The building sector is responsible for nearly 40% of the total global direct and indirect CO2 emissions. Urban green infrastructure, which includes features such as urban trees, vegetation, green roofs, and green facades, are examples of nature-based solutions often employed as municipal climate mitigation and adaptation strategies. This approach offers a range of cost-effective strategies for reducing municipal CO2 emissions and presents compelling public policy co-benefits such as improved urban livability and enhanced environmental conditions. For municipalities to confidently deploy these solutions at a scale necessary to achieve climate benefits, acquiring knowledge of quantifiable and demonstrated outcomes is an essential requirement. The objectives of this paper are to (1) provide a comprehensive analysis of the advantages and limitations of nature-based solutions (NBS) to address the challenge of reducing CO2 emissions; (2) evaluate existing design guidelines and policies as may be available across Canada, and that that support the of implementation of NBS in urban agglomerations; (3) identify knowledge gaps and research needs to address challenges to the implementation of NBS. In this review, suggestions and requirements as presented in these documents are examined while giving due consideration to the scientific evidence available in research papers. It was found that the adoption of NBS can contribute to carbon neutral communities through reduced building energy consumption and carbon sequestration. Supportive guidelines and policies have been developed, or are in development, to promote the implementation of NBS at the city scale, despite challenges in assessing, quantitatively, their impact due to uncertainties in data, methods, and scale. Low-sloped roofs such as commercial and high-rise buildings in a dense urban area provide vast "unused" surfaces that can be used to manage storm-water and mitigate urban flooding. Storm-water Detention Assembly (SDA) known as "blue roof" exerts advanced drainage technologies and operational strategies to store-and-release storm-water during and after heavy rainfall events. SDA can reduce peak flow and decrease storm-water run-off volume. However, the SDA application is limited due to the lack of science-based regulatory requirements. This paper introduces SDA, summarizes the benefits and challenges of this system, reviews the existing code specifications on roofing drain systems, and documents the criteria to design and construct SDA. With this systematic approach, the missing links are identified that shall form code change request for possible inclusion in the National Building Code of Canada (NBCC) and National Plumping Code of Canada (NPC). In Canada, municipalities are involved in an increasing number of policy areas, but they remain largely absent from the nation's system of intergovernmental relations. Municipal representatives do not attend First Ministers' meetings that gather the Prime Minister and heads of each province and territory. They are also largely excluded from intergovernmental councils or committees focused on specific policy areas. Nor do they participate in the negotiation of most intergovernmental agreements. This paper explores how Canada's intergovernmental infrastructure could be reformed to include municipalities. It does so through an analysis of how other countries have made space for municipalities in their intergovernmental processes. After drawing five lessons from international experience, the paper concludes with four approaches to reforming intergovernmental relations in Canada: (1) ensure municipalities have the capacity, voice and structures to participate effectively in intergovernmental relations; (2) increase municipal involvement in provincial policy-making, including potentially through co-governed intergovernmental councils; (3) as far as possible, eliminate unfunded mandates (ie responsibilities devolved without adequate funding to discharge them) through, for example, provincial legislation or provincial-municipal intergovernmental agreements that require consultation on the fiscal impacts of draft legislation or regulation on municipalities; (4) strengthen trilateral (national/provincial/municipal) relations, including through location-specific or policy-specific agreements, and trilateral intergovernmental councils. Canada's immigration policy is regarded globally as a best practice model for selecting highly skilled migrants. Yet, upon arrival many immigrants face challenges integrating into employment. Where immigrants settle is one factor that has been shown to impact on employment integration. In Canada, regionalization policies have resulted in more immigrants settling in small to mid‐sized cities. It is important to understand how these local systems are organized to promote immigrant integration into employment. Using a systems approach, this paper presents a case study of immigrant employment in a mid‐sized city in Ontario, Canada. Through a document review and stakeholder interviews, a systems map was developed, and local perspectives were analyzed. Results demonstrate that in a mid‐sized city, few organizations play a large role in immigrant employment. The connections between these core organizations and the local labour market are complex. Any potential challenges to the system that interfere with these connections can cause a delay for newcomers seeking employment. As cities begin to experience growth driven by immigration, there is a need to ensure local services are not only available but also working effectively within the larger employment system. In power systems, an asset class is a group of power equipment that has the same function and shares similar electrical and/or mechanical characteristics. Predicting failures for different asset classes is critical for electric utilities toward developing cost-effective asset management strategies. Previously, physical age based Weibull distribution has been widely used for failure prediction. However, this mathematical model cannot incorporate asset condition data. As a result, the prediction cannot be very specific and accurate for individual assets. To solve this important problem, this paper proposes a novel and comprehensive data-driven approach based on asset condition data: K-means clustering as an unsupervised learning method is used to analyze the inner structure of historical asset condition data and produce the asset conditional ages; logistic regression as a supervised learning method takes in both asset physical ages and conditional ages to classify and predict asset operation statuses. Furthermore, an index called average aging rate is defined to quantify, track, and estimate the relationship between asset physical age and conditional age. This approach was applied to a medium-voltage cable class in an urban distribution system in West Canada. Case studies and comparison with standard Weibull distribution are provided. The proposed approach demonstrates higher accuracy measured by F1-Score than Weibull distribution method for asset class failure prediction. [ABSTRACT FROM AUTHOR]

Injuries have become devastating and often under-recognized public health concerns. In Canada, injuries are the leading cause of potential years of life lost before the age of 65. The geographical patterns of injury, however, are evident both over space and time, suggesting the possibility of spatial optimization of policies at the neighborhood scale to mitigate injury risk, foster prevention, and control within metropolitan regions. In this paper, Canada's National Ambulatory Care Reporting System is used to assess unintentional and intentional injuries for Toronto between 2004 and 2010, exploring the spatial relations of injury throughout the city, together with Wellbeing Toronto data. Corroborating with these findings, spatial autocorrelations at global and local levels are performed for the reported over 1.7 million injuries. The sub-categorization for Toronto's neighborhood further distills the most vulnerable communities throughout the city, registering a robust spatial profile throughout. Individual neighborhoods pave the need for distinct policy profiles for injury prevention. This brings one of the main novelties of this contribution. A comparison of the three regression models is carried out. The findings suggest that the performance of spatial regression models is significantly stronger, showing evidence that spatial regressions should be used for injury research. Wellbeing Toronto data performs reasonably well in assessing unintentional injuries, morbidity, and falls. Less so to understand the dynamics of intentional injuries. The results enable a framework to allow tailor-made injury prevention initiatives at the neighborhood level as a vital source for planning and participatory decision making in the medical field in developed cities such as Toronto. In this paper, the author explores how the practice of walking the city may open curricular spaces to nurture a deep engagement and feelings of enchantment with the world. By disrupting the taken-for-granted sensibilities of our everyday urban lives and being open to the unexpected voices, bodies and more-than-human beings who co-exist in urban spaces, the author contends that when we slow down and become attuned to our surroundings, possibilities of transformation can emerge. In this interdisciplinary unfolding, the author first shares how walking allows us to experience time and space to accentuate our relations, engagements, and being in the world. Through narrative and photography, the author then reflects on encounters from recent walks through the city of Calgary, addressing notions of self-reflexivity, play and experience. This municipality invested in an innovative and timely multi-community collaboration for broadband internet services delivery, involving some four municipalities and five First Nations - a collaborative approach celebrated in the annals of rural development (e.g., Beattie & Annis, [4]; Korsching et al., [43]), and currently being rearticulated in so-called New Regionalism (Daniels et al., [15]). And if the senior government subscribes to moving its constitutionally corralled local government mandate more and more toward "community government" (Douglas, [19]; Tindal, [69]), then the principle of subsidiarity, and the requisites of devolution, endogeneity, and increased self-government, will be the guiding lights here. A further contrast is with the Netherlands where the status of local government in a highly decentralized country is evidenced by the fact that the personnel resources employed by local government are some 60% higher than the entire national government (VNG, [73]). This trajectory has taken us from a thoroughgoing colonial enterprise facilitating the agendas of European geopolitical and mercantile interests relating to resources exploitation, settlement, and the secure reproduction of power structures, via a colonial government, and then the Federal and Provincial governments, through to the post-war maturation of a more independent welfare state and the rapid urbanization of Canadian society, on to today's conditions in a highly globalized, technologically driven world. The founding role of these municipalities, as a provincially sanctioned agency to provide services to property, such as roads maintenance and water and sewage services has, for most municipalities, been transformed to a locally responsible government that is now expected to deliver a diverse range of services to people, community organizations, local businesses, international industrial corporations, and others. The impacts of automation and emerging technologies on federal, provincial, and local economies have direct implications for labour markets across the country and require a policy response. Taking into account the impacts of the global COVID-19 pandemic on economies and workforces across the country, this paper reviews the policy choices available to various levels of Canadian governments and businesses in response to the challenges posed by automation. It concludes that reskilling workers, closing economic gaps between rural and urban areas, and preparing for widespread automation are just some of the ways that policymakers, business leaders, and local employers can prepare for, and address, the effects of emerging technologies. The Global Positioning System (GPS) provides an accurate navigation solution in the open sky. However, in some environments such as urban areas or in the presence of signal jamming, GPS signals cannot be easily tracked since they could be harshly attenuated or entirely blocked. This often requires the GPS receiver to go into a signal re-acquisition phase for the corresponding satellite. To avoid the intensive computations necessary for the signal re-lock in a GPS receiver, a robust signal-tracking mechanism that can hold and/or rapidly re-lock on the signals and keep track of their dynamics becomes a necessity. This paper augments a vector-based GPS signal tracking system with a Reduced Inertial Sensor System (RISS) to produce a new ultra-tight GPS/INS integrated system that enhances receivers' tracking robustness and sensitivity in challenging navigation environments. The introduced system is simple, efficient, reliable, yet inexpensive. To challenge the proposed method with real jamming conditions, real experiment work was conducted inside the Anechoic Chamber room at the Royal Military College of Canada (RMC). The Spirent GSS6700 signal simulator was used to generate GPS signals, and an INS Simulator is used for simulating the inertial measurement unit (IMU) to generate the corresponding trajectory raw data. The NEAT jammer, by NovAtel, was used to generate real jamming signals. Results show a good performance of the proposed method under real signal jamming conditions. [ABSTRACT FROM AUTHOR]

Whether it's a big city or a small town, all Canadian municipalities have core issues that their elected politicians are concerned about. Regardless of size, the daily business of a municipality must be managed and policies determined about such bread-and-butter issues as garbage collection, snow removal, wastewater and sewage, fire protection, economic development and fixing potholes. However, when size increases, so do the layers of issues that engage municipal politicians. This paper examines the results of a cross-Canada survey of more than 1,000 mayors and councillors from communities ranging in population size from 5,000 to more than two million. With an increase in population size, the numbers and complexity of issues creep up as well. Tiny municipalities typically aren't concerned with issues such as immigrant settlement, homelessness and public transit. Those issues are much more pressing for larger municipalities. A focus on some types of issues, such as public transit, grows right alongside population growth. The physical size of large municipalities means they contain a population whose needs are naturally more diverse than they are in smaller cities, towns and villages, thus shifting politicians' concerns to such things as homelessness and climate change. However, issues such as relations with Indigenous people and climate change also tend to hold regional, not just municipal, importance. They may be extremely important to a small municipality because of its geographic location and less important in a larger municipality located elsewhere. For example, municipal politicians in British Columbia reflect regional concerns with their emphasis in the survey on the importance of tackling homelessness, affordable housing, climate change and Indigenous relations. Yet, next door in Alberta, Indigenous relations and climate change ranked in the survey as being of low importance, along with climate change, despite the presence of two cities in the province with populations hovering around the million mark. The number one issue for municipalities regardless of size is economic development, since job creation and attracting investment are key for a healthy municipality regardless of its location or size. And nearly every politician surveyed listed planning, water supply and transportation infrastructure (roads, highways and bridges) as being of deep importance to their communities. Of almost equal importance in the survey were a second slate of issues including emergency planning, parks and recreation, public health, solid waste removal and policing. The results of this survey are intended to lay the groundwork for future researchers who want to focus on specific problems in the area of urban policy-making. Those who want to study the bread-and-butter issues can do so among a wide range and size of municipalities, knowing that these issues are vital to all. Those with an interest in homelessness and immigrant populations can focus on the big cities while being assured they are not missing out on key points among smaller communities. Background: The COVID-19 pandemic had a disproportionate impact on the health and wellbeing of people who use drugs (PWUD) in Canada. However less is known about jurisdictional commonalities and differences in COVID-19 exposure and impacts of pandemic-related restrictions on competing health and social risks among PWUD living in large urban centres. Methods: Between May 2020 and March 2021, leveraging infrastructure from ongoing cohorts of PWUD, we surveyed 1,025 participants from Vancouver (n = 640), Toronto (n = 158), and Montreal (n = 227), Canada to describe the impacts of pandemic-related restrictions on basic, health, and harm reduction needs. Results: Among participants, awareness of COVID-19 protective measures was high; however, between 10 and 24% of participants in each city-specific sample reported being unable to self-isolate. Overall, 3–19% of participants reported experiencing homelessness after the onset of the pandemic, while 20–41% reported that they went hungry more often than usual. Furthermore, 8–33% of participants reported experiencing an overdose during the pandemic, though most indicated no change in overdose frequency compared the pre-pandemic period. Most participants receiving opioid agonist therapy in the past six months reported treatment continuity during the pandemic (87–93%), however, 32% and 22% of participants in Toronto and Montreal reported missing doses due to service disruptions. There were some reports of difficulty accessing supervised consumption sites in all three sites, and drug checking services in Vancouver. Conclusion: Findings suggest PWUD in Canada experienced difficulties meeting essential needs and accessing some harm reduction services during the COVID-19 pandemic. Resolving urban land claims is an important facet of enacting sovereignty in cities and is occurring in the cities of settler states like Canada, Australia, and New Zealand. The creation of urban reserves is an important means by which First Nations in Canadian cities, especially on the Prairies, are settling outstanding land claims. Findings from interviews with key informants on the urban reserve creation process in Saskatchewan, Canada’s two largest cities, shows urban reserves as liminal spaces in dynamic tension between self-determination, jurisdiction, economic development, and colonial processes of property stipulation, government relations, and approval. This policy area can be enhanced at each stage of the process and offers a pathway toward active treaty relationships in cities. [ABSTRACT FROM AUTHOR]

In recent years, successive cohorts of immigrants to Canada have experienced a striking level of deterioration in their economic well-being. At the same time, more immigrants than ever before are choosing to live in Montréal, Toronto, or Vancouver, Canada’s three-first-tier or ‘gateway cities’. This paper uses instrumental variable regression techniques to determine the extent to which gateway city clustering is related to immigrant economic well-being. It identifies whether employment status, earnings, and employment suitability would significantly improve if more immigrants chose to live outside of Canada’s three gateway cities. The results suggest that, for the most part, although immigrants do worse than the native-born in gateway cities, they do experience marginally higher earnings than their non-gateway counterparts. Income and unemployment rates are higher for immigrants in gateway cities than they are for the native-born, but the gateway/non-gateway disparity is minimal. Levels of employment mismatch are substantially higher in gateway cities, compared to both the gateway city native-born population, and non-gateway immigrants. An analysis of the data shows that only marginal improvements to economic well-being would result from an increase in non-gateway immigration, and that there are other factors, like race or skin colour, that seem to be more closely linked to labour market success. Sensitive clay subjected to cyclic loading may experience gradual loss of its shear strength, which may lead to liquefaction. Foundations built on this clay would suffer extensive settlement and significant loss of bearing capacity or perhaps catastrophic failure. This paper presents an experimental investigation on sensitive (Champlain) clay obtained from the city of Rigaud, Quebec (Canada). Consolidation tests, static and cyclic undrained and drained triaxial tests were performed on representative samples of this clay. The objective of this investigation was to examine the influence of the physical and mechanical parameters, which govern the shear strength of sensitive clay subjected to cyclic loading. Based on the results of the present investigation and those available in the literature, it can be reported herein that the undrained response is the most critical for these foundations; furthermore, the preconsolidation pressure is considered as an important parameter in establishing the shear strength of sensitive clay. A design procedure is developed to determine the safe zone for the undrained and drained responses, within which a combination of the cyclic deviator stress and the number of cycles for a given soil/loading/site conditions can achieve a quasielastic resilient state without reaching failure. The proposed design procedure is applicable to all regions around the world, where sensitive clays can be found. Scalar theory has recently come under attack for its emphasis on hierarchy. Yet the notion of scalar hierarchies cannot be abandoned if we want to understand actually-existing social relations and the governance structures in which they are enmeshed. The conception of hierarchy employed by political economists is also more complex than that suggested by the ‘Russian dolls’ metaphor. A multiplicity of diversely structured, overlapping interscalar hierarchies operate in and across diverse policy fields. While these arrangements clearly influence what happens at the local scale, sufficient room often exists for local actors to modify the effects. The complexity of scalar hierarchies is illustrated through an analysis of the governance of child care provision in Canada. Child care arrangements are becoming integral to social reproduction in post-industrial economies, where women form an increasingly important part of the labour force. This paper focuses on child care in three of Canada's largest cities, each of which is subject to a distinct provincial regime through which federal contributions are filtered. As part of a broader process of inter-urban competition, city governments have increasingly sought to ‘position’ themselves as centres of creativity. In these branding initiatives, culture is viewed as a tool of urban regeneration and economic development. Our paper examines the case of Commerce Design Montréal, an annual design competition run by the City of Montréal, which aims to brand Montréal as a centre of design. Commerce Design Montréal is an example of a ‘fast’ policy initiated by the state, but carried out by business owners and citizens. As such, it represents a downloading of the responsibility for economic development to the private or individual scale and adopts only a partial view of the varied actors and uses that are implicated in the design process. Background: The regulation of sex work is contentious in all countries, including for governments, the public, and sex workers themselves. Research shows sex workers' perspectives are ignored during policy formation in most cases. This is despite the fact they have unique insider knowledge and are directly affected by the policies that are enacted. Methods: We analyzed the accounts of a heterogeneous sample of adult sex workers (N = 218) residing in different urban cities in Canada to find out their views on current laws and their recommendations for reform. The interviews were conducted in 2012-2013 prior to the implementation of the 2014 Protection of Communities and Exploited Persons Act. The paper thus provides an opportunity to compare the changes desired by Canadian sex workers with changes put into law by the Act. Results: Although the interview questions did not directly ask about the current legal system, 121 expressed an opinion. Three main themes emerged from the qualitative analysis: (1) the challenges that criminalization posed to sex workers; (2) the workers' suggestions for legal reform; and (3) potential issues with legal reform. Conclusions: We discuss the contributions our qualitative findings make to the scholarship on sex work regulation and call for further research that includes sex workers' voices in decision-making regarding changes to policies affecting their lives. As more cities implement cycling infrastructure, there is a growing need to both learn best practices from other places through a detailed understanding of the lived and embodied experiences of cycling. However, this is rarely the case. On the one hand, planners and policymakers rely on incomplete (quantitative) data and policy tours that are unable to document the full extent of cycling or how it is experienced. While recent studies have expanded to include qualitative methods, they are predominantly conducted in one place, limiting our ability to draw international comparisons. The Netherlands is a popular destination for such tours and is generally regarded as one of the best places in the world for cycling. But what about people who, for a variety of reasons, have lived in different countries? Their knowledge, experiences and reflections on cycling are rarely featured in planning. To redress this, we interviewed participants who have international experience, capturing beyond aspects of policy tourism, illuminating how: (1) mixed land-use patterns, (2) incentivizing cycling as a mode choice, and (3) cycle networks and safety are vital to cycling participation. This article juxtaposes insights from recent urban policy mobilities scholarship on circulating knowledges with an in-depth examination of a longstanding (1976-2013) amalgam of groups and individuals whose focus is safer cities for women and girls. The article addresses three gaps. One, it is an empirical study that draws on in-depth knowledge of its authors to shed light on gender informed efforts to shift circulating knowledges relevant to policies to advance gender equality goals in cities. Two, it examines this terrain with a focus on a variety of actors who are not typically acknowledged as 'policy-makers'. Three, it provides new insights about the "connective tissue" of policy-making and in particular, the potential power of a methodological approach that recognizes the benefits of linking together women as 'experts in their own lives' with professionals who have 'a taste for justice'. The paper does so by highlighting three distinct ways in which such knowledge mobilization occurs, including: i) the takeup and adaptation of an already mobilized methodology called the Women's Safety Audit; ii) the circulation and engagement of both local and non-local people experts; and iii) organizational support for circulating knowledges and policy mobilities. In the 1970s, urban areas in Quebec (Canada) welcomed several aboriginal organizations, notably the Quebec Native Women’s Association (QNWA), which was created in 1974 and based in Montreal. As with the Native Women’s Association of Canada created a year earlier, the QNWA was founded by Indian women who lost their status due to the discriminatory clauses in the Indian Act (1876): until the 1985 reform, women who married aboriginal men were stripped of their status and, in most cases, forced to leave and then kept away from their land and communities of origin. Forced to relocate on the basis of gender, many of these women moved to towns and cities where they became key architects of what David Newhouse has called “the invisible infrastructure” of urban aboriginal communities. Originally, this infrastructure included the kitchens, living rooms, cafés, parks or other informal spaces that supported these communities. Over the years, the infrastructure has become increasingly visible, in large part due to the creation and development of Native Friendship Centres (NFC), which provide support and services for aboriginal people in urban settings in areas such as health, social services, education, employment, housing, etc. In Québec there are ten NFC and it is a notable fact that each of them is presently headed by a woman. In this paper, we draw on the work of feminist geographers to examine how, from an experience of forced migration, First Nations and Metis women in Quebec established new aboriginal territories in urban locations. What began as informal networks of solidarity has become a built environment that is contributing both to the visibility and viability of urban aboriginal communities. Using feminist historical geography as an analytical framework, our chief objective is to detail the unfolding of this gendered geography during the last fifty years, and assess its importance for contemporary configurations of aboriginal identities, cultures and politics. Recent studies have identified inequality in the distribution of air pollution attributable health impacts, but to our knowledge this has not been examined in Canadian cities. We evaluated the extent and sources of inequality in air pollution attributable mortality at the census tract (CT) level in seven of Canada's largest cities. We first regressed fine particulate matter (PM2.5) and nitrogen dioxide (NO2) attributable mortality against the neighborhood (CT) level prevalence of age 65 and older, low income, low educational attainment, and identification as an Indigenous (First Nations, Métis, Inuit) or Black person, accounting for spatial autocorrelation. We next examined the distribution of baseline mortality rates, PM2.5 and NO2 concentrations, and attributable mortality by neighborhood (CT) level prevalence of these characteristics, calculating the concentration index, Atkinson index, and Gini coefficient. Finally, we conducted a counterfactual analysis of the impact of reducing baseline mortality rates and air pollution concentrations on inequality in air pollution attributable mortality. Regression results indicated that CTs with a higher prevalence of low income and Indigenous identity had significantly higher air pollution attributable mortality. Concentration index, Atkinson index, and Gini coefficient values revealed different degrees of inequality among the cities. Counterfactual analysis indicated that inequality in air pollution attributable mortality tended to be driven more by baseline mortality inequalities than exposure inequalities. Reducing inequality in air pollution attributable mortality requires reducing disparities in both baseline mortality and air pollution exposure. Climate change poses risks to coastal cities due to sea-level rise and changes in storm surge. Using the contingent valuation method and payment card format, this paper seeks to estimate residents of Halifax Regional Municipality's willingness to pay (WTP) for protection from flooding impacts from storm surge. The contribution of this study is the application of this method in a previously unstudied region, to understand individuals' perception of risk and WTP to avoid damage, in order to inform policy aimed at protecting against damage due to sea-level rise and storm surge. WTP is estimated without and with the expectation of future climate change, and also for public vs. private goods. Data is analyzed and compared using OLS, Heckman two-step and Tobit Interval regression models. Results suggest that on average, WTP is roughly $12 per month per household over a ten-year period without the expectation of climate change, and roughly $13 per month per household assuming climate change will have negative impacts in the region. Individuals are most often willing to pay to protect against damages to public infrastructure, as well as power outages. Income and education do not play a major role in individuals WTP. This paper presents the formulation and validation of the conceptual Runoff Quality Simulation Model (RQSM) that was developed to simulate the erosion and transport of solid particles in urban areas. The RQSM assumes that solid particle accumulation on pervious and impervious areas is infinite. The RQSM simulates soil erosion using rainfall kinetic energy and solid particle transport with linear system theory. A sensitivity analysis was conducted on the RQSM to show the influence of each parameter on the simulated load. Total suspended solid (TSS) loads monitored at the outlet of the borough of Verdun in Canada and at three catchment outlets of the City of Champaign in the United States were used to validate the RQSM. TSS loads simulated by the RQSM were compared to measured loads and to loads simulated by the Rating Curve model and the Exponential model of the SWMM software. Abstract: Recent advancements in computing and geographic information systems (GIS) have revolutionized the development of planning support systems (PSSs) to study and simulate the future of travel demand in urban areas. While travel demand models have been widely developed and used to inform the urban planning process, very little has been done to explicitly account for demographic changes and the ageing of population within such models. The work in this paper bridges this gap by describing the development and application of IMPACT (integrated model for population ageing consequences on transportation), a GIS-based PSS capable of assessing the ramifications of demographic changes, including population ageing, on the performance and usage of urban transportation systems. Unlike existing operational PSSs, IMPACT possesses unique and novel features that enable it to model demographic changes and urban travel demand for various age cohorts. Through the simulation of scenarios for varying fertility rates, the paper explores and quantifies the impacts of ageing and population age-structure changes on travel patterns in the census metropolitan area (CMA) of Hamilton in Ontario, Canada. The analysis suggests a consistent increase in the number of trips and mobility levels of elderly drivers, as a result of population ageing over time. Furthermore, increases in fertility rates could significantly impact the usage and performance of the transportation system for certain periods of the day, by the year 2031. Results such as these are important to consider when planning the future of cities. The findings in this paper provide new insights into the future of urban travel in the Canadian context. In this paper, the pooled NO2 association with nonaccidental mortality is examined across 10 cities in Canada in single- and two-pollutant time-series models. The results reaffirm that NO2 has the strongest association with mortality, particularly in the warm season. Although attributing such effects to NO2 cannot be ruled out, it is plausible that NO2 is acting as an indicator for some other exposure affecting the population. This could include PM2.5, as has been suggested from some personal exposure data, but it could also be indicating a more specific type of PM2.5, such as traffic-related particles, given that in cities the main source of NO2 is motor vehicle exhaust. NO2 could also be acting as a surrogate for other pollutant(s) originating from motor vehicles or high-temperature combustion, such as volatile organic compounds (VOCs) or polycyclic aromatic hydrocarbons. Another possibility is other oxidized nitrogen species (“NOz”) or photochemically produced pollutants that can co-vary with NO2, especially during urban stagnation events. Data to test these different possibilities across several Canadian cities are examined. The focus is on correlations in time or space between NO2 and other pollutants that are more strongly linked to vehicle emissions. The results support the hypothesis that NO2 is a better indicator than PM2.5 of a range of other toxic pollutants. This includes VOCs, aldehydes, NOz and particle-bound organics in motor vehicle exhaust. There is growing concern for the capacity of urban and rural communities to manage current water shortages and to prepare for shortages that may accompany predicted changes in climate. In this paper, concepts relating to the notion of climate adaptation and particularly “capacity building” are used to elucidate several determinants of community-level capacity for water management. These concepts and criteria are then used to interpret empirically derived insights relating to local management of water shortages in Ontario, Canada. General determinants of water-related community capacity relate to upper tier political and institutional arrangements; the characteristics of, and relationships among, pertinent agencies, groups, or individuals involved in water management; and the adequacy of financial, human, information, and technical resources. The case analysis illustrates how general factors play out in local experience. The findings point to geographically specific factors that influence the effectiveness of management. Key factors include collaboration between water managers, clarification of agency roles and responsibilities, integration of water management and land-use planning, and recognition and participation of both urban and rural stakeholders, whose sensitivities to water shortages are spatially and temporally variable. During a time of rapid urban growth and development, it is becoming ever more important to monitor the carbon fluxes of our cities. Unlike Canada's commercially managed forests that have a long history of inventory and modelling tools, there is both a lack of coordinated data and considerable uncertainty on assessment procedures for urban forest carbon. Nonetheless, independent studies have been carried out across Canada. To improve upon Canada's federal government reporting on carbon storage and sequestration by urban forests, this study builds on existing data to develop an updated assessment of carbon storage and sequestration for Canada's urban forests. Using canopy cover estimates derived from ortho-imagery and satellite imagery ranging from 2008 to 2012 and field-based urban forest inventory and assessment data from 16 Canadian cities and one US city, this study found that Canadian urban forests store approximately 27,297.8 kt C (− 37%, + 45%) in above and belowground biomass and sequester approximately 1497.7 kt C year−1 (− 26%, + 28%). In comparison with the previous national assessment of urban forest carbon, this study suggested that in urban areas carbon storage has been overestimated and carbon sequestration has been underestimated. Maximizing urban forest carbon sinks will contribute to Canada's mitigation efforts and, while being a smaller carbon sink compared to commercial forests, will also provide important ecosystem services and co-benefits to approximately 83% of Canadian people. Until recently, homelessness in Canada was largely considered to be an urban phenomenon. This assumption has been reinforced by homelessness interventions that primarily focus on urban areas. The past decade has seen a steady increase in research and reports on rural homelessness, using primarily qualitative methods. Recently, there have been some efforts to develop enumeration methods to measure and describe the scale and scope of rural homelessness. These enumerations have resulted in unprecedented availability of quantitative data on the number and characteristics of people experiencing homelessness in rural Canada. In this article we report on research which collected and analyzed data from Canadian rural homelessness enumerations. Significantly, these reports show per capita rates of homelessness in rural communities that are higher than those seen in Canada's largest urban centres. These enumeration reports also show that a significant percentage of persons experiencing homelessness (PEH) in rural Canada are unsheltered and fall into the category of absolute homelessness. This research provides a snapshot of rural homelessness that is contrary to the dominant narrative of predominately "hidden homelessness" in rural communities. We suggest adjustments to policy and funding of homelessness programs that consider this evolving knowledge about the scale and scope of homelessness in rural Canada. [ABSTRACT FROM AUTHOR]

With over a decade having passed since the inception of the provincially led growth plan in Ontario, there is an opportunity to explore how cities have adapted to meet the challenges of this regional-scale plan. The Growth Plan for the Greater Golden Horseshoe seeks to mitigate the negative effects of decades of sprawling development by focusing on building dense, urban, transit-connected communities. While the growth plan has a primary focus on municipalities in the Greater Toronto Area, it is also inclusive of smaller urban centres that sit outside of the province's Greenbelt. These mid-sized cities have a history of downtown decline and dispersed urban form. With the inclusion of mid-sized cities in the growth plan, however, there is an opportunity to explore the strategies smaller municipalities are using to attract public and private investment and achieve residential and employment provincial targets in their core areas by 2041. Th rough a case study approach, focused on downtown Guelph, Ontario, this paper argues that the growth plan can serve as a catalyst to alter the planning paradigm in mid-sized cities, and that through locally led community planning efforts, and a range of site-specific incentives, mid-sized cities can begin to revitalize their downtowns and reverse core area decline. Introduction: Sex differences exist in children’s obesity rates, dietary patterns and television viewing. Television continues to be a source of unhealthy food advertising exposure to children in Canada. Our objective was to examine sex differences in food advertising exposure in children aged 2 to 17 years across four Canadian Englishlanguage markets. Methods: We licensed 24-hour television advertising data from the company Numerator for January through December 2019, in four cities (Vancouver, Calgary, Montréal and Toronto) across Canada. Child food advertising exposure overall, by food category, television station, Health Canada’s proposed nutrient profiling model, and marketing techniques were examined on the 10 most popular television stations among children and compared by sex. Advertising exposure was estimated using gross rating points, and sex differences were described using relative and absolute differences. Results: Both male and female children were exposed to an elevated level of unhealthy food advertising and a plethora of marketing techniques across all four cities. Differences between sexes were evident between and within cities. Compared to females, males in Vancouver and Montréal viewed respectively 24.7% and 24.0% more unhealthy food ads/person/year and were exposed to 90.2 and 133.4 more calls to action, 93.3 and 97.8 more health appeals, and 88.4 and 81.0 more products that appeal to children. Conclusion: Television is a significant source of children’s exposure to food advertising, with clear sex differences. Background: The adulteration of the illicit drug supply with fentanyl and its analogues is driving the ongoing overdose crisis in North America. While various harm reduction interventions address overdose-related risks, there is growing interest in safer supply programs, including the MySafe Project which utilizes a biometric dispensing machine that provides pharmaceutical opioid alternatives to the toxic drug supply. However, the experiences and perspectives of professional community partners on program implementation remain unexplored. This study aims to examine professional community partner perspectives on the feasibility, as well as barriers and facilitators to the implementation of the MySafe program. Methods: Semi-structured qualitative interviews were conducted with 17 professional community partners involved in program implementation across four pilot locations in Canada. Thematic analysis of interviews focused on perspectives on safer supply, barriers and facilitators faced during program implementation, and recommendations to inform future scale-up of low-barrier safer supply models across Canada. Results: Participants identified a variety of barriers, including the dependence on clinician buy-in, coupled with regulatory and logistical constraints. In addition, some participants perceived hydromorphone to be an inadequate substitute to the increasingly toxic street opioid supply. Lastly, technical difficulties were described as barriers to service uptake and delivery. Conversely, having political and community buy-in, availability of wrap-around services, and collaborative communication from the MySafe team served as facilitators to program implementation. Though community partners preferred establishing MySafe machines into existing community organizations, they also discussed benefits of housing-based MySafe programs. The potential role of this program in mid-sized to rural cities was also emphasized. Conclusions: To address the overdose crisis, there is an urgent need to implement and evaluate novel solutions that address supply drivers of crisis. Community partner-informed research plays an integral role in ensuring program acceptability and proper implementation. Our findings identify current gaps and facilitators underlying the efficacy of one such model, together with future directions for improvement. Participant recommendations included a diversification of medications offered and types of locations for MySafe programs, a streamlined national approach to prescribing guidelines coupled with more robust training for healthcare professionals, and an emphasis on service delivery within an integrated services model. Our findings underscore a potential gap between the goals of healthcare providers in ensuring comprehensive care and the necessity for low-barrier models such as MySafe that can function both within and outside of integrated service models. Background: Physical Literacy (PL) is a synthesis construct that ties together movement competencies with affective, motivational, and knowledge-based elements. It is considered foundational to the development of physical activity-related outcomes. Many diverse organizations and programs have embraced the concept and are implementing programs targeting each of those core elements. However, research has lagged behind its interest and adoption. Among the more prominent gaps is the design and evaluation of programs that aim to increase PL within special populations such as new immigrants or refugee youth. Methods: The Immigrant-focused Physical Literacy for Youth (IPLAY) program is a co-developed evidence-informed 8-week PL program designed for new immigrant and refugee youths who have recently settled in Calgary, Alberta, Canada. This study aims to use a convergent parallel mixed-methods approach to collect, analyse, and interpret quantitative and qualitative data in the evaluation and iteration of the IPLAY program. Discussion: PL programs can be used as a tool to build confidence and physical competencies among newcomer youth. Furthermore, academic-community collaborations in the design and delivery of PL programs can help improve the access and interest for PL programs among newcomer youth. With increasing urbanization, climate change poses an unprecedented threat, and climate-sensitive urban management is highly demanded. Mitigating climate change undoubtedly requires smarter urban design tools and techniques than ever before. With the continuous evolution of geospatial technologies and an added benefit of analyzing and virtually visualizing our world in three dimensions, the focus is now shifting from a traditional 2D to a more complicated 3D spatial design and assessment with increasing potential of supporting climate-responsive urban decisions. This paper focuses on using 3D city models to calculate the mean radiant temperature (Tmrt) as an outdoor thermal comfort indicator in terms of assessing the spatiotemporal distribution of heat stress on the district scale. The analysis is done to evaluate planning scenarios for a district transformation in Montreal/Canada. The research identifies a systematic workflow to assess and upgrade the outdoor thermal comfort using the contribution of ArcGIS CityEngine for 3D city modeling and the open-source model of solar longwave environmental irradiance geometry (SOLWEIG) as the climate assessment model. A statistically downscaled weather profile for the warmest year predicted before 2050 (2047) is used for climate data. The outcome shows the workflow capacity for the structured recognition of area under heat stress alongside supporting the efficient intervention, the tree placement as a passive strategy of heat mitigation. The adaptability of workflow with the various urban scale makes it an effective response to the technical challenges of urban designers for decision-making and action planning. In this paper, panel regression analysis is used to examine the fiscal impact of urban growth on per-capita or perhousehold expenditures of providing municipal services in the province of Ontario, Canada. Three variables are used to measure growth: households, population and assessment. Using a panel data set for 68 municipalities, we find that for the most part, urban growth has no effect on per-capita or per-household expenditures.
