards/qualifications/ncea/). These analyses showed that the rates at which students in the low-SES schools in the study participated in, and attained, key high literacy achievement standards were markedly lower than for schools nationally. Literacy instruction data were derived from observations of 104 teachers working with Year 12 (approximately 17 years old) students comprising 28 biology, 39 English and 37 mathematics teachers. Results from the classroom observations indicated that students had comparatively few opportunities to read longer, more complex subject-area texts and that instructional approaches commonly cited in the literature as effective in raising students’ subject area literacy, strategy instruction and extended discussion, were infrequently observed in this study. This paper describes a national, school-based professional development intervention in which large student achievement gains were previously signaled using single-level regression analyses and effect sizes. However, such analyses can be misleading since educational data typically do not meet independence assumptions. The current study investigates the effectiveness of the professional development intervention using hierarchical linear modelling, with particular focus on whether disparities were reduced for groups typically under-served by the New Zealand education system. Results indicated that students from all learner groups made large gains, especially in writing, but additional targeting would be required to improve equity across student groupings. Rather than assuming New Zealand's educational sectors and institutions will be active and effective contributors to the United Nations Decade of Education for Sustainable Development (UNDESD) the authors ask instead: ‘Are New Zealand's school and university sectors actually in a position to respond programmatically to the UN initiative?’ The paper first reviews past efforts to introduce environmental education and education for sustainable development either directly or indirectly in the New Zealand school curricula and in university courses and degrees. The sobering conclusion is that by 2004 the gains could at best only be described as partial, limited and marginal, and certainly not transformational. The paper then reports on the first year of the UNDESD related activity in New Zealand. Again, the efforts have been minimal and the impacts negligible. The New Zealand evidence suggests that until understanding of the constraints of existing educational frameworks is taken seriously, prospects are slim for anything other than rhetorical and cosmetic adjustments in educational curricula and educational outcomes. This realization means early political effort associated with the decade should be concerned less with grand visions and the content of local projects and more with removing institutional obstacles and impediments to creating a ‘sustainability mindset’. This paper summarises the key issues and challenges that have emerged from a recent major report by the authors on M...ori-medium education in Aotearoa/New Zealand. The discussion is situated within a wider international analysis of bilingual/immersion programmes, including heritage language programmes for indigenous peoples. Key issues explored in the paper include the negotiation of, and occasional tension between, the wider goals of indigenous M...ori language revitalisation and the successful achievement of bilingualism and biliteracy in M...ori-medium educational contexts. Issues to do with current pedagogy, staffing and resourcing of M...ori-medium programmes are also examined. The New Zealand education system is recognised internationally for its overall high quality. At the same time, there is a persistent gap in achievement between students in low socio-economic status (SES) schools in which there is an over-representation of Māori and Pasifika students, and students in more affluent communities. In this paper, we present the findings of a study that explored the participation and achievement rates of secondary school students in selected literacy standards, and used classroom observations to record practices and resources used in literacy teaching. Our findings show the extent to which unequal opportunities to learn (OTLs) for Māori and Pasifika and other students from low SES communities exist at the systems level as well as at the level of classroom instructional offerings. We discuss the factors specific to the New Zealand curriculum and assessment systems that contribute to the current situation and suggest possible ways to achieve a more equitable outcome for all students. This paper reports on findings related to the Nature of Technology from Stage Two of the Technological Knowledge and Nature of Technology: Implications for teaching and learning ( TKNoT: Imps) research project undertaken in 2009. A key focus in Stage Two was the trialing of different teaching strategies to determine how learning related to the components Characteristics of Technology (CoT) and Characteristics of Technological Outcomes (COTO) could be supported. These components fall within the Nature of Technology (NoT) strand of technology in the New Zealand Curriculum (NZC) (Ministry of Education, ) and as such, reflect a philosophical understanding of technology as a discipline. During this stage of the research further exploration was undertaken to determine how student understanding of these two components of technology education progressed from level 1 to level 8 of the NZC (Ministry of Education, ). Common misconceptions and partial understandings related to these components are identified and explained and four case studies are presented to illustrate strategies employed by teachers and their impact on student learning related to these two components. The Stage Two outcomes resulted in the revision of the Indicators of Progression for CoT and CoTO in order to clarify the progression expected of students in each component and provide increased teacher guidance to support such progression. The nursing profession has experienced significant change over the last 100 years. Consequently, the work-force of the 21st century is a diverse entity that is edging toward the specialization of nurses in a specific clinical setting. In such an environment, a common knowledge base is demanded of nurses - a factor that has affected the development of second level, or enrolled nurses (ENs). The forces at play raise questions about nursing roles and scopes of practice. The establishment of education pathways that promote career development has been the stimulus for conversations about the effectiveness of the transition of EN to registered nurse (RN). This paper presents a review of the literature that identifies and explores common emerging themes (making the move from EN; adapting to Bachelor of Nursing; transitioning to RN) associated with this transition through the process of undertaking baccalaureate studies in nursing. This paper uses one national case to illustrate how diverse ideological agendas of central state agencies contest the discursive space within which major education policy reforms are developed. In Aotearoa New Zealand in 1988, 'self-managed' schools were promoted ostensibly to allow parents more say in their children's education and local school administration. The Tomorrow's Schools reform policy texts included an existing social democratic partnership rhetoric, positioning principals as professional leaders working collaboratively with elected parent boards of trustees. However, the new ideology of 'parental choice' of school within a local schooling marketplace, underpinned by a chief executive or market managerial model of principalship, was later operationalised through mechanisms of 'steerage' from the centre. To explain this shift, we examine selected policy text pre-cursors to the reforms and identify how contrasting forms of 'principal' and 'teacher' identity emerged within social democratic, neo-liberal and market managerial ideologies. We further show that while radical (Treasury) market liberal arguments for labour market deregulation and consumer choice failed to gain widespread support, the State Services Commission preferred market managerialist strategies for promoting public accountability of schools (based on aggregate student achievement outcome data and centrally determined national educational priorities) were successfully embedded during the 1990s.
