While many countries have experienced more than one wave of the pandemic throughout 2020, Australia has been able to contain the virus in a way that makes it a stand out (with New Zealand) in the way that it has been contained, with an exception in Victoria linked to failed quarantine procedures for travellers returning from overseas. Through descriptive analysis, this paper builds on earlier papers by the authors on the Australian response, with a focus on the changing dynamics of travel activity, concern with public transport, and attitudes surrounding activity given the perception of risk of COVID-19 and the level of public support for regulatory intervention and restrictions on movement. We find that Australia continues to suppress travel, particularly that for commuting, that comfort in completing day-to-day activities continues to rise (with the exception of Victoria where confidence feel significantly), and while support for intervention measures remains high, there has been an erosion in sentiment. Abstract Recent coastal legislative and policy reform in Australia reflects the changing focus of coastal management studies in the international scientific literature indicating a move towards systems perspectives, cross-boundary management strategies and an integration of marine and terrestrial environments. Significant global and national reports on integrated coastal management and climate change set the stage for a 21st Century wave of coastal reform in Australia. Given the absence of Australian national coastal legislation or coastal policy the reforms were initiated by a number of state governments such as in New South Wales and Victoria where new pieces of state-based coastal legislation came into law in 2018. This paper examines new coastal legislation, policies, manuals, and government documents and the rationale and triggers behind these reforms. These are discussed in the context of Australian governance structures and the international coastal management literature. The paper concludes that the latest wave of coastal reform in Australia represents a non-uniform stateled push for a more integrated approach to coastal management including, adaptation to climate change, sustainable development, a systems-based approach to coastal processes and inclusion of both marine and terrestrial environments. This paper estimates the wellbeing effects of the 2009 Black Saturday Bushfires, the deadliest wildfire event in Australia's known history. Using subjective wellbeing data from a nationally representative longitudinal study and adopting an individual fixed-effects approach, our results identify a significant reduction in life satisfaction for individuals residing in close proximity of the wildfires. The negative wellbeing effect is valued at A$52,300. This corresponds to 80% of the average annual income of a full-time employed adult in the state of Victoria. The satisfaction domain most negatively affected is how safe the person feels, and the group most affected are people with low social support. Background: Cardiovascular diseases (CVDs) and diabetes are two of the most important public health problems. Outcomes for patients with these disorders vary considerably, likely due to the added influence of a range of interacting clinical, metabolic, environmental, lifestyle, genetic and psychosocial risk factors associated with these diseases. The Baker Biobank study was designed to characterise these factors to inform better risk prediction, earlier diagnosis and better treatment of CVDs and diabetes.Methods: This paper describes the detailed methods for the establishment of the Baker Biobank. The study collected extensive phenotypic detail about the participants recruited from Victoria, Australia. Data and samples were collected at the Departments of Cardiology and Respiratory Medicine at the Alfred Hospital and Healthy Hearts Program at the Baker Institute.Results: A total of 6,530 adults with age 18-69 years were recruited into the Biobank. The majority of these participants (63%) were male. The mean (standard deviation [SD]) age of the Biobank Cohort at the time of data collection was 57(15) years. The study collected data on socio-demographic characteristics, behavioural and lifestyle factors, anthropometric measurements, medical and medication history, and blood levels of various biomarkers. The study also collected and stored Guthrie cards, serum, plasma, buffy coat, whole blood collected in Tempus tubes (for RNA extraction). For some samples extracted DNA and RNA is stored. The Biobank data is also linked to echocardiogram, hospital admission, pathology and mortality datasets. The Baker Biobank data and samples are available for health researchers with approval of Biobank Steering Group and Human Research Ethics Committee.Conclusion: The Baker Biobank provides valuable data and samples into the study of the interplay among cardiovascular diseases risk factors and their impact on morbidity and mortality in Australia. Purpose: Human papillomavirus (HPV)-associated oropharyngeal cancer (OPC) commonly affects people of working age, yet there is limited data regarding the return-to-work experience in this cohort. This study aimed to investigate the proportion of survivors currently working after completion of radiation therapy and to explore potential facilitators and barriers to working after treatment.Methods: A cross-sectional, single-institutional study was undertaken at the Peter MacCallum Cancer Centre, a comprehensive cancer center in Melbourne, Victoria, Australia. Eligible participants were 18 to 65 years old at diagnosis, were employed at or within the 3 months before diagnosis, and had completed curative treatment for HPV-associated OPC ≥4 months before enrollment. Participants completed a paper-based survey to assess baseline demographics, employment status, and quality of life (QOL; Functional Assessment of Cancer Therapy Head and Neck). Open-ended questions explored factors affecting return to work. Associations between current employment status and various disease, treatment, and demographic variables and with QOL were examined. Free-text items were analyzed by summarizing content analysis.Results: Of 93 participants approached, 68 responded (73.1%). Mean age was 54.1 years (range, 39-64 years), and 89.7% were male. Most participants (67.6%) had stage II disease and were treated with chemoradiation (85.3%). Mean time after treatment was 2.6 years (range, 0.3-9.1 years). Fifty-eight of 68 participants (85.3%) were working at enrollment; median time to return to work was 6.0 months (interquartile range, 4-10 months); 45 (77.6%) were in the same role and 35 (60.3%) worked the same number of hours. Ten participants were not working, 3 had retired, 5 reported persistent and significant treatment toxicity preventing employment. Survivors currently working reported higher physical, functional, and global QOL scores. Access to leave and support from treating doctors were facilitators for return to work, whereas fatigue was frequently reported as a barrier to returning to work.Conclusion: With time, the majority of participants with HPV-associated OPC will return to work after radiation therapy. Abstract: This paper presents a 3D geomechanical modelling study of the Iona gas storage facility in the state of Victoria, Australia. The results provide important information pertaining to gas storage, which can then be used to understand certain geomechanical aspects of CO2 storage. A key finding in this paper is that significant changes to the horizontal stress magnitudes are imparted by changes to the fluid pressure due to gas injection or withdrawal. This effect, known as the reservoir stress path, significantly influences fault stability by counteracting the changes to effective stress. In the case of Iona, pressurisation of the field results in a stress path which is parallel to the failure criterion rather than towards it, as would be expected in a classical treatment which does not incorporate complex poro-elastic effects. Another output of interest relates to reservoir deformation, which would be manifested at the ground surface as heave or subsidence. During periods of peak gas withdrawal and injection, surface ground movement is predicted to be on the order of −9mm and +2.5mm, respectively. These numbers are similar to the surface deformation observed at the In Salah CO2 injection project, but much smaller than the subsidence observed in some producing hydrocarbon fields. Abstract: Building adaptive reuse plays a critical role in emissions reduction and supports global climate protection. Thus, the designing of future buildings with embedded adaptive reuse potential is a useful criterion for sustainability. This paper describes the development of a new rating tool known as adaptSTAR, which offers holistic and unified design criteria suitable for assessing the adaptive reuse potential of future buildings. The findings show that criteria can be identified and weighted according to physical, economic, functional, technological, social, legal and political categories to calculate an adaptive reuse star rating. In addition, this paper reports on the first stage of the research methodology used in the initial development of the rating tool and concludes with some preliminary observations from 12 selected successful case studies in New South Wales (NSW) and Melbourne, Australia. Abstract: This paper investigates the nature and causes of vulnerability to bushfires in the Wulgulmerang district of East Gippsland, Victoria, in south-eastern Australia. In 2003 bushfires devastated the small population of this isolated farming district, destroying homes, agricultural assets and public infrastructure. The fires also adversely affected the health, livelihoods and social lives of many local people. The paper examines: (i) how and why people were exposed to hazards during the bushfires; and (ii) how and why people were differentially capable of coping and adapting to the fires'' impacts. Qualitative methods were primarily used to investigate these questions, including semi-structured interviews with residents and landholders of the district and others who responded to the fires in an official or unofficial capacity. Vulnerability is shown to arise from the circumstances of people''s everyday lives, which are shaped by factors both within and beyond their control. Local pressures and challenges – such as drought, declining farm incomes, depopulation, and the inaccessibility of essential services – are shown to increase people''s exposure to hazards and reduce their capacities to cope and adapt. The paper demonstrates the fundamental importance of sustainable livelihoods and regional economic vitality to the long-term goal of vulnerability reduction. [Copyright &y& Elsevier]

This paper draws on a multi-year Australian collaborative study of mental health review tribunals (‘MHTs’) in three jurisdictions (Victoria, New South Wales and the Australian Capital Territory) undertaken in conjunction with the NSW Law and Justice Foundation, using qualitative and quantitative methods to examine the role of MHTs in advancing goals such as fairness, legality and access to treatment. Study findings regarding stakeholder and client concerns – about access to quality treatment and associated support services, review of treatment adequacy and drug regimes, and their ‘participation’ or dignity of engagement in review processes – are presented as variants of the need for adequate hearing ‘space’: temporal, jurisdictional, cognate/relational, physical and symbolic, and ‘connective’. Building on earlier arguments for MHTs to engage not only legal, but also clinical and social domains, and for adopting some processes more characteristic of case-conferencing, this paper examines the implications of tribunal ‘flexibility’ and a wider overall ‘governance’ jurisdiction in mental health. Abstract Young people with complex support needs who live outside metropolitan areas face unique challenges. Issues such as poor educational and employment opportunities, homelessness, racism, problematic substance use, challenging behaviour, disability and mental illness can be magnified and lead to judgment and marginalisation in small communities such as those in rural and regional areas. As a result of poor resourcing of services in these areas, young people may be forced to transition from place to place, service to service as a way of coping with life challenges. This paper presents findings from interviews and focus groups with service providers who support such young people in regional and rural Queensland, New South Wales and Victoria in Australia. Service providers reported similar challenges to professionals working in urban areas, such as navigating inter-agency and inter-professional work and dealing with funding shortages. However, these issues were amplified by the need to work across broad geographical areas, to recruit and retain skilled workers and to respond to the many structural and resource inadequacies in smaller communities. While services aimed to be responsive to young people, the challenges of providing support in a non-metropolitan context could create a context in which young people either disengaged from services or poor response resulted in systemic escalation to crisis. The implications for policy and practice are explored. Abstract: This paper explores the separate and combined effects of transport disadvantage and social exclusion on well-being using an empirical analysis of data from a travel and disadvantage survey in Victoria, Australia. Previous research explores the impact of transport on social exclusion but does not study the downstream impacts on well-being. To explore this relationship measures of subjective well-being are compared across four groups: (i) people who are neither transport disadvantaged nor socially excluded, (ii) transport disadvantaged only, (iii) socially excluded only and (iv) both transport disadvantaged and socially excluded. The paper explores which component aspects of social exclusion and transport disadvantage have the greatest impact on well-being and which social groups are most likely to face transport disadvantage and social exclusion together. Abstract: This paper briefly describes Disaster Victim Identification (DVI) and reviews the history of the use of forensic anthropology in the identification process. The potential contributions made by forensic anthropology are illustrated through the presentation of a case study. In February 2009 the state of Victoria in south-eastern Australia experienced the most devastating bushfires in its history, resulting in catastrophic loss of life and public and private property. Within 48h of the disaster, forensic teams including pathologists, odontologists and anthropologists assembled at the Victorian Institute of Forensic Medicine in Melbourne to begin the task of identifying the deceased. This paper reviews the part played by forensic anthropologists in the identification process and outlines the important contribution anthropologists can make to DVI, especially at the scene, in the mortuary and in the reconciliation process. The anthropologist''s experience with differentially preserved human remains meant they played an important role identifying and recovering heavily fragmentary human skeletal remains, differentiating human from non-human remains, establishing basic biological information such as the sex and age of the individuals and confirming or denying the possibility of re-associating body parts for release to families. Abstract: Regional-scale ecological restoration priorities such as increasing the extent and quality of native vegetation are generally planned at catchment scales, while on-ground restoration actions are generally implemented at paddock or farm scales. This paper describes the use of spatial multi-criteria assessment methodologies to construct maps of regional conservation priorities and assesses how these maps map influence farm-scale actions in Western Victoria, Australia (e.g. farm-scale revegetation for salinity, wind erosion, stock shelter, etc). The study also incorporates agricultural production in the decision analysis through the use of historical yield mapping data obtained from harvest logs from precision agriculture equipment. Via a stakeholder workshop, farmer land use priorities were elicited with and without access to maps of regional conservation priorities. Results highlight that production imperatives drive farmer-led conservation actions and that regional conservation priorities have only limited impact on actions. The paper also identifies limitations of applying MCA methods across multiple decision-making scales such as the need to generalise priorities where domain knowledge is relatively high, and the challenges associated with MCA criteria definition. Abstract: For young people with refugee backgrounds, establishing a sense of belonging to their family and community, and to their country of resettlement is essential for wellbeing. This paper describes the psychosocial factors associated with subjective health and wellbeing outcomes among a cohort of 97 refugee youth (aged 11–19) during their first three years in Melbourne, Australia. The findings reported here are drawn from the Good Starts Study, a longitudinal investigation of settlement and wellbeing among refugee youth conducted between 2004 and 2008. The overall aim of Good Starts was to identify the psychosocial factors that assist youth with refugee backgrounds in making a good start in their new country. A particular focus was on key transitions: from pre-arrival to Australia, from the language school to mainstream school, and from mainstream school to higher education or to the workforce. Good Starts used a mix of both method and theory from anthropology and social epidemiology. Using standardized measures of wellbeing and generalised estimating equations to model the predictors of wellbeing over time, this paper reports that key factors strongly associated with wellbeing outcomes are those that can be described as indicators of belonging – the most important being subjective social status in the broader Australian community, perceived discrimination and bullying. We argue that settlement specific policies and programs can ultimately be effective if embedded within a broader socially inclusive society – one that offers real opportunities for youth with refugee backgrounds to flourish. Many urban and regional areas of Australia have been facing severe drought over the past decade. This is particularly the case for most areas in the state of Victoria (located in the south east of the country). The management response to this situation has often been reactive with little thought about subsequent and long-term impacts. This paper reviews the water cartage industry in regional Victoria Australia which has developed in response to drought, suppling water in drought affected areas of the state. The review involved the survey of six water cartage businesses, and interviews with local government and water authority officers. The review found that the cost of the carted water is up to thirty-four times higher than the cost of the delivery of mains water in Australian cities and towns. Formal review of the water cartage industry and associated regulations is recommended to assess the environmental, social and economic impacts of water cartage. Secondly, and the paper benchmarks willingness to pay values for recycled water in a specific market segment of regional Victoria—Bendigo office workers (n =305). The contingent valuation method was used to elicit maximum willingness to pay for recycled water. The study found that participants were willing to pay on average A$7.66/kL for recycled water delivered to their homes (on January 18 2009, A$1.00=€0.50.US$0.68). This was an amount significantly greater than the A$1.33/kL charged to Bendigo residents for the delivery of potable mains water which is subject to water use restrictions. The results of this study indicate that individuals facing prolonged restrictions to the use of water may be willing to pay a higher price for recycled water than policy makers may anticipate. The established water cartage industry which services the Bendigo area may have influenced the high willingness to pay for recycled water which was evident in the particular segment of the population surveyed. Lessons learnt from this research will be beneficial for catchment (watershed) management globally. Abstract: Temporary water trading is an established and growing phenomenon in the Australian irrigation sector. However, decision support and planning tools that incorporate economic and biophysical factors associated with temporary water trading are lacking. In this paper the integration of an economic trading model with a hydrologic water allocation model is discussed. The integrated model is used to estimate the impacts of temporary water trading and physical water transfers. The model can incorporate economic and biophysical drivers of water trading. The economic model incorporates the key trade drivers of commodity prices, seasonal water allocations and irrigation deliveries. The hydrologic model is based on the Resource Allocation Model (REALM) framework, which facilitates hydrologic network simulation modelling. It incorporates water delivery system properties and operating rules for the main irrigation and urban centres in a study area. The proposed integration method has been applied to a case study area in northern Victoria, Australia. Simulations were conducted for wet and dry spells, a range of commodity prices and different irrigation distribution system configurations. Some example analyses of scenarios incorporating water trading were undertaken. From these analyses potential bottlenecks to trade that constrain the economic benefits from temporary water trading were identified. Furthermore, it was found that in certain areas of the system, trading can make impacts of long drought spells worse for water users, e.g. irrigators. Thus, the integrated model can be used to quantify short-term and long-term third party impacts arising from temporary water trading. These findings also highlight the need to link “paper trades” (estimated by economic models) to physical water transfers (estimated by biophysical models). [Copyright &y& Elsevier]

Many countries embarked on reforms of mental health law in the wake of the Convention on the Rights of Persons with Disabilities. These reforms have had varying levels of success. This paper considers the experience of consumers in the Victorian mental health system, drawing on an evaluation that asked consumers and clinicians about their knowledge and experience of rights under the Victorian Mental Health Act, 2014. The data show that consumers were not informed of their rights, were not involved in decisions about treatment, were not able to access safeguards, and could not exercise their rights. The explanations for this include limited staff time, unclear delegations of responsibility, a lack of knowledge, training, and support for rights, and a preference for 'best interests' approaches. The paper identifies tangible reforms that would maintain rights for consumers, including competent refusal of treatment, legislative and regulatory reforms, and training and resourcing. Consumers in this study found that the rights-based framework in the Mental Health Act, 2014 had such an insignificant effect on clinical mental health practice in Victoria that their rights appeared to be illusory. • Assessment of policy mobilities across the lifetime of a policy. • Policy inflows and outflows are examined across five different policy stages, from agenda setting to evaluation. • We draw on quantitative analysis of reports, as well as qualitative interview data. • Identification of a peak in policy mobilities during the policy implementation stage. • Learning from elsewhere (policy inflows) continue even in later policy stages. This paper adds to scholarship on policy mobilities by borrowing a typology and set of ideas from political science about the different stages of the policy making process, namely agenda-setting, policy formulation, decision making, implementation, and evaluation. To date policy mobilities scholarship has mostly not been explicit about which stage of the policy process is being examined. We therefore provide a structure for analysing mobile policy inflows to, and outflows from, a policy over time, across the different stages, allowing the analysis of policy mobilities to be aligned more closely with government decision making processes. To test out our ideas we trace the policy mobilities associated with two Australian smart grid policies over their lifetime, i.e. in the lead up to the policy being implemented, and subsequently. The policies are the Advanced Metering Infrastructure (AMI) program in the State of Victoria, Australia (2009–2013) and the Australian federal government Smart Grid Smart City program (2010–14). We analyse a combination of codified and tacit forms of knowledge sharing, including through policy and industry reports, and interviews with policy practitioners. Key findings include a peak in policy mobilities during the implementation stage, and policy mobility inflows (learning from elsewhere) continuing even in later policy stages. In conclusion we advocate for greater attention to policy mobilities at different stages of the policy process, in order to broaden the scope of policy mobilities research and to develop a stronger understanding of the temporal dimensions of policy mobilities. The SARS-CoV2 pandemic led to drastic social restrictions globally. Early data suggest that women in science have been more adversely affected by these lockdowns than men, with relatively fewer scientific articles authored by women. However, these observations test broad populations with many potential causes of disparity. Australia presents a natural experimental condition where several states of similar demographics and disease impact had differing approaches in their social isolation strategies. The state of Victoria experienced 280 days of lockdowns from 2020 to 2021, whereas the comparable state of New South Wales experienced 107 days, most of these in 2021, and other states even fewer restrictions. To assess how the gender balance changed in Australian biomedical publishing with the lockdowns, we created a custom workflow to analyse PubMed data from more than 120,000 published articles submitted in 2019–2021 from Australian authors. Broadly, Australian women have been incredibly resilient to the challenges faced by the lockdowns. There was an increase in the number of published articles submitted in 2020 that was equally due to women as men, including from Victoria. On the other hand, articles specifically addressing COVID-19 were significantly less likely to be authored by women than those on other topics, a finding not likely due to particular gender imbalance in virology or viral epidemiology, since publications on HIV followed similar patterns to previous years. By 2021, this imbalance had reversed, with more COVID-19-related papers authored by women than men. These data suggest women from Victoria were less able to rapidly transition to new research early in the pandemic but had accommodated to the new conditions by 2021. This work indicates we need strategies to support women in science as the pandemic continues and to continue to monitor the situation for its impact on vulnerable groups. • We analyzed PubMed data from >120,000 articles from Australian authors. • COVID-19 pandemic lockdown severity had no gender-specific effect. • Women authored fewer COVID-19 articles than expected in 2020. • Women's publishing of COVID-19 work normalized in 2021. • Women were less able to rapidly transition to new research in the COVID pandemic. 'Care' is a keyword for cities and citizens in the 21st century. This paper draws on Emma Power's (2019) notion of 'caring-with' as an ethical and analytical guide for caring action and relational community capacity-building around gambling at the local scale. The focus of analysis is the approval of electronic gaming machines or EGMs colloquially known as 'the Pokies', with particular reference to the Australian context and the experience of Castlemaine - a small town in the south-eastern state of Victoria whose citizens successfully appealed an application for further gambling development. The paper highlights how caring-with re-frames community responses to gambling as an assemblage of localized care practices and relations. Abstract: Helping people in acute psychiatric crisis has become an increasingly common part of modern community policing. In certain extreme cases, police may be faced with a suicidal individual who intends to intentionally provoke police to shoot them. While fatalities are fortunately rare, anecdotal reports from frontline police suggest that these kinds of encounters are occurring on a regular basis. This paper explores 2350 psychiatric crisis incidents over an eight-month period in Victoria, Australia, and assesses the frequency and nature of potential police-provoked shootings resolved through non-fatal means. Contextual factors relating to the person's behaviour and police responses, and the person's psychiatric and criminal histories were considered to elucidate characteristics common to these incidents. Results suggest that police are potentially encountering a person who is suicidal and trying to provoke police to shoot them more than twice a week. These individuals share a number of common characteristics with those who have been fatally shot in similar circumstances and are quite different from those who attempt self-inflicted suicide. Abstract: This paper offers a critical review of the international literature on gender, disaster and rural masculinities. Empirical reference is made to bushfires in Australia, offering new evidence from the State of Victoria. Bushfires loom large in the Australian imagination and there is an increasing amount of research now being conducted in relation to bushfire events. A significant gap remains, however, with regard to the issue of gender. Despite increasing evidence that gender plays a significant role with reference to disaster risk assessment, preparation and response, a gendered analysis of bushfire preparation and response has not been a sustained research priority. Building on the writing of others, a critical assessment is provided of the concept of a specifically Australian, rural hegemonic masculinity as a possible way of better understanding the social dimensions of gender, and bushfire preparation and response in the Australian context. This conceptual consideration is extended to draw attention to the process whereby alternative conceptions of masculinities may emerge. Abstract: This paper provides a synopsis of the current regulatory and institutional arrangements that pertain to the urban water and wastewater sector in Australia. A short and selected institutional history of the urban water sectors in the Australian cities of Sydney and Melbourne is outlined, followed by an analysis of the relative effectiveness of the institutional structures in enabling the sector to respond to the challenges faced by the sector in the future. Abstract: Detailed and reliable information about the spatial distribution of species provides critical information for effective conservation planning. In Victoria, Australia, this responsibility is held by the Department of Sustainability and Environment, which maintains and curates a database of site records for species: the Victorian Biodiversity Atlas. But the information is provided in point form, and therefore, it does not provide an adequate view of species distributions for all management purposes. By integrating known occurrences of species with environmental GIS data layers using a machine learning algorithm, random forest, we have built species distribution models for 523 vertebrate fauna species across the whole state, providing predictive ‘maps’ that are available for use in various conservation planning activities. In this paper, we introduce and discuss the methods we developed and implemented for producing these models. Specifically, 26 explanatory variables were used for the modelling; three versions of models were built using different sets of explanatory variables; pseudo-absences were chosen by filtering random points with a profile model; model accuracy was assessed using several measures, especially lift curve-related ones; a threshold was selected for each model to transform continuous result to binary one by maximizing the sum of sensitivity and (pseudo) specificity, which was proved to be valid for presence-only data. Summary: Yield plays a central role in the processes, practices, management and operation of urban water supply systems. Improved accuracy of the yield estimate is important and can be obtained by improving knowledge of important variables. Yield is typically estimated via computational simulation using the entire sequence of available historic climate data. Sensitivity analysis provides a framework and many techniques that can identify important variables in a computational model. Using the Morris method, this paper investigates the importance of input variables used in the estimation of yield of urban water supply systems. The Barwon urban water supply system in Australia is used as the case study. Using a number of climate scenarios of various lengths, sensitivity analysis showed that the security criteria of the Barwon system was the most important to the yield estimate. The upper restriction rule curve also showed notable importance. Significantly the results showed that the use of a single climate sequence for estimating yield would produce misrepresentative results for another climate scenario. [ABSTRACT FROM AUTHOR]

Abstract: As a consequence of local population ageing, which is more pronounced in rural areas, the issue of maintaining a positive quality of life for rural older people is attracting significant attention. While environmental psychology theory has advocated the role of place identity in defining the self, there has been little applied research exploring how this occurs in later life. This exploratory, qualitative study (n =16) utilises Breakwell’s (1986, 1992) identity process theory to investigate how rural older Australians (retirement migrants and long-term residents) use place to sustain and build a sense of self at a time when many are susceptible to age-related loss. The paper draws on the concepts of distinctiveness, continuity, self-esteem and self-efficacy in order to explore how place identity is supported and maintained. Findings suggest that rural places are beneficial in terms of identity maintenance, with differences between long term and more recent rural residents. Furthermore, findings also highlight that place-related change or growth can potentially threaten older people’s identification as a ‘rural’ person. [Copyright &y& Elsevier]

Abstract: Hospital grounds in Melbourne, Australia, before World War I resembled imposing residential sites with grand mansions surrounded by shrubberies, circular drives and tennis courts. By World War II hospitals had become multi-storey buildings surrounded by car parks and grass. Although there have been numerous studies that link the changing built environment of hospitals to social, medical and architectural narratives, there has been little emphasis on the impact of these changes on the experience of the hospital as a place, and its identity as an institution. The broader meanings for staff and patients are not explored. This paper then investigates the outdoor grounds of hospitals as places before World War II in Melbourne, Australia. This analysis illuminates a hitherto neglected aspect of hospital history that not only enriches an understanding of this period but provides insights into the role of outdoor grounds that has implications for twenty-first century hospitals. Abstract: This paper provides a novel Exceptional Object Analysis for Finding Rare Environmental Events (EOAFREE). The major contribution of our EOAFREE method is that it proposes a general Improved Exceptional Object Analysis based on Noises (IEOAN) algorithm to efficiently detect and rank exceptional objects. Our IEOAN algorithm is more general than already known outlier detection algorithms to find exceptional objects that may be not on the border; and experimental study shows that our IEOAN algorithm is far more efficient than directly recursively using already known clustering algorithms that may not force every data instance to belong to a cluster to detect rare events. Another contribution is that it provides an approach to preprocess heterogeneous real world data through exploring domain knowledge, based on which it defines changes instead of the water data value itself as the input of the IEOAN algorithm to remove the geographical differences between any two sites and the temporal differences between any two years. The effectiveness of our EOAFREE method is demonstrated by a real world application – that is, to detect water pollution events from the water quality datasets of 93 sites distributed in 10 river basins in Victoria, Australia between 1975 and 2010. Abstract: This paper presents results from a prototype renewable energy network optimisation model, which is driven with output from a high resolution mesoscale weather model of the current climate. The network model estimates potential power output for various combinations of wind and solar farms across a large domain of several hundred kilometres and calculates the required back-up power capacity needed to meet demand. The model finds the network configuration that minimises the cost of the system, and shows that considerably less installed capacity of both renewables and back-up is required if the choice of locations for wind and solar farms takes into account the covariance in the wind and solar fields. Abstract: The interactions between waves and morphology on shore platforms were investigated at four platforms located at Kaikoura Peninsula, New Zealand and the Otway coast, Victoria, Australia. Waves were measured over six tidal peaks of a spring tidal sequence at each site during a six month period (February 2007 – July 2007). This paper reports the results of an investigation into the research question: how are waves modified by platform morphology in a micro-tidal setting? Through the investigation of wave interactions on shore platforms it was found that complex hydrodynamic patterns formed on the shore platforms studied. Through direct measurement of waves on the platforms it was found that wave attenuation was not dependent on platform width, but rather influenced by platform gradient and depth of water on the platform. Spectral analysis was used to assess how wave energy was transformed across the platforms. At three of the four platforms investigated, energy gradients formed across the platform with wave energy recorded within the infragravity range. [Copyright &y& Elsevier]

Abstract: This paper presents the details of a theoretical study of the economic advantages of using large-scale energy storage to complement a wind farm in a base-load dominated electricity grid. A computer model is developed which simulates the operation of several energy storage systems when used with the 190-MW Portland Wind Farm (PWF) located in Portland, Victoria, Australia. A variety of operating strategies are compared with the results of a dynamic programming model which finds the maximum possible revenue which a given system can generate for a set of input conditions. Three energy storage systems are modelled and costed: Pumped Seawater Hydro Storage (PSHS), Compressed Air Energy Storage (CAES), and Thermal Energy Storage (TES). It is found that CAES is the most profitable storage medium, requiring a capital expenditure of A$140M and generating a rate of return (ROR) of 15.4%. The ROR for PSHS was 9.6%, and for TES was 8.0%. Therefore, a significant investment opportunity exists for the installation of an energy storage system in this wind farm. It is therefore highly recommended that CAES is investigated further with the aim of introducing large-scale energy storage to PWF and other similar wind turbine installations. Abstract: Commissioned in 2009, the CO2CRC/H3 Capture Project is demonstrating post-combustion carbon capture (PCC) on a lignite fired power plant in the Latrobe Valley, Victoria, Australia. The facility is located within International Power’s Hazelwood Power Plant and uses three different CO2 capture technologies — solvent, adsorption and membrane processes. This project, addressing the PCC issues specific for Victorian brown coal fired power stations, was initiated in July 2007 as a three year research project by the Cooperative Research Centre for Greenhouse Gas Technologies (CO2CRC) under the Victorian State Government’s Energy Technology Innovation Strategy (ETIS) program. The project is part of the Latrobe Valley Post Combustion Capture (LVPCC) Project — a multi site, multi scale, multi technology PCC trial. The integrated research and development program includes an evaluation of these technologies for commercial scale application. Abstract: The 2009 Victorian Bushfires Disaster started on a record hot day in February 2009 and resulted in over 300 separate fires with a death toll of 173 and over 400 presentations to hospital emergency departments. This occurred a little over a week after a heat wave in which over 400 people were thought to have died prematurely in southeastern Australia. The Victorian Institute of Forensic Medicine in collaboration with the police force and the State Coroner''s Office and over 100 colleagues from all over Australia, Indonesia, New Zealand and Japan implemented a DVI process based on Interpol guidelines to identify the deceased persons. CT scanning was conducted on all remains collected and played a pivotal role in the identification processes in conjunction with experts in pathology, anthropology, forensic odontology and molecular biology. Abstract: The February 7th 2009 bushfires in Victoria, Australia, resulted in the deaths of 173 individuals, of whom 164 were included in the subsequent DVI operation. The final stage of the International DVI protocol is a debrief, referred to as Phase 5. The Phase 5 operational debrief process conducted in the wake of this disaster was designed for the purpose of developing new strategies in light of this experience. The agencies involved included the Coroners Court of Victoria, the Victorian Institute of Forensic Medicine, the Department of Justice, and Victoria Police. During the course of this debriefing process strategies and protocols were developed which aim to improve the capacity of all agencies to respond and resolve future incidents. This paper outlines the Phase 5 debrief carried out in the 6 months following the final coronial identification board, and details the findings and recommendations made by the agencies involved. Abstract: As part of the disaster victim identification (DVI) response to the 2009 Victorian bushfires disaster, a number of scientific disciplines contributed to the human identification process – forensic pathology, anthropology and odontology, as well as fingerprinting and DNA profiling. The DNA laboratory received 182 post-mortem (PM) samples from 120 DVI cases and 236 reference samples corresponding to 163 missing persons (and two non-DVI cases). DNA analysis yielded full DNA profiles for 102 DVI cases and 190 ante-mortem (AM) samples (relating to all 163 missing persons), respectively. Subsequent comparison of DNA profiles, through direct and kinship matching, resulted in the submission of 76 DNA reports to the DVI Reconciliation Centre which assisted in the identification of 67 deceased. Abstract: This paper presents an analysis exploring self-reported measures of transport disadvantage and how these relate to social exclusion and well-being in Melbourne, Australia. A sample of 535 individuals sourced from a household survey explores ratings of 18 types of transport problems. The questionnaire also measured social exclusion represented in five dimensions including income, unemployment, political engagement, participation in activities and social support networks. Well-being was also measured adopting standard psychological measures of ‘Satisfaction with Life’, ‘Personal Well-being Index,’ ‘Positive Affect’ and ‘Negative Affect’. A factor analysis of self-reported transport difficulties identified four statistically significant sub-scales (‘transport disadvantage’, ‘transit disadvantage’, ‘Vulnerable/Impaired’ and ‘rely on others’) which together account for 57% of the variance in the responses. Analysis established that those with high self-reported transport problems were more likely to be located in fringe and remote parts of the city and lived in areas where it was not possible to walk to a local shop. However all groups made an average number of trips per day (except the ‘Vulnerable/Impaired’ group which make fewer trips) suggesting that self-reported transport disadvantage is unrelated to realised mobility. Analysis further established that only the ‘Vulnerable/Impaired’ group was associated with social exclusion and that they also had the lowest values of well-being compared to other groups. Overall findings confirm the methodological concerns associated with the use of self-reported measures of transport problems as a basis for defining transport disadvantage. The majority of those with high self-reported transport problems did not travel less than the survey sample as a whole and they were not associated with social exclusion. However the ‘Vulnerable/Impaired’ group was the exception, displaying a significantly higher association with social exclusion and lower well-being. The findings suggest which aspects of transport disadvantage are likely to be of greater concern for social policy. A concentration of research and policy on issues and social groups associated with the ‘Vulnerable/Impaired’ factor would be more effective in reducing social exclusion. Transport problems associated with this group including physical access to transport, knowing where to go and feeling safe from theft or attack when travelling may deserve higher priorities for attention. In addition those associated with the ‘Vulnerable/Impaired’ factor including older retired females and those who are more likely to be looking after someone with an illness or disability are clearly a high risk group and should warrant positive discrimination in transport and social policy. Abstract: While various attempts have been made to establish strategic environmental assessment (SEA) processes and institutions in various jurisdictions within Australia, the success of these often short lived attempts at institutional approaches for managing public land use conflict has been patchy. The experience in the State of Victoria has been somewhat different, with public land use assessment and planning having been informed by a series of independent statutory bodies since 1970 (the Land Conservation Council, Environment Conservation Council, and Victorian Environmental Assessment Council). These SEA bodies have played a major role in mediating environmental conflict over public land use, and have significantly contributed to the increased size and coverage of Victoria''s protected area system. However, while there has always been a statutory body in operation, the roles and responsibilities of these bodies have been subject to significant legislative change, with existing bodies replaced by new bodies in 1997 and 2001. Justifications for these reforms included changing circumstances and new understandings about environmental management, as well as changing views about public administration. As a way of contributing to enhancing the design of institutions and processes for strategic environmental assessment, this paper provides an assessment of Victoria''s approach and discusses possible future directions. Summary: Melbourne is facing a severe drought having its 12th consecutive below average rainfall year. Water authorities have been forced to impose rigorous water restrictions including voluntary per capita water use targets after more than 20years of unrestricted water supply. The current severe drought and dwindling water resources have accelerated the use of alternative water sources including domestic rainwater. There is a large variation in average annual rainfall in the Greater Melbourne area ranging from 1050mm in the east to 450mm in the west. Hence, there is a significant difference in the tank size required in the west and the east of Melbourne to meet a similar demand and to provide the same supply reliability. The paper presents a novel methodology and a relationship for optimal sizing of rainwater tanks considering the annual rainfall at the geographic location, the demand for rainwater, the roof area (catchment area) and the desired supply reliability. The characteristic of the developed dimensionless curve reflects these variables and paves the way for developing a web based interactive tool for selecting the optimum rainwater tank size. Abstract: In this paper we document the experience of participating in novel randomised controlled trials for panic disorder – where face-to-face and Internet delivery of cognitive behavioural therapy are compared. Our analysis is based on 18 months of observation and in-depth interviews with 10 trial participants and 8 trialists in Victoria, Australia. We argue that the participants are positioned as active health consumers and approach the trial as they would other self-help practices. High levels of individual responsibility are assumed of participants in these trials, which they accept by approaching the trials reflexively and searching for information and strategies they can employ while building their health literacy on panic disorder. Although the researchers set the parameters of the treatment and interaction, increasingly the participants choose the extent to which they will comply with their defined role. For the participants the trial is one of the ‘pick and mix’ options of available treatment and we suggest it is a compelling example of contemporary health consumption. [Copyright &y& Elsevier]

Abstract: Cosmogenic 21Ne was utilised to determine exposure ages of young subaerial basaltic lava flows from the Newer Volcanic Province, western Victoria, Australia. The ages (36–53ka) determined from co-existing cosmogenic 21Ne and 3He in olivines separated from basalts are consistent within analytical uncertainties with ages previously determined by cosmogenic 36Cl exposure dating. This paper illustrates the potential of cosmogenic neon exposure ages in studying the eruption, surface morphology, and erosion history of young volcanic rocks, which are difficult to date using other conventional methods, such as K-Ar or 40Ar/39Ar dating. The present study demonstrates that combined cosmogenic 3He and 21Ne dating, specifically measured cosmogenic 3He/21Ne ratios, on the same samples, is powerful for evaluating the validity of calculated cosmogenic 3He and 21Ne surface exposure ages. Abstract: We discuss the role and characteristics of water markets in Australia in facilitating efficient water allocation. Administrative, regulatory and/or political barriers to effective functioning of water markets are reviewed with a focus on the southern Murray-Darling Basin (MDB) region of Australia. A mathematical model is developed to estimate the costs of existing restrictions and the benefits from potential changes in water markets (e.g., removing barriers in temporary water markets). The modelling results reveal that expanding trade leads to an increase in mean annual net returns from AU $2502 million to AU $2590 million (i.e., an increase of AU $88 million). When the current volume restrictions, exchange rates, and trading charges are accounted for, mean annual net returns reduced from AU $2590 million to AU $2573 million (i.e., a reduction of AU $17 million). The exclusion of any of the three southern MDB states from the interstate water trading imposes significant costs. If South Australia, New South Wales or Victoria withdraws from the water market, net returns are reduced by AU $27 million, AU $31 million and $63 million, respectively. Abstract: The concept of combining a salinity gradient solar pond with a chimney to produce power in salt affected areas is examined. Firstly the causes of salinity in salt affected areas of northern Victoria, Australia are discussed. Existing salinity mitigation schemes are introduced and the integration of solar ponds with those schemes is discussed. Later it is shown how a solar pond can be combined with a chimney incorporating an air turbine for the production of power. Following the introduction of this concept the preliminary design is presented for a demonstration power plant incorporating a solar pond of area 6hectares and depth 3m with a 200m tall chimney of 10m diameter. The performance, including output power and efficiency of the proposed plant operating in northern Victoria is analysed and the results are discussed. The paper also discusses the overall advantages of using a solar pond with a chimney for production of power including the use of the large thermal mass of a solar pond as a practical and efficient method of storing collected solar energy. Abstract: Melbourne''s bus network serves two-thirds of the city''s population but, until recently, has generally had very poor service levels. The Victorian government has recently embarked on programs to (1) extend a network of premium trunk routes to address a ‘mass transit’ agenda and (2) upgrade local routes to ‘safety net’ minimum service levels, to address a ‘social transit’ agenda (reducing transport disadvantage and social exclusion). The paper reviews recent experience from the service upgrades to assess how effective they have been in terms of these agendas. Analysis of patronage growth trends and the impacts of these upgrade programs suggest reasonable minimum service levels are required to attract new riders in times of modal shift, and are effective at building social capital. Summary: The paper conceptualises new environmental derivatives, water options, which can be used as an important leverage to facilitate the growing Australian water market. A model of water option pricing has been developed. This model is based on the theory of stochastic processes with jumps. The developed model is justified by analysis of real price dynamics in water market in northern Victoria, Australia. The price of European call options is modelled as a Brownian motion and compound Poisson process. The numerical simulation for modelled water and option prices is obtained for a set of predefined jumps and hypothetical water price. Abstract: There is now evidence that naturally occurring acid–water is more abundant than previously thought and that it has been important in the geologic past. Understanding the processes leading to the formation of such systems is required to appreciate the role of acid systems in geologic processes and to develop indicators for recognizing the geologic/environmental importance of these systems in the past. This paper characterizes the hydrogeology, hydrogeochemistry, microbial biogeochemistry and landscape attributes of acid–groundwater surface water systems in Australia with an emphasis on a well studied playa-lake system, Lake Tyrrell, Murray Valley. A model for the origin of these acid brines is presented and the importance of acid-brine producing systems is speculated upon. Data include porewater and groundwater geochemical measurements (collected during a 10 day field campaign) and results from geochemical modeling and graphics (e.g., Piper diagrams and x–y plots of seawater evaporation trajectories). Key characteristics of the system are (1) aquifer materials have low acid buffering capacities, (2) saline groundwater flowing onto playa surfaces is an oxic, H2SO4 solution, (3) authigenic minerals include combinations of jarosite [KFe3(SO4)2(OH)6], alunite [KAl3(SO4)2(OH)6] and Fe oxides that can form as evaporite minerals, (4) a source for solutes can be marine aerosols and (5) the formation of ironstones. Groundwater acidification by various processes including sulfide oxidation and ferrolysis, and at many different times, are the unique aspects for evolution of these acid brines and they can be considered another end member of the Eugster–Jones–Hardie model for the evolution of brines in closed basins. Acid–hypersaline groundwater and playa systems such as Lake Tyrrell may be an example of expected changes in the hydrogeochemistry of terrestrial water during late-stage continental denudation under arid conditions. Historically these systems may have been integral to the formation of opal, bauxite, some low temperature ore deposits, of authigenic K-feldspars, and continental redbeds. The impact of COVID-19 has been massive and unprecedented, affecting almost every aspect of our daily lives. This paper attempts to quantify the impact of COVID-19 on the future size, composition and distribution of Australia's population by projecting a range of scenarios. Drawing on the academic literature, historical data and informed by expert judgement, four scenarios representing possible future courses of economic and demographic recovery are formulated. Results suggest that Australia's population could be 6 per cent lower by 2040 in a Longer scenario than in the No Pandemic scenario, primarily due to a huge reduction in international migration. Impacts on population ageing will be less severe, leading to a one percentage point increase in the proportion of the population aged 65 and over by 2040. Differential impacts will be felt across Australian States and Territories, with the biggest absolute and relative reductions in growth occurring in the most populous states, Victoria and New South Wales. Given the ongoing nature of the crisis at the time of writing, there remains significant uncertainty surrounding the plausibility of the proposed scenarios. Ongoing monitoring of the demographic impacts of COVID-19 are important to ensure appropriate planning and recovery in the years ahead. • The Australian population will be up to 6 per cent smaller in 2040 than in would have been in the absence of COVID-19. • This is a deficit of 1.9 million people caused by 860,000 fewer births and over 1 million fewer immigrants. • Even with a re-opening of international borders by mid-2022, Australia will be short of 462,000 people by 2040. • Lower population growth in all states and territories but the impact wille the greatest in New South Wales and Victoria. • Potential implications for tax revenue distribution and apportionment of seats in the Australian House of Representatives. The re-use of biosolids is becoming increasingly popular for land applications. However, biosolids may contain elevated levels of metals and metalloids (including mercury) relative to background environmental concentrations. Consequently, reliable mercury analysis is important to allow classification of biosolids and to determine appropriate options for beneficial uses. This paper reports on a comparative study of 12 hotplate wet digestion methods for their suitability for the determination of mercury in biosolids. The methods were applied to mercury biosolids samples from four localities of two different sewage treatment plants in the State of Victoria, Australia. Samples were also spiked with methylmercury chloride and mercury sulphide to evaluate the Hg recovery in each hotplate digestion method. Aqua regia (HCl:HNO3 =3:1), reverse aqua regia (HCl:HNO3 =1:3), nitric, hydrochloric, sulphuric acid and their combinations with or without hydrogen peroxide were studied as wet digestion solutions. The method providing the best mercury recoveries was optimized. Under optimal conditions the corresponding analytical procedure consisted of 1h pre-digestion of 0.4g biosolids sample with 10ml reverse aqua regia with temperature increasing to 110°C and 3h digestion at this temperature. In the last 10min of the digestion step, 2ml hydrogen peroxide were added to ensure complete decomposition of all mercury containing compounds. After filtering and dilution with deionised water (1:10), the concentration of mercury was determined by cold vapour atomic absorption spectrometry. It is expected, that the wet acid digestion method developed in this study will be also applicable to biosolids from other sewage treatment plants and to other types of solid mercury samples with elevated levels of organic matter. This paper describes the physics design of the Australian Synchrotron Storage Ring—Boomerang, which is currently under construction on a site adjacent to Monash University in Melbourne, Victoria. It also includes brief historical notes on the development of the proposal, some background material on the Australian synchrotron research community and preliminary information on possible research programs on the new facility. • A hybrid short-term load forecasting method is proposed. • A data preprocessing module is conducted based on de-noising technique and fuzzy time series. • To balance the forecasting accuracy and stability, a multi-objective optimization algorithm is applied to optimize the BPNN model. Countries around the globe have introduced renewable energies (RE) and minimized the dependency of fossil resources in power systems to address extensive environmental risks. However, such large-scale energy transitions pose a great challenge to power systems due to the volatility of RE. Meanwhile, power demand is increasing over time and it shows temporal characteristics, such as seasonal and peak-valley patterns. Whether the future power system with a larger proportion of RE can meet the surging but fluctuated electricity demand remains problematic. Previous studies on short-term load forecasting focused more on forecasting accuracy than stability. Further, there is a relative paucity of research into temporal patterns. In order to fill in these research gaps, this paper proposes a fuzzy theory-based machine learning model for workdays and weekends short-term load forecasting. Fuzzy time series (FTS) is applied for data mining and back propagation (BP) neural network is used as the main predictor for short-term load forecasting. To exploit the trade-offs between forecasting stability and accuracy, multi-objective optimization is applied to modify the parameters of BP. Moreover, an interval forecasting architecture with several statistical tests is constructed to address forecasting uncertainties. Short-term load data from Victoria in Australia is selected as a case study. Results demonstrate that the proposed method can significantly boost forecasting stability and accuracy, and help strategy making in the field of energy and electricity system management and planning. Urbanisation continuously imposes pressure on coastal brownfield sites. At the same time, climate change and associated consequences on coastal environments make these sites less secure for human habitation. Converging stresses make the renewal process of these sites challenging, to the extent that they are often perceived as wicked problems. Several scholars suggest that temporary best solutions are identifiable to address wicked problems via an Adaptive , Participatory and Transdisciplinary (APT) approach. This paper operationalises the APT framework by evaluating the development of a strategic land-use framework for the transformation of a coastal brownfield site in southern Victoria, Australia. Policy and planning documents and in-depth interviews conducted with key stakeholders were analysed. Results show that the process incorporated elements of the APT approach by engaging with diverse stakeholder views during consultation and included community appraisal of alternative scenarios. However, the process fell short of being truly transdisciplinary or collaborative as it separated disciplinary inputs in decision-making. As a result, it did not appear to influence the final plan to achieve adaptive and responsive outcomes. We conclude that a uniquely placed-based and adaptive response can be created when all stakeholders deeply and effectively collaborate to develop shared understandings of the problem and co-create shared responses. We demonstrate that an integrated APT framework, one that focuses on synergies between A, P and T, can provide a useful tool for assessing the decision-making process of complex projects. Furthermore, our recommendations to advance APT can help directing future decision-making processes in similar projects with wicked problems.
