This paper describes a human-centered design approach to investigate unmet adolescent sexual health wants and needs among youth of color in low-income and rural communities in Texas, North Carolina, and Connecticut (n = 149). The approach involved gathering qualitative data through in-depth interviews and other human-centered design activities between April 2016 and August 2016. Data were analyzed using thematic content analysis after each round of data collection. Themes were triangulated across multiple data sources to identify key insights. Results highlighted several important unmet wants and needs. Participants shared that schools were not the preferred place to learn about sexual health and healthy relationships, due to uncomfortable and sometimes even hostile environments. When discussing the potential to use internet- and technology-based sexual health resources, participants expressed concerns over privacy, safety, and credibility of information available. Similarly, participants preferred mobile apps over websites due to the privacy of the experience. Most importantly, key emotions impacting adolescents' access to and use of sexual health resources were identified. Results indicated a preference for consuming story-based information in a text message format that described diverse experiences related to sexual health topics. Together, these findings led to the development of an innovative, mobile health intervention for adolescents, the Real Talk mobile app. This human-centered approach can support researchers and practitioners in strengthening intervention development efforts to improve the reach, adoption, and implementation of sexual health interventions. During this time, educators find themselves facing unintended responsibilities like operating on the front lines of providing social-emotional support for their students. Researchers conducted 115 interviews with educators impacted by Hurricanes Harvey and Matthew in Texas and North Carolina to assess their mental health and their school's role in returning to normal. Findings suggest that emergency plans often did not take into account the social-emotional factors of recovery. Purpose: The purpose of this paper is to identify and describe the long-term impacts of hurricanes on schools and discuss approaches to improving recovery efforts. Design/methodology/approach: Interviews with 20 school districts in Texas and North Carolina after Hurricanes Harvey (2017) and Matthew (2016). In total, 115 interviews were conducted with teachers, principals, district superintendents and representatives from state education agencies. Interview questions focused on the impact of storms and strategies for recovery. Findings: The authors uncovered three long-term impacts of hurricanes on schools: (1) constrained instructional time, (2) increased social-emotional needs and (3) the need to support educators. Research limitations/implications: This paper focuses on two storms, in two states, in two successive years. Data collection occurred in Texas, one academic year after the storm. As compared to the North Carolina, data collection occurred almost two academic years after the storm. Practical implications: This paper illuminates strategies for stakeholders to implement and expedite hurricane recovery through; (1) updating curricula plans, (2) providing long-term counselors and (3) supporting educators in and out of school. Originality/value: To date, very few studies have explored the ways in which schools face long-term impacts following a disaster. This paper provides insight to the challenges that prolong the impacts of disasters and impede recovery in schools. With hurricanes and related disasters continuing to affect schooling communities, more research is needed to identify the best ways to support schools, months to years after an event. The purpose of this work is to examine the immediate impacts of hurricanes on schools and document the competing priorities faced by educators as they return to their educational mission of serving students and assisting with communal recovery. The research team conducted 115 interviews with educators across 20 school districts after Hurricane Matthew in North Carolina and Hurricane Harvey in Texas. After the hurricanes, respondents described disruptions in the form of operational, personal, and displacement. Educators adapted to their shifting responsibilities by taking on new roles in managing school property, volunteering in the community, and managing relief efforts. This paper addresses a gap in the literature on the immediate impacts of hurricanes on schools by studying two storms in different states, which enables more transferable conclusions to be drawn than in prior studies. When helping schools make disaster plans, educators and emergency planners should address the anticipated disruptions, account for shifting responsibilities, and enable clear communication during the disaster and recovery process. This paper examines the perspectives of Jamaican teachers on performance-based evaluation as a mode of compensation for Jamaican teachers. The paper is written against the backdrop of continued unsatisfactory results of the Jamaican Education System. In 2015, having completed inspections of all 953 public schools, the National Education Inspectorate (NEI) found that 55% of schools were performing unsatisfactorily. The study found, among other things, that approximately two-thirds of teachers agree or strongly agree that the performance of teachers and schools can be objectively evaluated. However, only approximately one-third held the view that the performance of the school could be the subject of performance-based compensation. The findings of the study suggest that there is a gap between teachers' belief in the objectivity of the performance evaluation system and their readiness and willingness to embrace the idea of being held contractually responsible for the results realized and to be compensated accordingly. This finding points to the need for further dialogue between policy makers and practitioners on the issue of how to improve educational outcomes. The study recommends that the major players in the education system--the Ministry of Education, the Unions representing teachers, and the University community, among others, convene a series of sessions to discuss the unsatisfactory outputs of the education system and develop strategies to improve both teacher and student performance and accountability. The study proposes that one of the strategies which may be considered is a performance-based payment system.

Educational approaches in structural engineering have focused on classical methods for solving problems with manual calculations through assignments, quizzes, and exams. The use of computational software to apply the learned knowledge has been ignored for decades. This paper describes an educational approach to tackle the lack of applicable practical exercises in the structural engineering class "CE 506-Prestressed Concrete" at a university in the western United States during the spring of 2017. The class was designed to provide students with the theoretical concepts of prestressed concrete and the ability to interpret applicable design codes. In their project, students continued to build this knowledge by designing a prestressed bridge superstructure according to a unique state design manual. Students prepared a literature review of their selected state in the U.S.A. and used commercial software to perform an analysis and design of their bridge. Additionally, students were asked to backcheck their design using theoretical methods through manual calculations. By the end of the class, students presented their projects in a head-to-head presentation format, to contrast the differences between their designs in a competitive style. This paper summarizes the class structure, the outcome of the design project, and recommendations for future applications of computer technology in structural engineering education.

The Pell Grant is the foundational need-based student aid program in the United States, providing students of lower socio-economic status a pathway to afford college costs and educational expenses. Currently, over one-third of all U.S. undergraduate students receive Pell. This paper examines federal Pell assistance and institutional costs for students at the 38 publicly controlled regional Historically Black Colleges and Universities (HBCUs), which serve high average percentages of low-income students and students of color. By deploying the University of Alabama Education Policy Center's new Mission-Driven Classification System to enrollment, tuition and fees, and other costs metrics along with federal Pell and student loan data from the Integrated Postsecondary Education Data System (IPEDS), a more direct apples-to-apples comparison of the 38 public regional HBCUs to the 182 public regional non-HBCU in the same 19 southern states, is revealed, as are comparisons to the universe of 461 public regional universities nationally. This paper finds that America's most financially disadvantaged students rely on Pell Grants to alleviate financial constraints at public regional HBCUs, where 55 percent of students are Pell recipients, a rate 24 percent higher than their non-HBCU counterparts. Moreover, the data underscore an opportunity for Congress to construct a meaningful federal role in higher education by providing stable and sustainable funding for the Pell Grant program.

This paper presents the results of a nationwide survey of educators for grades 6-12 who specialize in family and consumer sciences education (N=380). The paper examines teacher reports about their self-efficacy in online learning during the switch to off-campus instruction. Data revealed that district communication to teachers indicating that they were doing a good job and teachers having had prior online interactions with students were significantly related to the teachers' positive perceptions of self-efficacy.

Compared to all other options, homeschooling provides parents with the most control over their children's educational experiences. The COVID-19 pandemic led to a surge in the U.S. homeschool population. Black families had the largest increase in home educators from 3.3% to 16.1% between April 2020 and October 2020. The emerging literature on Black home education has focused almost entirely on urban areas. This paper presents findings from a pilot study designed to begin to address the omission of rural setting representation in Black home education research literature. This qualitative study employed conceptual frameworks that value Black women's ways of knowing (e.g., Black Feminist Theory, Endarkened Feminist Epistemologies, and Critical Race Theory) to emphasize the role of participating mothers who represented a single-parent household or a household where the mother maintained primary responsibility for the home education of children.

A review of the literature on corporate governance serves to demonstrate the applicability of many governance solutions to the university setting. Based on a review of university scandals, most of which are recent but some of which took place decades ago, it is possible to categorize them as follows: sex scandals, drugs, cheating, hazing, admissions and diplomas, on-the-job consumption, athletics, and murder. Several examples are provided in the paper, along with their impact on various stakeholders. The paper then discusses a variety of solutions designed to either preempt the activities potentially leading to scandal, to deter them or to punish perpetrators. Some of these involve structural changes, institutional policies and procedures, fines, terminations, and sanctions. The paper emphasizes the proactive safeguards which govern and monitor to make sure that universities do not suffer on the back end and that their reputations do not suffer into the future.

In February 2015 a large group of scholars, researchers, and practitioners interested in P-20 finance issues gathered in St. Louis, Missouri, for the National Education Finance Academy's annual conference, on February 25-27, 2015 to discuss, among multiple topics, the state of P-20 finance in all 50 states. There were 35 states represented in the round table session and representatives of 30 of those states submitted their manuscripts to the "Journal of Education Finance" for publication. This is the third year that JEF has published the State of the States manuscripts as a service to those interested in trends around P-20 finance and the 28 states represents the highest number of states included in the report to date. However, it is the intention to have all 50 states represented by 2016 and individuals interested in representing currently unrepresented states should contact Drs. Weiler and Hartman. Presenters at the 2015 National Education Finance Academy's State of the States Round table session were directed to address the following topics: (1) Funding priorities/trends for P-12 and/or higher education (2) Changes to the funding formula for P-12 and/or higher education; (3) Pressing issues affecting P-12 and/or higher education funding; (4) Exclusive to P-12: Diverting funds from public school districts; and (5) Exclusive to Higher Education: Trends in state funding for public institutions. Conventional wisdom and antiquated stage development theories have had a negative effect on children's spirituality. This paper looks at an innovative spiritual practice (embodied prayer) that instead promotes children's agency and embodied engagement in multi-layered meaning making. It traces both the ways in which children respond to higher levels of trust in their ability to reflect on spiritual ideas and experiences, as well as challenges and changes in understanding and practice that adult facilitators experience as they learn new ways of supporting children's spiritual development.

Haldane's rule (HR, impairment of fertility and/or viability of interracial hybrids) seems to be one of few generalizations in evolutionary biology. The validity of HR has been confirmed in animals, and more recently in some dioecious plants (Silene and Rumex). Dioecious Rumex hastatulus has two races differing in the sex chromosome system: Texas (T) and North Carolina (NC), and T × NC males showed both reduced pollen fertility and rarity—two classical symptoms of Haldane's rule (HR). The reduced fertility of these plants has a simple mechanistic explanation, but the reason for their rarity was not elucidated. Here, we measured selected physiological parameters related to the antioxidant defense system in parental races and reciprocal hybrids of R. hastatulus. We showed that the X-autosome configurations, as well as asymmetries associated with Y chromosomes and cytoplasm, could modulate this system in hybrids. The levels and quantitative patterns of the measured parameters distinguish the T × NC hybrid from the other analyzed forms. Our observations suggest that the rarity of T × NC males is caused postzygotically and most likely related to the higher level of oxidative stress induced by the chromosomal incompatibilities. We investigate the association between nativity status (U.S.- vs foreignborn) and viral suppression among women of color (WOC) with HIV (HIV +) and whether this association was modified by education and housing. Methods: Data were from 549 HIV + WOC, who participated in the Health Resources and Services Administration-funded WOC Initiative 2009–2013. We used generalized estimating equation models to quantify the association between the respondents' nativity status and viral suppression. Results: After adjusting for covariates, foreign-born WOC were 2.2 times (95% confidence interval: 1.25, 3.85) more likely to achieve viral suppression than U.S.-born WOC. This association was not modified by education or housing status. Conclusions: Despite facing barriers to care, foreign-born WOC were more likely to achieve viral suppression than U.S.-born WOC. Programs aiming to end the HIV epidemic and reduce HIV disparities in the U.S. should consider these findings as they provide a more nuanced understanding of HIV + WOC. [ABSTRACT FROM AUTHOR]

Student affairs professionals are concerned about the access and success of diverse groups of students in U.S. higher education, but systematic barriers continue to confront one understudied population of college students. Justice-involved people--those who have experienced the criminal justice system--face unique challenges on our campuses but are often ignored in discussions of access, retention, and success. To raise awareness about the barriers these student face, this paper offers a descriptive examination of the federal, state, and institutional policies that target justice-involved college students, including policies related to admissions, financial aid, campus housing, student employment, student athletics, and others. Analysis suggests these policies are significant barriers to student success because they prevent students from accessing important services and programs and are harmfully stigmatizing. Recommendations are offered to student affairs professionals on supporting justice-involved college students to overcome the barriers.

In an attempt to broaden participation in STEM, a new type of high school is emerging, high schools which include a focus on engineering, have few or no academic admission criteria, and actively involve students of all levels of ability, known as Inclusive STEM High Schools (ISHSs). One aspect of successful ISHSs includes the intentional and explicit integration of engineering learning opportunities into coursework. The purpose of this paper is to report results of a systematic cross-case analysis exploring the extent of engineering learning opportunities in five exemplar ISHSs. The results are framed by the "Engineering in K-12 Education" report from which seven different topics were derived to appropriately represent the field of engineering in schools: design, identifying constraints, modeling and analysis, engineering habits of mind, systems thinking, modeling, identifying constraints, communication, and optimization. The cross-case analysis was conducted by aggregating the information gathered through surveys, interviews, focus groups, classroom observations, and document analysis, noting similarities and differences across schools and mechanisms for the course foci. It was found in the participating ISHSs that engineering is not merely an elective; all students must take at least one engineering course to graduate, although the states in which the schools are located did not require engineering for a diploma. The most prominent topics from the recommended list found at the schools were design, engineering habits of mind, and communication, while the least prominent were modeling, analysis, and identifying constraints. Based on the results of this study, the engineering education community is encouraged to continue making engineering concepts and skills accessible to K-12 educators, who may not have prior formal training in the field of engineering or engineering education.

This paper describes and compares the profiles of the top accounting programs in the United States as identified by "U.S. News and World Report" in 2004 with the profiles of the top accounting programs in the United States as identified by the "Accounting Degree Review" in 2014. The "Accounting Degree Review"'s list is a weighted average based on the rankings in "U.S. News and World Report," "Bloomberg Business Week," and "Public Accounting Report." A thorough examination of each schools web site has been conducted to gather information concerning the requirements for an undergraduate degree in accounting from two points in time over a ten year span (2004 and 2014). Course descriptions rather than simply course titles have been evaluated for each accounting course included in the business core and requirements of the accounting major. The emphasis of the study is, not only to develop a profile of top programs but also, to determine changes within accounting programs during the period from 2004 to 2014. This paper explores determinants of manufactured housing park (MHP) plot rents in North Carolina, with particular focus on the distinction among high-growth urban parks and small town/rural parks, and on the possible role played by zoning restrictiveness. Little is known about how MHP rents are determined, even though it is estimated that more than 10 million Americans live in MHPs. We implement a hedonic model and an instrumental variables approach to examine the relationship between MHP rents and local housing markets, land use restrictions, and other factors. We find that, contrary to expectations, zoning is strongly negatively associated with park rents in periurban and rural parks, but appears as a positive driver in high-growth cities. We then extend this model to an out-of-sample prediction for MHPs rents in Texas. [ABSTRACT FROM AUTHOR]

Objective: There are concerns that some non-profit organisations, financed by the food industry, promote industry positions in research and policy materials. Using Freedom of Information (FOI) requests, we test the proposition that the International Life Sciences Institute (ILSI), one prominent non-for profit in international health and nutrition research, promotes industry positions.Design: U.S. Right to Know filed five FOI from 2015 to 2018 covering communications with researchers at four US institutions: Texas A&M, University of Illinois, University of Colorado and North Carolina State University. It received 15 078 pages, which were uploaded to the University of California San Francisco's Industry Documents Library. We searched the Library exploring it thematically for instances of: (1) funding research activity that supports industry interests; (2) publishing and promoting industry-sponsored positions or literature; (3) disseminating favourable material to decision makers and the public and (4) suppressing views that do not support industry.Results: Available emails confirmed that ILSI's funding by corporate entities leads to industry influence over some of ILSI activities. Emails reveal a pattern of activity in which ILSI sought to exploit the credibility of scientists and academics to bolster industry positions and promote industry-devised content in its meetings, journal and other activities. ILSI also actively seeks to marginalise unfavourable positions.Conclusions: We conclude that undue influence of industry through third-party entities like ILSI requires enhanced management of conflicts of interest by researchers. We call for ILSI to be recognised as a private sector entity rather than an independent scientific non-profit, to allow for more appropriate appraisal of its outputs and those it funds. Background: Freestanding emergency departments (FrEDs) could reduce wait times in overcrowded emergency departments (EDs), but they might also increase usage and overall spending for emergency care. We investigate the relationship between the number of FrEDs entering a local market and overall spending on emergency care. Methods: We accessed data from Arizona, Florida, North Carolina, and Texas in Blue Cross Blue Shield Axis; a limited data set of deidentified insurance data claims that we linked to Public Use Microdata Area (PUMA) data from the American Community Survey; and lists of licensed FrEDs from state agencies. Regression analysis was used to estimate the association between changes in the number of FrEDs in 495 PUMAs and total spending on emergency care, out‐of‐pocket spending, utilization, and price per visit from January 2013 to December 2017. Final estimates came from a PUMA‐level fixed‐effects model, with controls for state, quarter, and PUMA‐level demographics. Results: Entry of an additional FrED in a PUMA was associated with a 3.6 percentage point (pp; CI = 2.4 to 4.9) increase in emergency provider reimbursement per insured beneficiary in Texas, Florida, and North Carolina. There was no change in spending (2.5 pp; CI = −8.2 to 3.1) associated with a FrED's entry in Arizona. Entry of an additional FrED was associated with a 0.18 (CI = 0.12 to 0.23) increase in the number of emergency care visits per 100 enrollees in Texas, Florida, and Arizona. In contrast, entry of another FrED was not associated with a change in utilization (−0.03; CI =  −0.09 to 0.02) in North Carolina. Estimated out‐of‐pocket payments for emergency care increased 3.6 pp (CI = 2.5 to 4.8) with the entry of a FrED in Texas, Florida, and Arizona, but declined by 15.3 pp (CI = −26.8 to −3.7) in North Carolina. Conclusions: Rather than functioning as substitutes for hospital‐based EDs, FrEDs have increased local market spending on emergency care in three of four states' markets where they have entered. State policy makers and researchers should carefully track spending and utilization of emergency care as FrEDs disseminate to better understand their potential health benefits and cost implications for patients. This paper examines primarily the courses in the accounting major and a portion of the business core of the best thirty accounting programs in the United States as identified by the Accounting Degree Review. A thorough examination of each school's web site has been conducted to gather current (2014) information concerning the requirements for a degree in accounting. Course descriptions rather than simply course titles have been evaluated for each accounting course included in the business core and accounting major requirement. The emphasis of the study is, not only to develop a profile from the best programs but also, to compare accounting programs at public and private schools. Also, possible differences between accounting programs in schools with Accounting accreditation and schools with Business accreditation are shown.

Parent-teacher collaboration for students with autism spectrum disorders (ASDs) has become increasingly important due to the rise of students being diagnosed with ASDs. Today's schools are being challenged with creating educational programs to best meet the need of this rising special needs population. This paper explores parent and special education school personnel collaboration to benefit the educational outcomes of this student population. This qualitative study examined 17 parents of school-aged children with varying ASDs using surveys and semi-structured interviews. Results indicated that parents viewed their current parent-teacher relationships as both positive and negative and found home-school communication to be an important method for keeping informed about their child's school progress. This study also revealed that parents of children with ASDs consider lack of teacher preparation in educating this student population as a barrier to effective home-school collaboration. Suggestions for further research were recommended.

The Climate Change Attitude Survey is composed of 15 Likert-type attitudinal items selected to measure students' beliefs and intentions toward the environment with a focus on climate change. This paper describes the development of the instrument and psychometric performance characteristics including reliability and validity. Data were gathered from 1,576 middle school students from across the United States in 2014 to validate the instrument and establish the measurement properties of the instrument's scales. Factor analysis revealed two stable constructs representing beliefs and intentions, which were reconfirmed through multidimensional scaling and hierarchical cluster analysis techniques. Internal consistency reliability was found to be respectable for the survey as a whole as well as the two separate scales. The Climate Change Attitude Survey was created to fill a void in the measurement of middle school students' affective responses to the environment and climate change. Educators may find this survey useful for assessing pre- to post intervention attitude changes as well as for identifying differences in selected groups of students. Further development is targeted to include adding new constructs as well as testing the instrument with different population subgroups.

Climate change education in the southeastern United States can be challenging. Due to economic factors, as well as the conservative political and faith perspectives typical of the region, high proportions (40%) of the population are not engaged, not convinced, or doubt Earth's climate is changing or that climate change has anthropogenic causes. Finding ways to bring such people into the climate change conversation is a crucial first step. This paper describes a public dialogue approach that brings together scientists with heterogeneous groups of faith, leisure/outdoor, educator, and agriculture communities to promote perspective sharing in an open and safe environment. It also describes the research we conducted on participants' experiences. Participants' postdialogue responses showed that they rated their learning about policies that might address climate change more strongly than their learning about climate science or the impacts of climate change. Exploratory factor analysis (EFA) of postdialogue evaluations found that three factors explained 63% of the variability in the data and represented substantively distinct components of participants' experiences: (1) feeling respected, (2) learning about climate science and policy content, and (3) learning about faith-based and other new and different perspectives about the issue. Qualitative findings supported quantitative results, suggesting that respondents felt comfortable speaking freely about their views on climate change, politics, and religion and that they valued engaging with diverse groups to have an open discussion about climate change. The dialogue approach has potential to depolarize climate change discourse through relationship building so that diverse communities can engage in productive and civil conversations expressing multiple perspectives.

A medical information commons (MIC) is a networked data environment utilized for research and clinical applications. At three deliberations across the U.S., we engaged 75 adults in two-day facilitated discussions on the ethical and social issues inherent to sharing data with an MIC. Deliberants made recommendations regarding opt-in consent, transparent data policies, public representation on MIC governing boards, and strict data security and privacy protection. The article offers information related to the growth of freestanding emergency departments (ED) in the U.S. It mentions that growth has been spurred by a variety of factors including overcrowded hospital-based EDs, expanding demands for emergency care, a desire by health care systems to create satellite locations to attract patients, health care entrepreneurship, and evolving state rules that have made it easier in some localities to open them.

Historically Black Colleges and Universities (HBCUs) provide significant STEM degrees to African Americans. Initiatives toward increasing diversity in STEM fields have been implemented by government and industry leaders. HBCUs annually award over 20% of all African American baccalaureate chemical engineering degrees. This speaks volume to the contribution HBCUs are making towards workforce diversity. This paper discusses the current statistics and impacts HBCUs have and could have in chemical engineering.

On February 24, 2017, all of the authors of the state-of-the-state manuscripts published in the "Journal of Education Finance" met in Cincinnati, Ohio, to participate in a roundtable discussion focused on recent legislative actions in 38 states. A majority of those papers were revised to reflect a final report on legislative actions impacting the funding of P-12 and higher education. Overall, adequate funding for education continues to be an issue many states are struggling with. There is reason to be hopeful, as several states have seen increases in per pupil funding and teacher salaries. When facing funding shortfalls, some states have begun considering alternate sources of funding for public education. In complicated fiscal times like these, it is anticipated that an increasing number of states will look to novel forms of raising revenue for public schools.
