The European Union has made the development of a circular economy one of the central ambitions of its Green Deal, in which plastics are a defined priority. Current policies, however, have drawn criticism that the narrow focus on techno-innovation opportunities and economic growth falls short of addressing multifaceted socio-ecological challenges, overlooks trade-offs between proposed solutions, and conceals conflicts of interest among different actors. This paper contributes to opening-up the critical political debate on the circular plastics economy using discourse analysis. Looking at how arguments are framed, which priorities are defined, and how actors take positions, we identify three circular plastics economy discourses in Europe: 'Plastic fantastic' (material-focused), 'Circular economy will fly us to the moon' (plastics economy-focused), and 'Even plastic flowers are dead in this system' (socio-ecological systems-focused). This article uses a Polanyian frame to place the plight of Roma in Europe in the context of an age of crisis, as evidenced by faltering neoliberal economies and a corresponding rise in xenophobia and extreme manifestations of nationalism. The situation of the Roma remains precarious, a situation exacerbated by the 2008 economic crises and the COVID-pandemic. Despite a number of social inclusion measures in recent decades, at the national and European level which target the Roma, Roma exclusion remains a serious challenge. The paper assesses why previous policy regimes failed but also reflects on what is the way forward in terms of inclusive policy frameworks. The article seeks to provide some answers to these questions with a vision of a Polanyian countermovement in the form of a New Social Europe predicated on redistribution, recognition and community action but also a re-envisioning of integration and transformative change in structural and cultural terms. Methane is the second-most important greenhouse gas after carbon dioxide and accounts for around 10 % of total European Union greenhouse gas emissions. Given that the atmospheric methane budget over a region depends on its terrestrial and aquatic methane sources, inverse modelling techniques appear as powerful tools for identifying critical areas that can later be submitted to emission mitigation strategies. In this regard, an inverse modelling system of methane emissions for Europe is being implemented based on the Weather Research and Forecasting (WRF) model: the Aarhus University Methane Inversion Algorithm (AUMIA) v1.0. The forward modelling component of AUMIA consists of the WRF model coupled to a multipurpose global database of methane anthropogenic emissions. To assure transport consistency during the inversion process, the backward modelling component will be based on the WRF model coupled to a Lagrangian particle dispersion module. A description of the modelling tools, input data sets, and 1-year forward modelling evaluation from 1 April 2018 to 31 March 2019 is provided in this paper. The a posteriori methane emission estimates, including a more focused inverse modelling for Denmark, will be provided in a second paper. A good general agreement is found between the modelling results and observations based on the TROPOspheric Monitoring Instrument (TROPOMI) onboard the Sentinel-5 Precursor satellite. Model–observation discrepancies for the summer peak season are in line with previous studies conducted over urban areas in central Europe, with relative differences between simulated concentrations and observational data in this study ranging from 1 % to 2 %. Domain-wide correlation coefficients and root-mean-square errors for summer months ranged from 0.4 to 0.5 and from 27 to 30 ppb, respectively. On the other hand, model–observation discrepancies for winter months show a significant overestimation of anthropogenic emissions over the study region, with relative differences ranging from 2 % to 3 %. Domain-wide correlation coefficients and root-mean-square errors in this case ranged from 0.1 to 0.4 and from 33 to 50 ppb, respectively, indicating that a more refined inverse analysis assessment will be required for this season. According to modelling results, the methane enhancement above the background concentrations came almost entirely from anthropogenic sources; however, these sources contributed with only up to 2 % to the methane total-column concentration. Contributions from natural sources (wetlands and termites) and biomass burning were not relevant during the study period. The results found in this study contribute with a new model evaluation of methane concentrations over Europe and demonstrate a huge potential for methane inverse modelling using improved TROPOMI products in large-scale applications. The idea of a set of shared or common values constitutes a substantial component of EU-discourse. Values are mentioned at the beginning of the Lisbon Treaty, and can be easily found in any communication material produced by the European Union. This paper argues for the relevance of studying from a semiotic perspective the link between values, the European Union and the broader idea of "Europe". Specifically, it discusses the place of values in the discursive construction of the European Union and "Europe" as distinct cultural units of meaning. As it is argued, values have a salient place in the discourses, narratives and social imaginaries about what "Europe" is and who and what "is" "European". The paper draws on Fornäs (2012) study of the symbols of Europe and argues that values constitute a central nodal point in the discursive articulation of the EU – and with it, of the idea of Europe – in the level of the "forms of life". While transnational research infrastructure projects long preceded the formal integration process that created the European Union, their advancement is an increasingly central part of EU research policy and of European integration in general. This paper analyses the Biobanking and Biomolecular Resources Research Infrastructure–European Research Infrastructure Consortium (BBMRI–ERIC) as a recent example of institutionalized scientific collaboration in Europe that has formally been established as part of EU science policy. BBMRI–ERIC, a network of European biobanks, is expected to contribute to both European science and European integration. Yet its achievements in these domains are interpreted differently by various actors involved. This paper draws on STS conceptualizations of infrastructures as relational, experimental, and promissory assemblages. These support the formulation of a working definition of research infrastructures that in turn helps to explore the heterogeneous meanings attributed to BBMRI–ERIC. The paper describes the creation of this distributed European research infrastructure, and divergent understandings of what it means for BBMRI–ERIC to be distributed, to be European and to be a research infrastructure. This analysis demonstrates how building a research infrastructure is also an effort to define what it means to be European—a process in which what is European about science and what science can do for Europe is continuously (re-)imagined, contested and negotiated. Reducing emissions from fluorinated gases (F-gases) is considered one of the key conditions for the European Union (EU) to be able to meet the requirements of the European Green Deal, primary objectives of which are the reduction in greenhouse gas emissions by at least 55% by 2030 compared to 1990 and the gradual transition to net climate neutrality by 2050. To this end, a quota system for hydrofluorocarbons (HFCs) is already in place, introduced through the updated F-Gas Regulation (517/2014). The aim of this paper is to review an innovative scheme currently under development that strongly promotes the Recovery, Recycling and Reuse (3R) of F-gases extracted from the heating, ventilation, air conditioning and refrigeration (HVAC-R) equipment of the building sector, thus offering a sustainable alternative source for refrigerant supplies. Therefore, the basic operating principles of the so-called "3R ECOSYSTEM" are outlined and especially its three main components, which are: the self-certification/self-declaration platform, the F-gas identification and recycling units (prototypes) and the Retradeables marketplace. In addition, an overview of both the demonstration phase and the scheduled replication phase of the 3R ECOSYSTEM is provided, including the estimated impact on carbon dioxide (CO2) savings due to the progressive uptake of the circular use of existing F-gases across Europe. The European Union defence sector is not only crucial for the EU's security, but it is also a major industrial asset for EU member states, as it may foster innovation and greater integration among member states, as well as facilitate technology transfer. The understanding of and inferences about the sector, however, are laborious since data on the defence industry in Europe is often contradictory and confused and it is mostly compared at the national not at the European level. As a contribution to address such shortcomings and as opening piece for this Special Issue, this article focuses on the finding, collecting, cleaning, and organizing data on the geographical concentration/location of EU defence industries. This is a fully original descriptive analysis of the current situation, and it provides a reliable basis on the concentration/location of defence companies. This paper represents a firm basis from which to explore (in future research) how defence companies contribute to the technological integration of the EU and it should help the reader to better understand the following articles in this Special Issue. This paper presents new evidence on the interaction between demographic and occupational change in Europe over the last 25 years. We use data from the European Union Labour Force Survey covering six European countries. The analysis is based on a cross‐sectional comparison between the population and employment distributions in 1995 and 2019. This strategy allows us to study the changing demographic dynamics, which have brought a more feminized, aged, and educated working population, in a context of structural employment change, where higher job polarization or occupational upgrading are the main patterns. The results indicate that the increasing female participation has been associated with a strong general process of occupational upgrading that particularly benefited women. Still, the occupational profile of women is polarized relative to men. Although the process of educational upgrading was also stronger for women and overall they improved their occupational profile more than that of men, we find declining occupational returns to higher education for female workers in two countries. Finally, while European labor markets could accommodate the large increase in older workers, their occupational profile suffered some downgrading. [ABSTRACT FROM AUTHOR]

Assessing long-term trends in flood losses and attributing them to climatic and socio-economic changes requires comprehensive and systematic collection of historical information. Here, we present flood impact data for Europe that is part of the HANZE (Historical Analysis of Natural HaZards) database. The dataset covers riverine, pluvial, coastal and compound floods that have occurred in 42 European countries between 1870 and 2020. The data was obtained by extensive data-collection from more than 800 sources ranging from news reports through government databases to scientific papers. The dataset includes 2521 events characterized by at least one impact statistic: area inundated, fatalities, persons affected or economic loss. Economic losses are presented both in the original currencies and price levels as well as inflation and exchange-rate adjusted to the 2020 value of the euro. The spatial footprint of affected areas is consistently recorded using more than 1400 subnational units corresponding, with minor exceptions, to the European Union's Nomenclature of Territorial Units for Statistics (NUTS), level 3. Daily start and end dates, information on causes of the event, notes on data quality issues or associated non-flood impacts, and full bibliography of each record supplement the dataset. Apart from the possibility to download the data (https://dx.doi.org/10.5281/zenodo.8410025), the database can be viewed, filtered and visualized online: https://naturalhazards.eu. Policy orientations by the European Union foreground the need to attend to peripheral territories (especially non-dense urban areas), as they combine multiple socioeconomic and cultural asymmetry factors. This applies to cinema, in-between market- and cultural-driven logics, and film exhibition in particular. Theatrical exhibition in Europe remains concentrated in urban multiplexes, where US blockbusters largely dominate, and although the majority of the films released are European, US films account for the majority of admissions. This paper results from an ongoing research about non-commercial exhibition in Portugal. We will present an overview of the European framework and then an outline of the Portuguese cinema policy settings. This overview will contribute to the clarification of the (minor) place and (high) importance of the cultural dimension of film exhibition, especially the role of non-commercial exhibition, an invisible segment in most official data and reports, although strategic to countering cultural inequalities and homogenisation. The paper explores the evolution of private powers in the digital landscape, developing a quadrangular systematisation of such a phenomenon based on four main aspects: space, values, (private) actors, and (digital) constitutional remedies. Taking a trans‐Atlantic approach, the paper shows how these categories, typical of constitutionalism, apply to the context of the Internet and of new digital technologies both in the United States and in Europe. On the one hand, the United States has up to now maintained the supremacy of the notorious Section 230 of the Communications Decency Act. On the other hand, European legislation has undergone a significant change, moving from a phase of digital liberalism, of which the 2000 E‐Commerce Directive is the emblem, towards a new era of digital constitutionalism, passing through the age of judicial activism of European courts. In this sense, Europe has increasingly attempted to introduce limits to private (digital) powers, with a view to better protect and enforce (also horizontally) users' fundamental rights. Additionally, the evolution of digital constitutionalism, from a vertical‐sectoral approach to a horizontal and procedure‐based one, significantly showcased by the recent Digital Services Package, is underscored, signalling the recent movement of the EU into its second phase of digital constitutionalism. In this respect, the paper argues that the great benefit of stressing the procedural dimension, which may be defined as a European application of "due (data) process" to the relationship between individuals and private powers, is that it is potentially able to help consolidate a (necessary) trans‐Atlantic bridge. Concerns about the quality of housing feature prominently in academic and policy discussion on housing, yet there is little agreement about how housing deprivation should be measured or monitored. In empirical studies, measures of housing deprivation are typically examined for one of two purposes—either to compare incidences of housing quality problems for different groups, which typically leads to an examination of performance of different measures of housing deprivation, or as dependent variables to examine competing theories about what explains cross-national variation in such problems, which typically ignores these measurement considerations. Our paper seeks to analyse measurement and theory jointly, focussing in particular on the EU's severe housing deprivation measure, and its subcomponents—overcrowding and housing conditions problems. In descriptive analysis, we show that the two components of the severe housing deprivation measure are weakly related and pattern differently across nations and that the aggregation rule of the main measure has a substantial influence on observed incidences of this problem. We subsequently construct multi-level regression-based models and demonstrate that the two components have quite different determinants. Our paper has implications for the measurement of severe housing deprivation in Europe, for theories that seek to account for differences in housing outcomes, and for policy that seeks to tackle housing deprivation problems. Central Europe is usually defined as a 'cleavage' between the East and the West, or as a conflict zone that was affected by two tendencies in its historical past; the idea of unity that implies a homogeneous region and resistance to these efforts, and the struggle for autonomy of the people living in Central Europe. Thus, this dual perception appears in its in-between position that allows adopting Western values while keeping Eastern traditions at the same time. The purpose of the paper is to examine whether the postmodern perception of borders, the problem of a "borderless Europe", and the perception of Orientalism as a critical framework originally aimed at understanding Western (imperialist) mechanisms, can be adapted to grasp identity-building issues in our region. This paper aims to examine how the perception of "East", and "Central" appears in the post-totalitarian world, the legacy of post-colonialism, and the growing geopolitical importance of orientation. The paper begins by considering the difficulties which are confronting the process of European integrations. The reluctance of the European Union to pursue its politics of enlargement, which has lately become visible in several vetoes blocking the start of accession negotiations, has provoked disappointment in the countries which are candidates for membership or on their way to becoming it. Among them are a few states of our region, which seem to be doomed to remain at the periphery of Europe. At the same time, the European Union is faced with the old problem of its own, the so-called democratic deficit. This paper seeks for a perspective in which these difficulties on both sides could be dealt with. It discusses three paradigmatic ways of representing Europe, which serve as a basis for different strategies of legitimizing the European Union. The first of them is idealist, since it elevates Europe to the rank of a philosophical concept which transcends the empirical definition of Europe as just one continent among others. This view reflects the representation of Europe as a unique, privileged part of the world and assumes that the rest of humanity should accept and pursue Europe's fundamental values. The second, more realistic conception envisages the European Union as an empire which is legitimized in terms of de facto arguments, such as the estimates of the costs of renouncing the Union, which would allegedly surpass those of its survival and continuation of the integration process, or by the need of preserving peace. A critical examination of these ways of legitimizing Europe reveals their factual unfoundedness and ideological character. The heritage of colonialism looms behind the idealist view of European supremacy, while the concept of the European Union as a sort of benevolent empire has paternalistic implications. The last part of the text, dealing with the problem of the European civil war (theorized by Carl Schmitt and Ernst Nolte), suggests that these shortcomings could be addressed in a conception of European politics which would not aim at pacifying or neutralizing conflicts but, on the contrary, at exposing the very conflictual component of politics. The example of ancient Greek democracy shows that preventing the civil war does not consist in eliminating all conflicts from politics but rather in their transposition to a superior level or their sublimation. Political debates about immigration provoke strong nationalistic pushback from citizens, constraining the policymaking capacity of states. This paper investigates to what extent labour market policies shape economically motivated preferential divides among European citizens. On the one hand, I concentrate on prospective job loss threats indicative of economic grievances and assess the impact of unemployment risk exposure on immigration policy attitudes. On the other hand, as the original contribution of the paper, I contend that, if such an economically motivated explanation holds, this relationship should vary based on the labour market institutions in each country. Multi‐level analyses of 16 European countries over a decade since 2002 reveal a remarkably robust relationship between unemployment risks and more restrictive immigration policy attitudes. Importantly, more protective employment regulations seem to have a dampening effect on the impact of job loss threats on immigration policy attitudes. Conversely, there are larger attitudinal divides between the risk‐exposed and the more secure workers in countries with generous and expansive unemployment compensation policies. Overall, the paper helps explain the cross‐national variation in economically motivated cleavages about immigration policy attitudes in Europe. [ABSTRACT FROM AUTHOR]

The expansion of bio-based value chains is prioritized through various European Union (EU) policy initiatives. Due to the growing awareness of the importance of a sustainable bioeconomy in Europe, the need to increase the availability and quality of statistics is increasing. There are several essential aspects lacking, including (i) comprehensive databases and statistics for bio-based sectors; (ii) transparent methodology for bio-based data collection; and (iii) integrated value chain data and indicators that illustrate the flows of different bio-based commodities. The aim of this paper is to develop a bio-based material flow monitor to measure the physical contribution of industries to the bioeconomy. The material flow monitor describes physical material flows (including biomass) to, from, and within the economy. It is recorded in the form of supply and use tables. To measure the bioeconomy, the BioSAM database, along with disaggregated commodities and activities, are used. Data regarding waste generation/treatment and CO2 emissions/sequestrations are added to assess the impact on climate change. The results indicate that the bioeconomy in the EU is underreported due to a lack of data, leading to an insufficient understanding of its contribution to the economy. It can also be concluded that the data from the BioSAM tables are the most complete and have the highest disaggregation level for commodities and sectors, allowing one to measure the significance of the bioeconomy. Each year thousands of people seeking better lives in Europe make the treacherous journey across the Mediterranean. Many of those struggling or stranded at sea are rescued by 'boat people' comprising NGOs, humanitarian organizations, coast guards and merchant vessels. Under maritime law there is a duty of care towards anyone that experiences difficulty at sea. There is, too, a duty of care by States who under the same law are required to assist ships and allow the disembarkation of those in danger. Yet this practice has important legal, ethical and practical implications and has been challenged by right-leaning political regimes who, making good on election promises to ease immigration, have prohibited such vessels to dock at their ports. This paper, using a case study approach of the humanitarian vessel the Aquarius, considers the ways in which the geographies of care intersect and collide with the geopolitical framing of migrants and refugees. In doing so the paper makes two important contributions. First, it extends conceptualizations of care geographies which are more typically applied to the spatial outworking of health and wellbeing to European migration. It thinks about how care is administered, contested and politicized. The complex concept of care offers a rich lens through which to critique the framing of seaborne migrants and refugees in Europe. Through giving or circumventing legal responsibilities to provide care, seaborne migrants are either humanized or dehumanized. Second, through unpacking the legislative and ethical frameworks shaping search and rescue (SAR) activities in the Mediterranean, we can observe a distinct 'geopoliticizing of care and responsibility' whereby these individuals become pawns in wider power dynamics within the European Union. The European Union (EU) promotes arms collaboration as a stepping-stone towards the evolution of an integrated European defence technology and industrial base. It will necessarily comprise prime contractors and their attendant supply chains, with the latter particularly important because they represent a refined regional division of labour, promoting efficiencies through skill-based specialisation. Paradoxically, however, Europe's largest military aerospace collaborative venture, the Eurofighter Typhoon, possesses a complex supply chain subject to political and institutional strictures, as well as potential inefficiencies. Partner nations prioritise national sovereignty objectives through duplicated assembly lines and work allocation arrangements based on juste retour (fair share) rather than market-driven competitiveness criteria. The purpose of this paper, then, is to explore Typhoon's supply chain complexity, especially the impact of juste retour policy. The findings from this analysis will highlight important policy issues influencing the future supply chain model of Europe's successor 6th-Generation fighter programme. [ABSTRACT FROM AUTHOR]

In the period of post-communist transition, Central Europe witnessed complex and multifaceted mobility processes; permanent outmigration, of an ethnic or labour-related nature, coexisted with temporary, seasonal, or crossborder movements and an increasing influx of foreigners. To study these complex processes, we have chosen to apply a holistic and comprehensive approach, rather than limit conceptual considerations to one theory of migration determinants. We focus on eleven post-communist countries that joined the European Union (EU-11) and on the period extending from around 1989, covering the EU's eastward enlargement, to the present. The aim of this study is twofold: first, we propose a general conceptual framework, based on the aspirations/capabilities approach, to present the main determinants of emigration from this part of the European continent. Second, in relation to each determinant, we formulate research questions postulated by selected theories of international migration and present the evidence, based on existing empirical studies, that addresses these questions. The paper contributes to the literature by providing a broad interpretation of post-transition mobility and pointing to commonly overlooked explanatory factors. We highlight the importance of economic factors that have enhanced and directed the outward migration from the EU-11 to selected EU member states and selected economic sectors; in particular, as regards capabilities, these factors include the lifting of labour market restrictions, high demand in the secondary sector of labour markets, and the roles of migration networks and the migration industry. Emphasis is also placed on aspirational factors, such as labour market failures and the substantial aspirational gap resulting from improvements in high educational attainment in the countries of origin. The aspirations/capabilities approach serves well as a general framework of migration determinants, but its explanatory power is enhanced by reference to other, more specific theories of migration. Food safety and quality concern increasingly both consumers and the entire food sector involved. The European Union has implemented specific legislation for food products in order to monitor food safety and quality, protecting each country's culture, history and local economy at the same time. Moreover, Europe's heritage is being enriched, by establishing quality schemes such as Protected Designation of Origin (PDO) and Protected Geographical Indication (PGI). Europe's interest and concern regarding food safety proved also by Framework Program 5 Horizon 2020 continuous funding.Food traceability as well as food authentication constitute inseparable parts of food safety and quality. This systematic review presents innovative research technologies which are used in Europe for food traceability and authentication and published within the period 2010–2018. Moreover, information about the method used, the country of origin, the food type and the level of food process, are provided.This paper offers a new possible approach regarding the combination of the existing definitions of food traceability and authentication, as far as food provenance is concerned. Since 1992, culture has been an official competence of the European Union. De facto, the EU has the legitimacy and means to intervene and change collective representations and social dynamics, including in border regions, in order to bring people together and build a Europe 'united in diversity'. The purpose of the paper is to investigate the cross-border dynamics in cultural matters, and to examine the realization of cultural projects as a driving force in the process of cross-border integration. The approach is based on a spatial analysis of the cultural projects co-financed by Interreg over the 2000–2020 period, enabling to provide an overview of the cross-border cultural initiatives undertaken. The results reveal first that strong spatial disparities exist between programming spaces in terms of cultural investment. Second, that cross-border cultural cooperation mainly involves municipalities, and not primarily cultural actors. Third, although a diverse range of cultural projects have been developed over the last twenty years, the emphasis has been more on tourism projects. These achievements bring into question the role of Interreg programming in cultural matters in the dynamics of cross-border integration, since it fosters an economic approach to culture at the expense of social and identity issues. Background: Burn care is centralized in highly specialized burn centers in Europe. These centers are of limited capacity and may be overwhelmed by a sudden surge in case of a burn mass casualty incident. Prior incidents in Europe and abroad have sustained high standards of care through well-orchestrated responses to share the burden of care in several burn centers. A burn mass casualty incident in Romania in 2015 sparked an initiative to strengthen the existing EU mechanisms. This paper aims to provide insight into developing a response plan for burn mass casualties within the EU Civil Protection Mechanism.Methods: The European Burns Association drafted medical guidelines for burn mass casualty incidents based on a literature review and an in-depth analysis of the Romanian incident. An online questionnaire surveyed European burn centers and EU States for burn mass casualty preparedness.Results: The Romanian burn mass casualty in 2015 highlighted the lack of a burn-specific mechanism, leading to the late onset of international transfers. In Europe, 71% of respondents had existing mass casualty response plans, though only 35% reported having a burn-specific plan. A burns response plan for burn mass casualties was developed and adopted as a Commission staff working document in preparation for further implementation. The plan builds on the existing Union Civil Protection Mechanism framework and the standards of the WHO Emergency Medical Teams initiative to provide 1) burn assessment teams for specialized in-hospital triage of patients, 2) specialized burn care across European burn centers, and 3) medevac capacities from participating states.Conclusion: The European burn mass casualty response plan could enable the delivery of high-level burn care in the face of an overwhelming incident in an affected European country. This paper is among the first to investigate the impact of over-education and over-skilling on workers' wages using a unique pan-European database covering twenty-eight countries for the year 2014, namely the CEDEFOP's European Skills and Jobs (ESJ) survey. Overall, the results suggest the existence of a wage penalty associated with over-education. When the educational and the skills mismatches are interacted with each other in order to distinguish apparent over-education from genuine over-education, the results highlight that the workers with the highest wage penalty are those who are both over-educated and over-skilled. On the 25 March 2017, leaders of the EU27 and European Union (EU) institutions ratified the Rome Declaration. They committed to invite citizens to discuss Europe's future and to provide recommendations that would facilitate their decision-makers in shaping their national positions on Europe. In response, citizens' dialogues on the future of Europe were instituted across the Union to facilitate public participation in shaping Europe. This paper explores Ireland's set of dialogues which took place during 2018. Although event organisers in Ireland applied a relatively atypical and more systematic and participatory approach to their dialogues, evidence suggests that Irelands' dialogues were reminiscent of a public relations exercise which showcased the country's commitment to incorporating citizens into the debate on Europe while avoiding a deliberative design which could have strengthened the quality of public discourse and the quality of public recommendations. Due to an absence of elite political will for a deliberative process, as well as structural weaknesses in design, participants' recommendations lacked any clear and prescriptive direction which could shape Ireland's national position on the future of Europe in any constructive or meaningful way. In the middle of the twentieth century, when the European Union (EU) started to take shape, numerous European colonies – many with a significant Muslim population – gained independence. These two moments in history need to be read in relation to each other when thinking about "Islam in Europe". This paper engages in such a relational reading and shifts the analytical focus from "Islam" to "Europe", exploring the ways "EUrope" manifests itself in the city of Brussels. By combining a spatialized analysis of the European Quarter with the conceptual lens of the "palimpsest", I seek to offer a spatiotemporal framing that renders visible the material remains of imperial formations within the fabric of "EUrope". The paper further explores how these often unmarked layers configure EU-space as "white" and Christian, and impact the ways Muslim bodies navigate within the EU-fabric and create counterspaces. Inclusion of package leaflets in paper format is a legal requirement in European Union (EU), therefore the electronic package leaflet (ePL) is a relatively unknown phenomenon in medicinal products in Europe. Introduction of ePL only would be a more sustainable format of providing the product information than paper package leaflet. Furthermore, ePL would support health care professionals' comprehension of product use through electronic searchability and facilitate access to up-to-date product information in respective language used. It could also help us to tackle the availability issues and be a further step towards common packages. With this commentary, our aim is to review the ongoing ePL pilots in hospital settings in Europe and identify the benefits and challenges of ePL. Based on our review, there is a broad general support for the removal of paper package leaflets from hospital products. Packages without paper package leaflets are considered more sustainable due to savings in production and materials. Furthermore, ePL could be a facilitator for common packages in EU-countries with the benefit of reducing pharmaceutical waste and drug shortages. The most important benefit from both pharmaceutical industry and healthcare professionals' interest is that current and on-line updated product information is always electronically available, especially from drug safety perspective. This paper reviews the current problems and prospects to overcome circular water economy management challenges in European countries. The geopolitical paradigm of water, the water economy, water innovation, water management and regulation in Europe, environmental and safety concerns at water reuse, and technological solutions for water recovery are all covered in this review, which has been prepared in the frame of the COST ACTION (CA, 20133) FULLRECO4US, Working Group (WG) 4. With a Circular Economy approach to water recycling and recovery based on this COST Action, this review paper aims to develop novel, futuristic solutions to overcome the difficulties that the European Union (EU) is currently facing. The detailed review of the current environmental barriers and upcoming difficulties for water reuse in Europe with a Circular Economy vision is another distinctive aspect of this study. It is observed that the biggest challenge in using and recycling water from wastewater treatment plants is dealing with technical, social, political, and economic issues. For instance, geographical differences significantly affect technological problems, and it is effective in terms of social acceptance of the reuse of treated water. Local governmental organizations should support and encourage initiatives to expand water reuse, particularly for agricultural and industrial uses across all of Europe. Vaccination has been the most effective approach in the fight against COVID-19 pandemic. More than half of the world's population has been vaccinated and sufficient data is available to analyze the impact of COVID-19 vaccines around the globe. In this paper, we present a correlation analysis between administered vaccine doses and COVID-19 cases/deaths in Europe. The correlation analysis is performed considering different types of vaccinations, different age groups and different COVID-19 variants (including the prevalent Delta and Omicron variants). We present a detailed analysis for 30 European countries giving various insights such as efficacy of six different vaccines, effect of vaccinating different age groups and how the correlation evolves as different COVID-19 variants emerge. The European PreInstrumental earthquake CAtalogue EPICA (Rovida and Antonucci, 2021; https://doi.org/10.13127/epica.1.1) is the 1000-1899 seismic catalogue compiled for the European Seismic Hazard Model 2020 (ESHM20), an outcome of the project Seismology and Earthquake Engineering Research Infrastructure Alliance for Europe (SERA), in the framework of the European Union's Horizon 2020 research and innovation programme. EPICA is the update of the SHARE European Earthquake Catalogue SHEEC 1000-1899, with which it shares the main principles - mostly transparency, repeatability, and continent wide harmonization of data - as well as the compilation strategies and methods. The version 1.1 of EPICA contains 5703 earthquakes with either maximum intensity ≥5 or Mw ≥4.0, with a spatial coverage from the Atlantic Ocean to the west to 32°E in longitude, and from the Mediterranean Sea to northernmost Europe. EPICA relies upon the updated knowledge of European preinstrumental seismicity provided by the data gathered in the European Archive of Historical Earthquake Data AHEAD. Such data are both macroseismic intensity data supplied by descriptive historical seismological studies and online macroseismic databases, and parameters contained in regional catalogues. As done for the compilation of SHEEC 1000-1899, these datasets were thoroughly analysed in order to select the most representative of the knowledge of each earthquake, independently from national constraints. Selected intensity distributions are processed with three methods to determine location and magnitude based on the attenuation of macroseismic intensity and are combined with parameters harmonised from modern regional catalogues. This paper describes the compilation procedure of EPICA version 1.1, its input data, the assessment of the earthquake parameters and the resulting catalogue, which is finally compared with its previous version. In the present study, credible analytical and numerical models are developed in order to explain the apparent discrepancies in the ratios of static and dynamic deformation models for assessing the quality of mechanical efficiency of transport structures in Central Europe. Through of experience, authors specifically deal with the comparison of two commonly used methods: the dynamic load plate test, known as the lightweight dynamic test and the static plate load test. This paper presents the relevant correlation dependency of the most commonly used quantification characteristics in earthworks quality control. Their correlation was obtained by applying the static theory of impact to earthworks quality control, which allows for the application of several quality control methods, in line with other member states of the European Union, specifically with regard to constructions under various boundary conditions (climate, soil moisture of the specified layer). According to an analysis of the results of comparisons of static and dynamic load tests, analytical and numerical models of the subsoil formed by soils and uncemented structural materials, respectively, the linear calculation usually used in the conditions of Central Europe does not have universal validity. Although the previous conditions cannot be fully restored, beetle banks, grasslands and hedgerows can be well integrated into the agricultural policy of the European Union. With the growing energetic uncertainty surrounding Europe and calls for a swift reduction of the European dependence on fossil fuels, it is important to look for sustainable alternatives that could replace these in an accelerated timeframe. For this task, biofuels have an essential advantage over most other renewable energy sources, in that it can make use of much of the existing energy infrastructure. For this reason, it could play an important role in the transition to a sustainable and energetically independent Europe. The main focus of this study is to review and compare the important biofuel synthesis processes which are applicable to the European region and to evaluate the possible extent, benefits and drawbacks of their expanded usage in the European Union. Results suggest that certain biofuels could have a big positive impact; however, while current production can still be successfully increased, scaling it to its potential can prove problematic until newer biofuel technologies mature. In 2013 the European Citizens' Initiative (ECI) 'Right2Water' collected 1.9 million signatures across Europe against water privatization. It became the first ever successful ECI and has built a Europe-wide movement. Right2Water sought for Europe's legal enforcement of the Human Right to Water and Sanitation (HRWS) as a strategic political tool to challenge European Union market policies. The paper examines the ECI from a social movement perspective. To tackle the undeclared economy, an emergent literature has called for the dominant "rational economic actor" approach, which increases the sanctions and risk of detection, to be replaced and/or complemented by a "social actor" approach that fosters citizens' commitment to compliance. Reporting two waves of the Eurobarometer survey conducted in 2007 and 2013 across Europe, fixed-effects logistic regression analysis reveals that although both approaches reduce participation in undeclared work, the strength of the impact of deterrents on the likelihood of participation in undeclared work has weakened between 2007 and 2013, but has strengthened for vertical and horizontal trust. This paper delves into the potential impact of a changing climate on the energy performance of European buildings. Research aims to provide a comprehensive evaluation of current energy requirements focusing on the envelope, considering existing regulations in national policies. Energy simulations are conducted at 94 locations across the European Union to cover the climatic variability and Koppen climate classification. The research analyzes future climate scenarios for the years 2030, 2050, and 2070, using three different Representative Concentration Pathways (RCP 2.6, 4.5, 8.5). According to a comprehensive analysis of heating, cooling, and overall energy performance, climate plays a significant role in buildings' energy balance. In moderately cool climate countries, the demand for air conditioning is projected to decrease in the years ahead. Conversely, in countries with a warm climate, there is a projected increase in the overall energy demand. Consequently, a revision of current energy regulations should be a priority. Providing insights into the relation between building design, energy efficiency, and climate change, the research identifies policy adjustments to ensure buildings can effectively respond to changing climatic conditions. The importance of defining and establishing professional standards for Clinical Microbiology (CM) in Europe has long been highlighted, starting with the development of a European curriculum. The first European Curriculum in Medical Microbiology (MM) was adopted by the European Union of Medical Specialists (UEMS) council in 2017. This paper assesses how training programmes in CM in Europe align with the European curriculum, just under 5 years after its introduction, and reviews what methods of assessment are in use to assess the CM trainees' progress during training programmes. Using an internet-based platform, a questionnaire was circulated to the full, associate and observer members of the UEMS MM section. Information collected related to the structure, content and delivery of CM training in the participating countries, as well as methods of assessment used to evaluate training progress. Twenty-one countries responded, from a total of 30 countries invited to participate. All had a structured CM training programme, with a curriculum, dedicated trainers and a record of training activities. Fifteen countries require trainees to pass an exit examination, and over 60% of countries participate in continuous workplace-based assessment. Of the participating countries, 57% meet the European Training Requirements recommendation that duration of specialist training is 60 months. Regarding core competencies, all trainees gain experience in laboratory skills and infection prevention and control, but the emphasis on clinical management and antimicrobial stewardship is more varied across countries. The UEMS MM curriculum has been largely adopted by 21 countries within less than 5 years of ratification, which speaks optimistically to a future of standardized quality training across Europe. The introduction of a pilot European Examination in Clinical Microbiology in 2021 is the start of a pan-European assessment of the success of the implementation of this curriculum and the first step in quality assurance for CM training in Europe. Habitat loss from anthropogenic development has led to an unprecedented decline in global biodiversity. Protected areas (PAs) exist to counteract this degradation of ecosystems. In the European Union, the Natura 2000 (N2k) network is the basis for continent-wide conservation efforts. N2k is the world's largest coordinated network of protected areas. However, threats to ecosystems do not stop at the borders of PAs. As measured by a landscape fragmentation metric, anthropogenic development can affect the interiors of PAs. To ensure the long-term viability of the N2k network of PAs, this paper attempts to quantify the degree to which N2k sites are insulated from development pressures. We use a comprehensive dataset of effective mesh density (seff) to measure aggregate fragmentation inside and within a 5 km buffer surrounding N2k sites. Our results show a strong correlation (R² = 0.78) between fragmentation (seff) within and around N2k sites. This result applies to all biogeographical regions in Europe. Only a narrow majority (58.5%) of N2k sites are less fragmented than their surroundings. Remote and mountainous regions in northern Europe, the Alps, parts of Spain, and parts of eastern Europe show the lowest levels of fragmentation. These regions tend to hold the largest N2k sites as measured by area. In contrast, central and western Europe show the highest fragmentation levels within and around N2k sites. 24.5% of all N2k sites are classified as highly to very-highly fragmented. N2k PA age since initial protection does not correlate with the difference in exterior and interior fragmentation of N2k PAs. These results indicate that PAs in Europe are not sheltered from anthropogenic pressures leading to fragmentation. Hence, we argue that there is a high potential for improving PA efficacy by taking pre-emptive action against encroaching anthropogenic fragmentation and by targeting scarce financial resources where fragmentation pressures can be mitigated through enforced construction bans inside PAs. Starting from the bio-psycho-social concept developed by Petre Brânzei it is obvious that suicide has a complex motivation that combines genetic, psychological and social elements. The paper aims to analyze the social motivation in various countries of the European Union as the underlying mechanism triggering the suicidal gesture and especially the "trigger" factor that determines the transition to the act, are still unclear. It is most likely that important endocrine factors, possibly explaining the decrease in suicide rates in Europe from north to south, are involved. The food- and feed-value systems in the European Union are not protein self-sufficient. Despite their potential to improve the well-being of arable cropping systems, sufficient production of high-protein legume grains in Europe has not been achieved due to multiple barriers. The reasons are multiple and span economic, agronomic, research, and extension services, as well as aspects of culture and traditional dietary habits. Given the well-documented advantages of legume-supported production systems and diets, that include ecosystem and health provisions, acknowledging and promoting legumes as cornerstone species for more sustainable agri-food systems is a necessary and logical step. This paper provides an integrated analysis of case studies and current policies that shape the production and consumption of legumes in Europe. This study identified three key pathways, which can be integrated into sustainable farming systems to support current and future food security challenges via the use of legumes and legume-based products. The European Regional Focal Point for Animal Genetic Resources (ERFP), is the European regional platform of National Coordinators (NCs) supporting management of animal genetic resources (AnGR). To assess the performance of the ERFP platform/network and consider options for its further development, a survey was performed among NCs. Twenty-five NCs responded to the survey on the roles, values and future of the platform. The paper provides an analysis of the results of the survey, including a ERFP SWOT analysis. NCs indicated high value of the support of the ERFP in fulfilling their functions at the national level. They highlighted the well-established network and facilitated communication and collaboration among NCs and other AnGR experts in Europe. The NCs appreciated the efficient organizational structure of the ERFP (Working Groups, Task Forces, Ad hoc Actions), and the well-functioning Secretariat. Indicated weak points included discontinuity of NC positions in some countries, and low levels of activities in some countries. NCs saw new opportunities for ERFP development in the context of the EU policy and regulatory framework related to AnGR management, and in strengthening the role of the Secretariat. No immediate threats were identified, however potential future threats included insufficient financing and lack of continuity. Permanent grasslands cover 34% of the European Union's agricultural area and are vital for a wide variety of ecosystem services essential for our society. Over recent decades, the permanent grassland area has declined and land use change continues to threaten its extent. Simultaneously, the management intensity of permanent grasslands increased. We performed a systematic literature review on the multifunctionality of permanent grasslands in Europe, examining the effects of land use and management on 19 grassland ecosystem service indicators. Based on the evidence in 696 out of 70,456 screened papers, published since 1980, we found that both land use change and intensification of management decreased multifunctionality. In particular, preventing conversion of permanent grasslands to croplands secured the delivery of multiple ecosystem services. A lower management intensity was associated with benefits for biodiversity, climate regulation and water purification, but impacted the provision of high-quality animal feed. Increasing the number of species in the sward enhanced multifunctionality of permanent grassland without significant trade-offs such as losses in production. Our review covered many aspects of land use, management and ecosystem services, but we also identified areas with no or only few studies. The most prominent gaps were related to comparisons between permanent and temporary grasslands, and effects of management practices on the provision of cultural values, and on erosion and flood control. We suggest that, despite apparent changes in human dietary preferences, the protection of permanent grasslands in Europe must be prioritised. Energy communities (ECs), intended as collective action initiatives in the energy field involving citizens' participation, have been gaining relevance for the past decades as an alternative way to organize the energy chain to challenge the incumbent system. With Europe's recently adopted Clean Energy Package, ECs found a formal recognition by the European Union as potential actors of the transition of the energy system towards a wider and more decentralized use of renewable sources. Although the potential role of ECs in the transition is therefore hardly questionable, a thorough comprehension of the enabling factors that might foster their diffusion and scaling up is still lacking. Through a comparative analysis of the evolutionary trajectories in six EU countries regarding their energy systems, their regulatory frameworks and their historical evolution of ECs, namely through the example of cooperative models, this paper aims at providing some preliminary evidence about the factors and dynamics that seem to have played, and may play, a role in hampering or facilitating EC model diffusion. Attention is therefore specifically paid to three dimensions of analysis referring to: the energy mix and market structure; the institutional and policy landscape; the wider social attitudes towards environmental issues and cooperation among citizens. In addition to providing a wide comparison of different EU countries, the paper shows that the historical evolution pathways have to be carefully taken into account to understand what might trigger ECs exploitation in the EU. This may be due to the increasing deployment of train protection systems. This paper presents an analysis of fatal train accident rates and trends on Europe's main line railways from 1990–2019. It is a sequel to the paper Fatal train accidents on Europe's railways: 1980–2009 (Evans (2011), which covers the three decades 1980–2009. The present paper discards the data for the 1980s, but adds the data for 2010−2019. The data cover the 28 countries of the European Union as in 2019, together with Norway and Switzerland. The source of the recent data is largely the European Union Agency for Railways. The estimated overall trend in the number of fatal train collisions and derailments per train-kilometre was –5.6 % per year from 1990–2019, with a 95 % confidence interval of –7.1 % to -4.2 %. The estimated accident rate in 2019 was 0.85 fatal collisions or derailments per billion train-kilometres, which represents a fall of 78 % since 1990. This gives an estimated mean number of fatal accidents in Europe in 2019 of 3.89. The data and results for 2010−2019 closely match the extrapolation of the results for 1990−2009, so that in 2009 extrapolation would have given a good forward projection for 2019. By the same argument this paper gives a forward projection of the mean number of accidents in 2029 of 2.12, assuming no change in train-kilometres, or pro-rata changes with changes in train-kilometres. The paper investigates the causes of accidents. A notable finding is that the proportion of accidents caused by signals passed at danger (SPADs) fell from 40 % in 1990−1999 to 21 % in 2010−2019. This is probably due to the increasing deployment of train protection systems. The number of fatalities in individual accidents has a skew distribution: most accidents have a small number of fatalities, but a few have a large number. The overall observed number of fatalities per accident is 4.23, and there is no indication that this mean changes with time. This paper offers a detailed analysis of selected regulatory parameters used as instruments to promote efficiency with fairness for all stakeholders (in the legal sense of equity) in 5G spectrum auctions. Data were collected from sixteen auctions for the C-band that took place in the Member States of the European Union (EU) and in the United Kingdom (UK) between 2017 and 2020 for the introduction of the fifth generation (5G) of mobile communication technology. The selected instruments of intervention are: spectrum packaging, spectrum caps, set-asides, geographical scope of the license, license duration, various forms of license obligations, reserve prices and auction format. Significant differences were observed in national approaches to spectrum packaging, license obligations and reserve prices for efficiency purposes. Our analysis also shows that European national regulators are paying increasing attention to concerns over fairness of decisions on spectrum, or equity, especially by creating opportunities for local private networks to access the spectrum and by imposing requirements on network operators to guarantee more uniform population coverage of newly created 5G networks. • European C-band auctions for 5G are examined in terms of their contribution to spectrum efficiency and equity. • Significant differences were observed with respect to spectrum packaging, license obligations and reserve prices. • High reserve prices and inflexible spectrum packaging constitute essential new entry barriers. • To promote equity, auctions were designed to facilitate access to spectrum for vertical players. As part of the Human Biomonitoring for Europe (HBM4EU) initiative a human biomonitoring (HBM) survey is conducted in 21 countries. This survey builds on existing HBM capacity in Europe by aligning national or regional HBM studies. The survey targets 3 age groups (i) children aged 6-11 years, (ii) teenagers aged 12-19 years and (iii) young adults aged 20-39 years and includes a total of 9493 participants (3151 children, 2953 teenagers and 3389 young adults). Depending on the age group, internal exposure to phthalates and substitute Hexamoll® DINCH, brominated and organophosphorus flame retardants, per-/poly-fluorinated compounds, cadmium, bisphenols and/or polycyclic aromatic hydrocarbons are assessed. The main goal of the programme is to obtain quality controlled and comparable HBM data of exposure to chemicals, prioritized under HBM4EU, with European wide coverage to inform the development of environment and health policies.
