Assessments of hydrogen project viability typically focus on evaluating specific sites for development, or providing generic cost-estimates that are independent of location. In reality, the success of hydrogen projects will be intimately linked to the availability of local energy resources, access to key infrastructure and water supplies, and the distance to export ports and energy markets. In this paper, we present an economic model that incorporates assessments of these regional factors to identify areas of high economic potential for hydrogen production – the so-called "Economic Fairways" for such projects. In doing so, the model provides a tool that can be used to inform investors and policy makers on the available opportunities for hydrogen development and their infrastructure requirements. The model includes analysis of the regional economic potential for both blue and green hydrogen projects. It accounts for hydrogen production from renewable (wind and solar) sources, as well as non-renewable sources (steam-methane reformation and coal gasification) combined with carbon capture and storage. Hydrogen (H 2) generation using Steam Methane Reforming (SMR) is at present the most economical and preferred pathway for commercial H 2 generation. This process, however, emits a considerable amount of CO 2 , ultimately negating the benefit of using H 2 as a clean industrial feedstock and energy carrier. That has prompted growing interest in enabling CO 2 capture from SMR for either storage or utilisation and producing zero-emission "blue H 2 ". In this paper, we propose a spatial techno-economic framework for assessing blue hydrogen production SMR hubs with carbon capture, utilisation and storage (CCUS), using Australia as a case study. Australia offers a unique opportunity for developing such 'blue H 2 ' hubs given its extensive natural gas resources, availability of known carbon storage reservoirs and an ambitious government target to produce clean/zero-emission H 2 at the cost of A$2.7 kg H2 −1). Bio-Energy with Carbon Capture and Storage (BECCS) is an emerging energy conversion technology with the potential to deliver 'negative emissions', a net removal of CO 2 from the atmosphere that may be necessary to achieve the net-zero targets adopted in the Glasgow Climate Pact at COP26. This paper uses Life Cycle Assessment (LCA) to investigate the environmental impacts of co-firing dry waste biomass (wood and paper waste) while implementing CCS technology (i.e., BECCS) in a conventional black coal-fired power plant. The LCA covers CO 2 emissions and trace contaminants, determined via combustion modelling coupled with chemical-equilibrium-based ash-forming element and trace element calculations. As a case study, the context of New South Wales, Australia, is analysed to assesses the viability and discuss policy implications of waste co-firing BECCS as a future energy source for coal-reliant regions. An increase in co-firing ratio is found to decrease emission intensity. At current typical efficiencies, BECCS with a 10 % co-firing ratio can reduce emission intensity from 938 to 181 kgCO 2 /MWh. At 20 % to 25 % co-firing, the emission intensity of BECCS is comparable with other renewable technologies, and negative emissions are achievable above 30 %, although waste availability in NSW is insufficient to achieve these levels. Moreover, BECCS increases environmental impact in all categories except for global warming potential (GWP), land use, and terrestrial acidification. Nonetheless, when aggregating all impacts, the large reduction in GWP drives an endpoint score reduction, indicating that co-fired BECCS may be preferred over sub-critical black (bituminous) coal-fired power without or with CCS, or other higher emission intensity coal-fired power generation. Therefore, policy makers should consider incentivising waste co-firing BECCS as part of future energy policies towards achieving the net-zero targets, weighing its benefits against other environmental impacts, waste availability and competition with recycling initiatives. Carbon reduction has become one of the most significant challenges for economic growth. This paper presents the preliminary analysis of undesirable output reduction targets and emission schedules in temporal–spatial comparisons based on Data Envelopment Analysis. The reduction targets of undesirable outputs are investigated, including the maximum, input, technical and ideal reduction targets. Four Data Envelopment Analysis models that are based on a sequential benchmark technology and variable returns to scale are introduced to measure these reduction percentages. In order to formulate the optimal emission schedule of undesirable outputs, an optimal model is provided without inflation. Data from the Australian construction industry from 2000 to 2010 are employed to develop the models. The results of the analysis indicate that the Australian Government could achieve its promised carbon reduction targets in the construction industry. Most Australian regions' construction industries possess carbon mitigation potential and some of them could increase their desirable outputs if carbon were decreased. This paper suggests that policymakers can benefit from formulating various suitable undesirable output reduction objectives and schedules through the models developed. Rural and regional hinterlands provide the ecosystem service needs for increasingly urbanised communities across the globe. These inter-related ecosystem services provide key opportunities in securing climate change mitigation and adaptation. Their integrated management in the face of climate change, however, can be confounded by fragmentation within the complex institutional arrangements concerned with natural resource management. This suggests the need for a more systemic approach to continuous improvement in the integrated and adaptive governance of natural resources. This paper explores the theoretical foundations for integrated natural resource management and reviews positive systemic improvements that have been emerging in the Australian context. In setting clear theoretical foundations, the paper explores both functional and structural aspects of natural resource governance systems. Functional considerations include issues of connectivity, knowledge use and capacity within the natural resource decision making environment. Structural considerations refer to the institutions and processes that undertake planning through to implementation, monitoring and evaluation. From this foundation, we review the last decade of emerging initiatives in governance regarding the integration of agriculture and forests across the entire Australian landscape. This includes the shift towards more devolved regional approaches to integrated natural resource management and recent progress towards the use of terrestrial carbon at landscape scale to assist in climate change mitigation and adaptation. These developments, however, have also been tempered by a significant raft of new landscape-scale regulations that have tended to be based on a more centralist philosophy that landowners should be providing ecosystem services for the wider public good without substantive reward. Given this background, we explore a case study of efforts taken to integrate the management of landscape-scale agro-ecological services in the Wet Tropics of tropical Queensland. This is being achieved primarily through the integration of regional natural resource management planning and the development of aggregated terrestrial carbon offset products at a whole of landscape scale via the Degree Celsius initiative. Finally, the paper teases out the barriers and opportunities being experienced, leading to discussion about the global implications for managing climate change, income generation and poverty reduction. Abstract: Transporting captured carbon dioxide (CO2) to injection sites can be a significant component of the costs of CCS. This cost can make the difference between an economically viable and an unviable CCS project. Therefore, optimising transport costs is important in minimising overall costs. Although the timing of the deployment of CCS network components is a highly relevant aspect of network design, it also increases the complexity of the design problem significantly. As a first approximation, this paper describes a procedure for obtaining near-optimal CO2 pipeline networks with minimal cost per tonne of CO2 avoided, under the simplifying assumption of fixed steady state flow. The effect of a staged deployment of CCS over time is therefore not considered for this analysis. The procedure presented in this paper is a high-level decision tool that can help determine which characteristics of a CO2 transport network are most important from the point of view of reducing the cost of avoiding CO2. The design procedure allows the specification of multiple emission sources, capture plants and injection locations, and does not assume a predefined fluid velocity inside the pipelines, but uses a genetic algorithm for minimising the cost of the network per tonne of CO2 avoided. The total cost of the CCS network includes the costs of building, operating and decommissioning the capture plants, pipeline network and injection sites. As a case study, the procedure is used to design a CCS network for a set of emission sources in the south-eastern Queensland region in Australia. Different emission sources and injection locations are considered. All emission sources are assumed to commence deployment of CCS concurrently and all pipelines and injection facilities are assumed to begin operating at the same time. The pipeline network obtained from applying this procedure is compared to existing pipeline routes. The near-optimal network transports all of the captured CO2 in a branching network and stores the CO2 close to the emission sources. It was found that the near-optimal network design for this case is largely insensitive to variations of the modelling parameters within typical ranges. [Copyright &y& Elsevier]

Abstract: A significant proportion of the research into CCS in the literature assumes ‘complete capture’ of the CO2, that is at least 85 to 90 percent of the CO2 from the flue gas is captured for the entire operating year (7,000 to 8,000 hours). Only a few papers have examined a model involving ‘flexible’ operation of the capture facility in which the CO2 is captured at variable or reduced rates for all or part of a day, week, season or year. This paper presents an assessment of the operational opportunities for deploying flexible CO2 capture at black coal fired power plants located in the state of New South Wales (NSW), Australia. Different models of flexible capture including part-time operation, partial CO2 capture rates and a combination of both operating modes are examined. The results show that it may be possible to reduce the current CO2 emissions from NSW coal-fired power plants by up to 50% during summer while still meeting the state electricity demand. Abstract: This paper estimates the cost of CO2 capture for three Australian industrial emission sources: iron and steel production, oil refineries and cement manufacturing. It also compares the estimated capture costs with those of post-combustion capture from a pulverised black coal power plant. The cost of capture in 2008 using MEA solvent absorption technology ranges from less than A$60 per tonne CO2 avoided for the iron and steel production to over A$70 per tonne CO2 avoided for cement manufacture and over A$100 per tonne CO2 avoided for oil refineries. The costs of capture for the iron and steel and cement industries are comparable to or less than that for post-combustion capture from a pulverised black coal power plant. This paper also investigates costs for converting low partial pressure CO2 streams from iron and steel production to a more concentrated stream using pressurisation and the water-gas shift reaction. In those cases, the costs were found to be similar to or less than the cost estimates without conversion. The analyses in this paper also show that estimated costs are highly dependent on the characteristics of the industrial emission source, the assumptions related to the type and price of energy used by the capture facilities and the economic parameters of the project such as the discount rate and capital costs. Abstract: Greenhouse gas emissions from industrial processes, such as cement manufacturing or steel production, in Australia accounts for more than 40 Mt CO2-e per annum, representing close to 20% of Australia’s potentially sequesterable emissions. Further, the emissions from these processes are highly concentrated in CO2 compared to the emissions from power generation. It is not clear if these higher concentrated gases may provide low cost options for demonstrating CO2 capture or if this benefit will be lost due to the smaller total volume of CO2 emissions of most industrial processes. Nevertheless, this sector of the economy requires further analysis. This paper will provide an overview of the emissions from Australian cement sector including both the emissions from the chemical process itself, as well as the associated emissions from energy use within those processes. Specific attention will be focused on the Australian cement industry. While CCS involves the integrated part of capture, transport and storage, the focus of this paper is on the capture side and will illustrate CCS options for the cement industry. This paper investigates the least-cost greenhouse gas (GHG) abatement pathway for a coupled energy system. We consider the roles of diverse abatement technologies, such as renewable electricity generation, biomass and carbon capture and storage (CCS), as well as sources of operational flexibility, such as peaking generators, electricity storage, transmission and electrolysis. Scenario and sensitivity analyses are applied to explore plausible pathways to energy system decarbonization. All modelled pathways to a zero-emissions energy system feature an accelerating transition from fossil fuels to renewable energy with diverse technologies playing a role. This includes variable renewable generators (VRG), CCS, and sources of operational flexibility on different timescales. Specifically, synchronous condensers appear to be a cost-effective option to control system frequency, inter-seasonal hydrogen storage in engineered caverns can play a significant and complementary role to that of pumped hydro and battery storage, and technologies that capture and sequester atmospheric carbon, including biomass-to-CCS and direct air capture (DAC), can also play a significant role in the transition to net-zero emissions. This paper is the second of a two part study that considers least cost, greenhouse gas abatement pathways for an electricity system. Part 1 of this study formulated a model for determining these abatement pathways, and applied this model to Australia's NEM (National Electricity Market) for a single reference scenario. Part 2 of this study applies this model to different scenarios and considers the policy implications. These include cases where nuclear power generation and CCS (carbon capture and storage) are implemented in Australia, which is presently not the case, as well as a more detailed examination of how an extended, RPS (renewable portfolio standard) might perform. The effect of future fuel costs and different discount rates are also examined. Several results from this study are thought to be significant. Most importantly, this study suggests that Australia already has utility scale technologies, renewable and non-renewable resources, an electricity market design and an abatement policy that permit continued progress towards deep greenhouse gas abatement in its electricity sector. In particular, a RPS (renewable portfolio standard) appears to be close to optimal as a greenhouse gas abatement policy for Australia's electricity sector for at least the next 10–15 years. This paper evaluates the economic feasibility of SPCC (solar-assisted post-combustion carbon capture) at a coal power plant near Sydney, Townsville and Melbourne for implementation in 2020. A review of Australia's carbon and renewable energy policy is performed first, after which the merits of application of each incentive for SPCC are compared. Incentives such as subsidies, preferential discount rate, carbon tax and RECs (renewable energy certificates) are evaluated. No single incentive on its own, and within reasonable limits, is able to provide a favourable economic performance for power plant based renewable powered CCS (carbon capture and storage). However, once the compounded effect of carbon tax and electricity price increase is taken into account, a carbon price as low as A$ 25/tonne-CO 2 and a REC price as low as A$ 35/MWh e is able to produce a positive net benefit in Townsville, while a slightly higher carbon price and REC price is required for Sydney. Melbourne performs poorest amongst the three locations, where substantially higher incentives would be needed for economic feasibility. The level of incentives required for SPCC to become feasible are found to fall in the range of current Australian policy incentives accessible to renewable energy technologies for stand-alone power generation. This study considers the emissions implications of co-combusting imported ammonia in coal-fired power stations. The study adopts a supply chain approach, estimating the emissions reduction potential of 20% ammonia co-combustion in coal-fired power stations in the country of use, and the emissions associated with ammonia production in the country of origin. The paper considers the emissions implications of using different ammonia production technologies: Haber-Bosch (HB) ammonia production with hydrogen generated from steam methane reforming using natural gas (SMR), with and without carbon capture and storage (CCS); Haber-Bosch ammonia production with hydrogen generated from renewable sources; and fully renewable electricity generated ammonia. The empirical setting of the study is an ammonia supply chain encompassing Japan and Australia. The results show co-combustion of ammonia produced with SMR-HB provides no net benefit for the combined country emissions, as ammonia production related greenhouse emissions in Australia are equivalent to the emission reductions in Japan. In contrast, co-firing ammonia produced from fully renewable sources reduces emissions in the two countries in 2030 by 43 MT per annum. SMR-HB processes with varying levels of CCS reduce annual emissions by 16–34 MT. Based on the results, different policy options are suggested for managing the emissions associated with a Japan-Australia ammonia supply chain. • Japan actively pursuing ammonia/coal co-combustion to reduce power sector greenhouse gas emissions. • An Australia-Japan ammonia supply is examined at a country boundary emissions basis. • Choice of ammonia manufacturing approach has significant impact on emissions. • 40 MT pa saving in Japan offset by 39 ± 11 MT pa increase in Australia from Best Available Technology. • Only a fully renewable ammonia manufacturing process reduces emissions in both Australia and Japan. The main source of CO 2 emissions in an integrated steel manufacturing plant comes from the need to use a carbon source, often coal, in the steel making process. Amongst the pathways for reducing CO 2 emissions is the application of carbon capture, transport and storage (CCS) technologies. This paper presents a scoping-level economic evaluation of transport and storage location options for CO 2 captured from an iron and steel plant located in Port Kembla, NSW, Australia. Pipeline (single and hub) and ship transport of CO 2 , and two injection locations are considered. Estimated costs are lowest for the hub transport case injecting at the Gippsland basin (∼35% lower than for single source cases) and highest for the shipping case. For the single-source cases, transport via pipeline to the Darling basin is slightly more attractive in terms of unit costs. The hub transport cases were between two-thirds and half of the cost of the shipping case. Although the shipping transport option presented the highest cost of the cases considered, there is still a case to be made for ship transport if the project duration is short. Abstract: In many important agricultural regions, soil inorganic carbon (SIC) stocks can rival the amount of carbon found in organic form. Land management practices, including irrigation, fertilization and liming, have the potential to greatly alter the soil inorganic carbon cycle thus creating an important feedback to atmospheric CO2 concentrations. However, the current literature is less clear regarding the direction and magnitude of this feedback. Application of irrigation water, for example, can increase the rate of soil carbonate precipitation, but depending on the source of calcium and bicarbonate, the net reaction can be an atmospheric carbon sink, a carbon source or carbon neutral. Similarly, the accelerated dissolution of soil carbonates due to various acidifying processes can act as a net sink or source of atmospheric CO2 depending on the spatial and temporal frame of reference. While SIC stocks in agricultural soils have been found to increase or decrease by as much as 1.0tCha−1 yr−1, given the need to account for both the supply and fate of reactants and reaction products, ascribing these stock changes as a net sink or net source activity is difficult. This review paper provides an overview of the major inorganic carbon transformations in soils as affected by agricultural management, including the practice of liming to raise soil pH, and when these transformations should be considered a net atmospheric carbon source or sink. Abstract: Swelling of coal, especially in the presence of CO2, may reduce the permeability of coal seams thus affecting the viability of enhanced coalbed methane production or CO2 sequestration operations. In this paper we report laboratory measurements of swelling in four Australian bituminous and sub-bituminous coals in CO2, methane and various mixtures of the two gases. Measurements were made on unconstrained monolithic samples at 55°C and at pressures up to about 15MPa. Volumetric swelling at 15MPa ranged from about 1.9% to 5.5% in CO2 and 1.0% to 2.5% in CH4 depending on the rank of coal and the proportion of CO2 in the gas mixture. Swelling measurements made at a constant pressure of 15MPa but with varying gas composition showed that even CO2 with a high affinity for coal could be completely displaced by helium, which does not adsorb, causing the coal sample to shrink to its original dimensions. Similarly, CH4 was displaced by injecting CO2 into the system which then caused the coal to swell to the same level as if it had been exposed to pure CO2. The results of these experiments show that there is no enhanced swelling in mixed gases above that would be observed in the pure CO2 at the same total pressure. As well, the swelling behaviour of coal in mixed gases was determined solely by the partial pressure of the sorbing gas so that weakly or non-sorbing gases are effective at displacing strongly adsorbed gases. Australian power generators produce approximately 170 TWh per annum of electricity using black and brown coals that accounts for 170 Mtonne of CO2 emissions per annum or over 40% of anthropogenic CO2 emissions in Australia. This paper describes the results of a techno-economic evaluation of liquid absorption based post-combustion capture (PCC) processes for both existing and new pulverised coal-fired power stations in Australia. The overall process designs incorporate both the case with continuous capture and the case with the flexibility to switch a CO2 capture plant on or off depending upon the demand and market price for electricity, and addresses the impact of the presently limited emission controls on the process cost. The techno-economic evaluation includes both air and water cooled power and CO2 capture plants, resulting in cost of power generation for the situations without and with PCC. Whilst existing power plants in Australia are all water cooled sub-critical designs, the new power plants are deemed to range from supercritical single reheat to ultra-supercritical double reheat designs, with a preference for air-cooling. The process evaluation also includes a detailed sensitivity analysis of the thermodynamic properties of liquid absorbent for CO2 on the overall costs. The results show that for a meaningful decrease in the efficiency and cost penalties associated with the post combustion CO2 capture, a novel liquid sorbent will need to have heat of absorption/desorption, sensible heat and heat of vaporisation around 50% less in comparison with 30% (w/w) aqueous MEA solvent. It also shows that the impact of the capital costs of PCC processes is quite large on the added cost of generation. The results can be used to prioritise PCC research in an Australian context. Abstract: Limited data regarding soil carbon (C) sequestration potential and biosequestration potential in arid and semi-arid environments is an impediment to appropriate policy formulation directed at greenhouse gas abatement. This paper assesses the terrestrial C biosequestration and biodiversity restoration potential of the semi-arid mulga lands of eastern Australia by measuring above and below ground C, and by making floristic biodiversity assessments in old grazing exclosures. Grazing exclusion increased water infiltration rates and water retention capacity in the soil. Exclosures also had increased herbaceous cover and decreased bare ground. Biodiversity benefits included higher species richness and increased abundance of native grasses, many of which have become locally rare under increased grazing pressure. The study indicates that in the absence of grazing, soil and above ground biomass, when combined, has potential carbon sequestration rates of between 0.92 and 1.1tCO2-eha−1 year−1 over a period of approximately 40 years. The contribution to these figures from soil C sequestration is approximately 0.18tCO2-eha−1 year−1, with above ground biomass contributing an additional 0.73–0.91tCO2-eha−1 year−1. If 50% of eastern Australia''s mulga lands (half of 25.4 million ha) were managed for C sequestration and biodiversity through the control of all herbivores, then annual sequestration rates could reach between 11.6 and 14MtCO2-eyear−1 which is between 2 and 2.5% of Australia''s annual emissions. The potential to sequester carbon and improve biodiversity outcomes in extensive semi arid grazing lands will require significant policy shifts to encourage and reward necessary land use change. Abstract: High- CO2 gas fields serve as important analogues for understanding various processes related to CO2 injection and storage. The chemical signatures, both within the fluids and the solid phases, are especially useful for elucidating preferred gas migration pathways and also for assessing the relative importance of mineral precipitation and/or solution trapping efficiency. In this paper, we present a high resolution study focused on the Gorgon gas field and associated Rankin Trend gases on Australia’s North West Shelf. The gas data we present here display clear trends for CO2 abundance (mole %) and δ13C CO2 both areally and vertically. The strong spatial variation of CO2 content and δ13C and the interrelationship between the two suggests that processes were active to alter the two in tandem. We propose that these variations were driven by the precipitation of a carbonate phase, namely siderite, which is observed as a common late stage mineral. This conclusion is based on Rayleigh distillation modeling together with bulk rock isotopic analyses of core, which indicates that the late stage carbonate cements are related to the CO2 in the natural gases. The results suggest that a certain amount of CO2 may be sequestered in mineral form over short migration distances of the plume. [Copyright &y& Elsevier]

Abstract: Commissioned in 2009, the CO2CRC/H3 Capture Project is demonstrating post-combustion carbon capture (PCC) on a lignite fired power plant in the Latrobe Valley, Victoria, Australia. The facility is located within International Power’s Hazelwood Power Plant and uses three different CO2 capture technologies — solvent, adsorption and membrane processes. This project, addressing the PCC issues specific for Victorian brown coal fired power stations, was initiated in July 2007 as a three year research project by the Cooperative Research Centre for Greenhouse Gas Technologies (CO2CRC) under the Victorian State Government’s Energy Technology Innovation Strategy (ETIS) program. The project is part of the Latrobe Valley Post Combustion Capture (LVPCC) Project — a multi site, multi scale, multi technology PCC trial. The integrated research and development program includes an evaluation of these technologies for commercial scale application. Abstract: This paper presents the results of an evaluation of the longer term impact of a series of workshops conducted in four Australian cities which sought to engage representatives of the Australian public in discussions about climate change and low emission energy options. These workshops were designed to explore the public’s awareness and acceptance of the various low emissions energy technologies, including carbon dioxide capture and storage (CCS), and to assess whether a large group workshop format was an effective means of affecting change in awareness and acceptance of the various energy technologies. Initial results of these workshops, presented at the International Conference on Greenhouse Gas Technologies (GHGT) in 2008, found that the workshop was indeed effective. Results from an online survey conducted in October 2009 with 95 participants of the original workshops indicate that over the longer term awareness remains at a higher level than prior to workshop attendance, while changes in participants’ attitudes were not sustained over time. However, the results of 22 follow-up in-depth interviews conducted in November and December 2009 found that many workshop participants reported a change in their awareness of and preference for the energy technologies, and that they pro-actively spoke with others and sought further information regarding the technologies and their place in a low carbon economy. While wind and solar energy were clearly favored, carbon mitigation was generally recognized as a complex issue requiring a portfolio of energy solutions. Building trust in the range of energy solutions, including carbon capture and storage, will require ongoing engagement and dialogue with members of the public. [Copyright &y& Elsevier]

Abstract: Currently, Australia emits approximately 600 MT equivalent of CO2 annually, of which approximately 30% is directly linked to the electricity generation using both brown and black coals. To restrain the CO2 emissions, coal based power generators are looking to retrofit the existing power plants with commercially available technology for the post combustion capture (PCC) of CO2 as well as invest in the new power plants with high efficiency steam cycles. Since Australian coals are low in sulphur and the coal-fired power plants are well away from densely populated regions, the flue gas desulphurisation (FGD) and de- NOX regulations are currently not there for the coal based electricity generation in Australia. This is not an advantageous situation for straightforward retrofitting of the existing power plants with 30 wt% aqueous MEA based commercially available PCC technology that has very limited tolerance for SOX and NOX (less than 10 ppmv). In addition, Australia is a dry continent with very limited cooling water availability for the power plants. Hence, the Australian power generators are considering both the power and the post combustion CO2 capture plants to be air cooled. This paper, therefore, assesses the impact of introducing post combustion capture of CO2 on the existing and new Australian coal-fired power plants, both brown and black coal-fired, in terms of the cost of electricity generation, the cost of CO2 avoidance, the cooling water demand and the overall plant efficiency. The existing power plants are considered to be conventional subcritical and supercritical single reheat steam cycle based whereas the new power plant designs have allowed for ultracritical steam conditions (35 MPa, 922 K) with double reheat. The CO2 capture plants are considered to be either in service full time or in service on demand with 90% capture efficiency and the product CO2 ready for sequestration at 10 MPa and 313 K. The process and cost models for integrated power and capture plants have been obtained using ASPEN Rate-Sep, Steam-Pro, Steam-Master and PEACE software packages for process modelling and cost estimation. The results clearly show that an air cooled integrated power and capture plant has lower overall plant efficiency and slightly higher cost of electricity generation in comparison with a water cooled equivalent plant. An ultracritical single reheat power plant when integrated with capture plant that is in service full time has potential for lowest cost of electricity generation with minimum cost for CO2 avoidance. These results further show that replacing an existing turbine with a new LP turbine optimised for continuous steam extraction for CO2 plant duty minimises the adverse impact of PCC integration but the power generator looses the flexibility for electricity generation. The results also provide important insights into the major contributions to the increased cost of power generation. For both the existing and the new power plants, the amortised capital charge component dominates the cost of PCC integrated electricity generation. In spite of the large reduction in efficiency for Australian power plants when PCC is applied, it appears that reducing the capital costs of PCC will be at least equally important. This is an important outcome for the prioritization of research activities aimed at reducing the costs of capture. For example, the novel solvent development work for improved PCC technology should focus on increasing absorption rates at the same CO2 carrying capacity of the solvent to reduce the capital cost component. Restoration of abandoned and degraded ecosystems through enhanced management of mature remnant patches and naturally regenerating (regrowth) forests is currently being used in the recovery of ecosystems for biodiversity protection and carbon sequestration. Knowledge of long-term dynamics of these ecosystems is often very limited. Vegetation models that examine long-term forest growth and succession of uneven aged, mixed-species forest ecosystems are integral to the planning and assessment of the recovery process of biodiversity values and biomass accumulation. This paper examined the use of the Ecosystem Dynamics Simulator (EDS) in projecting growth dynamics of mature remnant brigalow forest communities and recovery process of regrowth brigalow thickets. We used data from 188 long-term monitored plots of remnant and regrowth forests measured between 1963 and 2010. In this study the model was parameterised for 34 tree and shrub species and tested with independent long-term measurements. The model closely approximated actual development trajectories of mature forests and regrowth thickets but some inaccuracies in estimating regeneration through asexual reproduction and mortality were noted as reflected in stem density projections of remnant plots that had a mean of absolute relative bias of 46.2 (±12.4)%. Changes in species composition in remnant forests were projected with a 10% error. Basal area values observed in all remnant plots ranged from 6 to 29m2 ha−1 and EDS projections between 1966 and 2005 (39 years) were 68.2 (±10.9)% of the observed basal area. Projected live aboveground biomass of remnant plots had a mean of 93.5 (±5.9)tha−1 compared to a mean of 91.3 (±8.0)tha−1 observed in the plots. In regrowth thicket, the model produced satisfactory projections of tree density (91%), basal area (89%), height (87%) and aboveground biomass (84%) compared to the observed attributes. Basal area and biomass accumulation in 45-year-old regrowth plots was approximately similar to that in remnant forests but recovery of woody understorey was very slow. The model projected that it would take 95 years for the regrowth to thin down to similar densities observed in original or remnant brigalow forests. These results indicated that EDS can produce relatively accurate projections of growth dynamics of brigalow regrowth forests necessary for informing restoration planning and projecting biomass accumulation. Abstract: Woody regrowth is extensive on abandoned agricultural lands and developed pastures worldwide. Regrowth is actively controlled in working pastures, but it could be managed to offset greenhouse gas emissions from agriculture and other emitting industries with supplementary benefits for biodiversity conservation. This paper explores the case of Brigalow regrowth in the extensive pastoral landscape of north-eastern Australia. By synthesising current ecological knowledge with relevant socio-economic and policy considerations, it examines the potential of the Brigalow regrowth ecosystem to provide dual carbon/biodiversity benefits. Brigalow regrowth sequesters large amounts of carbon, especially when compared to other ecosystems from similar sub-humid climates. In addition, restoring regrowth is likely to have benefits for a wide range of native flora and fauna, including the endangered bridled nailtail wallaby. However, there are knowledge gaps relating to the landscape ecology of Brigalow regrowth and the impacts of management and climate change on carbon/restoration potential. Also, a conflict exists between short-term carbon sequestration and long-term restoration goals and we suggest a role for restoration thinning to resolve this. Regional demand for high biomass regrowth as a carbon offset is likely to be high but ambiguities in carbon policy threaten to diminish the use of natural regrowth for reforestation projects. Abstract: The hydrogen economy is one of the key areas of interest for the reduction of societal greenhouse gas emissions. However, the potential for impact of hydrogen technologies in the transition to a hydrogen economy will vary across the different industrial sectors depending on the source and usage of current energy sources. This paper presents a broad examination of hydrogen economy opportunities and impacts for the minerals industry in Australia. The usage of hydrogen and fuel cell technology in the mining and metals production sub-sectors has differing potential as metallurgical and heavy-duty mobile energy consumption may not be feasibly substituted with hydrogen. This examination indicates a potential of 12–13% reduction in primary energy usage by the minerals industry, with a resulting reduction in greenhouse gas emissions of 9–12% without carbon capture and storage (CCS), or 53–60% reduction with CCS. Other impacts on the industry may include an increased demand for minerals to produce fuel cells, catalysts and infrastructure. Minimal local reserves of platinum group metals are likely to be the limiting capacity factor. [Copyright &y& Elsevier]

Abstract: Extensive investment into research and development of low emission coal technologies is occurring around the globe. However, surveys suggest that most members of the general public are unaware of advanced coal technologies like carbon dioxide capture and storage (CCS). Further, those people who are aware of the term tend to have little understanding of the concept. This lack of awareness has become an increasing focus of policy makers internationally, and a number of governments have developed communication strategies to raise awareness of CCS and other low emission coal technologies and to help promote social acceptance of these technologies. The present research synthesizes the range of communication activities that have been planned or implemented since 2002 in Australia and internationally, and examines the strengths and weaknesses of these activities. The resulting “roadmap” enables interested parties to draw from the best communication processes available, to help increase capability in this area for the ultimate successful deployment of CCS. The paper makes a number of recommendations for industry and policy makers to provide a guide for future communication strategies regarding CCS. [Copyright &y& Elsevier]

Abstract: The Cooperative Research Centre for Greenhouse Gas Technologies (CO2CRC) was setup with distinct programs focusing on storage, capture, demonstration, education and international collaboration designed to address the many issues facing potential carbon capture and storage (CCS) projects. In particular the Capture Program aims to research, develop and deploy technologies that can achieve significant cuts in capture cost (75%–80%) and provide Australia with a research and education capability to support industries using these technologies. This paper provides details on the capture research activities within the centre, the major demonstration projects underway, including outlines of the equipment employed and how they are enabling the progression of separation technologies from laboratory through to eventual large scale commercial operation. Aided by recent initiatives of the Victorian State Government, under their Energy Technology Innovation Strategy (ETIS) program, CO2CRC is leading the research in two such research and development projects. These three year projects, one a $6 million post combustion demonstration incorporating a 10,000 tpa CO2 capture plant, and the other a $5.5 million pre-combustion application, each designed to test the CO2CRC’s full range of capture technologies (solvents, membranes and adsorption systems), in purpose built rigs under actual power plant conditions. Abstract: A 25 TPD post-combustion CO2 capture plant for brown coal and a 0.5TPD pre-combustion CO2 capture IGCC process have been designed and are being built in Victoria, Australia to assess developments in solvent absorption capture technologies. In this paper, the flowsheets developed for these processes will be discussed along with the underpinning research in the following areas: [•] New contact equipment — recent work has shown that the SMR packing has enhanced performance over structured packing and standard Pall rings. [•] The influence of promoters to enhance kinetics - using a wetted-wall column, experiments have been conducted with boric acid added to potassium carbonate solvent with results showing an enhancement in CO2 absorption rates. [•] The influence of flue gas impurities - post-combustion impurities, including SO x and NO x , have been studied with potassium carbonate to evaluate their effects on CO2 absorption. Abstract: Post-combustion capture of CO2 is a key technology for the reduction of greenhouse gas emissions from Australian coal fired power stations. It is an emerging technology, which still faces significant challenges in scaling up to full commercial scale suitable for power station applications. To increase adoption by the power industry significant cost reductions in capital and operating cost must be realised. CSIRO has developed an integrated post-combustion capture R&D and pilot plant program aimed at bringing down the barriers for commercial deployment. Abstract: The current agricultural systems of broad areas of Australia are unsustainable, with large projected increases in salinization, decreases in water quality, wind erosion, and losses of biodiversity. It is well known that these problems can be partially resolved by farmland reforestation; however, a major issue is financing the scale of activity required. The international response to global warming, the United Nations Framework Convention on Climate Change and its Kyoto Protocol, includes provisions that enable greenhouse sinks (sequestration of carbon in soils and vegetation) to be used by parties to fulfil their obligations. The Kyoto Protocol also allows for trading in emission reductions, and this opens the possibility that investment in carbon sinks may help underwrite broader natural resource management objectives. This paper examines the possibilities for improved land management in Western Australia arising from the development of carbon sinks by considering: (a) the likelihood of a carbon market developing and the likely depth of that market as a result of current national and international policies, (b) the data available to provide estimates on different types of sinks, and (c) the likely benefits of wide-scale sink investment. It was estimated that the total amount of carbon that could be sequestered by reforesting 16.8Mha of cleared farmland is 2200Mt CO2-e, and between 290 and 1170Mt CO2-e by destocking 94.8Mha of rangelands. There were insufficient data to produce estimates of sequestration following changes in tillage practice in cropping systems or the revegetation of already salinized land. We conclude that carbon sinks are only likely to become profitable as a broad-scale stand-alone enterprise when carbon prices reach AUD$15/t CO2-e, with this threshold value varying with carbon yield and project costs. Below this price, their value can be significant as an adjunct to reforestation schemes that are aimed at providing other products (wood, pulp, bioenergy) and land and water conservation benefits. Irrespective of this, carbon sinks provide an opportunity to both sequester carbon in a least-cost fashion and improve soil and watershed management. [Copyright &y& Elsevier]

Abstract: This paper uses a scenario analysis system – Range-ASSESS – to examine the potential for gains and losses of soil carbon in the Australian rangelands as affected by grazing and climate. The analysis involves a factorial examination of the effect of stocking rates and all possible 5-year historical climates between 1889 and 1999. The analysis also looks at the sensitivity of results to the method of calculation of safe carrying capacity, and to the thresholds used to calculate grazing and dryness indices that drive transitions in state and transition models. The analysis showed that different vegetation zones produced different responses to changes in stocking depending upon the spatial distribution of dryness index, nature of carbon state and transition model, rules governing transitions, and relative significance of soil carbon. At a stocking density equivalent to 100% of 1997 levels, the soil carbon loss from rangelands was about 400 Mt C in 40% of the 5-year periods using a sensitive growth deviation threshold to determine dryness index. If a less sensitive threshold was used, potential loss was reduced to about 200 Mt C. If the grazing pressure threshold for a grazing index of four is adjusted to a more generous level, then potential losses in the dry periods are substantially reduced. The analysis is intended to be indicative of a likely approximate outcome rather than a quantitative measure of system response. The results indicate that the interpretation of the effect of the drought-grazing pressure interaction on perennial plant survival, and consequent organic carbon input to soils, is a major source of uncertainty and a critical area for more experimental measurement.
