There are urgent ecological and environmental problems in the process of the utilization of urban construction land, promoting green utilization of construction land is conducive to urban sustainable development and high-quality economic development. Based on the panel data of 108 prefecture-level and above cities in the Yangtze River Economic Belt, China from 2003 to 2017, this paper uses the super-efficiency SBM model to measure the green efficiency of urban construction land (GEUCL), analyzes its spatial–temporal evolution characteristics, and constructs the spatial autoregressive model to study its spatial spillover effects from the perspective of urban hierarchy. It is found that, in terms of temporal variation, the average efficiency value shows a fluctuating upward trend during the study period, rising from 0.27 in 2003 to 0.39 in 2017, the cumulative growth rate is 44.44%, with an average annual growth rate of 3.14%. In terms of spatial distribution characteristics, during the study period, the number of medium-efficiency and high-efficiency cities increases significantly, while the number of low-efficiency cities decreases sharply; high-efficiency cities always present scattered distribution, while medium-efficiency cities change from scattered distribution to agglomeration distribution. In addition, GEUCL has significantly positive spatial spillover effects between neighboring cities of different grades and between neighboring cities of the same grade, among them, the increase of GEUCL in higher-grade cities has significantly positive spatial spillover effects on that in adjacent lower-grade cities; the increase of GEUCL in lower-grade cities has significantly positive spatial spillover effects on that in neighboring higher-grade cities; GEUCL has significantly positive spatial spillover effects between neighboring cities of the same grade. Smart city construction represents an advanced stage of China's urbanisation process and plays an important role in promoting green economic growth and sustainable development. Propensity score matching is combined with the difference-in-difference method to analyse the data of 221 prefecture-level cities in China from 2006 to 2020 to assess the impact of smart city construction on urban green development. We found that smart city construction can significantly contribute to urban green development; this contribution has long-term benefits. Further analysis shows that smart city construction promotes urban green development via industrial structure and green technology innovation and that smart city construction has a significant positive spatial spillover effect, i.e., it promotes urban green development locally while significantly contributing to urban green development in neighbouring regions. Accurately assessing the impact of low-carbon urban construction on green economic development has great significance for achieving economic development with environmental protection, and for building an ecological civilization and a beautiful China. Based on panel data for 271 cities in China from 2004 to 2019, multi-period and spatial difference-in-difference econometric models were used to comprehensively investigate the impact of three batches of low-carbon city pilot policies on green economic development, finding the following: The contribution of low-carbon urban construction on urban green economic development is significant and positive, and still holds under a series of robustness tests. Parallel trend tests also show a lag in the policy effect, and the effect is strengthened over policy implementation time. Green orientation of technological progress, green transformation of industry, and green upgrade of consumption are important channels for the effect of the policies. The promotion effect of low-carbon city construction is stronger in the central and northern cities, and in cities with high green economic development, than in western and southern cities, and those with low green economic development. Construction of low-carbon pilot cities not only promotes their own green economic development, but also that in neighboring cities, exerting a demonstration effect. Green infrastructure networks enhance the protection and improvement of urban ecological environments, augment the efficiency and quality of ecosystem services, and furnish residents with healthier and more comfortable living conditions. Although previous research has investigated the construction or optimization methods of green infrastructure networks, these studies have been relatively isolated and lacking in case studies for mountainous cities. In the development of green infrastructure, mountainous cities must specifically consider the impact of terrain on network construction. Taking Fuzhou, a mountainous city in China, as an example, this study constructs and optimizes the green infrastructure network by employing morphological spatial pattern analysis, connectivity analysis, the Minimum Cumulative Resistance model, and circuit theory. These methodologies increase the connectivity of the Green Infrastructure within the study area, thereby promoting the health of the local ecosystem and creating conducive circumstances for the city's sustainable development. The findings reveal that: (1) Green infrastructure in Fuzhou takes up 5366.38 ha, constituting 21.76% of the study area, primarily situated in the northwest and south; (2) Fuzhou's Green Infrastructure network comprises 10 hubs and 17 corridors with a hub area of 1306.98 ha, predominantly distributed in the mountains encircling the city, including Meifeng Mountain, Gaogai Mountain, and Qingliang Mountain; (3) Based on optimization, the circuit centrality index categorizes hub importance into three protection levels, pinpointing nine crucial protected areas in the corridors and 680 areas requiring enhancement, including 68 areas for first-level improvement, 149 areas for second-level improvement, and 463 areas for third-level improvement. This research offers a methodological reference for constructing and optimizing green infrastructure networks in mountainous cities, providing both theoretical and practical foundations for optimizing green infrastructure networks in Fuzhou City.
