Green development is the main theme of modern development in China and even the world. Green development depends on green technology innovation (GTI). Therefore, for developing countries like China in the stage of economic transition, it is urgent to accelerate GTI to gain sustained advantages in the new round of international competition. As an important representative of contemporary rapid transportation, high-speed railway (HSR) can not only alleviate the rapidly growing transportation demand of the public, but also have potential benefits to the energy consumption structure and environmental quality. Whether and how HSR affects GTI has become the focus of this paper. Hence, by employing the panel data of 286 cities in China from 2007 to 2018 with the time-varying DID model, this paper verifies that HSR development can contribute to GTI. The main findings of this paper are as follows: (1) The operation of HSR can not only make the incremental development of GTI, but also improve the quality of GTI simultaneously. Moreover, the quality improvement effect of HSR is greater than the quantity increment effect. (2) Heterogeneity analysis shows that the positive effect of HSR on GTI is more significant for cities that have implemented LCCP. (3) This paper verifies the mediating effect of high-quality human capital. The opening of HSR further stimulates GTI by improving the level of high-quality human capital in cities and increasing the opportunities for knowledge exchange and diffusion. In the process of global urban development, there are urgent ecological security and environmental pollution problems, green development is the fundamental way for urban sustainable development, economic transformation and mitigation of ecological and environmental problems. Based on the panel data of 283 cities at prefecture level and above in China from 2003 to 2017, this paper analyzes spatial–temporal evolution characteristics of urban green development efficiency (UGDE) and the peer effects of UGDE between cities of different grades. It is found that during the study period, in terms of temporal evolution, the average UGDE in China increased from 0.47 in 2003 to 0.61 in 2017, with a cumulative growth rate of 29.79%, showing a rising trend in general. In terms of spatial evolution, the number of low-efficiency cities and medium-efficiency cities continued to decrease. The eastern region has always been the main distribution area of higher-efficiency cities and high-efficiency cities; in the central region, UGDE in most cities improved significantly; in the western region, UGDE has always lagged behind that in the eastern and central regions. In addition, the center of gravity of UGDE presented a trend of northwest migration in general, with a total displacement of 100.07 km, and UGDE showed a spatial dispersion trend. The empirical results indicate that the improvement of UGDE in large cities has a driving effect on that in neighboring medium cities and small cities through the positive peer effect, and the growth of UGDE in medium cities has a promoting effect on that in neighboring small cities through the positive peer effect; the increase of UGDE in medium cities has a positive peer effect on that in neighboring large cities, and the growth of UGDE in small cities has a positive peer effect on that in neighboring medium cities; UGDE promotes each other between large cities through the positive peer effect. Although the effect of highways on economic growth has been widely discussed, its role in green technological innovation has not yet attracted attention facing today's strong emphasis on the green economy. To fill this gap, this paper aims to provide empirical evidence by investigating the effects of highways on regional green technological innovation in China. The paper elaborates theoretically on three mechanisms through which the development of highways may influence regional green technological innovation, namely the agglomeration effect, spatial spillover effect, and network effect. To advance the empirical analysis, this paper constructs a spatial Durbin model accounting for spatial interdependencies among regions. Unlike previous literature, this paper uses "the strength of economic linkage" to indicate the development of highways in each city and discusses geographic distance and time-distance effect (spatio-temporal effect) resulting from highways. Using panel data of 105 prefecture-level cities in China's Yangtze River Economic Belt from 2001 to 2013, we find that: (1) highway has a significant role in promoting regional green technological innovation; (2) significant spatial spillover effects resulting from highways exist and the magnitude of the influence varies with geographical and temporal distance effect. Green economy is the core content of the high-quality economic development, and the digital economy is the new driving force to accelerate the realization of high-quality economic development. In this regard, this paper selects 248 resource-based cities in China from 2011 to 2019 as the research objects and uses the fixed effect model and mediation effect model to test the relationship between digital economy and regional green total factor productivity. We get the following conclusions: First, there is the nonlinear relationship between digital economy and regional green total factor productivity, and this relationship shows the inverted U-shape. Secondly, digital economy can influence regional green total factor productivity through the path transmission mechanism of regional technological innovation, industrial structure, and environmental regulation. Finally, the effect of digital economy on regional green total factor productivity is heterogeneous, especially in the eastern region and cities with high human capital level. Based on the digital economy, the findings of this paper provide theoretical basis and reference suggestions for promoting the green development of regional economy. The government should attach importance to regional green development, actively guide the digital economy to promote green development, accelerate the development of the digital economy, and achieve high-quality economic development finally. How the transformation of trade patterns affects carbon emissions is an important topic in the field of trade and the environment. Based on the panel data of Chinese cities from 2000 to 2016, this paper uses fixed effect model, instrumental variable model and threshold estimation model to investigate the impact of the transformation of export trade patterns on carbon emissions and its internal mechanism. We find that during the investigation period, the transformation of export trade pattern has a significant "U"-shaped nonlinear impact on carbon emissions, and the research results still hold after a series of robustness checks and instrumental variable estimation; through the mechanism analysis of the threshold effect, it is found that in the process of the impact of trade patterns transformation on carbon emissions, there are double thresholds for energy structure transition; the nonlinear impact of export trade pattern transformation on carbon emissions has significant heterogeneity in different regions, city categories, and different periods; the mechanism analysis results show that industrial structure upgrading, industrial co-agglomeration, and green technology innovation are the main paths that the transformation of export trade patterns affects carbon emissions. Under the dual goals of fulfilling China's commitment to "carbon peak in 2030 and carbon neutrality in 2060" and implementing corporate social governance to promote green and sustainable development, this paper will provide suggestions for realizing the goal of low-carbon emission reduction from the perspective of the transformation of export trade patterns. As an essential part of ecological civilization, water ecological civilization has significant influence on the green and sustainable development of cities. Under the background of China's Water Ecological Civilization City Pilot (WECCP), based on data from 275 cities in China from 2007 to 2019 by using the difference-in-differences (DID) model, we empirically analyzed the influence of the WECCP establishment on urban green innovation and explored the impact mechanism in depth using a mediating effect model, which aimed to verify whether the "Porter hypothesis" holds true in China. The result indicated that the WECCP had made a remarkable contribution to enhancing urban green innovation in the pilot cities. Further research found that the input mechanism played an important mediating role. In addition, the heterogeneity test indicated that cities in the central region, at low administrative levels, and in the first batch of pilots gained more from the policy establishment. This paper has theoretical implications for understanding the derived innovation benefits of the environmental policy, practical implications for identifying new drivers of urban innovation, and provides related experience for the country to further promote and expand water ecological civilization construction and useful policy inspiration for other developing countries to formulate ecological and environmental policies. The Basin Horizontal Ecological Compensation Mechanism (BHEC) is a significant institutional innovation in China's water environment management, aimed at achieving green, low-carbon, and high-quality development in the basin. This paper examines the current status of the spatial association network of green low-carbon development in Xin'an River basin, using social network analysis based on data from prefecture-level cities between 2006 and 2019. Using a dual difference model, the paper explores the important role of BHEC in promoting green low-carbon development from the perspectives of production and consumption and analyzes the path of BHEC's promotion of green low-carbon development in detail. The results indicate that (1) the green low-carbon development in the Xin'an River basin is universally connected in space, but this connection is uneven among the cities in the basin, presenting a network spatial structure with the central region as the core and the north and south regions approaching the core. (2) BHEC contributes to green low-carbon development, and the "two-wheel drive" of green technology progress and green technology efficiency is essential to improve green low-carbon development. (3) From the perspective of consumption affecting green low-carbon development, the positive impact of BHEC on green low-carbon development is inseparable from the synergistic guarantee of public participation. (4) From the production side of green low-carbon development, the ecological effect, structural effect, and technological effect are significant transmission factors of compensation policies affecting green low-carbon development. (5) The "blood transfusion" pilot policy is more helpful to improve green low-carbon development, and compensation policy has positive spillover effects. Finally, the paper argues that the trans-basin ecological compensation policy is expected to become a long-term mechanism to promote green low-carbon and high-quality development in the basin, providing a theoretical and practical basis for developing countries to achieve green low-carbon development through an ecological compensation system. Green economic development is an effective tactic for China to cope with the predicament of resources and the environment. As "smoke-free industries", producer services are becoming the main contributors to urban green economic development (UGED). The paper adopts the super-efficiency EBM model to estimate the UGED index of 268 Chinese cities from 2005 to 2019. Based on the theoretical analysis, econometric models are constructed to systematically test how the specialized and diversified agglomeration of producer services impacts UGED. The findings reveal that both agglomeration modes considerably enhance UGED in the local area and its surroundings. Diversified agglomeration exerts a stronger radiation and promotion effect than specialized agglomeration. In addition, the impact of the two agglomeration modes on UGED demonstrates pronounced heterogeneity in urban scales, economic development stages, and industries. Furthermore, mechanism studies suggest that agglomeration substantially boosts UGED by improving human capital, technological innovation, and upgrading industrial structure. As such, our findings serve as an empirical basis for understanding the mechanism of the impact of PSA on UGED and also offer significant insight for local governments to adopt differentiated industrial policies to enhance the positive agglomeration effect on UGED. Digital inclusive finance has an essential impact on improving the urban green economy efficiency by demonstrating environmental friendliness in agglomerating factors and promoting the flow of factors. Based on the panel data of 284 cities in China from 2011 to 2020, this paper uses the super-efficiency SBM model with undesirable outputs to measure the urban green economy efficiency. Then, the fixed effect model and spatial econometric model of panel data are used to empirically test the impact of digital inclusive finance on urban green economic efficiency and its spatial spillover effect, and the heterogeneity analysis is carried out. This paper draws the following conclusions. (1) The average value of urban green economic efficiency of 284 Chinese cities from 2011 to 2020 is 0.5916, showing a "high in the east and low in the west." In terms of time, it showed a rising trend year by year. (2) Digital financial inclusion and urban green economy efficiency have a high spatial correlation, both showing "high-high" and "low-low" agglomeration characteristics. (3) Digital inclusive finance significantly impacts urban green economic efficiency, especially in the eastern region. (4) The impact of digital inclusive finance on urban green economic efficiency has a spatial spillover effect. In the eastern and central regions, digital inclusive finance will inhibit the improvement of urban green economic efficiency in adjacent cities. In contrast, it will promote urban green economy efficiency in the western regions in adjacent cities. (5) The coverage and depth of digital inclusive finance significantly affect the urban green economy efficiency, while the level of digitization has yet to show a significant effect. The intelligent city pilot policy is a major measure in China to promote urban development from factor driven and investment driven to innovation driven. Intelligent city construction can effectively coordinate specialized production factors and information sharing mechanism, promote digital information technology innovation, promote smart industry cluster, and expand ecological scenarios of clean industry application, so as to reduce carbon emissions. This paper reveals the internal mechanism of intelligent city construction to promote carbon emission reduction. Based on the quasi-natural experiments carried out in three batches of pilot construction of intelligent cities since 2012, the difference-in-difference model (DID) is used to identify its impact on urban carbon emissions. The research results show that the pilot construction of intelligent cities is conducive to reducing carbon emissions, which is still robust under multiple scenarios such as placebo test and endogenous test. Heterogeneity analysis shows that the pilot policies have a more significant carbon emission reduction effect on the Beijing-Tianjin-Hebei urban agglomeration, non-resource-based cities, and non-old industrial bases. After further quantitative analysis of 917 pilot policy texts based on Simhash algorithm, Jieba word segmentation, and word frequency statistics, it is found that intelligent industry policies reduce carbon emissions by driving data elements agglomeration and optimizing industrial structure, while intelligent government and intelligent people's livelihood policies improve energy efficiency and reduce carbon emissions through green technological innovation. Counterfactual tests using machine learning algorithms show that the later the pilot batch, the better the sustainable carbon emission reduction effect of intelligent city pilot policies. Whether the technological finance cooperation pilot (TFCP) policy in China can promote energy efficiency remains under investigated. Using the dataset covering 284 cities in China from 2003 to 2019, this paper adopts the Super-SBM model with undesirable outputs to measure energy efficiency. Based on this efficiency, the Difference-in-Differences model (DID) and Spatial Durbin model (SDM) are employed to discuss the impact of TFCP policy on energy efficiency. Results demonstrate that TFCP policy has significantly promoted energy efficiency. And the conclusion is still valid after the robustness checks and endogenous treatment has been carried out. The impact of the TFCP policy on energy efficiency is heterogeneous, depending on the geographical, administrative, and resource characteristics of cities. To be specific, the promotion effect tends to be pronounced in east-central cities, high-ranking cities, and high-tech cities. Moreover, TFCP policy could significantly improve energy efficiency through the effects of technological innovation, industrial upgrading, and financial development. A further policy spillover analysis shows that TFCP policy has exerted a remarkable incentive influence on energy efficiency locally, while the neighboring cities are inhibitive. To sum up, this research is of important theoretical value and policy-making reference on green economy transformation for cities with differential features and energy utilization capacity, by shedding light on the impacts of such a technological finance cooperation system on energy efficiency. There are urgent ecological and environmental problems in the process of the utilization of urban construction land, promoting green utilization of construction land is conducive to urban sustainable development and high-quality economic development. Based on the panel data of 108 prefecture-level and above cities in the Yangtze River Economic Belt, China from 2003 to 2017, this paper uses the super-efficiency SBM model to measure the green efficiency of urban construction land (GEUCL), analyzes its spatial–temporal evolution characteristics, and constructs the spatial autoregressive model to study its spatial spillover effects from the perspective of urban hierarchy. It is found that, in terms of temporal variation, the average efficiency value shows a fluctuating upward trend during the study period, rising from 0.27 in 2003 to 0.39 in 2017, the cumulative growth rate is 44.44%, with an average annual growth rate of 3.14%. In terms of spatial distribution characteristics, during the study period, the number of medium-efficiency and high-efficiency cities increases significantly, while the number of low-efficiency cities decreases sharply; high-efficiency cities always present scattered distribution, while medium-efficiency cities change from scattered distribution to agglomeration distribution. In addition, GEUCL has significantly positive spatial spillover effects between neighboring cities of different grades and between neighboring cities of the same grade, among them, the increase of GEUCL in higher-grade cities has significantly positive spatial spillover effects on that in adjacent lower-grade cities; the increase of GEUCL in lower-grade cities has significantly positive spatial spillover effects on that in neighboring higher-grade cities; GEUCL has significantly positive spatial spillover effects between neighboring cities of the same grade. The economic and technological development zone (ETDZ) serves an essential role in driving green development and ecological civilization. Therefore, it is crucial to investigate the impact of ETDZs on eco-efficiency for sustainable development. This paper investigates the impact of the establishment of ETDZs on eco-efficiency by constructing a differences-in-differences (DID) model on the basis of 253 cities in China from 2004 to 2017 as the dataset. This paper also explores the possible intrinsic impact mechanisms through the channels of industrial structure and technological innovation by constructing a mediating effect model, and the heterogeneous effects of ETDZs on eco-efficiency from the perspectives of regional imbalance and city class heterogeneity. Statistical results report that ETDZs significantly positively affect eco-efficiency and such effects are most significant in the first year after the establishment of ETDZs. Industrial structure upgrading and technological innovation are essential role mechanisms for ETDZs to enhance eco-efficiency. Besides, the enhancement effect of ETDZs on eco-efficiency is only observed in the eastern part of the city, with an insignificant inhibitory effect in central and western parts of the cities. How to maintain the balanced stability and resilient development of rural systems is an important issue that needs urgent attention in the field of sustainable rural development at present. In this paper, the entropy method, spatial autocorrelation model, and Geodetector were used to explore the rural resilience level, spatial distribution characteristics, and driving factors of 31 cities in the urban agglomerations in the middle reaches of the Yangtze River (UAMRYR), and to put forward corresponding policy suggestions. The results are as follows: (1) From 2005 to 2020, rural resilience in the UAMRYR showed an upward trend with an average annual growth rate of 8.26%. The ranking of the three major urban agglomerations is Changsha-Zhuzhou-Xiangtan urban agglomerations > Wuhan urban agglomerations > Poyang Lake urban agglomerations. (2) During the study period, the spatial distribution of rural resilience gradually developed from a negative correlation to a strong positive correlation and generally showed the characteristics of high in the west and low in the east. (3) The urbanization rate, the size and structure of the economy, the difference in consumption and income between urban and rural areas, the local fiscal revenue, and the number of village committees are the key factors affecting the level of rural resilience. On this basis, we proposed policy recommendations to improve the economic, social, and ecological resilience of rural areas in the UAMRYR. This paper empirically examines the specific impact effects and mediates transmission mechanisms of rising housing prices on urban green development using the data from 285 prefecture-level cities in China from 2010 to 2019. The results show that: 1. the rapid rise in housing prices significantly inhibits the improvement of urban green total factor productivity (GTFP) and is not conducive to promoting urban green development; 2. the effect of high housing prices on the GTFP of cities with different population size, geographical location, and resource mastery shows a significant heterogeneous effect; 3. The study of the transmission mechanism finds that soaring urban housing prices not only lead to investment distortions that weaken the overall research and innovation capacity, but also have a "solidifying lock-in" effect on the industrial structure of cities, which in turn creates obstacles to the enhancement of urban green efficiency. The free flow of factors resulting from regional integration affects not only economic and social activities between cities, but also climate and environmental changes. Under the goal of sustainable development, regional integration as a policy pathway to lower carbon intensity has rarely been clarified. In light of this, using panel data of 279 prefecture-level cities in China from 2006 to 2019, this paper treats city cluster planning as a quasi-natural experiment of regional integration and aims to discuss the impact and mechanism of regional integration on carbon intensity through difference-in-differences (DID) method, mediating effect model and moderating effect model. The following results are reached: (1) The implementation of regional integration policy effectively reduces carbon intensity, and the conclusion still holds after a series of robustness tests. (2) Total factor productivity (TFP) is the mediator of regional integration to reduce carbon intensity, and population density, technological innovation and industrial upgrading are the moderators. (3) The effect of regional integration in reducing carbon intensity varies from city location and city features. The proposed theoretical framework of regional integration affecting carbon intensity, containing mediator and moderators, not only enriches the theoretical research in the field of environment and region, but also provides a new policy path for exploring sustainable development. The traditional view is that local governments are inclined to ease environmental regulations in response to fiscal pressure (FP) and alleviate FP by sacrificing the environment for economic development (ED). This paper takes Chinese Mainland resource-based cities (RBC) as the research sample but draws different conclusions. The research results are as follows: firstly, for RBC, although FP reduces environmental pollution (EP), it is not conducive to ED. Compared with non-resource-based cities (NRBC), the economic negative effect of FP in RBC is more obvious. Secondly, FP is detrimental to ED by reducing EP, and RBC have not sacrificed the environment to promote ED in the context of FP. This paper summarizes that the development path of RBC should be "optimizing government behavior → increasing FP → improving environmental quality → reducing ED level." Thirdly, the impact of FP on cities with slower economic growth and smaller economic gap is greater, and the impact of FP on cities with better environment is more obvious. This paper argues that facing FP, RBC in China will not trade EP for ED; at the same time, we suggest RBC in other countries in the face of the FP, not only thinking of promoting ED at the expense of the EP and ease the FP, but also the development of green ecological requirement, overall consideration of the relationship between EP and ED, and then achieve green and sustainable ED without degrading the environment as far as possible. Balancing economic growth with resources and the environment to achieve sustainable development is a key issue in the development of all countries, and researchers are trying to find feasible development paths. The aim of this study is to examine the impact of human capital levels on green economic efficiency (GEE) and the underlying mechanisms in 280 prefecture-level cities in China and covering the 2003–2019 period. In addition, we calculate GEE including undesired outputs based on a super-efficiency slack-based measure (SBM) model, and we construct panel regression and moderating effect models for empirical studies. The results of the baseline regression study show that the improvement in the human capital level contributes to the GEE of prefecture-level cities. Among the control variables, the economic development level, foreign direct investment (FDI), city size, and the science and technology innovation (STI) level positively affect GEE, while industrialization and environmental regulation negatively affect GEE. The study results concerning the mechanism of action indicate that industrial structure upgrading plays a positive moderating role. That is, industrial structure upgrading can strengthen the effect of human capital on GEE, which is further clarified. This study suggests that government policies must favor the cultivation of high-level human capital, especially in the environmental protection industry, and that talent support strategies should be differentiated between regions to promote industrial structure upgrading and human capital matching through green technology development. Modern human capital theory reveals the important role of human capital in improving economic efficiency and provides new ideas for achieving sustainable development. Based on panel data from 285 Chinese prefecture-level cities from 2003 to 2020, this paper uses the difference-in-difference (DID) method to investigate the policy effect, mechanism, and heterogeneity of green finance (GF) to reduce environmental pollution. (1) Green finance has significant effect on reducing environmental pollution. The parallel trend test demonstrates that DID test results are valid. (2) Following a battery of robustness tests including instrumental variable, propensity score matching (PSM), variable substitution, and changing time-bandwidth, the conclusions are still valid. (3) Mechanism analysis reveals that green finance can reduce environmental pollution by increasing energy efficiency, adjusting industrial structure, and transforming green consumption. (4) Heterogeneity analysis proves that green finance has a substantial impact on reducing the environmental pollution in eastern and western cities, but not in central China. (5) In the "two-control zone" and "low-carbon pilot cities," the results of applying green finance policies are better, and a policy superposition effect exists. It will contribute to ameliorating the national carbon trading system and further benefit the realization of China's carbon peaking and carbon neutrality goals through in-depth study and summarize the effectiveness of carbon trading policy implementation in pilot areas. Based on the multi-phase difference-in-differences approach and synthetic control method, this paper utilizes China's provincial panel data from 2006 to 2020 to comprehensively assess the Porter effect (including the economic and green innovation effects) and carbon mitigation effect of carbon trading policy from the overall and local perspectives. Then the robustness test and mechanism analysis are carried out. The findings show that: (1) from the overall effect, the carbon trading policy brings a noticeable carbon mitigation effect and Porter effect, and the intensity of the impact keeps changing over time; (2) there is significant heterogeneity in the local effects of this policy on the eight pilot provinces and cities, with only Chongqing obtaining both the Porter effect and the carbon mitigation effect, while the rest of the regions do not yield the triple dividend of economic, environmental, and green innovation simultaneously; (3) there are much more prominent environment and green innovation effects in the developed regions, while the underdeveloped ones have better economic development and no green innovation effect; (4) the policy can bring environmental and economic dividends through energy structure optimization. However, due to the carbon rebound effect, stimulating green innovation pathways can only boost the economy while carbon emissions increase instead. The renovation problem of old residential areas is not only a city management task, but also a major engineering of benefiting the people, which is related to the people living and working in peace and contentment and the improvement of the overall image of the city. In order to improve the appearance of old residential areas in Chinese cities and the living conditions of their residents, city planners must take a scientific and structured approach to renovation. After analyzing current status of the old residential in several major Chinese cities, consulting the literature, and undertaking field investigations, this paper summarizes the main influencing factors on renovation decision-making. We propose five hypotheses, which we test using questionnaire survey data, sample analysis of these influencing factors, and a structural equation model (SEM). The results show that the degree of influence of each factor on renovation decisions ranks as technology being the most influential, followed by the economy, policy, the environment, and society. The economic development level of the Yangtze River Economic Belt is relatively high, and the modern agricultural production has brought serious pressure to the agricultural ecological environment. At present, there is no research on the sustainable status of agroecosystem in the Yangtze River Economic Belt, based on the emergy theory, this paper analyzes and evaluates the input–output structure and sustainable status of the Yangtze River Economic Belt by calculating the input–output factors and relevant emergy indexes from 2010 to 2018. The results show that the total input and output emergy of the Yangtze River Economic Belt shows an upward trend from 2010 to 2018. The input of non-renewable industrial auxiliary emergy is too high which has been more than 80%, and the structure of agriculture, forestry, animal husbandry, and fishery industry is unreasonable, which makes the net emergy yield rate of the system very low, its value was only 0.23 in 2018, far less than 1, and the agroecosystem is in an unsustainable state. Except for Shanghai, most provinces and cities of the Yangtze River Economic Belt are in an unsustainable state, and the status of the agricultural ecological environment is not optimistic. From 2010 to 2018, the overall ecological environment of the agricultural ecosystem in the Yangtze River Economic Belt is not optimistic. Among them, the most affected agricultural ecosystem's sustainable development index is the cash-crop area, total population, and agricultural fixed asset investment. Relevant departments and agricultural practitioners need to change the resource input structure of the agricultural ecosystem, reduce the dependence on industrial auxiliary energy, improve resource utilization efficiency, adjust the industrial structure of agricultural output and increase the production of high-emergy products, to realize sustainable development of the agricultural ecosystem. As digital economy flourishes, there have been fundamental changes in the patterns of economic development, social structure, and ecological environment, which are the key elements of inclusive green growth (IGG). However, whether digital economy can effectively contribute to IGG requires further investigation. This paper evaluates the direct and spatial spillover effect of digital economy on IGG of 280 cities in China during 2011–2019 using Spatial Durbin Model (SDM). It further explores how government environmental regulation (GER) moderates this facilitating effect. The empirical results show that digital economy significantly reinforces IGG while GER weakens the benefits of digital economy to IGG. There is a significant spatial spillover effect of digital economy on IGG in neighboring regions; specifically, IGG in peripheral cities is more significantly encouraged by digital economy than in central cities. In addition, digital development demonstrates the most significant impact on IGG in central regions of China, followed by the eastern regions, with western regions lagging behind. This paper contributes theoretically and empirically to promote digital economy selectively for IGG in different regions and provides a guideline for policymakers to achieve IGG through proper GER. City sustainability means a balance among economy, society, and environment in the rapid urbanization process. Effective assessment of city sustainability could guide a city to develop in the desired direction. Northeastern China was one of the forefronts of China's reform and opening up, but now it has become a "sore point" in national development. Liaoning province plays a crucial role in the process of realizing the revitalization of Northeastern China. This paper investigated the sustainability performances of cities in Liaoning by following the process of multi-criteria decision making. A novel weighting method was proposed based on Synergetics that considers the interrelationship among sustainability criteria. The results showed that the sustainability level of Liaoning was not ideal, with only two cities having sustainability performances over 0.55. The cities located in the Middle region had a higher sustainability level than those in the West and East regions. Moreover, the performances on the three dimensions were uncoordinated. The salary of employed staff and disposal income were the two important factors on sustainable development. The forecasting analysis showed that the sustainability level of the cities will develop at a rapid pace in the future. As global climate change aggravates, reducing energy consumption and environmental pollution is essential to sustainable economic development. This paper measures the energy-environmental efficiency of 284 prefecture-level cities in China using a non-radial directional distance function (NDDF) and data envelopment analysis (DEA), and evaluates the impact of the establishment of national new zones on energy-environmental efficiency using the multi-period difference-in-difference model (DID). The results are: first, establishing national new zones improves the energy-environmental efficiency of the prefecture-level cities in which they are located by 13%-25%, and the mechanisms include enhancing the green technical efficiency and scale efficiency. Second, national new zones have both negative and positive spatial spillover effects. Third, in terms of heterogeneity, the impact of establishing national new zones on energy-environmental efficiency increases with larger quantile of the latter; national new zones with the one-city layout have significant stimulating impacts on energy-environmental efficiency, but those with the two-city layout have no significant impact, which means there is no significant green synergistic development impact among cities. Urbanization and eco-efficiency are two interactive systems, contributing to sustainable urban development jointly. However, the synchronized development between them has not received sufficient attention. In light of this gap, this paper conducts an analysis on seeking the synchronized development between sustainable urbanization and eco-efficiency in the context of China. The aim of this study is to uncover the spatial and temporal performance of the synchronized relationship between urbanization process (UP) and eco-efficiency (EE) in a sample of 255 Chinese cities. To this end, entropy method, super efficiency SBM and coupling coordination degree model are employed to conduct the research analysis, covering the period of 2005 to 2019. The findings of this study reveal that (1) there is about 97% of the surveyed cities that exhibit a moderate level of coupling coordination between urbanization process and eco-efficiency (CC-UE). (2) Spatial disparities in the performance of CC-UE are evident, with cities in South and Southeast China demonstrating better CC-UE performance than their counterparts. However, this disparity has been gradually diminishing in recent years. (3) Local perspective presented an evident spatial autocorrelation within the 255 cities analyzed. These research findings provide valuable insights not only for the policy-makers and practitioners to adopt measures for achieving a synchronized development between urbanization process and eco-efficiency in the Chinese context, but also for further studies on sustainable development in the international context. Sponge city construction is an ideal approach to mitigate the degradation of urban water environments. Among road materials, permeable concrete pavement stands out due to its unique structure that allows rainwater runoff to flow through its pores. This paper analyzes the current application status and the prospect of different permeable pavement designs in China's sponge cities, aiming to offer valuable insights for urban planning and construction. Statistical analysis summarizes the spatial-temporal distribution patterns of urban flooding disasters in China and their causes. By comparing the characteristics and advantages of pervious concrete pavement with traditional concrete pavement, the potential of permeable concrete pavement in sponge city construction is summarized through case studies. The findings highlight that by adjusting the pore size, permeable concrete pavement can collect rainwater while filtering impurities, thereby purifying surface runoff. The range of the pervious coefficient should ideally fall within the range of 4~8 mm/s. In addition, the pavement's large contact area with the air and internal water evaporation contributes to its self-regulating capability, reducing the occurrence of extreme temperatures. Related experiments have shown that from 8 am to 12 pm, pervious concrete pavement can reduce the temperature by approximately 1 °C compared to conventional concrete. From 12 pm to 8 pm, this temperature difference increases to approximately 3 °C. The Chinese government seeks to promote economic growth and sustainable development while achieving carbon neutrality by establishing phased smart city pilots. Therefore, it is important to study whether smart city pilots can promote carbon emission efficiency (CEE). This paper constructs a multi-period difference-in-difference (DID) model based on panel data from 241 prefecture-level cities in China from 2007 to 2019, aiming to investigate the mechanism of the impact of smart city pilot policies (SCPP) on CEE and whether there is a rebound effect. The study found that smart city construction (SCC) significantly improves carbon efficiency, with pilot cities increasing their CEE by 1.4% compared to non-pilot cities. The conclusions remain robust under a variety of scenarios including the introduction of placebo tests, counterfactual tests, sample data screening, and omitted variable tests. The results of the mechanism test show that although the rebound effect can inhibit the improvement of CEE, the environment can be improved and the CEE can be enhanced through green technology innovation, industrial structure upgrading, energy structure optimization, environmental regulation effect, information technology support, and resource allocation effect. The heterogeneity results indicate that the SCPP is more effective in promoting CEE in cities in the eastern region, southern cities, environmentally friendly cities, large cities, and medium-sized cities. This study contributes to the existing literature in clarifying the environmental benefits of SCPP and provides valuable policy insights for cities to address climate change and sustainable development. Technological progress in favor of cleaner production is the key to achieving low-carbon development in China. The Ambient Air Quality Standard (AAQS) issued by the Ministry of Environmental Protection (MEP) in 2012 was an essential policy for the central government to implement vertical environmental regulation. Therefore, based on the city-level panel data, this paper examines the impact of the central vertical regulation on urban environment-biased technological progress using the difference-in-differences method. The results show that central vertical regulation can significantly promote urban environment-friendly technological progress. Heterogeneity analysis shows that the driving effect of the central vertical regulation on urban environment-friendly technological progress is more obvious in the eastern regions, non-resource-based cities, large cities, and high-grade cities. Moreover, the channel analysis shows that the central vertical regulation mainly boosts the urban environmental technology progress toward cleaner production by strengthening government environmental governance, raising public environmental concern, and improving energy structure. High-quality development is the primary task of building a modern socialist country in an all-around way. Innovation, coordination, green development, openness, and sharing are the main connotations of high-quality development. Based on panel data from 286 cities in China, this paper empirically analyzes the impact of the digital economy on low-carbon inclusive development (hereinafter referred to as LIG). The results show that the digital economy has a salient promoting effect on LIG, and with the increase of quantile level, the promoting effect shows a marginal decreasing trend. Heterogeneity analysis found that the cities with low resource dependence and marketization of the digital economy and high environmental concern and competition have more salient promoting effects on LIG. The dimensionality reduction analysis shows that the impact of digital economy on economic growth, social inclusion, and low-carbon ecology gradually increases in turn. The mechanism test shows that R&D investment, green innovation, and market integration play a partial mediating role, while entrepreneurial activity, industrial upgrading, and development imbalance play a fully mediating role. Digital economy promotes urban economic growth and low-carbon ecological development through R&D investment and market integration and mainly promotes low-carbon ecological development through green innovation. Realizing the coordination between the economic and environmental systems through a green growth model is an important goal for China to enter the high-quality development stage. Meanwhile, financial technology (fintech) is rapidly developing in China. To explore the relationship between the two, this research uses panel data from 276 cities in China from 2011 to 2022 and empirically tests through constructing econometric models and machine learning algorithms. The empirical result shows that fintech has an impact on green growth. Specifically, there is a U-shaped relationship between fintech and green growth, meaning that before a certain stage, fintech may have a certain inhibitory effect on green growth. After fintech exceeds a certain development level, it will promote the improvement of green growth. Further mediation tests show that innovation plays a mediating role in the impact of fintech on green growth. Additionally, this research also conducts consistency tests based on different criteria including the location, scale, and financial development level of cities. Based on the research findings, policy suggestions are proposed in this paper to promote the development of fintech and stimulate the growth of the green economy. Overall, our research sheds more light on the fintech-green growth linkage and provides new insights into comprehending the role of fintech in advancing towards a low-carbon economy. Enhancing resource cities' resilience and advancing their sustainable development are imperatives, particularly in light of the "dual-carbon" agenda. Double-difference and spatial double-difference models are developed based on the panel data of 281 Chinese cities from 2005 to 2020 to investigate the effects of implementing the National Plan for the Sustainable Development of Resource-Based Cities on the level of ecological resilience in Chinese cities. This paper found that the National Sustainable Development Plan for Resource-Based Cities significantly improves the ecological resilience level of Chinese cities, and the findings are robust. The impacts of implementing the Plan on the ecological resilience of cities of different growth types, regions, and resource types are heterogeneous. Further study finds a spatial spillover effect of implementing the Plan on the ecological resilience of cities, which can improve the ecological resilience level of neighboring cities through spillover effects while improving the ecological resilience level of cities in the region. The development of the digital economy is an effective way to mitigate the carbon emission problem in the broader setting of the significant data era and green development. Based on the panel data of 271 cities in China from 2011 to 2019, this paper constructs a bidirectional fixed model to analyze the nonlinear effect of the digital economy (DE) on carbon intensity (CI) and the moderating role of low-carbon regulation from theoretical and empirical perspectives. The results show that (1) DE has an enormous inverted U-shaped impact on CI. The findings remain after introducing instrumental variables to mitigate endogeneity and robustness tests. (2) Low-carbon regulation (CP) can strengthen the inverted U-shaped impact between the two and shift the inflection point to the left. (3) Heterogeneity analysis shows that the inverted U-shaped effect of DE on CI is more significant in the central and western regions, high human capital (HC) regions, and high urbanization regions. (4) The mediating effect of energy mix (EM) and green technology innovation (GTI) still hold after introducing instrumental variables to alleviate the endogenous effect of the intermediary effect. This study suggests that the adoption of carbon emission reduction strategies, which will more effectively lower carbon intensity CI, should go hand in hand with the development of DE. Maximizing socioeconomic and environmental benefits with minimal investment in urban land resources is a key concern for sustainable urban development. The emission trading system is an important strategy of the Chinese government to control environmental pollution and promote green development, but whether it improves urban land green use efficiency is still unclear. Combining the concept of green development with urban land use efficiency, this paper uses the super-efficiency slack-based measure (SBM) model with undesirable outputs to measure the land green use efficiency of 261 prefecture-level cities in China from 2003 to 2017. In addition, the propensity score matching difference-in-differences (PSM-DID) method and the mediating effect model were used to test the impact of the China's emission trading system on urban land green use efficiency and behind the mechanism. According to the findings, China's emission trading system has significantly improved urban land green use efficiency, compared with that in nonpilot cities, urban land green use efficiency in pilot cities has increased by 10.40%. Moreover, the policy effect of the emission trading system is more significant in resource-based cities and cities with a high intensity of environmental regulations. Further mechanism analysis reveals that green technology innovation and industrial structure upgrading are effective transmission mechanisms for China's emissions trading policy to improve urban land green use efficiency. The findings provide policy implications for promoting the sustainable use of urban land resources and advancing the coordinated development of urban socioeconomic and ecological environments. With the rapid development of cities and urban agglomerations, the operation of cities is becoming increasingly complicated, and the risks of urban safety are expanding, which make cities prone to become the place where disasters and accidents occur. Resilient cities can better adapt to changing environment, cope with uncertain risks, and achieve safe and sustainable development. In this paper, the urban resilience model and evaluation techniques were studied, quantitative analysis model of urban resilience was constructed. An urban resilience multi-dimensional evaluation index system and evaluation methods and criteria suitable for Chinese cities were established. The method of urban resilience analysis and optimization simulation was proposed, which included mechanism analysis, scenario construction, and strategy optimization. Based on GIS system, the resilient city evaluation and comprehensive integrated management platform were developed, and demonstration applications were carried out. Smart city construction represents an advanced stage of China's urbanisation process and plays an important role in promoting green economic growth and sustainable development. Propensity score matching is combined with the difference-in-difference method to analyse the data of 221 prefecture-level cities in China from 2006 to 2020 to assess the impact of smart city construction on urban green development. We found that smart city construction can significantly contribute to urban green development; this contribution has long-term benefits. Further analysis shows that smart city construction promotes urban green development via industrial structure and green technology innovation and that smart city construction has a significant positive spatial spillover effect, i.e., it promotes urban green development locally while significantly contributing to urban green development in neighbouring regions. Promoting green low-carbon development is an important task in the construction of ecological civilization of China. The leadership has proclaimed green low-carbon development as the top national priority for development. Green low-carbon economy has become the high point of global industrial competition. Green taxation, as a tool for environmental regulation, plays an important role in the construction of ecological civilization. Therefore, this paper investigates the impact of green taxation on green low-carbon development in the Yangtze River Delta (YRD) region of China, using data of 41 cities from 2011 to 2021 in the YRD region. We construct a green low-carbon development index with the combined weight CRITIC-entropy method, and employ a mediating effect model and a spatial Durbin model based on double fixed effects in this study, which intends to provide a theoretical basis for the establishment of a sound tax policy system that is conducive to the green low-carbon development. The results show that (1) there is an evident spatial dependence of green low-carbon development in the YRD region; (2) green taxation has a significant positive effect on green low-carbon development through rationalization of industrial structure and advance of industrial structure; and (3) the positive impact of green taxation on green low-carbon development in the region is characterized by spatial spillover and heterogeneity. Specifically, green taxation significantly promotes green low-carbon development in the core area, but such green taxation dividend has yet to be realized in the expansion area. Agricultural green development is an essential direction for global sustainable agriculture. The academic literature, however, needs to place greater emphasis on studying the factors influencing agricultural green development performance and how such performance can be improved. A theoretical framework for agricultural green development performance was constructed in this paper using the Super-SBM model, which considers undesirable outputs, to measure the agricultural green development performance of 330 cities at or above the prefecture level in China (excluding Tibet Autonomous Region, Hong Kong, Macao and Taiwan of China) from 2007 to 2018. Furthermore, the influencing mechanism of agricultural green development performance was then analyzed using a spatial econometric model. The results show that: 1) from 2007 to 2018, China's agricultural green development performance experienced three stages of evolution: 'rise, decline and rise'. 2) The regions with high performance agricultural green development are mainly distributed in eastern China, northeastern China, and southern Qinghai Province. 3) The agricultural economic level, industrialization process, and labor quality play significant roles in promoting local agricultural green development performance, while such performance is obviously inhibited by the openness level and the government's environmental regulations. Local agricultural green development performance is significant inhibited by the agricultural economic level and accelerated industrialization process in neighboring cities, while significantly promoted by the agricultural industrial structure in neighboring cities. Some suggestions for improving agricultural green development performance are proposed based on these research results, which can provide scientific references for promoting sustainable agriculture. The Sustainable Development Goals (SDGs) provide a broad spectrum of economic, social and environmental goals to be achieved by 2030. The Yangtze River Economic Zone (YREZ) is an important national regional development strategy in China. National and regional development strategies like the YREZ play a crucial role in achieving the SDGs. Therefore, this paper presents an assessment method for measuring progress of SDGs at the local level and takes the case of the YREZ in China. The local SDGs indicator framework is developed based on availability of good data and alignment with the global indicator framework (SGIF), including 60 indicators covering 17 goals. The local SDGs index and three target indexes are aggregated based on entropy-weighting method. The SDGs progress of each province (municipality) in the YREZ is assessed based on the proposed method. The results show that: (1) all eleven provinces (municipalities) in the YREZ face significant challenges in achieving the SDGs, (2) the local SDGs index is not only correlated with economy development but also with other factors, such as environmental protection and social development; (3) even the wealthiest provinces (municipalities) also face major challenges in meeting several goals of the SDGs, and some poor provinces (municipalities) have achieved good performance in some goals. With the expansion of the digital information industry, the size of global data centers is exploding. As part of a high-energy-consuming industry, data centers can support sustainable urban development through green transformation. This study uses a quasi-natural experiment of China's national green data center pilot policy implemented in 2015 to examine the impact of data center green transformation on green technology innovation in cities. Using a difference-in-difference (DID) analysis, this study finds that the national green data center pilot policy leads to higher levels of green technology innovation in cities, but the spillover effect of the policy on neighboring cities is insignificant. The mechanism test showed that the national green data center pilot policy could facilitate urban green technological innovation through capital deepening, market competition, and industrial agglomeration. In addition, the policy impact is more pronounced for cities with poorer environments, less civilization, high levels of network infrastructure, and more innovative endowments. Accurately assessing the impact of low-carbon urban construction on green economic development has great significance for achieving economic development with environmental protection, and for building an ecological civilization and a beautiful China. Based on panel data for 271 cities in China from 2004 to 2019, multi-period and spatial difference-in-difference econometric models were used to comprehensively investigate the impact of three batches of low-carbon city pilot policies on green economic development, finding the following: The contribution of low-carbon urban construction on urban green economic development is significant and positive, and still holds under a series of robustness tests. Parallel trend tests also show a lag in the policy effect, and the effect is strengthened over policy implementation time. Green orientation of technological progress, green transformation of industry, and green upgrade of consumption are important channels for the effect of the policies. The promotion effect of low-carbon city construction is stronger in the central and northern cities, and in cities with high green economic development, than in western and southern cities, and those with low green economic development. Construction of low-carbon pilot cities not only promotes their own green economic development, but also that in neighboring cities, exerting a demonstration effect. In order to develop green finance and realize the coordinated development of the environment and economy, China established green finance reform and innovation pilot zones in 2017. Green innovation has problems such as low financing utilization rate and lack of market competitiveness. The green finance pilot policies (GFPP) based on government management provide solutions to these problems. It is of great significance to measure and provide feedback on the implementation effect of GFPP in China for policy-making and green development. This article focuses on the influence of the construction of GFPP by using the five pilot zones as the study area and constructs the green innovation level indicator. Based on the synthetic control method, it chooses provinces that do not carry out the pilot policy as a control group. After that, assign weights to the control region to fit a synthetic control group with resembling characteristics to simulate the five pilot provinces without implementing the policy. Then, compare it with its current policy effect and highlight the policy implementation effect on green innovation. The placebo test and robustness test were conducted to prove the reliability of the conclusions. The results show that since the implementation of GFPP, the level of green innovation in the five pilot cities has shown an overall rising trend. Furthermore, we found that the balance of credit and investment in science and technology has a negative moderating effect on the implementation of GFPP, while the per capita GDP has a significant positive moderating effect. The development of a city's green infrastructure is increasingly being driven by low-carbon innovation (LCI). However, knowledge of how LCI affects green economic efficiency (GEE) in China is largely unknown. This study investigates the spatial effects of LCI on GEE in 285 Chinese prefecture-level cities. The empirical findings show that LCI exerts significant beneficial effects on its GEE but negative effects on its neighbors. The positive direct effects on GEE are offset by negative indirect effects due to the lack of spatial linkage effect and the existence of the siphon and crowding-out effects among cities. Using a mediating effect model, we have identified three channels of LCI that affect GEE: industrial structure, energy consumption structure, and human capital. A further heterogeneity analysis indicates that the impacts of LCI on GEE differ by region and city development level. Furthermore, LCI in the building, greenhouse gas treatment, transportation, and sewage and pollutant treatment categories could greatly enhance local GEE. The findings herein provide an empirical experience for accurately accessing the spatial effect of LCI on GEE, and offer a critical decision-making reference for implementing a cross-city green linkage development mechanism. Using panel data for Chinese prefecture-level and above cities from 2003 to 2017, we employed the difference-in-differences (DID) method to explore whether innovative city constructions reduced carbon emissions. The results show that innovative city constructions significantly curb carbon emissions in Chinese cities, which is supported by a series of robustness tests. Specifically, we found that innovative city constructions could reduce carbon emissions by 5.21%, which is equivalent to a total of about 5.46 million tons. In addition, we provided evidence that innovative city constructions curb carbon emissions by promoting technological innovation, industrial upgrading and industrial green development, ecological improvement, and government intervention. Furthermore, heterogeneous results indicate that the carbon reduction effect of innovative city constructions is mainly found in eastern cities and cities with better industrial development and human capital base. Our findings further enrich the study on the environmental benefits of national innovation incentives and public policies and provide important insights in carbon neutrality and achieving sustainable development, especially for developing and emerging market countries. Western cities have been confronted with the challenges of 'urban shrinkage' as changes in economic and production models have caused population migrations. China, in its recent history, has experienced rapid and dynamic growth in its cities. However, as its economy is evolving, it too is being confronted with 'urban shrinkage' challenges. Populations have been shifting inside small and medium sized cities in response to problems created during this rapid growth period. Most heritage areas have suffered from depopulation, neglect and disinvestment. The historic Puhuiquan neighborhood in Yulin City is a classic example of the current Chinese version of 'urban shrinkage'. Yulin City, founded as a military city five centuries ago, has shifted its focus away from its historic purpose into a resource-based city. Yulin's planning developed new areas, drawing population out of the historic Puhuiquan neighborhood. This area is the home to a unique urban cultural landscape where land and architecture have merged to create the development of various types of 'cave' houses. Suffering from the effects of 'urban shrinkage', this research explores the causes and potential solutions for the area employing both 'smart shrinkage' and 'urban renewal' strategies, informed by local resident participation, to develop a sustainable renewal strategy for this heritage area. Under the background of vigorously promoting the construction of ecological civilization, the importance of constructing the "non-waste cities" becomes increasingly prominent. Taking 39 cities in the Yangtze River Economic Zone as the research objects, this paper establishes a new evaluation index system for "non-waste cities," and proposes a multi-source, heterogeneous and multi-attribute decision-making method for the comprehensive evaluation of "non-waste cities." Specifically, the evaluation index system of "non-waste cities" is constructed from four aspects: economic level, environmental pollution, resource consumption, and waste utilization. Considering that there is the characteristic of multi-source heterogeneity for the attribute values (that is, real numbers, interval numbers, and fuzzy linguistic variables coexist), the multi-source heterogeneous data are uniformly converted into two-tuples, and then a new two-tuple entropy weight method is proposed to determine the weights of evaluation attributes. Moreover, combining the traditional grey relational analysis method with TOPSIS, a multi-source, heterogeneous and multi-attribute decision-making method based on two-tuple mixed correlation degree (TTMCD-MSHMADM) is proposed to evaluate the "non-waste cities," and an empirical analysis is made for the 39 cities in the Yangtze River Economic Zone. The result gives a theoretical basis for the formulation of sustainable economic development policies in the Yangtze River Economic Zone, and provides a decision reference for selecting the demonstration cities of "non-waste cities." The sustainable development of urban agglomerations plays a pivotal role in national and global efforts to reduce emissions. By focusing on the efficient exchange and optimization of energy consumption across various sectors, the sustainable development of energy systems within urban agglomerations can be achieved. However, the overall impact of the cross-sector energy optimization and complementarity has not been quantitatively analyzed. Here, we focused on the Yangtze River Delta (YRD) urban agglomeration in China and proposed an optimization framework for energy, environment, and economy. The framework considered four sectors: transportation sector, power sector, industry sector, and building sector, in order to determine the most sustainable development pathway for the urban agglomeration. The optimization model considers total costs and greenhouse gas emissions reduction as the objectives and utilizes technologies as constraints to optimize the pathway. We found that this optimization strategy resulted in a 53.1 billion tons increase in CO2 emissions reduction in the region. The results of emission reduction varied across sectors, ranging from 4.5 to 22.2 billion tons CO2 equivalent, and across cities, ranging from 7.1 to 4688.1 Mt. The results suggest that the core cities in the urban agglomeration can take on a leadership role. By promoting cross-sector collaboration and implementing energy recycling, the energy efficiency of surrounding cities can be greatly improved, leading to the sustainable development of the urban agglomeration. Since the 1994 China's tax-sharing reform, land finance has far-reaching influence on fiscal system and has critical implications for green development and industrial structure optimization. Previous studies have largely focused on the environmental aspect of land finance by considering carbon emissions as environmental indicator only and ignored social and economic aspects. To fill the research gaps, this study analyzed spatial and moderating effects of land finance on green development through rationalized industrial structure, quantity of advanced industrial structure, and quality of advanced industrial structure in 246 Chinese cities from 2006 to 2019. The results document that local and surrounding land finance have negative effect on China's green development. Local land finance inhibits green development in western and large cities, while surrounding land finance deteriorates in eastern and large cities. Through mediation of industrial structure optimization, land finance accelerates green development in national, eastern, and large cities. In western cities, land finance promotes green development through quantity and quality of industrial structure upgrading. Guided by the concept related to sustainable development, we investigate the effects related to the synergistic agglomeration development of productive service and manufacturing industries on regional green development, which is also an important path for promoting the global sustainable development process and achieving carbon neutrality goals. Using the panel data of 285 prefecture-level cities in China from 2011 to 2020 as the basis of our study, we focus on the impact of industrial synergistic agglomeration on the efficiency of regional green development and the mediating influence of technological innovation. Results show that (1) industrial synergistic agglomeration positively contributes to the improvement of regional green development efficiency level and is significantly positive at the 5% level, (2) technological innovation plays a mediating role in the process of promoting regional green development efficiency through industrial synergistic agglomeration and can better realise the green development effect of industrial synergistic agglomeration, (3) results of the threshold effect test show the nonlinear effect of industrial synergistic agglomeration on regional green development efficiency with a single threshold value of 3.2397, and (4) the effect of industrial synergistic agglomeration on regional green development efficiency shows significant variability under different geographical locations, city scales, and resource endowment conditions. On the basis of these findings, we propose corresponding policy recommendations for improving the quality of inter-regional industrial synergistic agglomeration and formulating differentiated policy guidelines to help regions achieve long-term sustainable development. The synergy of the digital economy and green total factor productivity (TFP) is the foundation for achieving beneficial outcomes for both the economy and environment. This synergy is also the catalyst for high-quality development and sustainable economic growth in China. The study applied a modified Ellison-Glaeser (EG) index, super-efficiency slacks-based measure (SBM) with a Malmquist-Luenberger (ML) index, coupling coordination degree, and other models to explore the spatiotemporal heterogeneity of the coupling between the digital economy and green TFP from 2011 to 2020 and also analyzed the influencing factors of the coupling. The results show that the coupling between the digital economy and green TFP showed an overall upward trend from imbalance to synergy during the study period. The distribution of the synergistic coupling expanded from point-like to band-like, and there was a significant spreading pattern from the east to the center or west China. The number of cities in a transition state decreased significantly. Spatial jumps, a coupling linkage effect, and evolution in time were prominent. Additionally, the absolute difference among cities expanded. Although coupling in the west experienced the fastest growth rate, the coupling in the east and resource-based cities showed significant benefits. Coupling did not reach an ideal coordinated state, and a neutral interaction pattern remains to be formed. Industrial collaboration, industrial upgrading, government support, economic foundation, and spatial quality all positively impacted the coupling; technological innovation had a lagged effect; and environmental regulation has not reached its full potential. Further, the positive effects of government support and spatial quality performed better in the east and in non-resource-based cities. Due to the optimization of industrial structure, the coupling of the west and resource-based cities achieved better dividends; however, spatial quality needs further improvement.
