Health policy and academic discourses on rare diseases and people with rare conditions frequently employ terms such as 'low prevalence' and 'unique' to characterize the smallness of the population under consideration and to justify targeted action toward these patient groups. This paper draws from recent anthropological scholarship on smallness and data, ethnographic research in Finland and Poland, as well as document and media analysis to examine how data is utilized in the context of isolated populations that are considered sites of rare diseases in these two countries. Specifically, this paper juxtaposes the notion of Finnish Disease Heritage (FDH) with that of a 'Kashubian gene' in Poland. The concept of FDH was developed by Finnish researchers in the 1970s; it encompasses almost forty rare hereditary diseases that are significantly more prevalent in Finland than elsewhere globally. On the other hand, the notion of the 'Kashubian gene' was first utilized by the media and some members of the Polish medical community around 2008. Based on 'unstable' data gathered during genetic research, the term referred to the high prevalence of a rare metabolic disorder (Long-Chain 3-Hydroxyacyl-CoA Dehydrogenase (LCHAD) deficiency) among Kashubians, an ethnic minority that resides in Northern Poland's Pomerania region. Whereas FDH facilitated the production and branding of 'a unique Finnish genetic identity' (Tupasela 2016b, 61), the notion of the 'Kashubian gene' has engendered health policy interventions targeting members of this ethnic minority and has contributed to stigmatizing practices carried out against Kashubians. The number of people living in cities is continuously growing, and the buildings in topographic maps are in need of frequent updates, which are costly to perform manually. This makes automatic building extraction a significant research subject. Transfer learning, on the other hand, offers solutions in situations where the data of a target area are scarce, making it a profitable research subject. Moreover, in previous studies, there was a lack of metrics in quantifying the accuracy improvement with transfer learning techniques. This paper investigated various transfer learning techniques and their combinations with U-Net for the semantic segmentation of buildings from true orthophotos. The results were analyzed using quantitative methods. Open-source remote sensing data from Poland were used for pretraining a model for building segmentation. The fine-tuning techniques including a fine-tuning contracting path, a fine-tuning expanding path, a retraining contracting path, and a retraining expanding path were studied. These fine-tuning techniques and their combinations were tested with three local datasets from the diverse environment in Finland: urban, suburban, and rural areas. Knowledge from the pretrained model was transferred to the local datasets from Helsinki (urban), Kajaani (suburban), and selected areas in Finland (rural area). Three models with no transfer learning were trained from scratch with three sets of local data to compare the fine-tuning results. Our experiment focused on how various transfer learning techniques perform on datasets from different environments (urban, suburban, and rural areas) and multiple locations (southern, northern, and across Finland). A quantitative assessment of performance improvement by using transfer learning techniques was conducted. Despite the differences in datasets, the results showed that using transfer learning techniques could achieve at least 5% better accuracy than a model trained from scratch with several different transfer learning techniques. This paper investigates different uses of the Journal Impact Factor (JIF) in national journal rankings and discusses the merits of supplementing metrics with expert assessment. Our focus is national journal rankings used as evidence to support decisions about the distribution of institutional funding or career advancement. The seven countries under comparison are China, Denmark, Finland, Italy, Norway, Poland, and Turkey—and the region of Flanders in Belgium. With the exception of Italy, top‐tier journals used in national rankings include those classified at the highest level, or according to tier, or points implemented. A total of 3,565 (75.8%) out of 4,701 unique top‐tier journals were identified as having a JIF, with 55.7% belonging to the first Journal Impact Factor quartile. Journal rankings in China, Flanders, Poland, and Turkey classify journals with a JIF as being top‐tier, but only when they are in the first quartile of the Average Journal Impact Factor Percentile. Journal rankings that result from expert assessment in Denmark, Finland, and Norway regularly classify journals as top‐tier outside the first quartile, particularly in the social sciences and humanities. Science-informed, reductionist policy has systematically failed to address wicked situations. Such situations are highly interconnected and unpredictable. As a consequence, the implementation of so-called desirable interventions can lead to the export of vulnerabilities within and across different societal domains, sectors, intersections and scales. Systemic practice is an emerging field, and highlights the need to enrich scientific inquiry and policy actions through action learning with an "extended peer community'' as a means to navigate wicked situations. In this paper, we report on the potential of game co-design as a systemic practice to improve the situation of Baltic Sea nutrient enrichment. Findings from water catchments in Finland, Sweden and Poland suggest that the co-design of serious games can both enhance the comprehension of wicked situations, and foster self-organized concerted action without imposing a convergence of perspectives amongst diverse stakeholders. The aim of this paper is to investigate the association between structural and cognitive aspects of social capital and self-rated health among adults aged 50 or more, living in three countries: Finland, Poland and Spain. The study, which was based on data from the European Social Survey (2008/09), was a part of the EU research project COURAGE in Europe. More specifically the paper assesses the association between social capital indicators – informal social network and general trust – and good self-rated health through single-level and joint effects analyses. The results showed that Finland was a country of high social capital, in terms of both social networks and general trust, while Spain showed low levels of general trust and Poland low levels of informal social networks. As to the association between social capital and self-rated health, high levels of general trust and high networks were found to be associated with good health among all countries' respondents. Older persons living in partnerships, with higher education, higher levels of engagement in informal networks and general trust, were found to be more likely to show good self-rated health. This paper discusses participatory research with young people who are leaving public care in Finland to begin independent lives. The aim of the research, organised by SOS Children's Villages International, was to bring about change in alternative care arrangements, particularly those involving young people's transition to independence. The project used a participatory research design based on employing care-leaving peers as co-researchers. This paper adheres to the methodological principles of empowerment in analysing the personal experiences of young people leaving alternative care with the goal of informing good practice. The findings suggest that the peer research method can be an effective means of empowering young people to develop research skills and to be involved in knowledge production, as well as serving as a means of promoting improved services for “care-leavers”, those young people who are leaving either foster care or institutional care. The participatory and peer research method challenges the traditional understandings of expertise and knowledge production. Although the hierarchy between adult researchers and young people as co-researchers is still evident, the method provides possibilities for better understanding the social- and health-service systems and their challenges and pitfalls from a user's perspective. The built environment (BE) impacts on people's disability and health, in terms of overweight, depression, alcohol abuse, poor self-rated health and presence of psychological symptoms; it is reasonable to assume that BE also impacts on participation levels. This paper presents the validation of the COURAGE Built Environment Self-Reported Questionnaire (CBE-SR), an instrument designed to evaluate BE in the context of health and disability. Subjects participating to COURAGE, a cross-sectional study conducted on 10 800 citizens of Poland, Finland and Spain, completed a protocol inclusive of the CBE-SR. Psychometric properties and factor structure were analysed, and factor scores created. Gender differences, differences between persons from different age groups and persons reporting the environment as facilitating, hindering or neutral were calculated. Eight items were deleted so that the final version of CBE-SR comprises 19 items. Cronbach's alpha ranged from 0.743 to 0.906, and test-retest stability was demonstrated for the majority of items. Four subscales were identified: Usability of the neighbourhood environment; Hindrance of walkable environment; Easiness of use of public buildings, places and facilities; and Risk of accidents and usability of the living place. Younger respondents reported their neighbourhood as more usable but perceived walkways as more hindering and public buildings as less easy to use; gender differences were almost inexistent. The CBE-SR is a four-scale instrument with good psychometric properties that measures the person-environment interaction. It is sensitive across age groups and is consistent with the subject's overall judgement of the degree to which the environment is facilitating or hindering. Copyright © 2013 John Wiley & Sons, Ltd. Bioeconomy is one of the main aspects of the Baltic Sea Region (BRS) Programme. However, at the national level, bioeconomy strategies are still under development in several countries. As environmental aspects are particularly important to ensure the sustainability of bioeconomy, the aim of this paper is to analyse changes in consumption- and production-based bio-resource, land and water footprints for the period of 2011–2015 and couple them with economic indicators, to assess the efficiency of bioeconomy in the BSR countries. The results show significant differences in consumption- and production-based bio-resource, land and water footprints among the BSR countries; these differences are not linked to the existence of bioeconomy strategies in these countries. Taking into account a sustainable level of bio-resource, cropland and water use commitments, countries should develop their bioeconomy giving due consideration to the sustainability of resource use, whereas in all the BSR countries these targets are significantly exceeded. The analysis of the efficiency of bioeconomy also revealed significant differences in bio-resource productivity and land and water intensity among countries. From a sustainable development perspective, we can positively see that in all the BSR countries, bio-resource productivity increased and water footprint intensity reduced. The most positive changes were observed in Poland. Meanwhile, in Estonia and Finland, the increase in land footprint during the study period was observed. Thus, these countries should pay particular attention to efficiency improvements in forest and agricultural sectors.
