This paper examines the implication of the decision to give 2006 Census respondents the option of letting Statistics Canada access their income tax files rather than answering income-related questions directly. We find that giving respondents the option to share their income tax files (or not) adds a confounding factor when it comes to measuring family-income inequality, particularly for the bottom tail of the distribution. The consent decision does not, however, materially affect the estimation of standard wage equations. [ABSTRACT FROM AUTHOR]

This article offers a critical examination of disability rights in Canada in four policy domains: (a) the concept of disability; (b) non-discrimination and equality; (c) accessibility and inclusion; and (d) income support. The Convention on the Rights of Persons with Disabilities and scholarship from disability legal studies and the applied philosophy of disability provide normative benchmarks for the inquiry. The article identifies several shortcomings within political arrangements, policies, laws, and judicial decisions and traces them back to outdated but enduring conceptions of disability – namely, the 'medical model,' the 'charity model,' as well as other impacts of an ableist ideology, such as the normalization and disenfranchisement of persons with disabilities. This paper uses longitudinal microdata from the Statistics Canada National Longitudinal Survey of Children and Youth (NLSCY) to study the family income dynamics of Canadian children from the time they are 4 or 5 until they are 14 or 15. Dynamics of family income have been studied less often than dynamics of child poverty. Yet we argue that from the perspective of equity, it is important to know the extent to which some children are always affluent while other children are always poor. Also, since our social safety net is designed to shelter Canadians, including children, from both economic hardship and economic loss, it is also important, from the perspective of policy, to assess risk factors for persistent low income as well as correlates of major economic loss. A conference paper on the political and legal aspects of laicism in Québec and France is presented. It defines the concept of laicism, comments on the separation of Church and State, and discusses the fear of communitarianism, the erosion of common values, and the threat to democracy. Additional topics include liberty of conscience and equality, reasonable accommodation and State neutrality, and the contributions of religions to social tolerance.

The health and social conditions of First Nations, Inuit, and Métis peoples in Canada remain important policy concerns. The life course has been proposed by some as a framework for analysis that could assist in the development of policies that would improve the economic and social inclusion of Aboriginal peoples. In this paper we support the goal of applying a life-course perspective to policies related to Aboriginal peoples but suggest that the framework needs to consider the unique relationship between Aboriginal peoples and public policies. In this paper we re-examine inequality in Canada with a comprehensive look at inequality trends in Atlantic Canada during the period 1969 to 1996. We use consumption expenditure as a measure of family well-being and compare it with the income-based measures of well-being. The results of this study reveal the following: (a) consumption distribution is more equal than the income distribution; (b) inequality trends are sensitive to how family resources are measured; (c) consumption inequality in Atlantic Canada fluctuated considerably until the mid-1980s; and (d) tax and transfer policies have played an important role in reducing income disparities in Atlantic Canada as well as in the rest of Canada. Overall, consumption inequality has continually been lower in Atlantic Canada in comparison to the rest of Canada. This article explores the themes of gender, ethnicity, and immigration in post-Second World War Canada, suggesting the 'Fordist accord' that emerged after the war was characterized by continuing inequalities in the labour force, particularly along the lines of ethnicity, 'race' and gender. By examining the controversy surrounding a small group of Polish displaced persons brought to Canada to work in the textile mill of Ludger Dionne, a Quebec member of Parliament, the article provides a window into contemporary debates about immigration and refugees. The Dionne 'scandal'; was not only a concern for the public, the press, Parliament, and the labour movement, but also the Department of External Affairs, which had to repair damaged relations with Poland after the women were brought to Canada as displaced persons. This set of research studies on the life course as a policy lens springs from research and discussions over more than a year and a half among academic researchers and policy analysts. The six empirical studies in this special issue all rely on the life-course perspective to extend the reach of the perspective into areas with policy relevance that have not been examined previously with a life-course lens. The studies examine aboriginal health, social participation, housing instability and evictions, earnings trajectories, and late-life transitions. Key conclusions overall from the project are that (1) Canada may have an early lead in conceptual thinking on life course as a policy lens, giving us the momentum to push this advantage further; (2) the life-course perspective focuses less on individual trajectories and more on the ongoing interactions of individuals with social structures, particularly structures of inequality and life-course scripts; (3) the conceptualization of the life course as a tale of path dependency, gravity, and shocks focuses attention on social circumstances rather than on individual choices; (4) a life-course perspective for policy-makers is more realistic, more attuned to the reality experienced by social actors, and social actors accordingly recognize themselves in policies; and (5) the life-course perspective offers the possibility of making social actors, researchers, and policy-makers work more in tandem.
