Attitudes to sign languages or language policies are often not overtly discussed or recorded but they influence deaf young people's educational opportunities and outcomes. Two qualitative studies from Scotland investigate the provision of British Sign Language as accommodation in public examinations. The first explores the views of deaf pupils and staff about the official system for face‐to‐face interpretation of exam papers. The second investigates a centrally translated digital paper with embedded video questions. Discussion focuses on contrasts between the USA and UK approaches to accommodations, raising issues of standardized technical terms in signed languages, the right to respond in sign, and candidate choice. Background: The 2022/23 influenza season in the United Kingdom saw the return of influenza to prepandemic levels following two seasons with low influenza activity. The early season was dominated by A(H3N2), with cocirculation of A(H1N1), reaching a peak late December 2022, while influenza B circulated at low levels during the latter part of the season. From September to March 2022/23, influenza vaccines were offered, free of charge, to all aged 2–13 (and 14–15 in Scotland and Wales), adults up to 49 years of age with clinical risk conditions and adults aged 50 and above across the mainland United Kingdom. Methods: End‐of‐season adjusted vaccine effectiveness (VE) estimates against sentinel primary‐care attendance for influenza‐like illness, where influenza infection was laboratory confirmed, were calculated using the test negative design, adjusting for potential confounders. Methods: Results In the mainland United Kingdom, end‐of‐season VE against all laboratory‐confirmed influenza for all those > 65 years of age, most of whom received adjuvanted quadrivalent vaccines, was 30% (95% CI: −6% to 54%). VE for those aged 18–64, who largely received cell‐based vaccines, was 47% (95% CI: 37%–56%). Overall VE for 2–17 year olds, predominantly receiving live attenuated vaccines, was 66% (95% CI: 53%–76%). Conclusion: The paper provides evidence of moderate influenza VE in 2022/23. This paper seeks to broaden existing understandings of migrant worker flexibility drawing on the data from the two ethnographic studies of low-wage employers and Eastern European migrants in Scotland. It focuses on the temporal aspects of flexibility production in employment discourse and temporal expectations about flexible migrant workers. Our findings reveal double movement of interruption and remaking of temporal flexibility, which challenges directional expectations about time and unsettles the assumed connectivity between flexibility's temporal elements. Uncertainty and instability of migration and employment frameworks undermine the attempts of employers and migrants to manage time, to develop continuous portfolio careers and coherent temporal horizons. Furthermore, contested temporal expectations about flexible migrant workers create fragmented and fractured "flexiworkers" that do not fit within the existing temporal frameworks of signs, routines, and rhythms. The paper suggests re-orientation of flexibility debates beyond temporal measurement, outside familiar temporal structures, and towards redefinition of flexible worker identities. In this paper we assess the relationship between how women access the land they farm, and their farming identities, roles, and future succession plans. Utilizing a Bourdieusian approach, we conceptualize inheritance of farmland as a long‐term process of symbolic and economic investment. We conducted a cohort analysis of women living or working on farms in Scotland, UK who (a) were or were not raised on farms; and (b) bought into or inherited agricultural land (directly or through their spouses). Data comprised on‐line survey responses, qualitative interviews and focus groups. Analysis demonstrated that women who were raised on farms and either inherited farms or established new farms, were more likely to identify themselves as farmers, engage in machinery work and identify female successors. Women who accessed farmland through marriage tended to engage in more home‐making tasks, to identify themselves as farmers' wives, and to occupy larger farms. These largest, potentially most viable farms thus continue to be inherited by men. However, when women inherit farms, a step change occurs, where daughters are much more likely to be identified as future successors. Introduction: Deaths in care homes and "at home" are anticipated to account for a third of UK deaths by 2040. Currently, palliative and end of life care are not part of statutory training in care homes. Reflective practice is a tool that can facilitate practice‐based learning and support. Following a feasibly study to test "online" supportive conversations and reflection sessions (OSCaRS) to support care home staff in relation to death/dying during the first months of the COVID pandemic, a one‐year practice development follow‐up project was undertaken with the aim to create a team of NHS/specialist palliative care (SPC)‐based facilitators to lead and support OSCaRS provision in up to 50 care homes in one region in Scotland—the focus of this paper. Methods: Forty care home managers attended an on‐line session explaining the project, with a similar session held for 19 NHS/SPC‐based nurses external to care homes. Those interested in facilitating OSCaRS then attended three education sessions. Data collected: records of all activities; reflective notes on OSCaRS organised/delivered; a summary of each OSCaRS reflection/learning points; final interviews with NHS/SPC trainee facilitators. Results: A total of 19 NHS/SPC facilitators delivered one or more OSCaRS in 22 participating care homes. However, as of January 2022 only six trained facilitators remained active. Out of the 158 OSCaRS arranged, 96 took place with a total of 262 staff attending. There were three important aspects that emerged: the role, remit, and resources of NHS/SPC supporting OSCaRS; requirements within care homes for establishing OSCaRS; and, the practice‐based learning topics discussed at each OSCaRS. Conclusion: Attempts to establish a team of NHS/SPC facilitators to lead OSCaRS highlights that end of life care education in care homes does not clearly fall within the contractual remit of either group or risks being missed due to more pressing priorities. Abstract: The Immigration Act 2016 has heralded an era of amplified Government intervention into day‐to‐day life, placing increased responsibility for border protection on UK citizens. Using interviews with representatives from the field of housing in Scotland, this paper examines one specific aspect of the Immigration Act 2016, the Right to Rent scheme. We investigate how the Right to Rent creates a precarious environment for all those who may appear to be non‐UK citizens. We argue that it may endorse senses of fantasy citizenship to inculcate people into acting on behalf of the state and is a driver for further division in society. Scotland provides a particularly interesting case study, as housing is a devolved power, but immigration is not. This creates an additional layer of tension in our interview data, as housing organisations are faced with a set of conditions imposed from Westminster, infringing on a field that Scotland has self‐determined for some time. Our interviews illustrate the level of confusion around the scheme, the fact that it is increasing criminalisation in the housing sector, and stresses that the scheme is offloading state responsibility for border protection. Substantial effort has been applied to researching government initiatives aimed at increasing efficiency and cost effectiveness within the U.K. healthcare system, particularly in terms of medical practice. However, little attention has been paid to the impact of these on the boundaries of authority within the setting of hospital pharmacies. This paper utilizes the sociology of the professions to analyze and report on hospital pharmacist prescribing in Scotland. The findings indicate a reduction in the authority of the medical profession and that medical practice can be subjected to rationalization in the same way as other occupations, which is of sociological importance. This paper considers the intersection of Spiritual Motherhood, early childhood education and child welfare in early twentieth-century Edinburgh. Its focus is St Saviour's Child Garden (SSCG), which opened in the Canongate, in November 1906, part of the Free Kindergarten movement that emerged in Europe and North America in the late nineteenth century. The paper focuses on the SSCG's founder Lileen Hardy, in order to trace the development of this new approach to child welfare and women's work in Britain. It discusses her training at the Sesame House for Home-Life Training in London, her move to Edinburgh, and the network of predominantly women reformers, whose interests ranged from urban reform to medical welfare, she found there. It shows how this network facilitated the founding of the SSCG and discusses the form it took and Hardy's implementation of a modified form of Froebelian praxis. In so doing its concern is to show how Free Kindergarten forms part of a wider history of social welfare and urban reform as well as to the history of early childhood education, and to move attention away from the men usually associated with innovations in Scottish social reform like Patrick Geddes, and onto a group of women who created a women and child-centred proto-Welfare State in pre-First World War Edinburgh. The research goals were to obtain an understanding of who the users of e‐books in the NHS are, what they are using e‐books for, and when and how they use them. This article presents the methodology used and the findings from the research. It also explores the outputs and next steps from the research, both for the individual countries and collectively. The Five Nations group, (library leads in England, Northern Ireland, Ireland, Scotland and Wales) commissioned research into healthcare staff use and non‐use of e‐books to understand the behaviours, needs and expectations of healthcare staff and to identify shared challenges around e‐books to inform policy and practice. Joined-up government has featured prominently on the agenda of the New Labour government in the UK. However, the politics of joining-up remain under-explored, with disproportionate emphasis on the technical and managerial dimensions of the challenge. This paper argues that political value conflicts form an essential part of the explanation for the replication of ‘silos’ within city strategic partnerships, the joining-up institution of choice at the local scale. A study of the local politics of social inclusion in the British cities of Dundee and Hull revealed a strong partnership ethos. However, this ethos sustained only a shallow consensus over abstract goals, at the same time legitimating the avoidance of political value conflicts. Thematic partnerships comprising interest group clusters with different political values therefore tended to replicate silo practices. The paper argues, consequently, that the consensual partnership ethos caused the displacement of value conflicts, in turn causing fragmented governance. Accessible summary • This paper describes how guidance about good practice for commissioning services for people with learning disabilities was developed in Scotland. • Helping people with learning disabilities to live in their own homes or in other homely settings has been a major shift in government policy and practice in the last 10 years in Scotland and in the rest of the UK. Commissioners from local authorities and from National Health Service services have the responsibility for organising good quality care, within a budget and within other constraints. Commissioners also have to develop professional relationships with organisations from the statutory, voluntary and private sectors, involved in commissioning. These are very demanding roles for commissioners. • Although commissioning is a complex process, the main goal and steps involved in achieving that goal are well understood: to get from the starting point of what the person with learning disabilities and commissioners ideally want, to the end point of good outcomes that can be sustained. The development of a set of suggested steps in this process and a number of key questions at each step are described in this paper. Commissioning has been defined as ‘The process of translating aspirations and need into timely and quality services’ ( CSCI 2006 ). This paper describes the development of some practical guidance for people involved in commissioning services for individuals with learning disabilities. A national conference was organised in November 2005 to look at the question of ‘What works in learning disability services?’, i.e. what approaches have proven effectiveness in the planning, commissioning and provision of services for people with learning disabilities. This was followed by four workshops around Scotland to seek practitioners’ views on commissioning, at a strategic and at an individual level. From this, written and online guidelines were devised, based on seven steps with a number of associated key questions. These guidelines aim to inform commissioners about available research and good practice, and provide a method of recording the basis on which commissioners make their decisions for models of care and their experiences in a way that could be shared with others. This paper discusses developments in the last five to six years in the provision of operational flood forecasting in England, Wales, and Scotland. Before the formation of the Environment Agency EA in England and Wales and the Scottish Environment Protection Agency SEPA, flood forecasting capabilities were fragmented. Just over a decade ago both organisations received governmental mandates for the provision of flood forecasting and warning nationally, and have as a result in recent years established systems providing national coverage: the National Flood Forecasting System, and Flood Early Warning System FEWS Scotland. These have facilitated a rapid expansion of catchments for which forecasts are provided, and the common framework used has enabled a more rapid introduction of scientific advances in forecasting techniques. This paper gives an overview of some of these recent developments, as well as providing an outlook to further developments to be undertaken in the near future. International Union for the Conservation of Nature (IUCN) guidelines state that anticipated impacts must be considered in wildlife reintroduction, including the impacts on humans. Further, since reintroduction projects can be halted by resulting human–wildlife conflicts or human–human conflicts about wildlife, the perceptions of stakeholders and publics are of great importance. Eurasian beaver (Castor fiber) reintroduction is being debated in Great Britain at a devolved level. A decision has already been taken in Scotland to allow beavers already present to remain, while a number of reintroduction trials are taking place in England (both fenced and unfenced). There are also proposals for a reintroduction trial in Wales. We use a sub‐set of results from a nationwide survey (n = 2,759) to identify four social areas that we propose decision‐makers should consider in the debate: key stakeholder perceptions; engagement methods; attitudes towards legal protection and management responsibilities; and support for management techniques. In this paper, we investigate the complex social dimensions of wildlife reintroduction and we argue that emphasis should be placed on the need to recognise societal perceptions of potential management solutions, beyond perceptions of reintroduction itself. This is paramount in order to develop a management strategy that is more likely to garner social support and reduce potential future conflicts, should beaver reintroduction proceed. Small-scale, decentralized and community-owned renewable energy is widely acknowledged to be a desirable feature of low carbon futures, but faces a range of challenges in the context of conventional, centralized energy systems. This paper draws on transition frameworks to investigate why the UK has been an inhospitable context for community-owned renewables and assesses whether anything fundamental is changing in this regard. We give particular attention to whether political devolution, the creation of elected governments for Scotland, Wales and Northern Ireland, has affected the trajectory of community renewables. Our analysis notes that devolution has increased political attention to community renewables, including new policy targets and support schemes. However, these initiatives are arguably less important than the persistence of key features of socio-technical regimes: market support systems for renewable energy and land-use planning arrangements that systemically favour major projects and large corporations, and keep community renewables to the margins. There is scope for rolling out hybrid pathways to community renewables, via joint ownership or through community benefit funds, but this still positions community energy as an adjunct to energy pathways dominated by large, corporate generation facilities. Scotland's rich heritage in the field of science and engineering and recent curricular developments led to major investment in education to equip pupils with improved scientific knowledge and skills. However, due to its abstract and conceptual nature, learning science can be challenging. Literature supports the role of multimedia technology in addressing the difficulties associated with science learning. This paper reports on a two-phase investigation that explored the impact of multimedia resources situated in a national e-learning portal to (1) assist generalist and specialist science teachers' teaching practices and (2) stimulate pupils' interest, encourage engagement and improve overall science learning experiences. Our research also investigated how portal resources facilitated and/or acted as barriers for teaching and learning. Findings from our research affirm that multimedia technology has transformed science learning; with these resources accessible through a national portal, radically different learning experiences ensued. These findings raise serious implications for teacher education and professional development in ensuring that teachers acquire sound science content and pedagogical knowledge as well as practical strategies for utilising technology-rich environments, as this is likely to become the norm. A monophasic group B Salmonella enterica 4,12:a:-- was first isolated in harbour porpoises (Phocoena phocoena) in Scotland in 1991. This paper reports the isolation of the same group B S enterica from harbour porpoise carcases found stranded along the Cornwall and Devon coastlines. Between 1991 and 2002, 80 harbour porpoises were submitted for postmortem examination and subjected to bacteriological examination under the UK Cetacean Strandings Investigation Programme. A total of 28 Salmonella isolates were recovered and subjected to several tests, including biochemical, molecular and serological analysis. [ABSTRACT FROM AUTHOR]

Aim: The aim of this study was to uncover perspectives on the COVID‐19 pandemic and the responses implemented by the UK and Scottish Governments to help control the spread of infection. Such understanding could help to inform future responses to pandemics at individual, community and national levels. Method: Q methodology was used to elicit perspectives from people in England and Scotland with different experiences of the pandemic including public health officials, key workers, those on furlough, those who were unvaccinated or vaccinated to different levels, those who were 'shielding' because they were at higher risk and people with different scientific expertise. Participants rank‐ordered phrases about different aspects of COVID‐19 according to their viewpoint. Factor analysis was then conducted in conjunction with interview material from the same respondents. Results: A four‐factor solution was statistically supported and was interpretable alongside the qualitative accounts of participants loading on these factors. These four perspectives are titled Dangerous and Unaccountable Leadership, Fear and Anger at Policy and Public responses, Governing Through a Crisis and Injustices Exposed. Conclusion: The four perspectives demonstrate plurality and nuance in views on COVID‐19 and the associated policies and restrictions, going beyond a binary narrative that has been apparent in popular and social media. The four perspectives include some areas of common ground, as well as disagreement. We argue that understanding the detail of different perspectives might be used to build cohesion around policy initiatives in future. Patient or Public Contribution: The development of the statement set, which is rank‐ordered by participants in a Q study, and factor interpretations were informed by views of the general public. The statement set was initially developed using existing publicly available material based on members of the general public experiencing the pandemic first hand. It was then piloted with members of the public experiencing different challenges as a result of COVID‐19 and the subsequent lockdown and updated based on feedback. ABSTRACT Aim This paper provides a historical overview of licensing law in Scotland. It seeks to put important contemporary policy developments into their historical context and to draw attention to key themes in licensing policy debates across the United Kingdom. Design Based on a survey of statutes, commissions of enquiry and consumption and retail data, this paper draws together historical evidence to present a synopsis of Scottish licensing history. Settings The article focuses on Scotland, but also discusses UK-wide licensing policy over a 250-year period. Findings Scottish licensing has diverged from licensing in England and Wales and has addressed some historical licensing weaknesses, including problems of accountability, overprovision and systemic oversight regarding off-sales. Distinctive features of current Scottish legislation include public health protection as a statutory licensing objective; local Licensing Forums and Licensing Standards Officers; a requirement for explicit policies on the 'overprovision' of licensed premises; mandatory restrictions on price promotions in the on- and off-trades; and limitations on opening hours for off-licences. Conclusion Scotland has developed alcohol policies several times addressing long-standing licensing weaknesses throughout the United Kingdom. The debate about the financing of devolved government in Scotland, Wales and Northern Ireland has acquired a new vigour since 2007, with commissions and reviews taking place in Scotland, Wales and at Westminster. Although of considerable constitutional as well as political importance, the technical detail has obscured many of the wider issues involved. This paper surveys the options now open to the UK government, as it prepares its response to the Welsh Holtham Commission, a bill implementing the Calman Commission's recommendations for Scotland, and looks at ways of altering corporation tax in Northern Ireland. It examines six options that in principle are open to the UK government, and argues that the range of options open to the UK government are narrower than they often appear, and that pressure for it to act is such that it will no longer be possible to avoid far-reaching action. This paper investigates and compares the utilization of online resources to support teaching and learning in two different educational sectors with overlapping student groups in Scotland: secondary schools and further education (FE) colleges. The online ‘Core Skills’ materials included Numeracy, Communication, Information Technology (IT), Problem Solving and Working With Others. The research involved two large-scale national surveys with representative samples of staff drawn from secondary schools and FE colleges, and four qualitative case studies purposively selected to represent a range of geographic locations. The most popular resources were for Numeracy. In the majority of colleges, respondents' attitudes to the materials were positive and the e-resources were used in conjunction with other teaching approaches. The evidence suggested that less motivated learners benefited from the materials when they were contextualized. Among secondary teacher respondents, however, the resources were virtually unknown. The majority of secondary teachers reported that they needed time to evaluate the materials and that they would benefit from specific training related to curriculum-linked e-resources. In conclusion, as the Numeracy materials have been found useful, e-learning in mathematics warrants further investigation among less motivated students who are currently not achieving their potential in secondary schools. Since the 1970s, there has been growing academic interest in children and young people living in state care and, more recently, in the lives of disabled children. However, there has been little attention on the lives of disabled children who are looked after by the state. This paper compares and critiques what is known about the numbers of disabled children who are looked after in England, Northern Ireland, Scotland and Wales. We discuss the conceptual and methodological limitations of systematically collecting data on disabled children in state care across the UK. We argue that to ensure that the rights of disabled children in state care are identified, acknowledged and upheld, ‘being counted’ is a fundamental first step. [ABSTRACT FROM AUTHOR]

This paper discusses how the 2016 U.K. Referendum on European Union membership has shaped the spatial identities and practices of Polish nationals living in Scotland. On the basis of original qualitative data collected in Edinburgh after the referendum, we make two key arguments. First, the referendum was a catalyst for Polish nationals to rescale spatial identities and challenge normative definitions of nationalism and citizenship. We highlight the role of emotion as a key driver in this process, showing that multiscalar attachments to place and strategies for onward mobility, adaptation, and integration after Brexit are constructed through emotionality. Second, the paper argues that Polish nationals' spatial practices have been shaped by anti‐immigrant discourse and sentiment surrounding the Brexit vote. In particular, local public spaces are viewed simultaneously as sites of potential conflict and sites of meaningful intercultural engagement and everyday citizenship. A broader aim of the paper is to advance feminist theory and praxis in population geography through a focus on nonhierarchical and relational scales of experience to better understand migrant identities and practices in a changing Europe. The article constructs a capacity utilization indices for six industrial groupings in Scotland for the period of 1977 to 1986 by using disaggregated data from the Confederation of British Industry (CBI) Industrial Trends Survey. It combines the indices with Index of Industrial Production data to obtain a potential output series for each grouping. It declares that the derivation of the capacity utilization index are lower than that of the more traditional methods in Dewhurst Frobes and Parillo (1983), but they are considerably higher than the estimates derived for the United Kingdom data. It concludes that the analysis in the article may provide a way of incorporating part of those perceptions in any exercise to measure the impact of proposed changes in policy.

Background and aims Regulation of electronic cigarettes has moved to the top of the addiction policy agenda, as demonstrated by the recent focus across the United Kingdom on introducing age-of-sale restrictions. However, the views of those affected by such regulation remain largely unexplored. This paper presents the first detailed qualitative exploration of adolescents' perceptions of existing, and opinions about potential e-cigarette regulation. Methods Sixteen focus groups, including a total of 83 teenagers between the ages of 14 and 17 years, were conducted in deprived, mixed and affluent urban areas in Scotland and England between November 2014 and February 2015. Transcripts were imported into Nivivo 10, coded thematically and analysed. Results Participants critically considered existing evidence and competing interests in regulatory debates and demonstrated sophisticated understanding of the advantages and disadvantages of regulation. They overwhelmingly supported strong e-cigarette regulation and endorsed restrictions on sales to minors, marketing and e-cigarette use in public places. Concern about potential health harms of e-cigarette use and marketing increasing the acceptability of vaping and smoking led these adolescents to support regulation. Conclusions In focus group discussions, a sample of UK adolescents exposed to particular communications about e-cigarettes supported strict regulation of e-cigarettes, including banning sales to minors and use in indoor public areas. In January 2012, Scotland's First Minister Alex Salmond announced a radical measure that would see every Scottish school student study a Scottish text from a prescribed list. In 2010, Michael Gove announced that ‘Our literature is the best in the world’ and that every pupil should study particular authors. This paper explores the role that literary heritage texts play in the discourse of education policy in the context of devolution in twenty-first century Britain and considers the drivers and differences which can be seen in England and Scotland. ABSTRACT Until recently, little was known about kinship care in the UK. Research has begun to illuminate the circumstances which lead to children being cared for by relatives, and the stresses and strains experienced by carers. However, most UK research has only considered 'looked-after' children placed with formal approved kinship foster carers, although this group forms the smallest proportion of children in kinship arrangements. In this paper, we use microdata from the 2001 UK Population Census to examine the characteristics of kinship carers and children, and demonstrate that most children in kinship care are growing up in informal unregulated arrangements. As the 2014 referendum on whether Scotland should become an independent country approaches, there is increasing debate about the nature and advantages of the relationship between Scotland and the rest of the United Kingdom. This paper seeks to examine the views on the Union between Scotland and England that are found in the writings of the main figures of the eighteenth century Scottish Enlightenment. It examines the arguments that Scotland's most famous social and political thinkers, such as David Hume and Adam Smith, put forward in favour of union with England and uses them to inform the contemporary debate. Unaccompanied asylum-seeking children are one of the most vulnerable groups of children and those who have been trafficked present with additional needs, posing new challenges for child protection professionals. Drawing on a research programme commissioned to inform policy and practice in Glasgow, this paper identifies issues emerging for practitioners working with separated children who have been trafficked. The commitment of frontline staff and increased multiagency working appear to be positive aspects of the work. Initial identification and assessment present a major challenge for reasons including cultural issues, the trauma and fear of children affecting engagement and the potential for ongoing contact with traffickers to compromise safeguarding. Trafficking is a particularly complex area of child protection work, made more problematic by the international dimensions to the trade and the absence of a clear definition and conceptual framework that can fully inform interventions and practice. The largest of these groups were South Asians, Black African‐Caribbeans and Chinese. Studies have shown that some minority ethnic groups are more likely to experience poorer health outcomes compared with the mainstream population. These include higher rates of cardiovascular disease (CVD), type 2 diabetes and obesity. The differences in health outcomes may reflect interactions between diet and other health behaviours, genetic predisposition and developmental programming, all of which vary across different groups. As is the case for the rest of the population, the dietary habits of minority ethnic groups are affected by a wide variety of factors, but acquiring a better understanding of these can help health professionals and educationalists to recognise the needs of these groups and help them to make healthier food choices. Unfortunately, to date, there have been few tailored, well‐designed and evaluated nutritional interventions in the UK targeting minority ethnic population groups. Further needs assessment and better evaluation of nutritional interventions have been recommended to enhance the understanding of the effectiveness of different approaches amongst minority ethnic groups. This briefing paper will provide an overview of the health profile, dietary habits and other health behaviours of the three largest non‐white minority ethnic groups in the UK, explore the factors affecting their food choices, provide a summary of their traditional diets and review the evidence base to identify the factors that support successful nutrition interventions in these groups. New state spaces can be seen as products of the interaction between emerging initiatives and pre-existing institutional arrangements (, Space and Polity 2:5-31). In the devolved territories of the UK devolution has created new political centres of policy formulation and this paper is concerned with how devolved policy initiatives are reshaping and rescaling sub-national spaces of governance. We focus on the rescaling of transport governance in Scotland through a nationally orchestrated process of regionalisation involving the creation of Regional Transport Partnerships (RTPs), an initiative that has been shaped by tensions between changing national political objectives and local interests. Our approach draws on Neil Brenner's 'new state spaces' (NSS) framework, which has value in emphasising the historically embedded and path-dependent nature of restructuring processes. At the same time, its abstract nature leads the NSS approach to privilege the broad processes that generate new configurations of state power over the complex politics associated with the restructuring of particular spaces. In response, we suggest a new theoretical synthesis that draws NSS together with the ancillary notions of 'regional armatures' and 'the politics of scale' to provide a stronger purchase on the political agency and struggles that 'form' and 'mould' particular spaces. In common with the rest of the UK, child care and protection practice in Scotland has undergone unprecedented change over the last ten years, including a wide-ranging three-year Child Protection Reform Programme. In 2006, The University of Dundee's Centre for Child Care and Protection and Barnardo's Scotland Research and Development team were commissioned by the then Scottish Executive to undertake a process review of the Child Protection Reform Programme (Daniel et al., ). Drawing on findings from the process review, this article considers the impact of the Child Protection Reform Programme. The process review concluded that, in the view of the respondents, the Child Protection Reform Programme made a substantive contribution towards the improvement and delivery of child protection services in Scotland, particularly in terms of raising awareness and increased multi-agency working. It was beyond the scope of the review to measure outcomes for children as a result of the reforms. Since the completion of the Child Protection Reform Programme, national policy emphasis has broadened from 'child protection' towards integrated support for children under the Getting it Right for Every Child reforms of children's services. The paper concludes with a discussion around where 'child protection' now fits within this context of universal support for children and argues that there is a need to ensure that the valuable work which was done to improve child protection services in Scotland under the Child Protection Reform Programme is not lost. Background: It is widely accepted that service users should be actively involved in new service developments, but there remain issues about how best to consult with them and how to reconcile their views with those of service providers. Aims: This paper uses data from The Aphasia in Scotland study, set up by NHS Quality Improvement Scotland to identify the direction of the development of services for people with aphasia in Scotland. It examines the views both of those who provide and of those who receive those services. Methods & Procedures: The study integrated findings from a questionnaire to all speech and language therapists treating people with aphasia across Scotland with findings from focus groups with service users and aphasia practitioners. Outcomes & Results: Three themes were identified: (1) public and professional awareness of the impact of aphasia on the individual and their family; (2) current service provision and gaps in services; and (3) directions for the future development of services and barriers to change. Although the impact of aphasia is well recognized amongst most professionals (that is, not just speech and language therapists), considerable concern was expressed about the level of knowledge amongst professionals who do not specialize in stroke care and about public awareness of aphasia. Service providers indicated a shift in the model of service delivery of which the service users were largely unaware. Although the majority of speech and language therapists spend most of their time providing one-to-one therapy, and this is valued by service users, there is undoubtedly an emerging shift towards a focus on broader social function and the inclusion of the person with aphasia in supportive social networks. This creates tensions because of the existing pressure for individualized models of delivery. Concern was expressed by practitioners, although not echoed by patients, about the transition from the acute sector to primary care. Practitioners also expressed concern about the introduction of more recent services like NHS 24 and e-health initiatives, which rely on means of communication that may be particularly challenging for people with aphasia. Conclusions & Implications: The findings from this study indicate that although there are clearly common perspectives, the views of people with aphasia about services do not necessarily coincide with those of service providers. This is an important consideration when initiating consultation and highlights the need for clarity on the part of practitioners in identifying the aims and objectives of their ervices as far as people with aphasia are concerned. The article presents chapter 2 of the book "The House of Lords in the Age of George III (1760-1811),” by Michael W. McCahill, describing the Representative Peers of Scotland and Ireland within the British House of Lords during the reign of King George III. Introductory comments are given describing the political dynamics of Great Britain after the Act of Union in 1707 and its manifestations within the Parliament. The activities and characteristics of the Scottish and Irish lords during the period are described in depth, noting their relative level of political participation and power in comparison to their British equivalents.

The small minority of Scots who entered the house of commons in 1707 were slow to make their mark. Besides lack of numbers, they suffered several significant disadvantages. The Westminster scene was strange, and the style and tone of debate more vigorous and informal. Moreover, the aristocracy had dominated the unicameral Scottish parliament, and commoners found it difficult to emancipate themselves from noble tutelage. Most importantly, Scottish politics did not yet reflect the two-party system dominant in England. Thus in the first sessions the Scots were unable to make headway in the essential business of parliament, legislation. Scotland suffered in comparison with the English provinces, and even the Irish, who were able to muster a more effective lobby. Soon, however, a new generation of debaters appeared, able to use their wit to discomfit English antagonists, and a new class of 'men of business' who grasped the rules of the legislative game. The fortuitous deaths of leading magnates and the polarisation of sectarian antagonisms in Scotland permitted the coalescence of the Scottish representation into two broad factions allied with the English parties. It was with English tory support that bills were passed to benefit the sectional concerns of Scottish episcopalians, accompanied by other measures of a more general nature. The combined attempt by Scottish peers and MPs in 1713 to secure the repeal of the union does not point to a lasting breakdown in Anglo-Scottish relations, since it was also a manifestation of political opportunism by English whigs and discontented tories, and their Scottish allies. But the dawn of a party system in Scotland was dispelled by the death of Queen Anne and the ensuing jacobite rebellion. Using data on the patent portfolios of UK universities, the paper compares the levels of patenting activity (filings), success (grants) and quality (patents with commercial co-assignees and patent citations) at Welsh, Scottish and Northern Irish institutions. Patent activity, per researcher, in Wales is on a par with that in Scotland and about twice the rate in Northern Ireland, but the numbers of researchers relative to population in Wales and Northern Ireland are around half of the number in Scotland. Patent quality indicators are less favourable to Wales, while both activity levels and conversion of applications into grants are poor in Northern Ireland. This paper explores the uncertainties associated with estimating the flow and frequency of a very large historical flood event, the August 1829 flood, on the River Findhorn in the Scottish Highlands, United Kingdom. For different, but plausible, roughness values, the Manning's equation is used to estimate the flow from a historic flood level at an ungauged site (Findhorn Bridge) (Werritty and McEwen, 2003). Catchment area is used to scale the flow estimates downstream to a gauging station site (Shenachie), where they are considered against flood frequency curves obtained using the continuous simulation methodology of Cameron et al. (1999, 2000a). Operating within the uncertainty framework of generalised likelihood uncertainty estimation (GLUE) (Beven and Binley, 1992), this methodology utilises a stochastic rainfall model to drive the rainfall-runoff model TOPMODEL for a series of continuous ten thousand year simulations with an hourly timestep. A range of possible return periods is obtained for the 1829 flood and the uncertainties associated with the estimation of both the flow and frequency of that event are discussed. This paper considers how social identities may shape group members' spatial behaviour. Specifically, it reports a small-scale interview study (n = 30) conducted with young people (17 years of age) living in a Scottish town close to a national border (with England). This border has very little physical presence. However, the psychological significance of a Scottish identification remains strong, and we investigate the ways in which national identities are implicated in young people's deliberations about their future geographic mobility throughout the United Kingdom. Our data suggest that national identity-related considerations are not always salient in our participants' deliberations. Yet, when national identity is salient and mobility is framed in national terms, we find our participants are often cautious about relocating to England. However, our data also suggest that the ways in which a national framing of self and mobility may be consequential is itself diverse. [ABSTRACT FROM AUTHOR]

Using the results of a sample survey of academics in higher education institutions in Scotland and England, the paper assesses attitudes to the civic role of higher education. It places these in the context of debates about core academic values, about the public accountability of higher education institutions, and about the devolution of political power in the United Kingdom. It finds that there is widespread attachment to a civic role for higher education, alongside strong attachment to traditional academic values. These values are not significantly influenced by individual academics’ gender, age or social class of origin, and differences by academic discipline are not as strong as might be expected. Academics in Scotland tend to hold a somewhat more civic view than academics in England. Nicola Sturgeon's resignation as First Minister and leader of the SNP has thrown Scottish politics into flux. But beneath the superficial media coverage and frenetic party politics that followed her resignation, the fundamentals of the constitutional debate remain unaltered. One of these fundamentals, the extent to which Scotland is better or worse off being part of the UK political economy, is rarely debated in the depth it deserves. The parlous state of the UK economy and, in particular, the deeply entrenched territorial inequality that results from its extreme core‐periphery structure that safeguards the economic dominance of London and South East England, holds the potential for a surprise shift in the debate over independence to emerge. Devolution was almost universally regarded as heralding a fundamental shift in the nature of the United Kingdom of Great Britain and Northern Ireland. But, since the 2016 Brexit referendum, the UK government has become increasingly hostile—not only towards the Labour and SNP‐run administrations in Scotland and Wales, but to the very existence of devolution. Recent legislative changes—particularly the UK Internal Market Act—have given central government carte blanche to intervene in what were previously regarded as areas of devolved competence. The inevitable result has been to render the governance arrangements for the devolved countries more adversarial and less stable than was previously the case. One immediate consequence of 'the death of devolution' has been to trigger calls by devolutionists for more far‐reaching changes to the state than were achieved in the late 1990s. It is far from clear, however, that such changes are politically achievable, raising the prospect of an extended period of stasis in which the current arrangements persist, not because they have any real supporters, but rather, because no alternative is possible. The Falls of Lora (FoL), Loch Etive, illustrates a highly energetic tidal site across a shallow (mean depth = 8 m) fjordic sill. The FoL hydrodynamics have been investigated using an acoustic Doppler current profiler (ADCP), a numerical flow model, water‐level data and meteorological data. Additionally, four bathymetric timeseries datasets (from February 2014, September 2020, November 2021 and June 2022) provided alternative indication of flow variability by monitoring the geometry of submarine sediment bedforms. A correlation of 0.22 (−0.2 < 97.5% confidence interval < 0.2) was found between catchment‐integrated precipitation and residual water height (with effects of tide and atmospheric pressure removed). Residual water height varied by 0.77 m. Artificially increasing the water height by up to 0.6 m at the model's up‐fjord open boundary to emulate the effects of precipitation increased (decreased) peak depth‐averaged flow speed of the ebb (flood) jet by 0.44 m/s (0.34 m/s) whilst modifying residual flow fields around the FoL. The freshwater‐modified residual flow correlated with the westward displacement of a flow transverse sediment ridge observed in two bathymetric surveys conducted after periods of relatively high precipitation. Additionally, in one of the surveys associated with increased precipitation, wavelength stretching in the sediment dunes was observed uniquely at the western approach to the FoL, dominated by the freshwater‐enhanced ebb flow. Increasing the water levels of the up‐fjord boundary from 0.1 to 0.6 m resulted in an increased mean bedload transport of 2.28 × 10−5 m3/s (370% increase) for these dunes dominated by the ebb current. Whereas Loch Etive has an anomalously high freshwater influence on sill flow compared with other Scottish fjords, it is predicted that freshwater inputs are a significant influence on sill hydrodynamics and nearby sediment transport pathways in other fjordic systems. We begin our April issue with a paper describing the developments and effects of storm ‘Katie’, which brought significant effects to the United Kingdom on Easter Monday, 2015. In ‘Storm Katie – Rapid cyclogenesis and damaging winds of Easter Monday 2016’ on p. 103, Steven Ramsdale and Jason Kelly describe the meteorological developments that developed this low‐pressure system, the uncertainties associated with its development, the warnings issued and the damage caused, in part limited by its presence on a Bank Holiday. On p. 109, Colin Clark describes a flood 112 years ago in ‘The storm and flood of 13 May 1906 at Mells, Somerset, UK’ Dr Clark discusses the significance of the flood and its possible return period using synoptic charts of the time and descriptions published in local newspapers immediately following the event, emphasising our need to know more about floods in history. One of the least explored parts of the Middle East is the Empty Quarter. In the 1940s and 50s, the English explorer and writer Wilfred Thesiger crossed this area of extreme aridity. His discoveries and travels are described by Michael de Villiers in ‘Thesiger's weather in the Arabian Peninsula’ on p. 120. On p. 123, we present Iain Cameron and Adam Watson's annual review of the survival of snow on Scottish mountains. The overall warmth of last year is reflected in this year's title: ‘No Scottish snow patches survive until winter 2017/2018’. Weather and climate have a significant effect on human life and this journal often describes significant weather events, especially those that have affected Britain. But the local variability of weather may arguably present a more significant effect – not least, in the Developing World. Many factors affect school attendance, but weather and climate, including drought, rainstorms and dust pose important challenges, sometimes because of the secondary effects. The varying spatial and socio-economic impact of large-scale privatisation of the British housing system since 1980 is well documented. However, the effects of this policy extend beyond the initial privatisation of ownership. By 1995 over a fifth of the 300,000 public sector homes sold to sitting tenants in Scotland had been resold on the open market. In this paper, we show that the pace of commodification varies significantly between areas, and examine the factors that underlie this pattern. Our results suggest that significant influences include the characteristics of the initial purchasers, the nature of local housing markets and the vitality of the local economy, as well as the time series profile of initial sales. The process of commodification has the potential to make a major impact on the socio-economic character of former public sector estates, changes set in train by the slow-burning fuse of privatisation. It may also result in the restructuring of local housing markets. It is clear that the full effect of these changes will be felt in some areas before others. [ABSTRACT FROM AUTHOR]

From 1794, when the British volunteer movement began in earnest, to 1802, when the French Revolutionary Wars came to an end, the established clergy preached numerous sermons to volunteer military units throughout England and in parts of Scotland. These sermons sought to articulate a sense of Britishness in such a way as to command more or less universal assent, meaning assent both to the ongoing war effort and to the national enterprise more broadly considered. Volunteers across the country were taught to see Great Britain as a nation chosen by God to stand alone against the onslaught of French principles, and they were encouraged to derive a sense of purpose and meaning from their local contributions to the national struggle. The volunteer sermons bridged the gap between local attachments and national commitments, and in so doing they played a significant role in the formation of a national consciousness. Our knowledge of the endophytic fungal community associated with needles of Sitka spruce (Picea sitchensis) is rather limited, which contrasts with the importance of this tree species for forestry in the UK. In our study, we focused on the detailed characterization of multiple isolates tentatively placed into the genera Nothophaeocryptopus and Rhizosphaera that were obtained from needles of Sitka spruce and co‐occurring Norway spruce (Picea abies) and Douglas fir (Pseudotsuga menziesii) at four sites in Scotland and Wales. After a thorough analysis of their phenotype and analysis of two nuclear regions (ITS rDNA and gene for β‐tubulin), we propose two species new to science and one new combination. Nothophaeocryptopus piceae was isolated from healthy green or brown needles from spruces and is currently known only as a sterile culture, but the taxonomic novelty is well supported by host affinity and results of molecular data analysis. Rhizosphaera minteri may also be distinguished based on the combination of host and molecular data, but morphologically, it is similar to R. pini. Finally, Hormonema merioides and R. pseudotsugae are found to be conspecific and a new combination R. merioides is proposed following the phylogenetic placement of this species. Our study highlights the importance of multiple approaches used in the identification of microfungi associated with coniferous needles. It is evident that morphologically identical fungi may represent distinct species differing in their host range and severity on the host. This study also provides a basis for future monitoring of these fungi associated with important coniferous forestry trees in the UK. [ABSTRACT FROM AUTHOR]

Climate change is an existential global reality that is placing considerable stress on agriculture sectors. With the recognition of the impacts of climate change on food security, there has been a greater uptake of controlled environment agriculture (CEA) to provide climate‐resilient and high‐quality production. Vertical farming (VF) can allow primary production in urban locations as well as reducing seasonality and variability in produce. It is emerging as an alternative to traditional farming methods. This research aimed to explore the major environmental impacts of VF produce in comparison with conventional farming methods, using lettuce as an example crop. Life cycle analysis indicate that electricity consumption by VF account for 91% of the carbon footprint. Under the 2019 Scottish electricity mix, VF did not offer a viable competitor for UK open‐farmed lettuce or Spanish imports in terms of low greenhouse gas emissions (at approximately 1.49 kgCO2 eq. kg−1). However, with increasing use of renewable electricity in the national mix, by 2020, this had dropped to 0.42 kgCO2 eq. kg−1 making it comparable with UK open‐field agriculture (at approximately 0.46 kgCO2 eq. kg−1). Under a 100% renewable electricity generation scenario, VF‐related emissions drop further (to 0.33 kgCO2 eq. kg−1). This would potentially offer a low‐carbon production method not subject to seasonality which is better than that reported by most other production methods and offers higher water and nutrient efficiency. Family farms dominate less favoured areas (LFAs) within Europe, and family life‐cycle conditions, such as succession and retirement, affects how these farms adapt to changing circumstances. Past studies of on‐farm technical efficiency have not directly addressed these conditions, but they may explain why some farms are more efficient than others, especially as the farm family model dominates most farming systems. Motivated by the UK's withdrawal from the EU and the debate around establishing replacement support policies, we apply a multi‐step model to measure both transient and persistent inefficiencies using a panel of LFA cattle and sheep farms in Scotland over the period 2003–2020. We find a greater prevalence of persistent compared to transient inefficiency, which suggests that structural problems still exist. Farms with planned succession are found to have higher persistent efficiencies, whereas farmers nearing retirement have lower levels. Other factors, such as dependence on subsidy, off‐farm activity and classification as severely disadvantaged tend to compound these lower efficiencies. We argue that life‐cycle conditions should not be ignored in studies of farm technical efficiency. Within the scope of framing a new agricultural policy for UK administrations, these results inform the debate on support for LFAs, as well as the promotion of support towards generational renewal to ease transition across farm family life‐cycle events.
