Context: Existing studies have explored the association between workplace training and wages suggesting that training participation may have a positive association with wages. However, we still know very little about whether this association varies between men and women. Through its potential positive association with wages, training may balance wage differences between men and women. In addition, the gender wage gap varies across the wage distribution. Differences in the association between training participation and wages for men and women across the earnings spectrum may offer an explanation as to why the discrepancy in female/male earnings is larger at some point of the wage distribution compared to others. Approach: Using data from the Programme for International Assessment of Adult Competencies (PIAAC) and unconditional quantile regression, this paper examines whether the association between workplace training and wages differs between men and women at different points of the wage distribution across 14 European countries. To partly control for endogeneity in training participation, detailed measures of cognitive skills have been included in the models. Findings: Findings show gender differences in the association between training and wages across the wage distribution. In most countries, results indicate larger training coefficients for women than men at the lower end of the wage spectrum whereas they are larger for men at the top. This pattern holds across most countries with the only exception of Liberal ones, where women benefit less than men across the entire wage spectrum. Conclusions: The findings of this work reveal that distributional variations in returns to workplace training follow a similar pattern across industrialized countries, despite their different institutional settings. Moreover, differences in training coefficients of men and women at different parts of the wage distribution suggest that training could reduce gender wage differences among low earners and potentially widen the gap in wages among individuals at the top of the wage distribution.

Communication is an indispensable part of international cooperation and it requires managing different cultures. Being prepared to see and understand different values, trying to understand contrasting views in a consortium, can decrease the potential of misperception which otherwise may act as a real barrier to cooperation. This is why international cooperation necessitates negotiation across cultures. In the case of collaboration, parties come together for a joint work which itself may create common values/understanding, besides the set goals. This is because collaboration requires strong we-feeling and commitment. The purpose of this paper is to focus on cross-cultural communication and collaboration in the area of Open and Distance Learning (ODL), concentrating on the communication processes in project management. Cross-cultural studies point to different communicative behaviours of individuals in multinational work environments e.g. the cultural characteristics affect the preferences towards the use of the media. For the purposes of this paper, the authors make a phenomenological-oriented case study of project management based on interviews with partners of a multilateral Grundtvig (adult learning) project, affiliated with distance education institutions in eight different countries. The authors test their assumptions for constructive and cooperative communication in e-Learning projects; delineating the effects of different cultures as regards the expectations from (1) international projects and (2) communication media.

Education is the core of the factors that improved people for a better lifestyle and increases the level of society' development. Quality education is one of the most vital goals of Sustainable Development Goals (SDGs) due to actualizing these factors. Using relational network data envelopment analysis (DEA), which have three interrelated substages, this current paper computes the educational economy efficiency of the Organisation for Economic Co-operation and Development (OECD) countries bearing in mind the characteristics related to SDGs. The contribution of our study is the use of a novel approach to computing the educational economy efficiency using relational network DEA with GAMS. Even though some interesting differences reveal in the efficiency of the countries, the findings show that countries with high-efficiency scores are clustered around countries like Latvia, Slovenia, and Korea.

"Creative Little Scientists" was a 30-month (2011-2014) EU/FP7-funded research project focusing on the synergies between early years science and mathematics education and the development of children's creativity, in response to increasing interest in these areas in European educational policy. Using a variety of methods, including desk research, a teacher survey and classroom-based fieldwork, the research provided insights into whether and how children's creativity is fostered and appropriate learning outcomes, including children's interest, emerge. Based on these and ongoing collaboration and dialogue with participants and other stakeholders the project proposed recommendations for policy and teacher education. This paper presents these recommendations and the research on which they were based. Throughout the study, mixed methods were employed, combining quantitative approaches used in surveys of policy and teachers' views based on a list of factors, alongside qualitative approaches employed in case studies of classroom practice. A strong conceptual framework developed at the start of the project guided data collection and analysis, as well as the presentation of findings and the development of policy recommendations, thus ensuring the latter's strong and consistent relationship with the relevant theoretical knowledge, the comparative research, analysis of classroom practices and the production of guidelines for teacher education.

In this paper, we explore the improvisations made in examination practices in higher education during the pandemic of 2020. Drawing on STS, we start from the theoretical assumption that examinations constitute an obligatory passage point in universities and colleges: a sacred point which students need to pass if they want to gain recognized qualifications. We base our analysis of higher education examinations on cases from six countries around the world: Australia, Belgium, Chile, India, Sweden and the UK. We use the analytical heuristic of choreography to follow the movements, tensions and resistance of the 'emergency examinations' as well as the re-orderings of actors and stages that have inevitably occurred. In our analytical stories we see the interplay between the maintenance of fixed and sacred aspects of examinations and the fluidity of improvisations aimed at meeting threats of spreading COVID-19. These measures have forced the complex network of examinations both to reinforce some conventional actors and to assemble new actors and stages, thus creating radically new choreographies. Although higher education teaching and didactics are being framed as a playground for pedagogical innovation with digital technologies, it is clear from our data that not all educational activities can be so easily replicated.

In this paper, I examine whether generalized trust and education, as well as social security policies of welfare state institutions matter for cross-national differences in subjective well-being (SWB), because knowledge on this issue is still lacking. For this purpose I integrated the insights of two sociological theories: Social Function Production theory and Actor-Centred Institutionalism. Based on these theoretical notions we derived several hypotheses, which I tested using multilevel analysis of the data from the European Social Survey (2006), in a sample of 37,237 respondents from 22 European countries. My findings indicate that various extensiveness of social security policies matter for the level of SWB, and for the impact of education on SWB. I found negative impact of low education on SWB in all countries, except in Northern and Western European countries. This might suggest that social security policies of the latter countries have diminished the negative impact of low education on SWB. Moreover, my findings indicate positive relationship between individual education and generalized trust; as well as between generalized trust and SWB in countries with all five types of social security policies.

Moving freight to sustainable transport modes is one of the most frequently mentioned suggestions to decarbonize logistics. Regrettably, even with regulation and technology developing over the past years, most of the freight volumes are still shipped via road, the least sustainable means of transport. This paper presents a beer transportation game to support logistics decarbonization via a modal shift from road to rail. In the game, student teams play the role of a logistics manager of a beer brewer and decide on the transport mode and shipment volume from the brewery to a distribution center. Their decisions are evaluated by the impact on total logistics costs and emissions. The game consists of two rounds, each with a student participation part and a lecturer debriefing part. The first round helps students understand why firms are often reluctant to shift freight from road to the low-emission transport mode (e.g., rail), and the second round encourages students to overcome the obstacles and helps them design practical approaches to alter the modal split in favor of rail transport. The game can be sealed into a 90-minute session and incorporated into any courses covering the topic of sustainable logistics or supply chain management.

Cross-border higher education institutions are considered a main way to fulfill the educational internalization in Mainland China; to some extent they represent the attitude of entering the international market. In this paper, the history, status quo, and future of Chinese-foreign cooperatively-run schools are analyzed and discussed. Cross-border higher education institutions in Mainland China have experienced the process from accidental and disorder to a systematic and quality orientation.

Open educational resources (OER) can be described in numerous ways (Creative Commons, 2012). In this visualization based context, however, OER can be defined as ...teaching, learning and research resources that reside in the public domain or have been released under an intellectual property license that permits their free use or re-purposing by others. Open educational resources include full courses, course materials, modules, textbooks, streaming videos, tests, software, and any other tools, materials or techniques used to support access to knowledge. (Hewlett Foundation, 2007) This definition emphasizes some of the aspects highlighted in this article, namely that an OER approach has also been taken to capture and visualize OER materials. In addition reference is made to the forthcoming paper, "How Diagrams Aid Teaching and Learning in STEM Subjects as Exemplified by the Teaching and Learning of Systems Thinking in Practice" (Lane, 2012, in press), which outlines how the educational process often involves a mediated discourse between teachers and learners to aid sense or meaning for both parties. It has been said that the difference between a dialect and a language is that a language has an international border and a flag. But that is not entirely true. Canada has a border, a flag, and two major languages, somewhat in the fashion of Belgium. Unlike Belgium, where they call the local varieties of French and Dutch "Walloon" and "Flemish," respectively, Canadians have not come up with new names for their languages to make them seem more their own. Although the major languages of Canada may have some differences from the languages of the United Kingdom and of France, in most polite circles the languages are known simply as English and French. The importance of the French and English conflict and coexistence is so pervasive that the Canadian census provides data on bilingualism only in terms of French and English. This article does not deal directly with Francophone/Anglophone issues, although it cannot ignore them completely. The author's focus is on the description and reputation of Canadian English in the scholarly, popular, and Internet sources that deal with the variety of English spoken in Canada, the native language of nearly two-thirds of the population.

This paper presents the main findings of an action-research study that took place in seven European countries in order to develop effective educational responses to prevent and combat discrimination. The study entailed the design of media and citizenship education activities, their implementation in the different educational contexts and the evaluation of their effectiveness in raising young people's awareness of discrimination. The results of the study shed light both on the advantages and constraints of educational practice, variations that often depend on the specific cultural and social context. On the one hand, the analysis and the evaluation of educational experiences suggest that critical media literacy can enable the development of critical reading/viewing skills as well as acts of participatory and inclusive citizenship that question derogative and essentialist media representations of the Other. On the other hand, the results highlight the difficulty of promoting young people's awareness of discrimination through active methods of teaching and learning or through media content which is far from young people's experience, interests and concerns.

The implementation of authentic learning elements at education institutions in five countries, eight online courses in total, is examined in this paper. The International Virtual Benchmarking Project (2009-2010) applied the elements of authentic learning developed by Herrington and Oliver (2000) as criteria to evaluate authenticity. Twelve teachers in four benchmarking pairs applied these elements to compare practices and identify development challenges in their online courses. The results indicate multiple roles and perspectives and scaffolding were the most strongly implemented elements. Collaborative construction of knowledge was implemented weakly. Development challenges were identified, such as continuous evaluation in authentic assessment. The project raised teachers' awareness of cultural background as a factor affecting views on authentic e-learning. Differences in the culture code of e-learning among Finland, Korea, Canada, Belgium and UK are items to consider when developing multicultural learning. (Contains 1 table.)

The level of similarity of knowledge work across occupations and industries allows for the design of supportive information and communication technology (ICT) that can be widely used. In a previous ethnographically informed study, we identified activities that can be supported to increase knowledge maturing, conceptualized as goal-oriented learning on a collective level. The aim of this paper is to investigate the current state of support and success of these knowledge maturing activities and to contrast them with their perceived importance, to identify those which have the highest potential for being supported by ICT. Quantitative and qualitative data were collected through telephone interviews with representatives from 126 organizations throughout Europe in a sample stratified according to size, sector, and knowledge-intensity. The activities that appear to be most promising are "reflecting on and refining work practices and processes," "finding people with particular knowledge or expertise," as well as "assessing, verifying, and rating information." Rich empirical material about how these activities are performed and also the issues that emerged and need to be managed were collected. Three clusters of organizations were identified: best performing organizations, people- and awareness-oriented organizations, and hesitant formalists. It was found that a balanced knowledge strategy that leaned toward personalization outperformed a codification strategy.

To achieve efficient and effective quality improvement, European universities have gradually adopted organizational strategies, structures, technologies, management instruments, and values that are commonly found in the private business sector. Whereas some studies have shown that such managerialism is beneficial to the quality of job performances of university employees, others have argued that managerialism is largely counterproductive and that it results in lower performances. The latter situation is called a "managerialism contradiction". This paper tests two lines of reasoning underlying a potential contradiction governing the relationship between managerialism and job performances, while using university employee survey data from six European countries (Belgium, Finland, Germany, Netherlands, Sweden, UK). The results tend to support the assumption that managerialism, in these six countries at least, has a positive effect, albeit a modest one, on the quality of performances. The most important conclusion is therefore that there is no managerialism contradiction at work in European universities.

The evaluation of government-financed research has become increasingly important in the last few decades in terms of increasing the quality of, and payoff from, the research that is done, reducing the cost of doing it, and lending public credibility to the manner in which research is funded. But there are very large differences throughout the world in the extent to which systems used promote these results. This paper briefly presents the dimensional results of a study designed to comparatively evaluate the national-level research evaluation models in sixteen countries on five merit-defining dimensions. This paper reflects on the usefulness and applicability of comparative inquiry for policy and practice in education development projects involving universities within the EU or EEA (Socrates, Erasmus, etc.) and especially in technical aid and outreach programmes (Tempus etc.), using concrete examples, exploring the distinctions made in EU regulatory documents and funding frameworks between research and development. The tension is shown between overt political objectives such as the transfer of assumed know-how to solve immediate priority problems of common concern, and educational objectives of extending understanding among equal partners. It is suggested that the more a development project is a shared learning programme, the more applicable and fruitful are comparative methods. Experienced examples are considered of research investigation applied to development programmes from within, whether as practitioner research or by independent research commissioned by practitioners, to assist in pursuing development objectives; of surveys commissioned by the EC across programmes to evaluate the overall effectiveness of a scheme and identify best practice for the future; and of research undertaken independently, taking advantage of access to the project framework to explore questions which are not necessarily or exclusively instrumental. The need is identified to bring these into a coherent system, and recommendations are outlined for future policy.

This article presents seven reports on the interviews about reception and use of international indicators among respondents from Belgium, Denmark, France, Italy, The Netherlands, Spain and United Kingdom. The first report is based on interviews with 5 respondents occupied with different aspects of the macro level of the Flemish educational system. It focuses on the content of the interviews and is structured upon seven headlines referring to the BEQUAD interview schedule. The second report is based on six interviews with respondents placed at different levels of the Danish educational system. This report is written on the basis of the interviews and the structure of the report is built upon seven headlines referring to the guideline of interview headings including a summary and a conclusion. The third is based on six interviews conducted during the months of May and June, 2002, with a union representative with the SNES (secondary education teachers) (A), the Director of School Education (B), a Counsellor at the "Cour des Comptes" and Chairman of the Higher Council for School Assessment (C), a counsellor and Director of Programming and Development (D), a Senator (E) and a Deputy Director of Higher Education (F). Most of the interviewees expressed their views on the best-known publications by the OECD and French education system. All interviews give emphasis on the use of indicators to serve specific ends. The fourth is based on interviews with 6 people engaged in key positions in the Italian Educational system. The fifth is based on interviews with six people occupying different key positions in the Dutch educational system. The report summarises the content of the interviews and is based on the seven headings of the BEQUAD interview schedule. Next is a report based on interviews with 6 people occupying key positions in the Spanish educational scene. The interviews aimed at getting relevant information about their perceptions on the possible influences of international indicators to decision-making processes and public information. The last report is based on interviews with three groups of respondents in the UK. The report summarises the content of the interviews and the Department of Education and Skills (DFES) written response and is structured using the seven section headings of the BEQUAD interview schedule. Ontocetus is one of the most notable extinct odobenines owing to its global distribution in the Northern Hemisphere. Originating in the Late Miocene of the western North Pacific, this lineage quickly spread to the Atlantic Ocean during the Pliocene, with notable occurrences in England, Belgium, The Netherlands, Morocco and the eastern seaboard of the United States. Reassessment of a pair of mandibles from the Lower Pleistocene of Norwich (United Kingdom) and a mandible from the Upper Pliocene of Antwerp (Belgium) that were referred to as Ontocetus emmonsi reveals existences of features of both Ontocetus and Odobenus. The presence of four post-canine teeth, a lower canine larger than the cheek-teeth and a lower incisor confirms the assignment to Ontocetus; simultaneously, characteristics such as a fused and short mandibular symphysis, a well-curved mandibular arch and thin septa between teeth align with traits usually found in Odobenus. Based on a combination of these characters, we describe Ontocetus posti, sp. nov. Its mandibular anatomy suggests, a better adaptation to suction-feeding than what was previously described in the genus suggesting that Ontocetus posti sp. nov. likely occupied a similar ecological niche to the extant walrus Odobenus rosmarus. Originating from the North Pacific Ocean, Ontocetus most likely dispersed via the Central American Seaway. Although initially discovered in the Lower Pliocene deposits of the western North Atlantic, Ontocetus also left its imprint in the North Sea basin and Moroccan Plio-Pleistocene deposits. The closure of the Isthmus of Panama during the Mio-Pliocene boundary significantly impacted the contemporary climate, inducing global cooling. This event constrained Ontocetus posti in the North Sea basin leaving the taxon unable to endure the abrupt climate changes of the Early Pleistocene, ultimately going extinct before the arrival of the extant counterpart, Odobenus rosmarus. Abstract The extent to which Environmental Assessment (EA) contributes to incorporating environmental values and objectives into decision-making (i.e. the effectiveness of EA) has been subject to much research. Still relatively little is known about how the effectiveness of EA is influenced by the specific features of EA systems and their context. International comparative research can shed more light on these relationships. In this paper we report on a survey of EA in Flanders, taking a similar approach as previous surveys in the Netherlands, UK and Denmark. We observe that the effectiveness of the Flemish project-based EA (EIA) is comparable to that in the other countries, whereas the Flemish plan-based EA (SEA) is more influential than the Dutch one (no data on Denmark and UK). As in the other countries, EA in Flanders has an influence on decision-making both before and after the EIA has been completed. According to respondents to the surveys, in all four countries the legal requirement is the main explanatory factor for EA effectiveness. The mechanisms by which EA characteristics and other factors contribute to EA effectiveness seem rather country-specific, however. Rather than trying to isolate the individual influence of factors we encourage more in-depth, qualitative and case-study based follow-up research in order to better understand the complex interplay between factors related to the EA system itself, how it is applied in practice and influenceds from its specific context. In this paper we address the revival of interest in recent years in the relevance of geographical research and highlight problems of politicization faced by researchers through cases of policy-oriented research in the UK and Belgium. We argue that geographers should be aware of the possibilities and constraints for critical engagement in the context of policy-oriented research. We identify at least two important opportunities for researchers to avoid clientelistic relationships with contractors and enhance their political relevance. First, researchers can stick to letter of the contract and maintain academic standards while at the same time interpreting their tasks according to their own ethical and political judgements. Second, relevance can be increased by forming alliances within and beyond the formal hierarchies of the state and the academy. The identification and utilization of these ‘spaces of relevance’ can be seen as the first step towards an approach that strategically seeks a balance between societal engagement on the one hand and contractual obligations, policy relevance and academic standards on the other.
