The motivation for my research is the impacts of the COVID-19 pandemic on wealth and income inequality in Canada, focusing on the factors that triggered these inconsistencies. Income inequality has been a concern recently, particularly following the global financial crisis of 2007-09 and the COVID-19 pandemic. Data show that this increase disproportionately in wealth affected low-income earners and younger people, while older individuals benefited from higher retirement income. These findings suggest the potential role of monetary policy in driving changes in income inequality and the extent to which monetary policy decisions reflect observed inequality. Canada’s old age security (OAS), a flat-benefit public pension, is internationally lauded as an accessible and effective safety net for seniors. This paper explores discrepancies in OAS uptake using Canadian Census data from 1996 to 2011. Our findings demonstrate disparities in OAS uptake based on immigration status, language proficiency, and visible minority status, disputing claims of “universal” OAS provision. Multivariate analyses confirm a strong “immigrant effect,” with being in Canada for 20 years or less leading to lower rates of OAS utilization. They also confirm that those not proficient in Canada’s official languages are less likely to receive OAS benefits. However, the influence of racialized minority status is found to be spurious; after controlling for immigration status and official language proficiency, many racialized minority senior groups have higher odds of receiving OAS than White Canadians. We conclude with a brief discussion of the tradeoffs involved in considering a potential removal of OAS eligibility barriers for immigrants in Canada. [ABSTRACT FROM PUBLISHER]

Background: The last two decades have witnessed a considerable growth in the literature focusing on LGBTQ2S+ employment, labour market inequality, and income. During the same period, Canada has emerged as a trailblazer in employment protections for both sexual and gender minorities. Unfortunately, the Canadian literature on LGBTQ2S+ employment outcomes and experiences is disperse and underdeveloped. Objective: This paper brings together this disperse research and provides the first systematic review of Canada’s LGBTQ2S+ employment and earnings literature. Methods: We start with a systematic review and thematic synthesis of the broadly defined literature on LGBTQ2S+ poverty in Canada. We use a thematic synthesis to isolate the LGBTQ2S+ literature on employment, labour market inequality, and earnings. Our search of electronic databases took place in April 2018 and was updated in January 2019. Results: A total of 532 abstracts and full texts were screened by reviewers, which resulted in 84 articles included in our final sample. These articles were then sorted by keywords and those pertaining to employment, labour market inequality, and income (n = 31) were included in this analysis. While estimates of sexual minority wage gaps vary depending on the data and methods used, most studies have found wage penalties for gay men and wage premiums for lesbians, relative to their heterosexual counterparts. The literature on bisexual employment is particularly scant but finds that bisexual men and women also earn less than their heterosexual counterparts. Research on the subjective workplace experiences of LGBTQ2S+ individuals find unique challenges, barriers and, at times, exclusion from the Canadian labour market. Conclusions and implications: While the literature on LGBTQ2S+ employment outcomes and experiences in Canada is growing, much is left unknown. The principal limitation for researchers continues to be the dearth of population-based surveys that include questions on sexual orientation, gender identity, and relevant employment characteristics. To date, few studies have explored employment outcomes or the subjective workplace experiences of bisexuals, transgender, two-spirit or other gender minority peoples. [ABSTRACT FROM AUTHOR]

Purpose: The purpose of this research is to identify the dimensionality of the procedural justice construct and the criteria used by employees to assess procedural justice, in the context of salary determination. Design/methodology/approach: Based on a survey of 297 Canadian workers, the paper uses confirmatory factor analysis (CFA) to test the dimensionality and the discriminant and convergent validity of our procedural justice construct. Convergent and predictive validity are also tested using hierarchical linear regressions. Findings: The paper shows the multidimensionality of the procedural justice construct: justice of the salary determination process is assessed through the perceived characteristics of allocation procedures, the perceived characteristics of decision-makers, and system transparency. Research limitations/implications: Results could be biased towards acceptance; this is discussed. The results also suggest possible extensions to the study. Practical implications: Knowledge of the justice standards improves the ability of organizations to effectively manage the salary determination process and promote its acceptance among employees. Emphasizes the need to adequately manage the selection, training, and perception of decision makers. Originality/value: The paper identifies the standards of procedural justice for salary determination processes. It contributes to the theoretical literature by providing a new multidimensional conceptualization, which helps to better understand the psychological process underlying the perception of procedural justice. The Occupy movement catalyzed public debate on the issue of growing income inequality. This paper examines recent patterns of inequality in Canada, paying particular attention to changes in the characteristics of the top 1% of income earners. At the national level, the gap between the top percentile and the other 99% has widened considerably: in 2006, 11% of the nation's income was concentrated in the hands of top earners (whose mean income of $344,000 is 11 times that of the average Canadian) compared with 7.7% just 15 years earlier. Beneath such national-level figures lie important geographical differences in the income hierarchy: the thresholds, average incomes and socio-economic characteristics of the top 1% vary widely across provinces and cities. Among the most important spatial shifts observed is the growing concentration of high-income groups in energy-rich Western Canada, where Calgary has become the most unequal city in the country. Several recent studies have suggested that the distribution of income (earnings, jobs) is becoming more polarized. Much of the evidence presented in support of this view consists of demonstrating that the population share in an arbitrarily chosen middle income class has fallen. However, such evidence can be criticized as being range-specific—depending on the particular cutoffs selected. In this paper we propose a range-free approach to measuring the middle class and polarization, based on partial orderings. The approach yields two polarization curves which, like the Lorenz curve in inequality analysis, signal unambiguous increases in polarization. It also leads to an intuitive new index of polarization that is shown to be closely related to the Gini coefficient. We apply the new methodology to income and earnings data from the U.S. and Canada, and find that polarization is on the rise in the U.S. but is stable or declining in Canada. The spatial configurations of changes in the distribution of incomes within Canada's eight largest metropolitan areas are examined using a new approach based on dynamic local indicators of spatial association. These changes are characterized by increasing spatial polarization (or divergence) between higher- and lower-income neighbourhoods in Montreal, Toronto, Ottawa-Gatineau, Calgary and Vancouver. Though patterns of spatial polarization are less pronounced in Edmonton, Winnipeg and Quebec City, several lower-income neighbourhoods in these cities nevertheless appear to be losing ground relative to other neighbourhoods. Purpose: Colorectal cancer is the third most commonly diagnosed cancer in Canada. This study aimed to measure and examine trends in socioeconomic inequalities in the incidence of colorectal cancer in Canada. Methods: This study is a time trend ecological study based on Canadian Census Division level data constructed from the Canadian Cancer Registry, Canadian Census of Population, and National Household Survey. We assessed trends in income and education inequalities in colorectal cancer incidence in Canada from 1992 to 2010. The age-standardized Concentration index (C ), which measures inequality across all socioeconomic groups, was used to quantify socioeconomic inequalities in colorectal cancer incidence in Canada. Results: The average crude colorectal cancer incidence was found to be 61.52 per 100,000 population over the study period, with males having a higher incidence rate than females (males: 66.98; females: 56.25 per 100,000 population). The crude incidence increased over time and varied by province. The age-standardized C indicated a higher concentration of colorectal cancer incidence among lower income and less-educated neighborhoods in Canada. Income and education inequalities increased over time among males. Conclusion: The concentration of colorectal cancer incidence in low socioeconomic neighborhoods in Canada has implications for primary prevention and screening. [ABSTRACT FROM AUTHOR]

Self-reported life satisfaction is increasingly measured in government and private surveys around the world. In Canada, life satisfaction questions have not been asked in a consistent manner over time, but the accumulated set of data since 1985, along with recent surveys with repeated structure, now facilitates an analysis of regional changes. Those two and a half decades reveal a significant increase in life satisfaction in the province of Quebec as compared with the rest of Canada. The scale of this increase in well-being is comparable to the imputed effect of more than a trebling of mean household income. [ABSTRACT FROM AUTHOR]

Abstract: This paper uses a comparative case study of Canada and the USA to argue that, in order to fully understand the associations between population health and the socioeconomic environment we must begin to place importance on the dynamic aspect of these factors—examining them as they evolve over time. In particular, for institutional and policy shifts that often unfold over decades, population health must attend to these big, slow moving processes by adopting a historical perspective to the knowledge base. We compare Canada and the USA on basic health outcomes and a range of determinants of health for which routine data have been collected for all or most of the period between 1950 and the present. During the analysis that follows, we are able to establish that, at the level of society (i) greater economic well being and spending on health care does not yield better health outcomes, that (ii) public provision and income redistribution trump economic success where population health is concerned, and (iii) that the gradual development of public provision represents the buildup of social infrastructure that has long-lasting effects on health status. Our case study shows what can be gleaned from a comparative perspective and a long-term view. The long view allows us to detect the gradual divergence in health status between these two societies and to trace potential institutional causes that would otherwise go unnoticed. The perspective introduced here, and in particular the comparison of Canada and the USA, provides strong support for the use of cross-national comparative work, and a historical perspective on the investigation of societies that successfully support population health. This study carries out a decomposition of Theil-entropy measures into a between-group component, based on factors such as education, age, gender, and marital status, and a component representing inequality within each group. We apply a bootstrapping technique to measures of inequality to enable statistical inference. Trends in household income inequality in Canada are investigated using data from 1991 to 1997 drawn from he Survey of Consumer Finance. We find an evident trend toward increasing inequality of household incomes between the years 1991-1997, during which the economy was recovering from a steep recession. Although most of the increase in measured inequality is attributed to the 'within-group' component, we find the change in 'between-group' inequality to be significant for education, age, and marital status. Women make up almost half the Canadian labour force and more than 50% of post‐secondary students. However, in natural resources (NR) industries (energy, mining, forestry), they represent less than 20% of the workforce, face persistent wage gaps, hold traditionally gendered roles (in sales, administrative and support services) instead of technical or managerial positions, and are persistently absent from leadership roles. Retention of women is also a big challenge in these industries: many tend to leave their jobs within the first five years of employment, and/or after one or more maternity leaves. Women are very poorly represented in leadership positions (as senior executives and board members) despite significant evidence that gender diversity in leadership is good for business. Findings from our study of the status of women in NR employment in Canada produced concrete policy recommendations for recruiting, retaining, and promoting women in energy, mining, and forestry. Although these are intended specifically for Canadian organisations, they may also be relevant for other countries where women are underrepresented in NR industries. [ABSTRACT FROM AUTHOR]

A gap in estimates of the personal distribution of Canadian wealth between 1902 and 1970 is partly filled, using estate multiplier estimates for 1945–1968. The historical record is extended by adjusting the upper tail in survey results since 1970 to make it consistent with respected journalists' "rich lists." Top wealth shares decline from 1892 to 1902 and from 1945 to the late 1960s, consistent with the downward trend in most advanced western countries over much of the 20th century. Since 1984 there has been a clear upward trend in wealth inequality in Canada, as in many other countries, and in the United States. Currently, wealth inequality is higher in Canada than in the U.K. and much of continental Europe, somewhat lower than Austria or Germany, and distinctly lower than the U.S. Contrasts between Canada and the U.S. in wealth inequality trends are discussed. The authors show that the decline in the relative wages of immigrants in Canada is far from homogeneous across the wage distribution. The well-documented decline in the mean wage gap between immigrants and Canadian-born workers hides a much larger decline at the low end of the wage distribution, while the gap hardly changed at the top end of the distribution. Using standard OLS regressions and unconditional quantile regressions, the authors show that both the changes in the mean wage gap and in the gap at different quantiles are well explained by standard factors such as experience, education, and country of origin of immigrants. Interestingly, an important source of change in the wages of immigrants relative to the Canadian born is the aging of the baby boom generation, which has resulted in a relative increase in the labor market experience, and thus in the wages, of Canadian-born workers relative to immigrants. Scholars have focused on the relationship between income inequality and voter turnout cross-nationally and within the United States. However, rising inequality and declining turnout has afflicted Canada to a greater extent than most other Western countries. As turnout in Canadian federal elections began to decline appreciably in the 1990s, inequality began to rise. With multilevel pooled analysis utilizing Canadian Election Studies from 1984 to 2015, party manifesto data, and measures of inequality at the subnational level, this article tests the effects of income inequality on turnout in Canada, and whether the relationship is conditioned by party policy programs. In line with relative power theory, mixed-effects regressions indicate that inequality is negatively associated with turnout, especially for low-income earners. However, latent conflict is manifested when political parties propose greater redistribution, as the negative effects of inequality on turnout are then significantly alleviated. Societies exhibiting higher levels of economic inequality experience poorer health outcomes, and the proposed pathways used to explain these patterns are also relevant to oral health. This study therefore examines the relationship between the level of income inequality and the oral health and dental care services utilization of residents from eleven Canadian metropolitan areas. We calculated Pearson correlation coefficients (r) between each metropolitan area's Gini coefficient (used as a proxy for income inequality, calculated from 2006 Canadian census data) and each area's experience of dental pain, self-reported oral health, and use of dental care services (provided by data from the 2003 Canadian Community Health Survey). Greater levels of income inequality in the selected metropolitan areas were related to an increased likelihood of residents self-reporting their oral health as poor/fair and reporting a prolonged absence from visiting a dentist. There was, however, no relationship between the level of income inequality and the likelihood of respondents reporting a recent toothache, tooth sensitivity, or jaw pain. Policies designed to improve the oral health of the population, and Canadians' access to dental care generally, may therefore work best when supported by policies that promote greater economic equality within Canada. Growing interest in the labour market outcomes of sexual minorities presents novel methodological and theoretical challenges. In this note, we outline important challenges in the study of wage inequality between sexual minorities and heterosexuals in Canada. We discuss the current state of available data on sexual orientation and economic outcomes in Canada, and further evaluate how estimates of sexual orientation wage gaps differ across earnings definition and sample composition. Our analysis of the 2006 Census shows considerable heterogeneity in point estimates of wage disadvantage across definitions of earnings and sample selections; however, all estimates show that gay men suffer labour market penalties and lesbians experience wage premiums. Using data from the Canadian National Population Health Survey (1994-2009), this study examines the relationship between comparison income and individual happiness. This study utilizes two definitions of comparison income: Average income of the reference group and the difference between one's own household income and the average income of the reference group. The estimations using the Ordered Probit Method suggest that an increase in the average income of the reference group reduces individual happiness. On the other hand, an individual's happiness increases when his/her own household income becomes larger in comparison to the average income of the reference group. To check the robustness of these results, this study re-estimated all models using a different composition of the reference group. However, the basic results still hold, thus confirming that comparison income has a significant negative impact on an individual's happiness level. [ABSTRACT FROM AUTHOR]

Using longitudinal data from the Canadian National Population Survey (1994-2006), this study examines the impact of income inequality on current health outcomes. The result suggests that once unobserved individual specific heterogeneity is controlled for, income inequality as measured by Gini Coefficient has no significant impact on current health status. This result holds true for contemporaneous income inequality as well as for lagged income inequalities. There are mixed results from the robustness check using various measures of income inequality. Decile Ratio (90P/10P) and Coefficient of Variation have no impacts on current health status. On the other hand, contemporaneous income inequality measured by Log Mean Deviation and Theil Index have significant negative effects on current health. In this article, we examine the link between innovation and earnings inequality across Canadian cities over the 1996-2006 period. We do so using a novel data set that combines information from the Canadian long-form census and the United States Patent and Trademark Office. The analysis reveals that there is a positive relationship between innovation and inequality: cities with higher levels of innovation have more unequal distributions of earnings. Other factors influencing differences in inequality include city size, manufacturing and government employment, the percentage of visible minority in an urban population, and educational inequality. These results are robust to the use of different measures of inequality, innovation, alternative specifications, and instrumental variables estimations. In this study we assess the impact of increased foreign competition on labour markets and income distribution in Canada, using a newly developed dynamic microsimulation computable general equilibrium (CGE) model. The main findings of the simulations conducted are that the decline in world prices of imports and exports of the manufacturing products during the 2000s induces small increases in low-income rates and inequality in the short run as well as contractions in the export-oriented manufacturing sectors. In the long run, however, it enhances capital accumulation, particularly in the primary and service sectors, increases real GDP and reduces low-income rates, especially among families with two persons or more. Considerable media attention had been directed towards the flow of highly talented Canadians to the United States in the 1990s. There are firm theoretical reasons, however, to believe that qualitative differences in migration began as early as the 1980s, owing to the widening distribution of earnings and the related increased returns to education in the United States relative to Canada, both of which could result in qualitative improvements in the migration flow. US immigration policy remained essentially unchanged during the 1980s, but changed markedly in the 1990s owing to the implementation of the Canada–US Free Trade Agreement (CUFTA) and its successor, the North American Free Trade Agreement (NAFTA). We use a flexible empirical approach to document these changes in immigrant quality using 1980, 1990 and 2000 US census data. Our results suggest that improvements in Canadian immigrant quality occurred during the 1990s, but these also happened earlier, casting doubt on the hypothesis of improving Canadian immigrant quality in the 1990s. Quantile regressions also show that improvement in the entry quality of immigrants was not limited to the upper tail of the earnings distribution. [ABSTRACT FROM PUBLISHER]

We draw attention to, and begin to consider the implications of, the severe restrictions on emigration by Canadians to the United States introduced under the US Immigration Act of 1965. These restrictions came into effect in 1968 and lasted until mobility began to increase to some extent under the free trade agreements in the early 1990s. This is an unusual episode in Canadian history, the implications of which for the Canadian economy and for Canadian public policy appear to have received little attention. We assemble evidence that suggests that the near closing of the border led toward uncoupling of Canadian and US labour markets and to a decrease in the elasticity of labour supply in Canada. Implications for Canadian fiscal policy of a decline in labour elasticity are then derived using a model of equilibrium fiscal structure. We show that these predictions, including heavier taxation of labour income and an increase in the overall size of the public sector, are consistent with what occurred over the two decades after the near closing of the US border, as well as with the partial reopening following the free trade agreements. The analysis continues by acknowledging additional factors that determine the structure and size of the public sector, and by considering the near closing of the border in a broader historical context. We investigate the impact of international trade on wages and on wage inequality across industries and regions in Canada. An employer–employee dataset is developed combining individual worker characteristics from the 20% sample of the 2001 Census of Population and synthetic establishments from the 1999 Annual Survey of Manufactures. Results from wage regression models show that import competition from low-income countries has a significant impact on wage inequality in Canada, pushing down the wages of less-educated workers relative to those of highly educated workers. The negative effect of import competition on the wages of less-skilled workers is shown to be more pronounced in Québec and in the Prairie provinces, as well as in labor-intensive and product-differentiated industries.
