Agricultural and environmental policies are being fundamentally reviewed and redesigned in the UK following its exit from the European Union. The UK government and the Devolved Administrations recognise that current land use is not sustainable and that there is now an unprecedented opportunity to define a better land strategy that responds fully to the interconnected challenges of climate change, biodiversity loss and sustainable development. This paper presents evidence from three pathways (current trends, sustainable medium ambition, and sustainable high ambition) to mid-century that were co-created with UK policymakers. The pathways were applied to a national integrated food and land-use model (the FABLE calculator) to explore potential synergies and trade-offs between achieving multiple sustainability targets under limited land availability and constraints to balance food supply and demand at national and global levels. Results show that under the Current Trends pathway all unprotected open natural land would be converted to urban, agriculture and afforested land, with the consequence that from 2030 onwards tree planting targets could not be met. In contrast, the two sustainable pathways illustrate how dietary change, agricultural productivity improvements and waste reduction can free up land for nature recovery and carbon sequestration. This enables a transition to a sustainable food and land-use system that provides a net carbon sink with up to 44% of land able to support biodiversity conservation. We highlight key trade-offs and synergies, which are important to consider for designing and implementing emerging national policies. These include the strong dependence of climate, food and biodiversity targets on dietary shifts, sustainable improvements in agricultural productivity, improved land-use design for protecting and restoring nature, and rapid reductions in food loss and waste. This paper draws on ideas about policy innovation and adaptation to assess the extent to which 'payments for ecosystem services' (PES) can be seen as a challenge to traditionally more bureaucratic, state-centered ways of paying for the provisioning of environmental goods from agricultural landscapes through agri environmental policy (AEP). Focussing on recent experience in the United States and the UK, the paper documents the extent to which PES is now an established term of reference in AEP research and debate in both countries and postulates that this may usher in a new discourse of environmental provisioning in agriculture. The PES landscape is, however, currently highly fragmented and largely experimental, with 'PES-like' approaches being piloted in the field through partnerships between state agencies and localized private and charitable interests. State-supported AEP programs remain substantially intact, and rather than any displacement of state action, there appears to be a more gradual insertion of PES approaches and metrics into standard AEP operating procedures. This institutional stickiness is partly due to the continuing difficulty of agreeing the metrics necessary for measuring outcomes but may also be due to the politically well defended nature of traditional AEP entitlements and associated policy networks. We conclude by suggesting a need for further research to better understand these specifically political constraints and sources of resistance to PES and the ambiguous consequences for institutions, policy networks, rural communities and environment. Conventional approaches to evaluation of environmental programs have tended to limit themselves to restricted measures of program effectiveness. This paper shows how a social learning approach can be incorporated into evaluating public environmental programs. A social learning approach is particularly suited to complex environmental challenges which are inherently difficult to understand, predict, and manage, thus complicating the evaluation process. The paper presents an Australian case study of dryland salinity management where there are major knowledge barriers impeding conventional management techniques. The research presented in this paper focused on evaluating a public demonstration program to track its impact through its design, implementation, and monitoring phases. The paper shows that, by incorporating social learning principles and practices, program evaluation can promote collective action, critical reflection, and increased knowledge to underpin improved environmental management. Can environmental economists influence policy? If so, how? This paper addresses these two questions using the late David Pearce’s career as a case study. Influence can be exercised, but Pearce’s career shows that certain conditions must be met. The first is desire: he wanted to influence policy, and directed a high proportion of his efforts to doing so. He focused particular attention on the power centres of his time — the OECD, World Bank, European Commission, UN, UK government; his influence was aided by his status and location as a professor in a prestige university (UCL) in a major global city (London). His messages were consistent and clear: theory is important, and can be used to frame most environmental challenges as regards both explanation and solution; externalities can be valued; assessing benefits and costs of options is important; market signals (taxes etc) and incentives generally are powerful shapers of behaviour; stock of capital (human, built, natural) is a key measure of sustainability. He communicated simply and clearly, in words and phrases that Ministers for Finance and journalists could understand. All of the broadsheet newspapers in England (Financial Times, Guardian, Independent, Telegraph, Times) were grist to Pearce’s mill of advocacy for environmental economics. He provided the Blueprint books that could be read on a commute and summaries to the media that they could fit into a 1,000 word piece. He didn’t seek out, but neither did he shirk controversy. He worked with various interest groups and politicians, but never to the point were he was co-opted. He initiated and directed the MSc in Environmental and Resource Economics that created an ever-widening and influential pool of advocates for his ideas. Finally, he achieved a prodigious academic output that ensures a sort of immortality, and provided the intellectual ballast the enabled his policy influence. [ABSTRACT FROM AUTHOR]

There is evidence that hypertensive heart disease is attributed to environmental noise and air pollution in European regions. Epidemiological studies have also demonstrated the potential role of road traffic air–noise pollution in adverse health outcomes, including cardiovascular diseases such as hypertension. Despite the local implementation of the EU Directive on environmental noise and air quality, it is necessary to explore the progress and understand the impact of policy, legislation and the collection of exposure and associated health data for air and noise pollution in order to improve environmental public health. Therefore, the DPSEEA (Driving force, Pressure, State, Exposure, Effect and Action) conceptual framework model was used to systematically map and review these links and to identify relevant indicators linking air–noise pollution with cardiovascular diseases. With a focus on the EU and specifically UK situation, we critically evaluate the effectiveness of evidence-based policy implementation of action plans, summarizing existing data using modified framework model tools. We concluded that, the DPSEEA conceptual framework provides an effective review method to more effectively, conduct data surveillance monitoring and assessment, and tracking outcomes with different types of evidence in the field of environmental public health. There is great scope demonstrating the use of the DPSEEA conceptual framework to highlight the casual relationship between exposure and effects taking into account other factors such as driving force, pressure, state, exposure and action and to incorporate as surveillance information in the environmental health tracking system (EHTS). In this paper, we ask why so much ecological scientific research does not have a greater policy impact in the UK. We argue that there are two potentially important and related reasons for this failing. First, much current ecological science is not being conducted at a scale that is readily meaningful to policy-makers. Second, to make much of this research policy-relevant requires collaborative interdisciplinary research between ecologists and social scientists. However, the challenge of undertaking useful interdisciplinary research only re-emphasises the problems of scale: ecologists and social scientists traditionally frame their research questions at different scales and consider different facets of natural resource management, setting different objectives and using different language. We argue that if applied ecological research is to have greater impact in informing environmental policy, much greater attention needs to be given to the scale of the research efforts as well as to the interaction with social scientists. The UK’s Climate Change Programme introduced an Emissions Trading Scheme (ETS) for greenhouse gases. Firms in over 40 industrial sectors which have negotiated “Climate Change Agreements” setting quantitative energy efficiency targets can use the ETS to trade over-and under-compliance with these targets. In parallel, a limited number of firms have become major participants in the ETS as a result of an auction of subsidies for additional abatement commitments. The paper describes the UK arrangements and assesses the economic efficiency and environmental effectiveness of the ETS, drawing on evidence of participants’ behaviour both in the incentive auction, and in subsequent trading. This paper is the report of a meeting that gathered many of the UK's most senior animal scientists with representatives of the farming industry, consumer groups, animal welfare groups, and environmentalists. There was strong consensus that the current economic structure of agriculture cannot adequately address major issues of concern to society: farm incomes, food security and safety, the needs of developing countries, animal welfare, and the environment. This economic structure is based primarily on competition between producers and between retailers, driving food prices down, combined with externalization of many costs. These issues must be addressed by a combination of legislation, restructuring of the market, and use of public funds. The meeting included workshops that made other recommendations for research and education. The winter of 2013/2014 saw a series of severe storms hit the UK, leading to widespread flooding, a major emergency response and extensive media exposure. Previous research indicates that experiencing extreme weather events has the potential to heighten engagement with climate change, however the process by which this occurs remains largely unknown, and establishing a clear causal relationship from experience to perceptions is methodologically challenging. The UK winter flooding offered a natural experiment to examine this question in detail. We compare individuals personally affected by flooding ( n = 162) to a nationally representative sample ( n = 975). We show that direct experience of flooding leads to an overall increased salience of climate change, pronounced emotional responses and greater perceived personal vulnerability and risk perceptions. We also present the first evidence that direct flooding experience can give rise to behavioural intentions beyond individual sustainability actions, including support for mitigation policies, and personal climate adaptation in matters unrelated to the direct experience. We employ a single-country dynamically-recursive Computable General Equilibrium model to make health-focussed macroeconomic assessments of three contingent UK Greenhouse Gas (GHG) mitigation strategies, designed to achieve 2030 emission targets as suggested by the UK Committee on Climate Change. In contrast to previous assessment studies, our main focus is on health co-benefits additional to those from reduced local air pollution. We employ a conservative cost-effectiveness methodology with a zero net cost threshold. Our urban transport strategy (with cleaner vehicles and increased active travel) brings important health co-benefits and is likely to be strongly cost-effective; our food and agriculture strategy (based on abatement technologies and reduction in livestock production) brings worthwhile health co-benefits, but is unlikely to eliminate net costs unless new technological measures are included; our household energy efficiency strategy is likely to breakeven only over the long term after the investment programme has ceased (beyond our 20 year time horizon). We conclude that UK policy makers will, most likely, have to adopt elements which involve initial net societal costs in order to achieve future emission targets and longer-term benefits from GHG reduction. Cost-effectiveness of GHG strategies is likely to require technological mitigation interventions and/or demand-constraining interventions with important health co-benefits and other efficiency-enhancing policies that promote internalization of externalities. Health co-benefits can play a crucial role in bringing down net costs, but our results also suggest the need for adopting holistic assessment methodologies which give proper consideration to welfare-improving health co-benefits with potentially negative economic repercussions (such as increased longevity). The article recaps facts about nature and science that were discovered previously. In June 1,1958, the Clean Air Act of 1956 was implemented. Clean Air Act bans dark smoke from any chimney in England and Wales. The ban is applicable to all buildings, railway engines and ships, however it directly affects industrial and commercial premises. 100 years ago a notable paper was read by professor W. Phillips related to children's capacity for attention. After referring to various experimental inquiries, he came up with an assumption that a child's attention declines more quickly in the afternoon and that math is the subject that demands more attention than any other subjects.

We investigate technological change with regard to CO2 emissions by passenger cars, using a Free Disposal Hull methodology to estimate technological frontiers. We have a sample of cars available in the UK market in the period 2000–2007. Our results show that the rates of technological change (frontier movement) and diffusion (distance to frontier at the car brand level) differ substantially between segments of the car market. We conclude that successful policies should be aimed at the diffusion of best-practice technology, and take account of the different potential for further progress between different segments of the market (e.g. diesel vs. gasoline engines and small vs. large engines). Two consequences of the continued urbanisation of the human population are that a growing proportion of the landscape is less hospitable to, and that a growing proportion of people are disconnected from, native biodiversity. One response of the UK government has been to establish a goal, and an associated baseline indicator, of increasing the extent and range of public participation in gardening for wildlife. The formulation of policy to attain this end requires, however, insight into the factors that are associated with the level of participation. Here we examine the relationships, across 15 areas in five UK cities, between the proportion of households providing various garden features for wildlife or participating in various wildlife gardening activities, and housing densities and characteristics of the garden resource. We show that significant numbers of households participate in some form of wildlife gardening, but that the predominant form this participation takes is feeding wild birds. Key variables associated with spatial variation in wildlife gardening activities are the proportion of households with access to a garden and, more importantly, average garden size and the proportion of land cover by gardens. There was no evidence for strong effects of household density or the socio-economic status of householders on the prevalence of wildlife friendly features in gardens or on the participation by householders in activities to encourage wildlife. Abstract The aim of this article is to further our understanding of the “GM is unnatural” view, and of the critical response to it. While many people have been reported to hold the view that GM is unnatural, many policy-makers and their advisors have suggested that the view must be ignored or rejected, and that there are scientific reasons for doing so. Three “typical” examples of ways in which the “GM is unnatural” view has been treated by UK policy-makers and their advisors are explored. These are the Government’s position (DEFRA Report), the account of the Nuffield Council on Bioethics, and the position of Nigel Halford, a scientist with an advisory role to the Government. I show that their accounts fail to mount a convincing critique. Then, I draw on an empirical research project held during  2003–2004 at the University of Newcastle-upon-Tyne in the north east of England. Scientists met with non-scientists in a range of facilitated one-to-one conversations (“exchanges”) on various environmental issues, one of which was on GM. Our findings show that some scientists who rejected the “GM is unnatural” view struggled to do so consistently. Their struggle is interpreted in terms of a conflict between a so-called “scientific” worldview, and a different worldview that underlies the concerns of those who held the “GM is unnatural” view. This worldview is explored further by an examination of their concerns. What distinguishes this worldview from the “scientific” worldview is that the instrumentalization of the nonhuman world is questioned to a larger extent. I conclude that, because the underlying concerns of those who held the “GM is unnatural” view were not with GM as such, yet with a worldview that was considered to be problematic, and of which many GM applications were held to be expressions, policy-makers and their advisors should reflect on the critical worldview of those who claim that GM is unnatural if they want to engage seriously with their concerns.
