Despite high rates of education expenditure, South Africa's education system remains sharply unequal and underperforms overall compared to other countries. One approach to addressing education inequality and underperformance is community-based peer mentorship. This paper presents evidence from the Nine Tenths mentorship programme in Makhanda (formerly Grahamstown) as a way to improve academic performance among matric students in under-resourced secondary schools. Using school matric pass rates from 2012 to 2021 and student admission metrics for participants in 2020–2022, a strong association is found between the activities of Nine Tenths and improved academic performance. No-fee schools where Nine Tenths is active record pass rates that are 28 percentage points higher on average than schools without Nine Tenths. Matric students who participate in Nine Tenths increase their Admissions Points Score (APS) by 4.23 points on average, and every student between 2020 and 2022 earned a bachelor pass. While the evidence suggests that Nine Tenths is effective, the programme operates on a relatively small scale and is not broad-based in its implementation. The programme shows is a promising example of community-based interventions to address schooling inequality independently and more efficiently than the current education policy in South Africa. In the evaluation of any political strategy, it is essential to carry out the collection and analysis of the available data. The presentation of a complex phenomenon by means of synthetic measures can improve both the political actors' understanding of the situation and the design of new measures. In this paper, we deal with the problem of the construction of a multidimensional composite indicator for the evaluation of educational systems in OECD countries. In our proposal, not only are those indicators included that measure the academic outcomes, but also a group of indicators that measures the social dimension of the educational system. A variation of a methodology based on Data Envelopment Analysis is developed to construct a composite multiplicative indicator that enables inter-temporal comparison and the detection of the sources of the variation. This paper aims to examine the case for a focus on place-based drivers of inequalities in educational attainment among secondary school students in Scotland. Using desk-based sources, it provides an account of the post-2015 policy episode around improving educational attainment among children from disadvantaged areas. This started with the Scottish Government claiming that its 'defining mission' was to 'close the gap' but the place-based focus of policy was soon dissipated and the legislation that intended to be the flagship of reform was shelved. The paper shows that international evidence prompts a need for the impact of disadvantage based on place to be factored into approaches to schooling and provides a regretful account of its insecure traction in Scottish policy. It argues that a serious weakness of the case for place in Scotland is the underlying evidence base and concludes by suggesting how existing data sources could be used more effectively and by outlining some alternative policy approaches. This paper challenges the notion that quantitative data – as a numeric truth – exist independent of a nation's political and racial landscape. Utilising large-scale national attainment data, the analysis challenges the belief that 'White working class' children in England, especially boys, are 'the new oppressed' – as a former equality adviser has publicly claimed. The analysis applies Quantitative Critical Race Theory, or 'QuantCrit', an emerging quantitative sub-field of Critical Race Theory in education. The paper argues that far from being 'oppressed', White boys continue to enjoy achievement advantages over numerous minoritised groups; especially their peers of Black Caribbean ethnic origin. Additionally, the analysis uniquely exposes racialised trends of 'equivalency' in core subject qualifications, whereby minority ethnic children are over-represented in certain lower-status qualifications that are counted as equivalent in education statistics but not in the real world labour market. The analysis concludes that knowing misrepresentations of quantitative data are at the heart of an institutional process through which race and racism are produced, legitimised and perpetuated in education. Background: International achievement studies such as the Programme for International Student Assessment (PISA) have an increasing influence on education policy worldwide. The use of such data can provide a basis for evidence-based policy-making to initiate educational reform. Finland, a high performer in PISA, is often cited as an example of both efficient and equitable education. Finland’s teachers and teacher education have not only garnered much attention for their role in the country’s PISA successes, but have also influenced education policy change in England. Main argument: This article argues that the Finnish model of teacher education has been borrowed uncritically by UK policy-makers. Finnish and English philosophies of teacher preparation differ greatly, and the borrowing of the Finnish teachereducationmodel does not fit within the teachertrainingviewpoint of England. The borrowed policies, thus, were decontextualised from the wider values and underpinnings of Finnish education. This piecemeal, ‘pick “n” mix’ approach to education policy reform ignores the fact that educational policies and ‘practices exist in ecological relationships with one another and in whole ecosystems of interrelated practices’. Thus, these borrowed teacher preparation policies will not necessarily lead to the outcomes outlined by policy-makers in the reforms. Sources of evidence: Two teacher preparation reforms in England, the University Training Schools (outlined in the UK Government’s 2010 Schools White Paper,The Importance of Teaching) and the Master’s in Teaching and Learning (MTL), are used to illustrate the problematic nature of uncritical policy borrowing. This article juxtaposes these policies with the Finnish model of teacher education, a research-based programme where all candidates are required to complete a Master’s degree. The contradictions exposed from this analysis further highlight the divergent practices of teacher preparation in England and Finland, or the disparate ‘ecosystems’. Evidence of educational policy borrowing in other settings is also considered. Conclusions: Both the MTL and the White Paper reforms overlook the ‘ecosystem’ surrounding Finnish teacher education. The school-based MTL contrasts with the research-based Finnish teachers’ MA. Similarly, the University Training Schools scheme, based on Finnish university-affiliated, teaching practice schools, contrasts heavily with the rest of the White Paper reforms, which contradict the philosophies and ethos behind Finnish teacher education by proposing the move of English teacher preparation away from the universities. The analysis highlights the uncritical eye through which politicians may view international survey results, looking for ‘quick fix’ options instead of utilising academic evidence for investigation on education and education reform. International education achievement indicators potentially obscure students' localised experiences of school. This paper examines adolescent purpose to understand what drives students' learning experiences in high-performance schooling in Singapore. Purpose is a long-term intention to engage with the world in ways meaningful to oneself and to others. Using clinical interviews, the authors analysed students' perspectives of the purpose of schooling and learning against the tensions of preparing students for performance-focused outcomes in schools. Findings indicated purpose clusters with prevalent self-oriented academic achievement goals. About one-third of the students with forms of support had nascent beyond-the-self life goals. To think about teaching and learning in a more integrated manner, this study shows it is important to look closely into students' learning experiences, as these provide critical insights into how policies are implemented in schools, and how curricula can be made significant and meaningful in a more humanising vision of what schools might become. 'Asian whiz kids' perfect test scores.' 'Selective schools and tiger parents.' These types of headlines highlight the increased visibility of academically successful students from Asian migrant backgrounds, in Australia and other Western countries. They also point to anxiety about the perceived aggressive 'tiger' parenting often associated with Asian academic success. This paper focuses on the forms of everyday multiculturalism found in and around high-performing selective schools and classes in Sydney, Australia, almost all of which are dominated by Asian-Australian students. Drawing on interviews with parents and students from Anglo- and Asian-Australian backgrounds, it documents the different positionalities adopted by participants within these culturally diverse settings, including anger, aspiration and cosmopolitanism. PISA presents a new image for academic achievement, which has prompted Japanese education reforms over the past decade to innovate teaching and learning for 'PISA-style literacy'. Supported by theoretical foundations, particularly with regard to the concept of 'PISA literacy' and 'authentic assessment', these reforms have accomplished progress in the focus on higher order competencies, such as application and the development of new assessment strategies. However, more recently, various critical discussions of 'PISA literacy' are underway in the Japanese academy. They interrogate it more critically and reveal the narrow emphasis on functional application and technical operation. Current assessment practices, which tend to fall into 'criteria compliance', are in urgent need of review. There is a need to extend the critical discussions in progress to the new assessment strategies. This paper investigates the Ka Hikitia Māori education policy and its subsequent influence in effecting system change towards Māori students' achievement. It discusses how a Request for Proposal to the Ministry of Education's Building on Success was conceptualised to support English-medium secondary schools across New Zealand to address this policy. The result, Kia Eke Panuku, is a professional learning and development response that works with Strategic Change Leadership Teams to create culturally responsive and relational contexts for learning, focused on Māori students enjoying and achieving educational success as Māori. It is argued that neither a political mandate for change nor a set of learned strategies by school personnel will truly bring about a changed reality for Māori students. Rather the reform must be led by transformative leaders who are driven by both the moral imperative to change and a keen sense of urgency to see this happen in our schools for Māori students and their home communities. The major issues raised in this paper, and the solutions that have been reached thus far, can help inform others who are trying to raise the participation, inclusion and achievement of students who may currently be marginalised from formal education settings. This paper investigates the impact of national policies for improving teaching and the school learning environment (SLE) on student achievement. In each participating country (i.e., Belgium/Flanders, Cyprus, Germany, Greece, Ireland, and Slovenia), a sample of at least 50 schools was drawn and tests in mathematics and science were administered to all Grade 4 students (N = 10,742) at the beginning and end of school year 2010-2011. National policies were measured through (a) content analysis of policy documents, (b) interviews with policymakers, and (c) head-teacher questionnaires. Multilevel analyses revealed that most aspects of national policies for teaching and SLE were associated with student achievement in each subject irrespective of the source of data used to measure them. Despite many positive developments in South Africa (SA), the education system and educational outcome face many challenges and require further improvement. This is reflected by elevated school dropout rates and suboptimal annual pass rates in various grades (Grades 7–12). Over the years, a plethora of studies has identified methods through which academic performance/educational outcome can be improved. However, from a practical point of view it might be difficult to implement these methods in for example a classroom or school, particularly because these methods are mainly discovered upon thorough online literature searches, and therefore published methods to improve educational outcomes are not always within reach of schools or teachers. Our aim is thus to provide a review paper that contains a collation and overview of the possible methods that can be used by various education stakeholders in order to contribute to better educational outcome. Essentially, we are attempting to answer the questions, “What does decades of research tell us about possible ways in which educational outcome can be improved in SA? Can we use these methods in the classroom or school?” This review therefore demonstrates (1) demonstrates various ways education stakeholders/influencers (teachers, learners, parents, government, non-governmental organisations and school governing bodies) can contribute to improved educational outcome, and (2) provides a useful overview of these methods that can be used within or without the classroom. The impact of widening participation policy and how it is enacted institutionally is a central concern to Higher Education. It is not simply about the admission of students from disadvantaged backgrounds, but also ensuring that these students complete their courses successfully. This work therefore goes far beyond those departments tasked with access and outreach and has implications for staff across all academic and support service areas. The way in which national policy is interpreted and translated into local policy can therefore affect the whole institution. To bring a spotlight on these issues, this paper will focus on a case study of a single elite institution in England. Focusing primarily on selection of students, it will examine how selection measures can in fact reproduce inequalities. It will therefore demonstrate how this programme may not improve access to Higher Education but instead focuses on ensuring that students already on a path to Higher Education choose this institution in preference to others. Significant variations in educational outcomes across both the spatial and socioeconomic spectra in Australia have been widely debated by policymakers in recent years. This paper examines these variations and decomposes educational outcomes into 3 major input factors: availability of school resources, socioeconomic background, and a latent factor that links to the specificities of the local education system such as efficiencies. The proposed method respects the multi-dimensional nature of educational outcomes by estimating structural parameters of an extended education production function with multiple outcome measures. The results indicate that all factors contribute to the variations. Nevertheless, socioeconomic factors dominate non-school-based measures such as the tertiary education enrolment rate. The study also reveals significant differences in education system efficiencies across areas, suggesting compounding factors are often responsible for poor educational performance. The juxtaposition of education and social mobility is based on the proposition that education plays an important role in mobility. This is particularly true in Malaysia as selection of students into premium classes, boarding schools, universities, for scholarships and for employment is still predominantly based on academic achievement. In an article featured by a national newspaper, the Prime Minister of Malaysia was quoted as saying that one of the government's achievements is in creating an environment of substantial social mobility and that the education system has enabled children to lead better lives than their parents. Is this sentiment, that education increases social mobility vis-à-vis to lead better lives, shared by the direct stakeholders of education, namely the school students? This paper sets out to investigate the perceptions of students in selected national primary and secondary schools in four states in Malaysia. A questionnaire survey consisting of eleven constructs was conducted to elicit responses on whether education allows them to lead better lives. A total of 331 school students in 9 primary schools and 297 school students in 8 secondary schools in Selangor, Kelantan, Sabah and Sarawak were randomly selected and surveyed. Findings reveal that there are significant differences in mean scores between rural and urban schools in terms of the role of education in increasing knowledge, expanding potentials, achieving ambition and becoming useful people. Between Sabah and Sarawak with Peninsular Malaysia, significant differences in mean scores are recorded in the constructs that education helps to improve class position, expanding potentials, securing better jobs and achieving ambitions. More interestingly, in a comparison between primary and secondary schools, results reveal that there are significant differences in mean scores on the constructs that education helps to increase knowledge, realize potential, obtain higher salaries, have more comfortable lives, achieve ambition, be loved by family, be loved by teachers and be loved by friends, with primary schools recording higher mean scores in all of these constructs. The meaning, measurement, and implications of ‘public opinion’ have long been a source of debate. In this paper, we examine the extent to which the educational priorities of elites in the US reflect the educational priorities of the American public. To do so, we focus on one particular segment of the education policy-making elite – education poll creators. Through a content analysis of questions asked between 1969 and 2013 in the Phi Delta Kappa/Gallup Poll of the Public’s Attitudes toward the Public Schools, we examine the salience of key educational issues over time. We compare these trends to the proportion of poll respondents who label those issues the ‘biggest problem’ facing schools, thereby approximating two different conceptions of public opinion regarding education. We find that the issues that receive the most coverage by pollsters do not typically match the issues that respondents claim to be the biggest problems in schools. In light of the important role that opinion polls may play in shaping discussion and debate over educational issues, we argue that further study of the construction of public opinion is warranted. This paper suggests that, in contrast to the great reports such as Crowther, Newsom Robbins and Plowden, recent government papers relating to educational in England pay little attention to values that should shape the standards to be achieved, the knowledge to be transmitted and the virtues to be nourished. Whilst legislation over the past 60 years has promoted a vision of 'education for all', what has predominated has been a concept of learning restricted to that which privileges the small number who can perform well within a narrowly defined understanding of academic studies. It is argued that the need to measure and standardise performance has resulted in a marginalisation of the broader vision of learning, which should be pursued in order to enable us to live fully human lives. This paper will focus on Young's theories of heterogeneity, as they have developed from the essays in Throwing Like a Girl (1990) to those in Inclusion and Democracy (2000). Reading her theories of heterogeneity together with recent developments in political theory which seek to reclaim the agonistic and frictional aspects of polity and political democracy, the paper will argue that attempts to promote ‘citizenship education’ are less pressing than attempts to develop and promote political education. Little research has examined constructions of gender among young British-Chinese. This paper seeks to further understanding in this area, particularly in relation to notions of ‘laddism’ currently deployed in educational policy discourse around gender and achievement. As a group British-Chinese boys tend to very high achievement in the British Education system. The notion of ‘laddish behaviour’ as an explanation for boys’ apparent underachievement in comparison to girls at GCSE level was discussed with British-Chinese pupils. An overwhelming majority of British-Chinese pupils supported this explanation, and a majority of these pupils applied notions of ‘laddish behaviour’ to British-Chinese boys, to some extent contesting stereotypes of the Chinese as uniformly ‘good pupils’. However, the discourses of ‘the good Chinese pupil’ and ‘Chinese value of education’ were frequently drawn on by pupil respondents, with the result that the pupils often presented British-Chinese manifestations of ‘laddism’ as mild versions in comparison with pernicious ‘others’. The paper discusses different presentations of laddism among some of the male respondents. It concludes by analysing the impact of ‘raced’ and gendered discourses on British-Chinese constructions of masculinity. British-Chinese boys may be able to adopt versions of masculinity which do not impede their learning, but this tended to result in their masculinity being problematised in teacher discourse. This paper examines notions of 'educational time' with particular reference to the work of Basil Bernstein. It focuses closely on the 1967 Plowden report as a particularly appropriate policy case study to demonstrate how different constructions of time can exist within the same document. It then develops educational models originally mapped out by Bernstein, arguing that a full understanding of the areas of consensus and conflict among these models is vital if we are to understand how teaching professionals think about the future. This paper investigates some early outcomes of the reform to lower the school starting age in Poland. It explores data on the school performance of 6- and 7-year-old pupils, collected in the transitory period of the reform, when parents were welcomed to enroll their 6-year-old children in the first grade on a voluntary basis. The discovery is that older students do perform better at the end of first grade, but the separately measured effect of an early school start also seems to be beneficial. We point out a selection of unobservables as a possible explanation of the results obtained. Increasing emphasis has been placed on leadership within educational theory, policy and practice. Drawing on a wide range of academic literature and policy documents, this paper explores how the discourse of leadership has shifted and for what purposes. The authors are critical of the lack of conceptual underpinning for that discourse, evident both nationally and internationally, and they identify key issues that the teaching profession has been left to try to understand and make sense of. They caution that, despite attempts to align contemporary policy developments to position leadership as inherent in the role of every teacher, flaws in the conceptualisation of leadership, and particularly in favoured forms such as ‘distributed leadership’ and ‘teacher leadership’, pose significant challenges to a serious attempt to ‘reprofessionalise’ teachers. Current educational policies in the United States attempt to boost student achievement and promote equality by intensifying the curriculum and exposing students to more advanced coursework. This paper investigates the relationship between one such effort – California’s push to enroll all 8th grade students in Algebra – and the distribution of student achievement. We suggest that this effort is an instance of a “collective effects” problem, where the population-level effects of a policy are different from its effects at the individual level. In such contexts, we argue that it is important to consider broader population effects as well as the difference between “treated” and “untreated” individuals. To do so, we present differences in inverse propensity score weighted distributions investigating how this curricular policy changed the distribution of student achievement. We find that California’s attempt to intensify the curriculum did not raise test scores at the bottom of the distribution, but did lower scores at the top of the distribution. These results highlight the efficacy of inverse propensity score weighting approaches for examining distributional differences, and provide a cautionary tale for curricular intensification efforts and other policies with collective effects. Context: Identification of the effect of valid factors on students' academic performance is of great importance to student counseling and policy making. Aims: This study was carried out to find the predictors of academic performance of 2nd year undergraduate medical students of a renowned Medical College of Kolkata. Materials and Methods: This cross sectional study was carried out in a tertiary care teaching hospital of Kolkata. The information on factors like attendance percentage, sex, place of residence, previous academic performance of the entire batch of 2nd year students was collected from the departments' academic records and through personal interview. The association of the above mentioned factors with students' academic performance was determined through statistical analysis using t-test and multiple linear regression modeling and the results were reported. Results: Academic performance is found to be weakly correlated with attendance. Better academic grade was observed for the group with high attendance percentage compared to the other with low attendance percentage (P < 0.01). Higher percentage of marks was observed to be scored by female students (P < 0.01), local students (P < 0.01) and high performers who were capable of successfully clearing their 1st year's coursework in their first attempt (P < 0.01). Conclusion: All the factors studied in this paper which includes attendance, sex, place of residence and previous academic performance serve as predictors in understanding students' performance. Among the above mentioned, the attendance of the students is an important factor that has to be monitored and regulated through corrective actions to improve the performance of the class. The Programme for International Student Assessment (PISA) and Trends in Mathematics and Science Study are two highly respected studies of school pupils' academic achievement. English policy-makers have been disappointed with school children's performance on these tests, particularly in comparison to the strong results of young people from East Asia. In this paper, we provide new insight into the England-East Asia gap in school children's mathematics skills. We do so by considering how cross-national differences in math test scores change between ages 10 and 16. Our results suggest that, although average math test scores are higher in East Asian countries, this achievement gap does not increase between ages 10 and 16. We thus conclude that reforming the secondary school system may not be the most effective way for England to 'catch up' with the East Asian nations in the PISA math rankings. This paper provides an overview of the status of educational technology in Turkey. In the face of severe social and economic challenges, many developing nations, including Turkey, are looking to education as a potential remedy. Recognizing that in an increasingly technology-dependent world, information and communications technology skills and knowledge are critical in order to compete in the global marketplace, Turkey is firmly committed not only to improving its education system, but also to incorporating the use of educational technologies into the instructional strategy and curriculum used in schools. This is a critical initiative because, as research shows, technology-enriched educational environments can provide students with significantly expanded learning opportunities, which are linked with increased levels of academic achievement. However, like many other developing countries, Turkey is struggling to overcome a number of serious barriers to full technology integration at the classroom level, the most significant of which is non-compliance on the part of teachers. With respect to technology use in education, teachers are consistently failing to utilize technological tools for instruction purposes, for a variety of reasons. This paper points out that the most popular current school reforms offered have failed to accomplish their goal because they fail to understand the fundamental problem of American schools, namely, income inequality and the poverty that accompanies such inequality. Education policy should be informed by research that distinguishes school-based learning from learning that occurs during non-school time. American studies find that socio-economic disparities in learning tend to widen over the summer months, the longest continuous stretch of non-school time. This paper analyzes the first large-scale Canadian study of summer learning. We collected data on literacy growth for a non-random sample of 1,376 Ontario children in Grades 1-3 during the summers of 2010 and 2011. Summer learning was widely dispersed with a mean of zero, and equal proportions of children had substantial learning gains and losses. There were strong disparities by family socio-economic status (SES), as affluent children gained literacy while those from poorer families lost literacy. We attributed 25 percent of the gap between the top and bottom SES quartiles at the start of the school year to the previous summer. Abstract: This paper analyzes the socioeconomic stratification of achievement in the Chilean voucher system using a census of 4th and 8th graders, a multilevel methodology, and accounting for unobserved selectivity into school sector. Findings indicate that the association between the school''s aggregate family socioeconomic status (SES) and test scores is much greater in the private-voucher sector than in the public one, resulting in marked socioeconomic stratification of test scores in the Chilean voucher system. We also find that the amount of tuition fees paid by parents in private-voucher schools has no bearing on test scores, after controlling for the socioeconomic makeup of the school. This paper uses one national case to illustrate how diverse ideological agendas of central state agencies contest the discursive space within which major education policy reforms are developed. In Aotearoa New Zealand in 1988, 'self-managed' schools were promoted ostensibly to allow parents more say in their children's education and local school administration. The Tomorrow's Schools reform policy texts included an existing social democratic partnership rhetoric, positioning principals as professional leaders working collaboratively with elected parent boards of trustees. However, the new ideology of 'parental choice' of school within a local schooling marketplace, underpinned by a chief executive or market managerial model of principalship, was later operationalised through mechanisms of 'steerage' from the centre. To explain this shift, we examine selected policy text pre-cursors to the reforms and identify how contrasting forms of 'principal' and 'teacher' identity emerged within social democratic, neo-liberal and market managerial ideologies. We further show that while radical (Treasury) market liberal arguments for labour market deregulation and consumer choice failed to gain widespread support, the State Services Commission preferred market managerialist strategies for promoting public accountability of schools (based on aggregate student achievement outcome data and centrally determined national educational priorities) were successfully embedded during the 1990s. Many schools see teaching African American boys as a daunting challenge. However, in many schools the primary focus of Black male children's educational experience is maintaining order and discipline rather than student learning and academic achievement. By the time Black boys reach the 3rd or 4th grade their teachers and other school personnel no longer treat them like children, but rather like men. This paper will describe the current state of education for Black male students and propose ways to ensure that we teach all children, particularly Black boys in intellectually, socially, and culturally appropriate ways. This paper focuses on the development of policies and practices related to lifelong learning in the last 10 years in China. It gives a brief introduction of the vital societal changes and offers a review on outstanding achievements in school education, which can be regarded as the context and infrastructure of lifelong learning enterprise. It analyses in depth the relevant national strategies adopted by the central government, which have been the fundamental guidelines for the practice of lifelong learning. After exploring the flourishing lifelong learning activities promoted by the government, industry and other nongovernmental agencies, it finally discusses the state-led promoting model of lifelong learning in China. School accountability in Brazil: experiences and difficulties. This paper analyses the most important experiences with school accountability policy (SA) in Brazil. The analysis suggests that their impacts on the quality of education are not significant due to the fact that: (i) either it does not incorporate a system in which the school is responsible for the students' performance; (ii) or the incentive schemes are not appropriately designed. In the quasi-marketised environment of the new, mass higher education (HE), centralised policy continues to dictate conditions, and traditionally stable sources of income are being made increasingly unreliable. An increasing emphasis on student support within HE institutions (HEIs) has been made necessary by targets for student numbers and the funding that rests on these numbers. These tensions have been added to for 'post-1992' universities, by the Widening Participation initiative that brings with it particular issues around recruitment and retention. Rather than focusing on the models and systems of support that are being developed in different HE settings and their effectiveness, the aim of this paper is to theorise the imperatives behind these, to look again at the context that informs their inception and how the various support structures position and identify students. The continued lower academic attainment of Black (especially Black Caribbean) pupils is now well established. Yet, to date there has been no single coherent national Government strategy that has successfully closed the gap in educational attainment between either Black and White pupils or between Black pupils and the national average. Academic and policy debates centring on the causes and potential ways of addressing this gap remain marred by controversy and disagreement. This paper is based on qualitative research, which explores how staff and pupils at an inner city secondary school in the south of England construct academic success. Focusing on one aspect of the findings, it reveals that staff subscribe to two forms of success: an inclusive, low D to G grade success and an exclusive, high A* to C grade success, each of which are seen as attainable only by certain types of pupils. The appearance and behaviour of Black pupils, particularly those engaged in what is termed 'Black street culture', are seen as directly at odds with the aims of the school and therefore minimize their likelihood of attaining success in exclusive terms. In this paper we draw on concepts from policy sociology to analyse the new equity deal for schools in Queensland, Australia. We examine this 'new deal' through an analysis of the language of 'inclusion' and 'educational risk' in key policy documents associated with a major reform of public education in Queensland. In addition, we analyse the interview talk of key policy actors involved in policy framing, carriage and monitoring. We note that globalism has increased rather than reduced social inequity. At the same time, good quality accessible education can play a crucial role in challenging the inequalities produced by global informationalism. In Queensland, Australia, equity is still on the agenda, but in radically new neo-liberal economic ways. The focus is individualistic - each individual needs to be tracked because they are potentially 'at-risk' of 'school failure'. Identification of 'at-risk' students has been devolved to the level of the school and district, and intervention strategies have to be devised at the local level. Stories of success are then to be shared/networked with other schools. We suggest that while 'target group equity' strategies were limited in terms of addressing issues of social exclusion and inequity, the new deal on equity, a market-individualistic approach is an inadequate alternative. In the labour market, formal qualifications—both school and vocational or university degrees—are of increasing importance. This may be especially true in Germany, where formal qualifications are highly valued. Dropping out of vocational or university training is therefore regarded as a risk for young people in the process of entering the labour market. In the present paper, two questions are being addressed: (1) Who are the young adults who are at risk of dropping out? (2) What happens to them, i.e. do they get a chance to resume their education and if so, who is more likely to do so? Using a longitudinal perspective, both individual factors such as scholastic achievement, intelligence or motivation and structural factors pertaining to the education system are taken into account. Longitudinal research, conducted between 1999 and 2002, tracked the academic progress of a small sample of mature students entering the University of Tasmania, Australia, from a disadvantaged region of Tasmania to pursue degrees in accounting and education. Both quantitative and qualitative methods were used to examine the impact of alternative selection methods, attendance at the Unistart induction program and continuing study support, on students' academic progress and satisfaction with university. The progress of mature technical and further education (TAFE)-background students compared with those who held school-leaver qualifications is the particular focus of this paper. Findings reveal that TAFE-background students overall perform academically on a par with other members of the cohort, but that they experience more study problems and less satisfaction during the first year. Induction programs and study support assist the first-year transition and are associated with later academic success. Implications for wider policy are discussed. [ABSTRACT FROM AUTHOR]

Western governments appear increasingly dissatisfied with the rising costs and apparent static performance of their education systems. This dissatisfaction has been manifested in a critical re-examination of the near-monopoly of publicly provided schooling. Elsewhere in the public sector, privatization and competitive tendering have been frequently used to reduce costs and raise productivity. However, in education the inability to fully specify contracts with private providers has led to renewed interest in increasing the role of not-for-profit providers. In this paper we utilize economic analysis to critically examine the strengths and weaknesses of not-for-profit providers of schooling. We explore the nature of the specific context in which they may prove to be effective providers, using successful faith schools as a case study. We conclude that there are prima facie grounds for governments to prefer contracting not-for-profit rather than for-profit organizations for the provision of state funded education. Overall, whilst extending not-for-profit schooling has the potential to harness sources of social capital to the benefit of school improvement, these benefits must be weighed against the risks inherent in increasing ‘strong-ties’ social capital. Australian universities, like their counterparts in most Western countries, have suffered a dramatic reduction in the level of public funding in recent years. One issue on the horizon that is of relevance to students and universities is the latter's exposure to National Competition Policy and, more specifically, the Trade Practices Act. Recent changes to universities, the student experience and the law present new legal options for student redress and new liabilities for universities and individual staff. In this paper, I ask whether appealing to the Trade Practices Act is an appropriate strategy for responding to "deregulation" of universities, funding cuts and the associated decline in the capacity of universities to deliver quality education. After an introduction that briefly describes the two studies on which this article is based, we provide background information on Mexico’s education system and the sociopolitical context of the country, and we explain relevant issues of this context for education, arising from the transition from an authoritarian to a democratic political system, at the end of the twentieth century and early twenty-first century. Major large-scale assessments in Mexico are then described, as well as other policies looking to improve achievement, and how the way of disseminating the results of assessments was modified during the period under consideration. In the central part of the text, the impact of tests results’ dissemination on educational policies and reforms is explored. Our work focuses on identifying the relationship between dissemination of assessments and introduction of other policies for improving educational quality, with information derived from document review and from interviews with key stakeholders. Since the 1990s, Chile has participated in all major international large-scale assessment studies (ILSAs) of the IEA and OECD, as well as the regional ones conducted by UNESCO in Latin America, after it had been involved in the very first international Science Study in 1970–1971. This article examines the various ways in which these studies have impacted on educational policies in Chile. It discusses how results were used for leverage purposes in law-making, and how the concepts and frameworks of specific ILSAs were integrated into crucial normative policy instruments, particularly curriculum standards, as well as the national assessment framework and instruments. In identifying main features and means of impact, the article illustrates that the use of data and criteria from international assessments varies in ambits and depth of impact, according to the larger features of the political context in which educational policies are embedded. Jordan has participated in international large-scale assessments (LSAs) since 1991 and in most of the Trends in International Mathematics and Science Studies (TIMSS) as well as the Programme for International Student Assessments (PISA). After a short description of education system and policy-making context in the country, this article provides an overview of Jordan’s involvement in and reporting of LSAs. It then discusses various ways in which results from TIMSS and PISA have impacted education policy, for example, as key performance indicators in the policy-making process, through the development of school curricula and teacher training guides, in the evaluation of initiatives and programmes by donors or by providing data to address questions regarding gender differences or declining performance. The article concludes with considerations as to how to further increase the usefulness of data from international LSAs through an increase in student motivation, further training in the data analyses and improved funding security.
