The building sector is responsible for nearly 40% of the total global direct and indirect CO2 emissions. Urban green infrastructure, which includes features such as urban trees, vegetation, green roofs, and green facades, are examples of nature-based solutions often employed as municipal climate mitigation and adaptation strategies. This approach offers a range of cost-effective strategies for reducing municipal CO2 emissions and presents compelling public policy co-benefits such as improved urban livability and enhanced environmental conditions. For municipalities to confidently deploy these solutions at a scale necessary to achieve climate benefits, acquiring knowledge of quantifiable and demonstrated outcomes is an essential requirement. The objectives of this paper are to (1) provide a comprehensive analysis of the advantages and limitations of nature-based solutions (NBS) to address the challenge of reducing CO2 emissions; (2) evaluate existing design guidelines and policies as may be available across Canada, and that that support the of implementation of NBS in urban agglomerations; (3) identify knowledge gaps and research needs to address challenges to the implementation of NBS. In this review, suggestions and requirements as presented in these documents are examined while giving due consideration to the scientific evidence available in research papers. It was found that the adoption of NBS can contribute to carbon neutral communities through reduced building energy consumption and carbon sequestration. Supportive guidelines and policies have been developed, or are in development, to promote the implementation of NBS at the city scale, despite challenges in assessing, quantitatively, their impact due to uncertainties in data, methods, and scale. The first people to suspect or know about someone involved in acts of violent extremism will often be those closest to them: their friends, family and community insiders. They are ideally placed to play particular roles: (a) to notice any changes or early warning signs that someone is considering violent action to harm others, and (b) to influence and facilitate vulnerable individuals to move away from violent extremist involvements. The willingness of those close to potential or suspected violent actors to come forward and share their knowledge and concerns with authorities is thus a critical element in efforts to prevent violent extremist action. This Canadian study replicates the focus and methodology of three previous Community Reporting Thresholds studies with an increased scope and sample size. Our findings highlight the ways in which Canadian community respondents framed their understanding of and engagement with reporting as intimate bystanders on someone close radicalising to violence in relation to three main domains: needs-based, rights-based and systems-based. This paper will explore what we have learned from data across three Canadian cities with a particular emphasis on how the domains of needs, rights and systems are conceptualized and enacted by Canadian respondents. On-demand transit (ODT) has been widely piloted in recent years by many transit agencies in response to changing travel behaviour and preferences among people. Some agencies have adopted ODT to replace underperforming bus routes, as part of a continuous service planning process while others incorporated it within network re-design. All these trends highlight the critical need for transit agencies to have guidance for incorporating ODT into transit network planning both at the strategic, tactical, and service planning levels. Thus, the purpose of this research is to provide a discussion of the key guiding principles to facilitate the development of transit networks with integrated on-demand and scheduled services. To achieve this goal, a thorough review of the states of practice and research was conducted. Findings from the practice review were also reinforced through ODT practitioners' engagement in Canada. This paper provides discussions on the service goals and objectives of an integrated network design and highlights the key planning requirements for developing integrated networks. At present, Canadian census tract boundaries are available in digital form for 1951 and at 5-year intervals for the 1976–2021 period; the 1956–66 census boundary files have not been digitized and associated data are not readily available for the pre-1971 period. This inhibits the mapping and analysis of neighbourhood change for a period of rapid urban and social transformation. To fill this gap, we digitized 1956–66 census tract boundaries from paper maps for all cities for which such data were disseminated. We adjusted 2006 boundaries to match georeferenced historical maps in concert with ancillary data, including topographic and cadastral maps. All decisions are documented in the files. Finally, printed profile tables for 1951 and 1956 were digitized for joining the boundary files. Purpose: The purpose of this empirical case study is to study and explain the role of public leadership in the expansion of municipal climate action in Canada. Design/methodology/approach: In 2017 and 2018, the authors conducted13 semi-directed interviews with municipal staff and elected officials from three municipalities, a documentary analysis of primary and secondary sources. Interviews and documentation collected were also coded using the software NVIVO 12. The authors compared three municipal case studies: the City of Toronto (Ontario), the City of Guelph (Ontario), and the Town of Bridgewater (Nova Scotia). Findings: The authors found that leadership is a prominent factor explaining the expansion of municipal climate action in Canada. Municipal climate action is initiated and championed by an individual, elected officials or municipal staff, who lead and engage in the development of policy instruments to mitigate and/or adapt to climate change. These leaders facilitate the formulation and implementation of instruments, encourage a paradigm shift within the municipality, overcome structural and behavioural barriers, and foster collaboration around a common vision. Optimal municipal climate leadership occurs when the leadership of elected officials and municipal is congruent, though networks play a significant role by amplifying municipal sustainability leadership. They support staff and elected officials leadership within municipalities, provide more information and funding to grow the capacity of municipalities to develop instruments, to the point that conditions under which municipalities are driving climate action are changing. Research limitations/implications: This paper hopes to contribute to better understand under what conditions municipalities drive change. Originality/value: There is an international scholarly recognition that municipalities should be further explored and considered important actors in the Canadian and international climate change governance. Gore (2010) and Robinson and Gore (2015) highlighted that we are yet to understand the extent to which municipalities are involved in climate governance in Canada. This paper examines how policymakers interpret and deploy cultural economy approaches within municipal economic development strategies and cultural plans. Focusing on the 33 largest municipalities in Ontario, Canada, we conduct a keyword analysis of 63 municipal planning documents, supplemented with key informant interviews with economic development and cultural planning staff. Our analysis reveals that the use of cultural economy approaches in economic development and cultural plans varies depending upon city size, municipal governance structure and municipal organizational structure. However, despite the widespread use of cultural economy ideas in planning documents, we conclude that its uptake in municipal policymaking fails to reflect its professional and scholarly popularity. Low-sloped roofs such as commercial and high-rise buildings in a dense urban area provide vast "unused" surfaces that can be used to manage storm-water and mitigate urban flooding. Storm-water Detention Assembly (SDA) known as "blue roof" exerts advanced drainage technologies and operational strategies to store-and-release storm-water during and after heavy rainfall events. SDA can reduce peak flow and decrease storm-water run-off volume. However, the SDA application is limited due to the lack of science-based regulatory requirements. This paper introduces SDA, summarizes the benefits and challenges of this system, reviews the existing code specifications on roofing drain systems, and documents the criteria to design and construct SDA. With this systematic approach, the missing links are identified that shall form code change request for possible inclusion in the National Building Code of Canada (NBCC) and National Plumping Code of Canada (NPC). In Canada, municipalities are involved in an increasing number of policy areas, but they remain largely absent from the nation's system of intergovernmental relations. Municipal representatives do not attend First Ministers' meetings that gather the Prime Minister and heads of each province and territory. They are also largely excluded from intergovernmental councils or committees focused on specific policy areas. Nor do they participate in the negotiation of most intergovernmental agreements. This paper explores how Canada's intergovernmental infrastructure could be reformed to include municipalities. It does so through an analysis of how other countries have made space for municipalities in their intergovernmental processes. After drawing five lessons from international experience, the paper concludes with four approaches to reforming intergovernmental relations in Canada: (1) ensure municipalities have the capacity, voice and structures to participate effectively in intergovernmental relations; (2) increase municipal involvement in provincial policy-making, including potentially through co-governed intergovernmental councils; (3) as far as possible, eliminate unfunded mandates (ie responsibilities devolved without adequate funding to discharge them) through, for example, provincial legislation or provincial-municipal intergovernmental agreements that require consultation on the fiscal impacts of draft legislation or regulation on municipalities; (4) strengthen trilateral (national/provincial/municipal) relations, including through location-specific or policy-specific agreements, and trilateral intergovernmental councils. Canada's immigration policy is regarded globally as a best practice model for selecting highly skilled migrants. Yet, upon arrival many immigrants face challenges integrating into employment. Where immigrants settle is one factor that has been shown to impact on employment integration. In Canada, regionalization policies have resulted in more immigrants settling in small to mid‐sized cities. It is important to understand how these local systems are organized to promote immigrant integration into employment. Using a systems approach, this paper presents a case study of immigrant employment in a mid‐sized city in Ontario, Canada. Through a document review and stakeholder interviews, a systems map was developed, and local perspectives were analyzed. Results demonstrate that in a mid‐sized city, few organizations play a large role in immigrant employment. The connections between these core organizations and the local labour market are complex. Any potential challenges to the system that interfere with these connections can cause a delay for newcomers seeking employment. As cities begin to experience growth driven by immigration, there is a need to ensure local services are not only available but also working effectively within the larger employment system. This paper examines the political history of the failed struggle to require companies to justify their plant closing decisions in Canada's industrial heartland of Ontario. Demands for the public review of plant closing decisions began, locally, in the auto town of Windsor in the 1950s and 1960s and reached Toronto with the closure of Dunlop Tire in 1970. Another wave of closures struck in 1980, this time reaching deep into rural and small-town Ontario as well as larger industrial towns and cities, generalizing concern. The resulting Select Committee on Plant Shutdowns and Employee Adjustment, created by the Ontario legislature, took it upon itself to conduct the kind of public review of recent closures that was long demanded. Due to the strength of the political opposition to any interference with management rights, it was essential that proponents could point to precedents in Western Europe. Trade unionists also grounded their argument in favour of government regulation in the moral economy idea that long-service workers accrued a proprietary right to their jobs. [ABSTRACT FROM AUTHOR]

This study presents the first nationwide spatial assessment of flood risk to identify social vulnerability and flood exposure hotspots that support policies aimed at protecting high‐risk populations and geographical regions of Canada. The study used a national‐scale flood hazard dataset (pluvial, fluvial, and coastal) to estimate a 1‐in‐100‐year flood exposure of all residential properties across 5721 census tracts. Residential flood exposure data were spatially integrated with a census‐based multidimensional social vulnerability index (SoVI) that included demographic, racial/ethnic, and socioeconomic indicators influencing vulnerability. Using Bivariate Local Indicators of Spatial Association (BiLISA) cluster maps, the study identified geographic concentration of flood risk hotspots where high vulnerability coincided with high flood exposure. The results revealed considerable spatial variations in tract‐level social vulnerability and flood exposure. Flood risk hotspots belonged to 410 census tracts, 21 census metropolitan areas, and eight provinces comprising about 1.7 million of the total population and 51% of half‐a‐million residential properties in Canada. Results identify populations and the geographic regions near the core and dense urban areas predominantly occupying those hotspots. Recognizing priority locations is critically important for government interventions and risk mitigation initiatives considering socio‐physical aspects of vulnerability to flooding. Findings reinforce a better understanding of geographic flood‐disadvantaged neighborhoods across Canada, where interventions are required to target preparedness, response, and recovery resources that foster socially just flood management strategies. This municipality invested in an innovative and timely multi-community collaboration for broadband internet services delivery, involving some four municipalities and five First Nations - a collaborative approach celebrated in the annals of rural development (e.g., Beattie & Annis, [4]; Korsching et al., [43]), and currently being rearticulated in so-called New Regionalism (Daniels et al., [15]). And if the senior government subscribes to moving its constitutionally corralled local government mandate more and more toward "community government" (Douglas, [19]; Tindal, [69]), then the principle of subsidiarity, and the requisites of devolution, endogeneity, and increased self-government, will be the guiding lights here. A further contrast is with the Netherlands where the status of local government in a highly decentralized country is evidenced by the fact that the personnel resources employed by local government are some 60% higher than the entire national government (VNG, [73]). This trajectory has taken us from a thoroughgoing colonial enterprise facilitating the agendas of European geopolitical and mercantile interests relating to resources exploitation, settlement, and the secure reproduction of power structures, via a colonial government, and then the Federal and Provincial governments, through to the post-war maturation of a more independent welfare state and the rapid urbanization of Canadian society, on to today's conditions in a highly globalized, technologically driven world. The founding role of these municipalities, as a provincially sanctioned agency to provide services to property, such as roads maintenance and water and sewage services has, for most municipalities, been transformed to a locally responsible government that is now expected to deliver a diverse range of services to people, community organizations, local businesses, international industrial corporations, and others. Green gentrification implicates urban greening as a driver of neighbourhood 'upgrading' and subsequent displacement. However, it is unclear whether the concept resonates with, or supports the work of, those responsible for much of the greening occurring in cities – urban green planners/practitioners. We interviewed 33 planners/practitioners in Canada to refine our understanding of the relationships between urban greening and gentrification. We found that greening is closely tied to development, with funding/space for greening often provided through development requirements/incentives. Thus, rather than greening causing gentrification (as described in current literature), here greening is often a requirement and direct outcome of new development – contributing to what we describe as a broader greening of the gentrification process that is facilitated by various political-economic factors. Many interviewees stated that their current work focuses on addressing existing inequities rather than strategizing to limit future gentrification. However, they had mixed opinions about whether knowledge of green gentrification as a concept can help them promote equitable urban greening due to their lack of power over where/how urban greening occurs, along with the finding that greening is not causing gentrification. The uneven power dynamics between urban green practitioners/planners, developers, and elected officials also influenced views on whether gentrification is an intended outcome of greening. We conclude that relying on new development to provide urban greening is antithetical to addressing existing green inequities and is likely to exacerbate inequities through associating greening with gentrification. Recent measures to improve housing affordability (i.e. the removal of developer greening requirements) will disrupt the current development-greening relationship but are unlikely to address the issue of inequitable greening. Increased and ongoing collaboration between those working in urban greening, housing, and planning is paramount and should focus on affordability and equity across urban systems – attending to the interplay between greening, housing, affordability, and sustainability. Background An extensive literature documents substantial variations in life expectancy (LE) between countries and at various levels of subnational geography. These variations in LE are significantly correlated with socioeconomic covariates, though no analyses have been produced at the finest feasible census tract (CT) level of geographic disaggregation in Canada or designed to compare Canada with the United States. Data and methods Abridged life tables for each CT where robust estimates were feasible were estimated comparably with U.S. data. Cross-tabulations and graphical visualizations are used to explore patterns of LE across Canada, for Canada's 15 largest cities, and for the 6 largest U.S. cities. Results LE varies by as much as two decades across CTs in both countries' largest cities. There are notable differences in the strength of associations with socioeconomic status (SES) factors across Canada's largest cities, though these associations with income-poverty rates are noticeably weaker for Canada's largest cities than for the United States' largest cities. Interpretation Small area geographic variations in LE signal major health inequalities. The association of CT-level LE with SES factors supports and extends similar findings across many studies. The variability in these associations within Canada and compared with those in the United States reinforces the importance for population health of better understanding differences in social structures and public policies not only at the national and provincial or state levels, but also within municipalities to better inform interventions to ameliorate health inequalities. Background: The COVID-19 pandemic had a disproportionate impact on the health and wellbeing of people who use drugs (PWUD) in Canada. However less is known about jurisdictional commonalities and differences in COVID-19 exposure and impacts of pandemic-related restrictions on competing health and social risks among PWUD living in large urban centres. Methods: Between May 2020 and March 2021, leveraging infrastructure from ongoing cohorts of PWUD, we surveyed 1,025 participants from Vancouver (n = 640), Toronto (n = 158), and Montreal (n = 227), Canada to describe the impacts of pandemic-related restrictions on basic, health, and harm reduction needs. Results: Among participants, awareness of COVID-19 protective measures was high; however, between 10 and 24% of participants in each city-specific sample reported being unable to self-isolate. Overall, 3–19% of participants reported experiencing homelessness after the onset of the pandemic, while 20–41% reported that they went hungry more often than usual. Furthermore, 8–33% of participants reported experiencing an overdose during the pandemic, though most indicated no change in overdose frequency compared the pre-pandemic period. Most participants receiving opioid agonist therapy in the past six months reported treatment continuity during the pandemic (87–93%), however, 32% and 22% of participants in Toronto and Montreal reported missing doses due to service disruptions. There were some reports of difficulty accessing supervised consumption sites in all three sites, and drug checking services in Vancouver. Conclusion: Findings suggest PWUD in Canada experienced difficulties meeting essential needs and accessing some harm reduction services during the COVID-19 pandemic. Resolving urban land claims is an important facet of enacting sovereignty in cities and is occurring in the cities of settler states like Canada, Australia, and New Zealand. The creation of urban reserves is an important means by which First Nations in Canadian cities, especially on the Prairies, are settling outstanding land claims. Findings from interviews with key informants on the urban reserve creation process in Saskatchewan, Canada’s two largest cities, shows urban reserves as liminal spaces in dynamic tension between self-determination, jurisdiction, economic development, and colonial processes of property stipulation, government relations, and approval. This policy area can be enhanced at each stage of the process and offers a pathway toward active treaty relationships in cities. [ABSTRACT FROM AUTHOR]

Plastic pollution is a global problem and many countries are strengthening their regulations to mitigate the related environmental degradation and health risks and to support the development and deployment of circular economy for various types of plastics. As Canada also develops its strategy for regulating single-use plastic as one element of the plastic pollution, aligned federal and provincial policies are essential. This study presents an analysis of existing and emerging policies to provide guidance on Canada's future regulations. Qualitative and quantitative data regarding plastic regulations were gathered from similar countries including Australia, the United Kingdom, the European Union, the United States and relevant scientific articles. Analysis was also conducted of current Canadian regulations that both impact and guide the path for plastic regulation, international examples provided guidance for future Canadian regulations. The analysis found that there is a need for public education on the gravity of plastic pollution to gain their support; for establishing pioneering provinces or cities in plastic regulations to learn from and provide other cities with support; and to start with banning items with available alternatives, to be followed by phasing out other items that are more difficult to replace. The study also showed potential areas of improvement in impact data. The need for reliable regulatory performance data against a baseline scenario; consistency in methodology; and proper scoping to reduce the risk of displacement or exclusivity in policy were identified. As more cities implement cycling infrastructure, there is a growing need to both learn best practices from other places through a detailed understanding of the lived and embodied experiences of cycling. However, this is rarely the case. On the one hand, planners and policymakers rely on incomplete (quantitative) data and policy tours that are unable to document the full extent of cycling or how it is experienced. While recent studies have expanded to include qualitative methods, they are predominantly conducted in one place, limiting our ability to draw international comparisons. The Netherlands is a popular destination for such tours and is generally regarded as one of the best places in the world for cycling. But what about people who, for a variety of reasons, have lived in different countries? Their knowledge, experiences and reflections on cycling are rarely featured in planning. To redress this, we interviewed participants who have international experience, capturing beyond aspects of policy tourism, illuminating how: (1) mixed land-use patterns, (2) incentivizing cycling as a mode choice, and (3) cycle networks and safety are vital to cycling participation. Recent studies have identified inequality in the distribution of air pollution attributable health impacts, but to our knowledge this has not been examined in Canadian cities. We evaluated the extent and sources of inequality in air pollution attributable mortality at the census tract (CT) level in seven of Canada's largest cities. We first regressed fine particulate matter (PM2.5) and nitrogen dioxide (NO2) attributable mortality against the neighborhood (CT) level prevalence of age 65 and older, low income, low educational attainment, and identification as an Indigenous (First Nations, Métis, Inuit) or Black person, accounting for spatial autocorrelation. We next examined the distribution of baseline mortality rates, PM2.5 and NO2 concentrations, and attributable mortality by neighborhood (CT) level prevalence of these characteristics, calculating the concentration index, Atkinson index, and Gini coefficient. Finally, we conducted a counterfactual analysis of the impact of reducing baseline mortality rates and air pollution concentrations on inequality in air pollution attributable mortality. Regression results indicated that CTs with a higher prevalence of low income and Indigenous identity had significantly higher air pollution attributable mortality. Concentration index, Atkinson index, and Gini coefficient values revealed different degrees of inequality among the cities. Counterfactual analysis indicated that inequality in air pollution attributable mortality tended to be driven more by baseline mortality inequalities than exposure inequalities. Reducing inequality in air pollution attributable mortality requires reducing disparities in both baseline mortality and air pollution exposure. During a time of rapid urban growth and development, it is becoming ever more important to monitor the carbon fluxes of our cities. Unlike Canada's commercially managed forests that have a long history of inventory and modelling tools, there is both a lack of coordinated data and considerable uncertainty on assessment procedures for urban forest carbon. Nonetheless, independent studies have been carried out across Canada. To improve upon Canada's federal government reporting on carbon storage and sequestration by urban forests, this study builds on existing data to develop an updated assessment of carbon storage and sequestration for Canada's urban forests. Using canopy cover estimates derived from ortho-imagery and satellite imagery ranging from 2008 to 2012 and field-based urban forest inventory and assessment data from 16 Canadian cities and one US city, this study found that Canadian urban forests store approximately 27,297.8 kt C (− 37%, + 45%) in above and belowground biomass and sequester approximately 1497.7 kt C year−1 (− 26%, + 28%). In comparison with the previous national assessment of urban forest carbon, this study suggested that in urban areas carbon storage has been overestimated and carbon sequestration has been underestimated. Maximizing urban forest carbon sinks will contribute to Canada's mitigation efforts and, while being a smaller carbon sink compared to commercial forests, will also provide important ecosystem services and co-benefits to approximately 83% of Canadian people. The goals of promoting diversity, equity and inclusion have gained currency in planning practice, and institutions are increasingly expected to address structural inequalities related to race, ethnicity and other forms of marginalization. This article examines how six Canadian municipalities have adapted their parks, recreation and culture strategic plans, policies, programs and services in response to international migration and racial diversity. The analysis of official documents and interviews with municipal officials and community representatives reveals that municipalities have adopted de facto multicultural planning practices aligned with the state paradigm of immigrant integration and national identity, even when the term "multiculturalism" is rarely employed in official discourse. They have also incorporated some aspects of mainstreaming into the planning repertoire. Until recently, homelessness in Canada was largely considered to be an urban phenomenon. This assumption has been reinforced by homelessness interventions that primarily focus on urban areas. The past decade has seen a steady increase in research and reports on rural homelessness, using primarily qualitative methods. Recently, there have been some efforts to develop enumeration methods to measure and describe the scale and scope of rural homelessness. These enumerations have resulted in unprecedented availability of quantitative data on the number and characteristics of people experiencing homelessness in rural Canada. In this article we report on research which collected and analyzed data from Canadian rural homelessness enumerations. Significantly, these reports show per capita rates of homelessness in rural communities that are higher than those seen in Canada's largest urban centres. These enumeration reports also show that a significant percentage of persons experiencing homelessness (PEH) in rural Canada are unsheltered and fall into the category of absolute homelessness. This research provides a snapshot of rural homelessness that is contrary to the dominant narrative of predominately "hidden homelessness" in rural communities. We suggest adjustments to policy and funding of homelessness programs that consider this evolving knowledge about the scale and scope of homelessness in rural Canada. [ABSTRACT FROM AUTHOR]

Introduction: Sex differences exist in children’s obesity rates, dietary patterns and television viewing. Television continues to be a source of unhealthy food advertising exposure to children in Canada. Our objective was to examine sex differences in food advertising exposure in children aged 2 to 17 years across four Canadian Englishlanguage markets. Methods: We licensed 24-hour television advertising data from the company Numerator for January through December 2019, in four cities (Vancouver, Calgary, Montréal and Toronto) across Canada. Child food advertising exposure overall, by food category, television station, Health Canada’s proposed nutrient profiling model, and marketing techniques were examined on the 10 most popular television stations among children and compared by sex. Advertising exposure was estimated using gross rating points, and sex differences were described using relative and absolute differences. Results: Both male and female children were exposed to an elevated level of unhealthy food advertising and a plethora of marketing techniques across all four cities. Differences between sexes were evident between and within cities. Compared to females, males in Vancouver and Montréal viewed respectively 24.7% and 24.0% more unhealthy food ads/person/year and were exposed to 90.2 and 133.4 more calls to action, 93.3 and 97.8 more health appeals, and 88.4 and 81.0 more products that appeal to children. Conclusion: Television is a significant source of children’s exposure to food advertising, with clear sex differences. Background: The adulteration of the illicit drug supply with fentanyl and its analogues is driving the ongoing overdose crisis in North America. While various harm reduction interventions address overdose-related risks, there is growing interest in safer supply programs, including the MySafe Project which utilizes a biometric dispensing machine that provides pharmaceutical opioid alternatives to the toxic drug supply. However, the experiences and perspectives of professional community partners on program implementation remain unexplored. This study aims to examine professional community partner perspectives on the feasibility, as well as barriers and facilitators to the implementation of the MySafe program. Methods: Semi-structured qualitative interviews were conducted with 17 professional community partners involved in program implementation across four pilot locations in Canada. Thematic analysis of interviews focused on perspectives on safer supply, barriers and facilitators faced during program implementation, and recommendations to inform future scale-up of low-barrier safer supply models across Canada. Results: Participants identified a variety of barriers, including the dependence on clinician buy-in, coupled with regulatory and logistical constraints. In addition, some participants perceived hydromorphone to be an inadequate substitute to the increasingly toxic street opioid supply. Lastly, technical difficulties were described as barriers to service uptake and delivery. Conversely, having political and community buy-in, availability of wrap-around services, and collaborative communication from the MySafe team served as facilitators to program implementation. Though community partners preferred establishing MySafe machines into existing community organizations, they also discussed benefits of housing-based MySafe programs. The potential role of this program in mid-sized to rural cities was also emphasized. Conclusions: To address the overdose crisis, there is an urgent need to implement and evaluate novel solutions that address supply drivers of crisis. Community partner-informed research plays an integral role in ensuring program acceptability and proper implementation. Our findings identify current gaps and facilitators underlying the efficacy of one such model, together with future directions for improvement. Participant recommendations included a diversification of medications offered and types of locations for MySafe programs, a streamlined national approach to prescribing guidelines coupled with more robust training for healthcare professionals, and an emphasis on service delivery within an integrated services model. Our findings underscore a potential gap between the goals of healthcare providers in ensuring comprehensive care and the necessity for low-barrier models such as MySafe that can function both within and outside of integrated service models. Background: Physical Literacy (PL) is a synthesis construct that ties together movement competencies with affective, motivational, and knowledge-based elements. It is considered foundational to the development of physical activity-related outcomes. Many diverse organizations and programs have embraced the concept and are implementing programs targeting each of those core elements. However, research has lagged behind its interest and adoption. Among the more prominent gaps is the design and evaluation of programs that aim to increase PL within special populations such as new immigrants or refugee youth. Methods: The Immigrant-focused Physical Literacy for Youth (IPLAY) program is a co-developed evidence-informed 8-week PL program designed for new immigrant and refugee youths who have recently settled in Calgary, Alberta, Canada. This study aims to use a convergent parallel mixed-methods approach to collect, analyse, and interpret quantitative and qualitative data in the evaluation and iteration of the IPLAY program. Discussion: PL programs can be used as a tool to build confidence and physical competencies among newcomer youth. Furthermore, academic-community collaborations in the design and delivery of PL programs can help improve the access and interest for PL programs among newcomer youth. Stormwater quality management is essential for the protection of aquatic life of receiving waterbodies. This study presents a unique case study, whereby a stormwater management model (SWMM) was developed to assess the performances of street sweeping and infiltration trenches to reduce total suspended solids (TSS) loads in the Town of Jasper located in Jasper National Park, AB, Canada. Two catchment models were developed for the Town using long-term meteorological data, as well as watershed and drainage system data provided by the Municipality of Jasper. The quality parameters were calibrated so that TSS loads at the outfalls were within a 20% error of monitoring data. The performance of proposed best management practices was assessed using single-event and continuous data simulations. The results indicated that a combined sweeping/trench control scenario would generate the highest TSS removal efficiency of up to 51%. [ABSTRACT FROM AUTHOR]

Model intercomparison studies are carried out to test and compare the simulated outputs of various model setups over the same study domain. The Great Lakes region is such a domain of high public interest as it not only resembles a challenging region to model with its transboundary location, strong lake effects, and regions of strong human impact but is also one of the most densely populated areas in the USA and Canada. This study brought together a wide range of researchers setting up their models of choice in a highly standardized experimental setup using the same geophysical datasets, forcings, common routing product, and locations of performance evaluation across the 1 ×106 km 2 study domain. The study comprises 13 models covering a wide range of model types from machine-learning-based, basin-wise, subbasin-based, and gridded models that are either locally or globally calibrated or calibrated for one of each of the six predefined regions of the watershed. Unlike most hydrologically focused model intercomparisons, this study not only compares models regarding their capability to simulate streamflow (Q) but also evaluates the quality of simulated actual evapotranspiration (AET), surface soil moisture (SSM), and snow water equivalent (SWE). The latter three outputs are compared against gridded reference datasets. The comparisons are performed in two ways – either by aggregating model outputs and the reference to basin level or by regridding all model outputs to the reference grid and comparing the model simulations at each grid-cell. The main results of this study are as follows: The comparison of models regarding streamflow reveals the superior quality of the machine-learning-based model in the performance of all experiments; even for the most challenging spatiotemporal validation, the machine learning (ML) model outperforms any other physically based model. While the locally calibrated models lead to good performance in calibration and temporal validation (even outperforming several regionally calibrated models), they lose performance when they are transferred to locations that the model has not been calibrated on. This is likely to be improved with more advanced strategies to transfer these models in space. The regionally calibrated models – while losing less performance in spatial and spatiotemporal validation than locally calibrated models – exhibit low performances in highly regulated and urban areas and agricultural regions in the USA. Comparisons of additional model outputs (AET, SSM, and SWE) against gridded reference datasets show that aggregating model outputs and the reference dataset to the basin scale can lead to different conclusions than a comparison at the native grid scale. The latter is deemed preferable, especially for variables with large spatial variability such as SWE. A multi-objective-based analysis of the model performances across all variables (Q , AET, SSM, and SWE) reveals overall well-performing locally calibrated models (i.e., HYMOD2-lumped) and regionally calibrated models (i.e., MESH-SVS-Raven and GEM-Hydro-Watroute) due to varying reasons. The machine-learning-based model was not included here as it is not set up to simulate AET, SSM, and SWE. Canada is warming at double the rate of the global average caused in part to a fast-growing population and large land transformations, where urban surfaces contribute significantly to the urban heat island (UHI) phenomenon. The federal government released the strengthened climate plan in 2020, which emphasizes using nature-based solutions (NBSs) to combat the effects of UHI phenomenon. Here, the effects of two NBSs techniques are reviewed and analysed: increasing surface greenery/vegetation (ISG) and increasing surface reflectivity (ISR). Policymakers have the challenge of selecting appropriate NBSs to meet a wide range of objectives within the urban environment and Canadian-specific knowledge of how NBSs can perform at various scales is lacking. As such, this state-of-the-art review intends to provide a snapshot of the current understanding of the benefits and risks associated with the implantation of NBSs in urban spaces as well as a review of the current techniques used to model, and evaluate the potential effectiveness of UHI under evolving climate conditions. Thus, if NBSs are to be adopted to mitigate UHI effects and extreme summertime temperatures in Canadian municipalities, an integrated, comprehensive analysis of their contributions is needed. Several highly publicized incidents have drawn the public's attention to the problem of rural crime in Canada, and this focus is appropriate given that rates of rural crime in most provinces are higher than in urban areas. This study reports the results of an examination of urban and rural residents' perceptions of the police in Saskatchewan, Canada. Controlling for their socio-demographic characteristics, prior victimization, perceptions of crime, and contact with the police, the results of 1,791 phone surveys reveal that rural residents are less likely than their urban counterparts to indicate their police do a good job of enforcing the laws, promptly responding to calls for service, providing them with crime prevention information, ensuring their safety, or cooperating with them to address their concerns. We also found that both urban and rural residents who felt their communities were unsafe or neutral (neither safe nor unsafe) were less likely to indicate the police did a good job in all the seven categories of police performance examined in this research. Age-friendly cities are crucial to achieve the WHO goal of healthy aging. Such cities promote opportunities for health, participation, and security, thus enhancing quality of life as people age. Older people commonly experience psychosocial challenges such as anxiety, depression, substance abuse, loss of autonomy, grief, fear, and loneliness. Australian and Canadian cities continue to seek innovation to improve healthy urban aging and create more age-friendly environments for older adults. There is increasing evidence on the effectiveness and feasibility of mobile technology in health promotion and closing psychological treatment gaps. Older adults have been demonstrated to engage frequently with mobile devices, particularly text messaging. Canada is not immune to the dramatic economic changes that are transforming society in other industrialized countries, where once-thriving factory and resource towns are dying, while educated knowledge workers in more cosmopolitan centres prosper. Where this growing inequality between communities and social classes takes root, worrisome social and political developments can develop, such as the polarization occurring in the U.S. and parts of Europe. Canada's 10 largest cities have been the primary driver of economic growth in recent years, and Canada is unusual in the degree to which its population is concentrated in a relatively small number of cities. To date, Canada's largest cities have been doing well and Canada has not so far seen the contrast so evident in the United States between highly successful cities and large cities in decline, such as Detroit and Cleveland. However, a ranking of national cities using "vitality" scores highlights a growing inequality between Canada's largest cities and its midsize and smaller cities. In many communities in the Atlantic region, in Quebec beyond its two major cities, and in the northern regions of B.C. and Ontario, harder times may lie ahead. Their populations are stagnating, their employment rates for people of prime working age are distressingly low, and their proportion of lowincome families is high. Urban decline can lead to further poverty, significant population aging and more pressure on higher levels of government to provide services that these communities can no longer afford. The strength of cities primarily revolves today around human capital and the ability of a community to develop or attract a highly skilled labour force. If Canada is to avoid a future where just a few cities are economic and demographic "winners" and the rest are "losers," policy-makers will need to consider how to help keep midsized cities from being increasingly left behind, whether that be through diversifying immigration patterns, targeted investment outside large urban areas, or other approaches. The pandemic, which has led some employers to rethink the need to keep workers in expensive big-city downtown offices, could create new opportunities to reinvigorate smaller, lower-cost centres. However, without a change in the pattern of divergence between Canada's dynamic cities and the rest, the societal and political strife that has unfolded elsewhere could someday happen here.
