The present paper attempts to determine the National education policy 2020 and role of library and information centers. However, these prospects have not been revealed clearly in NEP. However, libraries with quality collection digital resources must communicate quality education. According to NEP 2020, several educational levels will be introduced, including fundamental education, preparatory education, middle education, secondary education, under-graduation, post-graduation education stage, Research Stage and Lifelong learning stage. NEP has emphasized the significance of libraries in a number of areas, including the preservation of national heritage and the promotion of reading culture. Additionally, through practicing fixed librarianship, library professionals must identify new areas in which they can improve and increase the effect of higher education scholars. The author of this review talked about how the government and universities are changing their roles in libraries for NEP. Higher education in recent years has witnessed dynamic changes due to the Coronavirus pandemic to the extent that a new term, 'new normal,' originated. In this regard, teaching and learning processes have significantly become dependent on digital technologies to warrant emphasis being laid on digital literacy skills, which many learners lack. In order words, the growing prominence of the Internet and other digital environments as educational tools requires research regarding learners' digital literacy and the role of librarians in supporting learning in the new normal. Digital literacy is the learners' ability to locate, organise, understand, evaluate, and create information using digital technology effectively for everyday tasks. Therefore, the paper's thrust is in the role of librarians as information providers in higher institutions of learning in promoting reading, teaching, research, and learning culture among the citizenry in the digital environment. Also, the paper gives an insight into the digital environment and the various e-learning platforms such as Moodle, Google classroom and so on. It concluded by recommending digital literacy skills inclusion in the school curriculum. Higher institutions should set clear policies that provide the appropriate learning environment to facilitate technology and libraries to support context learning and promote elearning platforms in every discipline. The purpose of this study is to investigate the development and management of local contents in institutional repositories (IR) in tertiary institution libraries in Nigeria. The study adopted a survey research method. Online questionnaire and IR site investigation methods were used to collect data from 20 university libraries in Nigeria. The study revealed that no single College of Education, or Polytechnic library in Nigeria have embraced development of IR. Only 20 university libraries have successfully developed IRs to manage local contents emanating from the universities. The majority of the institutional repositories contain primarily theses and dissertations, journal articles and conference proceedings. DSpace was the most preferred software used in the various IRs to manage local contents, and lack of fund, inadequate facilities, absence of IR policies, and challenge of collecting contents from various contributors were the most mentioned challenges encountered in the development of IRs in Nigeria. The results from the study will provide important data and insight into the development of institutional repositories in tertiary institution libraries in Nigeria, and generate suggestions for librarians, and policymakers for developing institutional repositories in developing countries. The project will enable university libraries in Nigeria provide world class services by making their local contents visible globally. Higher Education is gaining momentum in every domain. There is a strong passion and pressure to undertake research and find solutions to the problems plaguing Higher Education. In the pressure to enhance ones career prospects leads to instances of academic misconduct like plagiarism which is adversely affecting the academia. Different studies have brought into light different reasons behind it. This study is also an attempt to analyse the reasons/factors which create hindrance in the way of original research. The study explores various factors which are prevalent among the research scholars of social sciences and sciences of GNDU, Amritsar and PU, Chandigarh. The findings of this study will unfold new vistas for the faculty, library professionals and the institutions to work collectively for guiding the researchers in overcoming those hurdles. It is hope that by countering these factors or removing these obstacles the originality in research can be brought in, duplicacy of work would be avoided and research would become more focussed and valid.
