On-demand transit (ODT) has been widely piloted in recent years by many transit agencies in response to changing travel behaviour and preferences among people. Some agencies have adopted ODT to replace underperforming bus routes, as part of a continuous service planning process while others incorporated it within network re-design. All these trends highlight the critical need for transit agencies to have guidance for incorporating ODT into transit network planning both at the strategic, tactical, and service planning levels. Thus, the purpose of this research is to provide a discussion of the key guiding principles to facilitate the development of transit networks with integrated on-demand and scheduled services. To achieve this goal, a thorough review of the states of practice and research was conducted. Findings from the practice review were also reinforced through ODT practitioners' engagement in Canada. This paper provides discussions on the service goals and objectives of an integrated network design and highlights the key planning requirements for developing integrated networks. Canada's immigration policy is regarded globally as a best practice model for selecting highly skilled migrants. Yet, upon arrival many immigrants face challenges integrating into employment. Where immigrants settle is one factor that has been shown to impact on employment integration. In Canada, regionalization policies have resulted in more immigrants settling in small to mid‐sized cities. It is important to understand how these local systems are organized to promote immigrant integration into employment. Using a systems approach, this paper presents a case study of immigrant employment in a mid‐sized city in Ontario, Canada. Through a document review and stakeholder interviews, a systems map was developed, and local perspectives were analyzed. Results demonstrate that in a mid‐sized city, few organizations play a large role in immigrant employment. The connections between these core organizations and the local labour market are complex. Any potential challenges to the system that interfere with these connections can cause a delay for newcomers seeking employment. As cities begin to experience growth driven by immigration, there is a need to ensure local services are not only available but also working effectively within the larger employment system. At present, Canadian census tract boundaries are available in digital form for 1951 and at 5-year intervals for the 1976–2021 period; the 1956–66 census boundary files have not been digitized and associated data are not readily available for the pre-1971 period. This inhibits the mapping and analysis of neighbourhood change for a period of rapid urban and social transformation. To fill this gap, we digitized 1956–66 census tract boundaries from paper maps for all cities for which such data were disseminated. We adjusted 2006 boundaries to match georeferenced historical maps in concert with ancillary data, including topographic and cadastral maps. All decisions are documented in the files. Finally, printed profile tables for 1951 and 1956 were digitized for joining the boundary files. In Canada, municipalities are involved in an increasing number of policy areas, but they remain largely absent from the nation's system of intergovernmental relations. Municipal representatives do not attend First Ministers' meetings that gather the Prime Minister and heads of each province and territory. They are also largely excluded from intergovernmental councils or committees focused on specific policy areas. Nor do they participate in the negotiation of most intergovernmental agreements. This paper explores how Canada's intergovernmental infrastructure could be reformed to include municipalities. It does so through an analysis of how other countries have made space for municipalities in their intergovernmental processes. After drawing five lessons from international experience, the paper concludes with four approaches to reforming intergovernmental relations in Canada: (1) ensure municipalities have the capacity, voice and structures to participate effectively in intergovernmental relations; (2) increase municipal involvement in provincial policy-making, including potentially through co-governed intergovernmental councils; (3) as far as possible, eliminate unfunded mandates (ie responsibilities devolved without adequate funding to discharge them) through, for example, provincial legislation or provincial-municipal intergovernmental agreements that require consultation on the fiscal impacts of draft legislation or regulation on municipalities; (4) strengthen trilateral (national/provincial/municipal) relations, including through location-specific or policy-specific agreements, and trilateral intergovernmental councils. This paper examines how policymakers interpret and deploy cultural economy approaches within municipal economic development strategies and cultural plans. Focusing on the 33 largest municipalities in Ontario, Canada, we conduct a keyword analysis of 63 municipal planning documents, supplemented with key informant interviews with economic development and cultural planning staff. Our analysis reveals that the use of cultural economy approaches in economic development and cultural plans varies depending upon city size, municipal governance structure and municipal organizational structure. However, despite the widespread use of cultural economy ideas in planning documents, we conclude that its uptake in municipal policymaking fails to reflect its professional and scholarly popularity. Purpose: The purpose of this empirical case study is to study and explain the role of public leadership in the expansion of municipal climate action in Canada. Design/methodology/approach: In 2017 and 2018, the authors conducted13 semi-directed interviews with municipal staff and elected officials from three municipalities, a documentary analysis of primary and secondary sources. Interviews and documentation collected were also coded using the software NVIVO 12. The authors compared three municipal case studies: the City of Toronto (Ontario), the City of Guelph (Ontario), and the Town of Bridgewater (Nova Scotia). Findings: The authors found that leadership is a prominent factor explaining the expansion of municipal climate action in Canada. Municipal climate action is initiated and championed by an individual, elected officials or municipal staff, who lead and engage in the development of policy instruments to mitigate and/or adapt to climate change. These leaders facilitate the formulation and implementation of instruments, encourage a paradigm shift within the municipality, overcome structural and behavioural barriers, and foster collaboration around a common vision. Optimal municipal climate leadership occurs when the leadership of elected officials and municipal is congruent, though networks play a significant role by amplifying municipal sustainability leadership. They support staff and elected officials leadership within municipalities, provide more information and funding to grow the capacity of municipalities to develop instruments, to the point that conditions under which municipalities are driving climate action are changing. Research limitations/implications: This paper hopes to contribute to better understand under what conditions municipalities drive change. Originality/value: There is an international scholarly recognition that municipalities should be further explored and considered important actors in the Canadian and international climate change governance. Gore (2010) and Robinson and Gore (2015) highlighted that we are yet to understand the extent to which municipalities are involved in climate governance in Canada. This paper examines the political history of the failed struggle to require companies to justify their plant closing decisions in Canada's industrial heartland of Ontario. Demands for the public review of plant closing decisions began, locally, in the auto town of Windsor in the 1950s and 1960s and reached Toronto with the closure of Dunlop Tire in 1970. Another wave of closures struck in 1980, this time reaching deep into rural and small-town Ontario as well as larger industrial towns and cities, generalizing concern. The resulting Select Committee on Plant Shutdowns and Employee Adjustment, created by the Ontario legislature, took it upon itself to conduct the kind of public review of recent closures that was long demanded. Due to the strength of the political opposition to any interference with management rights, it was essential that proponents could point to precedents in Western Europe. Trade unionists also grounded their argument in favour of government regulation in the moral economy idea that long-service workers accrued a proprietary right to their jobs. [ABSTRACT FROM AUTHOR]

The paper transposes aspects of the histography of Fernand Braudel to the exploration of planning. It explores the extent to which different time scales, dominated by a longue durée perspective, reveal different facets of the history of planning and of how it operates. Lesser time scales focus on specific events while long perspectives bring to light durable aspects of planning, such as those relating to its embeddedness within fundamental relations between the state and the market economy. The paper contends that planning history and theory are largely shaped by a middle-scale histography, focussed on the succession of periods in the evolution of planning and on how they mark its progression. It proposes to counterbalance this historical perspective with a long-term historical lens highlighting persistent dimensions of planning, many referring to the fundamentals of its political economy. The paper argues that a full understanding of planning requires a consideration of different historical scales. The object of study is Downtown Toronto planning and development since 1945. A medium time scale identifies three distinct phases in Downtown Toronto history over this period, while a long-term perspective reveals how this district evolved with remarkable consistency into an expanded and diversified downtown during these years. This paper examines indigeneity and spatial production in the city of Winnipeg, home to the largest urban Indigenous population in Canada. Using data from semi‐structured interviews with Indigenous inhabitants, municipal officials, and Indigenous leaders, this paper argues that the right to the city and to difference are deradicalized for urban Indigenous communities. Indigenous engagement in processes of everyday urbanism occurs through broadly participatory public consultation and through mechanisms designed by City Hall to communicate with Indigenous communities about municipal initiatives. To arrive at a more robust and meaningful Indigenous urban visibility in Canadian cities, spatial production and programming mechanisms will need to be reconstituted. Guided by the perspectives of Indigenous participants, this paper considers some of what Indigenous urbanism might yet entail. Fulfilling coexistence and reconciliation is dependent on enabling Indigenous urbanism to guide the course taken in urban governance, spatial planning, and the built environment of Canadian cities. Many commentators are concerned about automobility's ill-effects and seek a shift away from auto dependence towards more sustainable transport. Little research, however, considers the ways that parent-child mobilities are linked to such a transition. Through the lens of social practice theory, this paper explores how parents travelling with young children preserve and challenge automobility as they enact auto dependency, multimodality and altermobility. The paper argues that it is vital to understand these practices for identifying 'cracks' in automobility and the possibility of more sustainable and equitable daily mobilities. Injuries have become devastating and often under-recognized public health concerns. In Canada, injuries are the leading cause of potential years of life lost before the age of 65. The geographical patterns of injury, however, are evident both over space and time, suggesting the possibility of spatial optimization of policies at the neighborhood scale to mitigate injury risk, foster prevention, and control within metropolitan regions. In this paper, Canada's National Ambulatory Care Reporting System is used to assess unintentional and intentional injuries for Toronto between 2004 and 2010, exploring the spatial relations of injury throughout the city, together with Wellbeing Toronto data. Corroborating with these findings, spatial autocorrelations at global and local levels are performed for the reported over 1.7 million injuries. The sub-categorization for Toronto's neighborhood further distills the most vulnerable communities throughout the city, registering a robust spatial profile throughout. Individual neighborhoods pave the need for distinct policy profiles for injury prevention. This brings one of the main novelties of this contribution. A comparison of the three regression models is carried out. The findings suggest that the performance of spatial regression models is significantly stronger, showing evidence that spatial regressions should be used for injury research. Wellbeing Toronto data performs reasonably well in assessing unintentional injuries, morbidity, and falls. Less so to understand the dynamics of intentional injuries. The results enable a framework to allow tailor-made injury prevention initiatives at the neighborhood level as a vital source for planning and participatory decision making in the medical field in developed cities such as Toronto. The impacts of automation and emerging technologies on federal, provincial, and local economies have direct implications for labour markets across the country and require a policy response. Taking into account the impacts of the global COVID-19 pandemic on economies and workforces across the country, this paper reviews the policy choices available to various levels of Canadian governments and businesses in response to the challenges posed by automation. It concludes that reskilling workers, closing economic gaps between rural and urban areas, and preparing for widespread automation are just some of the ways that policymakers, business leaders, and local employers can prepare for, and address, the effects of emerging technologies. • Bike-sharing networks have a small-world property. • The connectivity of bike stations is highly related to their accessibility, while not to their intermediateness. • The spatial distributions of connectivity and accessibility of bike stations have a strong spatial autocorrelation. • Bike-sharing networks have a polycentric structure. To solve the last-mile problem and promote low carbon transportation, hundreds of cities around the world have launched bike-sharing services. A growing number of studies have been mining bike-sharing data from different cities to understand bike-sharing systems. However, there is still a lack of comprehensive understanding of a bike-sharing network structure. Thus, this paper attempts to use complex network theory and spatial autocorrelation analysis approaches to examine structural properties of bike-sharing systems, quantify the importance of bike stations in the network, and evaluate their spatial clustering patterns. This research analyzes bike-sharing trip data from five different sized bike-sharing systems in the United States, Canada, and China. The results of network analysis reveal that the bike-sharing networks have a small-world property with a small average path length and a high clustering coefficient. Compared with medium-scale networks, the connectivity and accessibility of bike stations are relatively low in the large-scale bike-sharing network. Also, the connectivity of bike stations is positively related to their accessibility while they are not highly correlated with their intermediateness. The spatial clustering analysis results indicate that the spatial distributions of connectivity and accessibility of bike stations have a strong global spatial autocorrelation. Also, the stations with high connectivity and accessibility are concentrated in the urban centers, and the stations with low connectivity and accessibility are clustered in the periphery of the urban areas. However, their intermediateness does not show a strong global spatial clustering pattern, which implies that bike-sharing networks consist of multiple sub-groups. Canada has been celebrated in popular and academic work for its relative immunity to nativist populism. No competitive nativist party has recently emerged in federal politics that challenges the mainstream consensus around mass immigration, unlike virtually every other postindustrial democracy. This paper argues that existing explanations for this "exceptionalism" are lacking. In particular, they fail to appreciate the importance of Quebec nationalism in contributing to this outcome. Quebec nationalism fractured the stronger anti‐immigration sentiment found in rural and smaller urban areas in both Quebec and Anglophone Canada and thereby prevented right‐wing parties from mobilising that sentiment in a way that could feasibly win elections. This forced such parties to moderate their message and court "ethnic voters" in suburban ridings around Toronto and Vancouver. Set within the framework of the birthplace effect literature and the seminal work of Curtis and Birch, this paper draws information from the publicly available database www.hockeydb.com and from the Census to examine the hometowns of Canadian National Hockey League (NHL) players from 1970 to 2015. It found that from a regional perspective, the distribution of players' hometowns remained fairly stable over the 46-year period with Ontario and the three Prairie provinces being prominent. Players from small centres have been well represented in the NHL. While larger urban areas have historically produced the most players, there has been a marked increase in 'big city' players while the odds of making it are low. However, when the analysis is adjusted according to the population aged 10-19, boys growing up in small and mid-sized centres were at advantage in reaching the NHL until 2009. Finally, we discuss whether the growing presence of big city players in the NHL will affect the image of hockey as a national sport, as for many, small-town hockey remains at the heart of Canadian sporting culture. In power systems, an asset class is a group of power equipment that has the same function and shares similar electrical and/or mechanical characteristics. Predicting failures for different asset classes is critical for electric utilities toward developing cost-effective asset management strategies. Previously, physical age based Weibull distribution has been widely used for failure prediction. However, this mathematical model cannot incorporate asset condition data. As a result, the prediction cannot be very specific and accurate for individual assets. To solve this important problem, this paper proposes a novel and comprehensive data-driven approach based on asset condition data: K-means clustering as an unsupervised learning method is used to analyze the inner structure of historical asset condition data and produce the asset conditional ages; logistic regression as a supervised learning method takes in both asset physical ages and conditional ages to classify and predict asset operation statuses. Furthermore, an index called average aging rate is defined to quantify, track, and estimate the relationship between asset physical age and conditional age. This approach was applied to a medium-voltage cable class in an urban distribution system in West Canada. Case studies and comparison with standard Weibull distribution are provided. Climate change poses risks to coastal cities due to sea-level rise and changes in storm surge. Using the contingent valuation method and payment card format, this paper seeks to estimate residents of Halifax Regional Municipality's willingness to pay (WTP) for protection from flooding impacts from storm surge. The contribution of this study is the application of this method in a previously unstudied region, to understand individuals' perception of risk and WTP to avoid damage, in order to inform policy aimed at protecting against damage due to sea-level rise and storm surge. WTP is estimated without and with the expectation of future climate change, and also for public vs. private goods. Data is analyzed and compared using OLS, Heckman two-step and Tobit Interval regression models. Results suggest that on average, WTP is roughly $12 per month per household over a ten-year period without the expectation of climate change, and roughly $13 per month per household assuming climate change will have negative impacts in the region. Individuals are most often willing to pay to protect against damages to public infrastructure, as well as power outages. Income and education do not play a major role in individuals WTP. Whether it's a big city or a small town, all Canadian municipalities have core issues that their elected politicians are concerned about. Regardless of size, the daily business of a municipality must be managed and policies determined about such bread-and-butter issues as garbage collection, snow removal, wastewater and sewage, fire protection, economic development and fixing potholes. However, when size increases, so do the layers of issues that engage municipal politicians. This paper examines the results of a cross-Canada survey of more than 1,000 mayors and councillors from communities ranging in population size from 5,000 to more than two million. With an increase in population size, the numbers and complexity of issues creep up as well. Tiny municipalities typically aren't concerned with issues such as immigrant settlement, homelessness and public transit. Those issues are much more pressing for larger municipalities. A focus on some types of issues, such as public transit, grows right alongside population growth. The physical size of large municipalities means they contain a population whose needs are naturally more diverse than they are in smaller cities, towns and villages, thus shifting politicians' concerns to such things as homelessness and climate change. However, issues such as relations with Indigenous people and climate change also tend to hold regional, not just municipal, importance. They may be extremely important to a small municipality because of its geographic location and less important in a larger municipality located elsewhere. For example, municipal politicians in British Columbia reflect regional concerns with their emphasis in the survey on the importance of tackling homelessness, affordable housing, climate change and Indigenous relations. Yet, next door in Alberta, Indigenous relations and climate change ranked in the survey as being of low importance, along with climate change, despite the presence of two cities in the province with populations hovering around the million mark. The number one issue for municipalities regardless of size is economic development, since job creation and attracting investment are key for a healthy municipality regardless of its location or size. And nearly every politician surveyed listed planning, water supply and transportation infrastructure (roads, highways and bridges) as being of deep importance to their communities. Of almost equal importance in the survey were a second slate of issues including emergency planning, parks and recreation, public health, solid waste removal and policing. The results of this survey are intended to lay the groundwork for future researchers who want to focus on specific problems in the area of urban policy-making. Those who want to study the bread-and-butter issues can do so among a wide range and size of municipalities, knowing that these issues are vital to all. Those with an interest in homelessness and immigrant populations can focus on the big cities while being assured they are not missing out on key points among smaller communities. The 21st century economy is knowledge-intensive, creative and flourishing in larger urban centres. Less is known about how smaller urban centres are faring in this new economy. This research aims to fill that gap by exploring whether mid-sized cities, in a designated growth area in Ontario, Canada, can leverage the knowledge economy and foster local economic development to help revitalize their ailing downtowns. Through a case study approach, this research looks at the role that coworking, or shared workspaces, can play in the local economy of mid-sized cities in Ontario. Recognizing the role that community-based actors play in urban affairs, this paper uses a local economic development framework to explore the role of coworking spaces in the urban economic fabric of mid-sized city downtowns. Survey responses and interviews, coupled with insights from global surveys on coworking and a literature review, begin to tell the story of how economic change is playing out in mid-sized cities, illustrating the importance of an innovative, collaborative and inclusive approaches to city building and local economic development. With over a decade having passed since the inception of the provincially led growth plan in Ontario, there is an opportunity to explore how cities have adapted to meet the challenges of this regional-scale plan. The Growth Plan for the Greater Golden Horseshoe seeks to mitigate the negative effects of decades of sprawling development by focusing on building dense, urban, transit-connected communities. While the growth plan has a primary focus on municipalities in the Greater Toronto Area, it is also inclusive of smaller urban centres that sit outside of the province's Greenbelt. These mid-sized cities have a history of downtown decline and dispersed urban form. With the inclusion of mid-sized cities in the growth plan, however, there is an opportunity to explore the strategies smaller municipalities are using to attract public and private investment and achieve residential and employment provincial targets in their core areas by 2041. Th rough a case study approach, focused on downtown Guelph, Ontario, this paper argues that the growth plan can serve as a catalyst to alter the planning paradigm in mid-sized cities, and that through locally led community planning efforts, and a range of site-specific incentives, mid-sized cities can begin to revitalize their downtowns and reverse core area decline. This paper explores the impact of urban social divisions and changing race relations on the experiences of disadvantaged youth living on the periphery of two Canadian cities: Vancouver and Toronto. We analyze a cross-national subsample of 60 disadvantaged youths’ perceptions of urban social conflict and changing race relations in their city and school. We raise the larger question of how and why economically disadvantaged young people might embody particular understandings of safety, race, the other and security in different spatial registers of the city. This paper analyzes the transferability of a composite walkability index, the Pedestrian Index of the Environment (PIE), to the Greater Montréal Area (GMA). The PIE was developed in Portland, Oregon, and is based on proprietary data. It combines six urban form variables into a score ranging from 20 to 100. The measure introduces several methodological refinements which have not been applied concurrently in previous efforts: a wide coverage of the different dimensions of the urban form, together with the use of a distance-based decay function and modelling-based weighing of the variables. This measure is applied to the GMA using local data in order to evaluate the feasibility of its transfer (the possibility of locally replicating the measure). It is then included in a series of mode choice models to assess its transferability (the capacity of the measure to describe walkability and predict mode choice in another urban area). The models, segmented by trip distance or trip purpose, are estimated and validated against observed trip data from the 2013 Origin-Destination survey. Significant positive correlation is found between the PIE and the choice of walking for short trips, for all purposes as well as for four specific trip purposes. The inclusion of the PIE also improves the accuracy of the modelling process as well as the prediction of the choice of walking for short trips. Plug-in hybrid electric vehicles (PHEVs) have the potential to decrease greenhouse gas emissions given certain power generation profiles. The adoption of PHEVs is associated with significant social, economic, environmental, and health benefits. However, most researchers in literature generally estimate emissions using national averages of emission data. The purpose of this paper is to address this gap. Specifically, we estimated CO 2 emissions of PHEVs using a life-cycle analysis in 8 Canadian cities (Vancouver, St John's, Charlottetown, Halifax, Montreal, Toronto, Regina, and Calgary). We found that across Canada the varying electricity generation profiles affected the potential reduction benefit in life-cycle CO 2 emissions. For example, 95% of the energy in the province of Alberta was generated from fossil fuels, which emited a high amount of GHGs. Consequently, Calgary (city located in Alberta) had the highest CO 2 life-cycle emissions for PHEVs, where electricity generation accounted for 61% of the total emissions. Conversely, the provinces of British Columbia (BC) and Quebec (QC) used 86% and 98% clean energy, respectively. The cities evaluated in our analysis that are located in these provinces (i.e., Vancouver, BC and Montreal, QC) presented the lowest CO 2 emissions from electricity generation with less than 4% of the total PHEV emissions. Our study provides insight for policy makers about direct investment in EV incentives across Canada and where these incentives could be focused. Decreasing spatial transaction and trade costs have given rise to growing economic specialization of cities. While most studies focus on industries as the primary manifestation of urban specialization, a growing body of literature examines occupational functions, i.e., activities and tasks performed within a given industry or firm. This paper explores how the two dimensions (industries and functions) interact across the urban system and their relative importance over time. Is there a trend toward increasing functional specialization in the Canadian urban system? How much of this phenomenon is attributable to spatial shifts in regional industrial structures as opposed to spatial divisions within industries? The paper uses a unique data set drawn from Statistics Canada Census microdata files between 1971 and 2006. Based on the employed population, the data are spatially organized and cross-tabulated over industries and occupational groups. A decomposition methodology is used to compare the relative weights of industry and regional (functional) effects in accounting for the changing spatial division of functions across Canadian urban areas. Clear patterns of increasing functional specialization are found within the Canadian urban system. Regional effects are generally greater than industry effects, suggesting that spatial divisions of functions (spatial shifts within industries) are progressing more rapidly than regional shifts in industrial structure. Gay villages have been developing as a feature of Western cities since the 1980s. By the 1990s, their markets diversified and expanded and they were redefined as 'queer' sites. While the incorporation of lesbian nightlife into gay villages played a pivotal role in this diversification, their participation has received limited attention in the urban studies literature. This paper, therefore, uses a case study of Montréal to analyze the relationship between lesbian identities and the production of commodified 'queer space' in the city's Village gai in the 1990s. In contrast with the literature that stresses their exclusions, I argue that this site was productive in terms of reworking lesbian identities. I begin by examining the development of the gay village as a location for lesbian nightlife in the 1990s. Next, I analyze the changing content of lesbian bar advertisements that came with this relocation. Finally, I use in-depth interviews with lesbians regarding their perceptions of the Village, its nightlife spaces and emerging Village lesbian identities. In this paper, panel regression analysis is used to examine the fiscal impact of urban growth on per-capita or perhousehold expenditures of providing municipal services in the province of Ontario, Canada. Three variables are used to measure growth: households, population and assessment. Using a panel data set for 68 municipalities, we find that for the most part, urban growth has no effect on per-capita or per-household expenditures. Background: The regulation of sex work is contentious in all countries, including for governments, the public, and sex workers themselves. Research shows sex workers' perspectives are ignored during policy formation in most cases. This is despite the fact they have unique insider knowledge and are directly affected by the policies that are enacted. Methods: We analyzed the accounts of a heterogeneous sample of adult sex workers (N = 218) residing in different urban cities in Canada to find out their views on current laws and their recommendations for reform. The interviews were conducted in 2012-2013 prior to the implementation of the 2014 Protection of Communities and Exploited Persons Act. The paper thus provides an opportunity to compare the changes desired by Canadian sex workers with changes put into law by the Act. Results: Although the interview questions did not directly ask about the current legal system, 121 expressed an opinion. Three main themes emerged from the qualitative analysis: (1) the challenges that criminalization posed to sex workers; (2) the workers' suggestions for legal reform; and (3) potential issues with legal reform. Conclusions: We discuss the contributions our qualitative findings make to the scholarship on sex work regulation and call for further research that includes sex workers' voices in decision-making regarding changes to policies affecting their lives. The paper looks at arts-related employment in 135 Canadian urban areas over 35 years (1971–2006), successively examining location patterns, co-location with knowledge-rich industries and impacts on employment growth. Arts-related employment is found to be highly concentrated in the very largest urban centres, with no indication of change. Smaller places with particular attributes (attractive natural setting, proximity to large urban centres) are increasingly successful in attracting arts-related activities, but this is not necessarily associated with stronger employment growth or the development of knowledge-rich industries. Evidence of co-location with knowledge-rich industries is weak, but stronger for larger cities. No consistently significant relationship exists with employment growth. This holds true for all cities, irrespective of size. The transformation of inner city spaces has been dominated by explanations stressing political economy factors such as rent gap and cultural factors such as urban amenities. This paper takes a diff erent approach in that it uses the tools of urban semiotics to show how the representations of space in a downtown location of protracted decline in the Canadian city of Calgary are transformed discursively and experientially to produce a different image for a diff erent social class. What made this reimaging of space so critical was the fact that the displacement of the existing population was rejected which called for a powerful and aggressive semiotic reinterpretation of the area. The semiotic strategies are discussed in relation to the material changes which reveal the contradictions and dilemmas in attempting to create a mixed class community through revitalizing imagery rather than merely redevelopment. The asset-based welfare approach, which has foremost encouraged homeownership, has led to rising homeownership rates, house prices and household debt levels. While this shift has helped raise the net worth of some among the middle and working classes who own property, the implications for the spatial distribution of wealth in cities have not yet been explored. This paper examines the spatial implications of the rise of policies promoting asset-based welfare, by examining statistically how variables related to homeownership rates and housing prices relate to measures of urban wealth segregation among neighbourhoods. Canadian cites are used as the main case study for the empirical analysis. The findings suggest that while homeownership in general has an equalizing effect, rising rates of homeownership (and to some extent, rising house prices) are associated not with greater spatial equalization and dispersal of wealth, but instead with greater spatial segregation and concentration of wealth within cities. Urban centres in the US, Britain and Canada have responded to identified visible 'social problems' such addiction, mental health and homelessness by providing some supportive housing for the urban poor and marginalized. While some critics have questioned what supportive housing specifically entails in terms of the built environment, what remains under explored, though a growing area of concern, is the relationship between surveillance and supportive housing for urban residents identified as having addiction and mental health problems - a gap addressed in this paper. Drawing upon qualitative ethnographic observational data we examine some of the measures of control and coercion that are encroaching into social housing primarily established for poor and marginalized people with addiction and mental health problems in the urban centre of Vancouver, Canada. We witnessed three modes of regulation and control, that vary widely, among the residencies observed: physical surveillance technologies; site-specific modes of coercion; police presence and staff surveillance, which all together impact the everyday lives of residents living in low-income and supportive housing. We argue that supportive housing has the potential to provide its intended commitment - safe and secure affordable housing. Abstract: This paper aims at estimating the economic impact of a supply change in the bus transit service in a Canadian city of medium size. By using a quasi-experiment approach and a difference-in-differences (DID) estimator, it evaluates the impact of the introduction of a rapid bus transit (RBT) in Quebec City (Canada) through a spatio-temporal analysis of house price variations. The hedonic price model shows that the new service generates an increase in house price ranging from 6.9% to 2.9%, for those properties located close to the service corridor where the population is quite dense and where the service was offered initially. Using sales transaction data and municipal assessment records from 1997, the effect on price is translated into an economic impact for the whole region. The paper shows that the improvement in public transit supply generates, for Quebec City, a significant fiscal impact estimated to $6M and a plus-value for properties owners close to $35M over 12years. Abstract: Recent advancements in computing and geographic information systems (GIS) have revolutionized the development of planning support systems (PSSs) to study and simulate the future of travel demand in urban areas. While travel demand models have been widely developed and used to inform the urban planning process, very little has been done to explicitly account for demographic changes and the ageing of population within such models. The work in this paper bridges this gap by describing the development and application of IMPACT (integrated model for population ageing consequences on transportation), a GIS-based PSS capable of assessing the ramifications of demographic changes, including population ageing, on the performance and usage of urban transportation systems. Unlike existing operational PSSs, IMPACT possesses unique and novel features that enable it to model demographic changes and urban travel demand for various age cohorts. Through the simulation of scenarios for varying fertility rates, the paper explores and quantifies the impacts of ageing and population age-structure changes on travel patterns in the census metropolitan area (CMA) of Hamilton in Ontario, Canada. The analysis suggests a consistent increase in the number of trips and mobility levels of elderly drivers, as a result of population ageing over time. Furthermore, increases in fertility rates could significantly impact the usage and performance of the transportation system for certain periods of the day, by the year 2031. Results such as these are important to consider when planning the future of cities. The findings in this paper provide new insights into the future of urban travel in the Canadian context. There is growing attention across the social sciences to the mobility of people, products, and knowledge. This entails attempts to extend and/or rework existing understandings of global interconnections and is reflected in ongoing work on policy transfer—the process by which policy models are learned from one setting and deployed in others. This paper uses a case study of the development of an innovative approach to drug policy in Vancouver, British Columbia to deepen our understanding of what I call 'urban policy mobilities.' It details the often apparently mundane practices through which Vancouver's 'four-pillar' drug strategy—which combines prevention, treatment, enforcement, and harm reduction—was learned from cities outside North America and is now increasingly taught elsewhere. In doing so it draws on a neo-Foucauldian governmentality approach to emphasize the role of expertise (specialized knowledge held by many actors, not just credentialed professionals) and the deployment of certain powerful truths in the development of the policy. The paper concludes by discussing the spatialities of urban policy mobilities and raising questions about the political and conceptual importance of also maintaining a focus on the causes and consequences of policy immobilities. Based on the evidence obtained in qualitative studies, Massey and Denton argued in their 1988 paper ("The dimensions of residential segregation" Social Forces 67 281-315) that the residential segregation of ethnic or racialized groups is a complex and multidimensional phenomenon and, therefore, should be measured along several dimensions simultaneously. In a systematic review and analysis of all segregation measures proposed to that date, they identified five conceptually distinct dimensions of ethnic segregation—evenness, exposure, concentration, centralization, and clustering—and 'best indices' to measure them. This index-based approach has achieved a 'canonical' status and has been employed in numerous studies of segregation patterns. However, it is often overlooked that the structure of ethnic residential segregation uncovered by Massey and Denton is specific to the context in which segregation takes place--that is, the residential segregation of ethnic and racialized groups in US cities. This paper attempts to assess the utility of Massey and Denton's five-dimensional structure of segregation for the study of settlement patterns of Aboriginal people in Canadian metropolitan areas. As part of a broader process of inter-urban competition, city governments have increasingly sought to ‘position’ themselves as centres of creativity. In these branding initiatives, culture is viewed as a tool of urban regeneration and economic development. Our paper examines the case of Commerce Design Montréal, an annual design competition run by the City of Montréal, which aims to brand Montréal as a centre of design. Commerce Design Montréal is an example of a ‘fast’ policy initiated by the state, but carried out by business owners and citizens. As such, it represents a downloading of the responsibility for economic development to the private or individual scale and adopts only a partial view of the varied actors and uses that are implicated in the design process. This paper seeks to develop a comparative framework through which to study the effects of immigration-driven demographic change in the ethno-cultural composition of municipal populations on municipal politics and governance in Canada. It asks two central questions. First, how do municipalities respond to dramatic change in the ethno-cultural composition of their populations? Second, what explains the variation in municipal responsiveness to the concerns and policy preferences of immigrants and of ethno-cultural minorities? The paper develops a typology of municipal responsiveness to immigrants and to ethno-cultural diversity to characterize patterns in policy outputs in multiculturalism policy at the local level. Furthermore, in the quest to explain local policy behavior, it brings together two theories – urban regime theory and the social diversity thesis – arguing that the ethnic configuration of municipal societies structures the likelihood that local leaders will coalesce in urban regimes with multiculturalism goals as well as influences the dynamics of the governing arrangements. The paper engages these theoretical ideas with the findings of a comparative study of seven highly diverse municipalities in some of Canada's most numerically significant immigrant receiving city-regions. By showing how local context and politics matter, the paper challenges traditional conceptions of municipal agency in Canada that portray municipalities as mere creatures of provinces rather than as important democratic governments. Canadian municipalities have direct or indirect control or influence over approximately 52% of greenhouse gas emissions. As early as 1988, some Canadian municipalities embraced the challenge of climate change and through municipal programs recorded emissions reductions. Given the recent publication of the Government of Canada's climate change plan which clearly emphasizes a prominent role for municipalities in meeting greenhouse gas emission reductions, and equally, the federal government's declared intent to provide further financial support to cities and communities through its ‘New Deal for Cities and Communities’, it is important to consider the potential role that Canadian municipalities can take in responding to climate change, and most importantly, the barriers they face in responding. Based on these observations, this paper presents evidence from a survey of 392 Canadian municipalities (all municipalities with populations of more than 10,000 people) conducted between the summer of 1998 and spring of 1999. The survey provides information on a key issue, which despite the date of the survey remains centrally relevant today: barriers to Canadian municipal response. Building on both quantitative and qualitative results from the survey data and updated information on the number of municipalities participating in Federation of Canadian Municipality (FCM) climate change programs, the paper concludes with recommendations as to how municipal capacity to respond to climate change can be increased. Substantial efforts in housing and community development have been focussed onto the West Broadway neighbourhood of inner city Winnipeg in order to stem processes of decline. This paper focuses on the effects of housing work in which residential buildings have been purchased and / or renovated with the support of public or philanthropic resources. Beyond the upgrading of housing stock and the provision of improved quality accommodation, the impacts of such housing work are poorly understood. The paper seeks to document and interpret the relationship in space and time between supported housing work and improvement to the stock undertaken without support. It finds that in some cases in West Broadway, assisted housing work appears to have had a stabilizing influence on the local area and in others there are indications that private sector activity has concentrated near assisted interventions. Indications of gentrification pose particular tasks for community development workers and funding agencies in West Broadway and provide lessons for this work in other areas. [ABSTRACT FROM AUTHOR]

It has been argued that collaborative and associative forms of governance can enhance the economic competitiveness of cities and regions. Institutionalist approaches to urban and regional economic development have been particularly influential in emphasising the potential role that collaboration between firms, governance agencies, labour and supporting institutions can play in enabling communities to promote progressive competitiveness. At the same time, there has been relatively little discussion and empirical analysis of the actual process of institutional change and institution-building that characterise city-regions situated in liberal political economies that are not historically endowed with 'pre-existing' stocks of social capital and associative governance. In addition, institutionalist perspectives on urban and regional economic change have produced economistic explanations, while underplaying the importance of political factors. This paper offers an analysis of the various institutional barriers to associative governance by examining the case of 'Canada's Technology Triangle', a city-region which has experienced several attempts to develop associative governance institutions since the early 1990s. The evidence from this case study suggests that the experience of institution-building in this city-region has been intertwined with a struggle to create a regional scale of engagement for a range of governance actors. The analysis in this paper demonstrates the importance of paying careful attention to the factors that shape the political mobilisation of actors into associative institutional structures. Using the example of the Saint-Roch district in Quebec City (Canada), this paper is an analysis of the rhetoric of urban discourse which for the last decade or so has driven and justified the revitalization project of older urban areas in North American cities. The goal here is to add from a cultural geography perspective to the understanding of this so-called new urbanism which seems to have great success in both practice and public opinion. This paper will firstly demonstrate that this discourse is built essentially as a self-criticism, since its fundamental principle is to recognize the failure of post World War II urbanism which favored the renewal of older urban areas through large scale demolition and systematic reconstruction. Next, this paper explains that on this basis a set of figures has emerged which have paradoxically been used to justify: (1) the protection of built heritage while at the same time allowing for innovative uses of this heritage; (2) the diversity of uses of urban heritage while at the same time actively excluding certain options; (3) the necessity for participatory urbanism while at the same time acknowledging the impossibility of including certain social categories. This paper explores the contribution certain large Canadian cities may make to the over-representation of aboriginal people in the criminal justice system. The nine cities under study are large urban areas known in Statistics Canada terms as Census Metropolitan Areas (CMA's). The cities are located in eight provinces, and represent Western, Prairie, Eastern and Atlantic Canada. For the analyses, a variety of Statistics Canada and Department of Indian Affairs and Northern Development (DIAND) data, as well as Canadian Centre for Justice Statistics (CCJS) and Correctional Services Canada (CSC) data on aboriginal offenders and over-representation and other aboriginal criminal justice research, were analysed. The paper explores a number of theoretical concepts such as social disorganization, social learning theory, and posits others to understand the urban reality for aboriginal populations and, from that, regional variation in over-representation. Prairie cities appear to contribute disproportionately to the over-representation problem and advantage and disadvantage are disproportionately distributed in urban centres across the country. The nine cities are grouped into high, medium and low “contribution to over-representation” cities based on the demographics of their aboriginal populations. The paper suggests that more research is required to understand how advantage and disadvantage are bestowed on reserve and, by implication, on urban aboriginal populations. [ABSTRACT FROM AUTHOR]

This article juxtaposes insights from recent urban policy mobilities scholarship on circulating knowledges with an in-depth examination of a longstanding (1976-2013) amalgam of groups and individuals whose focus is safer cities for women and girls. The article addresses three gaps. One, it is an empirical study that draws on in-depth knowledge of its authors to shed light on gender informed efforts to shift circulating knowledges relevant to policies to advance gender equality goals in cities. Two, it examines this terrain with a focus on a variety of actors who are not typically acknowledged as 'policy-makers'. Three, it provides new insights about the "connective tissue" of policy-making and in particular, the potential power of a methodological approach that recognizes the benefits of linking together women as 'experts in their own lives' with professionals who have 'a taste for justice'. The paper does so by highlighting three distinct ways in which such knowledge mobilization occurs, including: i) the takeup and adaptation of an already mobilized methodology called the Women's Safety Audit; ii) the circulation and engagement of both local and non-local people experts; and iii) organizational support for circulating knowledges and policy mobilities. Research finds that non-indigenous peoples often hold negative racial attitudes towards indigenous peoples. Contact theory suggests that interpersonal contact can positively influence majority group members' attitudes regarding minority group members, raising the question of whether indigenous population growth in cities will alter non-indigenous peoples' attitudes. Using original 2014 survey data, this paper examines the relationship between interpersonal contact and racial attitudes in Canadian prairie cities. The analysis finds that while personal ties to aboriginal peoples are correlated with lower new and old-fashioned racism scores, general contact with aboriginal peoples only correlates with old-fashioned racism scores. As such, growing urban indigenous populations -- and thus increased aboriginal-non-aboriginal general contact -- alone should not be expected to result in positive racial attitudes. This research advances understanding of contact theory by considering how education interacts with interpersonal contact, and informs on-going dialogue about current racial relations between non-indigenous and indigenous peoples in Canadian prairie cities. The paper traces neighbourhood change in central Halifax, Canada, from 1951 to 2011 to consider how urban renewal policies and other factors may have influenced who lives downtown. In the 1950s planners advocated slum clearance and modernization to permit commercial expansion in the city centre. Subsequent decades saw central neighbourhoods decline. By the 1980s population began to rebound as planning policy increasingly promoted residential uses downtown. Over the 60 years central Halifax transitioned in character: three of the central tracts became increasingly affluent, while the fourth went from close to the city average to a low-income tract. The trajectories that neighbourhoods follow depend on several factors including societal changes, economic conditions, public policy interventions, and decisions made by other significant institutions (such as universities). Climate change is a likely addition to the unpredictable challenges urban communities will face. Enhancing urban forests has gained prominence as a climate adaptation tool in cities. The fact that urban forests are also vulnerable is now starting to emerge. Many urban forest management professionals do not know how to take climate change into account and what aspects of urban forest vulnerability to climate change to prioritize. Bringing climate change to the forefront of the decision-making process in urban forest management, and urban forests to the forefront of urban climate issues, is important to urban forest success. This paper presents an exploratory assessment of vulnerability to climate change in the Canadian urban forests of Halifax, London, and Saskatoon. The objectives of the assessment were to: 1) identify the elements of urban forest exposure and sensitivity to climate change, the nature of the expected impact, and the adaptive capacities that exist in these three urban forests; 2) assess which of these elements contributes more to urban forest vulnerability to climate change; and, 3) elicit adaptive strategies based on this information. The method used was participatory and expert-based and allowed for a systematic evaluation of vulnerability. Exposures related to drought, heat stress, and wind, susceptibility of urban trees to insects and diseases, and the sensitivity of young trees and tree species with specific temperature and moisture requirements, are the main concerns regarding the vulnerability of urban forests to climate change in these three cities. In this paper, environmental sustainability performance assessment of 27 U.S. and Canada metropoles is addressed. A four-step hierarchical fuzzy multi-criteria decision-making approach is developed. In the first step, the proposed methodology is established by determining the sustainability performance indicators (a total of 16 sustainability indicators are considered), collecting the data and contacting experts from academia, U.S. government agencies and within the industry. In the second step, experts are contacted and the entire list is finalized; sustainability performance evaluation forms are delivered; and then expert judgment results are obtained and quantified, respectively. In the third step, the proposed Multi-criteria Intuitionistic Fuzzy Decision Making model is developed and sustainability performance scores are quantified by using the collected data, multi-criteria decision making model and sustainability indicator weights obtained from expert judgment phase. In the final step, the sustainability scores and rankings of the 27 metropoles, results analysis and discussions, and statistical highlights about the research findings are provided. Results indicated that the average sustainability performance score is found to be 0.524 over scale between 0 and 1. The metropole with the greatest sustainability performance score is found to be New York with 0.703 and the poorest performing city is identified as Cleveland with 0.394. The results of the statistical analysis indicate that the greatest significant correlations are obtained with carbon dioxide (CO 2 ) emissions per person (−0.749 – significant negative correlation with sustainability performance score) and share of workers traveling by public transport (+0.753 – significant positive correlation with sustainability performance score). Despite the existing knowledge that urban rapid rail transit has many effects on surrounding areas, and despite some attempts to understand the links between transit and gentrification, there remain methodological gaps in the research. This study addresses the relationship between the implementation of urban rapid rail transit and gentrification, which is conceived of as an event. As such, an event analysis approach using ‘survival analysis’ is adopted as the statistical analytical tool. It tests whether proximity to rail transit is related to the onset of gentrification in census tracts in Canada’s largest cities. It is found that proximity to rail transit, and to other gentrifying census tracts, have a statistically significant effect on gentrification in two of the three cities analysed. By providing a methodological framework for the empirical analysis of the impact of urban rail transit on gentrification, this paper is a reference for both researchers and transportation planners. This paper investigates the fuel efficiency of commercial hybrid electric vehicles (HEVs) and compares their performance with respect to standard gasoline vehicles in the context of cold Canadian urban environments. The effect of different factors on fuel efficiency is studied including road driving conditions (link type, city size), temperature, speed, cold-starts and eco-driving training. For this study, fuel consumption data at the link level in real-world conditions was used from a sample of 74 instrumented vehicles. From the study fleet, 21 vehicles were HEVs. Among other results, the beneficial fuel efficiency merits of hybrid vehicles were demonstrated with respect to gasoline cars, in particular at low speeds and in urban (city) environments. After controlling for other factors, sedan HEVs were 28% more efficient than sedan gasoline vehicles. However, the low temperatures (below 0 °C) observed regularly during winter season in the study cities were identified as a detrimental factor to fuel economy. In winter, the fuel efficiency of HEVs decrease about 20% with respect to summer. Other factors such as eco-driving training, city size, cold start and vehicle type were also found to be statistically significant. [ABSTRACT FROM AUTHOR]
