This paper examines the personal and professional experiences of the five arts leaders who co-wrote the foundation document for Australia's first national curriculum in the Arts. Their personal and professional backgrounds, which were explored during in depth interviews, drove the complex collaborative process that informed the first iteration of the Australian Curriculum: The Arts. Though each couched their responses in the context of their background and arts discipline, they shared an awareness of the important role of the Arts in providing the analytical tools for children and young people to identify and subsequently challenge social injustice. The findings, which are presented as a group narrative using a Narrative Inquiry approach, reveal how the five arts leaders' individual lived experience, disciplinary experience and expertise, and commitment to collaborative leadership informed their approach. This article draws upon individual narratives of young former refugee's experiences of high schools. It explores the stories told by the young people of being identified as different and of negotiating ways of belonging in schools both academically and socially. It argues that it is how the school positions the newly arrived refugee students within mainstream school culture that opens up or restricts opportunities for inclusion in all aspects of school (in culture and pedagogy). Legal attendance requirements and national declarations establish a social contract between the State and its citizens for the provision of schooling. Any shortage of teachers compromises the ability of the State to meet its contractable obligations. The sovereignty of the social contract is complex as no single body has ultimate responsibility for housing the teaching workforce, but everyone has a stake in it. Empirically focused on the largest school system in the southern hemisphere, the New South Wales public education system (Australia), this paper demonstrates that 90.8% of teaching positions, over 50,000 full-time equivalent posts, are in Local Government Areas where the median rent and house sales price are severely unaffordable on a top-of-the-scale teacher salary. With the system requiring additional teachers to meet increasing enrolments, and housing costs outstripping salaries, many schools not traditionally considered difficult to staff are becoming, if not already, inaccessible for teachers. Home renovation is a global phenomenon, where households seek to remodel, reconfigure, and retrofit their home. While often a response to the material conditions of a dwelling, such as decay and damage, renovation also as emerges as a practice central to identity creation, sense of home, and leisure. Importantly, improving household sustainability is increasingly driving renovation activities, as governments and households seek to reduce the environmental impact of residential dwellings. Drawing on data collected from a national survey developed by the authors, this paper explores sustainable renovation practices in Australia. The paper provides a three-level analysis of home renovators. First, the paper profiles recent renovators. Second, the extent to which sustainability was considered by recent renovators during the renovation process is investigated. Third, the relationship between personal values placed on household sustainability and the sustainable renovation practices are explored. The analysis reveals that sustainability is an important renovation driver. However, sustainable renovation practices differ between groups of homeowners, with educated and wealthy homeowners most likely to undertake sustainable renovation. Further, those with a stronger commitment to household sustainability are the most likely to include expensive sustainability technologies as part of their renovations. However, it is younger households, who are less committed to the principles of household sustainability, that are most likely to access government subsidies to support the inclusion of these technologies as part of their renovation. This paper explores young people's understandings of gender and investigates their gender-based experiences in high schools in Australia. The discussion is based on qualitative research including focus groups and interviews with 47 recent high school leavers from diverse linguistic, socioeconomic, religious, ethnic, gender and sexuality backgrounds, who attended a broad range of high school types in New South Wales (NSW). We found that young people are critically engaging in gender issues and are often challenging binary gender and associated inequitable practices in schools and beyond. They are taking a leading role in educating adults about gender—that is, they are 'teaching up', as young people conceptualised it, to their families and teachers about gender, gender-related issues and doing gender differently in contemporary times. Their views on gender are often in contrast to those institutional views that currently prevail in NSW schools, which often still reflect stereotypes that perpetuate gender inequalities. Increasing the adoption of energy-efficiency measures (EEM) by households is one of the practical strategies to increase energy efficiency and reduce greenhouse gas emissions. For the 3.24 million low-income households in Australia, partly due to their potentially disproportionately large waste of usable energy, there is a gap between the potential for energy efficiency through existing EEM and the actual energy-efficiency level. Many measures increase energy efficiency in buildings; however, barriers persist for such households to adopt these measures, of which limited research has yet to be conducted. In response, this study examines the relationships involved by a questionnaire survey of 212 low-income households in Australia, showing that financial barriers have the greatest influence followed by split incentive barriers, with the provision of information having no significant role to play. This paper contributes to filling the gap of limited energy-efficiency research involving low-income households, revealing the effect of energy-efficiency barriers on their adoption of EEM. Ideas and practices associated with inclusive education have featured prominently in the policies and reforms of successive Australian federal governments since the 1990s, yet there are limited historical analyses of these developments. This paper analyses federal and national inclusive education policies in Australia spanning from 1992 to the present. Drawing upon the concept of 'political rationality', the paper examines how the modes of reason underpinning inclusive education policies have evolved over time. Three distinct phases of policy development are identified, which we suggest are characterised by three dominant rationalities: (1) standardisation, (2) the neo-social and (3) personalisation. We argue that examining these rationalities reveals fundamental shifts in ways of thinking about and reasoning inclusive education in policy. We conclude by considering the implications of the different rationalities and single out the potential tensions emerging between rationalities of standardisation and personalisation as an area for future investigation. Climate change and associated processes can increase the occurrence of some natural hazards and threaten business operations. Therefore, it is widely recommended businesses respond to climate change and implement climate change adaptation. Worldwide, businesses make efforts towards climate change adaptation, but investigation on such efforts is still required. To partially fill this research gap, the paper explores businesses adaptation efforts in the Hunter Valley, Australia. The paper collects primary data from open-ended interviews to 10 representatives of local businesses and supporting organizations. The paper reveals that businesses interpret climate change in different ways. While some businesses are sceptical about climate change, others are aware of it and its impacts on everyday operations. Businesses therefore implement adaptation by integrating climate change into everyday operations and continuity planning. The paper also shows diverse interactions occurring between businesses and other local stakeholders such as governments and communities. Usually, higher government levels offer vague and limited support to businesses and inhibit their adaptive efforts. Meanwhile, interactions between businesses and City Councils can be both collaborative and fragmented. Some businesses also interact with local communities by disclosing information about their operations and response to climate change. Significant collaborations with research partners in China are seen in many Western countries. With increasing US-China geopolitical tensions, governments, research institutions, and individuals in established scientific systems are increasingly required to address a proliferating array of risks and challenges associated with collaboration with China. Academic researchers are only beginning to describe how countries are responding to the ongoing need for global scientific collaboration amidst intensifying geopolitical competition. Several studies have examined the securitization of scientific connections with China in the USA, while others have documented developments in nations such as Australia, the UK, and Sweden. However, there is limited comparative research on approaches to international science amid geopolitical tensions. This paper bridges the gap, illuminating the key dimensions of variation in country-level responses by comparing the cases of Sweden and Australia. The questions we ask are as follows: Who responds to the challenges? By what means? And to what ends are responses directed? Swedish government have been largely passive, but Swedish funding agencies have developed "responsible internationalisation" guidelines that aim to induce proactive reflection by institutions and individual researchers. Australia's approach, by contrast, has centred on legislation, the exercise of ministerial powers, along with sector-wide enactment of expanded due diligence protocols. Driven by the focus on standardised assessment and performance-driven accountability, a considerable body of literature has documented differences in students' academic achievement across school sectors, both internationally and in Australia. However, few studies have to date explored the potential mechanisms underlying such differences, particularly through the lens of school climate and student engagement. And despite extensive literature on school climate and student engagement, including their relationships with achievement, the differences in these patterns across school sectors remain under-studied. In this paper, we leverage nationally representative data from a large-scale longitudinal survey in Australia with linked administrative data on student achievement to reveal different patterns of school climate and student engagement across government, Catholic and independent sectors. Employing multivariable regression analyses, we identify unique school climate and student engagement facets that are associated with improved achievement in each of these sectors, offering important pointers for educational policies. Gambling is commonly associated with social and economic disadvantage. In this paper we examine the impact of gambling on homeownership, using Australian panel data. We find that gambling is associated with a lower probability of homeownership. Specifically, our endogeneity corrected estimates show that an increase in problem gambling is associated with between 1.6 and 1.8 percentage point decrease in the probability of owning a home depending on the model. Our result show that financial stress and social capital are channels through which gambling influences the probability of homeownership. [ABSTRACT FROM AUTHOR]

As the university student body becomes more diversified and students' lives less linear, student retention carries increased importance for universities, including the conversion of deferrers and the re-enrolment of leave-taking students. This paper is based on a broader research project which explored national patterns of deferral and leave of absence in Australia and the policies and strategies for re-engaging the students who defer or take leave. Through a mixed research design, the study explores the extent to which students are positioned at the centre of deferral and leave of absence policy, informed by relationship marketing concepts. This study suggests that many universities have moved towards greater consideration of student perspectives and individualised approaches to building a trustworthy and supportive relationship with deferral and leave-taking students, based on data analytics of individual students' information and circumstances. This paper examines the ethics of the Australian business community's responses to the phenomenon of modern slavery. Engaging a critical discourse approach, we draw upon a data set of submissions by businesses and business representatives to the Australian government's Joint Standing Committee on Foreign Affairs, Defence and Trade 'Parliamentary Inquiry into Establishing a Modern Slavery Act in Australia'—which preceded the signing into law of Australia's Modern Slavery Act 2018—to examine the business community's discursive construction in their submissions of the ethical–political concept of freedom. The paper shows how the concept of freedom was employed by Australian business in a manner that privileged their own subject status and advocated for legislation with minimal burden. Relating this contemporary case to a longer historical context, we show how Australian business responses towards modern slavery map onto liberal and neoliberal ethics in which the freedom of the propertied takes precedent over that of the property-less. Further, we show discursive similarities in the arguments presented by modern Australian businesses and certain historical efforts by members of the business community to privilege commercial freedoms in responses to 18th and 19th Century abolitionist movements. Overall, our research makes two important contributions: first, it highlights the value of a critical discourse lens in business ethics research to show how business and other stakeholders in the field construct and shape their own and other's ethically-laden understanding of reality; and second, it presents a case for considerable scepticism about the motivation of (Australian) business to employ the freedoms made available to it under neo/liberal discourse to confront a key human rights challenge. Understanding the drivers of student dropout from higher education has been a policy concern for several decades. However, the contributing role of certain factors—including student mental health—remains poorly understood. Furthermore, existing studies linking student mental health and university dropout are limited in both methodology and scope—for example, they often rely on small and/or non-representative samples or subjective measures, and focus almost exclusively on main effects. This paper overcomes many of these shortcomings by leveraging unique linked administrative data on the full population of domestic students commencing undergraduate studies at Australian universities between 2012 and 2015 (n = 652,139). Using these data, we document that approximately 15% of students drop out of university within their first academic year. Critically, students receiving treatment for mental health problems are 4.3 (adjusted) to 8.3 (unadjusted) percentage points more likely to drop out of higher education. This association remains in the presence of an encompassing set of potential confounds, and is remarkably uniform across segments of the student population determined by individual, family, and programme characteristics. Altogether, our findings call for increased policy efforts to improve student mental health and to buffer against its deleterious effects on retention. [ABSTRACT FROM AUTHOR]

The COVID-19 pandemic has caused extensive disruption to economies and societies across the world. In terms of demographic processes, mortality has risen in many countries, international migration and mobility has been widely curtailed, and rising unemployment and job insecurity is expected to lower fertility rates in the near future. This paper attempts to examine the possible effects of COVID-19 on Australia's demography over the next two decades, focusing in particular on population ageing. Several population projections were prepared for the period 2019–41. We formulated three scenarios in which the pandemic has a short-lived impact of 2–3 years, a moderate impact lasting about 5 years, or a severe impact lasting up to a decade. We also created two hypothetical scenarios, one of which illustrates Australia's demographic future in the absence of a pandemic for comparative purposes, and another which demonstrates the demographic consequences if Australia had experienced excess mortality equivalent to that recorded in the first half of 2020 in England & Wales. Our projections show that the pandemic will probably have little impact on numerical population ageing but a moderate effect on structural ageing. Had Australia experienced the high mortality observed in England & Wales there would have been 19,400 excess deaths. We caution that considerable uncertainty surrounds the future trajectory of COVID-19 and therefore the demographic responses to it. Young adults staying with parents is definitely a growing housing tenure in Australia. This paper, for the first time, unearths individual-level housing tenure choices of young Australians from the household-level data of owning/renting from the 2017 Household Income and Labour Dynamics in Australia survey. In addition to owner-occupation and private rental, the paper explores the influence of personal characteristics on two types of multigenerational co-residence: young adults who live with parents rent-free and pay board. The results show that, in Australia, young women are more independent in their housing tenure choices (i.e., owning and renting) in comparison to young men. There is a growing trend towards mature and high-earning young people living with parents for free, which might be explained by the aim of saving money to buy a house or investment property and also care arrangements for their elderly parents. Marital status has also a significant effect on housing tenure choices. Never married young adults prefer to live with parents either for free or pay board; while those divorced/separated or widowed prefer to rent privately to maintain their residential independency, after life circumstances changed. This study informs policy makers to provide more support to young adults in a fully or partly independent housing tenure (renting and paying board) in assisting them to climb up the housing career ladder—becoming a homeowner. The growing intellectual and policy debate around optimal approaches to diversity governance, particularly in relation to criticism of multiculturalism, is now entering a new phase characterised by advocating alternative conceptual and policy paradigms most notably interculturalism. Proposing a conceptual complementarity approach, rather than dogmatically oppositional stances, this paper approaches interculturalism as offering heuristic additive values to multiculturalism. As the paper shows, the Australian context indeed offers an optimal case study for conceptualising and engaging with interculturalism within an otherwise resilient multicultural framework. Australia's unique and strong multicultural ethos has combined with successful intercultural strategies at different levels of diversity governance, policy and practice across various sectoral terrains. This paper uses an online national survey to examine the public understanding of and attitudes towards multiculturalism and interculturalism as supposedly distinct yet interconnected policy tools relating to the ever-changing diversity governance agenda. Current applications of Graph Neural Networks in citywide short-term crash risk prediction have been limited by a gridded representation of space, which restricts the network's capability to effectively capture the spatial and temporal dependency of crash occurrences. In addition, a grided representation does not match most geographic units used for administrative purposes, limiting the use of crash risk predictions by practitioners. This paper applies a gated localised diffusion graph neural network (GLDNet) model to compare the use of two alternative geographic units, Mesh Block (MB) and grid, to forecast locations where crashes are likely to occur in a future time window. The GLDNet relies on a graph-based representation of geographic units and a weighted loss function to address the sparsity of crash occurrences. The tests are performed using crash data from the City of Melbourne, Australia, over a period of one year. The predictions are made at six-hour intervals, and the results show that the GLDNet consistently outperforms baseline methods, with differences in prediction accuracy from 10% to 21% in relation to historical average and benchmark deep learning models. In terms of geographic units, the MB-based GLDNet performed better than its grid counterpart, with differences in prediction accuracy of up to 12.3%. The better performance stems from the underlying information attached to the MB units (i.e., land use) and the network properties (i.e., degree of centrality), which enhance the GLDNet capability to identify crash risk in both central and peripherical areas. Regarding its applicability, the MB-based GLDNet directly integrates with other data sources, which provides contextual information about crash hotspots that helps decision-makers develop police patrolling and rescuing strategies. Information and Communication Technologies (ICTs) and by extension the Internet, have brought immense sociological transformations to humanity. Despite the development the Internet has brought to humanity, the Government of Papua New Guinea (GoPNG) has not lost sight of the fact that the use of ICTs and other related supporting devices are fraught with cybercrime and cyber insecurities that constitute challenges to global law enforcement agencies in PNG and other nations of the world. This paper reports the trends on victims of cybercrimes from 2001 to 2021 and presents an action plan for PNG. The data analysed in this study was explicated from the Internet crime reports published by the Federal Bureau of Investigation and National White Collar Crime Center (IC3). The data were analysed using descriptive statistics and XGraph component of the Statistical Package for Social Sciences' Population Pyramid. The results confirmed that the number of Internet users that were defrauded increased exponentially from 2016 to 2021. Results from the data explicated from the World Bank on Internet use, revealed that the population of Internet users in PNG and Australia will increase at a minimum rate of 1% to 2% for the next few years. These findings suggest that cybercrimes will be on the rise as the number of Internet users increase at 1% to 2% in PNG and Australia in the next few years. Force majeure circumstances, such as those witnessed in the COVID-19 pandemic, have been used to justify new technologies of governance as policy-makers around the world began to realise the magnitude of the problem and its political implications. In Australia, the coronavirus crisis focussed attention on the vital role education plays in society and was used as an opportunity by policy-makers to reinforce an agenda that, over the past two decades, has tied education policy-making to the economy and 'national interest'. Indeed, Australia's growing federal involvement, with respect to schooling policy was continued in the pandemic as the Australian Prime Minister (PM) created a national cabinet to deal with the crisis, consisting of the PM and state and territory leaders. However, despite the ongoing ambition of a national policy agenda pursued by federal policy-makers, fault lines appeared. Informed by Foucauldian notions of discourse, governmentality and biopolitics, this paper explores how Australia's federal Coalition government endeavoured to manage the population at the outset of the pandemic and subjectified teachers as responsible in the service of the economy. While COVID-19 was a crisis in search of a narrative, federal policy-makers experienced pushback as state and territory leaders assumed control and teachers refused subject positions. This paper discusses the Australian boab tree and its potential for research as living historical archaeology. Boab trees play an important role in the economy, culture, and cosmology of Indigenous people in northwest Australia and continue to hold a powerful presence in the Kimberley region today. Working with Nyikina and Mangala Traditional Owners we have undertaken to document examples of this iconic tree and its cultural and historical associations, particularly in the form of carvings and inscriptions embedded in the bark. Focusing on four individual trees located in the Kimberley region of northwest Australia, we propose that the modification of boab trees, as a practice undertaken by both Indigenous and non-Indigenous people, offers important insights into the everyday lives and historic events that shaped this cultural landscape. Many nineteenth-century Chinese migrants to Pacific Rim countries died far from their home villages. Diverse approaches were adopted to mark graves, possibly anticipating the subsequent, culturally important, repatriation of their bones. This paper evaluates the morphology of grave markers from eight northeast Australian sites and considers reasons for the variations. Physical appraisal of each site was undertaken and, where they exist, cemetery records and allied documentation examined. In an unusual departure from the norm the inscriptions on most identified grave markers rarely indicate date of death. The seemingly meticulous attention to grave identification in some areas contrasts with others where markers are absent. This study indicates divergent approaches to identification and recording of individual graves over time and place. Rather than indicating full-fledged ethnogenesis, wherein Australian Chinese developed new cultural practices, these behaviors suggest that ca.1870–1930 was a transitional period, during which extant cultural processes were adapted to meet immediate needs. Previous research has indicated that healthcare support for sexuality after spinal cord injury appears to be neglected or inadequately provided. The perspectives of people living with spinal cord injuries regarding what is lacking and what support they would like to be provided, and why, has yet to be explored. This paper uses critical theory to explore how societal constructs of sexuality and disability shape how sexuality is supported after a spinal cord injury. To do this, we conducted in-depth semi-structured interviews with 11 people with a spinal cord injury from Australia, the United Kingdom, and the United States. We drew from the works of various critical disability theorists to analyze what discourses underpinned the experiences people with spinal cord injuries had when receiving sexuality support. Analysis suggested that the following discourses were apparent: (1) broken bodies require repair, (2) sex is penetration, ejaculation then reproduction, and (3) sexual autonomy is required. Findings indicated healthcare professionals need to recognize people with spinal cord injuries as sexual beings with a diverse range of desires, lives, relations, and bodies. Provision of individualized comprehensive high-quality sexuality support is therefore warranted. Antimicrobial stewardship (AMS) is well established in Australian hospitals. Electronic medical record (EMR) implementation has lagged in Australia, with two Healthcare Information and Management Systems Society (HIMSS) Stage 6 hospitals and one Stage 7 hospital as of September 2020. Specific barriers faced by AMS teams with paper-based prescribing and medical records include real-time identification of antimicrobials orders; the ability to prospectively monitor antimicrobial use; and the integration of fundamental point of prescribing AMS principles into routine clinical practice. There are few local guidelines to assist Australian hospitals and AMS teams beyond "out of the box" EMR functionality. EMR implementation has enormous potential to positively impact AMS teams through more efficient workflows and the ability to expand the reach and coverage of AMS activities. There are inevitable limitations associated with EMR implementation that must be considered. In this paper, we compare reparation policies in Australia and Argentina. We analyse the difference between the reparations given by their respective governments to the Argentinian victims of the 'Dirty War' and to the 'Stolen Generations' in Australia. The aim of this paper is to compare the experience of victims in Argentina and Australia in relation to reparations to demonstrate that using only one type of reparations, either material or symbolic, is unsatisfactory for victims and does not repair the harm done. We also argue that the timing and the context in which reparations are offered can play a role in the victims' satisfaction with the governments' reparation policies. [ABSTRACT FROM AUTHOR]

Barriers and facilitators affecting the social activities of people with congenital physical and communication disabilities are well documented. However, little is known of their experiences of developing sexual and intimate relationships. This study conducted a systematic review of the literature to address this gap in knowledge. Ten online databases were searched for relevant papers between 1990 and 2014. In addition, hand searches of Augmentative and Alternative Communication Journal and the Sexuality and Disability Journal were conducted. Fifteen papers were identified and appraised. The thematic coding approach identified six principal themes. However, the content analysis revealed that the majority of the literature focused on the social needs of people with physical and communication disabilities. Despite evidence that people with disabilities are sexually active, there is little focus on the experiences of people with disabilities developing intimacy and expressing sexuality. The few references to sexuality in the relevant literature focused on protection from abuse, though some researchers called for improved counseling on sexuality and relationships, and improved access to sexual health services. Further research is required to focus on practical and theoretical outcomes to enhance social relationships and sexuality, and offer lovers who use AAC real advice in their search for intimacy. Disadvantage in schooling is often constructed as a crisis in need of fixing. Global policy reforms tend to emphasise that solutions for disadvantage often lie beyond the capacity of the state, necessitating private/philanthropic intervention. This paper seeks to contribute to this line of analysis by investigating the rise of philanthropy in Australian public schooling. Our analysis focuses on the intermediary organisation, Schools Plus, which works to connect donors to disadvantaged public schools. Through qualitative content analysis and stakeholder interviews we demonstrate how philanthropy has come to be seen as a solution to the complex problem of disadvantage, or more specifically in this case, the perceived inadequacies of public education provision. The consequence of this, we suggest, is the changing of responsibility for addressing disadvantage from government to individual schools that have been able to establish an entrepreneurial culture to market their disadvantage. A wildfire, an unplanned fire that is mainly uncontrolled and originates in combustible vegetation in rural or urban settings, is one of the most pervasive natural catastrophes in some areas, such as Siberia, California and Australia. Many studies, such as standard reviews, have been undertaken to look into the works of literature on wildfires or forest fires and their effects on aquatic and terrestrial ecosystems. Regrettably, conventional literature reviews failed to identify the important researchers, evolving complexities, emerging research hotspots, trends and opportunities for further research on the ground of wildfire study. The present study employs bibliometric analysis to investigate this study area qualitatively and quantitatively. The Scopus database systems and Web of Science Core Collection yielded 78 qualifying papers, which were then evaluated using Biblioshiny (A bibliometrix tool of R-studio). According to the statistics, the discipline is expanding at a pace that is 13.68% faster than average. So far, three key periods of transformation have been documented: preliminary evolution (8 articles; 1999–2005), gentle evolution (14 articles; 2006–2013) and quick evolution (56 articles; 2014 to 2021). Forest Ecology and Management and Science journals have the highest number of publications, accounting for 7.70% of total wildfire-related articles published from 1999 to 2021. However, recent data indicate that investigators are shifting their focus to wildfires, with the term 'Australia' having the highest frequency (91) and 'wildfire' having the second highest (58) as the most appeared keywords. The present study will provide a foundation for future research on wildfire incidence and management by receiving information by synthesising previously published literature in Australia and around the world. We promote a view that more attention should be given to the freight sector in order to recognise that many initiatives designed to impact on passenger travel do also impact on the performance of the movement of freight vehicles and hence the ability to distribute commodities from the locations in which they are generated. This paper develops a practical freight demand model system and applies the models within an integrated passenger and freight model system for the Greater Sydney Metropolitan Area using a distance based charge for trucks and cars as a way of highlighting the importance of not ignoring truck traffic when assessing road pricing reform in the car passenger sector. This paper presents a review of the key Australian legislation passed between 2009 and 2019 targeting outlaw motorcycle gangs (OMCGs). It identifies the key similarities and differences across the reforms and provides examples of the legislation being used to disrupt serious and organised crime activity by OMCGs. It also presents some of the barriers to effective enforcement of the legislation. There is limited information about the use and effectiveness of the legislation. In an era where higher education institutions appear increasingly committed to what Sara Ahmed calls 'speech acts' whereby declared goodwill, through stated commitments to diversity, equity, and increasing Indigenous student enrolment and completion have been made; it is undeniable that Indigenous academics are in high demand. With fewer than 430 Indigenous academics currently employed here on the continent now commonly referred to as 'Australia', and 69% of that cohort identifying as female, what does it look like to experience this demand as an Indigenous academic woman? Drawing on data collected from a Nation-wide study in 2019 of 17 one-on-one, face-to-face interviews with Indigenous academic women, using Indigenous research methodologies and poetic transcription, this paper explores the experiences and relational aspects of Indigenous academic women's roles in Australian higher education. Relationship agreements are important for HIV prevention among gay and bisexual men (GBM) in relationships, with research earlier in the HIV epidemic often finding that agreements specified monogamy or condom use with casual partners. There is evidence that HIV pre-exposure prophylaxis (PrEP) has shifted sexual practices among some men in relationships, such as allowing condomless sex with casual partners, but there has been little attention paid to relationship agreements among GBM who use PrEP. In this paper, we analyzed national, Australian, cross-sectional data from an online survey completed by non-HIV-positive GBM in 2021 (N = 1,185). Using logistic regression, we identified demographic characteristics, sexual practices and the types of relationship agreement that were associated with PrEP use among GBM in relationships. Using Pearson's chi-squared tests, we explored whether PrEP users in relationships reported similar sexual practices to PrEP users not in relationships. PrEP use among GBM in relationships was independently associated with older age, identifying as gay, being in a non-monogamous relationship, having a spoken (explicit) relationship agreement, having a primary HIV-negative partner taking PrEP or a primary partner living with HIV, reporting recent condomless casual sex, reporting an STI diagnosis in the past year, and knowing at least one other PrEP user. We found that PrEP users in relationships had similar sexual practices to PrEP users not in relationships. GBM in relationships who have casual sex and who meet PrEP suitability criteria may be good candidates for PrEP. Factors affecting fertilizer decisions made by grain growers are changing in the context of changing climatic conditions and growing volatility in global fertilizer and grain markets. To ensure sustainable development of grain industries in light of this uncertainty, research, development, extension, and adoption activities associated with growers' fertilizer decisions need to be focused on factors to which they are most sensitive. The aim of this paper is to understand the factors that have the greatest influence on grain producer's fertilizer strategies, how these factors have changed over recent years, and what is the relative importance of agronomic, socioeconomic, and logistical factors affecting these strategies. A telephone survey of 425 grain-growing businesses in Western Australia was conducted, and survey results were analyzed statistically. We show for the first time that grain growers' fertilizer decisions are most sensitive to agronomic factors (especially the amount and distribution of rainfall). Logistic factors (such as difficulties fertilizing increasing areas in short periods of time) are growing in influence as farm size, cropping areas, and the number of fertilizer applications within seasons increase. Fertilizer decisions have become less sensitive to socioeconomic factors over the last 10 to 15 years. To ensure sustainable development of grain production, research through to adoption activities should focus on agronomic issues (such as seasonal forecasting) and logistic issues (such as improving planning, organizational, and technical capacity for developing and implementing fertilizer strategies). Most of the rainfall in southern Australia is associated with cyclones, cold fronts, and thunderstorms, and cases when these weather systems co-occur are particularly likely to cause extreme rainfall. Rainfall declines in some parts of southern Australia during the cool half of the year in recent decades have previously been attributed to decreases in the rainfall from fronts and/or cyclones, while thunderstorm-related rainfall has been observed to increase, particularly in the warm half of the year. However, the co-occurrence of these systems, particularly the co-occurrence of cyclones or fronts with thunderstorms, can be very important for rainfall in some areas, particularly heavy rainfall, and changes in the frequency of these combined weather systems have not been previously assessed. In this paper we show that the majority of the observed cool season rainfall decline between 1979–1996 and 1997–2015 in southeast Australia is associated with a decrease in the frequency of fronts and cyclones that produce rainfall, while there has simultaneously been an increase in the frequency of cold fronts and thunderstorms that do not produce rainfall in some regions. Thunderstorm rainfall has increased in much of southern Australia, particularly during the warm half of the year, including an increase in rainfall where a thunderstorm environment occurs at the same time as a cyclone or front. Contract cheating remains a significant problem for universities and higher education (HE) generally, both within Australia and internationally. In 2020, the Australian Federal Government passed legislation establishing a new criminal offence, criminalising the provision or advertisement of academic cheating services by individuals and businesses. This legislation represents the Australian Government's formal commitment to a criminal justice response to address the problem of contract cheating behaviour, which seeks to prevent and minimise the use and/or promotion of such cheating services within the higher education sector. This paper provides a political discourse analysis (PDA) and interpretive policy analysis (IPA) of Australian Parliamentary Hansard documents regarding debate of the Tertiary Education Quality and Standards Agency Amendment (Prohibiting Academic Cheating Services) Bill 2019. Our findings suggest a discord between the putative purpose of this legislation and the way the contract cheating problem has been represented in Australian Parliament. We argue that debates regarding the solution to, or at least how to address contract cheating first need to understand and agree on the problem if they are to meaningfully prevent crime. Our analysis exposes the politicisation of the higher education sector and associated discourse, where concern about contract cheating, in this case, was used as a vehicle to further rationalise ongoing Government paternalism and interference in tertiary institutions, underscoring the need for critical evaluation of criminological interventions. Complex and interrelated trends in population and labour market dynamics in peripheral regions of developed countries have compelled them to use international skilled migration to address their skill shortages and facilitate economic development. Using the Northern Territory (NT) of Australia as a case study, this paper examines if and how these regions can benefit from a national policy for skilled migration, including the regional migration policy, which Australia has been operating since 1996-1997. The paper situates the regional migration policy in a context of the global competition for skills, explains how it came about and outlines the key characteristics of the NT as a peripheral region. An innovative approach to immigration data analysis permits formulating four propositions about the nature of international migration to peripheral regions. The analysis consists of tracking over a period of 17 years, the dynamics between all components of Australia's and the Northern Territory's permanent additions and comparing changes in the composition of their respective skilled migration streams. The paper proposes that peripheral regions benefit from skilled migration with a lagged effect as compared to Australia as a whole. This article explores the emerging intersections between the shift towards higher quality food consumption in China and Chinese investment in overseas farmland. Based on an ethnographic study of a Chinese company acquiring one of Australia's largest dairy farms, the article argues that the linkage between imported Australian milk and perceptions of safety and quality has served as a powerful driver of Chinese investment in overseas farmland—a linkage that has largely been overlooked by literature on China's role in the global land rush. Drawing on the notion of 'quality imaginaries', the paper shows how images of Australian farmland as natural, pure, and geographically isolated have been mobilized by the investor company to position itself as provider of fresh, premium milk in the Chinese market. While such place-based qualities constitute a prized advantage, ironically, they also present a looming risk as the investor company struggles to reconcile fresh milk's perishability with the farm's location at the 'edge of the world'. Thus, the case study not only demonstrates how cultural meanings tied to food and eating shape the ways in which investors imagine land's affordances and possibilities but also draws attention to land's materiality as a factor that both facilitates and destabilizes investment in farmland. Australia's population at the highest ages is growing rapidly, driving increasing demand for a whole range of services often required at advanced ages. Unfortunately, official population statistics tend to become less accurate as age increases, especially in the centenarian ages. The aims of the paper are to (i) describe the growth of Australia's population at the highest ages using methods which that provide greater accuracy and more detail than is available from official statistical sources; (ii) understand the demographic drivers of population growth at these ages; and (iii) urge caution with the use of official population data at the highest ages, and warn of some of the implications of doing so. State-of-the-art extinct generation and survivor ratio methods were employed to prepare robust estimates of Australia's population by sex and single years of age for each year of the period 1971 to 2018. Results show that Australia's population at the highest ages is growing very quickly. Over the 20 years to 2018 nonagenarians (those aged 90–99) grew in number from 63,000 to 181,000 (an increase of 185%), but centenarians (aged 100+) increased at an even faster rate, growing by 215% (from about 1300 to 4200). Official population estimates can be relied upon up to about age 85, but at higher ages the quality of single year of age population numbers may be poor. Recent reforms in Initial Teacher Education (ITE) in Australia have called for primary pre-service teachers to graduate with a specialisation in a priority learning area. This represents a significant change to the way that primary teachers are prepared. In this paper, we use Carol Bacchi's What's the Problem Represented to be? approach (WPR) to analyse the discourses present in four policy documents that have led to the introduction of primary specialisations in Australian education. The policy analysis reveals that the introduction of primary specialisations does not have a strong evidence base. Moreover, slippage in definitions causes confusion about what the role entails, with certain people marginalised by this policy direction. The aim of this paper is to examine how flows of immigration and emigration to and from Australia over the past 35 years have evolved across settlement areas. This is achieved by studying the changes to the sources of immigration, measured by country or region of birth, the relative propensities of immigrants to remain in Australia, and the differences exhibited by females and males. The analyses utilise a unique set of data on immigration and emigration flows that have been recently harmonised across various sources of existing data, both over time and across geographic units. Specifically, we show how the patterns have evolved for 18 different immigrant groups and the Australia-born population since 1981. This research provides new insights into the patterns of international migration that are greatly influencing population and ethnic change across Australia. We show how the diversity of immigration has increased between 1981 and 2016 and the significance of China and India as new sources of immigration. The increasing diversity is found across all 47 geographic areas that we examine, albeit with variations in the levels and sources of immigration. We also find that retention of immigrants and ratios of returning Australia-born persons have been declining over time. Finally, we show how most immigrant groups exhibit distinct patterns of immigration and emigration by sex. [ABSTRACT FROM AUTHOR]

In Australia and the UK, contracts with minors in sports and entertainment are not uncommon. Generally, such contracts are voidable at the option of the minor. However, when contracts fall within the category of beneficial service, as is the case with most professional sports or entertainment contracts, they will be enforceable against the minor. Indian courts do not prescribe to this view holding contracts with minors, void ab initio and unenforceable against contractual parties, with few exceptions. The policy rationale is embedded in protecting minors from their own rash decisions and preventing unscrupulous parties from taking advantage of a minor's nascent mental capacity. By analysing divergent approaches on the validity of minors' contracts in three common law jurisdictions—Australia, India and the UK—the authors highlight inadequacies in legal pronouncements by Indian courts. In India, the legal non-existence and unenforceability of service contracts with minors renders it futile for them or their representatives from negotiating favourable contractual terms beyond welfare measures provided by law as these are unlikely to be upheld. This paper argues that India's narrow approach fails to acknowledge practical realities of minors' participation in the increasingly commercialised sports and entertainment industry. In light of more practical approaches in other common law jurisdictions, the authors set out policy recommendations and suggest reforms to the legal position on minors' capacity to contract in India. This paper aims to contribute to the understanding of geopolitics by offering a heuristic framework to understand the "geo" in geopolitics. The approach integrates economic and strategic processes with transformations of physical geography by emphasizing the role of context and the mutual construction of geography and politics. Understanding foreign policy choices requires a theorized contextualization that sees all geopolitical decisions being limited by the interaction of economic, strategic, and physical contexts. Geopolitics is situated within the structures and imperatives of the capitalist world-economy and defined as the process of controlling geographic entities; specifically, regions, networks, and places. Geopolitical activity occurs within three related contexts; specifically, geostructural, geostrategic, and geophysical. The geographic entities and contexts are constructed by geopolitical activity, and frame such activity, in a non-deterministic and mutually constitutive fashion. This paper undertakes a near real-time analysis of the income distribution effects of the Covid-19 crisis in Australia to understand the ongoing changes in the income distribution as well as the impact of policy responses. By semi-parametrically combining incomplete observed data from three different sources–the monthly Longitudinal Labour Force Survey, the Survey of Income and Housing and administrative payroll data–we estimate the impact of Covid-19 on the Australian income distribution and decompose its impact into the income shock effect and the policy effect between February and June 2020, covering the immediate periods before and after the initial Covid-19 outbreak. Our results suggest that, despite growth in unemployment, the Gini coefficient of equivalised household disposable income dropped by more than 0.02 points between February and June 2020. This reduction is due to the additional wage subsidies and welfare supports offered as part of the policy response, offsetting the increase in income inequality from the income shock effect. The results shows the effectiveness of temporary policy measures both in maintaining living standards and avoiding increases in income inequality. However, the heavy reliance on the support measures shown in the modelling raises the possibility that the changes in the income distribution may be reversed, or even that inequality and living standards could substantially worsen once the measures are withdrawn. Immigration from a diverse range of source countries has been instrumental in increasing the diversity of religions among Australia's population. Immigrants' religious adherences may affect their labour market outcomes and integration into the host society more broadly by influencing their accumulation of human capital, work and family-related attitudes and values, social networks, and experiences of discrimination. Such effects of religion may differ between immigrants from different countries of origin. This paper examines the effects of religion and birthplace on unemployment, labour force participation and occupational status using 2016 Australian Census data, paying particular attention to the largest Asian immigrant groups. The results show that religion has stronger effects on labour force participation for females than for males. Christians tend to have higher employment and occupational status than Muslims and Buddhists. The results show the variations in labour force participation and occupational status between people with different religions are generally wider within immigrant groups than among the Australia-born, and the pattern of variation differs between Asian country of birth groups. The study demonstrates the importance of religion to the delineation of the heterogenous paths of economic integration of immigrant populations. [ABSTRACT FROM AUTHOR]

This paper explores attitudes toward dating people with disability amongst young people in Australia and Hong Kong. Data relating to disability were extracted from an e-survey that investigated young people's (n = 2208) experiences of and attitudes toward dating. Quantitative data were analysed using descriptive statistics while open ended responses were subjected to interpretive content analysis. When asked about preferred characteristics for potential dates, young people identified factors that were unlikely to be negatively influenced by disability, such as loyalty, honesty, dedication, humour, and kindness. Yet when asked whether disability would influence their dating choices, most said that it would and expressed an unwillingness to date people with disability. Young adults in Hong Kong expressed less openness to dating people with disability than those in Australia. Physical disability and mental health issues were seen as less of a barrier to dating than intellectual or developmental disability. Despite recent gains in public attitudes toward people with disability, improvements are needed in terms of young people in the general population viewing people with disability as suitable partners and thus, allowing them to enjoy equal rights to relationships and sexuality. This literature review presents a critical appraisal of the dominant approaches toward the sexuality and relationships of people with acquired brain injury. In particular, we sought to identify and review existing programs focusing on sexuality and relationships which use an educational and/or peer–peer approach. A systematic and comprehensive search of the EBSCOHOST database was conducted within an unlimited time-frame to yield the highest number of relevant results possible, along with hand-searching of key journals and databases. Reports, papers and webpages, documents commonly referred to as 'grey literature' that are not published in peer-reviewed journals, were also hand searched as a part of this review. The database search yielded 862 results, 14 of which were found to be relevant to our research interests. All of the sexuality education programs identified in this review were experienced positively by participants, families, caregivers, and professionals working with people with acquired brain injury. No peer–peer sexuality and relationships programs were identified. However, we found strong support for the use of peer–peer approaches in other programs for people with acquired brain injury. This literature review provides strong support for the development peer–peer sexuality and relationships programs for people with acquired brain injury. The China-born population have a long history of migrating to and settling in Australia, and have recently grown to become the third largest overseas-born population. To measure their integration in Australia, a spatial perspective is adopted in this paper. Spatial distribution is an important indicator of immigrants' integration in the host country and is linked to their socioeconomic integration. It is generally agreed that the more concentrated immigrants distribute, the less integrated socioeconomically they are; the more immigrants' spatial distribution patterns mirror the local population, the more integrated they are. Distributions of mainland Chinese population at sub-national levels are examined. Using coefficient of variation and index of dissimilarity, spatial integration patterns of the China-born population in Australia are analyzed over time, across age groups and immigrant cohorts, and against those of other birthplace groups using 1981–2016 Australian census data. Changes in the distribution of China-born immigrants substantiate the 'contrasting' dispersion-concentration picture uncovered in earlier Australian censuses. With the influx of international students and skilled migrants, results from spatial integration analyses show a slow but uninterrupted improvement in the China-born immigrants' spatial integration after the 2001 Census. In the spatial analysis across immigrant cohorts, it is found that the interaction between cohort characteristics and lengths of residence in Australia is likely an important factor influencing the spatial distribution patterns of mainland Chinese. Findings of the study contribute to the knowledge of immigrants' spatial distribution and integration in the host country, especially in the context of Australia and a context of broader Chinese diaspora in major immigration countries. In this paper, we report on the cross-cultural comparative analysis that was undertaken as part of the Social Unit of Learning project investigating student collaborative problem solving in China and Australia. The video-based research examined the 'negotiative foci' of dyadic student interaction during collaborative problem solving within the mathematics classroom setting. In the analysis we take negotiative focus as the central construct and compare the student interactions in terms of their focus on either facts and procedures, didactical norms, or social/interpersonal considerations. We report on the analysis based on an open-ended pair task (Household task) that was completed by year 7 students (mostly 12- to 13-year olds) in China and Australia. In the study we analysed the video and written responses of 20 student pairs from three year 7 classes in China (40 students in total) and 25 student pairs from two year 7 classes in Australia (50 students in total). The findings from this comparative study provide empirical evidence regarding how the participating students in each country interpreted and negotiated meaning as they tackled the open-ended task collaboratively.
