Since the 1970s, a continuous exchange of information about conservation between Europe and East Asia has greatly influenced approaches to the treatment of paper objects as well as the tools and materials used. This knowledge is often disseminated and absorbed in a purely practical manner, stripped out of its wider cultural context. However, what is considered 'appropriate' treatment is closely linked to how a particular culture has historically interacted with artworks and arguably the lack of broader cultural perspectives can lead to misguided assumptions in the evaluation of those practices. This article reflects on the differences between European and East Asian cultures of paper conservation. By taking into consideration the relevant cultural, philosophical and historical contexts, the article aims to explore how approaches to conservation, as well as to the profession itself, have developed in these two different parts of the world. It further encourages paper conservators to reflect on their own training and practices while offering an understanding of how these approaches can sometimes be mutually exclusive. The 'China threat' has been identified as an important driver of Japan's security agenda and discourse. The threat posed by China has been discussed either as a given factor determining the trajectory of Tokyo's security approach, as a product of identity construction, or as an expression of securitizing processes that facilitate institutional and policy change. This paper contributes to this debate by offering an alternative explanation of the process through which the Abe government constructed China as a threat. Building on securitization theory, the paper examines the modes and strategies employed by the Abe Administration to successfully securitize China. The paper argues that, while Beijing was labeled a 'concern' rather than an 'existential threat,' it was still securitized through a process of securitization that involves an association with those domains in which China engages assertively, namely the maritime commons. The paper suggests calling this type of securitizing pattern 'transversal securitization' and explores how this indirect strategy allowed the Abe government to pragmatically pursue its objectives both domestically and at the international level. The politics of international finance for coal power plants have intensified since the 2015 Paris climate agreement was negotiated. Over the past few years, Japan and South Korea have signaled their intent not to fund new coal projects overseas, leaving China and its Belt and Road Initiative as the 'financier of last resort.' In September 2021, China too announced its intent to stop providing finance for overseas coal projects. What accounts for their decision to cease financing overseas coal projects despite prominent differences in political systems, degree of internationalization of their financial systems, and economic size? Drawing on datasets of coal projects and financing supplemented by case material and interviews, this paper explores the dynamics of coal export finance and how the combination of international reputational pressures and declining demand for coal finance diminished the domestic support for incumbent coal exporters in all three countries. This paper is the first academic attempt to critically bridge the politics of sustainability fix with social conflict theory (SCT) focusing on Indonesia's foreign-sponsored development of Ultra Supercritical (USC) coal power plants. I examine the contradictory development of 'green' projects in Indonesia and specifically unpack: how transnational politico-economic forces have secured a stable sustainability fix for the USC and how they have tamed opposition forces and reshaped governance strategies for intensified accumulation. I attempt to empirically demonstrate how such process unfold through two case studies – Cirebon II developed by Japanese and Korean companies and the Java 7 project funded by China. Albeit each have different alliance formations and strategies, both cases demonstrate that the safeguarding of stable conditions for sustainability fixes of USC power plant development is primarily determined by contestation, conflicts, and compromises between socio-political forces – international fractions of capital, state apparatuses, Indonesia's PLN and coal oligarchy as well as broader civil society actors. They reshape governing strategies that are ultimately organised through the Indonesian state and react to the selectivity of state strategies which privilege dominant forces. The paper contributes to the existing literature on the political economy of infrastructure and serves to take state transformation into account and to dispel the 'methodological nationalism' view that presupposes policy outcome and institutional features are inherent to the mode of capitalism of the investor's country of origin. Guest worker programs entail an intrinsic tension between control over workers’ mobility and workers’ agency. By drawing on the qualitative data from Chinese construction workers in Japan’s Technical Intern Training Program (TITP), I illuminate the dialectical nature of the tension between control and agency. My findings suggest that labor recruiters and employers implement labor control, but their practices have the opposite effect of pressing workers to abscond or to do irregular jobs. Staying in the program is not an outcome of effective control, but a response to circumstances wherein revisions to Japan’s immigration policy bring rewards while China’s surveillance policies incur potential punishments. The control-agency dialectic suggests that the regulative focus should be shifted from workers to employers and recruiters. Incorporating approaches of spatiotemporality and relationality, I analyze how workers sustain relations with various actors through three interconnected temporal stages, and how the relational dynamics shape workers’ varied mobility choices. Two features of the construction industry shape workers’ circumstances and occasionally facilitate their mobility: the stratification of the labor force according to legal status and the subcontract system. The article takes a critical look at the sovereignty claims surrounding the Senkaku / Diaoyu Islands. The dispute has long plagued Sino-Japanese relations and is considered one of the key regional security hotspots, with the People's Republic of China mounting an active challenge to Japanese administrative control. This article reviews the case for sovereignty under both the discovery and the prescription principles. However, the article concludes that one cannot find a compelling case for sovereignty under either principle in favour of either claimants. The paper argues that this is due to the traditional insignificance of the islands prior to UNCLOS establishing exclusive economic zones. Rather, the article suggests that to facilitate a resolution to the disputes, the islands should not be classified as islands under UNCLOS as they do not meet the legal threshold for such a classification, either today or historically. If anything, the weakness of claims that contributes to the intractability of the dispute today shows that traditionally neither China nor Japan has considered these territories as islands in a manner that would be in the spirit of UNCLOS. While such a reclassification would not immediately resolve the dispute, it would be a significant step to remove incentives for the further pursuit of conflicting sovereignty over the islands. In this paper, Teaching Expertise in Three Countries project is used as an example to show the significance and contribution of international comparative research and to think about the possible implications for policy in early childhood education. The project studied the development of expertise in preschool teaching in Japan, China, and the United States by employing 'video-cued multivocal ethnography' to explore how teaching expertise is defined in each of these countries and what processes help teachers acquire advanced teaching skills. This project has shown similarities and culturally specific notions, in what the participants have to say about characteristics of less and more experienced teachers. These research findings raise issues and challenges in early childhood education that resonate with the situation not only in the three countries but also possibly in other countries, such as problematizing the role of remembering and reflection in professional practice and the value of experience. China took its first tentative steps into the Antarctic around 1980, travelling South with other nations' Antarctic programs. Australia hosted the first Chinese scientists to travel to East Antarctica to conduct research in the early 1980s. China signed the Antarctic Treaty in 1983 and became a Treaty Consultative Party in 1985. Since its first small forays, China's Antarctic activities have grown considerably: it now has two permanently occupied Antarctic stations, other Antarctic facilities and is currently building a station on in the Ross Sea region. China's Antarctic science program is broad; it has economic activities in the region include fisheries and tourism, and has expressed longer-term interest in resource extraction. In recent years, China has become an assertive participant in Antarctic governance. This paper analyses the geopolitical origins of the Antarctic Treaty, China's growing Antarctic presence, and the implications this has for the region, including the policies and strategies of Australia and key Indo-Pacific partner states in the Antarctic. This paper considers Britain's first large-scale Chinese restaurant, situated within the 1884 International Health Exhibition in London. It asks what cultural work this Chinese restaurant and associated tearoom performed by considering two interrelated factors that governed the relationship between Britain and the British Empire, Europe, and the United States and China in the 1880s: The first is the recovery of exhibition culture's key role in the globalization of "foreign" food. Restaurants like those at the "Healtheries" presented "high culture" versions of Asian food in stark contrast to eateries catering to working-class populations in Limehouse and American/Australian Chinatowns and camp kitchens. The exhibitions worked to elevate Chinese people above stereotyped dog- and cat-eating "universal omnivores." The second revolves around the situating of China (and Japan) as modern through these exhibition restaurants and their location within an exhibition emphasizing hygiene and industry. I explore how the outward-facing displays of culture and esthetics at such expositions functioned within the networks of diplomacy surrounding Western informal imperialism in China, Qing Dynasty pushback, and intra-Asian competition, alongside new understandings of imperial culture as syncretic and absorptive. Japan is abandoning its once unidirectional foreign security policy towards the USA, two notable examples of which are its increasingly comprehensive and substantial security relations with the Philippines and Vietnam. Putting these burgeoning Japanese security partnerships front and center, this paper asks the following questions: What are the characteristics of Japan's maturing security partnerships with the Philippines and Vietnam? What factors have driven and enabled their recent emergence? What promotes and constrains their future development? What do these maturing Japanese non-US security partnerships reveal about Japan's direction as a security actor in and beyond East Asia? The paper finds that these two Japanese security bilaterals, which have six basic characteristics in common, are fundamentally driven by the contemporary shift in the balance of power and the strategic challenge that China's emerging maritime power and ambitions present Japan. It moreover argues that the substantiation of these security partnerships have been pursued under American auspices and further invited by Japanese nationalism and security legislative reforms. Notwithstanding these encouraging factors, however, domestic and geo-strategic constraints and counter incentives lead this paper to expect further substantiation, but limited military significance in the future of these security partnerships. The decline of US liberal hegemony raises the following questions for Japan: What is Japan's vision of international order and strategy? How does the Japan-US alliance influence Japan's vision? Some have argued that Japan is reactive and lacks a strategy, whereas others have claimed that the country has pragmatically pursued its interests within the given circumstances. This paper argues that Japan has maintained its own vision and strategies since the Cold War. Also, in the 2010s, Japan's diplomatic tradition was updated to focus on actively shaping the Asia-Pacific region. Japan seeks to preserve existing liberal international (rather than domestic) rules; however, its method is classical as it includes a balance-of-power approach involving military expansion and alliances, and a diplomatic approach to making agreements with a variety of political regimes, whether democratic or authoritarian, including China. This paper analyzes how East Asian states have regulated membership and migration through meso-level institutions. Specifically, we examine how states have used the household registration system (China's hukou system, South Korea's hoju/hojeok system, and Japan's koseki system) in the process of nation-state building in the early post-World War Two period, as a security measure to control movement throughout the Cold War, and as a tool to build or sever trans-border kinship ties in the contemporary era. Drawing on the literature on multi-level citizenship, the article contributes to the growing scholarship that unpacks the civic-ethnic divide in comparative citizenship studies by examining how meso-level institutions shape national-level membership in countries that are commonly characterized as having 'ethnic' citizenship regimes. This paper analyses the evolution of Sino-Japanese rivalry in the security sphere concentrating on the Chinese perspective, and placing it within the wider context of complex interstate rivalry between China, Japan and the United States. From a theoretical viewpoint, this research contributes to the literature on interstate rivalry from multiparty perspective, which has been overlooked in existing research. China–Japan–US complex interstate rivalry includes elements of positional, spatial and ideological rivalry simultaneously. When rivalries mix two or more rivalry types, they become more difficult to resolve. The two broad trends of China's military build-up and deepening US–Japan alliance evolve in tandem intensifying rivalry dynamics and increasing positional elements of rivalry. There are many indications on various levels that for China, controlling Japan's international ambitions has become less important and more attention is paid to ways in which Japan helps the United States in reaching its objectives in Asia through their alliance agreement. The cases analysed to display complex interstate rivalry include the Taiwan question, territorial disputes in the East and South China Seas, and the North Korean nuclear issue. The shift of manufacturing industry from Japan, the first industrializing nation in East Asia, to neighbouring South Korea and China saw the emergence of restructuring problems and policies in traditional industries and regional economies depending on them. Based on a literature review on this topic in East Asia, this paper draws three conclusions. First, the resource endowments of the three countries differ greatly and consequently also the magnitude of restructuring problems. Second, governments in all three countries strongly affect restructuring processes, albeit with different policies and at different spatial scales. Third, although many studies have a strongly applied, policy-oriented character, recent research, particularly in China, has started to use evolutionary theories and to engage with debates of mainstream economic geography. At the dawn of the twentieth century, ignorance towards the growing military power of Japan led Imperial Russia to her unexpected and decisive loss of the war of 1904–1905. Just ten years earlier in 1895, Japan was almost half-robbed of the spoils of her victory over China by the Western Powers (including Russia), which insisted on revising the Treaty of Shimonoseki. The Boxer Rebellion of 1899–1901 stopped this confrontation and turned Japan and Russia into allies for a short time: Russian and Japanese soldiers fought together against the Chinese, constituting the two largest units among the five allied troops with Russians playing the leading role on the battlefield and the Japanese being their loyal deputy (as it was viewed by Russian media of the time). All these circumstances led Russia to underestimate the Japanese army in the following years. However, the Russo-Japanese War itself changed that attitude, turning it into a sort of ‘a-next-war-to-be-hysteria’ among the Russian officials who served in Japan after the war. The reports by Russian military agents and diplomats from special collections in the Hoover Institution of War, Columbia University, and other archives used in this paper show us that despite being their government's only ‘eyes’ watching the Orient, sometimes those eyes were ‘blinded’ by the loss in the recent war and by their own experiences. One major reason for this was that many Russian diplomats, military agents and spies had long been serving in the Far East, and for some of them the transformation of Japan from ‘weak ally’ to ‘strong enemy’ status happened so swiftly, they came to overestimate this new ‘peril.’ Another problem was Japanese language skill. In the same way that Russia could not properly predict the growing power of Japan before 1904, she wanted after the war to obtain all possible information about her neighbor and, thus, paid special attention to educating a new generation of oriental specialists. Inclusiveness in economic development has lately emerged as a critical factor for development. This paper adopts an analytical concept of inclusive growth to evaluate East Asia’s economic success. It contests the Western conceptualization of the critical role of public participation in development, and argues that it has played a limited role in terms of inclusive growth in East Asia. Several factors have influenced the outcome of research in this area including the choice of methodology adopted, the challenge of defining and measuring inclusive growth, and the unclear mode and impact of public participation in the process. East Asian financial regionalism was born in response to the Asian Financial Crisis of 1997–1998. The centrepiece of financial regionalism was the Chiang Mai Initiative (CMI), an emergency liquidity mechanism created by the ASEAN+3. It embodied both a clear interpretation of what had gone wrong in 1997–1998 and an understanding of the need for institutions that would be politically viable despite Sino-Japanese rivalry. Enforcement under CMI relied on the ‘IMF link’ – release of funds would be predicated on crisis countries' initiating negotiations with the International Monetary Fund (IMF), as a means of reducing moral hazard, enforcing conditionality and diverting blame from the leading creditors, Japan and China. The global financial crisis of 2008–2010 and the eurozone crisis that followed have inspired important changes meant to address CMI's economic gaps, including accelerated adoption of ‘CMI Multilateralization’ (CMIM), the creation of a new surveillance unit (ASEAN+3 Macroeconomic Research Organization, or AMRO), and the establishment of a new precautionary line. Many observers have remarked that these developments weaken the IMF link, which had effectively subordinated CMI to the IMF. While the moves appear to demonstrate a more confident, autonomous regionalism and a relative devaluation of the US-dominated global financial institutions, this paper argues that in fact, the ASEAN+3 states have again unearthed the underlying politics of divided leadership and mutual suspicion. CMIM is now threatened by the renewed potential for internal divisions. Further complicating the picture, both China and Japan have recently established large bilateral swap lines outside of the CMIM framework with several of their ASEAN+3 partners, raising the question of whether CMIM is moving towards political irrelevance even as it has arrived at a high water mark in its institutional development. This paper posits four ranked, generic goals of state foreign policy, maps them against the American ‘pivot,’ and concludes with possible handicaps of that shift. Drawn broadly from realism and liberalism, those abstract goals are as follows: national security, economic growth, prestige among the community of states, and the promotion of cherished national values. Applying this framework specifically to Northeast Asia, the USA, regarding security, is likely to increasingly ‘hedge’ China, and its North Korean client, with regional allies, off-shore balancing, and a shift toward AirSea Battle. On trade, the USA will continue its decades-long effort to reduce Asian mercantilism by tying Asian traders into multilateral, neoliberal rule sets. Regarding prestige, the ‘Beijing Consensus’ is a growing challenge to US soft power which the pivot seeks to refute. In addition, on values, the USA will continue to nag especially China to conform to US standards of law and human rights. The USA will continue to push the broad liberalization of Asian polities and economies. The democratic peace and liberal trade are the ideological frame and motivation of the pivot. Nevertheless, significant US handicaps may slow the pivot: American cultural distance from Asia means little public support and understanding of its necessity; strong regional allies will tempt the USA toward offshore balancing on the cheap; and the dire US budget shortfall will reduce the resources necessary to fund it.
