In recent years, the concurrent occurrences of the COVID-19 pandemic and the Russian invasion of Ukraine have led to global disruptions in supply chains and a surge in commodity prices. Major advanced economies have experienced an increase in inflation rates and a decline in economic activity. Against this economic backdrop, this paper aims to address the strained condition of supply chains by employing the Global Supply Chain Pressure Index (GSCPI) alongside commodity price indices. Furthermore, it seeks to examine how fluctuations in these variables affect Japan's macroeconomic landscape through local projection and structural Vector Autoregression (VAR). In the local projection analysis, it has been observed that the strain on supply chains induces sustained increases in consumer and producer prices, further contributing to long-term declines in production. Within the structural VAR model framework, the identification of structural shocks is conducted through sign restrictions, affirming the significance of supply chain shocks and energy and food price shocks as crucial factors contributing to recent price increases. Purpose: This paper aims to explore how researchers in general, and field researchers in particular, might respond to systems of governance of the researchers' activity in ways that can support rather than distort the quality of the research. Design/methodology/approach: We draw upon literature on serendipity to develop a framework for engaging with the positive and negative potentials of systems of governance. We ground our analysis in discussion of participation in the field comprising two parts: first, the examination of our own activities and second, the accounts of participation found in two career-autobiographical interviews with emeritus professors of management accounting from Japan. Findings: We highlight the potential for a productive tension between two contrasting perspectives that researchers might take on governance of their activity. A contractual perspective sees the value of targets and detailed pre-planning. A reflexive perspective sees the value of exploring the unexpected and considering many alternatives. We offer a framework for considering serendipity and the conditions that facilitate serendipity to help researchers maintain a productive tension between these perspectives. Research limitations/implications: We build upon retrospective accounts of two successful individuals whose careers evolved in a specific context. The intention is not to set out what might be generally achievable in a research career, nor to propose specific lines of action or planning in relation to specific systems of governance, since these vary across countries and over time. Rather, the paper draws on these materials to illuminate the more general challenge of preparing for serendipity in a way that goes beyond simple opportunism. Originality/value: We analyse how researchers' mindfulness of serendipity and the nature of contexts that facilitate serendipity can encourage a productive tension between contractual and reflexive perspectives on governance of academic activity. Background: Forestry and field workers who work outdoors are at high risk for Hymenoptera stings and may develop occupation-related allergies from being stung. However, clinical and immunological surveys of Hymenoptera stings in the occupational setting have rarely been reported. We surveyed the natural history of Hymenoptera stings in Japanese forestry workers (FWs) and electrical facility field workers (EFFWs), and we assessed the utility of measuring specific (s)IgE Ab to Hymenptera venom., Methods: Questionnaires on hornet and paper wasp stings were completed by 999 FWs, 354 EFFWs, and 365 office workers as controls between July and November 2009. Sera from these participants were tested for sIgE Ab levels to Hymenptera venom with a CAP system using a fluoroenzyme immunoassay., Results: Of the participants who had experienced Hymenoptera stings, 914 (91.5%) were FWs, 293 (82.8%) were EFFWs, and 295 (80.8%) were controls. Of the participants who had experienced systemic reactions, 210 (21.0%) were FWs, 51 (14.4%) were EFFWs, and 39 (10.7%) were controls. sIgE Ab in response to hornet and wasp venom was positive (≥ class 2) in 42.4% and 41.4% of FWs, 30.1% and 31.4% of EFFWs, and 15.1% and 18.1% of controls, respectively. The likelihood of being sIgE-positive to wasp and hornet venom was significantly higher in FWs and EFFWs than in controls (P < 0.05)., Conclusions: 21% of FWs and 14% of EFFWs had experienced systemic reactions to Hymenoptera stings with a higher frequency compared with office workers in the same area. 40% of FWs and 30% of EFFWs had sera that were sIgE positive to Hymenoptera venom.

Methods and equations for analysing the kinetics of enzyme-catalysed reactions were developed at the beginning of the 20th century in two centres in particular; in Paris, by Victor Henri, and, in Berlin, by Leonor Michaelis and Maud Menten. Henri made a detailed analysis of the work in this area that had preceded him, and arrived at a correct equation for the initial rate of reaction. However, his approach was open to the important objection that he took no account of the hydrogen-ion concentration (a subject largely undeveloped in his time). In addition, although he wrote down an expression for the initial rate of reaction and described the hyperbolic form of its dependence on the substrate concentration, he did not appreciate the great advantages that would come from analysis in terms of initial rates rather than time courses. Michaelis and Menten not only placed Henri's analysis on a firm experimental foundation, but also defined the experimental protocol that remains standard today. Here, we review this development, and discuss other scientific contributions of these individuals. The three parts have different authors, as indicated, and do not necessarily agree on all details, in particular about the relative importance of the contributions of Michaelis and Menten on the one hand and of Henri on the other. The article presents a speech by Kousar J. Azam, professor at Osmania University, given at the 2010 Nagoya American Studies Summer Seminar (NASSS) at Japan's Nanzan University. The speech was given in response to the presentation of paper entitled "Exploring a Bridge between Hiroshima and the US: Tanimoto Kiyoshi and his activities in the early post war period," by Yoko Kawaguchi. Azam comments on collective memory of the atomic bombing of Hiroshima, Japan and the peace movement it sparked.

Objectives: To provide a participant's account of the development of a paper commissioned by the tobacco industry examining the reliability of self reported smoking status; to redress the distorted report of this Japanese spousal smoking study which evaluated the reliability and validity of self reported smoking status, and estimated confounding by diet and lifestyle factors. Design: Repeated interviews on smoking status and its verification by environmental and biological markers for environmental tobacco smoke (ETS) exposure. Setting: Urban wives in Osaka City and Sizuoka City, Japan. Participants: Semi-random sampling of 200 wives in each city. From the Osaka subjects, 100 non-smoking wives were selected for the validity study. Main outcome measures: Kappa coefficient for reliability of self reported smoking status. Correlation coefficients between environmental nicotine concentration, cotinine in saliva and urine, and self reported smoking status. Results: The K coefficient for the repeated interview was high suggesting sufficient reliability of the response. The proportion of self reported current smokers misclassified as non-smokers was equivalent to the misclassified self reported non-smokers. Ambient concentration of nicotine and personal exposure to nicotine correlated with each other and also with salivary cotinine and self reported ETS exposure but not with urinary cotinine/creatinine ratio (CCR). There was no major difference in diet and lifestyle related to husband's smoking status. Conclusion: Self reported smoking status by Japanese wives shows high reliability. It also shows high validity when verified by both nicotine exposure and salivary cotinine, but not by CCR. A previous report questioning the credibility of self reported smoking status, based on questionable CCR, could thus be of dubious validity. In addition, possible dietary and lifestyle confounding factors associated with smoking husbands were not demonstrable, a finding not reported previously. Using all the data from this project changes the conclusion of the previous published report. In addition to the distortion of scientific findings by a tobacco industry affiliated researcher, anti-smoking campaigners made attempts to intimidate and suppress scientific activities. As a super-aging society, health promotion activities in local Japanese communities are increasingly essential. Developing the health-promotion programs must include the perspective of older people residing in these communities and what they believe to be their regional strengths. This study aimed to clarify the elements of regional strengths perceived by older people living in local Japanese communities from the literature review. Using the internet edition of the Japan Medical Abstracts Society (Ichu-shi), the authors examined papers on Japanese regional residents using relevant keywords. Of 342 considered papers, 14 papers were extracted in this study. As a result, the contents related to the regional strengths perceived by the older people living in the local Japanese community were extracted, classified based on the similarity of the meanings and contents, and then summarized into the elements of the strengths. As the regional strengths, three categories were cited for individual elements: "Actions or behaviors underpinned by experience," "Continuing to live with positivity and vigor," and "Extensive support for the subject and their family." Three categories were cited for environmental elements: "A comfortable environment," "Maintaining intimate and friendly interpersonal relations," and "Support that meets the regional characteristics." Along with individual and environmental elements, support from experts in the region was cited. Hence, it was concluded that the active participation of experts is essential for promoting activities in local communities, and that deepening relationship with older people has the potential to improve their quality of life. This is the sixth special issue on Design and Manufacturing for Environmental Sustainability. As the first special issue on this topic was issued in 2009, the topic has thirteen years of history in this journal. Environmental sustainability was recognized as important for manufacturing even at that time. This is why the special issue was started in this journal. The seriousness of this topic has been increasing not only in Europe but also in Japan and other countries. One critical trend as of late has been the way that the attitude of companies regarding this issue, including their positions on carbon neutrality, circular economy, and biodiversity, has come to determine the value of the company in the eyes of, for example, environment, society, and governance (ESG) finance. Nowadays, we cannot say sustainability or business; we should pursue businesses that contribute to sustainability. This sixth special issue includes eighteen well-written papers, with one more paper to follow. This series of special issues has focused on topics related to ecodesign, recycling, remanufacturing, low-energy and low-emission manufacturing, and circular economy. The papers in this special issue are also deeply related to these topics. As a result of the thirteen-year history of the special issue, we have been able to learn some viewpoints specific to the series in this journal. This has led this special issue to consist of four subcategories, although they are not explicitly represented in the table of contents. The first subcategory consists of seven papers, from the first paper by K. Halada et al. to the seventh paper by A. Yoshimura et al. These papers are related to design, including evaluation, business, remanufacturing, and materials. Among others, the important viewpoint common to these papers is the "flow" of product lifecycles and materials. The second category starts with the eighth paper by C. Ye et al. and ends with the eleventh paper by Y. Yamashita et al. These papers deal with manufacturing issues in the context of the environmental sustainability. For example, the eighth paper deals with the crushing of a photovoltaic panel, and the nineth paper by T. Cheng et al. deals with detecting lithium-ion battery fires, which are a serious problem for recycling plants. The application of additive manufacturing to remanufacturing discussed in the tenth paper by N. Sato et al. is also an important topic in the field of sustainable manufacturing. The third subcategory consists of three papers, from the twelfth paper by J.-C. Tu et al. to the fourteenth by A. Y. T. Panuju et al. These are related to consumer behavior. The fourth subcategory, from the fifteenth paper by M. Kojima to the last paper by S. Tajima, deals with issues related to developing countries and locality. These two topics of consumer behavior and developing countries are indispensable to the discussion of environmental sustainability, yet they are rarely discussed in engineering journals. The editor believes that no other journal deals with these four subcategories in a special issue. Most of the papers, revised and extended in response to the editor's invitations, were originally presented at EcoDesign 2021: the 12th International Symposium on Environmentally Conscious Design and Inverse Manufacturing, which was held online. The editor sincerely thanks the authors and reviewers for their devoted work in making this special issue possible. The author touches upon several issues on the occasion of the publication's 50th anniversary. Over the course of a half-century submissions have changed in two important respects. First, all articles are per-reviewed and consist of original material. And second, a large and growing proportion of papers is being submitted by academics rather than practitioners. The current issue contains six papers that cover topics such as the seemingly flawed model used by advertisers to assess television advertising, the response rates of web-based surveys, and the history of Japanese market research after World War II.

The aim of the present study is to investigate the taste acuity in Japanese young women in relation to their micronutrient status. Thirty-eight healthy young women (mean age; 21.3, range; 19-27 years) were enrolled. Gustatory thresholds were estimated for four basic tastes: sweet (sucrose), salty (sodium chloride), sour (tartaric acid), and bitter (quinine hydrochloride) by a filter-paper disk method. Various concentrations at each taste were serially scored from disc number 1 (lowest) to number 5 (highest). The lowest concentration at which the quality of the taste was correctly identified was defined as the recognition threshold. The mean of three measurements for each test on three different days was calculated. We divided our participants into normal taste and hypogeusia groups based on the mean threshold disc numbers, <=3.5 and >3.5, respectively, according to previous literature using the same method. We also measured serum concentrations and dietary intakes of micronutrients including zinc, iron, copper, and selenium. The numbers of participants belonging to the hypogeusia group were 24 (63.2%) for sweet, 19 (50.0%) for sour, 17 (44.7%) for bitter, and 16 (42.1%) for salty taste. Although the hypogeusia group exhibited significantly lower serum iron concentrations, except for the salty taste, the other three micronutrients concentrations did not show any association with the four taste acuities. Dietary micronutrient intake did not show any association with the four taste acuities. This study indicates that in addition to zinc status, iron status should be considered in the study of taste acuity.

Falciparum malaria is a fatal infection without immediate diagnosability or treatment. There are shortages of clinicians and examiners skilled in the treatment of malaria in non-endemic countries, including Japan. This study was performed to evaluate a novel rapid molecular diagnostic system consisting of loop-mediated isothermal amplification (LAMP) combined with DNA filter paper (FTA card) and melting curve analysis. Combining LAMP with melting curve analysis enabled diagnosis of Plasmodium falciparum more accurately with relative ease. FTA cards could be used to clarify problems regarding storage, infectivity, and transportation. The LAMP assay was carried out at a constant temperature of 63 degrees C for 90 min. The diagnostic system (malaria-LAMP) accurately diagnosed malaria (47 samples from Thailand and 50 from Zimbabwe) with 97.8% sensitivity and 85.7% specificity as compared with microscopic methods, indicating the usefulness of this combined system.

In the restoration of painted artworks, the colour characterisation is a fundamental analysis to address the choice of suitable materials for the recovery and the consolidation of the painting layers. In this paper, we present a diagnostic study on a unique Japanese painted paper handscroll (emakimono), dated back between the late Edo (1603-1867) and the early Meiji (1868- 1912) periods, preserved at the Museum of the Civilisation- Prehistoric Ethnographic Museum "Luigi Pigorini" in Rome (Italy). The artwork required an urgent restoration and the consolidation of the entire structure. In order to define specific interventions, non-destructive measurements by means of Fiber Optics Reflectance Spectroscopy (FORS) X-Rays Fluorescence Spectroscopy (XRF) were carried out on the artefact. The results allowed the identification of the colour palette used for tests on the chromaticity and the efficacy of the proper consolidants to employ in the restoration. [ABSTRACT FROM AUTHOR]

Purpose: Although research in general medicine is important, the contributions and characteristics of general medicine physicians (GMPs) in university hospitals (UH) and community healthcare facilities (CHF) remains unclear. Therefore, this study examines the popularity of research by affiliation, characteristics of journal publication, annual trends, and differences in impact factors (IFs) of journal publications. Methods: This study is a secondary bibliometric analysis of articles in international journals published in PubMed over the past six years (2015– 2020). The analysis compared English articles published by either UH- or CHF-affiliated GMPs in Japan in terms of, among other things, article type, research field, and IF. Results: Of the 2372 articles analyzed, 1688 (71.2%) were published by physicians affiliated with UHs, 62.6% of which were original. Basic research, international collaboration, and ratio of IFs were significantly higher for such papers. In contrast, the number of CHF articles were significantly higher in the areas of clinical research and practice, with a greater proportion of case reports. There was no significant difference in IF between the disciplines within each affiliation, but the IF was the highest in experimental basic research and the lowest in medical and clinical education. In the six-year time series, the number of original papers by UHs and CHFs increased roughly twofold between 2015 and 2020, but the number of articles in the areas of medical education and healthcare quality and safety remained mostly unchanged. Conclusion: The number of international papers published by Japanese GMPs has increased since 2015, particularly in terms of original papers and clinical research from UHs. However, there was no significant difference in the IF between UH and CHF publications. In Japan, approximately 23.5 billion paper diapers are produced annually (total of diapers for infants and adults produced in 2018). The majority of used paper diapers are disposed of through incineration; in certain regions, some paper diapers are recycled, mostly by open-loop recycling or thermal recycling. To date, several methods of recycling used paper diapers have been proposed and developed, but these methods are considered to have different types and amounts of recycled materials and different environmental performances. In this study, a new technology was developed for the closed-loop recycling of used paper diapers, and the use of the recycled pulp and superabsorbent polymer (SAP) as materials for paper diapers was evaluated via the environmental impact using the life cycle assessment (LCA) method, using data obtained from experimental facilities for recycling. The results between the comparison of the new method with the landfill and incineration processes demonstrate a greenhouse gas reduction of 47% and 39%, respectively. The results also show that such recycling is expected to reduce land-use occupation and water consumption, closely related to the pulp, main raw material of paper diapers. [ABSTRACT FROM AUTHOR]

The discusses the history of gender equality in Japan and the pre-2006 gender equality laws, including the Labor Standards Law, the original EEOL, the 1997 EEOL and the Child Care and Family Care Law (CCFCL). It examines the Japanese gender equality laws as they stand now, the problems with the current laws, the current status of Japanese women and what the Japanese government plans to do to further women's equality. It evaluates the situation of women in Norway and Norwegian law, particularly focusing on the Norwegian Act Relation to Gender Equality and the quota system.

The first case of human babesiosis was reported in Japan. The epidemiology of this disease in Japanese nature remains unclear. In this study, 97 common field mice captured in Hokkaido, Japan, were examined. Blood specimens absorbed onto filter papers were eluted and tested by nested PCR using specific primers for the B. microti nuclear small subunit rRNA genome. Twenty-three percent (11/47) of Apodemus speciosus and four percent (2/50) of Clethrionomys rufocanus were positive. The 159-bp primary sequences of PCR products tested exhibited 97.5% and 96.8% homology with those of the human isolate in Japan and of U.S. strains of B. microti, respectively.

Studies have indicated that higher numbers of nurses regarding staffing ensure patient safety and a better practice environment. Using citation analysis, this study visualizes the landscape of nurse staffing research over the last two decades to show the overall publication trends, major contributors, and main research topics. We extracted bibliometric information from PubMed from January 2000 to September 2022. After clustering the network, we analyzed each cluster's characteristics by keyword. A total of 2167 papers were considered for analysis, and 14 clusters were created. The analysis showed that the number of papers published per year has been increasing. Researchers from the US, the UK, Canada, Australia, and Belgium have led this field. As the main clusters in nurse staffing research during the past two decades, the following five research settings were identified: nurse outcome and patient outcome research in acute care hospitals, nurse staffing mandate evaluation research, nursing home research, and school nurse research. The first three clusters accounted for more than 80% of the total number of published papers, and this ratio has not changed in the past 20 years. To further develop nurse staffing research globally, evidence from other geographic areas, such as African and Asian countries, and from long-term care or community settings is necessary. Preserving cultural artifacts while minimizing the energy consumption and costs associated with environmental control is crucial. This often requires predicting artifacts degradation caused by temperature and humidity. Here, mechanical damage can be predicted by comparing stress and damage criteria. Although the constitutive coefficients and damage criteria of various materials have been extensively studied, the mechanical properties of white clay remain unknown. This material is a crucial component of various artifacts including some important cultural artifacts and national treasures of Japan. Thus, this study aims to identify the strength and elastic properties of simulated white clay mimicking the substrate of the wall paintings Hiten at Kondo, the main hall at Horyu-ji Temple. Following existing literature, we created the simulated white clay by combining clay, paper fiber, and rice glue. We fabricated 36 distinct specimen patterns by varying the equilibrium humidity and material mixing ratios. We measured the tensile strength using splitting tensile tests and, compressive strength, Young's modulus, and Poisson's ratio using compressive tests. The tensile strength, compressive strength, Young's modulus, and Poisson's ratio ranged from 0.0785–1.17(MPa), 0.358–3.67(MPa), 0.0394–0.274 (GPa), and 0.10–0.44(-), respectively, with variations depending on the equilibrium humidity and ratio of material mixing. We also formulated the results as functions that depend on the equilibrium humidity and material mixing ratios. These findings can be used to predict stress and damage to targeted wall paintings and to inform the preservation and restoration of cultural artifacts containing white clay. [ABSTRACT FROM AUTHOR]

The events of the 2011 Fukushima nuclear accident in Japan have garnered global concern. Despite nuclear power plants addressing numerous energy challenges, they poses substantial risks to environmental safety. The global legal basis to fulfill due regard obligations toward nuclear wastewater discharge involves international nuclear energy and marine environmental protection laws. There is substantive scope of due regard obligations toward nuclear wastewater discharge, including fulfilling international duties, prohibiting marine environmental pollution, preventing transboundary harm, and ensuring procedural obligations. The procedural obligations encompass timely notification of nuclear pollution, scientific assessment, and active consultation and cooperation with the international community. As there are still numerous obstacles to the application of due regard in the discharge of nuclear wastewater, the international marine environment frequently suffers from nuclear pollution. Considering the potential for transboundary environmental harm owing to the discharge of nuclear wastewater, this paper proposes effective solutions to this issue from the perspective of sustainable development of the marine environment. These solutions include formulating specific normative guidelines, clarifying liability for paying transboundary harm compensation, developing unified international assessment standards, and establishing an international platform for mandatory cooperation. Such solutions reinforce the national responsibility of all countries to actively fulfill their due regard obligations and effectively resolve the issue of potential irreversible damage to the marine environment. Additionally, the paper provides suggestions regarding how the international community can address the issue of Japan's nuclear wastewater discharge and other similar issues that may arise. Simple Summary: Today's zoos and aquariums claim to be shifting from being entertainment facilities to centers for the conservation of biodiversity. To make this shift, scientific research, including understanding the biology of endangered species and improving the environment of captive animals, is essential. Several studies have examined the trends in the number of research papers published by zoos and aquariums globally and indicated that this number has increased over the past few decades. In this study, we examined the trends in the number of papers published by Japanese zoos and aquariums over the past 62 years to determine whether research activities are also developing in Japan. We found that the number of research papers has significantly increased and that the research fields have diversified since around 1990. However, we also found some problems: about a quarter of the institutions have published no papers, research targets in zoos were biased toward captive mammals and that aquariums conducted little research on animal welfare. Addressing these issues, we would argue, will help Japanese zoos and aquariums to make further progress. With the shift in their social roles, modern zoos and aquariums are required to develop scientific research. Although zoos and aquariums worldwide have reported an increase in the number of papers they publish and the diversification of their fields in recent decades, the specific circumstances in Japan are slightly unclear. We listed peer-reviewed papers authored by Japanese zoos and aquariums using search engines and quantitatively evaluated the changes in the number of papers published over 62 years. Our results showed that papers published in Japan have increased remarkably since the 1990s, and research fields have diversified as in the rest of the world. In particular, joint research with research institutes has seen an upward trend, and the instances of English-language papers have increased. Meanwhile, the content of the research was biased. In zoos, research on animal welfare has been increasing, but the focus was heavily biased toward captive mammals. Aquariums contributed to the understanding of local ecosystems through the fundamental study of wildlife, but there were fewer papers on improving husbandry. Our results indicated that while research by Japanese zoos and aquariums is developing, research on welfare, conservation, and education regarding native endangered species must still be improved. Human T cell lymphotropic virus type I (HTLV-I) infection in India has been found to be associated with adult T cell leukaemia/lymphoma (ATLL) and HTLV-I-associated myelopathy/tropical spastic paraparesis (HAM/TSP) among life-long residents of southern India. To examine the heterogeneity of HTLV-I strains from southern India and to determine their relationship with the sequence variants of HTLV-I from Melanesia, 1149 nucleotides spanning selected regions of the HTLV-I gag, pol, env and pX genes were amplified and directly sequenced from DNA extracted from whole blood blotted onto filter paper and from peripheral blood mononuclear cells, obtained from one patient with HAM/TSP, two with ATLL and eight asymptomatic carriers from Andhra Pradesh, Kerala and Tamil Nadu. Sequence alignments and comparisons indicated that the 11 HTLV-I strains from southern India were 99.2% to 100% identical among themselves and 98.7% to 100% identical to the Japanese prototype HTLV-I ATK. The majority of base substitutions were transitions and silent. No frameshifts, insertions, deletions or possibly disease-specific base changes were found in the regions sequenced. The observed clustering of the Indian HTLV-I strains with those from Japan, as determined by the maximum parsimony method, suggested a common source of HTLV-I infection with subsequent parallel evolution. Amplification of DNA from blood specimens collected on filter paper may be useful for the study of other blood-borne pathogens.

Scientific papers on the history of psychiatric diagnosis presented at the 16th International Taniguchi Symposium for Comparative History of Medicine-East and West which was held in 1991 in Japan were briefly reviewed and discussions and comments interchanged in this meeting were introuduced with some personal appreciation that the meeting was excellently organized and enormously successful. Particularly, the papers of medical historians and the expert in specific area like Indian medicine from North America and Europe were highly instructive. The informal gathering in the evening had offered a fascinating original report such as an old documentary film about Imu, a Japanese culture bound syndrome. One very important point was raised in this review that the comparisons between the Medicine-East and the West, particularly the translation of the Eastern medical descriptions of mental illness into the modern Western pschiatric terms should be very cautiously carried out, because by the crude identification of one medical system with the other system the uniqueness of the illness in a specific time and in a specific place might easily be overlooked. For both Japanese and Korean traditional medicine share with Chinese traditional medicine and yet they preserve their uniqueness, a small group study for comparative East Asian medicine was suggested for the more elaborated clarification of medical terms.

Simple Summary: This research explores the initial skepticism and bewilderment among zoo staff about animal welfare and environmental enrichment introduced in Japanese zoos in the mid-1990s. Based on the results of a 2001 questionnaire survey conducted by the Japanese Association of Zoos and Aquariums and publicly available literature, this paper demonstrates that this skepticism and confusion are not simply due to wariness of a new initiative but to a complex combination of factors, including inadequate information, historical and cultural context, and differing perceptions of animal care in the legal system. For example, it was shown that in the early 2000s, environmental enrichment was misinterpreted as exhibit strategy, leading to resistance from zoo staff. This misinterpretation and resistance can be traced back to the post-World War II popularity of mobile zoos and the legal perception of animals as mere "living beings", not "sentient beings" under Japan's Animal Protection Law. Through the analysis of a case study in Japan in the early 2000s, this paper aims to identify some of the early challenges to introducing and practicing animal welfare and environmental enrichment in non-Western cultures and contribute to better understanding and practice. Despite regional differences, this study aims to contribute to understanding and improving the universal acceptance and application of animal welfare.
