We analyze the role of institutional founding conditions and institutional legacy for universities' self-representation in terms of diversity. Based on 374 universities located in the Czech Republic, France, Germany, Hungary, Italy, and Poland, we can differentiate between a more idealistic understanding (logic of inclusion and equality) and a more market-oriented understanding (market logic) of diversity. Our findings show that the founding phase has no significant effect on the likelihood of a university focusing on a market-oriented understanding of diversity--however, we observe an imprinting effect with respect to the adoption of a diversity statement in general and an equity-oriented statement. Moreover, our findings show that there is a socialistic heritage for universities in Central and Eastern European (CEE) countries that is at work and still influences universities' understandings of diversity today.

School-home communication is a growing research field in social sciences, particularly in education sciences and communication studies. While previous studies have paid much attention to the importance of school-home interaction in supporting primary academic socialisation and progress of elementary school pupils, the role of teacher-parent communication and collaboration in influencing the development of children's and adolescents' digital skills remains an under-researched area. This paper employed thematic analysis of in-depth interviews with education experts in six European countries, providing an insight into their opinions and views on the problems in communication between homes and schools. The analysis identified main problems in and obstacles to school-home collaboration on children's digital skills development, and the changes the COVID-19 pandemic brought along in this field of education. The paper provides five policy recommendations for enhancing school-home collaboration on digital skills development.

Despite existing empirical work that explores the multiple ways in which students develop a sense of belonging in higher education, there is a dearth of comparative research about the extent to which the concepts of community and belonging are central to what it means to be a student and how students in different national contexts (beyond Anglophone countries) construct community and belonging. Drawing on qualitative data from students from six European countries, we provide an account of conceptualisations of community and belonging. Specifically, this paper extends discussions around community and belonging in higher education through comparative inquiry. Notwithstanding the individualised and consumerist framing of students accompanied by market reforms in higher education across Europe, it shows that the notion of community and/or belonging features prominently in students' narratives. We also demonstrate how a sense of community and belonging is experienced on different levels. Crucially, the emphasis placed on community in students' sense of belonging varies by the country, pointing towards the continued influence of distinctive national traditions, structures and norms of higher education. Our analysis contributes to wider debates about the development of a European Higher Education Area and its impact on European homogenisation.

Although concepts such as research without borders have become more commonplace in recent decades, few studies have investigated the capabilities that global researchers require to cross both cultural and disciplinary borders. This paper explores global capabilities along with strategies and spaces that may facilitate academic researchers' acquisition and development of global research competence. The study's dataset comprises responses of 26 participants across 15 countries -- all of whom are members of a specific comparative education society -- who contributed their views via e-questionnaire. Findings indicate that research capacity building is a dynamic process and global competence calls for complex skills and conscious attitudes. Commitment to expand scientific curiosity beyond one's own culture and academic discipline appears to be a main criterion in achieving global competence. Results of this study are not meant to be prescriptive but rather exploratory and informative for a broad group of academic stakeholders.

This study explores the relation between risk of job automation and participation in adult education and training (AET) and examines variation in that relation across welfare regimes distinguishing between situational and institutional barriers. Using microdata of PIAAC, we analyze participation in formal or nonformal AET for job-related reasons in relation to the risk of automation of the respondents' occupation after controlling for main sociodemographic characteristics. Logistic regression models are run on respondents from 14 European countries representing different welfare regimes: Denmark, Norway, and Sweden (Scandinavian countries); Italy, Greece, and Spain (Southern European); Czech Republic, Slovakia, and Poland (Central and Eastern Europe), Belgium, France, and Germany (Continental); and United Kingdom and Ireland (Anglo-Saxon countries). Our findings confirm that workers in occupations at high risk of automation were found to be consistently less likely to participate in job-related AET, quite irrespective of welfare regime. This paper targets the principle of full inclusion as articulated by Article 24 of the Convention on the Rights of Persons with Disabilities and General Comment #4 through an analysis of the CRPD Committee's Concluding Observations for Poland, Germany, and Australia. We find inherent tensions and dialectical contradictions between the ideals of full inclusion embodied in Article 24 and the reluctance of the State Parties to meet the targets. To date, the obligations entailed by Article 24 have failed to retrofit education systems.

This study aims to identify the literacy skills of individuals whose highest level of education was in the field 'teacher training and educational sciences'. The study sample comprised 10,618 individuals in the field of teacher training and educational sciences, selected from 31 countries (participating in the International Adult Skills Assessment Programme during the 2014-2015 survey) using a multi-stage sampling method. The study employed multi-level latent class analysis and three-step analysis in order to determine both the number of multi-level latent classes of educators' literacy scores as well as the selected independent variables' success in predicting those latent classes. The analysis revealed that educators in Germany constituted the group with the highest literacy skills while educators from Singapore comprised the group with the lowest literacy skills. Objective: Schools are important settings for health promotion. In schools, children and adolescents can be reached regardless of their social background, which represents a unique opportunity for promoting health. Several studies have demonstrated the importance of school leadership in initiating and sustaining health promotion; however, efforts to systematically review the influence of school leadership on school health promotion are still lacking. Hence, this paper analyses empirical studies published in scientific journals on school leadership and health promotion in schools. Design: Systematic literature review. Method: Informed by the Preferred Reporting Items for Systematic Reviews and Meta-Analysis guidelines, a review was conducted using two main databases: Web of Science and Scopus, which retrieved 51 eligible articles. Results: The review of these articles resulted in the identification of seven main themes -- school leaders' health; attitudes, knowledge and behaviour; accountability; support from school leaders; shared leadership approaches; capacity building and parent engagement. Conclusion: This systematic literature review expands the literature by highlighting the school leadership factors that promote school health promotion in Oceania, Europe, North America, South America, Africa and Asia continents. Future systematic literature reviews could explore studies and different aspects of health promotion by teachers, especially in the Asian context.

Academic libraries, apart from their main function, which is to provide information services to academic communities, may also perform a number of social roles in the broad meaning of the term. Accordingly, they now tend to serve as the third place offering inclusion and animation activities to academic as well as local communities (including potential students) and to groups in risk of social exclusion (immigrants, persons with disabilities, senior citizens, etc.) or in need of various kinds of care and support. However, for libraries to be able to fulfil those tasks, they need properly trained staff who not only have the required competencies but also the right social attitudes. The paper presents an analysis of the social attitudes of academic librarians from twenty countries across the world as compared to the personnel of other types of libraries. The level of individual social capital, activity in social networks, aspirations in life and social and civic engagement were investigated. It was noted that the respondents tend to undervalue the importance of the work done by libraries for local communities. At the same time, the research showed that academic librarians have a somewhat lower level of individual social capital and trust than public librarians and less extensive social networks. Nonetheless, they are open to relationships with others, which enables them to engage in various social projects.

Value co-creation unfolds as a system of interactions in which the user and service provider play an active role in collaboratively creating values that go beyond economical and financial worth. Value co-creation is a growing trend in museums; however, little is known about how it can enhance educational activities, especially concerning digital technologies. This study analyzes the role of digital technology in the value co-creation process by addressing the following research questions: (1) how can museums, and schools implement actions to enhance co-creation activities? and (2) how does digital technology contribute to the generation of a value co-creation approach, engaging a young target audience in history education? The research adopts a single case study methodology, which is based on WORld Wars Toward Heritage for Youth (WORTHY), an educational European project that involves cultural and educational institutions from Germany, Poland, Croatia, England, and Italy. WORTHY creates a virtual collaborative museum through a digital platform. The paper's findings make clear that digital technologies play a role in value co-creation through two main experiences: learning and sharing. In the learning experience, digital co-creation is grounded in artifacts and contents, while during the sharing experience, digital technologies play a role relatively to people and content.

Globalisation, technological changes and the industry-to-service economy transition has produced dramatic changes in the labour market, thus affecting higher education. It is no longer sufficient to provide students with disciplinary knowledge. Graduates are also expected to be adaptive, innovative and flexible. As these competencies are better developed in connection with practice, this implies modifications in the learning design. In this context, work-based learning (WBL) emerges as a relevant approach as it provides students learning experiences oriented for the appreciation of work and practical knowledge. However, several issues still restrain its expansion in the European Union (EU). There is (1) a great disparity in WBL implementation among EU countries which relates to educational cultures, (2) a concentration in certain disciplinary areas such as business and engineering, and (3) a lack of quality assurance. Drawing on reports and materials produced by the Erasmus+ project Integrating Entrepreneurship and Work Experience into Higher Education (WEXHE), this paper explores these issues by identifying differences in the level of implementation as well as design and delivery of WBL in seven EU countries across four disciplinary areas. It then brings forward success factors and drivers instrumental to the further development of better WBL.

The growing need to improve the quality and efficiency of translation by using technology has stimulated the practice of and research into translation technology teaching (TTT). Naturally, there is a need to analyse the state of the art and development of TTT from a quantitative perspective, because such research is still very scarce. This paper uses the bibliometric technologies, CiteSpace and VOSviewer in particular, to delineate the publication information of TTT-related research mainly in two citation databases, i.e., Web of Science (WoS) and China National Knowledge Infrastructure (CNKI), from the year 1999 to 2020. It finds that China is gaining importance in TTT-related research, that international English-language publications pay more attention to the teaching of MTPE, while Chinese-language publications focus more on corpus-based TTT, and that English publications tend to use empirical methods, while Chinese publications tend to adopt non-empirical methods. The differences between the two publication communities in research methods and focuses call for contact and exchange between the two communities.

There is a growing body of scholarship on how students see themselves, and also on how they are conceptualised by other social actors. However, what has been less explored is how students believe they are seen by others, and how this impacts them. Drawing on focus groups with students across Europe -- and particularly plasticine models students made to depict how they felt they were seen by relevant others -- this paper will illustrate how the four most common ways in which students felt they were constructed were as hedonistic and lazy; useless and a burden; clever, hardworking, and successful; and a resource to be exploited. It will argue that such stereotypes had significant material impact on students' lives and how they experienced being a student. Finally, it will analyse how specific national contexts accounted for a range of variations in how students articulated these constructions.

The application of academic freedom may lead to a violation of individual rights, such as the right to respect private life or institutional rights such as university autonomy, or the right of the religious community to self-determination. These collisions between rights are resolved by constitutional courts either according to the proportionality test or by balancing the rights. This paper investigates cases from Czechia, Germany, Italy, Poland, and Spain, where academic freedom collided with other constitutional rights, in order to determine methods for resolving these types of conflicts. This analysis demonstrates the way in which proportionality allows the construction of the content of academic freedom. It also shows the reasons why academic freedom could become a weak right and why sometimes it is a strong right.

The political landscape of the radical right has long been a major discussion point in the political and social sciences. By considering the variety of radical right organizations (movement parties and non-parliamentary organizations) and the particular national and transnational political and discursive opportunity structures, the paper aims at a comparative analysis of the main discursive frames present in political programs and manifestoes of radical right social movement organizations and movement parties in Poland (Konfederacja Wolność i Niepodległość and Obóz Narodowo-Radykalny) and Germany (Alternative für Deutschland and Identitäre Bewegung Deutschland). Moreover, based on approaches developed by Cas Mudde and Jens Rydgren, this article analyses how the features presumed essential to the radical right (nativism, authoritarianism and populism) are reflected and interconnected in the official discourses of the selected radical right organizations. The economic ties between neighbours are always in the spotlight. Polish-German relations are no exception in this regard, especially given a particularly pronounced asymmetry in the level of mutual direct investment - the flows and stocks of foreign direct investments (FDI). This paper aims threefold: to analyse the recent development trends of Polish investment in Germany, to characterise the profile of investing firms and identify possible patterns of Polish FDI in Germany and finally, based on the diagnosed challenges, to formulate some policy and managerial recommendations. Methodologically it draws on a descriptive analysis of investment figures and a qualitative approach in line with the grounded theory method (GTM) framed in classic FDI theories and concepts. Confrontation of previously (2012-2014) conducted projects with the recent reports or scholarly studies confirmed challenges identified earlier and demonstrated that not much has changed in this respect. Poland when it comes to outward foreign direct investment (OFDI) is still 'punching below its weight'. Such reflection could be interpreted ambiguously. On the one hand, Polish investments in Germany fluctuate considerably often subject to single one-time investment decisions; on the other, more investments target promising niche sectors such as IT or urban mining. The still unsatisfactory levels of Polish OFDI (development along the investment development path - IDP) can be hence explained 'pessimistically' in terms of missing structural competitiveness but also more on a positive note, as a result of the unabating potential and absorptive capacity of the domestic market. Given the push to strengthen European defence cooperation, the topic of whether a European strategic culture is emerging has become widely contested. Since convergence between member states is the key that would unlock the way to a European strategic culture, this paper examines how they perceive crucial aspects of strategic culture and in what aspects they have converged and diverged. This study selected Germany, Poland, and Ireland as cases of the EU-27 member states. It compared the three national strategic cultures in three aspects: strategic environment, cooperation patterns, and strategic goals and means, by conducting a computer-based content analysis of strategic documents and official speeches of high-level national policymakers between 2000 and 2020. This study found that despite the persistent divergence in strategic goals and means, the three countries have shown greater convergence in their perceptions of the strategic environment and that while their preferences on cooperation patterns are largely unchanged, they seem to be accepting the EU as a legitimate and favourable platform for security and defence cooperation. These findings suggest that the prospects for the emergence of a European strategic culture and further developments of the EU's Common Security and Defence Policy are both challenging and promising. Purpose: The study aims to investigate the role of hydrogen technology in sustainable energy in Poland and Germany. It seeks to offer a comparative analysis to fill gaps in existing literature and provide insights for stakeholders in achieving Sustainable Development Goals. Design/methodology/approach: A multifaceted approach is employed, integrating a literature review, tabular analysis, and surveys. Scientific publications, government reports, and research papers are analyzed. Tabular comparisons elucidate differences and similarities in strategies and regulations between the two countries. Surveys among social and professional groups capture public perception and attitudes. Findings: Hydrogen technology has gained significant attention as a sustainable energy source. Germany emerges as a leader with a comprehensive strategy, while Poland aligns with EU objectives but faces infrastructure challenges. Both nations have introduced regulations to promote hydrogen technology investment, although challenges such as high production costs persist. Public support is robust in both countries, with higher awareness in Germany. Research limitations/implications: The study's scope could be expanded for a more comprehensive understanding. Future research could focus on addressing these limitations and offering more granular insights. Practical implications: The study serves as a roadmap for stakeholders, offering insights that can guide policy formulation and investment decisions. It has implications for climate change mitigation efforts and could inform public engagement campaigns. The energy crisis in Europe in 2022 and its consequences have brought changes to approaches towards the issue of energy security, energy policy, and the ability to react to crisis phenomena in the energy market in a short period of time. European countries that are dependent on Russian fossil fuels have faced numerous dilemmas and challenges in 2022. This paper aims to analyse the instruments and energy policies introduced as the reactions of European countries, specifically with the examples of Poland and Germany, to the ongoing fossil fuel crisis in the context of a short period. Due to the specificity of the energy market, the countries' energy policies mainly concern long- and medium-term goals. In 2022, there was an unprecedented situation in which many European countries had to make significant changes to their fossil fuel imports quickly. We analyse and evaluate how two European countries that are heavily reliant on imported energy resources responded in a short time to the necessity of modifying their patterns of fossil fuel supply and demand. The results of our research are models that illustrate both countries' reactions to the disturbances in the energy market during the initial months of the energy crisis. As part of the research, we conducted an analysis of the energy mix of Poland and Germany, their import energy dependency, and self-sufficiency. We then compared them with the short-term energy policies of both countries. As a result, we elaborate on a comparative analysis of the models of Poland's and Germany's responses to the crisis. The research also assesses the similarities and differences in the response models in Poland's and Germany's short-term energy security policies. The results of our research may help, in the future, to choose the available short-term instruments in the energy policy of countries in the face of a sudden need resulting from disruptions in supply chains. The article contributes to the future discussion on renewed national and regional energy security, as well as efficiency concepts. Our research findings could be valuable in selecting appropriate short-term energy policy tools for countries during supply chain disruptions. Theoretical background: Participatory budgets (PBs) have become a widely known innovation used to engage citizens in policymaking. Since 2011, citizens in Polish municipalities can decide on how a portion of local budget can be spent. In Germany, PBs originally served the purpose of getting feedback from citizens in the context of fiscal strains. However, since about 2015, German PBs are increasingly taking after the model established in Poland, establishing fixed pools of funds. Does it present a case of between-country convergence in the functionalities of PBs and their quality? So far, such comparative questions remained mostly unanswered in the field of PB-related studies. Purpose of the article: The aim of the paper was to investigate this possibility of convergence in PB-quality by comparing the state of and changes in the quality of PBs with fixed funds between Poland and Germany. To evaluate the quality and scope of functionality of PBs, the amount of planned PB-funds per capita and participation rates (voter turnout levels) were inspected. Two research hypotheses were formulated. The first one stipulates a higher performance level of Polish PBs by the two criteria, across a variety of municipality types. The second hypothesis posits that the differences in the quality of PBs tend to diminish over time, as the latest to innovate launch their first experiments. Research methods: Works on the diffusion of PBs in both countries were reviewed to provide background for the study. Two datasets were constructed containing data on the two measures of PB-quality, the population size, and the status of innovator. The data were first compared graphically. In a later step, statistical methods were applied, including variance analysis for the two dependent variables related to PB-quality at once (MANOVA) and for each of them separately (ANOVA). Results of the study were presented and discussed in the context of interactions between innovators and potential adopters in social networks, as well as political agendas in the two countries of interest. Main findings: Research findings allowed to confirm the research hypotheses. PBs in both countries have been mostly simple innovations of limited quality, but those in Poland tended to perform better, judged by the two chosen criteria. The gap, especially for PB-funds, is closing, but that does not mean that in the course of innovators’ and regulators’ actions a unified innovation model has emerged. PBs in both countries utilize their functionalities in diverse ways, based on specific experiences and traditions in policymaking. Thus, PBs in Poland and Germany have different trajectories of development with fixed pools of funds as the simplistic innovation core that makes them highly adaptable in different policy contexts. The article focuses on the material culture of regions that underwent a shift in statehood when, post-World War II, formally German territories became Polish. It seeks to analyse how the heritage of post-conflict territories was integrated into everyday life and, in some instances, affirmed and appreciated by second and third-generation settlers. Through research conducted amongst contemporary city-dwellers, the authors scrutinise the relationships between people and pre-war German objects, identifying a form of relation referred to as 'kinship'. By exploring the mechanisms through which objects are incorporated into individual and/or group history, they elaborate on the concept of 'adopted heritage', as demonstrated in various field research cases. This concept is derived from the idea of affinity and its application to material culture studies, and enhanced by theories that emphasise the role of emotions in heritage. [ABSTRACT FROM AUTHOR]

In the face of global challenges related to climate change and sustainable development, comparing attitudes and infrastructure in the field of electromobility and renewable energy sources in different countries becomes crucial. The question of differences and similarities between Poland and Germany in these areas sheds light on the unique challenges and opportunities that the two countries present to each other. The aim of the study is to understand these dynamics, which can contribute to the shaping of more effective policies and strategies for green energy and sustainable mobility. This study was conducted through a review of Polish and foreign literature, the use of the method of tabular comparisons, and the analysis of a questionnaire that was used. These complex methods combined both quantitative and qualitative analysis, which allowed for an in-depth understanding and comparison of attitudes and infrastructure related to electromobility and renewable energy sources in Poland and Germany. The study revealed significant differences and similarities between Poland and Germany in terms of electromobility and renewable energy sources. Germany shows a higher level of urbanization, a higher share of electric car ownership, and better charging infrastructure, while in Poland there is a strong belief in the key role of renewable energy sources. These findings may have implications for future green energy initiatives and policies in both countries. The study presents a complex picture of electromobility and renewable energy sources in Poland and Germany, showing clear differences in awareness, infrastructure, and attitudes. Germany seems to be more advanced in these areas, while Poland shows a strong commitment to renewable energy sources. Research on European business elites has been dominated by a national career model approach, which argues that each country has a specific top management career pattern embedded in national institutional contexts. Research has focused on applying those patterns to Western European countries while no analysis of Eastern European managers has been conducted to date. In recent years, the line of argumentation on national career patterns has been challenged due to the increasing international circulation of top managers. In this article, we analyse the applicability of these patterns to an Eastern European country, specifically, Poland. For this purpose, we analyse the career paths of Polish top management team members and investigate their development. We collect biographical data and career-related information from the top managers employed by the 30 largest stock-listed companies located in Poland and Germany. Our analysis reveals that the most important career distinctions from existing models are applicable to the Polish market, and our data show similarities with the Germanic national model. This paper looks at war-induced migration flows from Ukraine to Poland and Germany in 2022 to understand who is migrating and the challenges they face. Data were collected in the spring and summer of 2022 through survey questionnaires and interviews. The results of the research reveal that a) this wave of migration from Ukraine is overwhelmingly female; b) women are often migrating with children, which makes arranging appropriate childcare and school placement essential to their entry into the destination workforce; c) Ukrainian labor migration patterns before the war have had a significant impact on current flows; d) Ukrainian refugees to Poland and Germany often want to be able to travel regularly back to Ukraine; this affects their willingness to apply for temporary protection schemes that oblige them to remain in destination countries, which in turn makes it difficult to precisely quantify the number of refugees in a given country. • The war in Ukraine has led to a wave of feminized migration. • Ukrainians find work in Poland more easily than in Germany, but school/childcare problems persist. • Female migrants to want to travel back to Ukraine are disincentivized to apply for TP status. • Earlier labor-driven migration patterns influence decisions of war-forced migrants today. • Ukrainian refugees seek to return home asap, which hinders adaptation/anchoring in new settings. In the years 2016-2019, interdisciplinary research was carried out related to the German Nazi concentration camp KL Plaszow. Its key component was non-invasive and invasive archaeological works. They resulted in uncovering thousands of artefacts and the documentation of the material heritage related to the camp, which has been preserved to this day in the local landscape. The discoveries made were also a trigger for broader reflection and investment activities. The results bring new insight into the role and meaning of the past, present and future of the landscape of KL Plaszow. Such a landscape ties the dead and the living, various people with their objects and comprises the legacy of unimaginable events during the Second World War. [ABSTRACT FROM AUTHOR]

The use of hydrogen exists in various sectors in Poland and Germany. Hydrogen can be used in industry, transport, decarbonisation of the Polish steel industry and as one of the low-emission alternatives to the existing coal applications in this sector. Limiting climate change requires efforts on a global scale from all countries of the world. Significant economic benefits will be realized by stimulating the development of new technologies to deal with climate change. The scenarios show an increasing demand for industrial hydrogen in the future. The key is to replace gray hydrogen with green, and to convert industrial processes, which will create additional hydrogen demand. The condition for the development of a green hydrogen economy is access to adequate installed capacity in renewable energy. Germany will become the leading market in the era of energy transformation in the coming years. This article analyses responses to the typhus epidemic in German-occupied Poland during the First World War. The German conquest of the Kingdom of Poland in 1915 not only instated a new political regime, but also brought about social misery on an unprecedented scale. Especially in larger cities, the poor segments of the population were made homeless or cramped into tiny apartments and suffered from hunger and disease. From 1915 outbreaks of typhus occurred in major cities, often found amongst the Jewish population. The German occupiers forcefully responded by fumigating houses, quarantining suspected cases, and forcing thousands of families into delousing facilities. These measures particularly targeted Jews as German medical officials identified them as the carriers and spreaders of the disease – some of them characterized typhus itself as a 'Jewish disease'. In an effort to prevent the spread of the disease to Germany and to protect the German Volkskörper, Polish Jews – for the fact that they were Jews – were from 1918 onwards barred from crossing the border and thousands of Jewish migrant workers in German industry were arrested and deported. The article examines both the political and the medical context in which these policies were employed and analyses Jewish responses to both the spreading of the disease and the German anti-Jewish policies. It shows the close connection between health policy and antisemitic and nationalist ideological narratives and projects, and identifies this racialization of disease as a key moment in the development of German antisemitism. Introduction: The emergence of severe acute respiratory syndrome coronavirus-2 (SARS-CoV-2) has evolved into a worldwide outbreak, with significant molecular evolution over time. Large-scale phylodynamic studies allow to map the virus spread and inform preventive strategies. Aim: This study investigates the extent of binational dispersal and dynamics of SARS-CoV-2 lineages between seven border provinces of the adjacent countries of Poland and Germany to reconstruct SARS-CoV-2 transmission networks. Methods: Following three pandemic waves from March 2020 to the end of May 2021, we analysed a dataset of 19,994 sequences divided into B.1.1.7|Alpha and non-Alpha lineage groups. We performed phylogeographic analyses using the discrete diffusion models to identify the pathways of virus spread. Results: Based on population dynamics inferences, in total, 673 lineage introductions (95% HPD interval 641–712) for non-Alpha and 618 (95% HPD interval 599–639) for B.1.1.7|Alpha were identified in the area. For non-Alpha lineages, 5.05% binational, 86.63% exclusively German, and 8.32% Polish clusters were found, with a higher frequency of international clustering observed for B.1.1.7|Alpha (13.11% for binational, 68.44% German and 18.45% Polish, p < 0.001). We identified key transmission hubs for the analysed lineages, namely Saxony, West Pomerania and Lower Silesia. Conclusions: Clustering patterns between Poland and Germany reflect the viral variant transmission dynamics at the international level in the borderline area. Tracing the spread of the virus between two adjacent large European countries may provide a basis for future intervention policies in cross-border cooperation efforts against the spread of the pandemics. The attacks on the United States on 11 September 2001 redefined the counterterrorist perspective in Euro-Atlantic countries. Terrorism began to be seen as an existential challenge to the state and its citizens and led to new approaches to anti-terrorism in the USA, in the EU, and in individual EU member states. European counter-terrorist efforts were strengthened after the attacks in Madrid (2004) and London (2005). Cooperation between law enforcement and intelligence agencies was crucial to prevent and combat terrorism effectively. The key objective was an effective framework to coordinate the activities of the state's analytical, intelligence and investigative institutions. The fragmentation of the security agencies proved ineffective in the face of the terrorist threat. This article seeks to show the role of anti-terrorist coordination centres in the domestic security architecture of two neighbouring European countries: Germany and Poland. Despite the different levels of terrorist threat they face and their different historical experience of terrorism, joint monitoring centres were created in Germany (2004 and 2012) and in Poland (2008). The authors examine if the development of the two German counter-terrorist coordination units: the Joint Counter-Terrorism Centre - GTAZ and the Joint Counter Extremism and Counter-Terrorism Centre - GETZ, and of the Counter Terrorist Centre - CAT of Poland's Internal Security Agency, is an adequate response to modern terrorist threats. Background: Biomedical research nowadays is increasingly carried out in multinational and multicenter settings. Due to disparate national regulations on various ethical aspects, such as informed consent, there is the risk of ethical compromises when involving human subjects in research. Although the Declaration of Helsinki is the point of reference for ethical conduct of research on humans, national normative requirements may diverge from its provisions. The aim of this research is to examine requirements on informed consent in biomedical research in Germany, Poland, and Russia to determine how each national regulatory framework relates to the provisions of the Declaration of Helsinki. Methods: For this analysis, we conducted a search of the legal databases "Gesetze im Internet" for Germany, "Internetowy System Aktow Prawnych" for Poland, and "ГAPAHT – Garant" for Russia. The search was complemented by a review of secondary literature contained in the databases Google Scholar, PubMed, Polish National Library, and eLibrary.ru. We have identified 21 normative regulations containing provisions on informed consent in clinical research in all three countries. The content of these documents was systematically categorized and analyzed. Results: The normative framework in all three countries shows a strong commitment towards the core ethical principles of research envisaged in the Declaration of Helsinki. Nevertheless, provisions on informed consent vary between these three countries. The differences range from the method and language in which information should be provided, through the amount of information required to be disclosed, to the form of documenting consent or withdrawal. In the case of research on vulnerable groups, these differences are particularly visible. Conclusions: The identified differences can negatively impact the ethical conduct of international clinical studies. Attention needs to be paid that flexibilities within national regulations are not misused to undermine the protection of research subjects. Achieving global or regional legislative harmonization might prove impossible. Such lack of legal consensus reinforces the significance of the international ethical agreements. The COVID-19 pandemic had a dramatic effect on the world economy, leading to disturbances in the global agri-food system. Disrupted supply chains caused instability in the market resulting in mixed reactions among market participants. The balance in the access and availability of food was disturbed at various levels starting from local up to international. Partial lockdowns of economies affected the equilibrium on the labor market in the food sector, the level of income and food security. The aim of this study was to determine the effect of shock caused by the COVID-19 pandemic on rates of return from shares of companies in the agri-food sector listed in Poland and Germany, as well as indicate dependencies between restrictions imposed by the investigated countries and changes in the rates of return from shares as a result of the pandemic. The source of data for the analyses of the capital markets in Poland and Germany was the Thomson Reuters database. In order to determine the effect of shock caused by the coronavirus pandemic and restrictions imposed by the states on the capital market the abnormal rates of return were calculated for shares of 24 Polish and 23 German companies from the food sector. The investigated Polish companies were listed on the Warsaw Stock Exchange, while the German companies were listed on the Frankfurt Stock Exchange and other stock exchanges in Germany. Calculations were based on stock market indexes: for the Polish stock exchange it was WIG and WIG-food, while for the German capital market it was DAX and DAX Food & Beverages. In this study the Stringency Index was also used as a tool to follow the response of the governments to the coronavirus pandemic. The results indicate that following the pandemic outbreak large reductions were observed for cumulative rates of return from shares as a consequence of the pandemic both in Poland and Germany. Abnormal cumulative rates of return for the investigated companies were comparable. Markedly greater increases in abnormal rates of return were recorded for the Polish companies of the food sector listed at the Warsaw Stock Exchange. The Stringency Index indicates that restrictions imposed by the German authorities in response to the coronavirus pandemic were slightly more radical than those introduced by the Polish government.
