Rapid urbanization, high city population growth rates, technological development, environmental impacts, and human wellbeing in urban areas have over the years become increasingly challenging concerns. These trends are related to the complex, multiple factors to be considered when evaluating “smart” cities, that is, municipalities that seek to improve residents’ quality of life by combining new technologies and environmentally sustainable practices. The above tendencies thus add to the myriad of indicators that need to be included in smart city assessments, whose intricacy hinders related decision-making processes. Based on the principles of multiple-criteria decision analysis, this paper seeks to integrate cognitive mapping and the Choquet integral to develop an assessment system that facilitates the evaluation of smart cities, which was named “SMART-C.” The research includes a panel of experts on smart cities who identifies the evaluation criteria and their respective interactions. The results of a real-life application of the assessment system developed in this paper are validated both by the panel members and a representative of the Lisboa E-Nova nonprofit association of the Lisbon City Council's Environment and Energy Department. These experts confirm that the proposed evaluation system facilitates making distinctions between cities according to how fully they develop “smartness.” The advantages and limitations of this assessment framework are also discussed. Urban areas in the US and around the globe are facing increasingly complex resilience challenges. Among the components of the "urban system," transportation networks are among the most critical facilitators that support the lives, interactions, and dynamics of urban dwellers. They are essential to the well-being of the society not only under business-as-usual conditions, but also during times of disaster for the entire response and recovery timeline. This paper introduces CRAFT (Comprehensive Resilience Assessment Framework for Transportation Systems in Urban Areas), which is designed to achieve holistic analyses of transportation disruptions by addressing the many shortcomings and research gaps in this domain. The framework couples a novel structure-specific modeling methodology with a high-fidelity metropolis-scale travel demand model based on real socioeconomic data, and produces results, which, in turn, serve as input for a state-of-the-art socioeconomic impact analysis methodology that is based on computable general equilibrium (CGE) analysis. By the virtues of its data-intensive, model-based, and cross-disciplinary nature, CRAFT aims to capture and incorporate many details that are usually neglected in traditional approaches, and generates resilience insights at 3 levels: (1) system component level (e.g., damages to bridges, tunnels and information on component recovery), (2) system level (e.g., road network disruptions, reconfiguration of traffic and network level functionality) and (3) regional economic level (e.g., impacts on regional GDP, employment, economic resilience). The objective of this paper is to introduce CRAFT and to demonstrate the workings of its first coupling between the hazard and transportation modules through a case study on the Greater Los Angeles Area. This paper aims at identifying the current main economic thought influencing the EU Cohesion Policy. Postulates and assumptions on how economic growth spreads spatially in key EU policy framework documents are discussed and compared to different economic theories. Strategic EU documents increasingly foster the urban dimension, and focus resources on cities at the expense of cohesive regional development. The findings indicate large overlaps with Perroux' 'growth pole theory'. However, several of the key assumptions of growth pole theory are not met in the new context of post-industrial globalized service economy, which is fundamentally different from its original use. This is a troublesome finding when seen from a strategic planning perspective. Current implications for regional policy and planning boil down to the cardinal question of supporting urban areas and/or peripheries. Taking the strategic EU policy documents and their trajectories in economic thought into consideration, this paper confirms that regional development focuses on cities. Yet, it suggests a new perspective on an urban-centred EU Cohesion Policy, one that normatively requests the 'responsibility' of cities towards their hinterland, instead of fostering a further dissociation of cities from their hinterland. The paper analyzes the relationship between demographic-economic indicators in the Autonomous Province of Vojvodina and the Republic of Slovenia. Both societies have relatively organized regulatory and political frameworks for the development of media pluralism. It has been established that there is a clear cause-effect relation between the number of media outlets in certain local self-governments and the average net salary: the municipalities and towns with the highest average salaries also boast the highest number of media outlets. However, our analysis has shown that the criteria and mechanisms for identifying risks to media pluralism are not provided: the variety of population representing different political, ideological, cultural and social groups and the variety of interests and standpoints relevant to the local and regional community. Ports and cities are intrinsically linked. Port city, which serves as a link between the local and global economy, is an integration of both urban and port systems. Constrained by different regional structures, port cities have developed various formulations over time. Using a two-stage data envelopment analysis (DEA) approach, this paper proposes a new method for measuring the sustainable development of different port city systems. While the previous empirical studies often separate the port system and the urban system, this paper assesses the two systems in an integrated way. Moreover, this paper develops a systematic methodology for measurement of sustainability. Twenty world-leading container port cities are selected for this study using contemporary data. The DEA results display their relative differences in levels of sustainable development, which reveal the effectiveness of the prevailing policies in them. Size effects such as economies of scale and economies of scope can be utilised to achieve cost savings in local government systems. Numerous municipal reform policies in Australia and elsewhere have historically been premised on size effects. In this paper, we investigate whether an interaction effect exists between scale economies and scope economies in New South Wales local government using a 2011 sample of local councils. We estimate the effects of scale and specialisation on efficiency by way of a multiple regression, using a novel approach to measure specialisation. We find empirical evidence that indicates economies of scale and economies of scope are both likely to be present across a broad range of scales. Under its Fit for the Future reform programme, in May 2016 the New South Wales (NSW) government forcibly merged a number of municipalities, including the Armidale Dumaresq Council and the Guyra Shire Council in the New England region of northern NSW. Whilst scholarly attention has focused on the likely impact of municipal mergers on council performance at the system‐wide level (Bell, Dollery & Drew 2016; Economic Papers: A journal of applied economics and policy, 35, 99), much less effort has been devoted to the analysis of the perspectives of council managers and employees involved in forced consolidation. In order to address this gap in the literature, in this paper we present a case study of compulsory council consolidation of the Armidale and Guyra councils based on interviews with senior managers as well as a survey of council workers. New Towns were introduced in Iran four decades ago. The goals were to build new urban areas of quality, control urban sprawl, prevent proliferation of informal settlements and slums and provide affordable housing for people displaced by war and especially the poor. This paper discusses the reasons for the failure in achieving well-intended goals, despite large investments and extensive planning by government institutions. Most studies on neighbourhood change attribute a key role to mobility in social upgrading and downgrading patterns, while incumbent processes—i.e. changes in the socioeconomic status of non-migrants—are often ignored. This paper explores the relationship between mobility and neighbourhood change by examining income developments of in-migrants, out-migrants and non-migrants of neighbourhoods in three Dutch cities. The paper demonstrates that in- and out-migration are not the only processes at work and that changes in the socioeconomic status of non-migrants are of importance too. Within upgrading neighbourhoods, incumbent processes of non-migrants seem to be an important driver of upgrading. Furthermore, although in-migrants have relatively low incomes when moving in, they experience strong income gains in the years after in-migrating. The contribution of out-migrants to upgrading is mixed. In line with previous studies, migration reinforces downgrading processes, although at the same time, incumbent processes of non-migrants impede downgrading. [ABSTRACT FROM PUBLISHER]

This paper draws on extensive longitudinal empirical research into the effectiveness of heritage-based urban investment in the regeneration of socially deprived communities. The Townscape Heritage Initiative research project, has examined 16 cases across the UK over a 12-year period, monitoring and evaluating the impacts of investment in the built fabric across a range of themes, including quality of life, economic activity, confidence and appearance. The 16 cases were surveyed in 2000, 2006 and 2011, which is to say, prior to any investment activity, at the point of most positive change and three or four years into the current recession. The research has produced some robust findings in relation to the effects of the recession and the resilience of regeneration benefits accruing from the programme. In presenting and discussing these findings, the paper draws some grounded conclusions regarding the capacity of heritage-led regeneration initiatives to withstand the impacts of the economic downturn, and proposes a number of criteria for assessing the likely resilience of regeneration initiatives in deprived communities. The intuitive connections between global cities of finance and global cities of art have been repeatedly asserted. However, systematic analyses of how both geographies conjoin in major cities remain thin on the ground. The purpose of this paper is to analyse the geographical intersections between renderings of global cities as key sites for the coordination and accumulation of global capital and visions of these cities as international art hubs. To this end, we develop a 'global arts centre' ( GAC) index in which cities are assessed in terms of their centrality in 'field-configuring events', such as festivals, biennials and fairs. This GAC ranking and a number of art sector-specific disaggregations are then compared with the 'global financial centre' ( GFC) index established by Z/Yen Group by means of correlation analysis. Cities featuring in both rankings are labelled 'global cultural cities' ( GCCs). We find that the parallels between both indices within the top-tier rank positions are considerable. The rank correlation between the art and finance indices suggests a clear positive association between both. Most GCCs are located in Europe, Pacific Asia and Northern America. The most notable geographical pattern is the prominent presence of GCCs in Pacific Asia, suggesting the rapidly changing economic environment in this region has complemented interest and investments in high-end art. Leading empiricists and theorists of cities have recently argued that the generation and exchange of ideas must play a more central role in the analysis of cities. This paper develops the first system of cities model with costly idea exchange as the agglomeration force. The model replicates a broad set of established facts about the cross section of cities. It provides the first spatial equilibrium theory of why skill premia are higher in larger cities and how variation in these premia emerges from symmetric fundamentals. There are many reasons why cities with diverse populations may grow faster. Ethnic diversity might attract human capital, tourists or firms, increase productivity through diverse approaches to problem-solving or ethnic minority entrepreneurship. Yet there are also reasons to believe that diversity could be harmful, by leading to sub-optimal provision of public goods or reducing trust or social capital. Or it may be irrelevant, being merely a proxy for class. A number of studies have shown both positive and negative relationships between diversity and growth, using a range of different measures for ‘diversity’. This paper asks two questions: have more diverse English cities grown faster? And does measurement matter: is it important to have a multinational population or an ethnically diverse one? To answer these questions, in this paper a range of models are estimated for employment growth for 53 English cities between 1981 and 2001. The evidence suggests that cities with a high proportion of their populations born abroad in 1981 grew faster in the subsequent 10 years. Neither diversity by country of birth nor ethnic diversity is significant in the period 1991—2001. However, when variables accounting for both are included together, it appears that cities with a large number of migrants saw higher employment growth in the 1990s, but that ethnically diverse cities were less successful. The results presented here suggest that considerable attention needs to be paid to the variable used to indicate ‘diversity’ in these studies and that the impact of diversity varies according to nature of the groups any indicator for ‘diversity’ is representing. Abstract: The rapid urbanisation of China has received growing attention regarding its urban residential environments. In this article, we model the spatial heterogeneity of housing prices and explore the spatial discrepancy of landscape effects on property values in Shenzhen, a large Chinese city. In contrast to previous studies, this paper integrates the official housing transaction records and housing attributes from open data along with field surveys. Then, the results using the hedonic price model (HPM), geographically weighted regression (GWR) without landscape metrics and GWR with landscape metrics are compared. The results show that GWR with landscape metrics outperforms the other two models. In summary, this research provides new insights into landscape metrics in real estate studies and can guide decision‐makers plan and design cities while also providing guidance to regulate and control urban property values based on local conditions. This paper aims to connect to recent debates inCity(2011) regarding what assemblage thinking can offer to critical urban praxis. It proposes assemblage as a tool to take Sennett's (1970.The Uses of Disorder: Personal Identity and City Life. Yale edition with a new preface by the author, 2008. New Haven, CT: Yale University Press) ‘uses of disorder’ in city life from theory to practice. The main reason for this is the consideration that Sennett's early thoughts about providing non-regulated spaces for interaction have not been implemented in urban practice to their full potential. Planners and architects have not been able to counter the overdetermination of functions and the social segregation resulting from modern urban developments. Assemblage can offer tools for urban practitioners to combine definition and indeterminacy when intervening in the public realm. In order to do so, the paper looks at similarities between recent contributions on assemblage thinking and Sennett's notion of disorder: the influence of sociomaterial associations on how people perceive strangers, the interest in indeterminacy and public space as an open process. Based on these findings, the paper proposes two sets of concepts as approaches for intervening in public space: ‘assemblage’ and ‘disassembly’. The first group of concepts proposes three tools to design associations introducing certain planned urban elements that give rise to an unplanned use of public space: ‘reassembling’, ‘convergence of diversity’ and ‘complex connections’. The second set of concepts offers two tools that propose to leave unbound points in public space: ‘open systems’ and ‘failure and disconnections’. Increasing immigrant diversity, both in the number of immigrants and the diversity of sending countries, is helping reshape the economic landscape in many countries, most notably in their urban regions. This paper provides a succinct introduction to the existing research on the economic effects, particularly productivity, of immigrant diversity, focusing on a recent wave of empirical work. It identifies outstanding questions in the research, offering several ways to push current lines of inquiry ahead and suggesting areas as yet underexplored. To motivate these new directions for geographers to pursue, it presents empirical results that raise more questions than they answer. Input-output analysis has been proven to be a powerful instrument for estimating embodied (direct plus indirect) energy usage through economic sectors. Using 9 economic input-output tables of years 1987, 1990, 1992, 1995, 1997, 2000, 2002, 2005, and 2007, this paper analyzes energy flows for the entire city of Beijing and its 30 economic sectors, respectively. Results show that the embodied energy consumption of Beijing increased from 38.85 million tonnes of coal equivalent (Mtce) to 206.2 Mtce over the past twenty years of rapid urbanization; the share of indirect energy consumption in total energy consumption increased from 48% to 76%, suggesting the transition of Beijing from a production-based and manufacturing-dominated economy to a consumption-based and service-dominated economy. Real estate development has shown to be a major driving factor of the growth in indirect energy consumption. The boom and bust of construction activities have been strongly correlated with the increase and decrease of system-side indirect energy consumption. Traditional heavy industries remain the most energy-intensive sectors in the economy. However, the transportation and service sectors have contributed most to the rapid increase in overall energy consumption. The analyses in this paper demonstrate that a system-wide approach such as that based on input-output model can be a useful tool for robust energy policy making. [ABSTRACT FROM AUTHOR]

The current literature often values intangible goods like cultural heritage by applying stated preference methods. In recent years, however, the increasing availability of large databases on real estate transactions and listed prices has opened up new research possibilities and has reduced various existing barriers to applications of conventional (spatial) hedonic analysis to the real estate market. The present paper provides one of the first applications using a spatial autoregressive model to investigate the impact of cultural heritage-in particular, listed buildings and historic-cultural sites (or historic landmarks)-on the value of real estate in cities. In addition, this paper suggests a novel way of specifying the spatial weight matrix-only prices of sold houses influence current price-in identifying the spatial dependency effects between sold properties. The empirical application in the present study concerns the Dutch urban area of Zaanstad, a historic area for which over a long period of more than 20 years detailed information on individual dwellings, and their market prices are available in a GIS context. In this paper, the effect of cultural heritage is analysed in three complementary ways. First, we measure the effect of a listed building on its market price in the relevant area concerned. Secondly, we investigate the value that listed heritage has on nearby property. And finally, we estimate the effect of historic-cultural sites on real estate prices. We find that, to purchase a listed building, buyers are willing to pay an additional 26.9 %, while surrounding houses are worth an extra 0.28 % for each additional listed building within a 50-m radius. Houses sold within a conservation area appear to gain a premium of 26.4 % which confirms the existence of a 'historic ensemble' effect. [ABSTRACT FROM AUTHOR]

There has been growing interest in the use of urban agriculture to address food insecurity and poverty in Cape Town. This reflects debates on urban agriculture in the global south. In the north, growing food in cities has been tended to be framed in terms of its social benefits. This paper investigates the perceived benefits of urban agriculture in projects in Seawinds and Vrygrond in Cape Town. Using the concept of metabolic rift is argues for connections between northern and southern constructions of urban agriculture. This approach enables connections to be seen between the practice in seemingly different areas without losing the local context. The paper argues that by using this integrated approach, projects may be more sustainable and ultimately provide both clearer social and economic benefits. [ABSTRACT FROM AUTHOR]

China's impressive growth has been accompanied by high inequality and a wide rural-urban divide. This paper identifies and examines some of the major dimensions of this divide: income, consumption, education, employment, health care, pensions, access to public services, and the environment. The paper attributes the main causes of the divide to China's urban-biased development strategies and the resulting lack of social provision of public goods in rural areas. In this paper, we examine how to understand housing as a relational process. Drawing on research in three diverse cities, we stage an unlikely dialogue that brings together narratives of housing across the global North–South divide. In doing so, we are concerned with thinking housing relationally in two broad senses: first, housing as a relational composite of economy, space, politics, legality and materials, structured by particular relations of power and resource inequality. Second, housing as a space of learning through comparison, which connects geographically and culturally in distinct cities. What do we learn about relational thinking with regards to housing when we compare it across the global North–South divide? In response, we explore a dialogue between a set of cities often off-the-map in debates on housing and urban research: Gateshead (UK), Kampala (Uganda) and Tirana (Albania). Austerity is an increasingly important feature of urban society in Western countries, both as a site interwoven with the crisis tendencies of capitalism and as spaces mitigating austerity programmes instigated by nation states. Cities have therefore become key spaces in the mediation of ‘austerity urbanism’, but where such processes involve deliberation, making the production of consensus highly problematic. Such tendencies require far greater intellectual sensitivity towards the practices of agents as they seek to enact social control and coordination, as well as subordinate resistance and critique. ‘Pragmatist Sociology’ is utilised in this paper to examine the construction and deployment of discursive institutions seeking to control the behaviour of actors, including reducing critique, with the intention of legitimising austerity programmes. Such discursive institutions establish semantic links between the discursive aims of those seeking to control and the pragmatics of the everyday lives of those subject to such institutions. The paper seeks to examine, first, through a case study of an English city, how key decision-makers construct discursive institutions in the implementation of austerity and subordination of resistance and, second, the actual practices of resisting austerity. In conclusion, the paper finds that austerity governance is characterised by discursive austerity institutions based on market and bureaucratic values, where large-scale critique has been marginalised, resulting in minor forms of critique in the everyday, and compounded by constant efforts at the reconfirmation of discursive institutions. Purpose: The process of acquiring investors to municipalities is related with a wide range of criteria. Among them, public authorities play an important role, both at local as well as national level. Appropriate involvement at regional level is the basic determinant of entrepreneurship development. The purpose of this article is to analyse the process of acquiring investors to municipalities on the example of Świdnica. Design/methodology/approach: Analysis of source material is the main method used in this article. The thematic scope includes activities of the city of Świdnica for the development of entrepreneurship in years 2002-2014. Important aspects are also general investment-friendly criteria in a particular region. Findings: In this article reports on the city of Świdnica in the field of entrepreneurship were analysed as well as general data related to the Polish economy in years 2002-2014. Another important factor analysed in this article are the criteria stimulating development of enterprises. Particular initiatives of Wojciech Murdzek, the Mayor of Świdnica, related to the process of acquiring investors were analysed. Originality/value: The article shows examples of activities of the city of Świdnica related to the development of entrepreneurship in years 2002-2014. The article may be valuable for both managers, investors as well as for people responsible for managing the city at various levels of public administration, in particular for local government officials. In this paper, I seek to extend the debate on assemblage and critical urbanism by both responding to Brenner et al.'s critique of my earlier paper, ‘Assemblage and Critical Urbanism’, and by attempting to prompt further questions and debate. I reflect on three issues that Brenner et al. discuss: the role of ontology in assemblage thinking; the relations between assemblage and political economy; and the approach assemblage brings to questions of the ‘context of contexts’. The paper examines the geography of corporate headquarters in the Australian urban system, giving consideration to their location, control of capital and performance. The paper argues that, while considerable recent attention has been given to global cities in the networks of corporate power, the spatial organisation of company headquarters remains important within national urban systems. In the case of Australia, Sydney and Melbourne dominate the corporate landscape, although the smaller cities of Adelaide, Brisbane and Perth occupy important niches. The paper demonstrates that there are clear variations in the relative performance of companies across the Australian urban system. There is also a pattern of sectoral specialisation within Australia’s cities which, in part, helps to explain the different development trajectories and relative levels of corporate performance. After three decades of market development, the problem in China is no longer how to achieve growth but how to manage its consequences and how to sustain it. One of the most important consequences is the growing inequality – between skilled and unskilled workers, between the genders, between rural and urban areas, and between inland and coastal regions. The papers in this symposium shed light on the important issue of inequality during rapid market development in China. The shift towards a knowledge-based economy seems to favour some well-endowed urban areas. However, not all cities benefit equally. This paper discusses the shift towards a knowledge-based economy in different types of European city, and derives policy conclusions for local and national governments. An integrative frame of analysis is developed and applied to a number of cities in north-west Europe. This paper questions the effects of the financialisation of Indian real estate markets with a focus on the Bangalore city-region. Research on Southern cities has concluded that globally connected but locally embedded real estate developers contribute to anchoring transnational investment. Yet, the acknowledged dearth of studies on the real estate industry in post-liberalisation India limits our understanding of the ongoing empowerment of local urban actors, including developers. Adopting a cultural political economy perspective, the paper analyses how developers leverage finance capital to achieve greater economic and political agency and thus contribute to the material, symbolic and political transformations of cities. It first demonstrates that finance capital has sustained Bangalore-based developers' growth strategies throughout Southern India. Subsequently, developers shape the materialities of metropolises via a piecemeal juxtaposition of medium-sized developments. Although this may occasionally meet government strategies for modernising their cities, it more often than not constitutes an understudied obstacle to States' mega-projects that are outdone by developers' ability to work through the intricacies of local land markets and bureaucracies. Furthermore, having become dominant city-builders, developers are in a situation to circulate representations concerning what the desirable city should be. Such narratives aim at inserting local real estate markets into globalising financial commodity chains while also legitimating developers' own role. Consequently, developers attempt to promote -- with some success -- prescriptions in favour of State reforms and the adoption of pro-urban growth policies. The paper opens with a redefinition of the urban question in terms of the logic of industrialization. It is shown how processes of vertical and horizontal disintegration lead to increasing external economics of scale, and how these then translate out into a basic urban dynamic. These same processes are susceptible to reversal, with vertical and horizontal integration as the result. This reversal intersects with a series of other processes (linkage changes, scale adjustments, deskilling, and so on) leading frequently to industrial decentralization and dispersal. An attempt is made to show how the structures of production and work are expressed in (and are at the same time dependent on) the peculiar forms of residential and social activity that occur in the modern metropolis. This research focuses on a mining frontier in the municipality of Canaã dos Carajás, located in the Brazilian Eastern Amazon. The method involved a combination of secondary data with field research. The latter is based on in-person interviews with a sample of 253 households. The paper analyzes the municipality and its inhabitant's socioeconomic situation and captures the views of residents about life in the town. The results showed that mining played an important role in increase of Canaã's income and exports, despite the late 2000s economic crises. Consequently, many socioeconomic indicators improved in Canaã. However, inequality increase and employment fall associated with S11D operation pose challenges to the municipality—currently and possibly in the future. Canaã expects high amounts of royalties of iron ore exploitation. These royalties can help the municipality's economy if the planning and political-institutional contexts are adequate. Field work dataset showed that Canaã's population is essentially migrant who arrived after 2004 seeking work and income opportunities, as an effect of mining growth. Nevertheless, people became more skeptical as a consequence of S11D operation and jobs loss, many businesses closure and drastic reduction of movement in the city. The results show the challenge to convert the increasing income from different stages of mining activity into permanently better and broader public services. This result is especially important in the studied case of a recent town located in the southeast Amazonia, whose dynamics are strongly linked to mining economics, and faces effects of changes in stages of large-scale mining projects. Purpose – The purpose of this paper is to explore fairs and festivals organized in the city; reasons to celebrate; and their economic impact on local people, vendors and visitors. Design/methodology/approach – Secondary data were collected through local library, Web sites, books and other publications. Local residents, visitors and vendors were interviewed through semi-structured questionnaire and personal interviews. Findings – The events organized are not only an expression of the religious, social and cultural urges of the local population but also help to preserve traditions and folk culture of the region. It brings suppliers and vendors from nearby villages and cities together, resulting in significant economic well-being of the community and self. Research limitations/implications – Traveling distance to the destination, understanding of the questionnaire by the audience and getting data to analyze the economic impact of such events at a higher level are some of the limitations. Further research is required on the economic impact of regional events on state revenue, and potential areas of study may include traditional sustainable practices and the economic impact and development of an economic framework, keeping regional fairs and festivals as the center of the study. Practical implications – The research highlights the challenges for the organizers, scope of improvement and ways to popularize regional culture and cuisine. Vendors and visitors find it difficult to reach the event but are optimistic about the development. It also acts as a promotional tool to popularize Pithoragarh as a tourist destination. Originality/value – The paper helps to project Pithoragarh as a potential tourist destination known for its fairs and festivals. Prior to the economic crisis, forecasts indicated a continuous increase of traffic in European cities, highlighting the need of a policy to alleviate the external impacts of transport. The crisis, however, generated pressures on all sectors of activity, with transport being an indicative example. The reduction of income and employment, the increased vehicle maintenance and renewal costs and the transport related taxation seem to affect the transport system and its external impacts. Thus, taking for granted that Europe will eventually achieve "sustainable recovery" from the crisis, the current period presents an opportunity for promoting sustainable mobility policies and interventions in the most affected by the crisis European cities. Towards this goal, it is essential to capitalise on contemporary techniques for the monitoring of changes in transport external costs. The purpose of the paper is the development of a methodology for the estimation of external costs due to congestion, air pollution, climate change and accidents, based on road traffic data. The methodology is applied along road arteries in Thessaloniki for the period "before and after" the emergence of the crisis. As a result, an overall decrease in external costs is observed, creating an unforeseen "surplus" for the society during the crisis. [ABSTRACT FROM AUTHOR]

During the last years, the new science of cities has been established as a fertile quantitative approach to systematically understand the urban phenomena. One of its main pillars is the proposition that urban systems display universal scaling behavior regarding socioeconomic, infrastructural and individual basic services variables. This paper discusses the extension of the universality proposition by testing it against a broad range of urban metrics in a developing country urban system. We present an exploration of the scaling exponents for over 60 variables for the Brazilian urban system. Estimating those exponents is challenging from the technical point of view because the Brazilian municipalities’ definition follows local political criteria and does not regard characteristics of the landscape, density, and basic utilities. As Brazilian municipalities can deviate significantly from urban settlements, urban-like municipalities were selected based on a systematic density cut-off procedure and the scaling exponents were estimated for this new subset of municipalities. To validate our findings we compared the results for overlaying variables with other studies based on alternative methods. It was found that the analyzed socioeconomic variables follow a superlinear scaling relationship with the population size, and most of the infrastructure and individual basic services variables follow expected sublinear and linear scaling, respectively. However, some infrastructural and individual basic services variables deviated from their expected regimes, challenging the universality hypothesis of urban scaling. We propose that these deviations are a product of top-down decisions/policies. Our analysis spreads over a time-range of 10 years, what is not enough to draw conclusive observations, nevertheless we found hints that the scaling exponent of these variables are evolving towards the expected scaling regime, indicating that the deviations might be temporally constrained and that the urban systems might eventually reach the expected scaling regime. This paper analyzes the causes of legal political rent extraction by using a direct measure of it, namely, local top politicians' wages. In particular, we investigate whether local politicians' incentives to extract rents by setting their own wages are influenced by the degree of political competition and voter information. We use a sample of the largest Spanish municipalities over the years 2008-2010. The results indicate that weaker political competition and lesser voter information are related to more rent extraction. In an additional analysis, we show that higher wages do not ensure better financial management. These findings confirm that when politicians can set their own salaries, higher wages do not mean better management, but they are just political rents. [ABSTRACT FROM AUTHOR]

This paper reveals how urban theories traditionally rooted in northern cities and academies are challenged and redeveloped by southern perspectives. Critiques of urban theory as narrowly northern (or Anglo-American) have recently emerged, spawning the comparative urbanism movement that calls for urban theories to be open to the experiences of all cities. Using the example of the sale of state-subsidised houses in South Africa, this research uses two parallel concepts, gentrification and downward raiding, to challenge the northern empirical focus of urban theory. Despite describing similar processes of urban class-based change, the concepts are rarely considered analogous, entrenched in divergent empirical contexts and academic literatures. While gentrification debates largely reference the northern central city, downward raiding is reserved for the southern ‘slum’. In contrast, this research develops ‘hybrid gentrification’ as a concept and methodological approach that demonstrates how non-northern urban experiences can and should create and refine urban theory. This paper conceptualises post-socialist urban economic geographies through the notion of hybrid spatialities that emerge from the mutual embeddedness of neoliberalism and socialist legacies. While the dismantling of state socialism was a massive moment towards the exacerbation of uneven development, ironically it is the socialist-era spatial legacy that has become the single major differentiating factor for the economic status of cities. This superficial overdetermination, however, masks the root causes of uneven development that must be seen in the logic of capitalism and its attendant practices which subsume legacy, recode its meaning, and recast the formerly equalitarian spaces as an uneven spatial order. The authors argue that the socialist legacy, rather than being an independent carrier of history, has been alienated from its history to become an infrastructure of neoliberalisation, conducive to capitalist process. This paper studies a general equilibrium model of rural-urban migration in which manufacturing firms engage in oligopolistic competition and choose increasing returns technologies to maximize profits. Urban residents incur commuting costs to work in the Central Business District. Surprisingly a change in the size of the population or an increase in the exogenously given wage rate will not affect a manufacturing firm's choice of technology. This helps to explain why firms in developing countries may not adopt labor intensive technologies even under abundant labor supply. An increase in the number of manufacturing firms increases both the employment rate and the level of employment in the manufacturing sector. However, manufacturing firms choose less advanced technologies. Capital accumulation leads manufacturing firms to choose more advanced technologies, but may not increase employment in the manufacturing sector. [ABSTRACT FROM AUTHOR]

This paper aims at providing an explanation of the observed espresso price dispersion across major Italian cities. We present some preliminary empirical evidence that suggests a positive relationships between the average espresso price in a city and the number of coffee shops (normalized for the adult population) operating in that city. The finding is shown to be robust after controlling for GDP per capita and consumers' price index. We provide an interpretation of the empirical findings relying on a model of price competition where firms adjust the mark-up to offset the negative effect of any increase in their number. China's social welfare reform since the mid-1980s has been characterized as incremental and fragmented in three dimensions-social insurance, privatization, and targeting. This paper attempts to explore the micro-foundation of China's urban social welfare reform by examining the diverse social welfare preferences and the cleavages among societal groups. It argues that the diversity of the societal groups' preferences for social welfare has given rise to two lines of cleavage in urban China with respect to social welfare-between state sector and non-state sector employees and between labor market insiders and outsiders. The Chinese authoritarian regime's political priority-economic growth with social stability-has induced the government to accommodate public social welfare preferences in social welfare policies. Therefore, the three dimensions of Chinese social welfare reform policies since the mid-1980s reflect and respond to the social cleavages derived from societal groups' different preferences for social welfare. In this paper, we investigate the relationship between economic growth and industrial pollution emissions in China using data for 112 major cities between 2001 and 2004. Using disaggregated data, we separate foreign direct investment inflows from Hong Kong, Macao, and Taiwan from those of other foreign economies. We examine two industrial water pollution indicators (wastewater and petroleum-like matter) and four industrial air pollution indicators (waste gas, sulfur dioxide, soot, and dust). Our results suggest that most air and water emissions rise with increases in economic growth at current income levels. The share of output of domestic- and foreign-owned firms increases several pollutants in a statistically significant manner while output of firms from Hong Kong, Macao, and Taiwan either reduces pollution or is statistically insignificant. In recent years, municipal economic activities have undergone considerable changes. Particularly due to market access liberalization in many fields, services of general economic interest are no longer part of the undisputed realm of official bodies. Dividing tasks between privately owned, profit-oriented enterprises and public authorities has become a fundamental issue of governance. Moreover, static and fixed notions of how to assign responsibilities in these sectors may be not sufficiently resilient to respond to dynamic effects such as the volatility of markets. The paper discusses the inherent difficulties by drawing on a controversy in Germany in the field of waste management. German waste management law has long departed from just curbing risks that typically result from unorganized waste disposal. Pursuant to the Waste Disposal and Recycling Management Act of 1996, German waste disposal policies follow two equally important objectives. First, legal provisions are designed to ensure orderly waste disposal by public authorities, in practice by municipalities and local communities. Alongside this classic end of waste management regulation, the Waste Disposal and Recycling Management Act establish a system that is meant to allow for and encourage waste recycling. Under the current regime, privately owned companies are entitled to handle waste materials that could be utilized for any substantial purpose other than just disposal. One of the dividing lines between those two areas is drawn by Sec. 13 of the Waste Disposal and Recycling Management Act. The provision stipulates that waste collected from private households has to be ceded to "public disposal bodies", e.g. to municipalities. However, this obligation ("Überlassungspflicht") does not apply to cases in which (1) household waste can be properly disposed of by commercial collection, and (2) „predominant public interests" do not require transferral to public disposal bodies (Sec. 13 subsec. 3 No 3 Waste Disposal and Recycling Management Act). Since the price for wood has been rising over the last decade, profit-oriented companies have found it economically attractive to collect waste paper even from households, thereby reducing the margins of municipal waste disposal entities. Jurisprudence on the interpretation of the semantically vague language of the act ("predominant public interests") varied heavily, until the German Federal Administrative Court recently ruled that it is the municipalities' near-exclusive responsibility to take care of household waste, including waste paper. Taking case law into account as well as the latest amendment of the European Waste Directive (2008/98/EC), the article addresses the implications of the controversy with respect to goods whose essential regulatory features depend on external factors such as unsteady markets. This paper presents an analysis of the determinants of the location dynamics of advanced producer services firms in global cities. By gauging the importance of the presence of leading firms for the years 2000 and 2004, a measurement of the aggregate location change is produced. This measure is used to search for determinants of the observed location change, both in general and in sectoral terms (management consultancy and banking). The Heritage Lottery Fund (HLF) was set up in 1994 to distribute a share of National Lottery funds to projects involving the local, regional and national heritage of the UK. The Fund's urban regeneration programme, the Townscape Heritage Initiative (THI) was launched four years later. The THI is a conservation-led, area-based programme which aims to contribute to the regeneration of urban areas with heritage and socio-economic need. The rationale for the programme is that investment in historic fabric will benefit the appearance of an area, improve confidence, quality of life and economic performance, so initiating a cycle of new investment. The THI has now channelled more than £170m of HLF funds into over 175 towns and cities and secured at least the same amount of investment through public partnerships and private sources. This paper draws on the latest results of a longitudinal evaluation of the programme carried out by Oxford Brookes University between 1999 and 2008 ('Townscape Heritage Initiative five year review evaluation -- final report', available at http://www.hlf.org.uk/HLF/Docs/ResearchAndConsultation/THI%20five%20year%20final %20report%201%20Aug.pdf). Oxford Brookes' researchers followed the progress of 17 case studies, beginning with a detailed baseline data-recording exercise. The research is thought to be the most significant evaluation of heritage-led regeneration in print to date, and this paper summarises the key impact findings and presents what appear to be some of the most significant prerequisites for achieving successful outcomes from a THI scheme. A case is also made that, particularly in relation to the most deprived towns and cities, conservation funding needs to be integrated within a wider regeneration strategy to have a high likelihood of success. Informal market institutions and small-scale traders are responsible for feeding Nigerian cities. This study analyses a range of economic relationships and institutions that have evolved in the context of inadequate formal institutions such as banks and legal contracts. Through examining both personal relationships and institutional based trust, the paper explores the role of moral norms. Trust is shown to be related to sanctions, information on other parties and a range of norms that are drawn on both calculatively and habitually. Today, the importance of the Randstad agglomeration is often discussed in terms of the economic coherence between its four largest cities. This is remarkable when several leading authors argue that the economic importance of cities is strongly determined by economic networks between cities worldwide. This discrepancy stems from the fact that limited empirical research exists on corporate networks. Furthermore, the relative importance of cities within various studies is based on different functional types and spatial scales of data, making the results incomparable. Therefore, in this paper, the relative importance of the four largest Randstad cities is explored within three independent, comparative networks (top 100 global firms, top 100 European firms, and top 100 Dutch firms). Employing network analysis techniques, this paper evaluates the local, supra-regional and global importance of the four Randstad cities within the three independent networks. The results show that the relative importance and network structures of these four cities are highly dependent on the economic size and locality of the initial headquarters and that Amsterdam proves to be the most important Randstad city in all three scales of corporate networks. In recent years, China's major trading cities have witnessed rapid social, cultural and physical change which has accompanied the country's boom in manufacturing and exports. A small but increasingly significant element of this growth has been the China-Africa trade in small-scale manufactured goods. The opening of China's economy has created new spaces for migrant entrepreneurs capturing a share of international value chains, transforming social and business relations, and reconfiguring urban space. This paper draws on a pilot study by the authors of African migrants in Guangzhou in 2007, active in the exports to the African sub-continent. Findings challenge established models of global city growth, identifying the collective importance of individual entrepreneurs in promoting a trade which has significant impacts on African cities, while creating new interactions with identifiable, distinctive and unanticipated impacts on this dynamic host city. Market-oriented economic reforms have substantially changed the Chinese economy. A policy of “allowing some to get rich earlier” clearly has benefited some regions of the country more than others. The purpose of this paper is to investigate changes in regional urban poverty during this period of policy transition. Our approach is based on survey responses to minimum needs (i.e., the “subjective method”). For the richest (Coast) and poorest regions (North West) we find unambiguous declines in poverty between 1988 and 1995 for the registered population. For the Central and South West regions we find that changes in poverty over time are sensitive to both the poverty line selected and the poverty index employed. [ABSTRACT FROM AUTHOR]
