Among the micro-logistic transport systems, railway stations should be highlighted, such as one of the most important transport infrastructure elements. The efficiency of the transport industry as a whole depends on the quality of their operation. Such systems have a complex multi-level structure, and the incoming traffic flow often has a stochastic character. It is known that the most effective approach to study the operation of such systems is mathematical modeling. Earlier, we proposed an approach to transport hub modeling using multiphase queuing systems with a batch Markovian arrival process (BMAP) as an incoming flow. In this paper, we develop the method by applying more complex models based on queuing networks that allow us to describe in detail the route of requests within an object with a non-linear hierarchical structure. This allows us to increase the adequacy of modeling and explore a new class of objects—freight railway stations and marshalling yards. Here we present mathematical models of two railway stations, one of which is a freight railway station located in Russia, and the other is a marshalling yard in the USA. The models have the form of queuing networks with BMAP flow. They are implemented as simulation software, and a numerical experiment is carried out. Based on the numerical results, some "bottlenecks" in the structure of the studied stations are determined. Moreover, the risk of switching to an irregular mode of operation is assessed. The proposed method is suitable for describing a wide range of cargo and passenger transport systems, including river ports, seaports, airports, and multimodal transport hubs. Tourism in mountainous regions is a rapidly developing industry in many countries. The aims of this paper are to examine global tourism patterns in various mountainous regions and to define the factors that differentiate tourism development in the mountainous environments from tourism development in the lowlands. The authors have taken a regional approach to examining these patterns. They consider the mountainous areas to be a system and recommend analyzing them accordingly. The features of mountainous tourist systems and their associated hierarchies are defined in the study. The study involved creating a diagram to depict the differentiation in the tourist space and to identify the types of tourism represented in mountainous areas throughout the world. Reviewing and analyzing studies focusing on tourism in the mountainous areas has allowed the authors to distinguish common features of mountainous regions that influence the organization of tourism space. The authors suggest creating hierarchies to represent the mountainous tourist regions and the transboundary mountainous tourist system. The Altai-Sayan region is featured as one example of a mountainous area that has its own distinguishing characteristics and that faces unique challenges in the development of its tourism industry. The authors suggest that it is possible to identify trans-boundary mountainous tourist systems and tourist regions, specifically in the Altai-Sayan region. This paper argues that Russia's strategic objective of developing its Asiatic regions is tied to its serious intentions in Asia as a whole. It stresses that Russia can only connect to the political, economic, and cultural life of Eurasia and the Asia-Pacific through its own Asian regions. Moreover, leaders' claims that Russia belongs to both Europe and Asia will carry little weight with their Asiatic neighbors if Russia's own Asiatic regions remain underdeveloped and subject to shrinking populations. The paper critically analyzes the results of various projects of development of Asiatic Russia beginning from late tsarist period until the 21st century and shows that Russia needs to put forward a formal strategy for developing the Eurasian infrastructure that is comparable to the SREB, Kazakhstan's NurlyZhol (Bright Path) economic stimulus plan, Mongolia's Steppe Road, and others. This strategy should reflect Russia's objectives for the economic development of its own Asiatic regions, and through them, the co-development with its neighbors of Eurasia generally. It argues that the Trans-Eurasian Belt Development, put forward by several Russia think tanks, could become Russia's contribution to the development of the Eurasian space and mesh with the Chinese, Kazakh, Mongolian, and other partner initiatives. Its implementation would help spur the economic development of Asiatic Russia, enabling that region to become part of the larger economic development of Eurasia. That would help turn Russia into a more important independent and constructive player in the Eurasian space, acting in close coordination with its partners in both the East and the West. Rose's and Mishler and Rose's ‘hourglass’ construction of post-Soviet Russian society illustrates that the civil space traditionally occupied by advocacy and community groups continues to be constricted. Such groups fail to successfully bridge the space between the individual and the state, thereby holding the fledgling Russian democracy to account. In this paper, to shed light on reasons for the continuing constriction of Russian civil space, the behavior of the environmental movement in one Russian region — Samara Oblast — is observed through the lens of social capital. By utilizing Adler and Kwon's schema for assessing the benefits and risks arising from social capital stocks possessed by collectives, it will illustrate that the Russian environmental movement is inward looking and parochial; built on pre-existing friendships or elite connections; and uninterested in forming a mass movement or actively engaging with the Russian public. Moreover, rather than being situated within the constricted civil space of Russian society, the majority of groups within the Samara environmental movement are themselves situated firmly in either half of the hourglass. Groups within each half successfully span gaps between each other, but no activity is undertaken to bridge or reshape the constricted space between the halves. [ABSTRACT FROM AUTHOR]

The Arctic zone of the Russian Federation is of strategic importance for the country. Considering the fragility of Arctic ecosystems, special attention needs to be paid to the sustainable development of transport and related infrastructure within the framework of the "blue economy" concept, which is relevant for Arctic waters. At the same time, it is necessary to identify the main factors and tasks of creating transport and port infrastructure, building a modern fleet, and organizing fisheries and tourism in an environmentally sound manner. The purpose of the study is to consider the problems of anthropogenic influence for seaport facilities and to create a conceptual model of an environmental risk management system. The existing problems of Arctic ports and infrastructure are analyzed and existing business processes are considered, taking into account the peculiarities of their functioning in Arctic conditions. To systematize environmental assessments and establish dependencies between the main indicators describing the impact of port activities on elements of the natural environment, ontological domain engineering is proposed. It systematizes the basic terminology used within different subject areas of ecology and risks and allows one to visualize the relationships between elements of the natural environment, objects, port systems, their parameters and impact factors to assess the impact of the seaport on the natural environment. The results of ontological engineering (design and development of ontologies) in the field of risk management are presented. Future research will be aimed at developing the applied aspect of applying the results of ontological engineering in terms of specific engineering studies related to the assessment of anthropogenic load on the Arctic territory using simulation modeling. Regional climate change affects the state of inland water bodies and their water balance, which is determined by a number of hydrometeorological and hydrogeological factors. An integral characteristic of changes in the water balance is the behavior of the level of lakes and reservoirs, which not only largely determines the physical and ecological state of water bodies, but also significantly affects the coastal infrastructure and socio-economic development of the region. This paper investigates the interannual variability of the level of the Ladoga and Onega lakes, the largest lakes in Europe located in the northwest of Russia, according to satellite altimetry data for 1993–2020. For this purpose, we used three specialized altimetry databases: DAHITI, G-REALM, and HYDROWEB. Water level data from these altimetry databases were compared with in-situ records at water level gauge stations. Information on air temperature (1945–2019) and precipitation (1966–2019) acquired at three meteostations located at Ladoga and Onega lakes was used to investigate interannual trends in the regional climate change. Finally, we discuss the potential impact of the lake level rise and regional climate warming on the infrastructure and operability of railways in this region. [ABSTRACT FROM AUTHOR]

Russia has experienced twenty years of economic and social change, which had a substantial impact on the regional and sectoral patterns of the development of its economy, infrastructure, the quality of the environment and the well-being of its people. The current economic revival offers new opportunities and presents new challenges for the sustainable development of Russia. The paper employs the UN Sustainable Development framework of indicators and assesses sustainability of Russia using multi-criteria evaluation methods, namely the uncertainty randomization multi-criteria evaluation method “Analysis and Synthesis of Parameters under Information Deficiency” (ASPID). The analysis covers economic, environmental and social trends in Russia's development in 1985–2008 and assesses sustainability of this development from the point of view of multiple criteria. The results show the potential of employment of multi-criteria methods for the sustainability assessment at the macro level and offer useful insights into multidimensional nature of sustainability and the role of priority setting in the evaluation process. Such an analysis reveals the degree of harmoniousness of sustainable development policy. It shows how different sets of priorities determine the outcome of multidimensional analysis of sustainability and could potentially help in assessing progress and designing new policy instruments. This paper provides what we believe to be the first collection of data on social capital in the transition countries of Central/Eastern Europe and of the former Soviet Union. Using data from the World Values Survey 1990 and 1995 we document the degree of trust and of civic participation and find that these indicators of social capital are significantly lower than in OECD countries. The paper also provides a preliminary investigation of the link between social capital and growth during transition. Unlike in market economies, in transition countries trust is not positively related to growth; while participation in civic organisations shows a positive correlation. We also construct indicators of trust in public institutions and find positive correlations with growth rates. The positive association of civic participation with growth is robust to the use of instrumental variable techniques to control for potential problems of endogeneity. [ABSTRACT FROM AUTHOR]

Fresh groundwater, as an essential component of global water resources and a special type of mineral wealth, has a whole set of features that affect social infrastructure, the economy and the environmental well-being of the population. At the same time, groundwater is vulnerable and limited despite its replenishable nature and vast reserves. Recently, in some countries, the practice of extracting groundwater resources by private individuals on their territory has been actively spreading, but not in all states. This is considered acceptable and is enshrined in national regulations. Uncontrolled exploitation of aquifers by small water users can affect the safety of ecosystems and the depletion of drinking groundwater reserves. In this regard, the state policy and system for regulating access to groundwater resources for all subsoil users should be based on a well-thought-out concept. This article is devoted to the organizational, economic, and regulatory issues of groundwater extraction by individuals for their own needs in the Russian Federation. A comparative analysis of the state approach to groundwater extraction by private individuals in other states (mainly in the example of Germany and China) is made. The latest trends in legislation in this area are analyzed, shortcomings in the system of state regulation of groundwater use are identified, and mechanisms for legalizing the activities of individual water users are proposed. The Arctic zone of the Russian Federation is one of the most intensively developing regions of the country. Amongst the major domains of economic and industrial growth and improvement is transport infrastructure and particularly the railway network. This area is being exposed to negative factors of rapid climate change that can significantly affect and compromise this activity. Thus, it is vital to take them into account during design, construction, and operation of the railway infrastructure facilities. This work details the production of a digital atlas comprising the 1950–2021 dynamics of the main hydrometeorological parameters: air and soil temperature, precipitation, wind speed, air and soil humidity, and snow cover thickness. The maps are based on climatic data derived from the MERRA-2 (Modern-Era Retrospective Analysis for Research and Applications, version 2) reanalysis. In total there are 459, which are arranged into 7 chapters. The atlas geographically covers the western part of the Russian Arctic encompassing the regions of quite intensive transport development, which includes the construction of the Northern Latitudinal Railway. Original algorithms of geospatial data processing and their further representation as well as the maps compiled in GIS environment are discussed. Comprehensive analysis of climatic changes in the region of the Russian Arctic including detailed quantitative evaluation over 40 years is given. In the Discussion, we focus on those changes of the regional climate which, from our point of view, are the most significant for consideration by railway operators. The obtained results contribute to framing the theoretical basis of design, development, and sustainable operation of the railway infrastructure in the Arctic and facilitate the decision-making process. This is the first experience of building a specialized climatic cartographic product for the needs of the Russian railways, and to our knowledge the first atlas such as that in the world. In the future, the amassed experience may be transferred to other regions of the Russian Federation as well as similar regions in Canada, Sweden and Highland China that are also subject to significant climate change. This paper covers issues of Russia's national security in the Arctic as viewed from the military perspective. It examines the trends in the development of a reliable defense system for this country. It postulates the importance of greater defense capacity in the Russian Arctic, as nATO relentlessly builds up its military forces next to Russian borders, and the US military infrastructure continues to develop. The coronavirus pandemic caused a crisis in industrial economies, enforcing public concern. The first case of the infection in Europe occurred in Italy. Nowadays, in the field of European gas infrastructure, Italy stands as one of the leading countries transporting gaseous fuel to end users. This article provides an overview of the distribution of natural gas flows in the Italian gas infrastructure in the face of the coronavirus outspread in the country and GAZPROM's natural gas supply restrictions for European countries. Verkhnemarkovo, a small Siberian town located on an oil field in Russia's Irkutsk region, is plagued by bad roads and limited mobility. This article explores the relationship between corporate social responsibility and the wellbeing of individuals and communities, with a focus on transport and mobility infrastructure. Some oil companies, such as Irkutsk Oil Company, are tied to the sustain- ability standards of international financial institutions. The article addresses the question of why people are in limbo between the state and local operating oil companies. Contemporary life in Verkhnemarkovo is characterized by so-called infrastructural violence, which results from the lack of state support--or false promises made by the state-- and relates to good transport infrastructure. The article seeks to explicate urban warfare, its intricacies and devastating impact on civilian populations and infrastructure. Historically, many doctrinal manuals were produced emphasising that urban areas should not be added to war zones. However, as the centres of gravity, the cities have always been targets of fighting. Therefore, it is a prevalent thinking that future fights will take place in megacities and dense urban areas. The dynamics of urban warfare are relatively dissimilar from traditional warfare due to the complexity and density of critical infrastructures in urban settings. To unpack the complexity, this article raises following questions; a. Why do some states still prefer to wage urban warfare? b. How has technological sophistication altered the battles in urban areas? The data used for this article is secondary and collected from articles, official and unofficial websites, books and news. The article found that modern technologies and rapid urbanisation have altered the nature of warfare toward urban areas and technological sophistication has fundamentally changed the nature of warfare at strategic, operational and tactical levels. The article presents information on the constraints on capitalism in Russia as they relate to social infrastructure and ideology. The author focuses on managerial values as a significant element in Russia's socioeconomic transformation. As Russia attempts to denationalize its economy, a mandate has been enacted for companies to be repositioned as market driven enterprises. Consequently, managers now have greater authority and responsibility for organizational performance. A survey is discussed which assesses the values of Russian managers with regards to work-related behavior and attitudes. Opinions towards power, hedonism, and self-direction are examined. The author considers the psychological aspects of management in Russia.

The results are presented from a study of three-layer geodesic dome structures with bar fillers under their own weight. An algorithm was developed for selecting the type of structural layout used and the reference parameters chosen in terms of the technological, strength, and weight characteristics. The results of this analysis aim to make it easier for designers to determine the optimal reference parameters in the initial stage of the designing of geodetic hemispherical dome structures, the construction of which is planned to be carried out in remote areas with harsh climatic conditions. Due to the lack of sufficient ground transport infrastructure, cargo delivery to these regions is currently possible only with the help of air transport. The importance of this study rests on the lack of adequate methods for the determination of the reference parameters for geodesic hemispherical dome structures at an early stage of design. In particular, it is common for the issues regarding the transportation of structural elements as well as those that involve ensuring the strength and the technological characteristics of the structure to not be considered simultaneously. This study owes its relevance to the rapid development of the uninhabited territories of the Russian Federation in the context of the global ecological crisis caused by anthropogenic impact on the environment. The relevance of this study resides in the need to determine the key measures for a more effective application of the mechanism of public–private partnerships (PPP) in the implementation of large-scale infrastructure projects, aimed at developing the innovation potential of the Russian defence–industrial complex (DIC). Through the analysis of foreign practices of the application of PPP in the defence industry, representing a vast body of scientific and popular literature on the development of the defence industry in the U.S. and the countries of Europe and Asia, as well as a review of the domestic regulatory framework, the authors have identified the most common and key problems that are obstacles to the effective and sustainable development of PPP mechanisms, and their application not only in the civil, but also in the defence sector. This work pays specific attention to the requirements that are imposed on public and private partners in the process of implementing PPP projects in the context of SDO performance, along with the risks that are inevitably associated with the activities of each of the parties. As a result, the authors present a graphical interpretation of the algorithm for financing the state defence order (SDO) and disclose the system of interaction between the elements of a given algorithm, as well as formulating an essential recommendation for the further development of PPP in Russia.
