The UK has experienced very significant growth in self-employment since the financial crisis. The self-employed are at higher risk of income volatility while facing lower levels of social insurance. Individual transitions into self-employment may be driven by a range of factors, both 'pull' and 'push'. This paper proposes a re-evaluation of the evidence on whether private sector business organizations stimulate entrepreneurial transmission amongst their employees. In the UK context rising self-employment may reflect the consequences of flexibilization and falling job quality, rather than outright job loss. Previous research has focused mainly on the subjective notion of job satisfaction to identify the level of attachment the future self-employed have to their current employer. Quantitative analysis is undertaken using large scale British longitudinal survey data. The paper extends this work to show that organizational (dis)attachment is evidenced in a range of extrinsic indicators of job quality, providing explanatory information beyond intrinsic job satisfaction. Specifically, the paper shows that the impact of training on self-employment entry depends asymmetrically on the source of that training. Finally, the paper argues that reduced attachment provides an alternative explanation for any 'entrepreneurial transmission' effect, through which employees, particularly those in smaller organizations, are more likely to enter self-employment. However, anticipated improvement in the experience of work from choosing self-employment is seen to be somewhat illusory, speaking to growing concerns about the impact of the growth of the gig economy. This paper studies the benefits of staggered wage setting in reducing strategic conflicts. It is shown that when wage setters interact strategically and dynamically, they prefer moving alternatingly, because by doing so, they are able to commit temporarily not to offset the effects of each other's action. It is also shown that synchronisation represents a better arrangement when agents are able to coordinate. These results are consistent with the presence of non-synchronous and decentralised wage decisions in the United States and the United Kingdom and the presence of synchronous bargaining (in Shunto) and coordination in wage determination in Japan. Much of the literature on domestic abuse focuses on those in intimate partner relationships or ex-partners, however, in the UK the Home Office definition also includes those in familial relationships. The Domestic Abuse, Stalking, and Harassment and Honour-Based Violence Risk Assessment assumes homogeneous risk factors across all relationships. This paper therefore examines the risk factors for repeat victimization of domestic abuse by relationship type between the victim and perpetrator in a UK police force. Using police-recorded domestic abuse incident and crime data, a logistic regression model found that the most similar repeat victimization risk profiles for 14,519 victims were amongst partners and ex-partners, with both relationships demonstrating the greatest degree of gender asymmetry, compared with other familial relationships. Physical violence was the strongest predictor of repeat victimization and was a statistically significant predictor for ex-partners, partners, and all familial relationships. Coercive behaviour was also a significant predictor for all relationships apart from partners, but not at the same magnitude as physical abuse. Recognizing the difference in risk by relationship type may assist the police in deciding the most appropriate response and interventions to reduce the risk of further harm. [ABSTRACT FROM AUTHOR]

This paper considers the question of how police-related AI projects and data projects in general are normatively assessed in the UK. After locating data ethics in relation to policing ethics, I shall consider the workings of perhaps the leading regional data ethics committee in the UK. I go on to consider the approach of another committee that might in the future provide national data ethics advice for the police. Finally, I summarize the normative ethics frameworks in use in the two committees and their heavy reliance on the concepts of necessity and proportionality. I suggest that these concepts may have to be supplemented by systematic thinking about varieties of harm and the way in which severe harm may generate obligations to prevent it, where prevention may be assisted by AI models. This paper examines whether monetary policy pass-through to mortgage interest rates affects household fertility decisions. Our empirical strategy exploits variation in households' eligibility for a rate adjustment, coupled with the large reductions in the monetary policy rate that occurred during the Great Recession in the U.K. and U.S. We estimate that each one percentage point drop in the policy rate increased birth rates amongst households eligible for a rate adjustment by 3%. Our results provide new evidence on the nature of monetary policy transmission to households and suggest a new mechanism via which mortgage contract structures can affect both aggregate demand and supply. Background Given the globally ageing population, care homes have an important role in delivering palliative and end-of-life care. Advance care planning (ACP) is promoted to improve the quality of end-of-life care in this setting. While many professionals can be involved in ACP, little is known about what influences multi-professional involvement and how multi-professional working impacts the ACP process in the UK. This study investigated multi-professional practice in relation to ACP in nursing homes. Design and methods An ethnography was undertaken in two UK nursing homes using multiple methods of data collection: observations, interviews and document review. Participants included the following: nursing home residents (n  = 6), relatives (n  = 4), nursing home staff (n  = 19), and visiting health and social care professionals (n  = 7). Analysis integrated thematic analysis, mapping of resident ACP trajectories and documentary analysis. Findings This paper suggests that multi-professional and relatives' involvement in ACP was disjointed. Continuity and coordination were disrupted by misalignment of visiting professional and nursing home organisational structures. Findings show a 'knotworking' approach to teamwork and power imbalance between nursing home staff and visiting professionals, such as general practitioners. While residents wished their relatives to be involved in their ACP, this was not formally recognised, and limited support existed to facilitate their involvement. Conclusion The structure and organisation of multi-professional and relatives' involvement in ACP led to fragmentation of the process. This marginalised the voice of both the resident and nursing home staff, thereby limiting ACP as a tool to enhance quality of end-of-life care. [ABSTRACT FROM AUTHOR]

Background This paper presents insights into patient experiences of changes in workforce composition due to increasing deployment in general practice of practitioners from a number of different professional disciplines (skill mix). We explore these experiences via the concept of 'patient illness work'; how a patient's capacity for action is linked to the work arising from healthcare. Methods We conducted four focus group interviews with Patient Participation Group members across participating English general practitioner practices. Thematic analysis and a theoretical lens of illness work were used to explore patients' attempts to understand and navigate new structures, roles and ways to access healthcare. Results Participants' lack of knowledge about incoming practitioners constrained their agency in accessing primary care. They reported both increased and burdensome illness work as they were given responsibility for navigating and understanding new systems of access while simultaneously understanding new practitioner roles. Conclusions While skill mix changes were not resisted by patients, they were keen to improve their agency in capacity to access, by being better informed about newer practitioners to accept and trust them. Some patients require support to navigate change, especially where new systems demand specific capacities such as technological skills and adaptation to unfamiliar practitioners. There is a significant diversity in approach to 'resilience' in the context of mental health recovery following experiences of psychosis, varying from clinically measurable outcomes to a personal trait within a recovery 'journey'. Given the contested nature of resilience within mental health literature, this study aimed to complete a scoping review to synthesise understandings of resilience by individuals with experiences of psychosis. Drawing on the holistic and person-centred principles that underpin social work approaches to mental distress, these perspectives are considered in the statutory, policy and critical contexts of British social work, establishing learning for practice. A meta-synthesis of qualitative studies was completed, drawing on searches of five databases (Social Care Online, APA PsychInfo, Cinahl, Medline and Web of Science), identifying twelve relevant papers. A thematic analysis identified three overarching themes (personal, social and professional factors) and eight associated sub-themes (personal responsibility, use of experience, coping strategies, peer support, social relationships, contribution, relationships with professionals and structured support). The study identifies systemic and life-course approaches as empowering service user engagements with psychosis, recovery and resilience, suggesting that the social work profession is well placed to engage with resilience enhancement in the context of mental health recovery. Trade-disseminated Phytophthora species are implicated in a recent upsurge of Phytophthora diseases in the UK and the establishment and spread of these pathogens in the wider UK environment via diseased propagation material. The costs and benefits of introducing best practices in the nursery sector and for society at large were explored in relation to avoiding potential impacts of introductions of new pathogens in the wider woodland environment. The analysis formed part of a wider project on the drivers of introduction and spread of Phytophthora species and opportunities for mitigation by plant nurseries. The effect in reducing the risk of introductions of new pathogens is not easily quantified, but the shorter the interval between avoided outbreaks, the greater the benefit of introducing best practices. The maximum interval between avoided outbreaks for the benefits to exceed the costs from a nursery perspective can be estimated. The results indicate that the benefits of introducing nursery best practices are unlikely to outweigh the costs from a nursery perspective where Phytophthora alone is considered. The analysis is extended by also considering benefits in reducing risks of Xylella. Scenario analysis based upon modelling harvested wood and carbon impacts is then used to investigate potential costs that would be expected to be borne by society in the event of the introduction and spread of a new Phytophthora species affecting either oak or Sitka spruce stands in Britain. The results indicate the magnitude of the externality involved, with the cost of an outbreak affecting oak estimated at around £500 million and one affecting Sitka spruce at £11 300 million. While approaches taken in the paper are exploratory, there seems a strong case for some social incentives or control in the nursery sector, to reduce the probability of new diseases infecting British forests. This paper examines the development of the impact of family background on young people's political engagement during adolescence and early adulthood in order to test a number of hypotheses derived from the impressionable years and family socialization perspectives. The study analyses data of the British Household Panel Study and Understanding Society to assess these hypotheses. Political interest and voting intentions are used as outcomes of political engagement. The study finds parental education to have no effect on initial levels of these outcomes at age 11 but to be positively related to the change in these outcomes between ages 11 and 15. This indicates that the effect of parental education becomes stronger over time and that social disparities in political engagement are widening significantly during early adolescence. In contrast, parental political engagement is positively related to initial levels of voting intentions at age 11 but not related to the change in voting intentions between ages 11 and 15, which supports the hypothesis drawn from the family socialization perspective. Neither parental education nor parental political engagement are related to post-16 changes in political engagement. These results point to early adolescence as a crucial period for the manifestation of social inequalities in political engagement. They provisionally suggest that the influence of parental education runs through educational conditions in lower secondary and that these conditions could play an important role in amplifying the said inequalities. In this article we develop a method based on model-X knockoffs to find conditional associations that are consistent across environments, while controlling the false discovery rate. The motivation for this problem is that large datasets may contain numerous associations that are statistically significant and yet misleading, as they are induced by confounders or sampling imperfections. However, associations replicated under different conditions may be more interesting. In fact, sometimes consistency provably leads to valid causal inferences even if conditional associations do not. Although the proposed method is widely applicable, in this paper we highlight its relevance to genome-wide association studies, in which robustness across populations with diverse ancestries mitigates confounding due to unmeasured variants. It examines the material exchange of letters and parcels between prison camp and home, as well as how home was conceived in P.O.W.s' imaginative realms, to demonstrate the importance of loved ones in enabling prisoners to make sense of their captivity. Business investment is one of the most volatile components of demand. Whether or not tax policy can be used to boost investment is an age-old policy question. After documenting both how tax policy has changed since 1980 and the impact of these changes on the cost of capital, this paper investigates that question using a UK dataset. The paper shows that tax changes have had large impacts on the user cost of capital, but that estimates of the user cost elasticity imply quite small impacts on the long-run capital stock. Adopting an alternative experimental approach for the first time using UK data shows large impacts of taxation on investment in periods following the announcement of major reforms. Background: weak grip strength is a key component of sarcopenia and is associated with subsequent disability and mortality. We have recently established life course normative data for grip strength in Great Britain, but it is unclear whether the cut points we derived for weak grip strength are suitable for use in other settings. Our objective was to investigate differences in grip strength by world region using our data as a reference standard. Methods: we searched MEDLINE and EMBASE for reporting age- and gender-stratified normative data for grip strength. We extracted each item of normative data and converted it on to a Z-score scale relative to our British centiles. We performed meta-regression to pool the Z-scores and compare them by world region. Findings: our search returned 806 abstracts. Sixty papers met inclusion criteria and reported on 63 different samples. Seven UN regions were represented, although most samples (n = 44) were based in developed regions. We extracted 726 normative data items relating to 96,537 grip strength observations. Normative data from developed regions were broadly similar to our British centiles, with a pooled Z-score 0.12 SDs (95% CI: 0.07, 0.17) above the corresponding British centiles. By comparison, normative data from developing regions were clearly lower, with a pooled Z-score of -0.85 SDs (95% CI: -0.94, -0.76). Interpretation: our findings support the use of our British grip strength centiles and their associated cut points in consensus definitions for sarcopenia and frailty across developed regions, but highlight the need for different cut points in developing regions. Generating negative news coverage of state welfare provision has been identified as a strategy designed to create public support for radical policies aimed to reduce such provision. To date, research of this kind has focused on scandals and crises. However, little is known about the complex relationship between media representations of specific events, and those of media representations in the lead up to these events, what we refer to as periphery representations. Employing a content and frame analysis, this paper analyses the frequency and intensity of peripheral representations of the National Health Service (NHS) in the British print media for 1 week a month before and for 1 week during three key events in recent NHS history: the official consultation period for the Health and Social Care Act; the publication of Five-Year Forward View, and the first Junior Doctor Strike. This article finds that negative NHS representations in articles that are peripheral to particular topical issues of controversy evidence fluctuations, amplifications and intensities across time periods, depending on the particular context. The paper concludes by arguing that repetition of negative themes in news helps to build a sensibility of 'inadequacy' of vital services. We hope that this focus on the ways in which amplifications and de-amplifications in negative intensity of peripheral NHS representations across time and content, helps to contribute to debate about the complex interplay between public health services, media representation and policy consent. Background The dissemination of scientific data on coronavirus disease 2019 (COVID-19) continually builds but, in April 2020, could not keep up with the spread of the disease. Through technology, surgeons in Italy and the UK, representing both peak and pre-peak infective time zones, were able to communicate so that the urgent lessons on the huge expected demands of care learned in Italy could be brought to the UK in advance. This paper specifically discusses the issues related to paediatric surgery, currently under-reported in the literature. Methods The aim of this paper is to conjoin experience from the field to provide a framework for a safe assessment and treatment of paediatric patients by adopting a systemic approach aimed at reducing the risk of contamination. We reviewed the processes and good practices that were undertaken in contexts of emergency such as in Italy and the UK and then adapted them within the Systems Engineering Initiative for Patient Safety (SEIPS) framework to provide an assessment of how to reorganize the services in order to cope with an unexpected situation. The SEIPS model is the adopted theoretical framework, which allows to analyse the system in its main components with a human factors and ergonomics (HFE) perspective. Results The results introduce some of the good practices and recommendations developed during the emergency in the surgical scenario with a focus on the paediatric patients. They represent the lessons learned from the combination of the little existing evidence of literature and the experience from surgical teams who responded in an impromptu and unrehearsed way. Conclusions Lessons learned from the frontline 'on the fly' during COVID-19 emergency should be consolidated and taken into the future. In order to prepare proactively for the next phases and get ahead of the curve of these hospital accesses, there is a need for a risk assessment of the new clinical pathways with a multidisciplinary approach centred on HFE with the adoption of the SEIPS model and an involvement of all the surgical teams. Drawing upon recent literature on what has been called “epistemologies of ignorance” in relation to race, this paper examines an audit of a research project on equality and diversity in a UK university. It argues the audit functioned as a technology of ignorance. This paper suggests that the audit drew upon the cultural associations between white male academic masculinity with notions of quantification, detachment, and disembodied aggression. In this way, ignorance is seen as a form of labor. In particular, this paper suggests that current forms of neoliberal audit in UK universities could be understood in terms of Haraway's notion of scientific gentlemanly modest witnessing. But rather than the scientific gentlemanly masculinity, neoliberal audit legitimates a hyper-rational audit masculinity which casts women and racialized minorities as subjective, interested, and emotional and in so doing performs epistemic violence which maintains whiteness. The incidence of antimicrobial resistance and expressed and unexpressed resistance genes among commensal Escherichia coli isolated from healthy farm animals at slaughter in Great Britain was investigated. The prevalence of antimicrobial resistance among the isolates varied according to the animal species; of 836 isolates from cattle tested only 5.7% were resistant to one or more antimicrobials, while only 3.0% of 836 isolates from sheep were resistant to one or more agents. However, 92.1% of 2480 isolates from pigs were resistant to at least one antimicrobial. Among isolates from pigs, resistance to some antimicrobials such as tetracycline (78.7%), sulphonamide (66.9%) and streptomycin (37.5%) was found to be common, but relatively rare to other agents such as amikacin (0.1%), ceftazidime (0.1%) and coamoxiclav (0.2%). The isolates had a diverse range of resistance gene profiles, with tet(B), sul2 and strAB identified most frequently. Seven out of 615 isolates investigated carried unexpressed resistance genes. One trimethoprim-susceptible isolate carried a complete dfrA17 gene but lacked a promoter for it. However, in the remaining six streptomycin-susceptible isolates, one of which carried strAB while the others carried aadA, no mutations or deletions in gene or promoter sequences were identified to account for susceptibility. This article argues that the political importance of provincial newspapers run by the Rowntree family in the Liberal cause declined between 1903 and 1945. This decline is identified in changing attitudes to the funding of newspapers, and in the reasons for those changes. Before the Second World War the Rowntrees considered subsidies to provincial newspapers vital, to keep the press at the forefront of partisan campaigning, until at last it began to pay its way. Yet such newspapers' eventually strong finances contrasted with their political weakness, as they appeared helpless to prevent the Liberal Party's electoral decline. After 1945 the Rowntrees, in contrast to their earlier strategy, no longer considered the funding of newspapers a priority. Instead, they targeted money directly at the strengthening of the Liberal Party, both in Parliament and in the party organization, instead of at the press. This switch of strategy was the earliest example of a wider Liberal emphasis, from the 1940s, on improving parliamentary recruitment and party organization. The fading political importance of the Rowntrees' newspapers and of the wider Liberal press would lead to loss-making Liberal papers closing, while surviving ones ceased to support the Liberal Party. With headlines referencing 'U.N.ACCEPTABLE Clueless UN official', '"loopy" UN inspector' and 'UN meddler', it is clear that UN special procedure mandate holders can be subjected to negative national press coverage when visiting the United Kingdom. Indeed, some media outlets border on vitriolic in their coverage of mandate holders' visits and reports. This paper argues that a number of misconceptions and misunderstandings explain some of this media coverage. UN special procedure mandate holders are not employed by the UN, nor are they dispatched by the UN to investigate the UK. Rather they are independent and receive no payment for their time or work. Actual visits are funded from the UN general budget and the UK is not alone being examined and critiqued. Background Few pediatric cases of coronavirus disease 2019 (COVID-19) have been reported and we know little about the epidemiology in children, although more is known about other coronaviruses. We aimed to understand the infection rate, clinical presentation, clinical outcomes, and transmission dynamics for severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), in order to inform clinical and public health measures. Methods We undertook a rapid systematic review and narrative synthesis of all literature relating to SARS-CoV-2 in pediatric populations. The search terms also included SARS-CoV and MERS-CoV. We searched 3 databases and the COVID-19 resource centers of 11 major journals and publishers. English abstracts of Chinese-language papers were included. Data were extracted and narrative syntheses conducted. Results Twenty-four studies relating to COVID-19 were included in the review. Children appear to be less affected by COVID-19 than adults by observed rate of cases in large epidemiological studies. Limited data on attack rate indicate that children are just as susceptible to infection. Data on clinical outcomes are scarce but include several reports of asymptomatic infection and a milder course of disease in young children, although radiological abnormalities are noted. Severe cases are not reported in detail and there are few data relating to transmission. Conclusions Children appear to have a low observed case rate of COVID-19 but may have rates similar to adults of infection with SARS-CoV-2. This discrepancy may be because children are asymptomatic or too mildly infected to draw medical attention and be tested and counted in observed cases of COVID-19. [ABSTRACT FROM AUTHOR]

The sound of our speech is influenced by the places we come from. Great Britain contains a wide variety of distinctive accents which are of interest to linguistics. In particular, the 'a' vowel in words like 'class' is pronounced differently in the North and the South. Speech recordings of this vowel can be represented as formant curves or as mel‐frequency cepstral coefficient curves. Functional data analysis and generalised additive models offer techniques to model the variation in these curves. Our first aim was to model the difference between typical Northern and Southern vowels /æ/ and /ɑ/, by training two classifiers on the North‐South Class Vowels dataset collected for this paper. Our second aim is to visualise geographical variation of accents in Great Britain. For this we use speech recordings from a second dataset, the British National Corpus (BNC) audio edition. The trained models are used to predict the accent of speakers in the BNC, and then we model the geographical patterns in these predictions using a soap film smoother. This work demonstrates a flexible and interpretable approach to modelling phonetic accent variation in speech recordings. [ABSTRACT FROM AUTHOR]

Migrants in the UK from the Central and Eastern European states that acceded to the European Union in 2004 and 2007 often have close proximity to precarity. This contribution illustrates that the positioning of the migrants in the casualised labour market has not occurred by accident but has been brought about by the (disingenuous) way in which nationals of the accession states were permitted access to the UK labour market. The positioning has been further maintained through the increasingly restrictive direction of the intertwined EU-UK response to claims for support from vulnerable EU migrant citizens. This piece presents the idea of 'confined labour market citizenship' as a way to understand the way many migrants have experienced working and living in the UK in the years following EU enlargement. This concept, it is argued, is able to capture: the role of the UK state as it regulated post-accession migration rules and implemented laws relating to social security entitlement; the influence of the broader EU framework on free movement and citizenship of the Union; and the impact of employers 'on the ground' in creating and exacerbating conditions of precarity and exploitation. The analysis throughout the paper exposes how EU8 and EU2 migrants have served as scapegoats for the result of the Brexit referendum, deflecting attention from the instrumentalisation of the migration issue by politicians. What is the impact of digital technology on professional work? This paper addresses this question by developing a theory on professional jurisdictional control, which we define as a profession's power to maintain or shift from existing jurisdictional settlements in the face of external disturbances. Digital technology is a disturbance, and who ends up undertaking digital tasks depends on the nature of professional jurisdictional control. With protective jurisdictional control, the profession engages in full or subordinate jurisdiction, delegating new tasks to subordinate semiprofessionals. By contrast, with connective jurisdictional control, the profession prefers settlements by division of labor or advisory links, enabling equal-status professions to work together. Using a large and representative database of online job postings, we find evidence for this hypothesis. Empirically, we deploy three ways to gauge the nature of professional jurisdictional control: first, by comparing traditional law firms and alternative business structure firms in the UK; second, by contrasting the US (with protective jurisdictional control) and the UK; and third, by examining the legal sector (in which the legal profession dominates) and non-legal sectors. We also find that protective (connective) jurisdictional control is associated with lower (higher) pay premia for digital skills, consistent with theory. In the major reforms and reviews of social work in the UK that followed the death of Baby P in 2007, significant attention has been paid to the relationship between social work and the media. The College of Social Work, established in 2012, has created a media centre, commissioned and published research into media ethics, and produced a media guide for social workers. Whilst The Munro Review of Child Protection explicitly addressed the responsibilities of politicians in relation to media stories about social work, there has been little detailed analysis of their role. This paper presents findings from research undertaken by the author involving the analysis of ‘moral talk’ in political and press accounts of the death of Baby P. I argue that politicians, in conjunction with the press, actively mobilised public anger towards social work through their responses. The paper further suggests that politicians and the press have a shared mutual interest in the co-authorship of ‘bad’ stories about social work. This paper is timely given the continuing impact of the social work reform agenda and the potential implications of the Leveson Inquiry into the culture, practice and ethics of the press in Britain. Background: In the UK, general practitioners (GPs) are the most commonly used providers of care for emotional concerns.Objective: To update and synthesize literature on barriers and facilitators to GP-patient communication about emotional concerns in UK primary care.Design: Systematic review and qualitative synthesis.Method: We conducted a systematic search on MEDLINE (OvidSP), PsycInfo and EMBASE, supplemented by citation chasing. Eligible papers focused on how GPs and adult patients in the UK communicated about emotional concerns. Results were synthesized using thematic analysis.Results: Across 30 studies involving 342 GPs and 720 patients, four themes relating to barriers were: (i) emotional concerns are difficult to disclose; (ii) tension between understanding emotional concerns as a medical condition or arising from social stressors; (iii) unspoken assumptions about agency resulting in too little or too much involvement in decisions and (iv) providing limited care driven by little time. Three facilitative themes were: (v) a human connection improves identification of emotional concerns and is therapeutic; (vi) exploring, explaining and negotiating a shared understanding or guiding patients towards new understandings and (vii) upfront information provision and involvement manages expectations about recovery and improves engagement in treatment.Conclusion: The findings suggest that treatment guidelines should acknowledge: the therapeutic value of a positive GP-patient relationship; that diagnosis is a two-way negotiated process rather than an activity strictly in the doctor's domain of expertise; and the value of exploring and shaping new understandings about patients' emotional concerns and their management. Good data curation is integral to cohort studies, but it is not always done to a level necessary to ensure the longevity of the data a study holds. In this opinion paper, we introduce the concept of data curation debt-the data curation equivalent to the software engineering principle of technical debt. Using the context of UK cohort studies, we define data curation debt-describing examples and their potential impact. We highlight that accruing this debt can make it more difficult to use the data in the future. Additionally, the long-running nature of cohort studies means that interest is accrued on this debt and compounded over time-increasing the impact a debt could have on a study and its stakeholders. Primary causes of data curation debt are discussed across three categories: longevity of hardware, software and data formats; funding; and skills shortages. Based on cross-domain best practice, strategies to reduce the debt and preventive measures are proposed-with importance given to the recognition and transparent reporting of data curation debt. Describing the debt in this way, we encapsulate a multi-faceted issue in simple terms understandable by all cohort study stakeholders. Data curation debt is not only confined to the UK, but is an issue the international community must be aware of and address. This paper aims to stimulate a discussion between cohort studies and their stakeholders on how to address the issue of data curation debt. Background Exposure to cold is known to be associated with severe health impacts. The primary epidemiological evidence for this is the seasonal variation in mortality. However, there is a paucity of directly measured data for personal cold temperature exposure. This paper develops the concept of experienced temperature, and reports how it varies with season, demographics and housing factors. Methods This study uses data from 77 743 UK Biobank participants. A novel method to directly measure participant's exposure to low temperatures using a thermistor in a wrist-worn activity monitor is described. These readings are combined with demographic and housing factor variables in a multiple regression model to understand underlying relationships. Results The study reveals a significant difference in experienced temperature of ~1.8°C between the periods of coldest and hottest external temperature. A number of demographic differences were also observed—such as people of Chinese ethnic background experiencing 0.65°C lower temperatures than other groups. Conclusions This paper presents primary evidence for a seasonal variation in experienced temperature. This variation likely contributes to cold related mortality and morbidity. It is hypothesized that this relationship would be less strong in countries which suffer fewer impacts of cold winter temperatures. [ABSTRACT FROM AUTHOR]

Policy strategies for managing risk are now well-established in British social policy. These strategies are highly individualized, placing emphasis on the capacity of individuals to mitigate risk in their everyday lives. Further, the paper argues that the dominance of individualized risk governance agendas has serious implications for the design of equality initiatives. Through a case study of sexual and reproductive health policy in England, the paper demonstrates that risk governance has the potential to "shrink" the meaning of equality by institutionalizing a narrow, individualized definition of "equality" in policy, and "bend" equality initiatives to fit a broader neoliberal policy agenda. Historians have begun to think about the emergence of the early modern 'state' in complex and creative ways, far from the conventional focus on overweening central bureaucracies. One component of this discourse is the role of criminal law and criminal prosecution, which, it has been argued (particularly by English scholars), assisted state-forming processes by providing a universal interface between ruler and ruled, and by demarcating common patterns of behaviour. This paper attempts to apply these ideas to the case of early modern Scotland—whose decentralised legal system and reputation for judicial barbarity has tended to discourage research—through detailed analysis of the judicial activities of the Privy Council. Focusing on the reigns of Charles II and James VII & II, the paper assesses the Council's theoretical competence as a criminal court, and also reconstructs its day-to-day activities in terms of the kinds of cases tried, the varieties of punishment imposed, and the use of alternative mechanisms such as judicial commissions. The paper argues that the Restoration Privy Council was clearly able to utilise its judicial powers as a state-building tool, despite the general diffuseness of judicial authority in Scotland. It is suggested, therefore, that the Scottish data confirms the utility of criminal prosecution in early modern projects of state formation, underlining historians' need to conceptualise the process in broad, multi-faceted terms. Developing an evolutionary perspective towards the changing anatomy of the banking sector reveals the enduring tensions and contradictions between spatial centralisation and the possibilities for decentralisation before, during and after the British banking crisis. The shift from banking boom to crisis in 2007 is conceptualised as a significant and on-going moment in the long-term evolution of the historical institutional–spatial dominance of London over other city-regions in Britain. The analysis demonstrates the importance of the institutional and geographical legacies of the British national political economy and variegation of capitalism established in the later nineteenth and early twentieth centuries in shaping contemporary geographical outcomes. Regulatory changes combined with financial innovation in the latter years of the twentieth century to create an opportunity for English regional and Scottish banks excluded from previous institutional–spatial centralisation to expand excessively and consequently several failed in the banking crisis. The paper considers the future trajectory of institutional–spatial centralisation in the banking sector amidst the continued spatial restructuring of the banking crisis, involving a re-drawing of organisational boundaries, overlapping institutional and technological changes and unprecedented uncertainty about the impact of Brexit on Britain's wider political and economic landscape. For diffuse ownership to become the norm in large business enterprises, investors need to be sufficiently confident to buy shares. Will investors follow through if serious doubts exist concerning the competence of those managing companies? This paper addresses this question, primarily by examining historical events in Britain. In the UK, ownership separated from control in large business enterprises at some point between the 1950s and the 1980s, a period during which the country's corporate executives were allegedly amateurish and complacent. The paper acknowledges that the managerial capabilities of British companies improved as the twentieth century drew to a close. Nevertheless, legitimate doubts would have existed about the quality of management as share ownership patterns were reconfigured. The paper explains what occurred in the UK by focusing on financial intermediaries such as pension funds and insurance companies. In the decades immediately following World War II, a 'wall of money', a 'cult of the equity' and a 'trapped capital' effect caused by exchange controls fostered institutional demand for shares that outweighed whatever doubts might have existed about the quality of management. The radical changes instituted in the regulation of privatized public utilities in the UK in the 1980s and early 1990s have been the subject of extensive discussion, and have been partly instrumental in the development of 'regulatory economics' more widely. In this paper we argue that the conventional economics of regulation, based on principal-agent and related perspectives, treat the issue too narrowly and statically. Drawing on organizational sociology and cooperative game theory, we contend that it is essential to understand the process by which the interaction between the regulator and the regulated firms evolves. Using interview and documentary data, the paper describes the evolution of this relationship in three sectors in the UK. The growth of cooperative informal relationships between regulators and regulatory functions within firms involves the emergence and development of 'regulatory expertise'. This generates advantages for both sides, which are examined in terms of different regulatory games involving different levels of trust. Plant breeders face a unique appropriation problem—plants are reproducible, genetic information is heritable and seeds can be multiplied. The paper uses varietal age as a proxy for durability to examine planned obsolescence strategies in UK wheat breeding. Market-weighted age fell from 13 years (1960s) to 5.5 years (1990s). This fall is on account of increased varietal proliferation and breeding strategies that focus on incremental productivity improvements (i.e. increased efficiency) and narrow and limited disease resistance (i.e. reduced durability). Eczema is a common skin condition that affects around one in five children and one in ten adults. Qualitative research uses methods such as interviews to find out people's views and experiences. Pulling together the findings of qualitative research studies can make it easier to understand what lots of people commonly think about conditions like eczema and what they find easy or difficult about using treatments. This can help researchers find effective ways to support people managing conditions like eczema. This study, from the UK, aimed to pull together all available qualitative studies on the views and experiences of eczema and eczema treatments from people with eczema and parents or carers of children with eczema. We searched four online databases containing lists of research papers from academic journals covering medicine, nursing, healthcare and psychology. We found 39 research papers from 13 different countries. We used an analytical technique called thematic synthesis to pull together the findings of these studies. Our paper highlights four themes. (1) Eczema is not always viewed as a long‐term condition. People may unrealistically seek a 'cure' or not appreciate the need for long‐term treatment. (2) People with eczema and their carers find it frustrating that eczema is often seen by others as mundane, even though it can have a huge impact on daily life. (3) Hesitancy or concerns about eczema treatments made the condition more difficult to manage. (4) People often felt they received conflicting or insufficient information and advice about eczema treatments. Doctors could help people with eczema and their carers by addressing their concerns and understandings about treatment, acknowledging the impacts of eczema, and providing clear and consistent advice and information. The forum shows that I correctly diagnosed the place that 'people's war' has in the historiography of the Second World War; that, if anything, I underestimated the grip that the connected series of beliefs about 'people's war' have come to have over some historians of the British Second World War; and how difficult it is to start a conversation about framing assumptions and the nature of the historiography of the war. In this response I aim to get above the din of detail and try to understand the underlying positions being taken by the respondents. I will try to tease out their rather hidden assumptions, in order to clarify better what is at issue and at stake, thereby making a fresh attempt to take this discussion forward. I will also extend the discussion by considering works that have already rejected the conceptualisation of 'people's war' defended in this forum. I hope that my original paper and the forum itself will together make the case that we need fresh ways of thinking about the British Second World War, as well as suggest that new ways are already in being and that the concept of 'people's war' as currently used by many historians needs to be abandoned. 'Right to Buy', a large-scale natural experiment whereby incumbent tenants in public housing could buy properties at heavily subsidised prices, increased the United Kingdom homeownership rate by over 10 percentage points between its 1980 introduction and the 1990s. This paper studies the impact of this reform on crime by leveraging exogenous variation in eligibility for the policy. Results show that Right to Buy generated significant property crime reductions. Behavioural changes of incumbent tenants and renovation of public properties were the main drivers of this crime reduction. This paper investigates the effect of the 2016 Brexit referendum and the Trade and Cooperation Agreement (TCA) signed by the United Kingdom and the EU in December 2020 on UK–EU trade in goods up to December 2021. The 2016 referendum introduced uncertainty, but new trade barriers between the United Kingdom and the EU were not put in place until the new agreement, the TCA, entered into force in January 2021. Using a set of different econometric techniques, and looking up to the end of the first year of the implementation of the TCA, we find no evidence that the 2016 referendum had any impact on aggregate UK–EU trade relative to comparator trade flows. On the other hand, our results show that the TCA reduced UK trade with the EU, but asymmetrically for exports and imports. After a sharp drop of around 41% in January 2021, UK exports to the EU quickly recovered in the following months. This pattern of recovery was not the case for UK imports from the EU, which were negatively impacted throughout 2021, with a cumulative loss over the first year of implementation between −24% and −28%. Asymmetric effects between exports and imports do not appear to be driven by difference in product composition of the two flows. Instead, we find evidence that a plausible explanation for these differential effects is the relative importance of the EU market for UK firms, in comparison to the importance of the UK market for EU firms. Over the past few decades, a small but growing group of people have worked remotely from their homes. With the arrival of the coronavirus pandemic, millions of people found themselves joining this group overnight. In this position paper, we examine the kinds of work that 'went remote' in response to the pandemic, and consider the ways in which this transition was influenced by (and in turn came to influence) contemporary trends in digital workplace measurement and evaluation. We see that employers appeared reluctant to let certain classes of employee work remotely. When the pandemic forced staff home, employers compensated by turning to digital surveillance tools, even though, as we argue, these tools seem unable to overcome the significant conceptual barriers to understanding how people are working. We also observed that, in the United Kingdom context, the pandemic didn't mean remote work for a significant proportion of the population. We assert that, to maximize its impact, 'future of work' research in human-centred computing must be more inclusive and representative of work, rather than focusing on the experiences of knowledge workers and those involved in new forms of work. In recent years, the study of species' occurrence has benefited from the increased availability of large‐scale citizen‐science data. While abundance data from standardized monitoring schemes are biased toward well‐studied taxa and locations, opportunistic data are available for many taxonomic groups, from a large number of locations and across long timescales. Hence, these data provide opportunities to measure species' changes in occurrence, particularly through the use of occupancy models, which account for imperfect detection. These opportunistic datasets can be substantially large, numbering hundreds of thousands of sites, and hence present a challenge from a computational perspective, especially within a Bayesian framework. In this paper, we develop a unifying framework for Bayesian inference in occupancy models that account for both spatial and temporal autocorrelation. We make use of the Pólya‐Gamma scheme, which allows for fast inference, and incorporate spatio‐temporal random effects using Gaussian processes (GPs), for which we consider two efficient approximations: subset of regressors and nearest neighbor GPs. We apply our model to data on two UK butterfly species, one common and widespread and one rare, using records from the Butterflies for the New Millennium database, producing occupancy indices spanning 45 years. Our framework can be applied to a wide range of taxa, providing measures of variation in species' occurrence, which are used to assess biodiversity change. [ABSTRACT FROM AUTHOR]

Between 1962 and 1965, a broad definition of dependence allowed for the migration of Commonwealth Citizens to join working family members in Britain. This article investigates how the Home Office targeted male dependent youth as a category that could reduce unwanted immigration from the Commonwealth, particularly South Asia. Home Office officials obscured the stories of dependent migrants, constructed the figure of the 'bogus child', and denigrated male familial connections, which resulted in the denial of family reunion. Colonial assumptions about the mendacity of South Asians and the illegibility of South Asian family forms shaped British policy. The 1965 White Paper and the 1968 Commonwealth Immigrants Act foreclosed the possibility of a broad definition of family and consolidated the legitimacy of the cisheterosexual family. Home Office discussions dovetailed with an emergent common sense circulated in newspapers and public debate about the illegitimacy of the South Asian family in Britain. This article interrogates the racist reasoning of the Home Office and this emergent common sense not only to show how immigration policy generates racialization but also to reveal the specificity of South Asian racialization in the post-imperial social formation.
