This paper analyses how three European countries produce and use data within a specific educational policy field, that of school leaving and graduation. It compares how stakeholders in England, Finland and the Netherlands know what happens to the leavers from schools and universities. Through gathering evidence about the methodological underpinnings of the school leavers' and graduates' information systems (SLGIS) and whose data needs they aim to satisfy, this research provides insight into the discrepancies of data production. Moreover, as stakeholders from the policy and the institutional level are represented to a different extent when SLGIS are set up, the utility of the resulting data in their work is of differing degrees. The paper models the problems of how SLGIS are set up and utilised, thus suggesting some of the possible solutions. Using this particular example, the paper highlights the discrepancies of data production and utilisation in terms of the focus, the timing, the methodology and sampling as well as the processes of dissemination. To provide a wider relevance, the paper outlines key issues around the utility of research evidence.

This paper addresses the entanglements of the earth's becoming in a multi site cross hemisphere study of the infinite moments of young children's world making, recorded in multimodal videos, still images, and children's productions. The postqualitative project was informed by new materialist and posthuman theorising. The researchers conducted their research at seven different early learning centres in NSW, Queensland, Victoria, and Finland. At the end of the project the researchers came together to make sense of the data across all sites and realised that their postqualitative data was BIG and that their 'little big data' was generated in the context of the increasing impact of 'big Big Data.' We discuss our approaches to posthuman and new materialist big data in order to create a conversation between the two and to highlight the alternative methodological processes we developed to make sense of large bodies of postqualitative data.

This paper considers the use of log data provided by learning management systems when studying whether students obey the problem-based learning (PBL) method. Log analysis turns out to be a valuable tool in measuring the use of the learning material of interest. It gives reliable figures concerning not only the number of use sessions but also the interlocking of various course activities. The longitudinal study based on log analysis makes use of a new software tool, SPY US. Our study concentrates on using log data analysis in improving the PBL method used in learning diagnostic skills with the help of Virtual Patients.

Health policy and academic discourses on rare diseases and people with rare conditions frequently employ terms such as 'low prevalence' and 'unique' to characterize the smallness of the population under consideration and to justify targeted action toward these patient groups. This paper draws from recent anthropological scholarship on smallness and data, ethnographic research in Finland and Poland, as well as document and media analysis to examine how data is utilized in the context of isolated populations that are considered sites of rare diseases in these two countries. Specifically, this paper juxtaposes the notion of Finnish Disease Heritage (FDH) with that of a 'Kashubian gene' in Poland. The concept of FDH was developed by Finnish researchers in the 1970s; it encompasses almost forty rare hereditary diseases that are significantly more prevalent in Finland than elsewhere globally. On the other hand, the notion of the 'Kashubian gene' was first utilized by the media and some members of the Polish medical community around 2008. Based on 'unstable' data gathered during genetic research, the term referred to the high prevalence of a rare metabolic disorder (Long-Chain 3-Hydroxyacyl-CoA Dehydrogenase (LCHAD) deficiency) among Kashubians, an ethnic minority that resides in Northern Poland's Pomerania region. Whereas FDH facilitated the production and branding of 'a unique Finnish genetic identity' (Tupasela 2016b, 61), the notion of the 'Kashubian gene' has engendered health policy interventions targeting members of this ethnic minority and has contributed to stigmatizing practices carried out against Kashubians. Poverty is generally defined as income or expenditure insufficiency, but the economic condition of a household also depends on its real and financial asset holdings. This paper investigates measures of poverty that rely on indicators of household net worth. We review and assess two main approaches followed in the literature: income-net worth measures and asset-poverty. We provide fresh cross-national evidence based on data from the Luxembourg Wealth Study. (Contains 3 figures, 6 tables, and 16 footnotes.)

Aims: Future research on health inequality relies on data that cover life-course exposure, different birth cohorts and variation in policy contexts. Nordic register data have long been celebrated as a 'gold mine' for research, and fulfil many of these criteria. However, access to and use of such data are hampered by a number of hurdles and bottlenecks. We present and discuss the experiences of an ongoing Nordic consortium from the process of acquiring register data on socio-economic conditions and health in Denmark, Finland, Norway and Sweden. Methods : We compare experiences of data-acquisition processes from a researcher's perspective in the four countries and discuss the comparability of register data and the modes of collaboration available to researchers, given the prevailing ethical and legal restrictions. Results : The application processes we experienced were time-consuming, and decision structures were often fragmented. We found substantial variation between the countries in terms of processing times, costs and the administrative burden of the researcher. Concerned agencies differed in policy and practice which influenced both how and when data were delivered. These discrepancies present a challenge to comparative research. Conclusions : We conclude that there are few signs of harmonisation, as called for by previous policy documents and research papers. Ethical vetting needs to be centralised both within and between countries in order to improve data access. Institutional factors that seem to facilitate access to register data at the national level include single storage environments for health and social data, simplified ethical vetting and user guidance. The algorithmic personalisation and recommendation of media content has resulted in considerable discussion on related ethical, epistemic and societal concerns. While technologies of personalisation are widely employed by social media platforms, they are currently also being instituted in journalistic media. The objective of this study is to explore how concerns about algorithms are articulated and addressed when technologies of personalisation meet with long-standing journalistic values, norms and publicist missions. It first distinguishes five normative concerns related to personalisation: autonomy, opacity, privacy, selective exposure and discrimination. It then traces the ways that these issues are navigated in the context of journalistic media in Finland where the implications of algorithmic media technologies have received considerable attention. The results indicate that personalisation challenges traditional notions of journalism, including those of choosing what is important and relevant and providing the same content to everyone. However, aspects of personalisation also have a long history within journalistic practices, and new technologies of personalisation are being adapted to accord with journalistic norms and aims. The diffusion of mobile data in Finland during 2005-2008 was studied in this research. Research data was collected on 80-99% of Finnish mobile subscribers by utilizing the usage accounting systems of mobile operators and by conducting traffic measurement at mobile networks yearly in 2005-2008. Mobile handset features central to mobile data usage have diffused to the mass market in Finland, and data traffic volume in mobile networks has grown exponentially. This growth is driven by laptop computers equipped with data terminals and mobile broadband subscriptions, although the usage of handsets for mobile data has also increased. In conclusion, it seems that the critical mass of handset users necessary for mass market diffusion of mobile data services should be achieved soon. Hourly (spot readings) magnetic data (H- and D-components) were digitized from Russian yearbook tables for the years 1850-1862 from four observatories. The pdf pictures for digitization were taken by a normal digital camera. The database obtained consists of about 900 000 single data points. The time series of hourly magnetic values reveal slow secular variations (declination only) as well as transient and regular geomagnetic variations of external origin. The quality and homogeneity of the data is satisfactory. Daily Ak-indices were calculated using the index algorithm that has been earlier applied to 19th century data from Helsinki (Finland) as well as modern magnetic observatory recordings. The activity index series derived from the Russian data is consistent with earlier activity index series for 1850-1862. The digitized index data series derived in this study was extended back to 1841 by including magnetic C9 activity index data available from a Russian observatory (St. Petersburg). Magnetic data rescued here is well suitable for various reconstructions for studies of the long-term variation of the space weather in the 19th century. [ABSTRACT FROM AUTHOR]
